Starting next week, the United States will take a historic step toward beginning what we hope will be an irreversible path to a truly green economy, thanks to the approval of the most ambi tious investments in clean and af fordable energy, and aggressive actions against climate change. Although it was baptized as ´The Inflation Reduction Law´, more for political reasons than for its real impact on the economy, the new legislation opens the door to a sus tainable future: cleaner water and air, better access to public health and communities more resilient to weather events, especially com munities of color, such as Latinos and blacks, who are the most vul nerable to climate injustices. Does that mean that it is perfect legislation and a solution to all en vironmental problems? No. In the words of Bernie Sanders: The fos sil fuel industry will receive billions of dollars in new tax breaks and subsidies over the next 10 years. It is certainly worrying, as Bernie points out, to lay the groundwork for a healthy and habitable planet by taxing the very fossil fuel com panies responsible for global warming. For example, the law will put up to 60 million acres of public waters up for sale each year to the oil and gas industry before the fed eral government can approve any new offshore wind development. But remembering that ‘the perfect is the enemy of the good’, the vast majority of environmental organi zations agree that the new legisla tion is a step in the right direction. The Democrats must have known better than anyone. On the issue of migration, politicians who only sup port a comprehensive immigration reform or nothing, have empty hands today. In the case of the law, as Lori Lodes, CEO of Climate Power, points out, the legislation makes extensive in vestments in America's manufac turing industry, creating countless jobs to build the next generation of clean power plants, cars and build Anotherings. milestone: $64 billion was passed to extend the life of the Af fordable Care Act, better known as Obama Care, through 2025, and nearly $300 billion can be saved by allowing the Medicare program to renegotiate drug prices with the big pharmaceutical companies for the first Althoughtime.we can all appreciate the shortcomings of the new law, the sum of gradual and progres sive advances take the country in the right direction. And many of our communities most affected by weather events--permanent fires, floods, polluted air and dirty water-simply can't wait for a perfect law. Jose, CA

La California Commission on Peace Of ficer Standards and Training ha enfren tado desafíos similares.

“There were dozens of tasks and assignments that the … special agents could not accomplish because of limited staffing,” the department wrote in a budget request submitted to the Leg islature in January.
The long shadow of George Floyd
When the Gov. Gavin Newsom signed the offi cer-involved shooting bill in September 2020 — four months after the murder of George Floyd by Minneapolis police — it was a politically impor tant piece of legislation to the governor and to then Attorney General Xavier Becerra. Current Attorney General Rob Bonta also supported the plan while still in the Legislature. But months before the law went into effect on July 1, warning signs went up internally at the Justice “AdditionalDepartment.burdens are increasingly being placed on the very limited staff of the (Bureau of Investigation) and (Bureau of Forensic Services),” one Justice Department employee wrote to the Attorney General in April 2021, according to re dacted emails obtained by CalMatters.

California’s Commission on Peace Officer Stan dards and Training missed its deadline this year to get police departments up to speed on newlyrequired bias screening for police applicants. The commission has also been given new authority to decertify police officers, a responsibility that is reshaping the previously low-profile commission. Both agencies were redirected by legislation. For the Justice Department, its new role came with Assembly Bill 1506, which mandates that its agents investigate each officer-involved shooting of an unarmed civilian. Beginning next year, upon request of a law enforcement agency, the state is also supposed to begin reviewing the local agency’s use of force policy and make recom mendations.
But ambitious deadlines, new job responsibilities and delayed funding are testing the limits of both agencies, officials say. The shooting investigation on Hollywood Boule vard is still open, as are all 20 other Justice De partment investigations into the shooting of un armed civilians.
ESPAÑOL ENGLISH NEW POLICE ACCOUNTABILITY LAWS UP THE DEMANDS ON STATE AGENCIES
“We are already stretched incredibly thin.”
Even so, justice officials would later say, it wasn’t enough — calling their deployment “inadequate.”
The Justice Department asked for $26 million to pay for the new shooting investigation teams. The Legislature allotted half of that, about $13 mil Becerralion. complained about that discrepancy to the bill’s author, Democrat Assemblymember Kevin McCarty of Sacramento. “The Department of Justice is a multi-billiondollar agency. They have lots of other fund ing sources to pay for it, and we can settle up afterward.”

California Department of Justice agents re alized they were short-handed just hours after a Los Angeles police officer shot and killed an unarmed man on Hollywood Boulevard.
A 911 caller told police the man was threatening people on the morning of July 15, 2021, waving what appeared to be a pistol in a busy tourist pocket. The object in his hand turned out to be a lighter with a pistol grip. The fatal shooting was the first test of a law requiring the Justice Department to investi gate police shootings of unarmed civilians. The agents would need to interview witnesses, mark evidence and canvass nearby businesses for surveillance footage, according to documents detailing the state’s response. The department’s budget for these complex shooting investigation teams allotted three agents; the department sent 12.
For decades, police oversight in California began and ended within a local department. Rarely did the state step in. That has changed. After unarmed Stephon Clark was shot and killed by Sacramento police of ficers in 2018, state lawmakers began taking a more active role in police accountability, passing several statewide mandates aimed at improving policing in California. Since then, they’ve tapped both the Department of Justice and California Commission on Peace Officer Standards and Training (POST) for new duties.

State analysts also are concerned the small or ganization will not be able to make such a drastic shift as quickly and efficiently as the Legislature may “POSTexpect.willlikely face significant challenges im plementing SB 2, primarily due to the fact that the commission’s staffing will need to roughly double by January 1, 2023 — only six months after re ceiving funding in the budget…” wrote the Legis lative Analyst’s Office in a report earlier this year.
“…there is little evidence to demonstrate which types of training actually achieve intended goals and positively impact police behavior — and which do not,” wrote Pedro Nava, chairperson for the Little Hoover Commission.
Since 2016, police officers have shot and killed an average of 140 people in California each year. Of the people killed, about 20 are unarmed, 10 have a replica firearm and another 10 have objects that may not qualify as deadly weapons. That amounts to about 40 shooting investiga tions of unarmed civilians each year.
10 EL OBSERVADOR | www.el-observador.com AUG 12 - AUG 18, 2022COMMUNITY
Several states, including Mississippi, Alabama and Montana, already have decertification pro cesses in place. Is the commission overloaded?
The $13 million budget allocation “is significantly lower than our estimates and not enough re sources to stand up professional teams to per form these new investigative and prosecuto rial duties,” Becerra wrote to McCarty in January 2021. “As a result, the DOJ will have limited ca pacity to implement this bill, short of redirecting resources from other essential, mandated work, which could compromise those operations.”
Instead, the Little Hoover Commission recom mended California evaluate its current police training requirements.
When reminded of the 2021 letter he received from Becerra asking for more money, McCarty was still skeptical. “That’s ridiculous. That’s why we passed on (add ing more money to the DOJ budget),” he said. “As opposed to these hypotheticals, why don’t you do the work for a year and see how much money it actually costs?”
-MELANI SINGLEY, COMMISSION ON PEACE OFFICER STANDARDS AND TRAINING
Other new duties are piling up. For years, the commission averaged a few legislative bills a year. Nowadays, said POST executive director Manny Alvarez, “we’re tackling a lot more now than ever before.”
The latest shooting took place July 15, 2022, in Anaheim, exactly one year after the first shoot ing investigated in Los Angeles by the Justice DividingDepartment.the $13 million budget by the number of open investigations – 21 – the cost of each investigation so far would average $619,000, an amount McCarty said is “enough to do the work.”
Between 2015 and 2020, lawmakers introduced roughly nine officer training bills a year, almost double the average between 2010 and 2014, ac cording to a study by the Little Hoover Commis sion, an independent state oversight agency. “It’s a lot of work for a small number of people,” said Singley. But soon the commission will be larger. With a new directive giving the commission au thority to decertify police officers, which was enacted by Senate Bill 2, the agency is expected to nearly double in size over the next six months after receiving a roughly 32% funding increase earlier this month. “We’re hiring,” said spokesperson Meagan Pou Inlos.just a few months, the agency that almost ex clusively dealt with police will interact with the public as well, as citizens and police departments make their cases regarding alleged bad officers. The commission will investigate officers accused of serious misconduct and recommend if an of ficer should be decertified.
In May 2022, the agency’s final changes were ap proved by its oversight commission. Now, as the Legislature rushes to reinstate the bias screening mandate, the commission is expecting the regu lation to go into effect by Aug. 1. “A year seems like a long time, but it’s not when it comes to regulations.”
The department had 5,008 employees in June, according to the Controller’s Office. The Depart ment of Justice declined to provide the number of employees in each job category, including those who would be assigned to officer-involved shooting “Implementinginvestigations.AB1506 has absolutely imposed new demands on the entire California Depart ment of Justice and the entire office has, as nec essary, adjusted admirably to the new responsi bilities,” a department spokesperson wrote in an email to California’sCalMatters.Commission on Peace Officer Stan dards and Training has had similar challenges.
“A year seems like a long time, but it’s not when it comes to regulations,” said Melani Singley of POST, who manages all regulations and guid ance for police officers. “The timeline makes it challenging to develop something that is going to meet the intent of the law.”
Small agency handed big new duties In the past five years, many state directives aimed at improving police operations in California land ed before the commission. The relatively small agency, with about 120 employees, is known for training and certifying police officers — but that job description is quickly expanding, often under tight deadlines. For instance, in late 2020, legislators passed As sembly Bill 846, forcing police agencies to screen for bias during a potential officer’s psychological evaluation. The commission was tasked with creating bias screening materials by Jan. 1, 2022. They missed the deadline. (In a strange twist, a legislative clerical error inadvertently wiped the bias screening mandate from the law, though that is being remedied.)
ENGLISH BLYMEMBER FROM SACRAMENTO
Meanwhile, several commission workers told CalMatters they are still cautiously optimistic they will make their deadline on instituting the first po lice decertification process in California history. “One of the big unknowns to us is the volume of data and the volume of reviews and investiga tions there will be,” Alvarez said. “We’ve never collected that type of data.”
While police decertification is one of the most significant changes the commission has under gone, some are raising concerns about whether the state is overloading the agency, which is over seen by a board that meets a few times a year.
In a report addressed to the governor and the Legislature, the Little Hoover Commission rec ommended lawmakers “temporarily refrain” from mandating new training requirements.
McCarty recently told CalMatters that the Justice Department should be able to find a way to fund the “Theprogram.Department of Justice is a multi-billiondollar agency,” McCarty said. “They have lots of other funding sources to pay for it, and we can settle up afterward.”

They all set out bounties, with the state en trusting its citizens to enforce the law and promising remuneration to those who do.
The Texas law, passed in 2021, bans abor tions if a doctor detects a fetal heartbeat, usually at about six weeks — but it’s not up to the state to enforce it. Instead, people any where in the United States can sue anyone who helped a Texan get an abortion. Suc cessful lawsuits offer at least $10,000 per re ported abortion, and the defendant, not the state, pays the plaintiff.
The Texas and California bounty laws are rel atively novel now, said University of Georgia School of Law professor Randy Beck, but he worries about what could come next.

the pond and 500 years later, Abra ham Lincoln was tiring of fraudulent war contractors. The Union Army had been sold lame horses, sick mules, rancid food, guns that wouldn’t fire and artillery shells filled with sawdust. Sometimes they erroneously pur chased them twice. U.S. Sen. Jacob Howard of Michigan in 1863 led the charge for what would become the False Claims Act, the gold standard for bounty laws that, in its modern form, triples the damages for fraud and allots the person who reports it one-third of the award. The idea, said Howard: “Setting a rogue to catch a rogue, which is the safest and most expe ditious way I have ever discovered of bring ing rogues to justice.”
And that, it should be noted, was in a speech in favor of “Americanbounties.lawmakers recoiled from what they had done,” Parrillo said “They said, oh my god, we’ve created a monster, we need to shut it down right now.”
For most of its history, the U.S. government operated on bribes and bounties, argued Yale law and history professor Nicholas Par Hisrillo.
The act came roaring back, and today, Eng strom said, it’s the “purest form” of a bounty Andstatute.California created its own modern ver sion of bounty hunting with voter-approved Prop. 65. Since 1986, the state has invited residents to report violations of the environ mental law that seeks to warn people about carcinogenic chemicals or those that affect reproduction in the products they consume.
The state permits citizens to bring private lawsuits for violations – and reap the re wards if they prevail in court or the company they sued decides to settle. In 2019, the California Chamber of Com merce fought a new proposed Prop. 65 warning on acrylamide, a chemical created by cooking food, and one which the state couldn’t say definitively caused cancer. The Chamber won, and the Chamber’s attorneys said the court action halted “hundreds of pending – but not yet filed – private enforce ment actions” about that one chemical alone.

BOUNTY HUNTING: FOES OF GUNS AND ABORTION RESURRECT AN OLD IDEA Nigel CalMattersDuara In Texas and California, new laws call on the people of each state to watch and report their neighbors — and reap a reward for doing so. Unusual, yes — although it’s a con cept that dates back to the earliest days of the American republic. But what do Civil War-era legislators raging about sick mules and wet gunpowder have to do with Texas Senate Bill 8, its “heartbeat” abortion law, and California Senate Bill 1327, its newest gun act?
“American lawmakers recoiled from what they had done. They said, oh my god, we’ve created a monster, we need to shut it down right now.”
Parrillo read from a lengthy speech by Maine Republican Thomas Brackett Reed, former Speaker of the House in the 1890s: “What community ever bestirred itself against frauds on the internal revenue, against moonshine distilleries, against smuggling, against a hundred other things which are crimes against the United States? “You need to have the officials stimulated by a similar self-interest to that which excites and supports and sustains the criminal.”
Rival states have both enacted recent bounty laws — over abortion in Texas and gun sales in California — but critics worry about where this is headed.
People would rush to punish murder and thievery, Parrillo wrote, but getting communi ties to follow federal laws that the commu nity itself didn’t agree with – or care about – was impossible without incentives.
So out went bounties, and, eventually, in came paid professional IRS agents and beat cops, creating a system of salaried civil ser vice employees. In the late 1800s and early 1900s, Congress and state legislatures grad ually removed bounties and replaced bounty hunters with paid police.
The concept may evoke romantic notions of the California Rangers chasing the Five Joaquins Gang through the goldfields for a $6,000 bounty. But bounties had a darker history in the 1800s. The Fugitive Slave Act offered rewards for catching escaped slaves, and Mexico once offered bounties for Native American scalps. U.S. lawmakers had created a system that encouraged bounty hunters to maximize their earnings by finding the most crimes, not the most serious crimes. That meant punishing people for the smallest technical violations of the tax code. “When officials live by bounties, it becomes impossible for laypersons to attribute good motives to those people,” Parrillo explained.
“There’s a long history with these things that is not very happy,” Beck said. “There’s a good reason that legislators have stopped using them, and I think I’m worried that a bunch of legislators are repeating history that we don’t want to repeat.”
Opponents included the firearms industry, which started getting nervous about the im plications for gun owners. Sure enough, by the time the U.S. Supreme Court later jettisoned Roe’s right to abortion, perhaps making the machinations of Texas unnecessary, California was already fighting fire with fire. Last month, Gov. Gavin Newsom signed a bounty law targeting not abortion but guns. It allows private citizens to sue anyone for $10,000 for selling, distributing or importing ghost guns or assault weapons. A new legal challenge to the Texas law was filed in April. Gun rights supporters have promised to challenge California’s law as Entrustingwell. the public to enforce the laws and paying them with bounties was once how this country kept the lights on — or at least, the lanterns lit. “Before you had a really strong central state, and before you had a professional civil ser vice, a lot of government services were pro vided on a bounty or a fee-for-service basis,” said Stanford Law School professor David Freeman Engstrom. To catch wrongdoing back then, the state had to rely on people watching their neigh bors – and maybe hauling them to court. Today the U.S. government rewards people who report fraudulent war contracts, terror ism, violations of federal environmental law and Medicaid fraud. The state of California allows financial rewards for people who sue to enforce its Proposition 65 toxics warning And,law. of course, there’s bail-jumping, for which we still have “professional” bounty hunters, though the subjects of bail bounties sign a contract surrendering many of their Notrights.all bounties pay in money, Engstrom said — under federal environmental laws, a non profit is only able to recover attorney’s fees from a successful injunction against a pol luter, or to protect an endangered species of frog. But the nonprofit is also able to dem onstrate to its members that they’re “doing important work out in the world,” he said.
One of the first bounty laws in history was enacted in England in the early 1300s. Lo cal officials were supposed to set uniform prices for wine, but some of them were also wine sellers. That conflict-of-interest compli cated King Edward II’s effort to reassert po litical control over a fractious kingdom. But he couldn’t be everywhere. So, he depu tized every man in England: If they found local officials selling wine, the Crown would seize that wine – and the person who made the complaint would receive one-third of the Acrossseizure.
book “Against the Profit Motive” details how until the early 1900s, states often left unpaid tax collections to bounty hunters and rewarded them with a portion of the pro ceeds. Bounties also went to naval officers who captured enemy ships and took a per centage of their value.
Lincoln’s False Claims Act remained in ef fect, though Congress significantly diluted it in 1943, after a successful False Claims Act lawsuit worried military contractors during World War II. Then came the 1980s, when the Department of Defense was charged $7,000 for a coffee pot and $640 for a toilet

American Civil Liberties Union isn’t hav ing it from either side. In opposing California’s law allowing citizens to sue over ghost guns and assault weapons, the ACLU called the law “an attack on the Constitution.” It said that despite California’s aim to force the Supreme Court to choose between states’ rights and gun rights, California was follow ing a dangerous precedent.
Idaho Gov. Brad Little has expressed doubts about the law’s civil enforcement: “While I support the pro-life policy in this legislation, I fear the novel civil enforcement mechanism will, in short order, be proven both unconsti tutional and unwise.”
“It becomes kind of part of this culture war, one state retaliating against another state,” Beck said. “These things are not good in practice, and in my view, I think they have lots of problems. I’d like to kind of keep them in the corners for very, very infrequent use.
“Replicating the reprehensible Texas model only serves to legitimize and promote it,” the group wrote in May. Beck, the Georgia law professor, notes in a forthcoming paper that red-state Idaho has already adopted a scaled-down version of the Texas abortion law, and blue-state Illinois is already considering legislation mirroring California’s gun law.

For his part, Newsom didn’t discourage ac cusations that California’s gun law is aimed at merely trolling conservative states, when he took out ads in Florida urging residents to move to California and tweeted at Texas Gov. Greg Abbott on July 22.
“Texans will wake up this morning to this simple message,” Newsom wrote on Twit ter. “If Texas can ban abortion and endanger lives, California can ban deadly weapons of war and save lives. If (Abbott) truly wants to protect the right to life, he should follow Cali fornia’s lead.”

Big time. It allowed us to because it was the 30th anniversary and the found ing team were children when we started, and it kept getting bigger and bigger and more complex. So we said, “okay, when we come back, let's make it su per fun, like it were the first year, and get back to that space of just really hav ing a good time produc ing it, simplifying it from a production standpoint, but yet providing people with an amazing experience of Wemovies.”came up with the beer and wine garden concept, which I think is really fun and youthful, because we want Cinequest to also track a new, younger au dience, which it does ev ery year, but we have a lot more comedies in the lineup than ever before, in spiring films, fun films. So the lineup and things like the beer and wine garden, they just really speak to hey, you're 21 to 34, you're prob ably really going to have a great time with Cinequest like never before. And it's very welcoming. We've always tried to be very welcoming and we were super inclusive both programming wise and through community before that was a mandate. I've al ways been very proud that people from every walk of life show up to Cinequest, I think this one is going to be even more welcoming and extraordinarily diverse and fun. This is not a stuffy film event... that are just like red velvet ropes and you’ve got to put on an outfit and it's fun, but it's stuffy. This is not Andstuffy. We have the best community. I mean, I moved out here by choice and not by birth because I really fell in love with it. Part of why I fell in love with was the mix of folks from differ ent cultures and ways of life in San Jose is amazing like that. And about the move to the summer, is that something that based on this year, you might con tinue on next year and beyond? We do have holds on dates for both March and August. So we're going to see how this goes and see how people respond and we could do one of three things: We could go back to doing it in March. We could say, "wow, we'll just do it in the summer. That was so much fun." Or we could do it both, which would mean we probably would do half of it in March and half of it in the summer and have a differ ent focus. Like, for example, we might focus on VR and AR and a certain type of experience with the films in March and then have more of the fun celebra tory outdoor stuff along with the movies like we're doing now. Again, we got so many comedies and thrillers and Sci-Fi movies. It certainly is an interna tional film festival, but it re ally is heavy on fun movies, which is great for the sum mer lineup. One of my personal fa vorite things about Cine quest is the chance to hear from creators and to see those lifetime achievement awards, the Maverick Spirit Awards, be given out. I was wondering what's in store this year in that aspect? We're looking forward to it because we have, as you mentioned, the Maver ick Spirit for the luminar ies. And we have a lot of emerging artists. For ex ample, we have this really cool group of 20-some thing artists, Patricia Chica, a new movie she directed, and acts in, it's called Mon treal Girls. It's a very young cast, it's a Latino, Cana ARTS

The silver screen is lighting up once again in downtown San Jose this year. From August 16-29, cel ebrated film festival Cine quest is back in person af ter abruptly shutting down in March of 2020 due to what was then referred to as the novel coronavirus. Being one of two organi zations in the Bay Area to first close down out of pre caution (the other being Stanford), the team behind the festival has had time in the interim to tweak what’s worked best, and added new opportunities for film lovers including an ex panded lineup of 220 mov ies (130 of them World/US premieres) and a beer and wine Halfdangarden.Hussey Is the Co-founder and CEO of Cinequest and has been involved with the festival since year one. Recently he sat down to talk about this year’s lineup and events, and how the festival in tends to be as innovative and welcoming to all after the physical hiatus. From the comedies and more upbeat movies that were made since the 2020 shutdowns, to the impor tance of community inter actions at the in-person festival, read more about Hussey’s movie highlights, and what can be expect ed this year in general as Cinequest makes its trium phant return to the streets of downtown San Jose. More information about Cinequest programming, special events, and individ ual tickets and passes are available at cinequest.org. We'll to start off, could talk about your organization’s experience since the sudden closure of the festival in March 2020 due to health and safety concerns? Since then, how did things change with Cinequest and what was that experience like for you? Well, for us it's been great. Luckily, I can't say the same for a lot of people we know. As you remember, in 2020, Cinequest and Stanford were the first California in stitutes and organizations to do something about the pandemic. I mean, it was breaking 48 hours before we opened that year. It was our 30th anniversary cele bration. We go to the open ing night and say, where is everybody? We had a sold-out event, but it was only half of the seats that were filled. And I thought it was the election. It wasn't the election. It was Coro navirus as we called it then, and it was just crazy. And we had to make some tough decisions because there was a lot of mixed in formation out there about what to do. And we decid ed to postpone [and] shut down six days into it. We provided six days of great movies and technology, even did VR and AR in a big way that year and kept people healthy, thank God. We thought we'd bring it back then and finish up what we started in that summer, but it just didn't happen. And so we tried in the summer, we tried to bring it back this last March, and because of Omicron, it just didn't happen. So finally we've been able to do it in person. But in the meantime, we were the first group to do an online film festival in 2005 and 2007, because our partners and board mem bers were doing a lot in the world of Internet delivery of media. And then we said, "okay, let's revisit that. Let's not do a streaming service for festival films because that's going to be boring, but let's see if we can't find a way to start to replicate what you get out of live ex perience online." So in addition to having the films, how do we do that? How do we create the workflow of a world premiere event with red carpets and interviews and audience interactions and parties? And so we did three versions called CINE JOY on a new platform and they went really well. Each one got better. And we're looking to continue that in addition to doing the in person because it provides a unique experience. Y entonces dijimos: "Vale, vamos a revisarlo.

ENGLISH dian and Middle Eastern cast. It's quite a mix of folks, and they're all coming. So I can say that for a lot of films that are having their world in US premiere, they're bringing these wonderful casts. And then we have the Luminaries you mentioned. Our Maverick Spirit Award is our top honor for those who have had a substantial ca reer. And that will be Jim Gaffigan on the 16th. And he is with the new film called Linoleum. Great comedian and actor, so that's a really great one to start with. And then Alison Brie the next day with the film called Spin Me Around. Both comedies, back to the theme of lots of comedies and it's hard to find a lot of smart comedies. And you think in the pandemic, I was wor ried, "okay, are we gonna have a lot of de pressing movies, because I don't want to play a lot of depressing movies coming out of the pandemic." But it was just the opposite. People seem to really embrace the funny side of their souls this past couple of years and they made fun movies, so that's great. So those two for sure. And we're going to do Jim Gaffigan's live and in person. And Alison Brie, due to her schedule, we're going to do a live stream of her presentation and conversation right before the film starts and then after the film. Are there any other film highlights that you want people to be aware of? Yeah, I mentioned this world premiere of Montreal Girls. There's a film, Our Words Collide is one of our favorite artists, Rosa rio Dawson, she's executive produced this movie on spoken word poets in LA. This group of youth in their high school year and they followed five youth around that are spoken word poets and dealing with all of the challenges that they face and their aspirations for the future. It's a very cool movie. That's definitely one to keep an eye There'son. so many movies that I really love. For a fun movie Ghosting Gloria, and that's a movie that's in Spanish with English sub titles. It's a very fun movie. This woman has to try to get in touch with her desires and real relationships. I'm really high in a film called Dealing With Dad. I think it's really great when you have American filmmakers that come that are first and second generation. This is a Chinese director. They deal with the very funny movie about this group of siblings dealing with their father's later stage in life where he all of a sudden becomes very depressed and they've tried to get him on medications, and it's just hilarious. It's very much a film that really gets you in side of a culture in a really fun way. That's another pick that's high on my list. But there are so many a film that's very inspiring to me. If you're an artistic type of person or you're a creative person in tech nology, any kind of creative people, there's a film called Sonic Fantasy about arguably one of the top three all-time sound engi neers who worked with Quincy Jones and Michael Jackson and this film really gets into the creation of the album Thriller. It saved the music scene and industry at that time. It was really starting to die after the disco movement, [which] didn't really work for the music scene. I know now we think the disco is being fun in retro, but it was killing the sales of records - they didn't know what to do. Hip hop hadn't started yet. We didn't have the new movements coming out with rap and hip hop and they came along with Thriller. And Michael Jackson was very motivated to do a great album that blew everybody's mind because he was really pissed off that he hadn't won a bunch of awards for his previous album that he thought should have won the award. So he was motivated. Quincy Jones was motivated, for the music of it and to save the music industry and then the sound de signer and then all the people, the bands that came in. It's very inspiring about how they came together to make that album and create a sensation. A very inspiring movie. Is there any other thing you would like people to know about Cinequest this year? They can expect an experience that's more than a movie. And I think that a lot of people will show up for the films be cause we have all these amazing world and US premieres that represent the fin est films that are being made. But they're going to get much more than that. As you mentioned, what you love, they're going to have, with most of the films, the artists there to talk afterwards. They're going to meet these artists. They can go to the beer garden, buy an eight-dollar craft beer, and sit down and have a conversation with these people. They can meet other members of the community. They can bring a friend, or they can come alone and meet a friend. And it's very welcoming. It's an incredible cel ebration of people and humanity around a common interest for film and technology. This particular edition is focusing more on the film and getting people back together and doing it in just a really fun, open-heart ed Andway.everything that you might dislike about watching the daily news or politi cians or the people that are divisive and don't bring us together, well, you pretty much count on the opposite at Cinequest. We don't care what you voted for, how you think, your gender identification, your sexual orientation, your culture, how much money you have or don't have. It never has been about that. It's just the opposite. We want all types of people to show up together, and we celebrate these artists and this art and then each other. And that's what's really awesome, and it's welcoming. Again, if you're 21 thinking, Should I go to this event? Do I have to put on some outfit and stand in a line? No, you dress as you want. You just come and enjoy, and it's very cool.

Van a conocer a esos artistas.
