Representative Mike Honda discusses Asian-American reforms in DCIn a meeting at the White House this week Rep. Mike Honda (D-Calif.) and other members of the Congressional Asian Pacific American Caucus (CAPAC) met with President Obama to discuss a wide range of issues facing the Asian-American and Pacific Islander (AAPI) community. Included among the topics were AAPI-specific immigration reforms such as family reunification, diversity among Presidential appointments, and language access concerns surrounding implementation of the Affordable Care Act. 22 members of the caucus attended the meeting. “President Obama has always been a leader for the Asian-American and Pacific Islander community, and I greatly appreciate his willingness to hear our concerns on a large number of important issues facing us today” said rep Honda after the meeting. American Bird Conservancy to aid in Sage-Grouse protection A new study by the Sierra Club, Defenders of Wildlife, and the American Bird Conservancy shows how to preserve the Greater Sage-Grouse, a northwestern ground bird that usually lives in mountain and wooden brush areas. “Sage-grouse are a landscape species, and they need large, protected landscapes to survive,” said Mark Salvo of Defenders of Wildlife. “The federal planning effort is off to a shaky start, but incorporating findings from this new research will help steer the process back on course.” The Obama Administration is looking into wildlife-related initiatives to create protected lands for animals such as the Greater Sage-Grouse.

(published July 5, 2013)… a comment by Ruben Garcia
Hilbert Morales EL OBSERVADOR
As the first African-American elected President of the United States of America, Barrack Hussein Obama spoke last Friday, July 19th, from the heart and soul of his ‘Black Man’s’ life’s journey experiences. No prior president could have commented on the Trayvon Martin stalking and killing because all were former ‘White AngloSaxon presidents’. President Obama spoke authentically with much feeling and compassion derived from direct personal experience. Many Americans voiced their opinion that ‘true justice was not served’ by the Florida court proceedings which resulted in the ‘not guilty’ verdict by the jury. This jury was guided by Florida’s ‘Stand Your Ground’ laws. Throughout this nation, all such laws must be reviewed and amended as appropriate. The U.S. Attorney General must review these court proceedings, with the purpose of making recommendations to establish a national standard that does deliver “Justice for all” as is mandated by the U.S. Constitution. Our jails and prisons are statistical evidence that ‘equal justice for all’ has not been achieved. Neither has ‘equal access to opportunity’ in education, economic, jobs and businesses. All communities of color, especially the African-American, Hispanic- Latino, Native American, Asian-American and others watched this Florida court proceeding with great interest. Fortunately for
this nation, these communities of color are all committed to the non- violent philosophy of Ghandi, King, and Chavez. And, the U.S. Constitution, which was crafted by men who believed in a Christian God and had endured social, economic and religious persecution, clearly and concisely states that the essence of governance is by ‘the consent of the people to whom God has provided certain inalienable rights, amongst which are life, liberty and the pursuit of happiness’. All of these ideals ,which result in governance being done ‘with the consent of the People’, are at risk today if the 50 individual states and the Federal Department of Justice cannot establish the jurisprudence which enables individuals to live in their communities, enjoying personal safety in a peaceful secure setting. In a Christian democracy, we must practice the one great commandment, “Love (and respect) your neighbor as you would love (and respect) yourself.” As a Mexican-American kid who was born and raised in Gary, Indiana and educated in a Gary High School District which taught children speaking more than 90 languages in their homes, and had examples of every skin color imaginable, I resonated with what President Obama said. Especially the feeling of ‘There for the Grace of God, go I” and “It could have been me”. And it still could be me, especially if this State of California where I live today, and this nation for which I have served three years in the U.S. Regular Army, does not step up to the challenges of crafting a judicial system which ensures
‘justice for all’. Simple things can and do happen. My dad, Toribio Morales, told me that it was best ‘to turn the other cheek’, because that took more personal discipline and courage. Even today I experience situations where my
presence in a group discussion is not recognized, unless folks of other racial backgrounds have to do just that. It’s subtle, but it is there. And it is what it is. It is the irrational unacceptable mindset ‘that those of us who are different ‘do not belong’ or ‘are inferior’. I recall undergoing a thorough ‘credit card checkout’ at a local supermarket when my white neighbor, who was almost penniless, did not undergo the same thorough credit check at the same checkout station. It was my neighbor who noticed the difference and spoke to me about her observations as we drove home together. The African-American community must understand that other communities of color understand and will support those necessary changes in the local state and national systems of jurisprudence. This must be accomplished sooner rather than later. By delaying establishment of a system which delivers ‘equal justice for all’, as required by the U.S. Constitution, this nation’s communities will not enjoy possible levels of personal safety and security. Commerce thrives wherever there is community safety and security. There will be no safety and security for any of us until an equitable system of justice is established, which is applied and delivered equally and effectively to all. On behalf of the HispanicLatino community of San Jose, California), EL OBSERVADOR’s staff, readers and I extend our sense of sorrow with the loss of your unique son. Trayvon is now a civil rights martyr. Let’s commit to non-violent change towards a truly equitable practice of jurisprudence in America. We shall pray for the peaceful repose of Trayvon Martin’s soul. May God continue to Bless America.
What we are witnessing is the erosion of the middle class infllicted upon the working class by amoral, greedy practices and philosophies by corporate entities . Faceless shareholders seek to devour cash profits from main street America by displacing small closely held businesses with stripmalls owned by multi-national corporations who are well capi-
talized, enjoy abusive tax loopholes, employ slick propaganda in the media, and are now considered a “person” as an entity, with all the legal rights that go with it. Most of them are financed by Wall Street and banksters. (with our own money provided by U.S. Federal Reserve at extremey low interest rates!!!) Wall Street and governing elected officials are all wa-
ging economic war against the masses they view as mindless consumption units that will buy any garbage they can package. A thief will select you and rob you of your wealth and property. A politician will rob you of your wealth and propery. but we select them!!!!!! If democratic capitalism is to work for all of us, we must hold them all accountable with appropriate consequences.

As statewide pressure mounts to ban fracking in California, CREDO is helping local activists launch campaigns to pressure local government officials to ban fracking in several cities, towns and counties, including many located on the Monterey Shale, a vast area that oil companies want to frack. California activists have launched 15 campaigns in several towns and cities across California, including Fresno, Los Angeles, Riverside and San Luis Obispo, urging their local elected officials to protect California’s water and ban fracking in their communities. The petition urging the Los Angeles County Board of Supervisors to ban fracking has already garnered more than 5,500 signatures from local residents. The local activists have launched petitions on CREDO’s member generated petition site targeting California city council and county supervisors, who have broad authority to ban the toxic practice. The petitions will continue to gain support over the coming weeks and will be delivered to Gov. Brown and to local elected officials throughout the Summer and Fall.
San Jose CALIFORNIA
“If Gov. Brown fracks California, he will jeopardize the state’s precious water system that his father, then-Gov. Pat Brown, worked tirelessly to preserve,” said Zack Malitz, Campaign Manager for CREDO. “That’s why Californians living on the Monterey Shale are stepping up to call on Gov. Brown and their local elected officials to ban fracking. We hope that Gov. Brown will take notice of California’s groundswell of opposition to fracking and ban this toxic practice in our state.” “My petition is about protecting water, our most vital
and sacred resource, from an industry that has a history of causing irreparable and irreversible damage to communities,” said Jeanne Blackwell, who launched a campaign to ban fracking in San Luis Obispo. The campaign is part of a broader effort to pressure Gov. Brown and other elected officials to ban fracking in California and protect the state’s precious water source. While Gov. Brown has yet to take a public stand on fracking, he recently suggested he would consider the controversial practice of fracking.

United Way Silicon Valley (UWSV) has awarded strategic grants to 27 local programs run by its nonprofit partners totaling $1.65 million as part of a multimillion dollar investment in the community. The grant allocations reflect UWSV’s focus on helping families with children become economically secure, able to support their children’s educational success, physically and emotionally healthy, and connected to their community. The grant application process began in February with 78 proposals submitted to UWSV. The applications were extensively reviewed by staff and volunteer Community Building and Impact Committee. The committee recommended the 27 programs for funding. They were approved by the Board of Directors at its May meeting. Each program received a minimum of $50,000. Each grant will be renewed for the next two years if goals and performance measures are met. Consideration was given to the overall strength of each application, alignment with UWSV’s strategic priorities, how well the proposal demonstrated ability to help people actively engage in
their lives and/or their community in a positive way, and whether it reflected geographic or cultural diversity. “There were a number of excellent proposals submitted, but with limited dollars, we don’t have the capacity to fund them all,” said Carole Leigh Hutton, president & CEO, United Way Silicon Valley. “The committee worked diligently to determine which programs met the criteria and would be the most effective. At the end of the day, we have to ensure we are good stewards of the donations we receive and invest those funds wisely.” Programs operated by the following agencies were awarded three-year grants: Asian Americans for Community Involvement; Boys and Girls Clubs of Silicon Valley; Breakthrough Silicon Valley; Center for Employment Training; City Year San Jose/Silicon Valley; Community Services Agency of Mountain View and Los Altos; Estrella Family Services; Family Supportive Housing; Foothill-DeAnza Community Colleges Foundation – Early Learning; International Children Assistance Network; Jewish Family Services of Silicon Valley; Opportunity Fund; Pacific Autism Center for Education; Parents Help-
ing Parents; Parent Services Project; People Acting in Community Together (PACT); Rebekah Children’s Home of California; Sacred Heart Community Services; San Jose Day Nursery; San Jose State University Tower Foundation/CommUniverCity San Jose; Services, Immigrant Rights and Education Network (SIREN); Somos Mayfair; St. Joseph’s Family Center; Sunday Friends Foundation; Sunnyvale Community Services; West Valley Community Services; and YMCA of Silicon Valley. UWSV’s 2013-2014 budget also includes an allocation of $200,000 for its Emergency Assistance Network. United Way partners with eight nonprofit agencies and local law enforcement to offer emergency assistance to families and individuals facing a crisis. The Emergency Assistance Network provides help with food, rent or mortgage, utilities, transportation, and medical services. Strategic grants are just one way UWSV partners with community organizations and coalitions to accomplish its mission. UWSV works with its partners to advocate for key policy issues, implement programs operated by UWSV, and engage volunteers in their work.
Hilbert Morales EL OBSERVADOR Some 12 years ago, Alcario and Carmen Castellano experienced a windfall of money which today, looking back, has benefitted the local Hispanic/Latino community of the County of Santa Clara in ways that will amount to a unique legacy of altruism and ‘service to others’. The California Lotto prize won was the largest ever, at the time it was realized. Carmen and Alcario Castellano are to be respected, honored, appreciated and held in high esteem for what they have accomplished so far with the proceeds of that invested fortune. They have taken their time to assess their core values, evaluate, plan and act accordingly with very high levels of integrity. Since organizing The Castellano Family Foundation, Inc. in December 2001, Alcario and Carmen, with the assistance of Special Assistant to the President, Sandra Gonzalez Murillo, have evaluated all requests for support submitted to them during the past 11 years. Realizing that they needed to become more organized and effective, they engaged two qualified and respected consultants whose counsel has led to significant changes in their mode of operations and the granting of supportive awards. Beginning immediately, Alcario retires from active involvement in evaluation and granting of awards. Carmen Castellano continues as the President of the Castellano Family Foundation, inc. whose new official board members are their three adult children: Mrs. Maria C. West, Carmela C. Garcia, and Armando Castello. Ms. Angie Briones, Director of Programs and Operations, and Sandra G. Murillo, Special Assistant to the President are the supportive staff. They have effectively invested the endowment funds and will

be distributing an estimated $350,000 per year to the non-profit community based groups which are addressing the needs of the local Latino community. The awards to be made will be in the $5,000 to $10,000 range for programs which meet the new guidelines. No longer will supportive awards be made for parades, events, and organizational operations or deficits. Their considered decision resulted in the following mission statement: “The Castellano Family Foundation’s deep appreciation and love for the vitality, and diversity of the Santa Clara County community inspires our work. Thus, we support organizations that are in, or serve, Santa Clara County. Guided by the values of our community, family, social change, empathy, and integrity, we are dedicated to: Promoting Latino Arts and Culture; Enabling Latino youth and youth of color to achieve their education goals; Investing in the leadership of Latinos and our nonprofit partners. VALUES: COMMUNITY: Valuing, celebrating and supporting a more just and caring local community; FAMILY: supporting the important role families play in caring communities; SOCIAL CHANGE: creating opportunities and access for those most in need; EMPATHY: Approaching our work with an open heart and open mind; INTEGRITY: Being honest and doing what we say. GOAL: Enabling Latino and youth of color to achieve their education goals. --STRATEGIES FOR LOW INCOME YOUTH: Improve college readiness; improve college enrollment and retention rates; increase community college transfer rates; encourage family support for their children’s higher education goals. --STRATEGIES FOR ATRISK AND INCARCER-
ATED YOUTH: Support access to our out-of-school programs that improve their reading, writing and math skills; Support tutoring and mentoring programs for these youth; Support programs that encourage learning, address the education deficits of these youth, and provide social service support for their families. GOAL: PROMOTE LATINO ARTS AND CULTURE. --STRATEGIES: Expand access to arts programs in the community for low-income Latino youth and youth of color.; Increase the capacity and capabilities of local Latino arts organizations. GOAL: INVEST IN THE LEADERSHIP OF LATINOS AND OUR NONPROFIT PARTNERS. --STRATEGIES: Expand leadership opportunities and internships for Latinos particularly women and youth.; Strengthen Latino leadership and board diversity of our nonprofit partners. Latino nonprofit community based organizations may begin an inquiry as to being qualified to merit support by sending an email to Ms. Angie Briones, Director of Programs and Operations (EMAIL: angie@Castellano-ff.org). No letter of intent is required. Prepare for a phone conversation wherein your proposal is described and understood. If your proposal qualifies, a set of Castellano Family Foundation forms will be mailed to you for submittal. These forms are designed to assist your community based organization to assess its own state of being and operations. The current plan is being implemented by setting August 5, 2013 as this foundation’s first deadline. Proposals received on Castellon Family Foundation forms (those sent to you) will be evaluated and assessed by staff; forwarded to the Board, Castellano Family Foundation at

its August meeting and all awards are to be approved by them. Checks will be issued by staff as authorized during September 2013. A similar process will be scheduled for November 2013, January 2014 and April 2014.
Publisher note:
EL OBSERVADOR congratulates the Castellano Family for ‘doing what they say’ in full integrity and honesty. It is very refreshing to deal with an altruistic organization that ‘walks its talk’ along with being culturally sensitive. We admire and hold in high esteem the legacy which has been formed and which addresses the most critical needs of the local Hispanic-Latino community. EO looks forward to being a partner.

EDUCATION

San Jose students was provided by Synopsis and the Castellano Family Foundation. “We are very proud to include high school students in the Washington, D.C. experience that we have been providing to college students and college graduates for more than three decades,” said Esther Aguilera, CHCI President & CEO. “These 40 talented Latino high school students are eager to learn more about government and policy, as well as prepare themselves to be the leaders of tomorrow.”
Washington,D.C. The Congressional Hispanic Caucus Institute (CHCI), the nation’s premiere Latino youth leadership development and educational organization, has hosted three students from San Jose as part of its 3rd annual R2L NextGen program July 1419, 2013. In partnership with the Close Up Foundation and State Farm Insurance, the founding sponsor of the program, CHCI welcomed 40 low-income high school students from ten metro areas across the country to the nation’s capital to learn about how the federal government works, meet important leaders, visit historic sites, and develop a deeper understanding of how they can affect positive change in their communities. “The trip was wonderful,” said Celest Menchaca, student at Santa Teresa High School. “I was always an involved student and very into politics but going to DC was what I needed to get myself
involved. It prepared me for so much to come and for my community.” The other San Jose representatives were Martin Amezquita, a student at Monte Vista High School and Yatziry Ortiz, a student at James Lick High School. “On one specific day, which was my favorite day, we actually went to go talk to our representatives in the senate based on what region we’re from and we discussed how we felt about our community, the issues that affected us, share and voice our opinion,” said Yatziry Ortiz. “I feel like I can take more initiative in my community.” National support for program students is provided by Southwest Airlines, official airline sponsor of CHCI’s Leadership Programs, and Macy’s, the official wardrobe sponsor of R2L NextGen, which provided $250 gift cards to each student prior to their arrival in Washington, D.C. Additional support for
The R2L NextGen program is an extension of CHCI’s intensive one-day Ready to Lead (R2L) college readiness program, held in cities throughout the country. The 40 student participants in this program represent ten geographic areas, including Camden, NJ; the Central Valley of California; Chicago; Dallas; Los Angeles; New York; Phoenix; San Antonio; San Jose; and Washington, D.C. The program combines the Close Up Foundation’s civic education program and CHCI’s proven leadership curriculum for Latino youth to expand CHCI’s outreach to Latino high school students and increase its impact in the college readiness and leadership development arenas. “Making sure that students from all backgrounds develop the skills and attitudes to become active and engaged citizens is an important to the health of our democracy, “ said Timothy Davis, President & CEO of the Close Up Foundation. “We looked forward to an exciting week where the students had the opportunity to discuss and debate policy issues, learn from their peers, and interact with Washington insiders.”

AMERICAN COUNSELING ASSOCIATION Teasing may often seem a normal part of childhood. Most parents have had to comfort a teary-eyed child who has been the victim of a teasing episode at school. It’s just what adolescents do, right? While schools are working harder to combat schoolyard violence and bullying, too often teasing is dismissed as something minor and commonplace that doesn’t do much harm. However, the reality is that teasing can have painful and long-lasting effects. Studies have found that children who are repeatedly teased may end up suffering from depression, anxiety and sleep problems. They are more likely to avoid school, and in severe cases can suffer from serious emotional and psychological issues. Parents often try to encourage their son or daughter to pay no attention to being teased, repeating that old adage, “Sticks and stone may break my bones, but names will never hurt me.” Or they may be dismissive, telling the child to tough it out, saying
that being teased just builds character. Such advice, however, doesn’t really help and may just convince the child that mom and dad really don’t understand how painful it is being teased. Sometimes that can lead to the child withdrawing and not sharing experiences. Instead, experts advise letting your child know that what has upset him or her is just as serious a problem to you. Listen sympathetically to what happened and try and see the problem from your child’s point of view. Don’t be critical or disapprove of how your child handled the incident. He or she is already feeling picked upon and hurt. Be supportive, showing you understand why the teasing was upsetting. You might share stories, real or hypo-
thetical, of your teasing experiences. Your child should understand it is perfectly normal to be upset by teasing. Children can also learn how to handle or stop teasing. There are several books on the subject. Your child’s school counselor can also help. The idea is not to report the teaser, since that will seldom stop the problem, but rather to get the counselor to help your child learn techniques to stop the teasing. A local professional counselor specializing in family and child counseling is another place to turn for assistance. To adults, teasing may seem a minor issue, but for a child facing repeated taunting, harassment and ridicule, this is a problem that can have serious negative effects his or her life.

Many were preregistered as part of our education programs and more came from the local elementary school that we work with closely.” “All the supplies come from the community. “We believe that everyone wants their child to succeed in school. For low-income families, it can be difficult to afford the supplies when rents are so high in our area,” Pecot added. “If a child doesn’t have the tools they need, they start the year at a disadvantage. “Estamos acostumbrados a

In past columns I have talked about the effect the way we dress has on us. The way we dress pretty much dictates our behavior in a public setting. Think about it.

(NEWSUSA) For some travelers, planning a trip is almost as fun as experiencing it. For others, planning a trip leads to worry about logistics, itineraries, finances or just not knowing what to expect. But depending on the kind of vacation
EL OBSERVADOR | www.el-observador.com
you’re planning, there are ways to relieve some uncertainty and focus entirely on having scrapbook-worthy adventures. Consider four pieces of advice when prepping for the next big trip. 1. Get input from everyone involved. Whether it’s a family vacation, a road trip with

friends or an island getaway with your sweetheart, all people going on the trip should be involved in the planning process. Get feedback from everyone about desired destinations, stops and activities. That way, all participants are equally included and excited. 2. Expect extra costs. There will always be unexpected expenses, just save a little more. For instance, some travelers overlook the cost of required immunizations and travel visas. In case of emergencies, it’s also smart to have a store of last-resort cash that can get you a quick plane ticket home and keep you fed along the way. 3. Indulge wisely. Sometimes it’s worthwhile to save money on things like hotels by utilizing hostels or couchsurfing because it can enhance cultural experiences and serendipitous interactions with locals. Other things aren’t worth compromising quality for a better deal -- especially if it’s time for a luggage upgrade. Obviously, the type and length of your trip are key factors, but consider investing in lasting luggage, 4. Enjoy “slow travel” wherever possible. Travel bloggers use slow travel to describe relaxed itineraries that are flexible to changes and unique local opportunities rather than glued to tourist hotspots. When former Lonely Planet writer Alex Leviton first visited Paris, she skipped the Louvre and the Eiffel Tower and claimed a park bench in the Luxembourg Gardens to watch Parisian families and couples sailboating. Now an editorial director for the up-and-coming travel site Gogobot, Leviton has permanently tossed the tourist to-do list, always preferring self-indulgent slow travel instead.

“The To Do List” is a comedy about close friends and a special summer project, loosely inspired by the real-life adventures of first-time writer/director Maggie Carey. Set in 1993, valedictorian Brandy Klark wants to shed her uptight image before college, so she assembles a to do list of all the “activities” she missed out on in high school. Quickly realizing that she’s way out of her depth, Brandy solicits her best friends, older sister and burnt-out boss for their help and advice. If the group is going to complete the list by September they’ll need plenty of imagination and very open minds.
In this sequel to the hybrid live action/animated family blockbuster comedy The Smurfs, the evil wizard Gargamel creates a couple of mischievous Smurf-like creatures called the Naughties that he hopes will let him harness the all-powerful, magical Smurf-essence. But when he discovers that only a real Smurf can give him what he wants, and only a secret spell that Smurfette knows can turn the Naughties into real Smurfs, Gargamel kidnaps Smurfette and brings her to Paris, where he has been winning the adoration of millions as the world¹s greatest sorcerer. It’s up to Papa, Clumsy, Grouchy, and Vanity to return to our world, reunite with their human friends Patrick and Grace Winslow, and rescue her! Will Smurfette, who has always felt different from the other Smurfs, find a new connection with the Naughties Vexy and Hackus or will the Smurfs convince her that their love for her is True Blue?

The name of the tour, Under the Influence of Music, was very fitting. This show was the first in the concert series, so it was a special occasion catching these performers working together and using the Mountain View venue as a starting point for the rest of the summer series. Artists, Joey Bada$$ and his collective The Pro Era, as well as Trinidad James, have only gained their popularity and recognition within the last couple months. Yet the effort they put in to their music seems like they have been doing this
for a while. The first artists had relatively short sets but were able to showcase their diverse hip-hop styles. Joey Bada$$ is a New York Native who is the leader of the musical collective The Pro Era. Their sound is largely reminiscent of the “golden age” of hip-hop, which really encapsulates the New York scene within the early to mid 1990’s. The musical arrangements are largely jazz accented and flow very mellow. He did songs from his Pro Era pals as well as his own material, with the new album Summer Knights. Trinidad James gained massive popularity earlier in the year with his infectious song “All Gold Everything,” which had people jumping

up and down in the lawn section as well as in their seats. He also had a party anthem called “Females Welcomed”. His last appearance in the Bay Area was with the KMEL Summer Jam in Oakland a month ago. Also, his name does indeed come from his home country of Trinidad and Tobago. His style is Americanized rap with horns, tropical elements which give him an energetic and unique sound. The atmosphere of the stadium lit up when A$AP Rocky came out to perform his set. His energy has been seen at the Shoreline before, and now, with even more recognition since his debut last year. He played his most popular hits such as
“Goldie”, “Purple Swag” and “1 Train”. His charisma had people screaming, jumping around and just generally being lost within the great performance. Throughout the set he was warming up the crowd for Wiz Khalifa. The energy was very positive and was mostly seen through the enthusiasm of the people around. Wiz Khalifa, the headliner played many great songs from his eclectic and large catalogue including “It’s Nothing”, “Young Wild and Free”, and “Taylor Gang”. As always, he was very thankful for his fans and gave a very show-stopping performance for the thousands upon thousands of fans at the Shoreline.
