The third fogging took place on Thursday as the district stresses the importance of taking precaution when out in the summer time. “Our third fogging this season is just across the highway from our second,” said Acting District Manager Russ Parman. “This indicates that WNV is quite active in the County, and underscores the need for residents to protect themselves from mosquito bites, and to eliminate standing water on their properties.” The avian virus is distinguishable by its severe flu-like symptoms, body aches and at the worst neurological damage or death. Info on the fogging(s) will be handed out to neighborhoods days in advance.

Additionally, the proposal calls for an earlier closing hour and minimum distance requirement from schools, daycare facilities, libraries, parks and other clubs.

The Board of Supervisors now has a competent, qualified and experienced woman as an elected member: Cindy Chavez who will provide a woman’s values, priorities, insights and perspective to the deliberations of the board. In this Silicon Valley, District 2 has more than its share of low-income ethnic residents. Her first official Seat Two occupancy will be on Tuesday, August 13, 2013 at 9:00 AM. per the Clerk of the Board. The 58 polls closed at 8:00 PM; some 65% of ballots were cast as ‘Vote-by-Mail; all 58 polls counted; only provisional ballots need to be tallied. Nonetheless, this community needs to congratulate Ms. Cindy Chavez as the presumptive elected Supervisor who will represent District 2. The Registrar of Voters must certify this special election to the Board of Supervisors. However, the outcome is already quite clearly established by the following data: A total of 21,269 ballots were cast; of which Cindy Chavez received 11,814 (55.55%) which is a clear decisive majority of the votes. Ms. Teresa Alvarado received 9,455 (44.45%) which is 2,359 votes below the number of votes cast in favor of Ms. Cindy Chavez. Each of these women had their strengths, and the choice of those who voted is Cindy Chavez. Both are to be appreciated for conducting an excellent campaign which had no personal defamatory allegations. Cindy Chavez
will undoubtedly ‘hit her new responsibilities running’ because of her prior experience representing District Two, which has a total of 117,716 registered voters, of which only 21,269 voted despite receiving some 71,000 Vote-By-Mail ballots. That amounts to 18.06% participation in District Two. Some day citizens will realize that democracy does not work ‘For the People’ unless voters vote and become constituents to whom the elected official is beholden. Nonetheless, this election was conducted in a manner befitting democracy….all registered voters were provided a chance to vote. Only one in five thought this election was important enough to actually vote. And the outcome of this ‘special election’, costing an estimated $800,000 to conduct, will become official in due course with Ms. Cindy Chavez as the certified and official representative of Supervisor District Two. When asked which of these two women would receive my vote, my response was that as publisher of El Observador, a community based publication which targets Hispanics, the proper role of EO was to ensure registered voters were fully informed about the importance of this election and about both candidates. I believe EO’s staff did just that with impartiality. I feel that an elected representative must be elected by the registered voters of that jurisdiction. It is they who now need to hold their newly elected Supervisor, Ms. Cindy Chavez, accountable and responsible. Now, it is the job of EO to continue to keep constituents informed, so that they may ask for, and receive, a governance process which is exercised with integrity and transparency. Why is this the case? The Board of

Supervisors must be proactive in addressing unfunded obligations estimated at $1.7 billion for retirement pensions and promised medical care. The budgets for major projects, such as those currently funded by Measure A Bond funds, must be closely monitored and fully disclosed to the County’s residents. As a member of the Citizen Oversight Commission on Measure A, I attended my first meeting this past Wednesday, July 17th, where I learned that additional monies were allocated by the Board of Supervisors so that the total “Project Fund” of a ‘turn-key occupancy’ is now in excess of $1 billion. And this does not include an altruistic contribution by the Sobrato Family Foundation which donated $5 million for movable equipment and furnishing, plus an additional $5 million as a challenge grant to be matched by the residents of this county.

It was not obvious to me, nor to the public, that the proposed projects the basis of Measure A which the voters appropriately endorsed some two years ago, would actually cost some $200 million more. County employees who do project estimating, and their managers, need to start presenting the ‘reality’ being addressed by such a major project requiring voter endorsed bond funding. WHY? Well it is the residents of this county who, in good faith and trust, will continue to support the Health and Hospital System with taxes and altruistic contributions. So, Cindy Chavez, as a newly elected Supervisor, representing District Two, your constituents are engaged, involved, and committed to doing the right thing. We expect no less from all your colleagues.

Estoy segura de que la gente es consciente de ello. Está bien si sientes que odiaste esa película o si tienes otros planes, sucede. Sé cortés y honesto con amigos, familiares y colegas. Se evitan muchas molestias de esa manera. Usted no tiene que mantenerse al día con lo que había dicho y puede parecer como una persona mala al final. Traté de salir de un argumento y traté de mentir. Fallé miserablemente. En primer lugar, yo no puedo pasar por eso. Finalmente, sólo dije la verdad y sentí el alivio. También me di cuenta de que había deteriorado la confianza que había ganado. Todavía me siento triste por eso. Nunca pensé que estaría en una posición así. Veo hacia atrás en la situación y hubiera sido lo mismo sin importar lo que sucedió. Una vez más, no estoy diciendo que estaba bien, pero tengo mis razones de por qué actué de esa manera. Chicos, he aprendido mi lección. Voy a ser lo más honesta posible. Deberían todos de hacer lo mismo.

Hilbert Morales EL OBSERVADOR The San Jose GI Forum Scholarship Foundation, Inc. made 10 scholarship awards to qualified Latino students on Tuesday, July 23, 2013. This was the 41st Annual 2013 Scholarship Awards Banquet. Their motto: “Education is our Freedom, and Freedom is Everyone’s Business” is their mission statement. President Letetia Rodriguez guided the 2013 Board of Directors in raising the contributions needed to award ten $1,000 scholarships to each of the Latino students, who were selected as highly qualified recipients. Awards are only made to Latino students who have graduated from a high school located within the County of Santa Clara.

Rebecca Campos introduced the Keynote guest speaker, Ms. Rachel Garcia, who was the very first recipient of this Foundation’s scholarship award back in 1972. Garcia spoke eloquently about her career and how she benefited from her college education. She advised the students to take advantage of ‘Faculty Office Hours’ to enable a more personable letter of recommendation later on. Rosa Campos and Rose Flores made the $1,000 awards to Arturo Camacho, Daisy Guitron, Luis Quiroz, Maria Burgara, Maria Gomez, Najeli Bernice Chavez, Ruben Contreras, Hugo Arroyo, Jesus Parra and Juan Venegas. One scholarship award was made by daughter Rebecca Campos and wife Anita Campos in memory of Dan
Campos, a former GI Forumer. Another was the Ray Bernal, Jr. Memorial Scholarship donated by the Bernal Family and friends, honoring a Vietnam Veteran son of San Jose who did not return. Maria de la Cruz, Treasurer, informed all regarding how the funds are sent to the university or college in which the awardee matriculates. Hilbert Morales thanked all who were sponsors and contributors who enabled these scholarships. Morales reminded all awardees that money is their license to perform, produce, and consume. This community provides these scholarships as a sign of their loving care and concern about their future. President Letetia Rodriguez made closing comments.

She joined the office on Monday, July 29. Houck is currently the General Counsel for Alameda Unified School District. “We’re very excited to welcome Ms. Houck to the County Office.” said Dr. Xavier De La Torre, Santa Clara County Superintendent of Schools. “Her expertise in education law will be invaluable as we continue to provide critical services to students, schools and districts.” As General Counsel, Houck will advise the County Superintendent, County Board

Working within the Office of the Superintendent, she will formulate policy, represent the office in court hearings and supervise legal staff in representing the County Office before other public agencies. Prior to her role in Alameda, Houck served as Deputy General Counsel for Oakland Unified School District. For many schoolchildren, summertime means days of fun in the sun, family road trips and visits from the ice cream truck. But many parents don’t realize that summer can also mean ‘learning loss’. Studies have found that nearly all children lose knowledge over the summer. In fact, when children head back to school in the fall, they are one month behind academically. This loss adds up year after year, especially for students from low-income families who may not have access to summertime enrichment opportunities, like camp, tutoring, and regular trips to the library. This can significantly impact a child’s success in school and in life over the long term. Overcoming Learning Loss One way families can overcome summer learning loss is to make sure they have in-home Internet access for their children. The Internet provides access to an infinite number of online resources for all ages and across all subjects. While it can be easy to slip out of the routine of learning when school is out, it’s possible to keep kids engaged over the summer with online educational games, research on topics of interest, downloadable programs to brush up on math and grammar, or simply by reading a book online.Unfortunately, about 30 percent of Americans, many of whom live below the
poverty line, do not have Internet access in their homes. This is particularly concerning because children from low-income families have been found to have a steeper rate of learning loss over the summer, specifically in the area of reading. To help connect these families to the Internet, Comcast is offering a program it calls Internet Essentials. Closing The Digital Divide Described as the nation’s largest, most comprehensive broadband adoption initiative, it’s designed to help close the digital divide between those who have Internet in their home and those who don’t. $9.95 a month; the option to buy a computer for less than $150; and access to digital literacy training. Whatever the cause, stress is something we all experience, but it doesn’t have to control our lives. The answer is to learn what things cause us stress, how we respond to stress, and what we can do to better handle that stress. Some stress, of course, is healthy. It motivates us, gets us excited and gets us moving toward positive goals. But when stress causes negative reactions and leaves us feeling scared or physically and emotionally drained, it’s time to take action.Start by analyzing what stress does to you. Does it

leave you feeling tense, cause a painful headache, or make you jumpy and snappy with others? Perhaps stress makes you quiet and listless? Either way, or anything in between, it’s not a good feeling. You can deal with that by taking physical action to take you away from the stress causing issue. If stress gives you energy, try something as simple as taking a walk or bike ride. If stress leaves you tired, try something calming, such as meditating for a few minutes or having a light snack. Such responses sound simple, but the point is to know yourself and to take action. As you begin to discover how you react to stress, you can also begin to analyze what stresses you. Are you afraid of looking incompetent at work, or of letting down your family or
friends? Are you feeling that you’ve lost control of your environment (traffic jam stress, for example)? As you begin to identify what causes you stress, it’s also time to examine your priorities. What things are really important to you? Are there fears you have that lie beneath the situations that cause the most stress? As you begin to understand what causes you stress, you can take positive steps to deal with those issues. Maybe it’s an anxiety-provoking colleague you want to avoid. Maybe it’s learning to say “no” to situations that eat up your time but provide little personal benefit. You can’t avoid all stress but it shouldn’t be negatively affecting your life. A professional counselor can help you identify what causes your stress, and can help you develop strategies to avoid or better handle it.

Avoid Strokes by Switching to a Mediterranean Diet (NEWSUSA)
The Mediterranean diet contains: * Olive or canola oil as a healthy replacement for butter or margarine. Use it in cooking, for dipping or even as a spread on bread. * Seven to 10 servings of vegetables and fruits daily. When possible, choose fresh and seasonal produce. If you like to snack, cut them up in pieces, and store them in your refrigerator. * Whole-grain bread and cereal: Begin to eat more wholegrain rice and pasta products. Choose organic dips for bread. * Healthy nuts. Include unsalted almonds, cashews, pistachios and walnuts limited to a handful per day. Choose natural peanut butter, without hydrogenated fat added. * No salt. For seasoning use herbs and spices instead. * Fresh fish and poultry one to two times a week. Try less fatty fish, like tuna, salmon, trout, mackerel and herring. Grilling, rather than frying, is the best way to prepare fish. Avoid skin on poultry. * Red meat, but only a few times per week. One portion should be the size of a deck of cards. Avoid salty and high-fat meats. * Low-fat dairy products like skim milk, fat-free yogurt and low-fat cheese. * If your physician permits it, you may have a glass of wine at dinner.

Instrucciones: Haga el relleno del omelet primero. Lave y seque las hojas de espinaca. En un sartén derrita una cucharada de mantequilla. Agregue la espinaca y mezcle para cubrir con la mantequilla. Cuando la espinaca se haya suavizado retire del sarten y ponga a un lado.Quiebre los huevos en un tazón y condimente con la sal y pimiento. Agregue la crema y bata los huevos con un tenedor lo suficiente como para mezclar las claras con las yemas. Deje a un lado. Frote el sartén del omelet con los dientes de ajo. Ponga el sartén a fuego medio hasta que esté lo suficientemente caliente para que la mantequilla salpique al contacto. Agregue la mantequilla restante. Cuando la mantequilla esté salpicando agregue los huevos batidos. Rápidamente mezcle los huevos por uno o dos segundos como si los estuviera revolviendo. Cuando las esquinas se comiencen a endurecer, levante los huevos con un tenedor para que el líquido pueda correr debajo de ellos. Repita esto hasta que los huevos no se muevan más pero húmedos y suaves. Agregue la espinaca cocinada dentro de la omelet y rosee el queso feta sobre las espinacas. Mueva el sartén para aflojar los huevos. Retire el sartén del fuego y doble el omelet a la mitad. Sirva. Cinthia Rodriguez EL OBSERVADOR A finales de marzo, el Movimiento de Arte y Cultura Latino Americana (MACLA) acogió a la exitosa directora administrativa, Mónica Ramírez-Montagut. Esta posición no se le otorgo nada mas así, ella ha trabajado arduamente para lograr estar donde está y además disfruta mucho de su trabajo. Ramírez-Montagut recibió su licenciatura de Arquitectura de la Universidad Iberoamericana en la Ciudad de México, su maestría y doctorado en arquitectura los obtuvo en la Universidad Politécnica de Catalunya, ETSAB, en Barcelona. Después de eso, se fue a Nueva York como interna de Arte Internacional empresa que supervisa la realización de una gran cantidad de festivales. Ella consiguió un puesto en Guggenheim

como asistente administrativo para la arquitectura y el diseño en el que se organizó la exposición de Zaha Hadid y Frank Lloyd Wright. También trabajó en el museo de arte contemporáneo Aldrich, donde los artistas dan su primera exposición por un lapso de cuatro años. Ella estaba interesada en presentar artistas latinos como parte de la lista normal. Aproximadamente hace año y medio que llegó a San José. Se enteró del plan de expansión del edificio de MACLA y sintiendo el interés por la arquitectura sabía que iba a ser un edificio emblemático. Dejó el Museo de Arte de San José y en la actualidad supervisa todos los programas que MACLA ofrece. Ella también organiza algunas de las exposiciones y se asegura de que la calidad sea adecuada para la comunidad. “MACLA está creciendo y sirviendo a la comunidad
latina de una manera muy positiva y está muy integrada con la comunidad. Sentí que MACLA era el lugar para estar durante los próximos años “, dijo Mónica RamírezMontagut. MACLA pretende dar a conocer los temas y conceptos que son relevantes para la comunidad en general, que es donde RamírezMontagut entra ella hace la investigación mediante el cumplimiento de diferentes artistas mientras está de vacaciones o hace visitas a los estudios.
Visitas de estudio son también un regalo para ella. A veces se pierde entre el correo electrónico y otras cosas, pero una visita de estudio la saca de su rutina diaria. Usualmente ella se encuentra en algún estudio del área de la bahía visitando y conociendo

Arturo Hilario EL OBSERVADOR August 9th-11th marks the 24th annual Summer Jazz Festival in downtown San Jose, with this year’s event becoming a multicultural and multi generational event where Latin Jazz will take center stage, alongside the other branches of Jazz, which will also be in full swing. The aim for this year’s events is to present the various forms of Latin Jazz which fall under the helm of Puerto Rican, Cuban, and Caribbean performers to woo the audiences. Chairman of the Jazz Festival Arturo Riera, who has been involved with the event for a decade, describes this year’s Jazz fest as a culmination and evolution of the last
24 years of its run. “Part of our evolution is representing more of what California is, what San José is, what the world is becoming which is much more Latino, while still being a mainstream festival.” Riera, who is also a consultant for a Latin instrument company and co-founder of the Latin Jazz Youth Ensemble of San Francisco, says that his involvement with the San Jose festival is ‘organic’, in the sense of his passion for music and the community of the Bay Area. His community outreach is also an important factor in the music community, as he and his organization have gotten instruments into East Side San Jose schools. The San Jose Jazz summer fest is the biggest Latin

festival in San José and on the West Coast, with 20 plus Latin acts performing over the weekend. According to Riera, Latin Jazz is most definitely an American invention. It was first born on the stage of Carnegie Hall, where Afro-Cuban Jazz musician Chano Pozo, and gifted trumpeter, Dizzy Gillespie, played the song “Manteca”, the first instance of Latin Jazz which melded American Jazz with Afro-Cuban music. “[It was] Born here, and it was part of the African Diaspora that includes that secret sauce of the Caribbean” says Riera.

The San Francisco Museum of Modern Art (SFMOMA) may be on the go with off-site programming throughout the city while its building is closed for expansion, but the SFMOMA MuseumStore is staying in the same neighborhood, aiming to keep shoppers and a presence for the museum in the immediate area until SFMOMA’s new building opens in early 2016.

There are some things to complain about however. I’m very proud of the awareness and style sense many. Many men are slowly acquiring. The effort they put into looking their best is applaudable, unfortunately, as progress goes, small strides are mostly the norm. Heat from the sun and spending your summer outdoors are not always the perfect combinations to influence the way some guys choose to dress. You can give them the most stylish clothes right out of GQ magazine and tell them how to wear them, but when it comes down to it, well, they just go for comfort. I’ve seen it time and again in the streets of downtown. Some guy walking down 1st St. wearing some cutoff jean-shorts and a white tank, thinking he looks like an Abercrombie model,

when in reality he looks more like a caguama model. It’s scenes like this that keep me thinking how much money would the city earn if there really was a Fashion Police. I mean, think about it? But let’s get back to our topic and really examine in more detail the do’s and don’ts for a totally mansome summer.

Let’s start with the don’ts.
DON’T wear body hugging clothes unless you are physically in shape, and even then make sure it’s tasteful. DO stay fit and take care of your body. We only got one of those afterall.
DON’T wear a white tank outside of your house. That simple. Tank Tops, or wife beaters (sounds horrible), are meant to be worn underneath your dress shirt or as part of your pajama, NOT as a “cool” summer shirt. Leave the tanks for your house or even the gym. DO invest in some really cool graphic tanks--a bit loose preferably--and sport it on your days outdoors. DON’T wear flip-flops as your shoe of choice when going to the mall, grocery store, movies, or anything that requires the public to stare at your hideous, unkempt toe nails, which you haven’t trimmed in who knows how
DO choose a pair of cool canvas or boat shoes. You can wear these with jeans or shorts, and wearing socks is also optional, although I recommend you wear them to avoid unwanted odors, fuchi!
Finally DON’T avoid deodorant and showers because if you can smell it, chances are that everybody else can too. However, don’t try to mask ugly odors with some cheap and tacky body spray. And DO stay fresh and clean, because when you feel good about yourself, everybody knows it. There is my advice. Take it or leave it. But whatever you do, I hope you have a totally mansome summer.

Arturo Hilario EL OBSERVADOR This year’s Outside Lands Music Festival will be the third time in a row that the gathering of musicians, art, and food sells out completely. A teleconference with music legend John Oates, comedian Jeffrey Ross, and the founder of the festival, Rick Farman, revealed the goals of the artists within their respective careers, what they hope to come across in San Francisco in two weeks, as well as interesting tidbits about their thoughts on the Bay Area community and running a festival of this dynamic.

John Oates, will be doing double duty this year. He will be performing with Darryl Hall as Hall and Oates, and as a member of the group Dumpstaphunk and fellow members Ivan Neville and Jon Cleary. He cheerfully welcomed questions in the conference call, revealing that he was hopeful this Outside Lands could compete with Bonnaroo, the four-day camping festival held in Tennessee.
The Barbary Tent is literally a tent filled with some of the most talented and funny comedians locally and afar. Jeffrey Ross headlines this year’s tent at Outside Lands with his “roast” of the city of San Francisco. He phoned in from Montreal with his plans for roasting the city by the bay, “San Francisco has a real personality. I think there’s a lot of brotherly love. Even though it’s not Philly, I think there’s a lot of brotherly love. Literally and figuratively up in San Francisco. And for those reasons, I think there’s a lot to work with there.”
