n las encuestas, los latinos que vivimos en los Estados Unidos aparecemos como seres casi genéticamente inclinados hacia la conservación ambiental. Un sondeo realizado por la Universidad de Yale hace tres años se ha vuelto emblemático de nuestra disposición natural hacia la protección del medio ambiente.
But really, how green are we Latinos? The answer comes to us from a new campaign that makes visible the efforts of Latinas and Latinos of all flavors and ages, who took the initiative to do something for themselves to protect their communities, encourage the use of public lands and encourage use of clean energy.

Casi tres de cada cuatro latinos expresamos en esa encuesta no sólo nuestro deseo de que la sociedad, el gobierno y el sector privado hagan más para encarar el desafío que representa el calentamiento global, sino que manifestamos nuestra disposición a formar parte en campañas para actuar contra el cambio climático. Pero realmente ¿qué tan verdes somos los latinos? La respuesta nos llega de la mano de una nueva campaña que visibiliza los esfuerzos de latinas y latinos de todos los sabores y edades, que tomaron la iniciativa de hacer algo por ellos mismos para proteger sus comunidades, fomentar el uso de tierras públicas y alentar el uso de energías limpias Es decir, los latinos sí somos verdes, pero quizás no tan verdes como creemos o no tan verdes como podemos serlo. La crisis del COVID-19 nos ha confirmado la influencia enorme que tiene la responsabilidad individual para incidir sobre los desenlaces de las políticas públicas. En otras palabras, nuestro granito de arena, casi imperceptible a nivel microscópico, hace la diferencia desde un punto de vista colectivo. Como periodista he tenido la oportunidad de colaborar en esta campaña llamada atinadamente Latino Verde. El título es ilustrativo y provocador. A cada uno de nosotros nos corresponde evaluar qué tan verdes somos y qué tan verdes podemos ser. Las historias personales de Latino Verde incluyen a modestos voluntarios, guerreros que dedican su tiempo libre a la defensa ambiental, pero también las aventuras de profesionales que decidieron convertir su vocación en un proyecto profesional. El mensaje es claro: si llevas en tus venas la pasión por el mundo natural, por la preservación y la conservación ¿por qué no convertirlo en algo más que un estilo de vida y quizás en una carrera profesional de alto impacto social y remunerada con la recompensa de saber que ayudando a

Sólo en Estados Unidos se proyecta la creación de 9 millones de empleos verdes por año en la próxima década en el sector del transporte limpios; así como 3.2 millones por año para expandir las energías renovables. Quizás la crisis del COVID-19 y la recesión resultante, van a afectar esas proyecciones, pero precisamente la pandemia nos ha mostrado que nada es inevitable y que si hacemos algo positivo en el ámbito de nuestra compromiso personal, no hay ningún reto, ni el cambio climático, en el que no podamos hacer la diferencia. n surveys, Latinos living in the United States appear as beings almost genetically inclined towards environmental conservation. A survey conducted by Yale University three years ago has become emblematic of our natural disposition towards protecting the environment. Almost three out of four Latinos in this survey expressed not only our desire that society, government and the private sector do more to face the challenge of global warming, but we also expressed our willingness to partici-
In other words, Latinos are green, but perhaps not as green as we think - or not as green as we can be. The COVID-19 crisis has confirmed the enormous influence that individual responsibility has on influencing the outcomes of public policies. In other words, our grain of sand, almost imperceptible at the microscopic level, makes a difference from a collective point of view. As a journalist I have had the opportunity to collaborate in this campaign called wisely, Latino Verde (Green Latino). The title is illustrative and provocative. It is up to each of us to assess how green we are and how green we can be. Latino Verde's personal stories include modest volunteers, warriors who dedicate their free time to environmental defense, but also the adventures of professionals who decided to turn their vocation into a professional project. The message is clear: if you have a passion for the natural world, for preservation and conservation in your veins, why not make it more than just a lifestyle and perhaps a professional career with high social impact and remunerated with the reward of knowing that you’re helping to shape the future of humanity? In the United States alone, the creation of 9 million green jobs per year is projected in the next decade in the clean transport sector; as well as 3.2 million per year to expand renewable energy. Perhaps the COVID-19 crisis and the resulting recession will affect these projections, but the pandemic has shown us precisely that nothing is inevitable and that if we do something positive in the area of our personal commitment, there is no challenge, not even climate change, where we can't make a difference. AN FRANCISCO — An estimated 28 million renters in the U.S. are facing evictions over the next three months, as states begin lifting their COVID-19 related eviction moratoriums.
“Evictions have played a significant role in creating California's affordable housing crisis and our homelessness crisis,” she said, noting that some extremely low income households pay 90 percent of their income in rent.

In April, most U.S. states imposed some manner of lockdown to control the spread of the virus, restricting most workers to their homes. Unemployment rates shot to 14.7 percent, according to the Bureau of Labor Statistics. More than one-third of renters did not pay their rent that month, according to data from the National Multifamily Housing Council. Many states enacted eviction moratoriums, banning landlords from evicting a tenant due to non-payment of rent. But as those moratoriums expire in August, 20 to 28 million renters are facing evictions, said Emily Benfer, visiting professor and director of the Health Justice Clinic at Wake Forest School of Law and co-creator of the COVID-19 Housing Policy Scorecard with the Eviction Lab at Princeton University. The Congressional CARES Act, which provides 120 days of eviction relief for tenants in federally-backed housing, is set to expire July 25. “50 million renters today live in households that suffered COVID-19 related job loss or income loss. And 40 percent of that occurred in especially low income households,” said Benfer, at a July 17 briefing on evictions, organized by Ethnic Media Services.

Children are severely hit by evictions, Kushel said, noting that an abrupt loss of home can lead to disruptions in education and resulting mental health issues. Kushel predicted there would be a 20 to 40 percent rise in homelessness as eviction moratoriums are lifted. She acknowledged state and federal efforts focused on people currently experiencing homelessness such as
California’s Project Homekey, a $600 million state initiative to buy hotels and motels to house un-sheltered people. “But this will be a drop in the bucket for people who are currently experiencing homelessness and will not address the new inflows into homelessness,” she cautioned, adding that permanent solutions require a dramatic increase in the number of affordable housing units, along with an expansion of rental support. California is home to about 22 percent of the nation’s homeless population, with more than 150,000 people experiencing homelessness, according to 2018 data from the U.S. Interagency Council
on Homelessness. 45 percent of California’s residents are renters. On July 1, California Governor Gavin Newsom extended the state’s eviction moratorium to Sept. 30. Delegate Kumar Barve, who chairs the Maryland state House of Delegates Environment and Transportation Committee, sent a letter July 7 to Maryland Governor Larry Hogan, asking him to extend the state’s eviction moratorium to Jan. 31, 2021. He noted that in a typical year in Maryland, a miniscule portion of the population faces eviction. “If you up that to 10 percent or 15 percent, you suddenly have a problem. What we're talking about in that instance
would be a full scale social disruption,” said Barve, the longest serving Indian American legislator. Misha Vyas of the Western Center for Law and Poverty discussed the lack of due process for tenants, who must file a response to their eviction notice within five days. Eviction lawsuits are fast-tracked: more than 75 percent are settled within 45 days, largely in favor of the landlords who are represented by attorneys, while the vast majority of tenants are not. “The process is designed to be very efficient and to provide consistent results for landlords to be able to eject tenants and recover their

Kalia offered a path forward for the hospitality industry to bail itself out of the COVID crisis, which has left many hoteliers with empty rooms. The average homeless person costs a community about $80,000 per year, he said, noting that he has been able to house individuals for about $13,000 per year, including support services for mental health, substance abuse, and physical ailments. “Hotel owners in California have the ability to salvage their livelihoods by really accepting this model,” said Kalia, noting that hoteliers can make use of Project Homekey funds to convert their hotels and motels into permanent housing for currently un-sheltered people.

erca de 24 millones de estadounidenses podrían ser desalojados de sus viviendas a fines de agosto, mientras 15 millones de inquilinos ya viven en hogares afectados por la pérdida de trabajo o la reducción de ingresos debido a la pandemia del COVID-19. La inquietante cifra del Aspen Institute fue compartida por Emily Benfer, directora de la Clínica de Justicia de Salud de la Facultad de Derecho de Wake Forest, durante una conferencia vía Zoom organizada por Ethnic Media Services. “Nuestro país está al borde de una crisis de vivienda de magnitud sin precedentes y sin una red de seguridad que nos sostenga”, aseguró Benfer al detallar un panorama aterrador para las familias de bajos ingresos, especialmente latinas y afroamericanas. Estas se enfrentan al fin de las moratorias de desalojo que el gobierno federal y varios estados extendieron solo hasta agosto, para quienes no han podido pagar la renta en medio de la crisis económica causada por el coronavirus. “Hay un aumento del 92% en la solicitud diaria de asistencia (financiera) de alquiler en comparacion con esta fecha el año pasado”, dijo Benfer. “Y los programas (de alivio) se agotan a los pocos minutos de estar disponibles”. endas asequibles se redujeron en cuatro millones. Mientras el 61% de los hispanos y el 44% de los afroamericanos vive en arriendo, esa cifra llega sólo al 38% en el caso de los blancos. Cerca del 75% de las familias negras y latinas no tenían fondos de emergencia para cubrir gastos por un promedio de tres meses, mientras el 53% de las familias blancas sí pudieron contar con esos ahorros para enfrentar la crisis. Hoy menos de la mitad de los estados tiene alguna política de moratoria de desalojo. Florida, Mississippi, Missouri, Texas y Ohio, figuran con las más altas tasas de desalojo según Benfer. La ley CARES del Congreso, estableció 120 días de moratoria y si bien previno una oleada de desalojos, está a punto de expirar el 25 de julio. La ley HEROES que contempla presupuesto de alivio para renta, pasó en la Cámara de Representantes pero está detenida en el Senado. “Una de las peores consecuencias del desalojo para estas familias es que terminan en albergues donde es imposible mantener la distancia social, lo que las expone aún más al COVID-19”, anadió Benfer.
Inquilinos sin protección Desde fines de abril, las protestas de inquilinos se extendieron por todo el país exigiendo al gobierno que cancelara el pago de alquiler. En varias ciudades de California, donde el control de renta ha sido una de las victorias de los sindicatos de inquilinos, 17 millones de ellos no podrán pagar la renta al final de la moratoria, y el sistema judicial tampoco los protege. “En las cortes hay una vía rápida para estos casos: casi el 60% de los desalojos se resuelve dentro de un mes (a favor del arrendatario) y el inquilino tiene solo cinco días para presentar una respuesta en la corte o perder su caso y por defecto su hogar”, dijo Nisha Vyas, abogada principal de vivienda en el Western Center on Law and Poverty. “Los inquilinos además raramente tienen abogados que los representen”. A raíz del COVID-19, las cortes llevan a cabo audiencias de desalojo virtuales a las que muchos arrendadores no pueden acceder por la barrera del lenguaje, las restricciones tecnológicas o incluso la inhabilidad de pagar la cuenta del celular. Y aunque desde el 1 de abril, más de 80 condados
y ciudades en California adoptaron algún tipo de protección para los inquilinos, ellos todavía tienen que demostrar en los tribunales que están cobijados por estas medidas. “Todavía escuchamos sobre propietarios que amenazan con llamar a la policía, envían documentos parecidos a los de la corte, o incluso cambian las cerraduras de la vivienda”, contó Vyas enfatizando que todos estos métodos son ilegales. Su organización está copatrocinando el proyecto de ley estatal 1436, diseñado para dar a los inquilinos una oportunidad justa de pagar el alquiler adeudado, y al propietario a perseguir su caso a través de un acción civil en oposición al proceso penal de desalojo. También busca prevenir los impactos negativos al crédito para los inquilinos. Población sin techo El peor desenlace de los desalojos para las familias es sin duda, terminar en la calle. Margot Kushel, doctora en la División de Medicina Interna General en el Hospital General y Centro de Trauma Zuckerberg en San Francisco, calcula que en California los desalojos pueden contribuir a un aumento del 40% en la población sin hogar, de
la que hoy en dia solo una tercera parte termina en algún refugio. “Al principio las familias se mudan a viviendas más inestables, hacinados con familiares, pero en un periodo de uno o dos años, inevitablemente, terminan en la calle”, dijo Kushel. La situación es especialmente difícil para familias con niños, no solo porque los menores deben interrumpir su educación, sino porque los adultos evitan a toda costa terminar en albergues ya que el estado les puede quitar la custodia de sus hijos. “Esto lo vemos mucho en la comunidad latinx, donde familias de hasta 12 personas comparten una sola habitación y un baño para evitar que las cuenten como personas sin hogar y les quiten sus niños… esto es un (caldo de cultivo) para el virus”, explicó Kushel. El 18 de marzo el gobernador de California, Gavin Newsom, lanzó el proyecto RoomKey para asegurar que la población sin hogar tuviera un techo y así evitar la propagación del coronavirus. Most taxpayers have already filed their federal tax return, and many have already received their refund. Those that have not are understandably eager for details about when their refund will arrive. When it comes to tax refunds, a few common myths keep circulating and misinforming taxpayers. Some key facts can help people understand the refund process better: • Taxpayers who file electronically and use direct deposit can expect their refund faster than those who mail a paper return, especially since the COVID-19 outbreak has reduced IRS staffing available to process paper returns. • Taxpayers who file a paper tax return are likely to face processing and refund delays.

uebla (México) - El histórico platillo de los chiles en nogada, asociado con la Independencia de México, se reinventa en el estado de Puebla en forma de hamburguesa y cemita, una combinación barroca con un platillo extranjero y otro tradicional. Teresa Moreno, cocinera del restaurante Fonda de Santa Clara, cuenta a EFE que innovaron para deleitar a los paladares más exigentes, que gustan de sabores inéditos pese a que el chile en nogada es una tradición en Puebla desde hace casi 200 años. "La idea de la cemita y hamburguesa fue de Rubén Araujo Jr. para darle un nuevo cambio a la fonda, ya que con esta pandemia tenemos que dar más, para atraer más gente, más turismo, que conozcan cosas nuevas e innovadoras", explica. La preparación para la hamburguesa y la cemita, un tradicional emparedado de Puebla, lleva tiempo y dedicación, comenta Moreno, porque lleva los mismos ingredientes de los chiles en nogada, como frutas, carne, nuez, granada, almendra, pasas, perejil y cebolla. Se necesita el pan de hamburguesa, preparado con ingredientes secretos del chef, que se corta por la mitad para untarle mermelada de manzana y durazno.
Comida con Historia Por sus ingredientes, la temporada de chiles en nogada es de julio a septiembre, según la Secretaría federal de Turismo, por lo que es un platillo típico de las fiestas patrias de México, que el 16 de septiembre celebra el Día de la Independencia. El origen de la receta se remonta a 1821 y la versión más popular señala que las monjas del convento de Santa Mónica, en Puebla, crearon el platillo para el cumpleaños del general Agustín de Iturbide, el 28 de agosto. Las monjas agustinas crearon el plato con los tres colores de la bandera del Ejército Trigarante, encabezado por Iturbide, con los ingredientes de la temporada para celebrar también la firma de los Tratados de Córdoba en el estado de Veracruz el 24 de agosto de 1821. Por ello, el chile representa el color verde, la granada el rojo y la salsa de nuez inventada por las monjas, la famosa nogada, el blanco. La cocinera de la Fonda de Santa Clara asegura que su reinvención no contradice esta tradición. "La idea no es quitarle el mérito al chile en nogada, ese siempre va a ser el chile en nogada, ya que muchos de nosotros lo conocemos, conocemos sus sabores y los ingredientes que llevan", afirma Moreno. Innovar en La Crisis
Después se coloca la carne de res y cerdo, y se baña con la nogada, como se llama a la salsa de nuez que distingue al platillo.
Este restaurante ha asumido el reto de crear este platillo para superar la crisis por la pandemia, que en México ha dejado casi 339.00 casos y cerca de 39.000 muertos por COVID-19.
Al final, se colocan tiran de chile poblano capeado con huevo, para después verter un poco más de nogada y decorarla con granada y perejil.
El principal desafío, apunta Moreno, es que las hamburguesas y las cemitas queden con el mismo sabor que los chiles en nogada, algo que los comensales han aprobado.
Para la cemita es el mismo procedimiento, pero lleva milanesa, pata de res, jamón, queso y aguacate, lo que significa una revolución total de ambos platillos tradicionales.
"Es un manjar de sabor que no se puede dejar de probar, al principio es un poco extraño pero sin duda son una explosión de sabores", asevera.

You need the hamburger bun, made with secret chef ingredients, that is cut in half to spread apple and peach jam. From there beef and pork are added, which are then bathed with the nogada, the walnut sauce that distinguishes the dish and gives it its name. At the end, they put strips of poblano pepper covered with egg, and then pour a little more nogada and decorate it with pomegranate and parsley. For the cemita it is the same procedure, but it has milanesa, beef leg, ham, cheese and avocado, which means a total remix of both traditional dishes. Food with History
Due to its ingredients, the season for the chiles in nogada dish is from July to September, according to the Federal Secretary of Tourism, making it a typical dish for Mexico's national holidays, which on September 16 celebrates its Independence Day. The final rule, which comes out this fall, is likely to draw a legal challenge from consumer groups.

nalysts estimate that of the over six billion tons of plastic produced worldwide since the 1950s, we have recycled only nine percent of it and incinerated another 12 percent. The remaining, some 4.8 billion tons of plastic is either still in use, filling up landfills, or littered into streets, streams and eventually the ocean. About a third of the plastic produced worldwide is for single-use applications (bottles, bags, utensils, food storage, etc.)—and it is these items that most commonly end up on the side of the road. Researchers discussed in a 2019 paper in Nature that if we do nothing to step up flagging efforts to reduce, reuse and recycle plastics, we could have three times as much of it littered into the global environment by 2060. So, what’s an environmentally conscious consumer to do? For starters, avoid getting plastic bags at the store. Either bring your own reusable one or if you need to go disposable, at least opt for paper that can be recycled or composted. And if you are food shopping, gravitate toward the bulk items aisle where you can buy just the right amount without unnecessary extra packaging. Another way to cut down on single use plastic is ditching plastic straws. Americans go through about 500 million plastic straws daily. Opting for reusable straws (metal, silicone, bamboo or glass, anyone?)—or no straw at all—is one of the simplest ways to cut down on disposable plastic. According to the non-profit Center for EcoTechnology (CET), the kitchen is one place where you can definitely make some easy adjustments to save plastic. For starters, ditch the plastic wrap; it’s difficult to recycle and can clog recycling processing machines. One great alternative is beeswax paper, which is reusable, washable and compostable. (Make sure to wash it with
cold water only so the wax doesn’t melt.) “Another alternative to plastic wrap is storing your food in glass storage containers or glass jars,” adds CET. “Glass is 100% recyclable and can be recycled endlessly without loss in quality or purity.” Putting dish cloths to use is another way to eschew plastic wrap for keeping produce fresh. Simply wrap up those fruits or veggies in a cloth instead of plastic—or put them in a bowl and cover with a dish cloth and rubber band for a tight seal—and put ‘em in the fridge. One often overlooked environmental downside of the coronavirus situation is that restaurants throw in so much disposable plasticware for to-go and delivery orders— whether customers need it or not. That’s why a coalition of 120 environmental groups recently teamed up to send letters to seven national food delivery companies asking they change their default ordering process to one that does not automatically include utensils, napkins, condiments and straws in order to reduce the tsunami of single-use plastic pollution entering our oceans, landfills and incinerators. The Protecting Unique and Beautiful Landscapes by Investing in California, or PUBLIC Lands Act, would add protections to public lands outside of Los Angeles, on the Central Coast and in the forests of northwest California. Christine Tamara, partnership engagement manager with Hispanic Access Foundation, said the San Gabriel Mountains in particular offer an important release for families who need a break from the asphalt jungle. "Being in SoCal, not everybody can afford to go to Disneyland. But everybody can afford to visit their public lands," Tamara said. "It is very costfriendly for a large family to go and enjoy time together. And so having access to those public lands is super important for our community." A second bill, the Great American Outdoors Act is set for a vote in the U.S. House of Representatives on Wednesday. It would fully fund the Land and Water Conservation Fund and tackle a massive maintenance backlog at national parks.

n Lok Lifeways PACE provides care for the health and wellbeing of seniors in the Bay Area. Even during the pandemic, On Lok has continued to offer its services in seniors’ homes. This is the case of Cecilia Rodriguez, who has been working for On Lok in San Jose as a physical therapy assistant for the past five years. “All our services are still available, but with some changes. For instance, we are still cooking in the kitchens, but now we provide home-delivered meals instead of meals at the center. In my case, I’m currently helping the home care department. I visit our participants at their homes to bring them their medications and make sure they take them. I’m also accompanying them to their doctors’ appointments, especially those seniors who don’t speak English. Also, On Lok is training us so we can properly use PPE while providing our home care services”, Cecilia shares with us. “We’re also delivering activity care packages so they can be entertained. We are in touch with them by phone, and remind them of our 24/7 phone line in case they need anything. We’re doing everything we can so our participants can feel they’re well taken care of in a safe way. I’m proud to be a part of the On Lok team because we work for people that really need some support”, Cecilia concludes.
