GUN CONTROL ISSUE: HIGH PERFORMANCE RIFLES

F
ollowing the three community mass shootings at the Gilroy Garlic Festival, El Paso Walmart, and Dayton Business District, there has been an intense outcry demanding that the U.S. Congress enact Gun Control Legislation. This approach runs right into the NRA's efforts to promote gun sales as the foremost lobbyist for the firearms industry. Also consider that the U.S. Supreme Court's recent case of District of Columbia vs. Heller, established the right of an individual to own and keep guns to protect his/her home, property and family. This nation does need federal legislation to further define and refine the 2nd Amendment which reads as follows: “A wellregulated militia is necessary to provide security to an independent free State, the right of the people to own and keep guns shall not be infringed.” It has already been established that all weapons regulated and used by the militia (law enforcement agencies and the military) are those designed with firepower capabilities necessary for combat. High performance rifles, such as the AK-16, is an example of such a high capacity, high performance military weapon which the gun manufacturers have sold to civilians. Today there are more than 10 million such weapons already

owned and kept by their owners who live in any and all communities. All these weapons need to be licensed and their purchase needs to be regulated using permits which require a buyer's personal assessment. Local law enforcement agencies need to know how many exist and where they are located. Why does any civilian need to own and keep any highperformance high capacity weapon such as an AK-16? This weapon was specifically designed to provide combat infantry advantageous firepower. It is classified as a military weapon. An analysis of the three recent community mass shootings (Gilroy, El Paso, and Dayton) reveals that the murderous firing of high-performance high capacity rifles were used by the perpetrators to kill 35 individuals within 45 seconds. In these three cases, the perpetrators were neutralized by being killed by local security police within one minute after these mass killings were initiated. In addition, during these incidents, additional bystanders were wounded and several needed medical care or hospitalization. The real issues is the following: The ownership and keeping of military grade high capacity weaponry such as AK-16 rifles need to be monitored and regulated using ownership licenses and purchasing permits which require periodic personal character assessments plus at least a three day waiting period which enables this due process procedure to be done effectively. An

killings happen per year nationally. To mitigate the reality this nation faces when considering experiencing 250 community mass shootings during the first 210 days of 2019, the U.S. Congress must enact appropriate legislation which establishes uniform federal standards of gun ownership, keeping and use. The right of the people to own and keep guns (sidearms, shotguns and hunting rifles) shall remain uninfringed in keeping with the 2nd Amendment. It is important to enact a federal law which requires that any and all military weapons must be licensed (and purchased with permits requiring character assessment). The personal ownership and keeping of these types of highperformance high capacity rifles (such as the AK-16) used in these recent community mass shootings would then become unlawful. Federal laws would enable uniform national standards of ownership and keeping of these guns. Federal laws must also make it unlawful to own and keep a military grade weapon such as an AK-16 high performance high capacity rifle. These rifles were designed to provide combat infantry with a high firepower advantage which is not needed by civilians. And it makes sense to store these weapons in a locked cabinet which is childproof. These days our nation has already more guns than residents as an outcome of the NRA being a very effective gun sales promoter and advocate. Any attempt by gun safety advocates is immediately
opposed effectively by the NRA and its lobbyists who have already influenced members of the U.S. Congress along with many local legislators and elected officials.

The NRA membership must advocate their emphasis on gun safety education and competitive marksmanship. These were the initial objectives of the NRA when organized during 1871 after the Civil War.
A recommended program which any jurisdiction could undertake is to authorize and fund the buy-back of guns in their community. In those communities having criminal hot-spots, buy-back programs may be an effective way to reduce the excessive number of guns already available in that community.
Suicides are the main cause of death in this nation. Many suicides involved the use of a gun. Therefore, if access to a gun can be reduced or eliminated, many suicides could be prevented. Suicide attempts using a gun are too often very final with few failures. Guns in homes need to be stored in a locked cabinet that is childproof. This alone would reduce the accidental gun shootings that happen in homes when a child finds and plays with a gun which was improperly stored, or a distraught family member makes use of a gun. The main point is that guns owned and kept at home need to always be stored in a secured locked cabinet which requires being unlocked to provide access. Individuals with personal history of violence and schizophrenic paranoia need to never have access to or possess a gun. Individuals with mental health and behavioral challenges have a documented record of very low gun shooting incidents. It is simply inappropriate to blame those with mental and behavioral health challenges with being a major cause of gun-shootings. It is simply not

A second related law prohibits the Department of Justice from collecting a national database. Both laws need to be reversed and special interest lobbyists must be prohibited from advocating such laws which prevent the collection of a national information database. Such a national database is essential to the formulation and creation of effective gun safety programs. The main gun safety issue right now is to deal with high performance high capacity rifles used by perpetrators of community mass killings. Any program which reduces access to a gun reduces gun-accidents. This is a national crisis requiring immediate and targeted resolution. No military weapon needs to be owned by a civilian!

omo padre, es muy emocionante ver a sus hijos crecer y desarrollar sus propias personalidades e intereses únicos. Mientras los niños son pequeños y exploran el mundo que los rodea, los padres siempre buscan formas de alentar el crecimiento de sus hijos y de apoyarlos en la búsqueda de actividades que los inspiren y les ayuden a expresar sus diferencias individuales. ¿Cuáles son las formas más positivas de influir en los niños? Dejándolos ser ellos mismos y animándolos todo el tiempo. 1. s a parent, it's so exciting to see your children grow and develop their own unique personalities and interests. While children are young and exploring the world around them, parents are always looking for ways to encourage their children’s growth, and to support them in finding activities that inspire kids and help them express their individual differences. What are the most positive ways to influence kids? By letting them be themselves and cheering them on, all the way. 1. Let kids choose their activities These days the choices for classes and activities can be overwhelming, so pick a reasonable number of choices for your children, but make sure they represent a variety of interests, from the arts, science and math, sports and more — and let them choose what interests them the most. If you need to narrow down their choices, take your kids to a library or bookstore, explain where to find what types of books, and see what they gravitate toward. What kinds of books
intrigue them? This will keep the choices to a manageable level. Then allow your children to sample from the pursuits that interest them and see what sticks. 2. Encourage kids to follow their interests — wherever they go Once your kids express an interest in something, encourage the pursuit, even if it's something you didn't expect. Your children may choose an interest that doesn’t easily lend itself to afterschool clubs or classes in your area. So how can you help them? Encourage their curiosity. Help them find kid-friendly books and websites on the subjects they like. Do an internet search for local resources or ask friends to help you find a trustworthy adult they can shadow to learn about a related career or hobby. Learn about the topic yourself, so you can help your children explore it further. 3. Help kids express themselves through their room decor Next time their bedroom needs a refresh, let children help pick out the color and design scheme — within reason. Allowing children to choose pictures to display or to arrange a shelf of treasures and knickknacks also lets them express their interests and personal style. The upside? They may be more likely to keep a room clean if they helped to decorate it! 4. Allow kids to pick their own clothing styles There’s no better way to help children express their own personal style than allowing them choices about what they wear. Within an acceptable budget — which can also be a learning experience — go to your favorite store and let your children choose some of their clothing, within guidelines you set ahead of time (such as needing a certain number of shirts or pants for school days). Again, if the options are overwhelming, limit them, but still allow a choice. Ask, “Which one of these three shirts do you like best?” 5. Support kids in their efforts to help others The internet is full of stories about kids who love to help others, from a lemonade stand raising funds for a good cause to kids doing good deeds to help a neighbor or friend. Kids love to make a difference, and you can support their efforts as well as acting as a role model by making a difference, too. Encouraging your kids to be kind, be confident and most importantly, to be themselves can be the most rewarding part of parenting. anta Clara de Asís, es una santa muy venerada desde hace muchos siglos atrás, su forma de ser piadosa y bondadosa durante su vida, sus hechos y virtudes se expandieron por todo el mundo. Poco después de su fallecimiento fue canonizada como santa de la iglesia. Los fieles dan testimonio de una cantidad innumerable de milagros recibidos, por medio de su culto y devoción. En la actualidad, se recomienda rezarle novenas y ofrendarle velas blancas y flores blancas. Es una santa precursora de muchas bondades, ayuda a los fieles a aclarar el destino, auxilia cuando hay conflictos y propicia la paz entre personas que han tenido rencillas. Si ha de tomar una decisión importante o definitiva, acuda a Santa Clara. De ella se han escrito una gran variedad de libros que reseñan sus dones espirituales. Se dice también que ayuda a limpiar el aura y las energías, desvaneciendo y neutralizando vibras negativas que puedan acechar a los creyentes. Y una de sus máximas virtudes es el ayudar a los fieles, a purificar los sentimientos y el espíritu. Benditas sean todas sus fortalezas.
Cuando San Francisco murió y su cuerpo fue llevado adentro de la capilla, Clara lo lavó con sus lágrimas y cubrió la sagrada estigma con el candor de sus rezos. Años más tarde, Clara fundó la Orden de las Damas Pobres, o Claras Pobres, como se les conocía, donde las monjas andaban descalzas, hablaban solamente cuando era necesario y no poseían propiedad alguna. Órdenes que aún prevalecen como también, "La Orden de las Clarisas” Clara era una “santa entre las santas” siendo humilde, piadosa, encantadora, cortés, sencilla, noble y optimista. Pasaba gran parte de la noche en oración, y después de sus devociones, se ocupaba en labores manuales

cammers are always cooking up creative new ways to separate people from their money. The sad reality is that it often works. The latest schemes involve so-called "money flipping," and it's showing up in consumers' newsfeeds on Twitter, Instagram, Facebook and even via text messaging.

If it sounds too good to be true, it probably is. You can ignore the testimonials with photos of big piles of cash, the fancy cars and the flashy jewels they displayed with captions of their "success" — scammers may tell you that they work for a money transmitter and have "tricks" on how to double your money. However, monetary systems cannot be "manipulated" by adding a few "extra 0s" to any transaction to turn a small investment into big money in minutes. Cons claim they will keep a percentage of the profit as commission, but as soon as a victim sends the upfront investment money, they will unfriend or block you on social media, not answer texts or calls and disappear with your dough without a trace.

2. Don’t be fooled by a text from a “friend” Even if a text or SMS appears to be from someone you know, if someone’s asking you for money for any reason, you should think twice before taking action. If you really think it’s from a friend or a social media acquaintance, contact them directly in another way (by phone, via email or in person) to confirm the situation. Chances are that it’s really a hacker who is masquerading as someone you really know to try to convince you to take the bait. 3. Use your head Does it seem realistic that someone could turn your $200 into $2,000 by the end of the day? If it were that easy, surely everyone would be doing it. If it doesn't make sense to you, that's because it's nonsense. While common sense should tell us that this is a scam, you should also consider how it would be legal if it did work. In this instance, there is no logical, legal way that such a scam could be effective and legitimate. Never let your emotions blind you to these facts. Even if it were possible to modify the amount of a transfer, it would be criminal to defraud a legitimate business by participating in this scheme. Never invest in something you don't totally understand.

Even if the person posting on social media or messaging you says that they work in the financial industry, or that they've successfully made wads of cash and are just sharing their good fortune out of the kindness of their heart, remember that you have no idea who that person really is, even if they insist they want to get you a good deal or help you get rich quick. 5. Never click any links or give out personal information Someone trying to scam you on Instagram or any other social media site will often lure you into a continuing conversation over text or SMS, then try to get you to click a link to a compromised site — or may even try to get you to reveal personal info like your bank account or Social Security number. Anyone asking you for your money or sensitive financial details is not a giver, they're just a taker.

TRUMP IMMIGRATION POLICY: AN ARTIFICIAL CRISIS?

AN DIEGO - Close observers of the California/Mexico border claim the Trump administration is manipulating migrant policy to create a crisis - with tragic results. Fernando Garcia, executive director of the Border Network for Human Rights, has been close to the issues for 20 years and said more people have sought asylum in past years. Garcia said he believes the difference now is that Trump is intentionally creating a racially charged conflict for political ends, and added that an obvious step would have been to hire more asylum officers and immigration-court judges to speed up deportation or asylum. "That didn't happen," he said. "The administration saw an opportunity to actually create what I believe this administration is good at - to create chaos, to make it appear as a crisis." Trump regularly describes migrants as an "invasion" made up of criminals. That view of America under siege also showed up in the writings of the man accused in this weekend's El Paso shooting. The president has said his crackdown aims to protect American jobs and reduce crime. Federal immigration agencies had not replied to emailed questions by deadline. In the past,
the Department of Homeland Security has blamed a lack of funds for the desperate and overcrowded conditions of migrants in detention. However, Garcia pointed out that the White House sees no problem requesting funds for a border wall. "He got billions of dollars for infrastructure," Garcia said, "so there is no way that they didn't have money to feed children or to have more asylum officers." Several studies have shown that immigrants actually create more jobs than they take, and other research concludes they can help save the Social Security and Medicare systems by paying in more than they take out. But Garcia said the emotional battle over migration could help determine the nation's future for decades - much as other migrants did at the beginning of the last century.

"Ellis Island defined the character of the nation," he said, "but this is the question what kind of nation we're going to have? The acceptance that America is not that white any longer; or we're going to have a border that incarcerates children, puts immigrant families in concentration camps." Also this week, immigrants rights' groups sued the administration to stop a policy that fasttracks deportation for any undocumented person who can't prove they've lived in the United States for the past two years.

ell service in national parks has become a flashpoint in recent years as cellular providers compete to blanket the U.S. with coverage—even in remote, traditionally off-grid areas. On one side of this most modern of environmental debates stand wilderness buffs, who liken letting cell towers into national parks as no different from letting other forms of industrial development into these most sacred of wild and natural places. On the other side are those who say cell coverage in otherwise off-grid areas will help attract a new generation of (screen-addicted) young people to our parks and wildlands while also making it easier for first responders to save the lives of those who get into trouble in the backcountry. “Cell phone towers have sprouted up in national parks across the country because the National Park Service (NPS) lacks any coherent policy and instead lets telecommunications companies decide where and how many towers will be constructed,” says Jeff Ruch of the non-profit Public Employees for Environmental Responsibility (PEER), which has been leading the charge against expanding cell service on public lands. “As a result, the incessant chirp of the cell phone can be heard in the wild backcountry as well as at iconic places like Old Faithful.” To date, only four out of 401 national park units (Golden Gate, Rock Creek Park, Lake Mead, and Yellowstone) have adopted a plan for cell towers or wireless communication within their boundaries. At Yellowstone, the first national park in the U.S. system and the second largest in the Lower 48, park managers have recommended a moratorium on the
installation of new wireless infrastructure and reducing or relocating some cellular installations that are visible to park visitors. The CellularMaps.com website reports that NPS has restricted any new or relocated facilities to “provide no more cellular coverage than is already available and no service can be expanded into designated Wilderness areas.” But elsewhere, NPS has been quietly working with cellular providers to greatly expand “connectivity” inside park boundaries—not just at visitor centers but along park roads and at trailheads. “This stealth scheme to wire our national park system has advanced without public involvement,” reports Ruch. “It will mean more ugly cell towers marring park vistas and ‘spill-over’ coverage in wilderness and backcountry.” “Part of the point of wilderness is the ability to be disconnected and feel alone, but if somebody on the same trail can order a pizza, or sell stock, or chase Pokemon, that takes away from the visitor experience,” he says. While some cellular providers have expressed interest in directing their signals away from backcountry areas, PEER and others consider it to be too little, too late—and would instead prefer binding legislation that forces parks and companies to work together to make sure at least the wildest and remotest areas are free of cell signals. “Parks should remain unplugged from the modern world,” says Ruch. “Experiencing the wonders of nature should not require a smartphone.” CONTACTS: PEER, www.peer.org; CellularMaps.com, www.cellularmaps.com. Leading off the ethnic media’s questions in the hour-long event, Henrietta Burroughs of East Palo Alto Today referred to the congresswoman’s work on the House of Representatives’ Foreign Affairs and Armed Services committees and cited the morning’s news of the U.S. withdrawal from the INF, the Intermediate-Range Nuclear Forces Treaty, signed more than 30 years ago by President Ronald Reagan and his Soviet Union counterpart, Mikhail Gorbachev.
Hassan Abbas, of Arab American News, asked Gabbard about her “diplomatic strategy for achieving peace in the Middle East and at home.”
“You have supported nuclear disarmament,” Burroughs said to the congresswoman, a military veteran. Did she fear that the failure to renew the treaty would trigger a new arms race, Burroughs asked, and what did she believe must be done to avoid it?
But for the United States she said, beyond misguided efforts at regime change, “we have to end this U.S. foreign policy of being the world’s police.”
“We need to get back to the negotiating table,” said Gabbard. “These treaties are critical.” Gabbard also cited the imminent need to renew the START treaty and, she said, immediately abandon any “thinking wrongly that a nuclear war can be won. That’s what’s at stake here. Nuclear proliferation being kicked off by Trump. The only alternative to diplomacy is war.” Pilar Marrero of La Opinion followed Burroughs’ question with more foreign policy concerns, asking about the U.S. role in addressing “the massive refugee movement, specifically from Central America and also about “the Venezuelan crisis.” “This really gets to the core of why it’s necessary to learn from the mistakes of the past,” Gabbard replied, citing “efforts at regime change, whether covert or overt,” and how some of the countries from which people are fleeing – Guatemala and Honduras, for example – “are suffering the consequences of short-sighted and failed policies, even those made with the best of intentions.” A recent policy mistake, she said, is the current president’s decision last year to withdraw from UNHCR, the United Nations Human Rights Council, the UN’s refugee agency, which the president said had been too critical of Israel. Joe Orozco, of Hoopa Tribal Radio, turned the conversation closer to home. Did the congresswoman intend to address shortcomings in the Bureau of Indian Affairs’ management of its federal government trust responsibilities? Specifically absent, Orozco said, is any consideration of the importance of media such as newspapers

BATTLE FOR MARS: PLANET BEZOS, PLANET MUSK, PLANET BRANSON, OR PLANET NEW AMERICA?

n July 20, 1969, Neil Armstrong took “one small step for man, one giant leap for mankind,” becoming the first human being to walk on the moon. NASA reported to Congress that the Apollo program cost $25.4 billion ($176 billion in 2019 dollars). At the time, there were only two entities with the resources to accomplish a mission of this scale: America and its cold war rival, the Soviet Union. America won.
In practice, no one on Earth is going to control anything on Mars in anything close to real time. People and things on Mars will have to think for themselves.
Through the lens of history, the Apollo program had less to do with our innate curiosity, our need to explore, or our quest for knowledge than it had to do with proving to the Soviets that America had “space superiority” and could efficiently deliver weapons of mass destruction at will.
At first, the Planet Bezos team will probably establish human habitats that are naturally shielded from the cosmic radiation bombarding the planet’s surface. Some scientists suggest the planet’s lava tubes would make a good shelter. Some suggest building human-friendly biospheres on the surface. But these solutions will be hard to sustain in the long term.
As the cold war drew to a close, NASA did its best to convince our military-industrial complex that we needed to continue to explore “the final frontier.” It has been an uphill battle, and today, NASA’s budget is a fraction of what most scientists believe it should be. Getting Back to the Moon and Beyond Following the Apollo lunar program, NASA’s Constellation Program was created to develop a launch system to handle both lunar and interplanetary missions. Following technical problems and often changing requirements, the program’s cost ballooned to $100 billion, and it was canceled under the Obama administration due to a lack of progress and an expensive price tag.
Living on Planet Bezos Just for fun, let’s say Jeff Bezos wins the battle for Mars. The ultimate ruler of Planet Bezos will become the ruler of a place that is exceptionally hostile to human life.

While Jeff Bezos isn’t as optimistic about the timeline, he also has his eyes set on outer space. Who Will Get There First? We know the players. We don’t know who will get to Mars first. When Neil Armstrong and Buzz Aldrin got to the moon, they planted an American flag and left a plaque that said: Here men from the planet Earth first set foot upon the Moon July 1969, A.D. WE CAME IN PEACE FOR ALL MANKIND. Will the first group to get to Mars come in peace for all mankind? If a privately funded mission gets there first, they will be under no obligation to do so. In order to make the planet inhabitable by humans, Planet Bezos will need to be terraformed (Mars will need to be turned into an Earth-like ecosystem). If this “planetary ecosynthesis” is even possible, the time it will take to do it has been estimated at a brisk 900 years up to 100,000 years. As terraforming gets underway, Bezos’s team of scientists will debate whether it’s possible to bring plant life to the red planet (or if you even should), and that’s when governance or ownership of Mars is going to get interesting. Making Money on Mars At the moment, most Mars enthusiasts (including Elon Musk, Jeff Bezos, Richard Branson, and a number of cosmologists and astrophysicists including Neil deGrasse Tyson) don’t think there is a business mining or manufacturing anything on Mars with an eye toward transporting it back to Earth. Transportation costs would quickly overwhelm any possible profits from any known raw materials. That said, many people believe that the IP created by the journey would be exportable and profitable for the nascent space colony. The general consensus is that Mars is like a very expensive second home: you just keep writing checks and try to enjoy it for the limited time you get to use it. The Planetary Protection of Mars There are many people (myself included) who believe Mars needs to be protected until we have definitively ruled out indigenous microbial Martian life. We could, for example, colonize the moons of Mars and send sterile robotic probes to the surface until we are sure of our science. This abundance of caution may seem extreme (considering the costs of going to Mars in the first place). But if there is indigenous Martian life, it will be the biggest discovery in human history, especially if it is based on different biochemistry. How would such a discovery change the way humanity views itself? I get giddy just thinking about it. This Is Not Science Fiction One of the truly greatest things about living in our time is the fact that this writing is not even close to science fiction. Getting to Planet Bezos, Planet Musk, Planet Branson, or Planet New America is just a capital allocation, a few trillion cpu-cycles, and a few million human-hours of work away. And the race is on!
