Attorney General Eric Holder announced a major shift in federal Department of Justice’s (DoJ) criminal policy, overturning the decades-old “mandatory minimum prison sentences” for low-level, nonviolent drug offenders, a hallmark of President Ronald Reagan’s War on Drugs (1980). This policy helped over crowd California’s prisons. Today too many ‘persons of color’ are serving “mandatory minimum prison sentences” for non-sexual and non-violent crimes. These victims of puritanical justice could have been better served with mandatory rehabilititation and mental health therapy programs monitored by local probation departments at a much lower social and economic cost. One probation officer may monitor up to 100 probationed individuals at a cost far below the $45,000 annual cost of prison incarceration. Under the new proposed DoJ policy, prosecutors will send fewer drug offenders to federal prison for long sentences, and judges will have more discretion in sentencing. “Too many Americans, (especially Latinos and AfricanAmericans), go to too many prisons for far too long, and for no good law enforcement reason,” Holder said in a speech to the American Bar Association, Monday, 08.12.13, in San Francisco. A.G. Eric Holder must follow through on proposals for a broad overhaul of the U.S. criminal justice system made in multiple speeches during this year (2013), often with an eye on the racial disparities and deep financial strain on families that somehow cope with
poor housing, poor access to job training, education & medical care, and having to experience an ’at risk’ life style. All this has come to be associated with prison systems over the years. Some civic non-governmental organizations such as ‘Friends Outside’ do their best to assist families of inmates. Another recommended reform would be to align and reconcile the ‘Federal laws defining marijuana as illegal’ with those of California, whose laws have de-crminimalized possession and sale of medicinal marijuana where prison setences are magnified by the ‘Three Strikes’ sentencing approach. El Observador commends Santa Clara County’s District Attorney, Jeff Rosen, who has already taken the approach ‘to fit the punishment to the crime’ even for the immigrant community amongst us. (‘Punishment must fit the Crime---for immigrants, too, San Jose Mercury News, Opinion Page A14, 08.12.13). This approach is already being applied by Deputy District Attorneys when they examine cases which involve immigrants who have been residents in this community for decades. These immigrant individuals may still be technically deported by existing federal ‘War On Drugs’ legislation, which AG Eric Holder needs to include in his proposals for mitigative adjustments of existing federal law. Rachel Maddow (MSNBC, 08.12.13) revealed that only 10% of those incarcerated are in federal prisons (some 219,000 convicts); the balance (another 2,000,000) are in state prisons and local jails. About $80 billion are required to sustain these incarceration systems used to house those convicted of minor crimes. The scale of those imprisoned, who are mostly Latinos and other people of color, has resulted in a public and private prison industry which has, up

to now, been totally impenetrable by public media, and profitable to the private prison business sector. The prevailing attitute is ‘who cares?’ about those who are incarcerated.

The justice systems, national, state and local, must take steps to incorporate the latest scientific knowledge about human violence and behavior disorders which can be managed with new medications. The Department of Mental Health, County of Santa Clara, (Nancy Pena, Director) has developed an innovative program which rehabilitates inmates who are non-drug users, non-violent and nonsexual offenders. It is the ‘realigned state prison inmates’ who are now beneficiaries of ‘wrap-around’ approaches to human behavior modification, which is less costly than prison incarceration at $45,000 per annum. Well, it is time that the general public, especially communities of color, begin to care. In California alone, some 140,000 inmates are housed in facilities designed to house only some 85,000 inmates. Keep in mind that when these new approaches are used more extensively, one interested stakeholder will be the California Correctional Officers Association who will not want any reduction of prison jobs. On the other hand, new jobs will be in the offing. Jobs which require the application of the latest psychiatric, psychologic, and social services needed to deal with the many mental health issues involved, at a lower cost. And those services will need executives, planners, and many licensed mental health service workers. This alternative approach is projected to be more humane and more effective. Let’s reduce that 2.2 million individuals incarcerated to a much smaller number by immediately modifying the ‘War on Drugs’.

Me he dado cuenta de que ser gay en las familias latinas puede ser una cosa difícil. En realidad, nunca me di cuenta hasta que mi madre compartió un chisme muy alarmante. Unos de los hijos de

Quiero decir que he tenido conversaciones al respecto con mi mamá y ella se apresuró a decir: “tú eres mi hija, yo lo sabía, y no tenía que preguntar.” Una vez le presenté mi pareja a mi padre y esa fue mi manera de decirle. También se mantiene en contacto con mi madre, una mujer que es una excelente comunicadora, así que estoy segura de que lo sabía, incluso antes de presentársela. Creo que los jóvenes de hoy en día, son cada vez más valientes en aceptar quiénes son en una edad temprana, pero aún puede ser difícil

para ellos ser honestos con sus padres, especialmente en una familia latina. No me puedo imaginar lo difícil que es para un hombre joven salir del closet. Automáticamente la gente pensará que es menos hombre y pensarán en todos esos estereotipos estúpidos. y para una jovencita, dará la impresión que es más masculina o que en secreto quiere ser hombre. Los padres latinos tienen que darse cuenta de que no fallaron como padres y no deben sentir que no merecen esta situación. Al igual que ellos, van a necesitar algún tiempo para entender, el hijo también está tratando de descubrir quién es en realidad. La sexualidad humana es tan complicada y es muy interesante ver a la gente tratando de entenderse unos a otros. Por muchos años han estado los roles que la gente tiene que tomar. yo digo que hay que superar eso y apreciar a todos los seres humanos por igual. No todo es blanco y negro. ¡Feliz día de orgullo!

• Diabetes tipo 1- En este tipo de diabetes, el cuerpo falla al producir insulina, la hormona que desbloquea las células en el cuerpo, dejando la glucosa (azúcar) entrar y abastecerlos, Las personas que tiene diabetes tipo 1 deben inyectarse insulina diariamente para sobrevivir. • Diabetes tipo 2 - Esta es la forma más común de diabetes. Sacramento CALIFORNIA StudentsFirst honored 29 “California All-Star Teachers” who are among the many men and women across the state working tirelessly to educate California’s students. State Controller, John Chiang, released his monthly report covering California’s cash balance, receipts and disbursements in July 2013, the first month of the State’s fiscal year. Revenues for the month totaled $4.8 billion, coming in below estimates contained in the state budget by 6 percent. “Reflective of the State’s improving fiscal health, Cali-

fornia’s upcoming cash flow borrowing is shaping up to be the smallest in four years,” said Chiang. “While this month’s numbers disappoint, reaction must be tempered by the fact that July is often the State’s least significant revenue collection month.” According to Department of Finance estimates, the month was supposed to deliver $5.1 billion in revenues. Personal income taxes for the month came in $273 million below (7.0 percent) estimates

outlined in the state budget. Corporate taxes for July were $10.1 million above (4.9 percent) estimates, while sales tax receipts were up $7.1 million (0.9 percent). The State ended the month of July with a General Fund cash deficit of $10.9 billion, which was covered with internal borrowing from other funds. The Controller has projected that the State will need approximately $5.5 billion in short-term external borrowing for the current fiscal year. This annual borrowing comes through a Revenue Anticipation Note (RAN) and is typically repaid in May or June. This will be the smallest cash-flow borrowing in the State’s recent history (2012-13: $10 billion, 201112: $6.4 billion, 2010-11: $10 billion, 2009-10: $8.8 billion).

Antes de aceptar ser el albacea de una herencia, asegúrese de entender qué deberá hacer. En resumen, ambas partes deben entender perfectamente qué se requiere de un albacea para asegurarse de elegir a la persona correcta. On August 6th, on National Night Out, more than a hundred people of different races and creeds gathered at San José City Hall for a demonstration in remembrance of the Florida teen, Trayvon Martin, who was killed in February of 2012. The congregation was peaceful and featured speakers who relayed information about the local events, their personal stories, as well as motivational words for our own community whose violence has been increasing as compared to the past few years. The community that gathered at City Hall was composed of different facets of the social sphere: Teachers, students, parents, the youth and those disenfranchised by violent events in the local and national levels. This was not only a rally and march for the memory of a gunned down youth, but a call to action by the frustrated citizens of America who are uneasy about the gun control and its resulting laws and regulations in America. Although the point was not to vilify any party, it was a place to ventilate all the confusion and thoughts on the events of the past few weeks which had NAACP, African-

American communities and those on the side of the law at two opposite ends of a spectrum. Some took the neutral road, but emphasized that history has shown a vilification of certain types of people, “the time has come where you have to say enough is enough and yes we know the system is not fair. We have to stand up, we have to fight, and we have to get justice..” Others felt that society has mixed but that there are still racial boundaries that affect how we see each other and how the media and justice system react. Sandy Perry, an Outreach Minister with Community Homeless Alliance Ministry (CHAM), discussed the economic imperative of figuring out the true cause of prejudice and who the finger should be pointed at, “We can’t win economic justice without racial justice, we can’t win economic justice without as long as we’re divided, we can’t win economic justice as long as people don’t even understand who’s creating the problems that were facing, who’s stealing their housing from them, who’s stealing their healthcare from them, who’s taking away their basic needs.” The march from City Hall to Cesar Chavez Park ran
through downtown and had bicyclists halting traffic at certain points so that the procession could walk to its destination. Amongst a crowd of about 50 people signs that read “I AM TRAyVON MARTIN AND My LIFE MATTERS”, “No Justice/No Peace” and “Trayvon Vive, La Lucha Sigue” (“Trayvon Lives, The Fight Continues”). The people in attendance consisted of groups like the aforementioned CHAM, the South Bay Committee Against Political Repression and the Freedom Road Socialist Organization (FRSO), whose efforts helped create the discussion zone. Although the frustration of recent events have highlighted the potential and need for change within the justice system and local government, the main point that was made at the end of the rally at Cesar Chavez Park was that we, as a whole, are a community. In that respect we should treat each other as a whole nation, every individual connected by the American blanket of freedom and justice. It’s just up to the masses to put their individual efforts into a larger collective that will restore these justices and proper sentences to its citizens. This is one step towards an undivided home.

Parece que hasta ahora más y más personas sienten que todavía existe la discriminación racial, por desgracia han sucedido casos como el de George Zimmerman, caso que parece empeorar las cosas para los que creen lo contrario. Este caso fue significativo y las comunidades minoritarias están haciendo su mejor esfuerzo para utilizarlo como un catalizador para el cambio, los cambios positivos y mejores relaciones entre la comunidad y la aplicación de la ley. Miles de personas en más de 100 ciudades de los Estados Unidos protestaron incluyendo el Área de la Bahía, por lo que consideran un sistema judicial prejuiciado, inclinado racialmente a favorecer a los anglosajones. Las decenas de manifestaciones se realizaron después que el jurado de la Florida, absolviera al ex vigilante vecinal voluntario George Zimmerman, de la muerte de un tiro contra el adolescente afroamericano Trayvon Martin, quién se encontraba desarmado. Descripción del Proyecto: El Buro del Corredor de la Península une poderes con el Buro que opera el servicio de vías para los pasajeros de Caltrain de la Bahía de San Francisco, en este proyecto se propone remplazar el puente de dos vías que cruza Los Gatos Creek, en la ciudad de San José, Condado de Santa Clara, California. El propósito de la propuesta del proyecto es remplazar la estructura deficiente del puente de dos vías que cruza Los Gatos Creek (que es propiedad y es atendido por JPB) y provee un caudal de vías desde el sur de San José de la estación Diridon para: ·Asegurar un viaje seguro sobre las vías a los pasajeros de Caltrain y otros usuarios del puente de vías sobre Los Gatos Creek. ·Mejorar las operaciones en la estación Diridon de San José y proveer una manera eficiente para que los trenes cambien de dirección: y ·Minimizar los retrasos a lo ancho del sistema otorgando una parada de emergencia. Sin el proyecto propuesto, la sustitución del puente de vías sobre Los Gatos Creek no se podría completar y el puente incrementaría el riesgo en la seguridad para los usuarios. Además las operaciones en los alrededores de la estación Diridon no mejorarían y se presentarían retrasos a lo ancho del sistema. La construcción del proyecto se llevara a cabo en una serie de etapas para mantener en servicio las vías existentes atraves de los puentes. El puente será más ancho que el original con la expansión realizada en el lado oeste para ubicar el caudal de vías que serán necesarias para la etapa de construcción y mejorar las operaciones en la estación Diridon de San Jose, esto para el área norte del proyecto. La alineación final de las dos vías principales sobre el nuevo puente no será alterada de la actual configuración. Declaración Negativa Mitigada. De acuerdo con el Acta de Calidad Ambiental de California (CEQA por sus siglas en ingles) y con sus directrices, el JPB preparo un borrador de un estudio inicial de una Declaración Negativa Mitigada (IS/MND) para el Proyecto Fase III para el Remplazo del Puente sobre Los Gatos Creek/ Terminal Sur. Basados en el Estudio Inicial, el personal determino que el proyecto podría no tener un impacto significativo sobre el medio ambiente con la implementación de las medidas atenuantes como se hace notar en el IS/MND. El proyecto propuesto remplaza un puente sobre vías deficiente en su estructura que actualmente existe y que pone en riesgo la seguridad y todos los impactos ambientales potenciales que podrían resultar con la implementación del proyecto y que estos pueden ser atenuados hasta ubicarlos por debajo de los niveles significativos. Tofu Tikka Masala 5 teaspoons lemon juice 1 teaspoon ginger, grated 2 garlic cloves, crushed 1 gram jalapeno chile, chopped 3 tablespoon cilantro, chopped 1 teaspoon chili powderSalt to taste 1/2 pound Wildwood Vacuum Pack Tofu 2 tablespoons vegetable oil 1/2 medium onion, chopped in 1-inch long thin slices 1/4 teaspoon turmeric powder 3-4 tablespoons plain or unsweetened yogurt 1 cup Wildwood Plain Soymilk Chopped cilantro (for garnish) In bowl, mix lemon juice, ginger, garlic, green chili, half of cilantro, chili powder, salt and tofu together; mix well and cover. Let marinate for an hour. In pan, heat oil and slowly add onions. Cook for 3 to 5 minutes on medium heat until translucent. Slowly add turmeric powder, yogurt, soy milk and remaining cilantro to the pain. Mix well for a few minutes until sauce thickens. Add tofu mixture into sauce and cook for 5 minutes on medium heat. Adjust seasoning to taste. Garnish with fresh cilantro and serve immediately with Indian Naan bread or heated rice.

Stages ran entirely on solar energy, helpful employees and volunteers picked up cigarette butts and trash, as well as plenty of recycling bins
The weekend of August 9th-11th brought many of today’s hottest musical, comedic, and art based acts, as well as the areas best food vendors, to San Francisco’s Golden Gate Park. The 6th annual Outside Lands Music Festival took place at the park for a whopping sold out three-day event, totaling to 64,000 attendees per day.

As with Tennessee’s Bonaroo festival, which is also run by Another Planet, Outside Lands shares some of the key artists from that festival. Earlier in the year Paul McCartney, as well as Hall and Oates, highlighted that festival among many other great acts. The reviews of those performances being very positive brought eagerness to their involvement in the San Francisco version.
The Twin Peaks Stage, on the opposite end from McCartney that night, was also packed by thousands of younger audience members, who were there to experience the electronic sounds and intricate lighting effects, by the band Pretty Lights. Indeed the lights were of the wonderful type, as they carried the energy of the crowd through dizzying sound effects and melodies. This contrast was one of the best things about the selections of musicians at the Outside Lands festivals. There was something for everyone at nearly any time during the span of the 3-day fest.
With the portions of the expansive Golden Gate Park being the setup for the threeday event, masses of people congregated in and around the surrounding neighborhoods dressed in a plethora of fashions, ranging from jeans and tees to bear costumes, superhero garbs, and even 60’s flower child remnants. The eclectic mix of young and old, (even a couple infants), brought a great mix of energies to the various stages and activity areas. Broken down into 4 distinct stages, Sutro, Twin Peaks, Panhandle (which had been powered exclusively by solar panel power for the 6-year run) and the main, and largest one, Land’s End. Each stage brought along performances that kept audiences engaged and determined to have fun alongside thousands of other fans and friends. Special guests and secret shows provided days worth of enjoyment. Special performances included a secret show by indie band The Head and the Heart, Full House’s own uncles Jessie, John Stamos, accompanying Willie Nelson and Family on bongos. A replacement set for the recently hospitalized R&B genius D’ Angelo at the Sutro stage by Chic, featuring prodical guitarist Nile Rodgers, had the field turning into a dance floor. Besides the music there was so much else to see, enjoy and interact with at the festival. Live murals, with paint and spray cans, were being made around several areas. Dozens of enticing food trucks, art installations, comedy shows and event sponsors tents were also present. The Barbary Coast tent, which had a comedy club/lounge feel to it, hosted a roast of San Francisco by Comedy Central’s Jeffrey Ross, as well as such ear catching events as Erotic Fan Fiction Writing Workshop, which included hilarious alternate stories within such entertainment universes such as Harry Potter, Fraiser, and Captain Planet.

Paul McCartney started off with The Beatles “Eight Days A Week” and, an impressive 29 songs later, culminated with “Hey Jude”. Then after that, two encores with an additional 8 songs followed. This performance lasted more than 3 hours, and there
