ational Public Radio (KQED FM 88.5, San Francisco, CA) broadcast on July 24, 2019, the entire Robert Mueller personal testimony (about three hours) when questioned by Democratic members of the House's Judiciary Committee, Jerry Nadler, Chairman. A Republican Judicial Committee also interviewed Mueller with the obvious goal of protecting Trump. No questions were asked about nepotism and the Constitutional requirement that a sitting President not profiteer from information available to the Oval Office. The following is a summary of the Democratic Judicial Committee written by Congressman Jerry Nadler (D-NY 10th Congressional District): “Robert Mueller testified (on 07.24.2019) about his (448 page) report and told the American people directly (that) his report did not exonerate the President.” “What Robert Mueller demonstrated (during) the hearing is that the investigation was as far as you can get from the “hoax” (or wild goose chase characterizations of the) Republicans who are making it out to be.” (Explicitly:) “Mueller and his team indicted 37 individuals and entities, detailed 10 instances where evidence exists revealing the President (Trump) obstructed justice, and showed that the President repeatedly instructed people (supportive associates) to lie for him and cover up the truth.” “Mueller also made clear: If this was anyone else, they would have been) prosecuted.” Nadler and Daily Kos asked, “for constituent support to protect our

investigation and stand against Republican attempts to place President Trump above the law.” (Recommend checks made out to EO, 1025 West Hedding Street, Suite 1025, San Jose, CA 95126; identify by a note (JN-Daily Kos); Proceeds will be forwarded). “Fox News, Breitbart and the rest of the right-wing (conservative) propaganda machine have proven they are willing to go to any length to prevent Trump from facing (appropriate responsible) accountability. Their excuses for President Trump are getting crazier and more out of touch with reality every day.” “It’s more important than ever that we refuse to allow their authoritarian strongman tactics to distract the American public from our investigation into the activity laid out in the Mueller report (which establishes Soviet interference during the recent 2016 election.” “That’s why (Jerry Nadler is) asking you for your help to protect the investigation into President Trump’s conduct and (all the) evidence that (Trump) obstructed justice.” (Congress member Jerry Nadler (D-NY's 10th District) “will continue to follow the facts where they lead and consider all appropriate remedies. There must be (responsible) accountability for (this President’s) behavior described in Mueller’s report and in his testimony today.” “No one is above the law.” “It’s time my Republican colleagues put the interests of America over their desire to protect Donald Trump from (responsible) accountability. America deserves better.” “Thank you for defending our democracy,” (signed) Jerry Nadler. The second Republican Judicial Investigation Committee public hearing; was really an attempt to find ways to undercut the Mueller Report. As already indicated, many false facts and fake news tactics

were employed by Trump supporters who have forgotten that the U.S. Constitution ask citizens to support and practice ideals embedded in the U.S. Constitution. These Trump fanatics demonstrate their loyalty to Mr. Trump, an individual who is a misogynist, xenophobic, White racist supremacist. This Mueller Report, now exposed to all Americans, must be the platform that motivates 218+ Congressional members of the House of Representatives to approve the actions needed to draft essential elements of Article of Impeachment This action will ensure that when Donald Trump is no longer a sitting President”, he will be provided due process under the existing laws of the land and held responsible and accountable for his Trump Administration's actions. All accomplished without distractive fake news and destructive personal attacks. Mueller's Report documents the fact that those close associates and supporters who actually did the dirty work were the individuals who already have been indicted, received due process in a court having jurisdiction and sentenced accordingly. A mystery to me is how this con artist gets reasonable professionals to be totally loyal to him who ends up throwing them under the bus So Daily Kos is launching a targeted ad campaign to FORCE swingdistrict Republicans to support impeachment. But we need $40,000 to pay for our ads! If we fail, we’ll have to take these ads down and Trump could be President for 5 and a half more years!! El Observador has been contacted by The League of Women Voters who will lead this organization's effort to get out the ethnic vote I asked LWV to first place a paid advertisement in EO to demonstrate their commitment (I was informed they have a budget item for this). I no longer will help those who present themselves just before an election

asking for EO's community support; and then deliver NADA (prime example: Comprehensive Immigration Reform legislation which could have been given some attention during the 2009-10 Obama Administration era when Democrats had a Democratic President (Obama) plus Democratic majorities in both the Senate and the House). Since 1986, when EO first began tracking immigration issues, no progressive resolution has been accomplished. For the constituents of Congresswoman Zoe Lofgren (CA-19 Congressional District), she will be home during August. Siren and Somos Mayfair leaders could ask pertinent questions then. It could be time to elect a successor; Zoe has been in elected office some 24 years and this ‘trucker's daughter’ is now a multi-millionaire. What has been done for her constituents, many of whom are low income folks of color. My point is simple: It is time the Latino voter, especially its millennial cohorts who face job losses via automation and robotics, must ask, “What have you done? What do you propose to do to mitigate job losses and income/wealth disparities? Who will speak up for these neglected issues? It may necessary for each and every one of you to decide to vote during the forthcoming March 2020 Primary election here in California. No Latino organization has stepped up to ask those reality concerns which impact the local Latino community. League of United Latin American Citizens; American GI Forum; La Raza Roundtable; Hispanic Chamber of Commerce, none have asked these impertinent concerns Gentrification, especially the housing shortage (a base for rising rents) and very large corporate centers (Amazon, Google, and Apple) will attract about 40,000 hitech employees (most of whom are male WASPS. Nothing will happen without executive planning, allocation of resources; and implementation of those plans). It is good business to strive for a skilled labor force which is employable, and which reflects the very diversity of the existing communities already here in residence. I predict the homeless issue will become moot when these employment plans are implemented. Our South Bay community merits some compassionate attention because it was their resident's work which transformed this Valley of the Heart's Delight into Silicon Valley which is acclaimed globally for its innovation, creativity and diversity. It is here in Silicon Valley where many cultures, ethnic groups, and religions live as one community. Let's not allow corporate concerns to become the most influential; nor allow to let big money buy us out. As Emiliano Zapata said, “It is better to struggle on your feet, than to be compliant and submissive on your knees.” Who speaks up for Latino community concerns? It must be the registered Latino voter who learns all about that new Vote by Mail process which will be implemented come March 2020's Primary Election. IT IS TIME TO SPEAK UP WITH YOUR LATINO VOTE!

CA ENGLISH-LEARNER PROGRAMS TO GET $10 MILLION IN CURRENT BUDGET

integrated."

ACRAMENTO, Calif. - One in four public-school students in California is an English learner, and now programs to help them become more fluent will receive funding to the tune of $10 million.

There are 1.4 million English learners in the Golden State public school system. California students speak more than 60 native languages, and 60% of children younger than age five were born into homes where English is a second language.

The Newsom administration has agreed to add those funds to the current budget - and lawmakers will then hold until next year a bill that would fund bilingual programs going forward.

Mercado said in the 1980s and 1990s, the English as a Second Language programs made students feel like their first language was devalued, whereas the current curriculum celebrates diversity.

Efrain Mercado, who is part of the state's Dual Instruction Transition Team and is director of education for the nonprofit Children Now, said the money would be used to implement Prop 58, the Global Education Initiative, which was a reversal of the Prop 227 English-only approach from the 1990s.

"Now it's respecting that home language; having that home language be an asset as opposed to a detriment, use that as a bridge to learning English," he explained.

S

"We used to think that students had to have Englishonly instruction in their main classrooms and then they would be pulled out for special sheltered classes," Mercado said. "Today, it's much more

Mercado said he hopes the program will improve the graduation rate for English learners, which stands at just under 71%, compared with 85.1% in the general student population.

clases especiales", dijo Mercado. "Hoy en día, es mucho más integrado".

ACRAMENTO, California.

A CH I LD’ S CHOICE: TH E LES SON S OF LE AR N I N G TH ROU G H CR E ATIVIT Y New Child Development Center in East San Jose Opens Up Opportunities to Children and Parents

C

Arturo Hilario El Observador

hoice is a lesson we learn early in life. The way that this concept of choice is presented to the young can come in many forms. From what sort of blanket you’d like to lay down with, to the type of cereal that would be best for breakfast, the idea that we have options seems so normal as we grow, but to children it could be a big decision, one that could affect them the rest of their lives even. A child education program in Santa Clara County has thought of a clever way of teaching toddlers and preschoolers this concept. Let them choose the type of learning they want. They will enjoy it better, have fun, and have the benefit of learning lessons while doing so.

SJB is a nonprofit organization that specializes in education centers that focus on bringing a child’s home and curiosity to the learning place. Since 1971, SJB has created learning centers that try to bridge the gap between young children and their eventual move to Kindergarten and beyond. By presenting choices in learning curriculum to the child, as well as immersing their parents and guardians in the school happenings as well, the goal to merge both worlds and make it easier on learning is something the staff is very in tune with. In their experience, the better the union between home life and school life, the easier the opportunity to learn becomes. The most recent SJB site sits at Robert F. Kennedy Elementary School in the Franklin-McKinley district, right off McLaughlin road in San Jose. Taking the remnants of a San Jose Headstart building, last June construction

Melissa Leza, Regional Director at SJB Child Development Centers was touring the center recently while she reminisced about the major changes that had taken place to turn the location from a fenced in, weed-infested ghost of a school into the charming, wood floor and warm colored learning space that is the SJB Kennedy Center today. “When we first came in here, it was linoleum floors with paint. And we literally came, and we scrubbed, painted and put new floors and all new furniture. We just kind of wanted to create that homelike environment. An extension of a child's home.”

SJB’s Executive Director Kelly Mercurio emphasized it as, “We were given kind of an abandoned building and just kind of had to plan out exactly what our vision was and slowly work through that one step at a time.” But even with the original state of disrepair, the building was a stroke of luck and took creating the right partnerships to acquire. “It’s actually really difficult to find available space for childcare. And so, we've been really fortunate because we have a partnership with the Santa Clara County Office of Education Headstart department. We partner to ensure that you know our most needy families in the community are being served,” said Mercurio. The facility at Kennedy was part of a previous program that was no longer in operation. And so, SJB Kennedy Child Development Center was born, opening in February 2019 to a roster of children that filled up within the month. The children at the school range from ages 3-5, with 44 preschoolers and 16 toddlers making up the attendance capacity. They are separated by age groups to provide specific activities for each. The teaching style is that of ‘creative freedom as a study guide’, meaning they provide various options for children’s day to day lessons, and allow they themselves to learn with something within their interests. If for example, a child really likes caterpillars, the staff will build a learning plan around that. With that in mind, Leza says, “So, we base our activities on caterpillars and in a creative study guides there's activities that we can choose to enhance what the children are learning. And then the next week you may stick with caterpillars. So, one topic could last anywhere from two weeks to a month to a month and a half because we do it based on what the children are interested.” The experience the development center wants to avoid is lack of interest, so if caterpillars are the best way to approach it, so be it.

area, paint station, and music experiences. All in total, these make up the center’s creative curriculum which tries to maximize the experience of learning. One of the biggest emphasis at the center beyond the creative learning curriculum is creating a home environment conductive to learning. “We want to create that consistency for the family and the children especially if they know it's time to get up and go to school, they have their same activities throughout the day. The child now has this consistency year-round where that is not going to be off for a month or two and then have to come back and relearn this,” says Leza. Part of the home life transition includes when the child starts and ends their school day. It is based on the parent’s schedules. If a parent works at 10am, the child will be dropped off at 9:15am to give the parent time to get to work. Now if the child’s parents are stay-at-home, or are job seeking, they will most likely leave to go home earlier than a child that waits for their parents to get off a 6pm shift. Leza adds, “We want to make sure they're provided the care. If a parent is seeking employment [etc.]. The[children] have less hours in a day but enough hours to provide that parent to go out and seek a job to be able to go to work and provide for their families.” Family partner services are also embedded into the school’s fabric. This includes employment, food and housing services. It also includes mental health services and counseling for both child and family members. The feedback for all the combined aspects of SJB are felt in the words the parents and children speak to the staff. “One thing that I hear back from most of my parents that have followed me from other sites is more of, you know this is a family environment. They really feel like they can come and talk to any one of the teachers or the staff members. They feel they're actually getting the quality care that their children should be getting while they're working. That would probably be the biggest one is just the relationships that are built,” says Leza. “We do allow them to bring their children to care if they're going to school whether it be seeking employment for another job or a better job, or even if they're incapacitated and unable to work for some reason, we're able to provide care for them. So, in all around where we're providing care for the children so that they can go and better their lives.” Mercurio adds, “They thank us all the time. I mean the tributes, the stories that you hear are like, 'If it wasn't for you guys, we wouldn't have been able to do what we're doing today.'” Four more SJB sites are planned in Santa Clara County, if the opportunity presents itself in terms of a building, they always hope to build near low income communities.

“The last thing we want is this week we're learning cars, and no one seems to care,” says Leza.

And in the end, that is the most important aspects of a system of early childhood education like the one at SJB. An intrinsic unity and respect between the child, the parent and educator, all for the benefit of the entire family.

Other opportunities for free choice learning in the classrooms include a library, a dramatic play area, science

AN DIEGO, Calif.

The Thai Community Development Center in East Hollywood will be more accessible. And Erik Tilkemeier, director of economic and urban development with City Heights Development Corporation, says his agency will transform a vacant lot in San Diego into a place of respite for people coming out of the nearby transit center. "Well, it'll have a number of positive outcomes," he states. "We see place-making as a community building, social cohesion opportunity, as well as an economic development opportunity and an active transportation opportunity." All the projects are quick turn-arounds - they must be finished by Nov. 4. The City Heights Development Corporation in San Diego won AARP Community Challenge grants in 2018 and 2019. This is the third year that AARP has awarded the grants, some as large as $37,000, to promote vibrant public spaces, greater accessibility, datadriven Smart Cities projects, improved transit and affordable housing.

AN DIEGO, Calif. - Four California communities will see some major improvements in the next few months - thanks to the 2019 AARP Community Challenge Grant program. West Sacramento will use data to identify seniors most at risk of a house fire, then distribute smoke and carbon monoxide alarms. The Los Angeles Neighborhood Land Trust will build a new age-friendly park that accommodates people with limited mobility.

"One-hundred-59 grantees were selected, and a total of nearly $1.6 million will be distributed to fund these quick action grants across the country," he states. "And they'll help to make immediate improvements and jump start long-term progress to support residents of all ages." The program is part of AARP's nationwide Livable Communities Initiative.

ANDREW YANG BRINGS PRESIDENTIAL CAMPAIGN TO ETHNIC MEDIA Mark Hedin Ethnic Media Services

O

n Tuesday, July 23, Andrew Yang became the first presidential candidate to participate in a teleconference with ethnic media reporters, organized by Ethnic Media Services. Pleased to be offered a bubble tea as he sat down at a dais, Yang greeted about four dozen ethnic media representatives by noting how his own parents, after immigrating to the United States, had relied on Chinese newspapers for news and loved watching Chinese television as they raised their two sons. I’m an entrepreneur, not a politician, he said as he introduced himself. Before deciding to run for president, he spent the past seven years, “creating thousands of jobs in Ohio, Michigan and Alabama … but it was like pouring water into a hole in the bathtub,” he said “Technology is transforming

our way of life,” he remarked, and “our political system in America is way behind the times in understanding technology.” Yang was queried repeatedly about his position on immigration issues. Emphasizing the contributions immigrants, including his own family, make to the U.S. economy, he cited his own father’s 65 patents for General Motors and IBM and the proliferation of immigrant and secondgeneration leaders in upper corporate echelons in Silicon Valley as examples of how immigrants make the country “stronger and more dynamic.” “My immigration policy,” he said, “has a number of facets.” Among them would be to “greatly expand” the H1-B visa program, which he said, “has zero crowding-out effect on American workers.” If companies couldn’t hire the people who obtain those visas in the United States, he said, they would hire them in another country.” For those who come to

Presidential hopeful Andrew Yang, whose “Freedom Dividend”, in which he promises he would allocate $1000 a month to every US citizen, has been making headlines and was his main point in the first round of presidential debates. the United States to get an education, “we should staple a green card to their diplomas. We should get them to stay,” he added Immigrants don’t cost U.S. citizens jobs. It’s automation and technology that are driving the transformation, he explained, and Washington politicians who aren’t up to the challenges of changing with the times, he maintained. Looking ahead to the next Democratic candidate debate, July 30 and 31 in Detroit, he described that city, where he worked for nine years, as an archetypal example of the transformations buffeting U.S. society, and the government’s inability to navigate a changing world. Detroit, he said, has gone from a city of 1.7 million people to 680,000 as it’s lost hundreds of thousands of manufacturing jobs due to automation. Current retraining programs, are ineffective with a success rate of 15-20%, leaving us instead with record levels of disability, suicide and overdose rates that for the first time have overtaken vehicular accidents as the

country’s leading cause of death. He also advocated for “securing the southern border,” to “put resources in place so there’s a humane policy” and to “create a new path forward” for 12 million undocumented immigrants already in the country – too many to be deported without crashing the economy. In response to another question, he added that the U.S. should “of course” do what it can to ease the pressures in nearby countries that force people to take their chances on emigrating to the U.S. Yang’s campaign is perhaps best known for his “Freedom Dividend” proposal to guarantee U.S. adults a monthly $1,000 stipend per month. In response to a reporter who questioned the possibility that the concept might seem too “communist” for American voters, Yang responded that the money would be funded through a tax on corporations such as Amazon that currently do not pay taxes despite being ”a trillion dollar company.” “If Americans get our fair share, there’s lots to go

around,” he said. Furthermore, he argued that $1,000 per month would hardly be a disincentive to work, but would allow new mothers to tend to their children, teenagers to stay in school and boost the economy and create jobs by putting more disposable income into circulation. The GOP-dominated state of Alaska, he said, already has such a program, passed by a Republican governor in a very pro-market, probusiness political climate. He also cited JP Morgan Chase CEO Jamie Dimond’s recent advocacy for “something similar,” a negative income tax, Yang said, commenting with a chuckle that Dimond is “not very communist, or socialist.” Asked about climate change, he described it as “an existential threat” and said the government “needs to do much more.” Too often, he said, the government acts merely “after the fact” of a disaster and instead “needs to be engaged in making communities more resilient.” As an example, he said that the National Parks System invests about 5% of

what experts believe should be dedicated to tending its lands, leading to wildfires quickly burning out of control. “The federal government is the natural leader,” he said, and disasters such as the Pasadena Fire could be prevented “if we provided better resources.” Yang cited an interview he’d done that has been viewed or listened to a combined 10 million times in various social media platforms as a transformative moment in his campaign so far, although he said at the outset of the conference call that he acknowledges only ranking “seventh or eighth” among the candidates so far. That interview can be seen at https://www.youtube.com/ watch?v=cTsEzmFamZ8. Yang said politics is an unusual career path for his culture, but he’s proud to be the first Asian American to run for president as a Democrat and suggested that his campaign will counter fears generated by the rise of racism and hate in the United States. Father has no visitation. I am requesting that this become an permanent order given Father’s lack of involvement and lack of contact with the minor child for over 10 months. c. The orders that I request are in the best interest of the children because (specify): Father has not seen the minor child since July 2018. He has been in and out of jail and has put no effort into exercise supervised visits when he had them. He now has no visitation per the order made by Judge Pegg on 4/30/19. 7. See Attached Declaration Date: 05/10/2019 Samantha Chu /s/ Samantha Chu ATTACHMENT 10: FACTS TO SUPPORT D E C L A R AT I O N IN SUPPORT OF MOTHER’S REQUEST PETITIONER: Michael Capone RESPONDENT: Samantha Chu CASE NO.: 18CP000502 I. STATUS QUO/PROCEDURAL POSTURE 1. Petitioner, Michael Capone (hereinafter “Father”) and I dated for a few years and were never married. We have one minor child together, Anthony Louis Capone, (DOB 06/12/18). We separated shortly after Anthony was born in July, we both filed Petitions to Establish Parentage. I also filed a DVTRO on July 16, 2018 which was granted and has been in effect ever since. 2. At the initial hearing on my DVTRO on August 10, 2018, Father was provided with supervised

visitation 2 times per week for up to 2 hours. Father never exercised any visitation. 3. After numerous violations of the DVTRO, Father was arrested and was in custody from sometime in October 2018 until approximately April 19, 2019. To my knowledge, he pled guilty to the charges involved with the restraining order case and a 5-year criminal protective order was issued with me as the protected party. It has been 10 months since Father has seen our son. 4. On April30, 2019, trial on my DVRO request was held. Father failed to attend despite having been present when trial was set, and I was granted 5-year Restraining Order. Our son is a protected party and, due to Father’s history, no visitation is currently ordered. II. REQUESTED ORDERS: 1. I am requesting to change our son’s name from Anthony Louis Capone to Anthony Louis Chu. 2. I am requesting permanent sole legal and sole physical custody with no visitation to Father. III. SIGNIFICANCE OF SURNAME 1. When our son was born, I had concerns about not including my surname in our son’s legal name. I felt pressured by Father to use the name Capone and to use Father’s middle name, Louis. Given Father’s history of anger and abusive behavior, I did not feel as though I had a say. 2. Now that Father and I are no longer together and his actions over the past 10 months demonstrate that he is mot committed to providing for our son or having a relationship with him, I would like our son’s name to include my surname so that he more closely identifies with me and the bond we have created. 3. While my hope is that Father can better himself and be a Father figure to our son, that is simply not the case, and I believe my son’s strong bond with me should be reflected in his name. Given that our son is solely in my care, I would like him to grow up sharing my name as well. Further, I believe keeping Anthony’s middle name the same as Father’s middle name continues to keep that bond with Father if at some point down the road, the Father-son relationship

can be repaired and the two of them can be reunified. IV. PERMANENT CUSTODY AND VISITATION SHOULD BE ORDERED. 1. Our son will be one year old in June. Father has not seen our son since he was less that 1 month old. It is due to Father’s own actions that he was in jail for many months. At the DVRO hearing on April 30, 2019, I was granted temporary sole legal and sole physical custody of our son and no visitation was granted to Father. The Court made a Family Code section 3044 finding and Father was ordered to participate in Parenting without Violence class (or 52 week batterers intervention program if ordered as a condition of his Criminal case). Father has a lot of work to do to be able to reconnect with our very young son. I would like to be able to move on with my life and be able to obtain a parentage Judgment with long term orders. I don not have the money to keep fighting with him in Court over many years. 2. I am requesting permanent sole legal and sole physical custody of our minor child. I am also requesting no visitation for Father until he can show a change in circumstance such that implementing visitation would be appropriate. V. CONCLUSION Based on the above, I respectfully request that the Court grant my request to change our son’s surname to Anthony Louise Chu and a permanent order on custody/visitation so that I can finalize this aspect of my case. CITATION TO PARENT Superior Court of California County of Santa Clara Case No. 18AD024948 In the Matter of the Adoption Petition Of JOSE LUIS QUINTERO AHUMADA, Adopting Parent FROM: THE PEOPLE OF THE STATE OF CALIFORNIA TO: JESUS CANDELARIO BELTRAN By order of this court you are hereby advised that you May appear before the Hon. Lori Pegg, Judge presiding in Department of the court

located at 201 N. 1st St., San Jose, CA 95113, on August 12, 2019, at 10:30 A.M., then and there to show cause, if any you have, why GLORIA BERENICE BELTRAN should not be declared free from your parental Control and custody for the purpose of freeing GLORIA BERENICE BELTRAN for placement for adoption. The following information concerns rights and procedures that relate to this proceeding to declare minor free from your parental control and custody as set forth in Family Code Section 7860 et. Seq.: 1. At the beginning of the proceeding the court will consider whether or not the interest of the minor child requires the appointment of counsel. If the court finds that the interests of the minor do require such protection, the court will appoint counsel. The minor will not be present in court unless he requests or the court so orders. 2. If a parent of the minor appears without counsel and is unable to afford counsel, the court must appoint counsel for the parent, unless the parent knowingly and intelligently waives the right to be represented by counsel. The court will not appoint the same counsel to represent both the minor and his parent. 3. The court may appoint either the public defender or private counsel. If private counsel is appointed, he or she will receive reasonable sum for compensation and expenses, the amount of which will be determined by the court. That amount must be paid by the real parties in interest, but not by the minor, in such proportions as the court believes to be just. If, however, the court finds that any of the real parties in interest cannot afford counsel the amount will be paid by the county. 4. The court may continue the proceeding for not more than thirty (30) days as necessary to appoint counsel to become acquainted with the case. Date: June 13, 2019 /s/ A. Mackenzie, Clerk
