BIDEN ORDERS TO EXPAND THE WALL WITH MEXICO. WHY?

the number of undocumented immigrants skyrocketed to more than 12 million people at its highest point.

T

Of course, the wall with Mexico did little to stop the arrival of these undocumented immigrants. He only managed to push them across through the dangerous trek through the Arizona desert. In the process, he enriched the human smuggling organizations. The greater the difficulties and risks, the higher the entry price.

t all started with Democrat Bill Clinton more than a quarter of a century ago. The idea was deceptively simple: Raise sections of wall on the US-Mexico border to close off access to undocumented immigrants, human smugglers and drug traffickers in the border cities of El Paso and San Diego. With a brushstroke, Bill Clinton broke with the circularity of the migratory phenomenon. The increasing difficulty that the Mexicans began to find then to cross to this side of the border, led them to bring their entire families. The result:

Then came the attacks of 9/11, successive legislation in Congress to achieve "operational control" of the borders and the presidency of Donald Trump, who transformed the wall with Mexico into the symbol of his xenophobic policies with which he defamed the Mexican immigrants as criminals or drug traffickers. And the border wall kept growing. But Trump was resoundingly defeated by Joe Biden at the polls in the 2020 presidential election. During his presidential campaign, the current president of the United States declared that "not one more foot" of the wall with Mexico would be built on the border with Mexico, for which he put on hold the funds allocated by Trump to the Pentagon. And then the unthinkable happened: the administration of President Biden announced in recent days through his Department of Homeland Security (DHS) that it will resume construction of the wall on the border with Mexico, at the height of the Morelos dam, in Arizona, at in order to protect undocumented immigrants who die trying to navigate the Colorado River. “This area presents safety and lifethreatening risks to migrants attempting to cross into the United States, where there is a risk of drowning and injury from falls. This area also poses a risk to the life and safety of first responders and agents responding to incidents in this area," DHS explained. Before construction begins, DHS said it will engage in standard environmental planning and conduct stakeholder consultation and outreach activities. But it is documented that the wall with Mexico has had a damaging effect on the habitats of many species of fauna and flora along its route.

It is hard to believe that the decision, announced a few months before the November elections, where the Democrats could lose control of Congress, also does not include political motivations, especially to support Democratic candidates who are paying the price of the perception of a disorder at the Southern border.

Because if the only motivation is humanitarian, what would be consistent would be for the Biden administration to dedicate more political capital to a modernization of the asylum system, to the approval of the promised budget to deal with the causes of migration, to a comprehensive immigration reform. Otherwise, his decision runs the risk of being seen as an electoral act without rooting out the migration problem.

MAKE SURE YOUR CHILD HAS ALL THE ESSENTIALS FOR A PRODUCTIVE SCHOOL YEAR

s children across the country get ready to head back to the classroom this fall, one important item that shouldn't be forgotten from the to-do list is making sure they have health coverage. Studies have shown that academic performance and health insurance go hand in hand. Children who have health coverage miss fewer classes and perform better in school than those who are uninsured. But health coverage doesn't just benefit students. Fewer missed days of school also mean fewer missed days of work for parents. With health coverage, children can get the routine and emergency care, immunizations, check-ups, eye exams, dental visits and mental health services they may need to fully participate in school and remain engaged in class. Health coverage also provides access to important care if children get sick or injured. Nationwide, millions of school-aged children and teens qualify - and are enrolled - in free or low-cost health coverage through Medicaid and the Children's Health Insurance Program (CHIP). These health programs can provide vital access to care, including well-child visits and vaccinations, to keep students focused on learning and give parents the peace of mind that comes with knowing their children are covered inside and outside the classroom. The start of the school year is a good opportunity to catch up on important well-child visits and ensure children are protected against vaccinepreventable diseases (like measles and mumps). And don't forget - if a child is 6 months and older and hasn't received their COVID-19 vaccine or booster, or they are aged 5 and older, parents should talk to their child's doctor about getting it as soon as possible.

For the millions of families with children currently in Medicaid or CHIP, this is also a good time to make sure their address is up-to-date with their state program. Many people move over time and forget to update their address. These families might accidentally miss their renewal application that comes in the mail. Then, they could lose their health coverage too. Medicaid and CHIP provide free or lowcost coverage for eligible children and teens up to age 19. Eligibility is dependent on household size and income and varies by state. States have different income eligibility rules, but in most states, children whose family has income up to $50,000 per year (for a family of four) may qualify for Medicaid or CHIP. In many states, family income can be even higher and children can still qualify. Young people up to 21 may be eligible for Medicaid. Having Medicaid or CHIP will not affect someone's chance of becoming a Lawful Permanent Resident or U.S. Citizen. It is not considered a "public charge" except for people in longterm care facilities or institutions. You can apply online, over the phone, by mail or in-person with your state's Medicaid or CHIP agency or visit the "Find Coverage for Your Family" section on InsureKidsNow.gov. For more information, call 1-877-KIDS-NOW (1-877-543-7669). Enrollment in Medicaid and CHIP is open all year, and, once your child is enrolled, you need to renew their coverage every year to keep them covered. Make sure your state has your current mailing address, phone number, email, or other contact information, especially if you have moved in the last year. This way, they'll be able to contact you about your Medicaid or CHIP coverage. Your state will mail you a letter about your coverage, including renewal information.

any parents around the country will soon be bidding their children farewell as they head off to college for the first time, and a growing question on some parents' minds is about the mental health supports schools provide. According to a recent survey, three of five college students have been diagnosed with a mental health condition. Schools like the University of Oregon have beefed up their services in recent years to meet the growing demand. Mariko Lin, assistant director of counseling services at the university, said when they first come to college, students can be scared about making appointments with health services. "But I want to make sure that parents and family members know that we really want to help their students," Lin stressed. "And are looking forward to them reaching out to us to make those appointments and to get the care that we want to give them." Lin pointed out the University of Oregon is contracting with an outside company this year to meet any overflow in demand. Along with individual therapy, Lin noted her school also

provides group therapies related to specific topics such as sexual assault survivors, as well as for marginalized community members. Nance Roy, chief clinical officer of the Jed Foundation, which aims to prevent suicide among young people, encouraged parents to ask schools about their mental health supports when their children are deciding on a school, such as on college tours. Roy also urged parents to explore what the university is like beyond the walls of its counseling department.

someone if they need help. "Talk to a friend, talk to us," Roy recommended. "Don't feel like you're alone in that because it's very normal during periods of transition to feel a little bit of anxiety, and that's all right." Support for this reporting was provided by Lumina Foundation.

Is everyone open and accepting, offering a warm hand? Are faculty and staff engaged in student well-being?" Roy advised parents who know their children already have therapy needs may want to find local options off campus as well. And while stigmas around mental health are slowly coming down, she added it is important for parents to talk about this issue. For prospective students, Roy acknowledged going away to college can be scary, and it is OK to reach out to

STRESS RELIEF OR TOXIC EXPOSURE? STATE CAUTIONS ‘RAGE ROOMS’ MAY DELIVER UNWANTED RELEASE

I

Robert Lewis CalMatters

Scientists like Hypnarowski and Rist are talking about shortcomings in their departments’ oversight as their union – the California Association of Professional Scientists – is currently in labor negotiations with the state. The starting salary for an environmental scientist is around $50,000 to $62,000 a year. A union spokesman said higher pay would help the state keep talented young scientists in departments like Toxic Substances Control and allow for better regulatory oversight.

f you’re a fan of local TV news, there’s a good chance you’ve seen a segment about so-called “rage rooms.” These are businesses – often in strip mall storefronts or office parks – where people pay to don a pair of safety glasses, grab a baseball bat and smash the heck out of things like old dishes, cabinets and fax machines. There’s no shortage of fun features showing some affable news figure putting on coveralls and whacking glassware and old phones, often in a plywood-walled room adorned with funky graffiti. It’s de-stressing through destruction. While the businesses have been growing in popularity, some California environmental officials say they are worried that operators often don’t know about safety regulations and could be releasing hazardous waste into the environment. One high-ranking state environmental regulator says her department is too thinly staffed to do anything about it. “It’s like that nightmare that’s just out of my reach. Like, I know it’s a huge problem,” said Rita Hypnarowski, a senior environmental scientist and e-waste team leader in the state’s Department of Toxic Substances Control. “Fundamentally, there’s nothing wrong with smashing some plates in a room for stress release. But the problem comes in when they’re breaking things like e-waste, which can seriously harm people’s health.” Hypnarowski’s department cited a Sacramento rage room in 2019 for mishandling e-waste. The Los Angeles County Fire Department recently cited a rage room for similar issues. Electronic waste includes things like old televisions, flat screen monitors and laptops. Some of that waste has leaded glass while others are lined with rows of mercury tubes, Hypnarowski said. Those items are supposed to be recycled at facilities that use special equipment to separate the hazardous elements. When people smash ewaste, the rooms can fill with a fine dust of toxic metals, Hypnarowski said. “You’re getting exposed to flying airborne particles and you don’t even know you’re being exposed,” she added. Hypnarowski said her department became aware of the issue around 2018. In 2019, they inspected a business in the Capital region, Smash Sacramento, state inspection records show. “There’s nothing wrong with smashing some plates in a room for stress release. The problem comes in when they’re breaking things like e-waste which can seriously harm people’s health.”

“The state needs to pay equitably so we can pay to fill these positions to protect the people of California,” said Bianca Gutierrez Petzold, staff director at the California Association of Professional Scientists.

-RITA HYPNAROWSKI, DEPARTMENT OF TOXIC SUBSTANCES CONTROL Inspectors found old computers and other electronics, according to inspection records. The owner told the state he got the material from e-waste companies but refused to say which ones, the records show. Inspectors scanned debris on site in April 2019 and found elevated levels of lead, zinc and cobalt, according to a statement of facts in the case. The department cited the company at that time for two alleged violations of the state’s hazardous waste control laws, which are supposed to protect the environment from improper waste disposal. The agency didn’t conduct air sampling, so it’s unclear the degree to which the release of the heavy metals was a health risk to customers or employees. The inspector did indicate, however, that it was a concern, documents show. “I informed him that I was seriously concerned about the health and well-being of not only Smash’s customers but of (the owner) as well,” the investigator wrote in a statement of facts regarding the case. That case is still open and the owner did not respond to interview requests. California has at least 14 rage rooms operating in the state, according to a list provided by Hypnarowski. The danger to the environment and to customers from such businesses is likely minimal – especially compared to larger issues the Department of Toxic Substances Control regulates, said Antonio F. Machado, professor of environmental and occupational health at California State University, Northridge. The amount of toxic material rage rooms generate is probably small, and good ventilation could alleviate much of the concern for patrons, he said.

“To me the largest health concern potentially would be workers in the facility who are exposed daily,” Machado said. The names of the 14 rage rooms aren’t listed in a database of sites the California Division of Occupational Safety and Health (Cal/OSHA) has inspected. Some of the businesses explicitly state on their websites that they don’t allow patrons to smash certain toxic items. One rage room in Southern California says that outside items “must be reviewed by our staff prior to entering the rage room for safety. Items such as fluorescent lightbulbs, batteries, power tools and CRT TVs… are not allowed due to hazardous materials found inside of them.” Hypnarowski acknowledged not all electronics pose a health risk. For example, computer towers pose a minimal danger as compared to monitors. But that’s why inspections are so important, she said. “To me the largest health concern potentially would be workers in the facility who are exposed daily.” -ANTONIO F. MACHADO, CALIFORNIA STATE UNIVERSITY, NORTHRIDGE The 2019 Sacramento inspection was both the first and last inspection the Department of Toxic Substances Control conducted of a rage room, Hypnarowski said. The department has struggled to hire and retain scientists, making it difficult to keep up with inspections, said David Rist, a senior environmental scientist who’s been with the department for more than 30 years. “We have lost inspectors in a variety of programs,” Rist said. “They come for the mission but leave because there are other opportunities and (they) don’t like being undervalued.”

Without the state, oversight of rage rooms could fall to local regulators, as has happened in Los Angeles. “Los Angeles County Fire has been looking into these sites and is concerned about potential hazardous waste issues,” according to a statement the Los Angeles County Fire Department provided to CalMatters. The department issued a citation in June to one local rage room for violating environmental regulations. The department declined to provide a copy of that citation or provide details because the case is open, and the business can still attempt to defend itself against the alleged violations. “It’s a concern to ensure that hazardous waste is not being illegally disposed of and also that the individuals in these so-called rage rooms are not being exposed to hazardous constituents,” according to the department’s statement. “Los Angeles County Fire has been looking into these sites and is concerned about potential hazardous waste issues.” -LOS ANGELES COUNTY FIRE DEPARTMENT STATEMENT A Riverside County environmental official said his office is aware of rage rooms but didn’t know there were any in that county until CalMatters reached out. The county will contact the businesses to see if they’re allowing people to smash ewaste on site and, if so, to educate owners on the various regulations, said Nicholas Crain, program chief in the county environmental health department’s hazardous materials management branch. An education campaign is often enough to make sure businesses know of and follow health and safety regulations, he said. But it’s a lot of work. “There’s always another business popping up that’s generating hazardous waste,” Crain added.

¿ALIVIO DEL ESTRÉS O EXPOSICIÓN TÓXICA? EL ESTADO ADVIERTE QUE LOS “LOS CUARTOS DE LA IRA” PUEDEN GENERAR UNA LIBERACIÓN QUE VA MÁS ALLÁ DE SOLO EMOCIONES

S

Robert Lewis CalMatters

KAISER MENTAL HEALTH WORKERS SIGNAL OPEN-ENDED STRIKE IN NORTHERN CALIFORNIA

A

Jocelyn Wiener CalMatters

union representing 2,000 Kaiser Northern California mental health workers this morning announced plans for an open-ended strike beginning Aug. 15. Among the reasons union representatives outlined: high clinician workloads and patients waiting weeks or even months for mental health care. Even as demand for care has surged, frustrated therapists are abandoning the health giant, said union spokesperson Matt Artz. “We don’t take striking lightly,” Sal Rosselli, president of the National Union of Healthcare Workers, which represents the clinicians, said in a prepared statement, “but it’s time to take a stand and make Kaiser spend some of its billions on mental health care.” Deb Catsavas, a senior vice president at Kaiser Permanente, said in an emailed statement that the threat of a strike is “sadly, a bargaining tactic this union has used every time it has bargained a new contract.” Calling the union’s tactics “unethical and

counterproductive,” Catsavas said the two sides were “close to an agreement” and that Kaiser is “committed to bargaining in good faith to reach a fair and equitable agreement that is good for our therapists and our patients.”

of Managed Health Care, which regulates health plans, the union asked the department to ensure that Kaiser continues providing mental health care to patients during the strike, rather than canceling appointments.

The company has drawn increased scrutiny from lawmakers for its mental health services in recent years. In May, the Department of Managed Health Care announced that it would be conducting a non-routine audit of Kaiser’s mental health services.

Amanda Levy, deputy director for health policy and stakeholder relations for the Department of Managed Health Care, said the department is continuing to monitor access to services for patients impacted by the strike.

The union and Kaiser have one more bargaining session planned for Friday, Artz said. He said Kaiser Northern California’s mental health workers, including psychologists, social workers, therapists and addiction counselors, have gone on strike for short amounts of times six times in the past 4 years. This would be their first open-ended strike, which means the union is not establishing an end date. Kaiser has 4.6 million enrollees in Northern California, Artz said, though that figure does not reflect how many currently access their mental health benefits. In a letter sent Sunday to the Department

“The law requires health plans provide enrollees with medically necessary care within timely access and clinical standards at all times, which includes during an employee strike,” she said in an emailed statement. Despite growing efforts at the state level to enforce mental health parity laws, Kaiser mental health practitioners say they still struggle to provide adequate and timely care for patients. Sarah Soroken, who has worked as a therapist at Kaiser Fairfield for six years, said access to treatment has worsened during her time there. She said the pandemic has aggravated the situation, with

more patients seeking care, even as more therapists are leaving. “Right now we’re at a crisis point,” she said. “Things are worse than ever.” Kaiser is not the only provider facing a shortage of mental health practitioners. Complaints of shortages also have been raised by counties, school districts and non-profit organizations around the state. Artz said some Kaiser providers are being recruited to work at telehealth startups, where money is good and workfrom-home options abound. Others are entering private practice. “Right now we’re at a crisis point. Things are worse than ever.” -SARAH SOROKEN, KAISER FAIRFIELD THERAPIST The union says the rate at which mental health clinicians are leaving Kaiser nearly doubled in the past year, with 668 clinicians leaving between June 2021 and May 2022, compared to 335 clinicians the previous year. In a union survey of 200 of those departing clinicians, 85 percent said they were leaving because their workload was unsustainable or they

felt they did not have enough time to complete the work, and 76 percent said they were unable to “treat patients in line with standards of care and medical necessity.” Some of these concerns are not new, although the pandemic has exacerbated them. In 2013, the Department of Managed Health Care fined Kaiser $4 million for failure to provide adequate mental health treatment.

In a hearing this spring, lawmakers raised concerns about the state’s plans to move an additional 200,000 Medi-Cal members onto Kaiser, given problems with mental health treatment. Democratic

Sen. Scott Wiener of San Francisco has introduced a bill to significantly increase fines for health plans that fail to comply with state laws. Another bill of Wiener’s, SB 221, which took effect July 1, is intended to ensure patients don’t face long delays for follow-up treatment through commercial providers like Kaiser. Specifically, the new law, which was sponsored by the union, requires that patients receive follow-up mental health care within 10 business days unless a provider determines that a longer wait will not be detrimental to the patient. At a virtual press conference in late June, Kaiser mental health practitioners said the health giant wasn’t close to meeting those requirements.

TRABAJADORES DE SALUD MENTAL DE KAISER ANUNCIAN HUELGA INDEFINIDA EN EL NORTE DE CALIFORNIA

U

Jocelyn Wiener CalMatters

Yo he bailado tantos años, yo he estudiado, pero nunca he trabajado con unas marionetas.

Q&A WITH SASHA CAICEDO: PUPPETS, SINGING AND THE EMOTIONS OF THE MUSICAL THE LION KING

Arturo Hilario El Observador

play but have seen the movie, what would you say are the differences between the movie and this production?

f you close your eyes and think of the classic Disney movie The Lion King, you might hear the drums, see the animals packs gathering to watch the lion cub Simba being lifted into the sky by Rafiki, or hear Timon and Pumba sing about friendship. It's iconic. The Lion King musical has been on Broadway for 24 years, garnering accolades and fans around the world in 90 cities since its premiere in 1997. The musical is as memorable as the film, evoking similar feelings with a unique aesthetic and thunderous live music, in a manner befitting a live audience. Sasha Caicedo is an actress from Miami, Florida, who is currently part of the touring production of the musical, coming to the San Jose Center for the Performing Arts August 3-21. We recently spoke with the actress about The Lion King and how she brings to life one of the intricate puppets, the cheetah, and what parts of working on the show are the most spectacular and memorable. To begin with, I wanted to know how you got started in the performing arts. What influenced you to go in that direction? Well, since I was a little girl I have studied dance, I started when I was three years old. I was watching the Nutcracker ballet on television one day. From that moment on I asked my family to put me in ballet and from there I began to study, I studied in high school, I studied in college, everything was about art and dance, classical and modern. And from there when I graduated I went to San Francisco, I continued my studies with Alonzo King's LINES ballet company. I studied with the company, worked with other companies as well. I returned to Miami and worked with other companies and I also studied in New York. So between Miami, San Francisco and New York I was studying, dancing and auditioning. And what was it like to be part of this beloved production of The Lion King? Well, I auditioned and they called me two years later. And in those two years

Sasha Caicedo is the cheetah puppeteer and dancer in the cast of The Lion King, which will be at the San Jose Center for the Performing Arts August 4-21, 2022. Photo Credit: The Lion King / Broadway San Jose

I've been studying and dancing with the cheetah and moving with the puppet every day for five years. I mean, it's a different feeling now. I'm already part of it. they were a lot like, they had me like, they had a position for me and they didn't have a position for me, they thanked me for showing up to the audition. And then they finally called me, they told me that I was already in the company, so that was the most wonderful thing when they called me. Can you talk a little bit about the roles you have in this production? I am part of the ensemble, as a dancer, but I also sing and I also work with the cheetah puppet. So I dance with that puppet, all the dancers walk around the stadium, the actors have other animals on them, but my main one is the cheetah. I was looking that the cheetah is one of the most intricate and popular puppets. Can you talk about what it's like to learn to use it, the training with that? Well, that took us a month of training, but in the first two weeks it was like the hardest part. It's like learning a new language with the body. I have danced for so many years, I have studied, but I have never worked with puppets. So the first time I had to use not only the legs, but

also the head and the best moment with the hands, which are their legs, it was well connected with the body. So all in all, the first month studying with them was interesting, difficult, but very nice and then I will complete five years in September, so I have been studying for five years and dancing with the cheetah and moving with the puppet every day. I mean, now it is a different feeling. I am already part of it. And do you now have a favorite song or scene to perform? Well, my favorite, I'm not in that part of the show because I'm getting ready backstage with the cheetah, but my favorite is with Scar, "Be Prepared". This is my favorite because it's the first time we are seeing the stage change colors, it's not the most beautiful part anymore and they change the colors of the sun, that yellow, orange, red, something vibrant, and now they change the colors to gray, black, green, all dark. Now you understand the brother Scar who is jealous and angry with his brother. So we have that different feeling. That's always my favorite. For people who haven't seen this

Well, the most different thing is that you are seeing actors, you are seeing humans and dancers, we are interpreting these animals and that already makes a difference in the story. That can already take something different because you are no longer watching animations, or dolls, or the movie. Now you are seeing it in person, it is alive. And the songs are felt, the actors are felt, the story is alive and you take those stories with you after the presentation, because it speaks to everyone even if they are a child or a father, or a sister, or an adult or they don't speak English. My family, who speaks Spanish, saw it and understood it. It is a story that is understood and felt. What do you enjoy most about being part of this work? The family, the audience, everything that comes with the tour life, being on the road every day. I love meeting new people every day, getting to know different cities, connecting with the actors who already feel like family after five years. And also, well, I thank God for all the support from the audiences in every city, because in every place we go, the love from the audience is felt from the beginning. So I thank God for that every day. And for my last question, I wanted to know why would you recommend people to come and see The Lion King? For the show, for the experience, for the story, for the music, the language. What for? So that the family, or you, can take away a message and celebrate what The Lion King is in the stadium, because this is something, a very, very big and beautiful show. And we can't get to every city. When we get to one part of the world, we want everybody to be able to come out and see it if they can. So, for the moment, for the memory. Many thanks to San Jose and California for having their hands open for us and we are very happy to arrive and be with everyone there. More information is available at broadwaysanjose.com.

ispanic and Latino workers have high employment rates in the U.S. but continue to experience a shortage of jobs paying enough to lift them into the middle class, according to a new study. Jessica Vela, research assistant in tax and budget policy at the Center for American Progress, said America relies on millions of front line workers, but the typically low-wage jobs are often held by people of color, and the darker their skin, the more discrimination they face.

She added many Latino workers, particularly those of Mexican, Guatemalan, Honduran and Salvadoran descent, work in jobs where labor violations are common, including hospitality or caregiving.

Census data show the percentage of Latino adults with at least an associate's degree is 20 points lower than for white adults. Earlier this year, the Texas Higher Education Coordinating Board began efforts to examine whether a postsecondary degree is producing credentials of value leading to higher earnings for all, and not just some students.

Vela added many of them were Hispanic women, who lost jobs at alarming rates starting in April 2020. "Hispanic women 20 and older experienced one of the highest unemployment rates by race, gender, ethnicity; a little over 20%," Vela reported. "Losing jobs, it can be really difficult with labor markets to find other jobs, leaving them vulnerable to not being able to provide." The U.S. Hispanic and Latino population is projected to comprise the majority of net new

"This is the root of systemic racism within the U.S.," Vela asserted. "This can impact individuals trying to find a job, trying to keep a job."

Latinos are 17% of the overall workforce, but represent 24% of the tipped worker population. According to the report, tipped workers often make subminimum wages, are at the mercy of the economy, and were laid off by the millions during the pandemic.
