n unanimous and fulminant reaction of rejection came from the main Latino defense organizations in the United States to the Trump administration's decision to raise fees for immigration services as of October 2, including an 81% increase to the naturalizations and for the first time a $ 50 fee for the person seeking asylum in the country. Of that total, about half, 9.6 million, are foreign-born, 4.6 million are legal permanent residents, 5.5 million are undocumented. Furthermore, naturalized Americans account for 67% of healthcare workers, including 74% who work in hospitals and medical offices. Undocumented immigrants, mostly Latinos, make up 54% of the foreign workforce in agriculture and farms, 50% in construction, and 40% in disinfection industries.

In May the agency had asked Congress for an emergency budget of 1.2 billion or that it would have to put 13,000 workers on leave. Last week, USCIS agreed to postpone the licenses until the end of August, a wait for Congress to act, where Republicans and Democrats remain mired in that and other pressing matters, including the new economic bailout package for COVID-19.

Extraordinary times demand extraordinary actions. Congress must act on the matter and provide sufficient funds for the operation of USCIS and it should reconsider the increases in its rates. But, in any case, all eligible people must make an effort and accelerate their immigration procedures before October 2.

COVID-19: HOW TO RETURN TO SCHOOL IN THE MIDST OF THE PANDEMIC? Experts assure that the most vulnerable students must be cared for before implementing formulas that increase the digital divide. School districts are being forced to reopen without any guidance from the federal government.

COVID-19: ¿CÓMO REGRESAR A LA ESCUELA EN MEDIO DE LA PANDEMIA? Expertos aseguran que hay que atender a los estudiantes más vulnerables antes de implementar fórmulas que acrecienten la brecha digital. Los distritos escolares están siendo forzados a reabrir sin ninguna guía del gobierno federal.

La AASA ha hecho un cálculo sobre cuánto le costaría al país reabrir las escuelas parcialmente con protocolos de sanidad en los espacios escolares, equipos de protección especial (PPE) para profesores y personal, y rutas de buses que permitan minimizar el número de niños en los vehículos. Llegó a la conclusión de que este costo es de $490 dólares por estudiante por lo cual está pidiendo al congreso que apruebe un presupuesto de 200 mil millones de dólares.

n East Orosi, una comunidad de unas 200 familias en el valle central de California, los niños llevan 10 años pensando que el agua viene naturalmente de una botella. Allí dependen de la repartición del preciado líquido embotellado para bañarse, cocinar y otros usos de limpieza. Ellos no conocen qué es el agua potable saliendo de un grifo (aunque paguen por el servicio), ni mucho menos qué es el acceso a internet de banda ancha. Estas brutales inequidades son el reto principal a la hora de pensar en un modelo seguro e igualitario para regresar a la escuela este semestre, en medio de la pandemia del COVID-19. Según Eddie Valero, supervisor del distrito 4 de la Junta de Supervisores del condado de Tulare en California, que cubre a East Orosi, es imposible pensar un aprendizaje a distancia con equidad si no se empieza por mirar lo que las comunidades, mayormente latinas y tradicionalmente desatendidas, necesitan. “Debemos modelar nuestras clases teniendo como prioridad a los estudiantes con más dificultades, en estos vecindarios pobres y desatendidos. Y partiendo de ahí, mirar hacia arriba a quienes tienen más acceso”, dijo Valero, quien habló en una conferencia de prensa organizada via zoom por Ethnic Media Services. El supervisor contó que en las comunidades que sirve no hay centros comunitarios donde los niños puedan ir a estudiar, y que muchos ya tenían deficiencias de aprendizaje antes de la pandemia. En estos lugares, el acceso a teléfonos inteligentes, computadores, o tutores privados, es una mera ilusión. De acuerdo al Centro Nacional de Estadísticas de Educación (NCES en inglés) en el país hay 11 millones de niños que no tienen acceso ni a laptops ni a internet en sus casas.

tiempos de distanciamiento social”. Distritos forzados a improvisar Y es que los problemas de la llamada brecha digital se agravaron con la pandemia. La mayoría de escuelas no estaban preparadas para dar una real guia a los maestros sobre cómo usar la tecnología o formas efectivas de instrucción para que los niños estudien desde casa. Eso sin contar a los niños sin hogar , aquellos con discapacidades de aprendizaje o quienes viven en hogares hacinados donde el espacio para estudiar o concentrarse es nulo. Aunque en esas situaciones, los padres quisieran que los niños volvieran a su espacio tradicional de educación, “les estamos pidiendo a los distritos que reabran (las escuelas) sin ninguna guía ni seguridad para el personal”, dijo Pedro Noguera, decano de la Escuela de Educación Rossier en la Universidad del Sur de California

(USC en inglés). “Los sindicatos de maestros han anunciado que irán a huelga si son forzados a trabajar en condiciones inseguras... ante la falta de liderazgo federal y estatal, los distritos están improvisando por su cuenta cómo regresar a clases”, dijo Noguera, quien recordó que en países como Israel, la apertura temprana de escuelas ha provocado el rebrote del virus. “Tenemos que ejercer presión sobre los gigantes de la tecnología como Facebook y Amazon, que han acumulado grandes ganancias durante la pandemia… ellos tienen la responsabilidad moral de asistir a familias en desventaja tecnológica”, añadió Noguera. En Estados Unidos se han discutido tres modelos de regreso a clases: enseñanza en línea en su totalidad; un modelo híbrido que permita llevar a las aulas a un porcentaje de la población escolar a una distancia segura de 6

pies algunos días de la semana, mientras el resto permanece en casa; y el regreso a la escuela sin ningún protocolo adicional, es decir como se hacía en el pasado. “Al principio de este proceso (marzo-abril) había muchos estados del sur del país como Florida Georgia, Alabama, Arizona, Texas, que querían hacer las cosas de manera normal sin distanciamiento social ni mascarillas”, contó Dan Domenech, director ejecutivo de la Asociación de Superintendentes de Escuelas, (AASA en inglés) . “Pero las tasas de infección han hecho que cambien su postura dramáticamente… Hemos empujado fuertemente las directrices del CDC (Centros para el Control y la Prevención de Enfermedades), pero la administración (de Donald Trump) cree que estos principios son contrarios a su objetivo principal que es abrir la economía”, agregó Domenech.

“La solución es que el gobierno federal ponga el dinero, pero como ahora entra en recesión por el verano es imposible saber cuándo estarán disponibles esos fondos”, dijo Domenech. Solo un proyecto de ley impulsado por los demócratas en el senado, contempla una cifra cercana a la propuesta de AASA: $175 mil millones para la reapertura de escuelas. Mientras tanto la propuesta republicana es de $70 mil millones y el presupuesto para educación incluido en el Heroes ACT (el paquete de estímulo propuesto para aliviar la pandemia), es de solo $58 mil millones. Inequidad racial Y si bien el tema de los fondos es controversial, otros aspectos han sido totalmente invisibilizados en los planes de reapertura de escuelas. Shaun R. Harper, director ejecutivo del Centro de Raza y Equidad de la Universidad del Sur de California (USC en inglés), aseveró que de todos los planes que ha evaluado en distritos escolares a lo largo del país, ninguno de ellos aborda el tema de las inequidades raciales. “La pandemia ha sido devastadora para las comunidades de color, y estos planes no harán otra cosa que profundizar esas inequidades”, dijo Harper.

ste juego de mesa según la creencia popular se creó con la motivación de establecer contacto con los espíritus de los difuntos, guías espirituales, almas en pena y extraterrestres. Existen diversas versiones acerca de la procedencia del tablero Ouija, se cree que fue inventado en la antigua Roma, otras versiones remontan su procedencia a los tiempos de la gran Babilonia. Otros creen que su verdadero origen se puede trazar a finales del siglo XIX, durante el florecimiento de la cultura espiritista. Se cree que Alan Kardec (1804-1869), místico francés, fue considerado como precursor moderno de la cultura espiritista y quizá el precursor de la Ouija. El tablero de Ouija que ahora conocemos fue creado en el año 1891 y patentado en 1890 por el estadounidense Elijah Jefferson Bond. Con respecto al vocablo Ouija, se creía que significaba mala suerte, sin embargo; William Fuld quién adquirió la patente a mediados del siglo pasado afirmó que Ouija es una mezcla de los vocablos Oui y Ja, que

Las iglesias católicas, cristianas y musulmanas están en total desacuerdo con que se practique el juego de Ouija, ya que lo consideran como una puerta de entrada a entes malignos y fuerzas diabólicas. La Ouija debe ser tratada con seriedad para algunos es un pasatiempo inofensivo, para otros un culto a la hechicería.

En una sesión para jugar a la Ouija, generalmente se precisa de cuatro personas, cada una de ellas representará uno de los cuatro elementos primarios (tierra, aire, fuego y agua) se encienden alrededor del tablero cuatro velas blancas simbolizando los cuatro puntos cardinales y se coloca como ofrenda a los espíritus, una copa con agua cerca del tablero. Al iniciar la sesión se debe rezar una oración e invocar la presencia de espíritus de luz y ángeles, si esto no se hace, se puede dar espacio para que sean espíritus malignos los que asistan a la sesión. Posteriormente se hacen preguntas las que irán siendo contestadas una a una mientras el puntero se mueve letra por letra hasta formar una palabra coherente. El puntero es movilizado por los dedos del consultante el cuál es dirigido por el ente espiritual que se hace presente durante la sesión. Se comprueba que una sesión está siendo asistida por uno o más espíritus si en la misma se siente una brisa fresca y una disminución de la temperatura ambiental, ruidos y destellos de luz también pueden ser advertidos. Se tiene la creencia que las mejores ocasiones para maniobrar el tablero Ouija, se realizan durante los festivales sabats de la religión Wicca (2 de febrero, 21 de marzo, 30 de abril, 21 de junio, 1 de agosto, 21 de septiembre, 31 de octubre y 21 de diciembre) también las noches de luna llena y durante los días de eclipses. Al finalizar la sesión se debe bendecir a los espíritus y se finaliza rezando una oración.

CLASSIFIEDS / LEGALS alleges that defendant: Leggett and King Funeral Home, Inc., John Leggett, Josephine Morris and Evelyn Hopkins and Does 1 to 10, was the legal (proximate) cause of damages to plaintiff. By the following acts or omission to act, defendant negligently caused the damage to plaintiff. By negligently caused the damage to plaintiff on 12/31/2018, at 3660 Long Beach Blvd., Long Beach Ca. 1. On or about 12/31/18, the plaintiff discovered that the defendant John Leggett, Josephine Morris and Evelyn Hopkins Forgery of the Death Certificate of plaintiff spouse Alonzo D. Morris was the purpose of stealing the financial assets of the estate of Alonzo D. Morris, whose the husband of the plaintiff Luvenia Smith. Those assets include property located at: 3660 Long Beach, CA (valued at $1,800,000), 3206 Main Avenue, Long Beach, Ca (valued at $650,000); 1134 and 1126 East 17th Street, Long Beach, CA (collectively valued $800,000). 2. That the defendants’ false statements led to the estate of Alonzo D. Morris assets lost and that of the petitioner, who is the spouse of Alonzo D. Morris. Death certificate. Josephine had earlier met with defendant John Leggett and Evelyn Hopkins who had conspired to have plaintiff’s husband remains moved out of State in the State of Alabama. These defendants had conspired to take possession of the plaintiff’s home and her assets for their own unlawful financial gain. The act was horrible and absent moral direction. The acts were evil. The defendants knew that plaintiff and Alonzo were married for 27 years prior to his death. 3. The plaintiff was married to Alonzo D. Morris for over 27 years. Each named defendant caused plaintiff severe mental anguish and emotional distress. There conduct caused plaintiff nightmares, loss of sleep, weight lost, headaches that would last for days on end. The actions of the defendants to record on the forged death certificate of her husband Alonzo D. Morris was to prevent plaintiff from buying from burying her husband. The defendants the defendants took unlawful dominion and control over the remains of the plaintiff’s deceased husband. 4. The Plaintiff had previously provided the defendant Legget and King Funeral Home, Inc. with funeral services for a different family

member named Lossie. 5. T h a t defendant Josephine became the informant that recorded the false statement on the death certificate that plaintiff’s husband was not married. Her conduct was intentional and grossly reckless. 6. That defendant Evelyn Hopkins, Josephine Morris, who was the wife of John Leggett, each took part in the forgery efforts. Each remained silent to this day about stopping plaintiff from gaining access to her hard-earned estate. The defendants Leggett and King Funeral Home is closed down at this time. Defendant John Leggett and his wife Josephine Morris, who was the wife of John Leggett, the mother of plaintiff’s deceased husband Alonzo D. Morris, also passed away. These 2 defendants have an estate and that estate is now under the and or maintenance of John Doe. Defendant Evelyn Hopkins profited from the theft of plaintiff’s assets and shares in the liability by 1/3. That the appraised value of all property unlawfully taken from the plaintiff is approximately $3,250,000 U.S. Dollars. 7. That the defendants conduct as described above cause plaintiff severe mental anguish and emotional distress that immobilized to the point to where she was unable to maintain her business called SELF-HELP-INC.COM. The potential market value of that business exceeds of that business exceeds $200,000.00. 8. That the defendants collectively and or individually aided and abetted Viola Gray to take out two equity home loans totally approximately $250,000 being taken out of plaintiff’s lawfully owned property. The defendants Josephine and Evelyn stated to the police that plaintiff was a prostitute. They stated so while in the presence of other who conspired with the defendants. These same defendants gave a second false statement to the police that plaintiff was going to burn down her own business. Before the plaintiff could prove her innocence, she had spent 6 months behind bars. 11. That the defendants knew that their conduct was grossly reckless, it was intentional and solely to profit from the death of the plaintiff’s husband and move plaintiff out of the way by having her locked up and or put away. 12. That these same defendants took out a personal loan using the equity in the property and refused with purposeful intent to not pay those loans back and they also agreed to not even par the mortgage on the properties which their being sold from up under the plaintiff by what appears to be foreclosure proceedings. 13. That the defendant’s actions were taken to prevent the plaintiff from even attending her late husband funeral and or to acquire his remains. The 2 equity loans were in the amount of $133,000 and $189,000 respectfully. THIRD CAUSE OF ACTION- Fraud PLD-C-001(3) ATTACHMENT TO Complaint FR-1. Plaintiff: Luvenia Morris alleges that defendant: Leggett & King Funeral Home, J. Leggett, J. Morris, and E. Hopkins on or about 12/31/2018 defrauded plaintiff as follows: FR-2. Intentional or Negligent Misrepresentation a. Defendant made representations of material fact as follows: 13. The plaintiff incorporates paragraphs 1-12 of the complaint by reference to the Negligence and Intentional Causes of Action of this complaint as though fully raised and presented herein. b. These representations were in fact false. The truth was as follows: 14. That the defendants knew that the plaintiff was married to Alonzo D. Morris for over 27 years when Josephine Morris recorded on the Death Certificate that plaintiff was not married. FR-3. Concealment a. Defendant concealed

or suppressed material facts as follows: 15. That the defendants were forced into revealing the forgery of the death certificate by court proceedings. The defendants lied to plaintiff that they did not know about the forgery. b. Defendant concealed or suppressed material facts by telling plaintiff other facts to mislead plaintiff and prevent plaintiff from discovering the concealed or suppressed facts. c. Defendant concealed or suppressed these facts with the intent to defraud and induce plaintiff to act as described in item IFIR-5. At the time plaintiff acted, plaintiff was unaware of the concealed or suppressed facts and would not have taken the action if plaintiff had known the facts. FR-4. Promise Without Intent to Perform a. Defendant made a promise about a material matter without any intention of performing it as stated in Attachment FR-4.a. as follows: 16. That the defendants promised to provide proper funeral services for plaintiff’s husband and allow her to attend the funeral service, when in fact they had plaintiff’s remains shipped to the State of Alabama. The court ordered the remains to be returned to plaintiff. b. Defendant’s promise without any intention of performance was able the intent to defraud and induce plaintiff to rely upon it and to act as described in item FR-5. At the time plaintiff acted, plaintiff was unaware of defendant’s intention not to perform the promise. Plaintiff acted in justifiable reliance upon the promise. FR-5. In justifiable reliance upon defendant’s conduct, plaintiff was induced to act as stated in Attachment FR-5 as follows: 17. That relying upon the defendants action and or statement that they were not responsible for or had forged the death certificate plaintiff was unable to learn that the defendants conspired to prevent plaintiff from gaining access to her husband’s property as it was community property. And that the defendants conspired to take out equity loans on the plaintiff’s property and id in fact do so.
