hat would you think if I told you that, in a certain country, federal legislators went to enjoy a delicious summer vacation, without protecting millions of poor families from the risk of eviction, in the middle of one of the worst pandemics in the history of humanity? Would you think that it is a country of the so-called Third World, where the political class is often an elite of millionaires disconnected from the reality of their governed?
With impeccable public health logic, the Centers for Disease Control and Prevention (CDC) had established a moratorium on evictions, but the Supreme Court of Justice ruled in June that the CDC had acted beyond its legal powers. The White House urged Congress to approve an extension, arguing that the Supreme Court ruling had tied her hands. Without the ability to get the necessary votes, Democratic leader Nancy Pelosi took the simpler route: blame the Republicans. But Rep. Alexandria Ocasio-Cortés made it clear that the reality was that some Democrats threatened to get on a plane to avoid voting. "We cannot blame the Republicans, if the Democrats have the majority," she argued. The lack of legislative action, which would have instructed the CDC to extend the moratorium at least until October 18, will once again put those who have suffered one of the worst blows during the pandemic at risk: minorities of color who represent one of the main support columns of essential workers. More than 2 million Latino families were already behind in paying their rents even before the pandemic. One in two Hispanic families is afraid of not having enough funds to pay their rent next month. At the last minute, the Biden administration issued a new, more limited moratorium through the CDC that will protect tenants and rental homeowners living in areas of "high" coronavirus contagion until October 3, mainly due to the Delta variant. Although welcome, it is a temporary and interim solution. The housing crisis will not be resolved in 60 days because it is rooted in economic disparities that disproportionately affect communities of color. ACRAMENTO, Calif. -- Parents are gearing up for their children to return to the classroom for the first time in over a year, and public health experts are concerned many have missed important checkups and vaccinations due to the pandemic.
A report from Georgetown University's Health Policy Institute and the American Academy of Pediatrics details the drop in pediatrician visits in 2020. In California, the group Children Now estimated child vaccination rates were down by more than 10% from 2019 to 2020.
Odeh argued the 2014 and 2019 measles outbreaks in Southern California showed health professionals how important it is to take these numbers seriously. In May, the Centers for Disease Control and Prevention reported orders for non-influenza childhood vaccines had decreased by a total of 11.7 million doses compared with 2019. Dr. Lee Beers, president of the American Academy of Pediatrics, said fears are growing lower vaccination rates could result in fewer communities reaching "herd immunity."
Mike Odeh, director of health policy for Children Now, said programs like Covered California are working to highlight the issue, but more could be done on a state and federal level.
"If too few people in a community are vaccinated against a particular disease, it means that we might see an outbreak of that disease," Beers explained. "We've seen this before with measles and pertussis, and so it's so important to make sure your child is vaccinated, not just to protect themselves, but also to protect everyone around them."
"I think one of the common things we see a lot here in California, as well as I'm sure in other states, is access to culturally and linguistically appropriate care," Odeh contended. "So, that would be just one area that I think could use some work."
California law requires all children enrolled in school to have certain immunizations, including diphtheria, tetanus and pertussis, and for measles, mumps and rubella. In some cases, valid medical exemptions from a physician are accepted.

EATTLE - Speaking to folks who are hesitant about getting the COVID-19 vaccine has gained a new sense of urgency as the Delta variant pushes cases up across the country.
Dr. Peter Barkett, an internal-medicine specialist at Kaiser Permanente in Silverdale, Washington said people can think of the virus like a fire. The vaccine is starving it of the fuel it needs to keep raging. He said it's important to keep having conversations with friends and family members about why it's important to be vaccinated. "Even if they had it three to six months ago, back when the vaccine was pretty new," he said, "I think what they'll find is that many more people have gone through the vaccination process and have had a good outcome, and they should reconsider it." Barkett said vaccine rates for Washingtonians ages 18 to 34 are lagging, in part because some in this age group don't think they need it. But he added that it's worth reminding people that even if COVID-19 doesn't get them sick, they could pass it on to vulnerable family members or friends who could be severely affected by the virus. Barkett said it's important for people who are vaccine hesitant to hear from people they trust, which could be a family member, friend or religious figure. He noted that in one case, a patient wanted to speak to his rheumatologist before getting the shot because he had concerns about whether it would interact with his medication. "I said, 'That's perfectly reasonable.' And I called up their rheumatologist while we were in the office together, put them on speaker phone, and we had a conversation," he said. "And the rheumatologist recommended that we go ahead and take the vaccine - and the patient did." There have been reports about people who've been vaccinated testing positive for COVID-19 as the Delta variant takes hold. but Barkett noted that the vaccine is like a seat belt: It might not prevent a crash, but it will most likely keep you safe. "So while the seat belt might not be perfect protection in a motor vehicle accident," he said, "we do know that it's very good protection, and it's far better than the alternative of not wearing a seat belt."

On Thursday the University of California modified its plan to raise tuition annually without any sunset date, yielding to an amendment by a student member of the Board of Regents to instead keep the tuition hike on the books for five years and then have the UC board vote to reauthorize those hikes again in 2027. Still, the regents by a large margin backed the overall plan to increase tuition, voting 17 to 5 to begin the hikes in 2022-23, a move that will mean that incoming California undergraduates will see tuition rise by about $540 but then keep that sticker price flat for six years. Each subsequent incoming class of undergraduate students will pay a higher amount based on inflation, and in the first few years, a small surcharge, but keep that rate for six years. Graduate students will see tuition increases annually based on inflation.

Several other amendments to the UC tuition plan capped the sticker price students will face. The board approved lowering the cap on how much tuition can grow, from 6% to 5% in any given year. However, the board retains the right to change its tuition policies, including foregoing any tuition increase or increasing tuition by a lower amount.
For the regents, the financial needs of the university system outweighed student concerns about rising college costs, a note many speakers kept hitting during the nearly three hours of debate.
The approved plan also gives more financial aid to California undergraduates. The regents voted to shift 45% of the revenues from the tuition hike to financial aid for in-state students. The previous plan called for a 40% shift and UC policy traditionally set aside about 33%. That amendment was contentious, passing 12 to 9 as some regents worried that the revenue outlook for campuses is shot after months of careful planning.
“I do not give as much quality education as I used to, and that is a fact, and I think that almost all veteran faculty basically will tell you that,” said Robert Horwitz, a faculty representative to the regents and a UC San Diego professor for 39 years who urged the regents to approve the tuition hike so that the system can raise more money to hire additional faculty. “The student-faculty ratios have gotten worse.”
Zaragoza told CalMatters she doubts the regents will vote to scrap these ongoing tuition increases in five years, “unless this whole thing blows up in their faces and it’s proved to be a bad solution.” What’s more likely is that students bring evidence to the regents that the UC’s various tuition policies need an overhaul, she said. It’s a way to check the declarations of UC President Michael Drake’s team, who contend that lowand middle-income students won’t have to pay more under the tuition hike plan because over a third of the tuition revenue will flow back to students in the form of financial aid. The UC says 55% of California undergraduates don’t pay any tuition due to state, federal and univer-

The sooner students know they’re not eligible for in-state tuition, the faster they can pull out and attend another institution, the thinking goes.
“It’s an open question” whether giving students back more money to pay for college expenses or paying for more faculty and academic services will have a bigger impact on a student’s time at the UC, said David Alocer, a senior finance official at the UC Office of the President.

There’s one other potential fiscal headwind. Surprisingly, the UC’s tuition plan didn’t take into account a little-known state law that says the governor’s finance director can withhold state support the UC is scheduled to get if the system raises tuition. The amount withheld would be equal to the extra costs to the state’s Cal Grant program, which covers UC and Cal State tuition for about one-third of those systems’ California students. “That would be a cause for concern,” Alocer told the regents.

PAYDAY LOANS DROPPED DURING PANDEMIC, BUT CALIFORNIANS ARE ‘NOT OUT OF THE WOODS’

andemic government assistance may have helped some Californians avoid using expensive payday loans last year, but some experts say it might be too early to celebrate.
A total of $164.7 million in transaction fees — 66% of the industry’s fee income — came from customers who took out seven or more loans in 2020. About 55% of customers opened a new loan the same day their previous loan ended.
A new report found that in 2020, California saw a 40% decline in payday loans taken out compared to 2019, a drop equivalent to $1.1 billion. Almost half a million fewer people didn’t rely on payday loans, a 30% drop compared to 2019. Despite the unprecedented job loss triggered by the pandemic last year, government-funded financial aid was enough to acutely impact the payday loan industry, according to the California Department of Financial Protection and Innovation. The new state department released the report last week as part of its ongoing effort to regulate and oversee consumer financial products. The report comes on the heels of California’s new $262.6 billion budget, with multiple programs aimed at reducing economic inequality within the state. An unprecedented $11.9 billion will be spent on Golden State Stimulus payments, a one-time benefit not set to continue in years to come. “With those benefits going away, we do expect there to be potentially an uptick (in payday loans),” said department spokesperson Maria Luisa Cesar. Only temporary relief Industry representatives, state regulators and consumer advocates agree: government assistance helped Californians avoid their reliance on payday loans—short-term, high-interest loans that must be paid back in full when borrowers get their next paycheck. Additional reports found that California’s trend mirrors trends in other states. Thomas Leonard, executive director of the California Financial Service Providers Association, said that 2020 was a difficult year for the industry because the pandemic changed how consumers managed their finances. His association represents providers of small-dollar consumer loans, payday loans, check cashing and other consumer financial services. “Demand for small-dollar loans dropped precipitously in 2020, as many consumers stayed home, paid down debt, managed fewer expenses, and received direct payments from the government,” Leonard said in a statement. On the other hand, Cesar said that the drop in payday loan use is not necessarily indicative of Californians doing better financially.

Little regulation, high fees Payday loans are considered some of the most expensive and financially dangerous loans that consumers can use. Experts say that the drop in usage last year is good for Californians, but the industry still lacks necessary regulation to lower the risk of the loans for low-income consumers.
Almost half of all payday loan customers in 2020 had an average annual income of less than $30,000 a year, and 30% of customers earned $20,000 or less a year. The annual reports also consistently show higher usage among customer’s making more than $90,000 per year, though the financial oversight department wasn’t able to explain why.
California lawmakers have an extensive history of attempting to regulate predatory lending in the state, but have failed to enact significant consumer protection from payday loans. The most notable legislation passed in 2002, when California began requiring licenses from lenders. It also capped payday loans at $300.
“Basic necessities, like groceries, rent…To live life, you have to pay for these things,” Torres said. “Anything that alleviates that economic pressure is helpful to folks.”
Unlike other forms of borrowing, a payday loan is a short-term loan where the borrower promises to pay back the money with their next paycheck. While lenders charge fees instead of interest rates, state regulators require disclosing in terms of interest rates to point out how expensive this form of borrowing is for consumers. It’s okay for my constituents to live under these circumstances,’’ Torres said. “When it’s actually in the power of California policymakers to change that.” Payday loan alternatives There is evidence that the decrease in payday activity correlates with COVID-19 relief efforts. While there are a number of factors in the decrease, they likely include the distribution of stimulus checks, loan forbearances and growth in alternative financing options. Most commonly known as “early wage access,” the new industry claims it is a safer alternative. The companies lend a portion of a customer’s paycheck through phone applications and don’t charge interest fees. The product is not yet regulated, but the state’s financial oversight agency announced that it will begin surveying five companies that currently provide the service. The problem with this model, according to Torres, is that there is no direct fee structure. To make a profit, the apps require customers to leave a tip for the service. “Unfortunately, that tip often clouds how much the loan ultimately costs you,” Torres said, adding that some companies go as far as using psychological tactics to encourage customers to leave a large tip. “Customers voiced relief to know our industry was still here for them during the most trying circumstances and we have been proud to be there during this time of need,” Leonard said. Despite last year’s drop in activity, 1.1 million customers borrowed a total of $1.7 billion dollars in payday loans last year, 75% of them returning for at least one more loan within the same year. Torres said that the Center For Responsible Lending is continuing to work with legislators to write bills that would cap interest rates to make payday loans more affordable. Requiring lenders to assess the customer’s ability to pay the loan would also prevent customers from falling into a debt trap, she said. “They act like they are providing this life saver to somebody,” Torres said. “That is not a lifesaver. They are tying (customers) down with an anchor.” For the record: A previous version had the wrong year for when California capped payday loans. It was 2002. Better Business Bureau of Los Angeles & Silicon Valley knows that moms, dads and grandparents may not have time to visit several stores to find just the right notebook or markers. Instead, they’ll opt for the convenience of online shopping – and that’s where unethical opportunists are lying in wait. “Here’s a typical back-to-school scam that’s spreading like wildfire,” says Steve McFarland, President & CEO of BBB of Los Angeles & Silicon Valley. “You see a pop-up ad for a product you’re looking for at an unbelievably low price. You click on the ad and place your order, but the item never arrives. Now you’re out that money with nothing to show for it and you’ve given away your credit card information. BBB says beware of suspicious looking online offers and double check the name of the business to make sure it’s legitimate.” McFarland says other times scammers will ask for your banking information with no intention of sending your order. Instead, they’ll drain your bank account if you’re not careful. BBB urges consumers to use a credit card when making an online purchase because you have additional protections and a better chance to getting your money back.

very morning, when state Sen. Ben Allen would grab the newspaper from outside his Santa Monica home, he’d pull off the plastic sleeve bearing the triangular recycling symbol and throw it where he thought it belonged: in a blue recycling bin.

Allen learned his newspaper sleeve with the triangular symbol was causing the same problem. “I thought, oh, this is recyclable — but actually I was making the situation worse while trying to do the right thing,” he said.

But Allen soon learned that he was “wishcycling”— carefully sorting items with the recycling symbol, only to discover they weren’t getting recycled. “It is technically recyclable under the best of conditions at 1,000 degrees in some lab in San Marino. But… they’re not recycled in the real world,” the Democrat said at an Assembly Natural Resources committee hearing in June. This scenario isn’t unique. Despite the best intentions of Californians who diligently try to recycle yogurt cups, berry containers and other packaging, it turns out that at least 85% of single-use plastics in the state do not actually get recycled. Instead, they wind up in the landfill. “Americans find recycling… more confusing than building IKEA furniture, doing their taxes, playing the stock market or understanding their spouse,” Allen said, citing a study by the Consumer Brands Association. This confusion inspired Allen to pen a bill that buckles down on what kinds of plastic packaging can tout the triangular symbol known as “chasing arrows.” “If you’re not allowed to call an item recyclable because of our truth in environmental advertising laws, then you shouldn’t be able to put the ‘chasing arrows’ symbol on your product,” Allen said in an interview. Allen’s legislation is part of a bigger 12-bill package targeted at reducing plastics and waste that lawmakers are considering this year. Supporters believe it will make what is — and isn’t — commonly recyclable more understandable to Californians. Opponents in the plastic industry believe the bill could pile waste in the landfill and raise packaging

costs. So far, the bill has advanced smoothly with support from the Legislature’s majority Democrats. But many other plastic reduction bills have failed in recent years in the face of industry opposition. Allen’s past attempts at sweeping legislation that would ban non-recyclable plastic packaging died, even as environmentalists — and a superstar surfer — urged its passage. Amidst these repeated legislative failures at the Capitol, environmentalists have pushed a plastic-recycling initiative that is eligible for the November 2022 statewide ballot. It would levy a new one-cent tax on producers of single-use plastic, and require singleuse plastic packaging, containers, and utensils to be reusable, recyclable or compostable by 2030. The tax money would buoy recycling and environmental programs. The logic is: If you produce plastic items, you need to give back to the environment somehow, too, due to the damage plastic causes — from bags floating in oceans to microplastics lurking in food and water. Allen’s bill now moving through the Legislature is a much narrower, less ambitious way to tackle the recycling dilemma. Instead of a massive economic overhaul, it sets up boundaries on what “recyclable” means — starting with the labels consumers see on everyday items.
It targets the number framed within the triangular arrows symbol — the resin identification code that ranges from 1 to 7 depending on the type of plastic. Only those with a 1 or 2 (plastic bottles and jugs) are widely recycled in the U.S. Whether items coded 3 through 7 actually get recycled depends on local waste management practices. Though some cities, including Sacramento and San Francisco, do recycle items coded 3 to 7, the bill would at first let only products with codes 1 and 2 (such as soda bottles and milk jugs) bear the chasing arrows symbol. It would be eliminated from yogurt cups, take-out containers and lots of other plastics. That’s a problem for the plastic industry because it would make packaging in California different from what’s required in many other states. It “would force companies to be out of compliance with other state laws… mandating there be Californiaonly packaging products,” said Lauren Aguilar, who represents the Flexible Packaging Association of industry manufacturers and suppliers and AMERIPEN, which includes companies such as Campbell’s, McDonald’s, and Kellogg’s. During the hearing in June, Assemblymember Kelly Seyarto pointed out that if California moves forward with a different policy than other states, it would come at a price. California-specific packaging could be expensive, exacerbating the Golden State’s already high cost of living. “That cost is borne especially by communities that are predominantly poor, and therefore don’t really have the resources to keep spending more and more and more on their food supplies,” the Republican from Murrieta said. But communities are already paying the price, environmentalists argue. Local garbage collection rates are escalating because non-recyclables and recyclables
In response to complaints from the plastic industry, Allen changed the bill to give companies an additional 15 months to comply and lobby other states to follow California’s approach. That delay, however, isn’t enough to get the plastic industry’s support. “Although unintended, (the bill) will result in less recycling and more materials going to landfill,” Plastics Industry Association lobbyist Shannon Crawford said in her testimony. Democratic Assemblymember Cristina Garcia of Bell Gardens rebutted the argument, saying “most of this stuff is already being landfilled or being burned or being shipped out, and we’re pretending we’re recycling out there.” The bill lets CalRecycle decide which materials are “recyclable” and can carry the triangular symbol. It allows plastic producers to try to prove their materials are recyclable so they can get added to the approved list. “What is recyclable is not static,” said Nick Lapis, a lobbyist for environmental advocacy group Californians Against Waste. Another option — not included in the bill, but on one environmentalist’s wishlist: Put a label that says “trash can” on everything that’s not really recycled. “That would be very clear to the public, and they wouldn’t put it in the recycling bin,” said Heidi Sanborn, executive director at the National Stewardship Action Council. The bill will face its final votes when lawmakers reconvene after their summer break on Aug. 16.

or more than a year and a half, children throughout the Bay Area have missed out on in-person instruction from their teachers and the many benefits of in-person schooling. While this distressing disruption in children’s lives may have been necessary earlier in the pandemic, it is now time to get children of all grade levels back into their classrooms. This fall, we must bring students back to their teachers, their coaches, and their friends. The latest science proves that in-person instruction is not only safe, it’s the right thing to do for our community. It is now clearer than ever that schools are more than just buildings. They are full of personal interactions that provide critical educational and social anchors, shaping our youth during important developmental years. And they offer food and other resources that can be vital lifelines for families. As many students struggled to adjust to an unfamiliar manner of learning last year, isolation from their peers took an additional toll on their mental health, fraying the social fabric of the school community and further burdening families already weighed down by the stress of the pandemic. We need to mend that fabric by returning to in-person instruction so students and their families can again experience these vital social and educational benefits. Since the beginning of the pandemic, concern for health and safety in schools has guided our decisions and recommendations. We’ve pivoted as we learned more about COVID-19 and how it spreads, and we’ve relied on the vital input of school administrators, educators, and families. Early on, the limited information we had led us to embrace distance learning as the best means to slow the spread of COVID-19. We have since learned through numerous scientific studies that we have multiple tools to help keep children and educators safe. We now know that the risk of transmission of COVID-19 among children wearing masks is very low. This risk is even lower now that the Bay Area has some of the highest vaccination rates in the world. Roughly 84.3% of people 12 and older in Santa Clara County have gotten at least one dose, and more than

78.2% are fully vaccinated. In the coming months, children under 12 will also become eligible for vaccination against COVID-19, which will provide an additional level of protection. But we must not wait for that change in order to fully reopen schools. Our educators have been getting vaccinated since February, and our children need the educational, social, and physical and mental health benefits of in-person education as soon as possible. The California Department of Public Health (CDPH) has issued updated guidelines for students and staff in schools, which include a requirement for universal masking indoors by all students, faculty and staff. These regulations rely on the most recent scientific information about the spread of COVID-19 and careful tracking of variants in California. By following CDPH’s guidance, we can keep our community as safe as possible while taking the vital step of bringing our children back into their classrooms. Health officials throughout California agree — it’s time to return to full in-person instruction, for the good of students, teachers, parents, the school community, and the community at large. It’s a scientifically sound decision and the right thing to do. Let’s work together to get all of our children back in school full time this fall. Dr. Sarah L. WHY DEMONIZING THE UNVACCINATED WON’T WORK

ow-income minorities in the U.S., many of whom remain unvaccinated because of hurdles in access and information, are unfairly being blamed for the new rise in Covid infections, said Dr. Tiffani Johnson, a pediatrician with UC Davis Children’s Health Center, at an Ethnic Media Services news briefing July 30. “There are so many barriers that exist to accessing healthcare and those same barriers exist to accessing the vaccine,” said Johnson, one of four speakers at the news conference, which addressed efficacy rates of current vaccines against the Delta variant, the dominant strain in the U.S. “We’ve had some politicians explicitly say it's time to start blaming the unvaccinated folks as this pandemic worsens. But It's really a lot more nuanced than just pointing the fingers at the unvaccinated as we continue to see spikes in Covid,” she said. The Kaiser Family Foundation reported July 21 that more than 68 percent of the U.S. population has received at least one dose of the two dose Pfizer or Moderna vaccine, or the single dose Johnson and Johnson vaccine. But as of July 19, less than half of Black and Hispanic people have received at least one COVID-19 vaccine dose in the vast majority of states reporting data. The vaccination rate for Black people is less than 50 percent in 38 of 42 reporting states, including 14 states where less than a third of Black people have received one or more doses. Similarly, less than half of Hispanic people have received a COVID-19 vaccine dose in 34 of 40 reporting states, including 10 states where less than a third have received at least one dose, according to the KFF. A study released by Israel’s Ministry of Health in July concluded that the two-dose Pfizer vaccine was just 39 percent effective in controlling the spread of the Delta variant, though it was 80 to 90 percent effective in fighting against severe illness and hospitalizations. A study from Scotland released in June noted that the Delta variant doubles the rate of hospitalization in unvaccinated people. Those who lack stable internet connections may have trouble securing a vaccine, said Johnson, adding that transportation is also a huge barrier. “When you have a vaccine clinic that maybe five miles away, if you don't have a car, five miles is a long way to try to get on foot.” Hourly wage workers make up a large percentage of vulnerable communities: If they don't show up to work, they don't get paid. “So even taking one or two hours off of work to be able to get your vaccine, if you can only find one available during those hours when you're working, that's one or two hours that you're not getting paid,” said Johnson. She noted that people have also expressed concern to her about the side effects associated with the vaccines: chills, fevers, body aches, and general weakness, among other symptoms. Dealing with mild side effects also may require taking time off work, said Johnson. “So, either they don't want to get it or they're trying to wait for a time where they can block two or three days off.” Communities of color also have a general mistrust of a healthcare system in which they feel unheard and unseen, said Johnson. “We've been cheating on these communities for years and abusing them for years and now we're like: ‘Hey baby, I'm sorry, I love you,’ and we expect them to trust us. But we need to earn that trust and build that trust. And it's not going to happen overnight,” stated Johnson. The pediatrician said she was not in favor of a vaccination mandate, nor is she in favor of vaccine passports, which are now being required to enter many public places, and job sites. “I don't think that we should create a two-tiered system where certain groups in certain communities don't have access to benefits and society. I think that we need to work on educating the community and empowering the community.” “Given all of the barriers that I outlined to getting those vaccines, until we fully address all of those barriers, I don't think it's fair to create a two-tiered system,” stated Johnson.

odas las mañanas, cuando el senador estatal Ben Allen tomaba el periódico del exterior de su casa en Santa Mónica, sacaba la funda de plástico con el símbolo triangular de reciclaje y lo tiraba donde pensaba que pertenecía: en un contenedor de reciclaje azul.
“Obligaría a las empresas a no cumplir con otras leyes estatales … exigiendo que haya productos de empaque exclusivos para California”, dijo Lauren Aguilar, quien representa a la Asociación de envases flexibles de fabricantes y proveedores de la industria y AMERIPEN, que incluye empresas como Campbell’s, McDonald’s y Kellogg’s.

“Ese costo lo soportan especialmente las comunidades que son predominantemente pobres y, por lo tanto, realmente no tienen los recursos para seguir gastando cada vez más en sus suministros de alimentos”, dijo el republicano de Murrieta.
