obody likes to do something against their will. Persuasion is always more desirable than obligation. History confirms, with innumerable examples, that the fight against imposition has unleashed heroic acts of vindication to the value of freedom. But the reality is that the social pact, which serves as a glue to modern societies, is also full of examples in which it is valid and legitimate to limit individual freedoms, in the name of the common good.
The Food and Drug Administration (FDA) this week granted final approval of the COVID vaccine produced by Pfizer, which should reassure the roughly 30 million undecided Americans who were waiting for such scientific and administrative action to finally get vaccinated. But the FDA's decision, which at the moment only applies to people 16 or older, also paved the legal path for COVID vaccination to be required by the federal government, private sector companies, non-profit organizations, universities and many other institutions. The Pentagon, with its 1.4 million activeduty soldiers, immediately made the decision to require COVID vaccination for all soldiers. Other companies such as United Airlines, JP Morgan, Amazon, Facebook and Google have started to take steps in the same direction. Thousands more companies are expected to make a similar decision. In some cases, unvaccinated employees will need to undergo regular diagnostic testing.
La Administración de Alimentos y Medicamentos (FDA) otorgó esta semana la aprobación final de la vacuna contra el COVID producida por Pfizer, lo cual debería darle tranquilidad a alrededor de 30 millones de estadounidenses indecisos que esperaban esa acción científica y administrativa para finalmente vacunarse. Pero la decisión de la FDA, que por el momento sólo aplica a las personas de 16 años o más, también allanó el camino legal para que la vacunación contra el COVID pueda ser requerida por parte del gobierno federal, de las empresas del sector privado, de las organizaciones sin fines de lucro, de las universidades y de muchas instituciones más.
In my opinion, the requirement for vaccination against COVID is necessary if we take into account official statistics in the sense that most of the people who are hospitalized with severe cases of COVID are unvaccinated, many of them due to the contagious delta variant. Although people who are fully vaccinated have also tested positive for COVID, those cases are less likely to result in hospitalization or death.

One more example: all 50 states in the country have legislation in place that requires vaccination for their students, although there are certain exceptions for medical or religious reasons in 44 states in the country, including the District of Columbia. Although the states of the country have the right to define their own vaccination policies, many have decided to align their guidelines with the recommendations of the Centers for Disease Control and Prevention (CDC).
Seat belts do not save all lives in traffic accidents. But I have not heard any credible voice argue that, because of that fact, they should disappear from the face of the planet. COVID vaccines are not perfect, but there is strong evidence that they work and save lives. I invite you to search for the data with sources you trust.

l año escolar pasado, Madeline Waters luchó por encontrar una manera de pagar la comida mientras también estudiaba para las clases. COLLEGES RUSH TO SIGN STUDENTS UP FOR FOOD STAMPS, AS PANDEMIC RULES MAKE MORE ELIGIBLE Alejandra Salgado CalMatters

his past school year, Madeline Waters struggled to find a way to pay for food while also studying for classes. As a nutrition major at Sacramento State, she wasn’t unfamiliar with what skipping meals could mean for her academic career. So this spring she applied, yet again, for food stamps.
“So one county counts a loan as financial aid and doesn’t count it as income, so then students are eligible for the program. And then other counties were considering some loans as income, so they were rejecting our students,” said Ruben Canedo, director of strategic equity initiatives at UC Berkeley. “And that was terrible that we have such drastic inconsistency.”

“I was really hungry, and my brain cells were barely functioning,” she said. “I was trying to get food and I’d fill out the paperwork and I was trying to make sure I covered everything.” Waters had already been turned down twice for CalFresh, California’s name for the federal food assistance program. But in March, she said, her life dramatically changed for the better when her application was approved. Waters’ success stems from a federal law passed during the COVID-19 pandemic that temporarily expands food stamp eligibility for college students. In response to the law, some California community colleges and universities are stepping up their efforts to help students apply for CalFresh. The new rules will remain in effect until 30 days after the Secretary of Health and Human Services declares the COVID-19 public health emergency declaration lifted. Food insecurity can have a real impact on students’ academic performance and wellbeing, experts say. “Average GPA is lower compared to peers who have their basic needs met,” Suzanna Martinez, an assistant professor of epidemiology and biostatistics at the University of California San Francisco, said during an April webinar. “We also know that (food insecurity) impacts mental health.” Before being approved for CalFresh, Waters said, she would she visit her friends’ houses for food, which took a toll on her relationships. Getting access to food stamps, she said, gave her the time and energy to start a new job as a behavioral interventionist for autistic children. More than a third of California college students report experiencing food insecurity — meaning they don’t have reliable access to healthy food — according to the California Student Aid Commission’s 2018-2019 Student Expenses and Resources Survey. “Average GPA is lower compared to peers who have their basic needs met.” -SUZANNA MARTINEZ, ASSISTANT PROFESSOR OF EPIDEMIOLOGY AND BIOSTATISTICS AT UCSF Before the $2.3 billion federal pandemic relief bill passed in December 2020, students needed to work at least 20 hours a week to receive benefits unless they were enrolled in a federal or state work-study program or qualified under one of several specific exemptions.

Under the new law’s temporary provisions, any student who has an expected family contribution of zero on their federal financial aid report can now apply for CalFresh. Students can also apply if they are eligible for a work-study program, even if they haven’t enrolled.
Aimee Ellingson, a CSU Chico student, said she finds CalFresh useful, especially because she can use her benefits to buy groceries at her local farmers market. She first received CalFresh assistance when she was a student at Butte College, but said no one there helped her obtain it.
At California State University Long Beach, a dedicated CalFresh team was already helping students apply to the program, sharing information via social media and webinars. After the new law passed, the university ramped up its ability to deal with CalFresh applications, using CalFresh grant money to hire a full-time coordinator, two graduate students, and two undergraduate students, said director of basic needs Kenneth Kelly.
“When I was at Butte College it was never talked about,” Ellingson said. “I found myself being an advocate for people who didn’t really know about it. When I went to Chico, I found it really cool that they talked about it because I never had a school mention it before.”
When a Cal State Long Beach student logs onto the CalFresh website to apply, they can now send any questions to the university’s CalFresh team in real-time, using a chatbox on the site. Additionally, the university has summer drop-in hours to learn more about CalFresh, hosted on Zoom. “We were able to send out a letter (to), initially, 13,000 or so students that would otherwise be work-study eligible to let them know about CalFresh and that they were eligible,” said Kelly. “Out of that we had hundreds of applications.” Cal State Long Beach said they have seen enrollment rates for CalFresh go up since last year. Kelly said they had a total of 1,427 applications submitted this school year, which started October 2020 and ends September 2021, compared to fewer than 1,000 applications the previous school year. The campus’s goal is to get 1,491 students to apply by September 2021. At California State University Chico, every student who uses the food pantry learns about CalFresh eligibility, said basic needs manager Joe Picard. The university’s CalFresh outreach program is staffed by students who know the CalFresh enrollment process and can help their peers figure out what documents they need to apply and what to expect next.
Once students return to campus in mid to late August, Chico expects to use a hybrid model where students will be screened over the phone, Zoom, and in-person for CalFresh eligibility, according to Emily Foxworthy, the campus’s CalFresh food & healthy living coordinator. As schools transitioned to online learning during the pandemic, many students lost access to campus food pantries. Food insecurity among students existed before the pandemic, but the coronavirus crisis exacerbated the issue. “College students are having trouble meeting their basic needs, including food,” said Jared Call, a senior advocate at Nourish California, an organization that lobbies for affordable nutritious food at the local, regional, and state level. “High housing costs lead to students cutting food because people can’t cut their rent or medical needs. Food is always the first to get cut.” As schools transitioned to online learning during the pandemic, many students lost access to campus food pantries. Some students weren’t able to access CalFresh in the first place because they were undocumented or had Deferred Action for Childhood Arrivals status, and did not qualify. One challenge is that CalFresh benefits are administered by counties, which often take different approaches. For example, there’s

But some letters were not honored when students applied, he said. So he and his team called the Los Angeles Department of Social Services, which determines benefit eligibility for Los Angeles, and they agreed that the letters could be used to prove eligibility going forward, he said. (The department did not respond to questions from CalMatters about the issue.) On a statewide level, the California Department of Social Services recently sent a letter to all California counties, letting them know that they are no longer required to verify CalFresh eligibility unless they sense the student is providing any suspicious or fraudulent information. Some legislation at the federal level would tackle the policy gap. Democratic Massachusetts Sen. Elizabeth Warren’s College Student Hunger Act, first introduced in 2019, would make permanent the changes to eligibility established during the pandemic. “We are recommending Congress to make those changes permanent,” said Carrie Welton, director of policy at the Hope Center for College, Community, and Justice, a research center at Temple University focused on students’ basic needs. “Then we have to ensure students and people who have the ability to communicate with students are aware of the changes and can clearly communicate them. The next step is ensuring that students apply.” Waters said she’s grateful that a counselor at Sacramento State helped her through the CalFresh application process and laid out all of the paperwork. But students like her, who didn’t qualify before the pandemic, will likely not receive CalFresh benefits once the food stamp expansion expires. Even with Waters’ new job, her work hours vary each week, which could compromise her eligibility. She recalled what it was like before she received CalFresh. “I was trying to work as much as I can as a student with no food, and it’s so hard,“ she said. n a rainy Atlanta morning Cuban-American actress Natalie Martinez joined me over Zoom, (my view was a warm but dreary, fire-smoked Bay Area sky), to discuss her new film “Reminiscence”, which deals with both memories and climate change packaged within a Sci-fi noir story set in a flooded Miami, Florida.
Could you speak on the experience of working on this film and working with that excellent cast and director, Lisa Joy?

From writer/director/producer Lisa Joy (co-creator of “Westworld”), “Reminiscence” is set in the near future, where wars were fought over land as the seas rose up due to global warming, and land barons control the dry areas and exploit those wanting to live above water for profit. Ex-police detective and war veteran Nick Bannister runs a business as a “private investigator of the mind”, where he has the tech and know-how to hook people up to a machine and guide them to see their most important memories. Even more than just seeing, these customers essentially re-live their lost and faded memories, from the touch and taste of the moment to the sounds and feelings of the past, all unlocked from their own heads. Bannister has a partner in his business, Emily ‘Watts’ Sanders (Thandiwe Newton), who keep Bannister on his toes and out of trouble. But the story takes a turn when a new client arrives and changes their lives forever. Coming back to our Zoom guest, Natalie Martinez plays DA Avery Castillo, who works for the Miami PD and has a mutual relationship with Bannister’s business; they help each other when possible by attempting to solve crimes through tapping into memories for evidence. Martinez was born and raised in Miami, so it was interesting to get her perspective on how accurate this Sci-fi story weaves in the distant fictional Miami to the current cosmopolitan city. Without further delay, hear from Martinez herself on how she came up with her portrayal of Avery Castillo, why you shouldn’t live in the past, and how climate change is more real than a fictional dystopian future. How are you doing, Natalie? Good. Thank you for having me. Thank you for taking time to talk about “Reminiscence”. Are you currently in Miami? I'm actually in Atlanta. Oh I see. I was going to ask how the sea level out there in Miami was right now. It's very close to kind of [what] “Reminiscence” looks like. I mean, it looks a lot different in the movie [though]! I wanted to ask if you could talk about your character Avery and her role within the film. Yeah. So with my role on this film I play Avery Castillo, who's the DA, and she's just frustrated. She's frustrated with the criminal activity that's going on, and in the world that [Director] Lisa Joy created, you know, you have a world that's set in the near future that is Miami, where it's underwater, most of it. And if you have money and you are the barons who are majority of the land owners there, you live well, but if you're the have nots and you don't have anything, then you're struggling. And I think Avery Castillo is at a point where she wants to take this down because it's not fair that these people are so corrupt and they're pushing everybody kind of aside. And in that you have a Hugh Jackman's character, Bannister, who has this technology that allows us to go into the minds of people to find out things. And Avery is really trying to crack the code and try to find evidence to take down these criminals. And in that she always kind of hooks up Bannister because she feels for him and what he's going through and where he's at in life, and in that you kind of see where he gets addicted to this machine and connecting to the past and kind of finding something and living in it. So with Avery, you have her kind of taking down this crime syndicate and Bannister, who's helping her do that. And in that we live through Bannister kind of showing us the story of what he's after, what he's really after. Now, can you talk about what might have been your inspiration or process in bringing your character to life? Well, I think I think it's frustrating. I think with everybody in the world that we live in today, it's frustrating where the powers that be aren't doing anything to help those who don't have anything, you know, and it's very hard politically and climate wise. So I think a lot of that frustration that she had, I think a lot of us do have. So it was very easy to play because, you know, it's just really hard out
Yeah. I was in awe of working on this job every day. I think Lisa Joy is brilliant and she's a genius. The world that she creates and the way she executes her vision, I found it very impressionable, kind of watching her on set and dealing and creating and delegating everything. I find her to be a very powerful woman. And working with Hugh Jackman, was just such a pleasure. I mean, you hear rumors in Hollywood all the time of what a great person he is, and he's far more than even anything you've ever heard. He's someone who so charismatic and so empathetic and just overall a nice person. And I think as well as Thandiwe Newton, she was amazing to just watch work. I mean, these are all characters, and these are all people who I look up to. I've watched all my life, and I really respect their work. As someone born and raised in Miami, what was it like working within this fictional realm of the city? And how does it compare? I mean look, obviously we're not underwater, but I think it's something that is not farfetched. You know, we are below sea level over there and climate is changing. And whether people want to accept that or not, I don't think it's far from the truth. I think she created this world that kind of gives you a little insight of what things maybe at some point or where I can get to. As what Miami is like, I mean, it doesn't look like that but I made a comment earlier - when it's raining and we do have flooding my car has been flooded, my house has been flooded. When we have Hurricanes, there are definitely areas of Mami that get extremely flooded. So that's why it's not too far from the truth. The film deals with themes of memory and loss and things of that nature. I was wondering what your interpretation was of those themes overall after working on this film? I think it's one of those things where you have to be careful, because the more you focus on the past, the more you stay stuck on the past. And I think that's one of the things you see in the film where you can't lose track. You know, we've all been through things. We all miss people, places, things. You know, memories that we wish we can have a second shot at or we wish we could just be there again. But I think it's important to just take those and move forward with the knowledge that those times gave you, those people gave you. And I think it's important to stay focused and just kind of keep moving forward, because if you stay in the past, you know, you're going to miss what's in front of you. Very true. Now, overall, what was your big takeaway from working on this film and this experience? And what do you hope that audiences walk away with when they see this film? I think I just think it's a really beautiful script, and it was shot very beautifully. So I hope people walk away with this, taking away that underlying message of, you know, what would you do to reconnect with someone? How far would you go to keep someone's memory alive with you? And I think it's important to think about what really matters at hand, what's really important right now as opposed to what happened and reliving that and moving forward. I think this movie can have many different messages for many different people. I think it's just all the way you interpret it. And I think that's one of the most beautiful things about Lisa's writing and the world she creates that it's up to interpretation. And there's so much you can take from it. So I really hope that people go into this film open minded and watch it and just really embrace the storytelling of it. Thank you. And my last question. Thanks so much, Natalie. Again, what upcoming project can people see you in next? Yeah, I have a show coming out in September on NBC and then Peacock called "Ordinary Joe". And it is a show that is about the question, “what if?” We always ask ourselves, “what if?” What if I didn't become an actress? What if I would have never moved to LA and I would have moved to New York, what would my life have been like? And this show explores those ideas, and it shows you what life would be like if you base your choices on passion, love, or loyalty. Cuando hay huracanes, definitivamente hay áreas en Miami que se inundan extremadamente. Por lo tanto, no está tan lejos de la verdad. La película trata temas como la memoria y la pérdida y cosas así. Me estaba preguntando ¿Cuál fue tu interpretación de esos temas en general después de trabajar en esta película? Creo que es una de esas cosas donde tienes que tener cuidado, porque cuanto más te concentras en el pasado, más te quedas atrapado en él. Y creo que es una de las cosas que ves en la película donde no te puedes perder. Ya sabes, todos hemos pasado por cosas. Todos extrañamos a personas, lugares y cosas. Ya sabes, recuerdos donde deseamos tener una segunda oportunidad o deseamos poder estar ahí de nuevo. Pero creo que es importante simplemente tomarlos y seguir adelante sabiendo que esos tiempos te dieron, esa gente te dio. Y creo que es importante mantenerse concentrado e intentar seguir avanzando, porque si te quedas en el pasado, ya sabes, te vas a perder de lo que está en frente a ti. Muy cierto. Ahora, en general, ¿cuál fue tu gran moraleja de trabajar en esta película y de esta experiencia? ¿Y qué esperas que el público se lleve cuando vea esta película? Yo creo, de verdad creo que es un guion muy bonito y fue filmado de una manera muy bonita. Así que espero que la gente se lleve esto, que se lleven ese mensaje subyacente, ya sabes, ¿qué harías tú para volver a conectarte con alguien, qué tan lejos irías para mantener vivo el recuerdo de alguien? Y creo que es importante pensar sobre qué es lo que realmente importa en este momento, qué es realmente importante ahora contrariamente a lo que pasó y revivirlo y seguir adelante. ACRAMENTO, Calif - More than 10,000 people have called the California Parent and Youth Helpline during the pandemic so far - but the funding is set to run out in December. The helpline operates from 8 a.m. to 8 p.m. seven days a week - so people can speak to a trained counselor about things such as parental anxiety, kids' mental-health struggles, and conflict between parents over the best way to help their kids. Arizona State University Assistant Professor of Sociology Elizabeth Harris analyzed all calls more than ten minutes in length and found that the helpline is an important release valve. "When people are at a point of acute frustration with their children, they can't wait weeks until they get in to see a therapist," said Harris. "They need to be able to pick up the phone and get help right now. And that's what a helpline does." The helpline number is 855-4-A-PARENT (855-427-2736) and the live chat and support groups are at caparentyouthhelpline. org. The service started at the beginning of the pandemic and will shut down at the end of the year unless the State of California extends its funding. Lisa Pion-Berlin, PhD and president of Parents Anonymous, said counselors reassure parents that they can build their resilience and help their children.

t a time when eighteen states have enacted 30 laws that will make it harder for Americans to vote, California’s voter bill of rights expands voting access in order to increase voter participation. As the ballots for the recall of Governor Newsom arrive at mailboxes across the state, California Attorney General Rob Bonta and Secretary of State Dr. Shirley Weber reminded all Californians to get out and vote at a virtual news briefing on Aug. 16. “We want to make sure every Californian votes because this is an important decision like every decision we make in an election,” said Weber. She remarked on the irony of being the daughter of sharecroppers who were denied voting rights and holding the position today of ensuring free, fair and accessible elections across California. Bonta urged all Californians to review the voting protections that the state has in place, “to know your rights and make a plan today for casting your ballot.” California’s voter bill of rights, an adaptation of the California Voting Rights Act of 2001, was modified in the last six years to use simpler language in order to ensure that voters found it easy to read and understand. These rights are on the Secretary of State’s website and can also be found in the Voter Information Guide sent to every voting household as well as posted at polling sites on election day, in this case September 14, 2021. There are ten rights granted to each voter or potential voter in California. The right to vote if you are a registered voter. If you are a U.S. citizen, above the age of 18, residing in California, and registered to vote, then you have the right to cast your ballot. The exceptions are those who are convicted of a felony and currently in state or federal prison, or found mentally incompetent to vote by a court.

ndrew McDowell, who owns a cafe in downtown Los Angeles, says the recall election of Gov. Gavin Newsom is a waste of time and money.
But not everyone received grants — or it wasn’t enough to keep them in business. In California, nearly 40,000 small businesses had closed by September 2020, according to Yelp data analyzed by the New York Times.
It’s not that he’s a big fan of Newsom. It’s that Newsom is up for reelection next year, so why spend the time and money now? McDowell says the $276 million to hold the Sept. 14 election should be spent instead on grants for small businesses that are struggling. “If we were running California as a business, we would not be wasting these kinds of funds on these things that truly are not going to impact the bottom line long term.” Even though his business suffered during the COVID-19 shutdowns, McDowell also cuts Newsom some slack on dealing with an unprecedented crisis. “We didn’t bring on a governor to bring us through a pandemic, but to run our normal dayto-day. Then they’re put into this furnace and we say, ‘Hey, you really didn’t do a good job,’” McDowell said. “I think really our view on our governor’s performance should be, what has he tried, what has he learned? Is he getting better? And not hold people 100% to mistakes — even stupid publicity mistakes.” Recall proponents and the Republicans who want to become the next governor aren’t nearly

as forgiving. Some criticize Newsom’s pandemic safety measures as overly restrictive and devastating to small businesses. Others call him a hypocrite by citing the infamous French Laundry dinner that he attended mask-less during a statewide indoor dining ban and by repeating false claims that the winery he founded stayed open. For some business owners, the pain during the pandemic adds to longstanding frustrations over the cost of living in California, which could motivate them to vote to recall Newsom.
The main advocacy group for small businesses, however, is not taking a position on the recall given its members differing views. For his part, Newsom — who styles himself an entrepreneur — has taken some action to help small business owners, including tax breaks for business owners who received federal relief loans. Using a huge state budget surplus and a gusher of federal aid, the governor also pushed the largest economic stimulus ever, which included $2 billion in grants to 180,939 small businesses and nonprofits, according to California’s Office of the Small Business Advocate. Blaming Newsom, offering ideas For proponents of the recall election, the shutdowns and Newsom’s support of a law that forced employers to offer benefits to gig workers were among reasons to remove him from office. The Republican candidates are courting small business owners, primarily by bashing the governor’s approach to managing the coronavirus, but also by offering some proposals of their own. Larry Elder, a radio host and former small business owner, has emphasized the impact of crime on small businesses and has been outspoken about his opposition to a minimum wage.
The state grants helped, but so did her “overplanning” — six months ahead at some points. Before the pandemic, Knight also launched a clinical skincare line, enabling her to package at-home facial kits for her clients once COVID-19 hit.
Federal assistance was a big help last year, added McDowell, the L.A. cafe owner, but this year, there has been less aid available. That means small business owners like him are still struggling.
John Cox, also a former small business owner, has pledged tax cuts to make California more business-friendly, while Kevin Kiley, an Assemblymember from Rocklin, says he would use executive powers to roll back burdensome regulations like those on gig workers. Kiley and Caitlyn Jenner have spoken out against a state law that allows employees to sue and recover civil penalties for labor code violations.
Despite staying afloat, Knight said she is undecided how she will vote on the recall. She said she needs to research the candidates more, and wants to see how the next phase of the pandemic goes. “I definitely think that we need new leadership, but I don’t know if right now is the time,” she said. “And I only say that because right now California is in the purple (COVID tier) and we do foresee a possible shutdown again. So transitioning leadership right now — sometimes it gets worse.”
Meanwhile, Democrat Kevin Paffrath, a real estate agent and host of a YouTube show on finance, has a platform of streamlined permitting for businesses.
Knight said she wants new leadership because of the way the pandemic was handled, including shutting down businesses that state leaders deemed non-essential.
The policy positions held by Elder and Kiley, in particular, appeal to some small business owners. They include Baret Lepejian, whose Burbank restaurant was fenced up by the city for a violation of public health orders — an allegation he denies.
“I do corrective skincare, so acne, so even in a pandemic, those clients are still dealing with an issue,” she said. “I think that what they considered wasn’t as important — was important to a lot of people, and we weren’t recognized.”
“Everyone has the sense that everything was fine again and back to normal,” he said. “And that just was never the case.” Cecilia Vazquez, 54, who had to close her jewelry store in the University Heights area of San Diego County for four months. But like McDowell, she doesn’t place the blame squarely on Newsom. “I don’t think anybody was ready. Nobody really knew what to do,” said Vazquez, whose shop was recently visited by Jenner. “We were all trying to do our best.” Crisis on top of crisis Thousands of small business owners across California are still trying to survive a pandemic now in its fourth surge. Even with the reopening, some restaurants and other service establishments are having trouble hiring workers — or are having to pay more and offer perks.

Among them: finding qualified employees, meeting payroll and readying for a “huge spike” in their unemployment insurance taxes. “The one thing that we have a duty to provide small business owners during difficult times — during any time — is predictability and certainty,” Kabateck said in an interview Wednesday. “Certainly the pandemic, the wildfire, the drought — all of these things, whether they are natural or man-made — are creating fear and uncertainty in your average small employer. We’re choosing to concentrate our time and resources on helping these mom-and-pops through these difficult times.”

"In the last two years or so, there's been an increasingly frequent refrain of right-wing militant groups - whether it's the Oath Keepers, or Three Percenters, Proud Boys - who are taking to demonstrations and using guns to intimidate," Wagner said, "and we think that intimidation is really dangerous to our democracy." Many protesters who bring guns to rallies have said it's their constitutional right, and that bringing firearms to public spaces can make people safer. However, the study found demonstrations involving at least one armed individual tend to be violent or destructive nearly 16% of the time. Wagner explained that the majority of demonstrations that encourage guns have been driven by reactions to left-wing activism, and by far-right mobilization. on el regreso a clases presenciales en el otoño, uno de los grandes temas de la conversación nacional sobre la pandemia y las vacunas contra el COVID, está centrándose en la posibilidad de qué las vacunas se conviertan en un requisito obligatorio para poder enviar a nuestros hijos a los salones de clase. Más de 500 universidades y otros centros de estudios de educación superior ya dieron el primer paso. Sus alumnos, la mayoría adultos mayores de 18 años, tendrán que mostrar una prueba de su vacunación plena contra COVID si desean cursar clases presenciales. En casa, mi hijo estudiante universitario se vacunó contra el COVID-19 tan pronto como recibió la notificación del requerimiento y está listo para abandonar los confines de su recámara cuando reanuden las clases presenciales en las próximas semanas. Pero no todos han reaccionado de la misma manera. Muchos estudiantes no sólo se oponen, sino están llevando su argumento a los tribunales. Hasta el momento, ningún juez ha avalado las quejas de los estudiantes opuestos a la vacunación. Lo cual no dejan de ser buenas noticias toda vez que apenas uno de cada tres jóvenes de entre 18 y 24 años han recibido una de las dosis de alguna de las tres vacunadas autorizadas en Estados Unidos contra el COVID.
Pero la principal diferencia entre las vacunas que ya son obligatorias y las vacunas contra el COVID, es que éstas últimas no han sido aprobadas por la FDA, sino que empezaron a aplicarse a la población a través de una “autorización de emergencia”.

Pero hacer extensivo un posible requerimiento a las escuelas secundarias y preparatorias es más complicado de lo que parece. En primer lugar, la Constitución otorga a los estados el poder de regular la salud pública. Aunque en la mayoría de los estados del país la vacunación general es obligatoria para la educación K-12, la selección de vacunas varía de estado a estado. Algunos estados del país tienen además excepciones para ciertos segmentos de la población que pueden acudir a clases
Conversé sobre el tema con el doctor Carlos del Río, de la Universidad de Emory, uno de los expertos que ayudó en el desarrollo de las vacunas contra el COVID. Aunque reconoce que el concepto de un mandato obligatorio siempre genera controversia, cree que eventualmente las vacunas ingresarán a la lista de vacunas obligatorias. “Mientras que las vacunas no tengan una autorización final de la FDA creo difícil que vaya a haber un mandato. Una vez que la FDA haya aprobado las vacunas si va a haber mandato. Para empezar la escuela en agosto no creo que vaya a haber mandato. Para el año que entra creo que sí va a haber mandato”. Bajo cualquier criterio, la vacunación es una de las grandes historias de éxito de la humanidad. Gracias a ellas erradicamos la viruela y casi eliminamos el virus del polio. Fren-
