Since before the pandemic, the connectivity gap affected the ability of students to complete their homework and educational assignments on a daily basis. In the wake of the new normal of the COVID-19 era, the immediate prospect is a widening of that gap, as much of the educational content will be delivered remotely. A study by the Pew Research Center shows that 15% of American households with school-age children lack high-speed Internet connectivity at home, according to 2018 data. The problem is most acute among school-age children from low-income households. This is because about 35% of those households with children between 6 and 17 years old, with an annual income below $ 30,000 a year, do not have high-speed Internet connectivity at home, compared to only 6 % of households with incomes greater than $ 75,000 per year. Worse still, according to the same study, 25% of households with incomes below $ 30,000 a year even lack access to a computer at home, compared with just 4% of those households with incomes above $75,000.

In the same way that the Coronavirus has caused the greatest havoc among the Latino and AfricanAmerican communities - largely because they represent the largest proportion of essential workers who risk their lives every day - the connectivity gap threatens to widen inequality for the most vulnerable segments of the country.

USTIN, Texas -- Student parents have some major considerations as the new school year begins.

Marisa Phillips, executive director of Buckner Children and Family Services in Lufkin, said there are support gaps that institutions aren't filling, or even aware of.

From closed childcare centers, to nationwide computer shortages and limited broadband access in some areas, the pandemic has exacerbated the challenges.

"It is rare at this point that schools even track or know exactly how many of their students are parenting students," Phillips said.

Cristina Guajardo is a resident at the Jeremiah Program in Austin, which provides lower-income single moms with safe and affordable housing and childcare.

Phillips added more campuses are bringing on designated staff to help support student parents with their financial and childcare plans, textbook loans, and other needs. But it's a work in progress.

With her two-year-old son's daycare closed, she's a full-time parent taking online classes at Texas State University, and her senior year just started.

Childcare centers on college campuses have been gradually closing over the last decade.

"I'm not fully present with my classes, I'm not fully present for him," Guajardo said. "And it's just a matter of trying to juggle it all. And at the end of the day, I'm exhausted."

With so many families together at home, Guajardo noted more people now understand the challenges of working and watching the kids simultaneously.

Scientists from Indiana University compared dust samples collected from residential homes in June 2020 with previous samples collected in 2018 and 2019. Report co-author Amina Salamova, associate research scientist for the O'Neill School of Public and Environmental Affairs at Indiana University-Bloomington, said a class of chemicals called "QACs" that are used as disinfectants were found in much higher concentrations in the samples collected after the outbreak.

Hispanic consumers are shoppers who plan and focus their meals on high-quality meats. And as they plan their meals, they are increasingly turning to recipes that save time. One of the most purchased meats for Hispanic consumers is beef. In a recent survey, 9 out of 10 Hispanic consumers reported purchasing beef regularly, and 44% reported purchasing a wide range of non-traditional cuts of beef regularly.

Rumba Meats has introduced a variety of fresh meat products and recipes that help save time while containing all the traditional flavors that Hispanic families love. This particular recipe allows Hispanic consumers to cook traditional meals while away from work or running errands. The suits challenge the Federal Communication Commission's radiation guidelines, the radio-frequency or 'RF' levels from cell phones, and safety notices required by the City of Berkeley. Courtney Kelley, a young mother who has beaten back breast cancer twice, said she used to keep her phone tucked into her bra - but not anymore. "I use headphones when I talk, or speaker phone," said Kelley. "I don't sleep with my cell phone near me. I never put my cell phone in a pocket or in my bra. I'm even uncomfortable with it in my purse next to my body, I try to keep it far away." The cellular industry insists its products are safe, although a 2018 study by the National Toxicology Program concluded cell-phone radiation causes brain tumors in rats. Orange County surgeon Dr. John West, who wrote a book on breast cancer called "Prevent, Survive, Thrive," said he's seen multiple patients -- with no family history or genetic predisposition -- develop tumors near where they usually kept their phone. 55-year-old Cally Pivano had a fastgrowing, softball-sized tumor removed from her left leg. Now, it has metastasized to her lungs, back, right leg and her heart. A doctor told her it might have been caused by exposure to radiation. "And then I had an epiphany," said Pivano. "My laptop! I put that on my left leg, almost every day, for hours. And then, when I searched for the owner's manual for my laptop, there it was in black and white: 'Must be kept a minimum of eight inches away from your body.'"

And 49-year-old Paul Griffiths, a father of two from San Jose, is fighting a brain tumor above the ear where he said he used to squeeze his phone while taking notes on work calls. "First thing I thought of is, 'I bet you this thing is right above my ear on my right side,' where I always feared," said Griffiths. "And lo and behold, that's exactly where it was."

HOW TO HEAL EMOTIONAL WOUNDS AFTER DISASTER Jamie Smith Hopkins California Health Report

ed; two more times she had close calls. It took years, but showing up at city council meetings, organizing with other residents and not letting elected officials ignore the problem got results. It was also a powerful coping mechanism.

We heard from more than 200 disaster survivors and people helping them. Here’s what we learned.

“We met all these awesome people we wouldn’t have met,” said Sullivan, who linked up with Higher Ground, a national flood-survivor group. “And we can sleep now — mostly — when it rains.”

Disasters are stressful. Our warming world keeps adding fuel to the fires — and floods and hurricanes, among other calamities. What can be done about the trauma that follows? The Center for Public Integrity, Columbia Journalism Investigations and our partners in newsrooms around the country, including the California Health Report, have been reporting on this for months. We’ve learned a lot by asking experts: people who’ve lived through disasters and the professionals who study this or provide hands-on help. More than 230 shared their experiences in our detailed survey (available here bit.ly/3gwn1Ww), and we interviewed dozens of additional people. Some takeaways: Be aware. It might seem simplistic, but you’re one step ahead if you know that surviving a disaster and dealing with the long aftermath can be hard on mental health. Keep an eye out for symptoms, not just obvious ones like constant worrying or feeling short-tempered, but also trouble sleeping (or oversleeping), overeating (or lack of appetite) and heavy drinking. Remember that kids can feel the impact, too, and that might show up as acting out or trouble in school. You might notice effects right away. Or they might take a while to surface. Either way, it’s normal — and it can linger. Hilton Kelley, whose community of Port Arthur, Texas, was heavily affected by 2017’s Hurricane Harvey, sums it up: “It will be years before we get out of this.” Seek support. Most people who took our survey didn’t get mental-health services after their disaster experience. Some couldn’t afford therapy or other assistance. Some thought they didn’t need it, though the emotional challenges a portion of them reported made us wonder if support could have made the hard times more bearable. Some free avenues to try: • The Crisis Counseling Assistance and Training Program. States with a qualifying major disaster can tap a federal grant to offer emotional support to residents, usually available for up to a year. You can talk to a counselor by phone or potentially a video-conferencing platform (and pre-COVID, you could meet in person). Counselors won’t keep case files on you, and you can access the help multiple times while the program is running. Counselors will try to connect you with local mental-health services if you want more assistance and might also refer you to other sorts of help, such as disaster aid. Most states are running this program amid the pandemic, but you can call the Federal Emergency Management Agency (800-621-FEMA) to find out how to access it. • The federal Disaster Distress Helpline. It’s available round the clock for calls (800-9855990) and texts (instructions at samhsa.gov/ find-help/disaster-distress-helpline) in English and Spanish. Counselors offer coping advice and can make referrals to other services. • General mental-health helplines. Those include ones run by the National Alliance on Mental Illness and local affiliates, the Crisis Text Line and the Substance Abuse and Mental Health Services Administration. • Your community. Family, friends, your pastor or other religious leaders, your child’s school counselor, neighbors, co-workers — support can come from a variety of places. Other disaster survivors, for instance: They know what

forts included cooking gumbo for people in the community.

Our investigation found that many survivors never hear about or receive help from the federal crisis counseling program, the country’s main response to the mental-health consequences of disasters. As extreme weather worsens, that puts more pressure on other forms of assistance.

Solemi Hernandez, a Florida resident whose employer shuttered after Hurricane Irma in 2017 and who searched for weeks for a new job, saw personal benefits from volunteer work. “Losing myself in service to others … is a way I became stable and not as depressed,” she said.

“We don’t have enough mental-health providers in all of the country to manage huge, largescale disasters — nor will people use them,” said Dr. Joshua C. Morganstein, assistant director of the Center for the Study of Traumatic Stress at the Uniformed Services University of the Health Sciences. “That is why communities and organizations become so important.”

Take action. Identifying a problem that caused or worsened the disaster’s impacts — and then pressing for fixes — is a key way some survivors bolstered their wellbeing.

Offer help. Some disaster survivors found solace as they assisted others, one way to get some control back in a situation primed to make people feel powerless. “It helped me to keep my sanity,” said Kelley, a restauranteur whose family’s post-disaster ef-

“We ought to have a disaster response strategic plan designed to prioritize the ZIP codes that we know are going to end up suffering the most and are going to have the most difficulty in recuperating,” he said. Prepare for next time. Almost all the survivors we surveyed were concerned more disasters will hit their community. We heard from a lot of people in regions struck by multiple wildfires, floods, or hurricanes in the last decade, and some cope with that anxiety by getting prepared. Kelley built a berm around his house to reduce flood risks. R.L. Miller, whose California community in Ventura County was burned by the Woolsey Fire in 2018, is diligent about clearing brush on her property. Others are thinking of leaving — or they’ve already left. A handful of survey respondents said they moved out of their community at least in part to try to avoid another big hurricane, flood, or fire.

“We have to prepare for more dramatic changes,” he said. “Many places that may be habitable right now may become uninhabitable. … We’re just at the beginning of the most serious consequences of unabated climate change.”

As disasters hit with more frequency, communities also face questions about how to organize help in the aftermath. Areas with fewer resources need more support to recover. But too often, studies show, they get less of it instead. Dr. Octavio N. Martinez Jr., executive director of the Hogg Foundation for Mental Health in Texas, wants to see that change.

Whether to stay or go is a fraught decision. It’s one that more and more Americans will be forced to confront as climate change worsens — further increasing inequality. Dr. Irwin Redlener with Columbia University’s National Center for Disaster Preparedness urges communities to get ahead of this.

Wanda Harris is president of Miami Area Local 172 of the American Postal Workers Union. She said she is heartbroken as they are flooded with complaints from customers. She said she tries to explain that the changes are beyond their control, but it doesn't stop the cries from veterans and small-business owners who are left in limbo. "The elderly can't even get their checks on time. They are on a fixed income. They are so used to the first and the third and the fifth, now they got to wait on their checks. That's enough to make them feel as though their life is over," Harris said. "That is not fair." Postmaster General Louis DeJoy announced he would reverse the reduction of staff and post office hours, along with removing postal boxes, until after November's election. On Saturday, the U.S. House passed The Delivering for America Act, which provides $25 billion in additional funding for the agency and bans the recent changes DeJoy implemented. The bill now moves to the Republican-led Senate. Al Friedman, president of the Florida State Association of Letter Carriers, said for too long the nation's most trusted agency has been overlooked while suffering the same problems as businesses and corporations impacted by issues such as the pandemic. "Why did we give a stimulus package to American Airlines, Delta, United, Southwest? Because of lost revenue and trying to keep their employees employed, correct? And how different is that than the postal service? We're losing about $3 million to $4 million a day because of all the forced overtime," Friedman said. Senate Majority Leader Mitch McConnell told reporters the Senate is unlikely to pass a bill that only addresses the Postal Service. Instead, Senate Republicans plan to introduce a "skinny" coronavirus stimulus package that could include $10 billion allocated for the USPS, and $300 in weekly unemployment benefits. Union workers say that's not enough for a long-term solution and restoring order to an agency once known for being reliable.

This puts up to 100 million direct jobs in tourism at risk. Tourism spending could decrease between 910 billion and 1.2 trillion dollars, which would plummet the GDP between 1.5% and 2.8%. Small businesses, which support 80 per cent of world tourism, are particularly vulnerable. Women and the young population, between the ages of 15 and 24, are the groups with the highest representation in the sector, with 54% and 21%, respectively, and therefore most at risk. Tourism is also a key pillar for the conservation of natural and cultural heritage and the sudden drop in income has led to an increase in poaching and the destruction of habitats in and around protected areas. Seven per cent of world tourism is related to wildlife, a segment that grows by three per cent annually. In many African destinations, wildlife accounts for up to 80 per cent of visits, and in some small island developing countries, tourism revenues also fund marine conservation efforts. 90 per cent of countries have closed world heritage sites, with socio-economic consequences for communities that depend on tourism, and 90 per cent of museums (85,000) closed during the crisis and it is estimated that 13 per cent of those

t’s certainly true that moving more of our infrastructure, let alone work and live space, underground would relieve some of the pressure that our conventional above-ground development and habitation puts on the environment. While building below the surface presents its own set of challenges, underground spaces are less susceptible to external influences and their overall impact (including carbon emissions) tends to be less than the equivalent amount of space above ground. Indeed, given the environmental problems we’re experiencing, moving more below the surface does indeed have the potential to make things safer, healthier and more sustainable for all of us. In and of themselves, underground buildings have a built-in advantage in regard to energy usage for heating/cooling, given their typically more constant temperature, humidity, heat insulation, shading and airtightness. Furthermore, underground buildings are much less affected by wind, rain, frost, snow, sun radiation or other external conditions. At the same time, the temperature fluctuation range of underground space is small, especially as compared to the “hot-and-cold load” in aboveground buildings. In short, underground buildings use only a fraction of the energy required by conventional buildings to keep the interior environment comfortable, with most of the energy consumption concentrated instead on less power-intensive lighting and ventilation systems. Beyond being better for the planet in some ways as compared to above-ground buildings, just having some underground buildings in the mix—even below regular cities—could yield vast benefits. “Underground solutions can solve or help improve multiple of the problems that urban developments face: traffic congestion; environmental problems; lack of (green) space; need for protection against disasters; lack of infrastructure for food, energy, water and sanitation,” reports Dutch researcher Wout Broere.

“Placement of infrastructure and other facilities underground presents an opportunity for realizing new functions in urban areas without destroying heritages or negatively impacting the surface environment, and at the same time brings opportunities for long-term improvements in the environmental impact of cities and more efficient use of space and resources,” adds Broere. Many cities around the world—from Helsinki to Moscow to Montreal to Beijing—are developing underground space to alleviate population and environmental pressures. Helsinki, for instance, has adopted a strategic ‘Underground City Plan’ which calls for the construction of some 200 more underground buildings there to accompany the city’s existing subterranean swimming complex, shopping area, and hockey rink. Meanwhile, Russian developers are converting a defunct 550-meter-deep mine shaft in Eastern Siberia into an eco-friendly underground city under a huge glass dome. The ambitious project—replete with vertical farms, forests and recreation areas in addition to climate controlled underground offices and housing—promises to eventually accommodate 100,000 residents. While many of us shudder at the thought of living a subterranean lifestyle, at least making the option available to those who choose it willingly could be a big win for the environment.
