El argumento oficial de la administración Trump es que tiene un mandato legal para completar el conteo del censo para diciembre 31 del 2020, pero desde mayo pasado el director adjunto de la oficina del censo para operaciones de campo Timothy Olson había dicho que ya no era posible cumplir con el calendario. Aunque inicialmente el secretario de Comercio pidió al Congreso una extensión de cuatro meses para la entrega de los resultados, las acciones recientes del Censo sugieren que se apegaran al calendario

perfect storm hits Puerto Rico again, but it is not a natural disaster but rather a perverse combination of factors that could cause a proportion of the residents of Isla del Encanto to not be counted for the purposes of the crucial 2020 Census. Less than two months before the deadline to complete the census form on September 30, after the Trump administration surprisingly decided to shorten the deadline by one month, only 28.3% of the island's residents have sent their response. This is the lowest percentage of any ethnic group in the United States, according to updated official figures from the Census Bureau. The COVID-19 pandemic triggered the first problem, complicated by the fact that the recent natural disasters that hit Puerto Rico had caused massive displacement of the population that lost homes or left the island, making it necessary to initiate a rigorous verification of current addresses.

Although the Census Bureau increased the budget for electronic and digital advertising during the summer and updated its messages to take into account the fear and concern of the population about COVID-19 infections, the actual figures for filling out the form suggest that the response of the Puerto Rican population has fallen below official expectations. Perhaps recognizing that the initial media strategy did not meet its objectives, the Census decided to recruit the support of "influencers". All of which make the decision to advance the deadline for collecting information one month, combined with the controversial Trump administration memorandum to exclude undocumented immigrants from the census count for purposes of redefining US electoral districts in 2021. The official argument of the Trump administration is that it has a legal mandate to complete the census count by December 31, 2020, but since last May the deputy director of the census office for field operations Timothy Olson had said that it was no longer possible to stick to the schedule. Although initially the Secretary of Commerce asked Congress for an extension of four months for the delivery of the results, the recent actions of the Census suggest that they adhere to the legal calendar, with the new deadline to complete the data collection stage on September 30, despite the fact that the pandemic has disrupted original plans. The House of Representatives took action on the matter by including an extension of the census until April 30, 2021 in the initiative of the Heroes Act, but the negotiations with the Senate and the White House not only remain stalled, but also led to President Trump to approve a partial relief package over the weekend through an executive order, which could be challenged in court on constitutional grounds. Beyond the unique case of Puerto Rico, the National Association of Latino Elected Officials (NALEO) warns that meeting the new deadlines involves sacrificing Census accuracy, wasting $ 16 billion and causing the exclusion of historically undercounted groups including Latinos, African Americans, Native Americans, rural populations, low-income households, and children. Luckily, there are many simple steps you can take to eliminate wasteful spending in your daily life. Here are eight easy strategies to start saving more money now: 1. Track your personal expenses in a notebook or spreadsheet for 30 days. Doing this is as easy as writing down what, where, when and how much you spend on every transaction. It is only after you know what you are spending your money on that you can wisely choose where to reduce or cut. 2. Ask for discounts and use coupons when shopping for essentials. When possible, select nonbranded products, which are often found at a lower price than name brand goods. But be savvy and check for a trial price or return/refund guarantee. 3. Make major purchases using credit cards that offer product assurance guarantees and make filing disputes easy. If a product is defective or damaged, you may be able to get it repaired or replaced for free.

5. Contact service providers to confirm there are no other contract options that offer lower monthly service charges. Many companies offer varying service levels and contracts at different prices, but they won’t tell you about them unless you ask. For instance, you could avoid a $190 cable bill by paying only for the channels you most frequently watch. 6. Learn to say “no,” at least sometimes, to your kids and grandkids. Spending money, mobile phone plans, car insurance, gas money and car payments are a few things you may be supplementing for a child or grandchild that you might consider cutting out or at least reducing. 7. Set up different checking accounts for your nondiscretionary and discretionary spending. Arrange for monthly bills to be paid from the first account by a bill-pay service or electronic fund transfer. Conversely, use a debit card for personal spending. With two separate accounts, you can better manage and monitor your discretionary spending. 8. Consider creating a separate savings account at a different financial institution from where you have your checking account(s) so it is harder to transfer money. You can set up a direct deposit or auto-draft from your paycheck to do this each month without any effort on your end. OSTON - Hace setenta y cinco años este sábado, el Japón imperial anunció su rendición, poniendo fin a la Segunda Guerra Mundial. Ahora, un sobreviviente estadounidense de Iwo Jima está hablando sobre las lecciones que se deben aprender, entonces y ahora. El teniente retirado de la Armada (J.G.) Robert Pennoyer, de 95 años, tenía solo 19 años cuando su unidad ayudó a ocupar la isla de Hokkaido, en el norte de Japón. OSTON -- Seventy-five years ago this Saturday, Imperial Japan announced its surrender, ending World War II. Now, an American survivor of Iwo Jima is speaking out on the lessons to be learned, then and now. Retired Navy Lieutenant (J.G.) Robert Pennoyer, 95, was just 19 when his unit helped occupy Japan's northern island of Hokkaido. He said it is a tribute to the Japanese culture that they were able to accept General Douglas MacArthur's help and transition to a democracy.

"They were able to change and become a peace-loving nation, and that was really a remarkable change," Pennoyer said. "But getting control of the military, getting rid of the military, not letting the military dominate their foreign policy, that was the key." Pennoyer said he was amazed at how well the Japanese people treated American soldiers after the war. A grandson of J.P. Morgan, he went on to become assistant U.S. attorney in the Southern District of New York under President Dwight Eisenhower and served on the boards at Columbia University and the Metropolitan Museum of Art. Pennoyer said although we had no choice in World War II, the U.S. has become too quick in recent decades to use military force to impose our will on other countries.

The most progressive wings of the party haven´t stopped their attacks against Harris since she made her ambitions clear, especially with the growing debate and protests against police brutality, taking into account that during her time as General Attorney she was particularly harsh in her persecution of minor crimes, which especially affected communities of color.

Harris makes history as Biden´s choice as she is the first woman of color who aims to be the Vice President of the U.S., a candidacy that will be officially signed in the Democratic National Convention in the middle of this month and for which she competed with high profile women, such as the former United Nations Ambassador Susan Rice and the congresswomen Val Demings and Karen Bass.

“Kamala is a cop” is one of the most repeated attacks against her from left-wing activist as well as from those of the extreme right who want to fire up the political debate on social media.

TRUMP ESCALATES WAR ON IMMIGRANTS AMIDST WORSENING COVID-19 PANDEMIC

he Trump Administration has made 400 policy changes detrimental to immigrants through its tenure at the White House, with 63 fresh blows meted out amid the COVID-19 pandemic, according to the Migration Policy Institute in a report released July 31. “Many of the changes reflect the administration's really strong knowledge of immigration law and regulations, and their willingness to enforce things that have been on the books for years, but have never been implemented,” said Sarah Pierce, a policy analyst at MPI, who co-authored the report with MPI associate policy analyst Jessica Bolter. Attorney Kalpana Peddibhotla spoke of the enormous changes in business immigration since the pandemic began taking its toll in the U.S. And Ignacia Rodriguez Kmec, an immigration policy advocate with the National Immigration Law Center, spoke about

President Donald Trump’s recent changes to the Deferred Action for Childhood Arrivals (DACA) program, following a Supreme Court decision which ruled against the Administration. At the briefing, Pierce said that the Administration’s relentless battle against immigration — both legal and undocumented — was unprecedented. Some of the 400 changes are small and technical. “But when you take these all together, it has added up to really monumental,” she said. One of the most profound changes the Administration has made during the pandemic is implementing a 1944 rule which allowed the Surgeon General to restrict any individual coming into the country who could be considered a public health threat. In March, the Centers for Disease Control — citing “a danger to public health” — used that rule to issue a directive which disallowed people without proper travel documents from entering the country. “The effect of that has been essentially ending asylum at the southern border and that's actually something the Administration has been working on for years,” said Pierce, noting that the vast majority of asylum seekers have been expelled in recent months. Pierce said a future Democratic Administration may not be able to immediately roll back the excesses

of Trump’s immigration policies. “Democrats have not been very active or interested in acting on immigration. They haven't really put forward a vision for what that immigration system should look like, so I think that there's just a lack of willingness there to undo each of these changes,” she said.

Peddibhotla, who formerly served as the co-chair of the South Asian Bar Association’s committee on immigration, said the President has used the pandemic to forward his agenda on limiting business immigration. “The proclamations post covid-19 are essentially a sledgehammer to business immigration,” she said.

Rodriguez Kmec of NILC said the COVID pandemic has highlighted the importance of essential workers, especially those involved in agriculture. However, the Administration has done nothing to support them: undocumented workers were denied a $1,200 stimulus check, which was distributed to most Americans in April and May. Moreover, undocumented workers are also ineligible for federal unemployment stimulus support, which — until July 31 — added an extra $600 per week bonus to state unemployment checks.

On June 22, citing the stark rise in unemployment levels amid the COVID-19 pandemic, Trump signed a proclamation temporarily banning new foreign workers from entering the U.S. Visa categories included in the ban are H-1B workers and their spouses; H-2B visas for non-agricultural workers; J visas for student exchange programs; and L visas for intra-company transfers. The ban does not impact foreign guest-workers already in the U.S. On Aug. 3, the president issued a largely posturing proclamation barring the federal government from hiring H-1B workers. Fewer than 2,000 H-1B workers are currently employed by the Federal government. “These are the critical workers. They are the workers that are allowing us to have Zoom calls. They're the ones that we need to allow us to get back on our feet and be able to work remotely and provide the technologies that we all need,” stated Peddibhotla. The attorney cited multiple studies showing that H-1B and other business-related guest-workers are helping to grow the American economy, through innovation, entrepreneurship — foreign born workers are twice as likely as U.S. natives to found business-

A month later, Trump, via executive order, reshaped the program, allowing no new applicants and shortening the length of a renewal to just one year, rather than the previous two years. Rodriguez Kmec said this would have a devastating impact on young people, who would be forced to pay out $495 — the filing fee — every year to renew their status. “At a time when many are facing unprecedented financial hardship, this additional fee could hinder eligible individuals from applying, putting at risk their employment authorization and protection from deportation in the middle of a health and economic crisis,” she said.

LA GUERRA DE TRUMP CONTRA INMIGRANTES NO HA PARADO DURANTE LA PANDEMIA Defensores de inmigrantes continúan desafiando en cortes las directivas más recientes del presidente Donald Trump. Esperan que esta comunidad sea incluida en los paquetes de alivio de COVID que se debaten en el Congreso.

on más de 400 acciones ejecutivas, el presidente Donald Trump ha cambiado drásticamente el sistema de inmigración en el país desde que llegó a la Casa Blanca. Y en los últimos meses, con el pretexto de proteger a los estadounidenses de la pandemia del COVID-19, esta guerra contra los inmigrantes que son los trabajadores esenciales del país, no ha hecho otra cosa que escalar. Esas son las principales conclusiones del más reciente informe del Instituto de Políticas de Migración (MPI en inglés) que le puso la lupa a un extenso catálogo de cambios en las políticas migratorias hechos por Trump desde enero de 2017. Según Sarah Pierce, analista de MPI y una de las autoras del estudio, estas directrices han estado en los libros durante años pero nunca antes se implementaron, lo que refleja “el conocimiento de la administración (Trump) para hacer cumplir las leyes de inmigración”. “Cerrar los beneficios humanitarios, sellar la frontera sur, hacer que la vida en el interior sea incómoda para los migrantes legales y los no autorizados y reducir la inmigración legal en el país… la pandemia no ha hecho otra cosa que acelerar estos cambios”, observó Pierce durante una conferencia vía zoom organizada por Ethnic Media Services. La llegada del COVID-19 le dio a Trump nuevas oportunidades para impulsar esas políticas, de las cuales tres son las más impactantes en tiempos de pandemia, dijo Pierce. La primera ha sido bloquear la inmigración en la frontera bajo el Título 42 del Código de los Estados Unidos, que prohíbe la entrada de extranjeros si existe un "grave peligro de entrada de enfermedades a los Estados Unidos". Esto en línea con las directivas de los Centros para el control y la prevención de enfermedades (CDC en inglés) que buscan evitar la transmisión del coronavirus. “Como resultado los solicitantes de asilo han sido expulsados de la frontera sur… quienes argumentan miedo a ser torturados de regreso a su país (la mera persecución ya no es una razón suficiente) tienen alguna chance de aplicar a beneficios humanitarios”, dijo Pierce. “Pero la verdad no sabemos mucho sobre los procedimientos del CBP (Aduanas y Protección Fronteriza), no sabemos quién es elegido y por qué”.

El más reciente memorando del 28 de julio del Departamento de Seguridad Nacional (DHS en inglés) le ordena al Servicio de Ciudadanía e Inmigracion de Estados Unidos (USCIS en inglés) rechazar cualquier aplicación nueva de DACA, es decir que aquellos que nunca lo han tenido no pueden iniciar su proceso, lo que deja a 300,000 jóvenes por fuera del alivio migratorio. Adicionalmente, renovar los permisos de trabajo a un costo de $495, ahora será posible solamente por un año, cuando en el pasado se hacía por dos.

La segunda es una proclamación del 22 de abril con la que Trump restringe la emisión de visas argumentando que por la crisis económica que ha disparado el desempleo, los estadounidenses estarían en seria desventaja para reintegrarse al mercado laboral si hay más inmigrantes. Esto afecta la regulación de visas con base en lazos familiares, en específico a padres, hermanos y cónyuges de ciudadanos estadounidenses e hijos de residentes legales permanentes. Adicionalmente restringe los cupos para la lotería de visas de diversidad. “Esto busca la reducción de lo que la administración ha llamado ‘migración en cadena’, para lo que antes necesitaba la cooperación del Congreso”, explicó Pierce. Y una más reciente directiva del 22 de junio, busca restringir la entrada de trabajadores en las distintas categorías de visas H-1Bs, H-2Bs, H-4s (trabajadores extranjeros, especializados y por temporada), L1 (gerentes ejecutivos) y J1 (visitantes de intercambio). Los únicos excluidos de esta medida fueron los trabajadores agrícolas. “Esto tiene impactos significativos en la industria tecnológica y en la innovación”, sostuvo Kalpana Peddibhotla, abogada de inmigración de la firma Mathews Peddibhotla. “Los trabajadores de alta tecnología ayudan a las compañías a alcanzar ciertas metas y son multiplicadores de trabajo… De hecho los inmigrantes (emprendedores) tienen el doble de probabilidades de iniciar negocios que los nativos nacidos en los Estados Unidos”. Con este último memo, Trump no solo restringe la inmigracion empresarial, sino que ataca directamente la inmigracion le-

gal al país. Sus directivas han complicado la emisión de visas de trabajo, requiriendo tres veces más documentos que la administración anterior, incluso para trabajadores altamente calificados. El papeleo que los empleadores antes tardaban dos semanas en completar, ahora toma meses, y las extensiones de visas ya no son automáticas sino que el aplicante tiene que comenzar su proceso desde cero. “Desde presidencia argumentan que 525,000 trabajos serán protegidos con estas acciones. Pero hasta el momento a 167,000 inmigrantes se les ha negado la entrada. Ni siquiera bajo la falacia del reemplazo de trabajos uno a uno, las matemáticas dan”, anotó Peddibhotla. Un estudio del American Enterprise Institute encontró que por cada 100 trabajadores patrocinados con visa H-1B se crean 183 empleos para los nativos estadounidenses y en el caso de 100 visas H-2B, el resultado es la creación de 464 trabajos para los locales. Estos cambios siguen siendo desafiados en las cortes por individuos y organizaciones civiles y más recientemente por la Asociación Nacional de Fabricantes, y la Cámara de Comercio de EE. UU. “Seguimos gobernando las leyes de inmigración a través de la acción ejecutiva y los miembros (demócratas) del congreso continúan diciendo: por favor sigan demandando”, dijo Peddibhotla. “Es importante que continúen las demandas”. Rodríguez contó que su organización está presionando al Congreso para que en los paquetes de alivio de COVID-19, las familias de estatus mixto sean incluidas al igual que una extensión automática de los beneficios de trabajo para beneficiarios de DACA y del estatus de protección temporal (TPS). “La gente no tiene acceso a servicios legales, las oficinas están cerradas (durante la pandemia)” argumentó Rodríguez. “Nos preocupa que los problemas de presupuesto de USCIS y los cambios en los manuales de políticas hagan los procesos más demorados… Más aún el factor discrecional de USCIS para otorgar otros alivios migratorios”. Las analistas fueron moderadas al discutir cambios bajo una probable administración de Joe Biden pues el país enfrenta urgencias como la crisis del sistema de salud por la pandemia, una tasa de desempleo por encima de dos dígitos, y los apremiantes cambios para atacar el racismo estructural. “Pareciera fácil porque todos los cambios se han hecho con órdenes ejecutivas”, dijo Pierce del MPI. “Pero lo han hecho de una manera tan rápida que un gobierno demócrata necesitará muchos recursos y voluntad política para dedicar tanto tiempo a la inmigración”, concluyó.

he notion of waterfalls making you happy is often viewed as an “old wives’ tale,” but there may be some truth to it given the so-called “negative ions” pervasive in such environments. The collision of water molecules with each other causes water to be positively charged and surrounding air to be negatively charged. According to Pierce Howard, Ph.D., author of The Owner's Manual for the Brain: Everyday Applications from Mind-Brain Research, it makes sense that waterfalls can make you feel good, given that negative ions hitting our bloodstream can produce biochemical reactions linked to alleviating depression, relieving stress and boosting energy. “High concentrations of negative ions are essential for high energy and positive mood,” he reports. “Negative ions suppress serotonin levels in much the same way that natural sunlight suppresses melatonin. Hence the invigorating effect of fresh air and sunshine and the correspondingly depressed feelings associated with being closed in and dark.” “The atmosphere we breathe normally is full of positive and negative ions,” he adds. “Airconditioning, lack of ventilation, and long dry spells remove negative ions...the best ratios of negative to positive ions are associated with waterfalls and the time before, during and after storms,” says Howard. “The worst are found in windowless rooms and closed, moving vehicles.” Our love of waterfalls only underscores that people thrive when they are exposed to nature on a regular basis. A 2013 study in the journal Environmental Science & Technology definitively linked exposure to nature directly with improved mental health, comparing the mental health of those who moved from city landscapes to greener, more natural settings with those who relocated in the reverse direction. Researchers found that those who relocated to settings with a higher exposure

to nature were noticeably happier during the three-year study period. “[E]nvironmental policies to increase urban green space may have sustainable public health benefits," they concluded. In another recent study, researchers sampled the effects of nature on 537 University of Rochester students in both real and imagined situations, and found that individuals who spent time outdoors—or even just imagined themselves in nature—consistently experienced higher energy levels and increased feelings of happiness. Study participants who spent just 20 minutes outdoors a day experienced significant increases in energy levels as well as noticeable mood boosts. Even indoor plants played a role in helping study participants feel more energized. Another way to look at it would be to consider our sedentary, indoor lifestyle as a drain on our energy reserves and taxing to our mood and general sense of well-being. In the landmark 2005 book Last Child in the Woods, Richard Louv coined the term “nature deficit disorder” to explain how our lack of time outdoors has led to behavioral problems in kids and adults alike. Louv’s prescription? Spend more time outdoors (away from screens) interacting with nature and each other. The report suggests setting a goal to protect 30% of the country's land and waters by 2030. The authors also recommend hiring more people of color in the park service, better funding school outdoor-education programs, and coordinating more effectively with Native American tribes.

Josephine had earlier met with defendant John Leggett and Evelyn Hopkins who had conspired to have plaintiff’s husband remains moved out of State in the State of Alabama. These defendants had conspired to take possession of the plaintiff’s home and her assets for their own unlawful financial gain. The act was horrible and absent moral direction. The acts were evil. The defendants knew that plaintiff and Alonzo were married for 27 years prior to his death. 3. The plaintiff was married to Alonzo D. Morris for over 27 years. Each named defendant caused plaintiff severe mental anguish and emotional distress. There conduct caused plaintiff nightmares, loss of sleep, weight lost, headaches that would last for days on end. The actions of the defendants to record on the forged death certificate of her husband Alonzo D. Morris was to prevent plaintiff from buying from burying her husband. The defendants the defendants took unlawful dominion and control over the remains of the plaintiff’s deceased husband. 4. Her conduct was intentional and grossly reckless. 6. That defendant Evelyn Hopkins, Josephine Morris, who was the wife of John Leggett, each took part in the forgery efforts. That the appraised value of all property unlawfully taken from the plaintiff is approximately $3,250,000 U.S. Dollars. 7. That the defendants conduct as described above cause plaintiff severe mental anguish and emotional distress that immobilized to the point to where she was unable to maintain her business called SELFHELP-INC.COM.
