menos de 100 días de las cruciales elecciones presidenciales del 3 de noviembre ha quedado claro que los asuntos de salud relacionados con la letal pandemia del COVID-19 y las manifestaciones populares contra las injusticias raciales se han ubicado en un lugar central entre las preocupaciones de los votantes estadounidenses en general, pero en particular de los votantes latinos. Se trata de un énfasis lógico toda vez que está documentado que las minorías en general, y la latina en particular, hemos sido diezmadas desproporcionalmente por la crisis del COVID-19. La encuesta encontró también que los votantes latinos muestran bajos niveles de información sobre las opciones para el voto por correo y sobre cómo la pandemia del COVID-19 podría afectar su acceso a las urnas del 3 de noviembre. El tema de las injusticias raciales, los votantes latinos, especialmente los jóvenes, apoyan el movimiento Black Lives Matter, pues consideran que la violencia policial es sistémica. Todo lo cual confirma que tanto organizaciones partidistas, sociales, comunitarias y los medios informativos tradicionales y digitales tenemos que hacer un mejor papel en subsanar los déficits de información que subsisten entre nuestra comunidad, así como buscar formas innovadoras de tocar la conciencia y el corazón de los votantes latinos. Por fortuna hay buenas noticias. La organización Voto Latino reportó que sólo en el mes de junio logró registrar a más de 97,000 personas, el 80% de las cuales es menor de 33 años de edad y el 75% de ellas, mujeres, de acuerdo con su dirigente María Teresa Kumar. Su mensaje es claro: Vota por tu futuro, vota por tu comunidad, vota por aquellos que no pueden y vota porque si no lo hacen, otros lo harán por ti. Otras organizaciones han tomado un enfoque diferente, apelando a nuestra naturaleza como animales sociales, donde el cumplir con nuestra palabra, con tu sentido de responsabilidad individual y con los compromisos hacia tu colectividad, son los argumentos principales para alentar a nuestra comunidad

ess than 100 days after the crucial presidential elections on November 3, it has become clear that health issues related to the deadly COVID-19 pandemic and popular protests against racial injustices have been central to the concerns of American voters in general, but Latino voters in particular. This is a logical emphasis since it is documented that minorities in general, and Latinos in particular, have been disproportionately decimated by the COVID-19 crisis. In the same way, we are the minorities most affected by
A recent poll by the Latino Decisions organization produces worrying conclusions: Latinos, especially the youngest, currently show less enthusiasm about the 2020 electoral process than the beginning of the year and regarding the same period in the electoral process of the 2016. The poll also found that Latino voters show low levels of information about voting by mail options and how the COVID-19 pandemic could affect their access to the polls on November 3. On the issue of racial injustice, Latino voters, especially youth, support the Black Lives Matter movement, as they view police violence as systemic. All of which confirms that both partisan, social, community organizations and traditional and digital media have to do a better role in filling the remaining information deficits among our community, as well as looking for innovative ways to touch the conscience and the heart of Latino voters. Fortunately there is good news. The organization Latino Vote reported that in June alone, it managed to register more than 97,000 people, 80% of whom are under 33 years of age and 75% of them women, according to its leader María Teresa Kumar. Her message is clear: Vote for your future, vote for your community, vote for those who cannot and vote because if they don't, others will do it for you. Other organizations have taken a different approach, appealing to our nature as social animals, where keeping our word, with your sense of individual responsibility and with commitments to your community, are the main arguments to encourage our community to give the first step to register to vote, and attend the polls. On November 3, Latinos will be the largest racial or ethnic group to vote, with a record 32 million eligible voters, or 13.3% of all eligible voters. OPINION: CANNABIS TAX REVENUES ARE GOING TO POLICE BUDGETS, NOT COMMUNITIES Sarah-Michael Gaston and Juliet Sims California Health Report

s cries to “defund the police” reverberate across the country, cities are looking at ways to shift funds from policing into communities. In California, tax revenues from marijuana should be a clear point of entry. When voters legalized cannabis in 2016, they expected the taxes would be invested in communities that were adversely impacted by the war on drugs. Instead, a new report finds that these revenues are actually funding the police. The report, California Cannabis Tax Revenues: A Windfall for Law Enforcement or An Opportunity for Healing, which was authored by Youth Forward and Getting It Right from the Start, looks at 28 cities across California that collect cannabis-related tax revenue. It turns out that from the time Proposition 64 was passed to fiscal year 2019-20, 23 of the 28 cities analyzed saw double-digit increases in the amount of general-fund money going into their police budgets. Eight of the 28 cities saw their police budgets grow by at least 25 percent. Overall, the average shift in police budgets for these 28 cities was an increase of 19 percent over that three-year period.

Law enforcement is now beginning to “crack down” on unlicensed vendors, most of whom are people of color. For example, San Diego uses cannabis tax revenues for “enforcement of marijuana laws” and “proactively cracking down on illegal operators.” And Los Angeles allocates millions of their revenues toward the police overtime fund to “investigate and enforce laws relative to illegal cannabis businesses” among other law enforcement functions. The tragic irony of this is that cannabis tax revenues are now continuing the historic pattern of arrests for nonviolent drug offenses
that have disproportionately harmed communities of color for decades. As recently as 2013, Black people were arrested more than twice as often as white people for cannabis offenses, and by 2018 people of color comprised 75 percent of cannabis arrests. Though marijuana use is roughly equal among Blacks and whites, Blacks are nearly 4 times as likely to be arrested for marijuana possession. We need to ensure that cannabis tax revenues go toward policies, practices and services that repair harm rather than increase it. While the state government
has invested some cannabis tax revenues into funding for job training, mental health, legal services and other community needs, cities can and should do better. Local policymakers should take the following actions: • Invest cannabis revenues in the communities most impacted by the war on drugs. Prop 64 revenues should prioritize communities most impacted by the war on drugs, particularly African American communities, as well as Latinx and immigrant communities that have suffered disproportionate arrests and convictions for marijuana-related
and other drug crimes. For decades, this inequitable enforcement regime drove families into poverty, separated parents and children, and placed huge obstacles to gaining employment, securing housing, and pursuing education for those with felony drug convictions— all of which contribute to health inequities. • Fund communities, not police. These investments should seek to improve health and wellbeing, reduce inequity, and prevent the risk or likelihood of experiencing substance misuse and addiction. For example, Monterey County used their cannabis revenues in 2019-
One reason for this is that the revenue collected from cannabis in nearly all these cities (the one exception being Shasta Lake) goes into the general fund, where the largest chunk of spending goes toward police departments. Another reason is that a number of cities are directing these tax revenues toward special units focused on cannabis enforcement, setting the stage for a war on drugs 2.0.
• Increase economic opportunities for Black and Brown communities. Many communities of color that have been hit hard by the war on drugs are home to people who are struggling to get access to jobs due to prior convictions for drug offenses. Local officials should expand programs to help people with prior convictions to expunge their criminal records. People who have their records cleared can experience up to a 33 percent increase in their earning potential. Additionally, going forward, the state should prioritize these communities in all cannabis licensing opportunities. As our country grapples with its history of racism, and especially its expression in the form of police violence, we should not pad police budgets with cannabis tax revenues. Those funds should go toward housing security, job training, mental health programs, youth development and other policies that create true health and safety in the communities traumatized by the racist war on drugs. s businesses and services reopen nationwide, the death toll from COVID-19 continues to rise, and experts warn that Americans must continue taking precautions to help stop the spread of the virus. “In states across the country, the spread of COVID-19 is staggering and concerning. We all have a role to play in stopping the spread and protecting ourselves, our family and our neighbors,” says Susan R. Bailey, M.D., president of the American Medical Association (AMA). “The science is clear. We know what stops the spread of the virus – wearing cloth face masks, physical distancing and regularly washing hands -- and it is on all of us to practice these steps. Without a vaccine for this novel virus, the only way to turn the tide and recapture a sense of normal is by working together.” The AMA offers the following guidance and insights that can help keep you, your friends, and your loved ones healthy and safe. • Wear a cloth face mask: Take the simple steps that science has shown will help stop the spread of the virus: wearing a cloth face mask, maintaining physical distancing, and washing your hands. The simplest tried-and-true methods are still the most important. • Keep up with doctor visits: Before you decide to forgo routine care or screenings, talk to your doctor. Physicians are using telehealth services and have taken painstaking precautions to make their practices safe. Make sure you keep up with your vaccines, and don’t let something that in normal circumstances could be handled with an early visit to your physician land you in the hospital. • Be mindful that re-opening is not the same as a return to normal: When indoors, wear a mask, even in restaurants and stores that are open. Consider dining outdoors whenever possible. Stay connected with friends and family, but do so in a physically-distant and safe manner, including small outdoors gatherings where masks and hand sanitizer are used. • Take time to clear your head and rest: With many people working from home or working
under more stressful conditions, it is important to take mental health breaks. Get up and move, take a walk outside, step away from the computer, and take days or hours off from work. As the death toll from COVID-19 continues to rise, physicians, nurses, hospital and health system leaders, researchers and public health experts want Americans to know that it is within their power to help stop the spread of the virus.

ACRAMENTO, Calif. -- California families of color are bearing the brunt of the pandemic while also working many of the jobs essential to the economy, so advocates are urging the U.S. Senate to make sure their basic needs are met. The House passed the $3 trillion HEROES Act in May, but the Senate has yet to act on the legislation. Gabriella Barbosa, policy director at The Children's Partnership, said without help, many families face irreparable harm to their health and well-being. "So we really want Congress to include supports around food, housing, access to health care and income supports in the next iteration of federal legislation around the pandemic," Barbosa said. Advocates want legislators to approve $1,200 a month in cash relief to families, including immigrants and mixed-status families. They're also calling for $100 billion in emergency rental assistance and a 14% increase in the amount the feds pay states in Medicaid matching funds. Deborah Weinstein is executive director of the nonprofit Coalition on Human Needs. She said Congress needs to take bold action before federal unemployment benefits and the eviction moratorium run out. "We have not experienced anything like this for 100 years. We've got a stubborn disease that is keeping our economy from functioning the way it should," Weinstein said. "We cannot let our families suffer in this way. The consequences to children are so grave."
Weinstein also is calling for $1 trillion in aid to state and local governments in order to stave off huge cuts in Medi-Cal, education and social services. Senate Republicans are in favor of a relief bill that would provide direct stimulus payments to Americans and relief for businesses.

"Ha habido muchos cambios. Entre otras cosas, tuvimos que hacer una reducción en los invitados. La lista inicial era de 150 personas y ahora será de 60. Solo 50 personas pueden ir a misa", le dice a EFE. "E hicimos un kit de prevención para los invitados con una máscara facial y un vaso para cada persona". Ante la sugerencia de organizar las nupcias del 6 de noviembre, la recepción contará con dos pistas de baile separadas para acomodar el distanciamiento social. AS VEGAS - Once every decade, the U.S. Constitution mandates that every person be counted as part of the census, but so far, nearly 40% of American households have not completed the 2020 form. The coronavirus pandemic delayed the start of this year's count, and many hard-to-reach populations haven't participated -- including lower-income households, people of color and young people. Cathy Lacy, who directs the U.S. Census Bureau's Denver and Dallas regional centers, said expanded options allow people to go online, call the bureau or complete the paper questionnaire sent to their home.
Donald Trump's memorandum to exclude undocumented immigrants from being counted in this year's census. Nevada has the most undocumented immigrants of any state, accounting for 7% of the U.S. total in 2016. Lacy said census data is used to allocate more than $1.5 trillion in federal funds to programs such as Medicare, Medicaid and Head Start, as well as schools, hospitals and infrastructure projects. "If people drive on any highway or road," she said, "it's either funded through federal funds or they use the census data in order to plan for the building of that road or that highway."

hile we don’t know for sure whether mountain gorillas or other great apes are susceptible to coronavirus, no one wants to find out. Damian Carrington reports in The Guardian that the coronavirus could potentially wipe out already threatened populations of chimpanzees, gorillas and orangutans — our closest living relatives with whom we share 98 percent of our DNA. “Even pathogens producing mild symptoms in humans have been lethal to great apes in the past,” reports Carrington. “The fact that Covid-19 is fatal for some humans leads experts to fear it could potentially prove devastating to great apes.” To date, no great apes are known to have contracted the coronavirus. Those humans who study and protect them would like to keep it that way. As a result, wildlife tourism across Africa is temporarily shut down. How long “temporary” may be is anybody’s guess at this point, but conservationists fear it could set back their efforts by decades if not put them “out of business”entirely. “The suspension of ecotourism during the coronavirus pandemic has also meant the main source of revenue for gorilla conservation has been lost and there are fears some of those in surrounding communities who depend on tourists could turn to poaching out of desperation,” reports Jack Losh in The Guardian. Meanwhile, the story is much the same all across Africa, where governments have suspended all tourism. Ann Gibbons reports for Science that researchers at wildlife reserves across Africa face new challenges in the age of coronavirus. The 130 wildlife
rangers at Uganda’s Bwindi Impenetrable National Park are now briefed regularly on how to keep coronavirus away from gorillas and how to monitor wildlife for signs of the sickness. At another Ugandan reserve, Taï and Kibale, researchers must quarantine for 14 days before they are allowed anywhere near the wild gorilla population under study there, And once researchers can get closer, they still must, in the words of Gibbons, “change their clothes and take their temperatures before they go into the forest, wear masks, and keep their distance.” Researchers there have also test chimps’ feces for COVID-19 and other viruses. “Habitat loss and poaching are big threats to the survival of great apes, but viruses are also a concern,” adds Briggs. “Infectious disease is now listed among the top three threats to some great ape groups.” Indeed, past research has shown that chimps can contract the common cold virus, while Ebola is thought to be responsible for thousands of wild chip and gorilla deaths across Africa. Defendant Evelyn Hopkins profited from the theft of plaintiff’s assets and shares in the liability by 1/3. That the appraised value of all property unlawfully taken from the plaintiff is approximately $3,250,000 U.S. Dollars. 7.
