RETAIN AND SUSTAIN REPRODUCTIVE HEALTH SERVICES FUNDED BY TITLE X Hilbert Morales EL OBSERVADOR

ecently the Trump Administration curtailed the funding for Title X programs which provide for women's reproductive health care service: pap smears, detection of sexually transmitted diseases, and family planning issues. Title 10 was first enacted during 1970 and has never been curtailed. It is not advisable for this nation to curtail health care services for women, especially women of childbearing ages. It is in this nation's interest to have policies which support the natural population regeneration processes which ensure that this generation of residents is replaced by a successive generation. Essential to that natural process is policies which provide health care services to childbearing women. During the Board of Supervisors meeting of Tuesday, 08.20.2019, District 2 Supervisor Cindy Chavez called for county government to fund reproductive health services such as pap smears, mammograms and birth con-
trol for 36,274 women of the County of Santa Clara who will lose those basic services because of a Trump Administration Rule. “We’re not going to stand by and have these vital medical services ripped from the women that need them,” said Chavez. “We’re talking about the most basic health services for women - birth control, mammograms and pap smears. The Trump Administration is acting irresponsibly and cruelly. In contrast, the County’s core mission is the health of our people, and we will step up for these women.” Chavez called for the County to pay for the $463,265 in reproductive health services that Planned Parenthood currently provides to Santa Clara County women. This County report was in response to Chavez’ March 12, 2019 request for a County plan just in case the Trump Rule went into effect. The services include breast and cervical cancer screening, pregnancy testing, contraceptive care, sexually transmitted
infection testing and treatment as well as infertility services funded by the federal Title X program. It is in this nation's longterm interests to ensure that child=bearing women receive the medical services and support which result in delivery of the next generation of residents. Business and commerce should be interested too because that's how the next labor force is generated which can be trained to become the next generation of skilled labor. Title X program funding has never been allowed to be used for abortion services. Last Friday, the Federal Ninth Circuit Court declined to overturn a Trump Administration Rule that imposed a gag rule on local health providers causing Planned Parenthood to pull out of the Title X program. What's happening is the unanticipated consequences of Trump Administration's efforts to defund Planned Parenthood programs because of the alleged birth control & family planning services which ultraconservatives do not want federal funds to underwrite. The reality is that less than 2% of Planned Parenthood's efforts
are involved in family planning and contraception consultations with their clients. Title X was enacted in 1970 with a bipartisan mandate to provide “a broad range of acceptable and effective family planning methods and services,” and it has helped to reduce teen pregnancy and abortion rates. The Trump Administration wants to shift the focus and federal money that goes with that away from birth control to abstinence, fertility awareness and other “natural method” programs that some religious groups favor (and which are not effective). Ultra-conservatives keep on trying to get the rest of us to live by their accepted standards of reproductive behavior. What transpires between consensual couples is really not subject to governmental control because of the several personal freedoms which our U.S. Constitution ensures. Such as the freedom to assemble; to communicate freely and openly.
are really trying to impose their behavioral standards on the rest of us without our personal permission. That imposition will never happen; but then, those ultra-conservatives will never learn. EO commends Supervisor Cindy Chavez and her staff for their pro-active planning proposals and the Board of Supervisors for approval of the allocation of requested funding. This is another instance which the ‘2020 Voter' needs to take into consideration when deciding who to re-elect during 2020 election cycle. Do plan to vote this coming March 2020 CA Election Primary. ACRAMENTO, Calif. - Migrant children and their families could be held in camps almost indefinitely while their request for asylum plays out in court - the result of a new final rule announced by the Trump administration on Wednesday August 21. The rule weakens the decades-old Flores court settlement that said the federal government can only hold children for 20 days. Karina Martinez, communications director for the group Mi Familia Vota, says the president is causing migrant children to suffer in order to appeal to his anti-immigrant base. "We should be a leader in protecting vulnerable populations, not manipulating odds against them," she states. The new rule does codify some basic standards on conditions in immigration holding facilities. The administration says the changes are needed to reduce the number of migrants released while they wait for a court date and maintains this will deter more families from seeking asylum. Federal immigration agents report encountering 475,000 families at the border in the past 10 months, three times the year before. The Trump administration first proposed the new rule last fall as it had to retreat from a policy of separating children from their parents at the border.
Martinez says President Donald Trump's anti-immigrant policies embolden people whose racism then turns to violence. "We're seeing the complete dehumanization of migrant populations, and that leads to violence when people are treated as subhuman," she states. "We saw the results in Gilroy. We saw the results in El Paso." The rule will be published in the Federal Register on Friday and is supposed to take effect 60 days after that. Immigration rights groups have pledged to challenge the rule in court.

uadalajara, Mexico - The recent discovery of the 13,000-year-old bones of a mammoth and of ancestors of the horse and armadillo are further proof of the paleontological riches of southern Jalisco state in western Mexico, an agricultural area where fossils are often in the hands of local settlers without any special steps taken for their conservation. While walking along a hilltop last June in San Jose de la Tinaja in the Zapoltitic municipality of southern Jalisco, Antonio Vargas Morena, a worker at the community museum and a fan of paleontology, found part of what was later identified as a fragment of a mammoth skull. The worker notified experts at the Paleontology Museum of the National Institute of Anthropology and History (INAH). When they arrived they realized there were also fossils of an ancestor of the horse and of a glyptodon, a mammal related to the armadillo, archeologist Eduardo Ladron de Guevara told EFE this Tuesday. The fossils come from the great diversity of fauna that lived in the region between 13,000 and 30,000 years ago, and were discovered when rainstorms eroded the surface of the land and left them out in the open. "During the first visit we saw only part of a mammoth's cranium, and when we returned to do the paleontological rescue, more fossils started to appear. The hill is a deposit of scattered bones and as we walked along the surface we found bones of the glyptodon, the ancestral horse and more mammoth bones," the researcher from the INAH center in Jalisco said. During the days they were working on the land, the experts realized that finds like this are common in the area, since it was once a region of lakes and lagoons that attracted animals whose bones today are buried here. "Jalisco is rich in fossils, and people here naturally preserve these bones, which does not constitute a crime at all," but it's not good for their conservation, the specialist warned. Ladron de Guevara added that, according to Mexican law, anyone can be the custodian of archaeological heritage items that they find in their home, garden, or any part of their property, with previous authorization by the INAH. Despite that option, "it is not recommended" since the remains tend to deteriorate and suffer damage unless the right conservation strategies are applied. "A bone is preserved because it remains in stable condition for thousands of years, but when it is removed and exposed to another environment, its degeneration will only accelerate. "Se preserva un hueso porque permanece en condiciones estables durante miles de años, pero cuando se extrae y se expone a otro entorno, su degeneración solo se acelerará. Además, si lo tiene en su casa es un poco egoísta porque el resto de la comunidad no puede tener acceso a esa parte del patrimonio ", dijo. Una vez que se recuperaron los huesos del mamut y los otros animales, fueron llevados al Museo de Paleontología en Guadalajara, capital del estado de Jalisco. Allí están experimentando un proceso de restauración y conservación para que luego puedan ser estudiados y exhibidos al público, Ricardo Alonso, jefe de investigación del museo, le dijo a EFE.

ENVER - The STRIDE Community Health Center ('STRIDE Community Health Center') has joined the “Let's Talk, Colorado” campaign, a coalition of more than 20 health organizations, and this year the emphasis is in facing some of the unique challenges that men face about their mental health. Dr. Erin Baurle, a psychologist at the “STRIDE” Center, says that men do not seek care as much as women, although the figures show that they suffer from depression, anxiety and other obstacles to their well-being, as well as the rest. “The lack of mental health treatments overcomes any other health problems we have; people resist seeking attention and do not receive what they need to face problems and concerns that are very real.” Baurle mentions that in STRIDE mental health is seen as part of general health and well-being, and certified mental health professionals face solidarity with medical providers during a patient's medical visit. Six million men in the United States admit that they experience depression, and men are almost four times more likely to die from suicide than women, according to the Centers for Disease Control and Prevention. Of the nearly one thousand two hundred Coloradans who died by suicide in 2017, almost 900 were men. Baurle says that it is common for men to avoid being embarrassed to talk about their feelings directly or in formal settings, so resorting to a shoulder-to-shoulder approach can be helpful in bringing problems to light. He adds that a good idea is to casually tell the men in your environment - while you are driving, you are outdoors - that when they are ready you will be willing to speak and present to support them. “But maybe being is not the moment you open the subject for the first time; Maybe it's another time. And when it comes to you, it is important to really focus and listen, because men may feel sorry or ignored if other things are happening.” He adds that cutting down the problems at the beginning of the cycle, when someone begins to feel very great stress, is a good time to seek
professional attention before the problem worsens. Baurle says that a good first step to having professional help is to talk to someone who provides first level care. All 21 community health centers have on-site behavioral services, or arrangements with a community partner to refer patients. When it comes to the subject of health, researchers are increasingly turning their spotlight on mushrooms. Mushrooms are so talented, researchers are looking to them in the fight against cancer. A powder made from white button mushrooms was found to reduce the levels of prostate specific antigen, or PSA, in prostate cancer patients whose PSA levels had been rising. Studies are also un-derway to determine if properties within mushrooms might offer a dietary, non-drug intervention to help prevent recurrence of hor-mone-dependent breast cancers. Ongoing research at Penn State University shows mushrooms have the highest known single source of the antioxidants ergothioneine and glu-tathione compared to other nonmushroom food. Both those antioxidants are associated with anti-aging, and when they’re present together, they work extra hard to protect the body from the physiological stress that causes visible signs of aging and they may also help prevent Parkinson’s and Alzheimer’s. Plus, studies show it takes only a few mushrooms to increase ergothioneine and glutathione levels—about five button mushrooms a day.

The Poet Laureate is an honorary post. The selected poet’s role is to elevate the awareness of Santa Clara County residents around poetry and to help celebrate the literary arts. The application deadline is September 27, 2019, 5:00 p.m. “The Santa Clara County Poet Laureate represents the county in its celebration of the literary arts, creating interest and engagement with poetry enthusiasts and a deeper appreciation for poetry in our community,” said County of Santa Clara Supervisor Mike Wasserman, Chair of the County Library District JPA Board. “We encourage poets throughout the County to apply for the 2020-21 Santa Clara County Poet Laureate post and look forward to continuing this tradition that has engaged poetry followers of diverse ages and backgrounds.” The honorary post of Santa Clara County Poet Laureate was created by the County of Santa Clara Board of Supervisors on November 18, 2008. AN JOSE – The Santa Clara County Board of Supervisors last week unanimously approved a resolution, authored by Board President Joe Simitian and Supervisor Susan Ellenburg, that calls on the Federal government to pass legislation banning the sale of assault weapons in the United States. In January of this year, Senator Dianne Feinstein introduced a bill banning assault weapons of the type used in these shootings. The Senate majority declined to put it up for a vote. “We in California live in a state with some of the most rigorous firearms laws anywhere in the nation, and we are safer because of it. But as the tragedy in Gilroy reminds us, our safety extends only as far as our state’s borders when an individual can simply travel to Nevada – or Oregon or Arizona or more than 40
“We know this is doable; we’ve done it before,” said Simitian. “Between 1994 and 2004, our nation operated under such a ban, and a recent study concluded that the prior ban reduced the probability of mass-shooting fatalities by 70%. We can and should do it again.” The six deadliest mass shootings in America in the last decade all involved the use of assault weapons. In these shootings, more than 200 people were killed and nearly 1,000 injured. And in most mass shootings across the United States history, the perpetrators acquired their weapons legally. The vote to urge a federal ban came after the Board recessed to raise the flags at the County Government center in memory of the three victims killed in the Gilroy shooting. The flags had been flown at half-staff for the prior two weeks. "After tragedy, there can and should be a time for mourning. But sorrow cannot stand in the way of action. We owe it to our fellow Americans to lend our voices and our strength to help protect them from suffering what too many communities have already endured,” said Simitian.
