DespiteCalifornia’s progress against COVID-19, we’re not out of the woods yet – too many folks in our communities remain unvaccinated, putting themselves and others who can’t get the vaccine at risk. Now, we’re facing the more contagious Delta variant. It’s more important than ever to get vaccinated – it’s how we end this pandemic.
These safe and highly effective vaccines provide excellent protection from severe illness, hospitalization and death, including from the Delta and other known variants. With 80 percent of eligible Californians having received at least one dose, our work continues to close the gap of those who remain unvaccinated.
We are seeing hundreds of unvaccinated people being admitted to ICUs, and unfortunately, some may never leave those hospitals. The vast majority of COVID-19 cases in California have occurred in unvaccinated people. As case rates, hospitalization rates and death rates increase, our efforts to reach the most impacted
communities will continue.
This situation is very real. California is at a critical point with the Delta variant. It is extremely contagious – over 60 percent more transmissible than the original COVID-19 strain – and has become the dominant strain circulating in the state. The risk for exposure and infection from COVID-19 and its variants will remain until more people get vaccinated. We need to follow the science and finish the job to end this pandemic now.
Unfortunately, many of our most vulnerable communities where we are seeing low vaccination rates are targets of disinformation campaigns, which continue to put lives at risk, including our youngest children who are not yet eligible to receive the COVID-19 vaccine. Working with ethnic media, faith-based and community-based organizations, and many unique partners who are trusted messengers has been crucial to dispelling some of the most prevalent myths out there. It’s time to fully embrace the facts that prove vaccines work, are safe, and are free – regardless of immigration status.
There is some good news. As we work with communities to share information on vaccine safety and efficacy, an increasing number of Californians are choosing to get vaccinated. We’re continuing to work closely with employers to make the free vaccines more accessible to their employees, opening pop-up clinics at workplaces and providing information on COVID-19 Supplemental Paid Sick Leave, which may be used for a vaccine appointment or if someone cannot work or telework due to vaccine-related side effects. We cannot and will not let up. Our vaccine outreach will continue as our priority remains to make our communities safer, grow our economy and ensure our kids can thrive. Our work to increase vaccination rates in communities hit hardest by COVID-19 is matched by our commitment to help Californians make ends meet and provide for their families. By going to covid19.ca.gov or calling the COVID-19 hotline, 833-422-4255, you can find information in-language about programs like rent relief and eviction protection. In addition, the Golden State Stimulus can put money in the pockets of families making $75,000 or less. These resources are in place for all Californians who need them, regardless of immigration status, and together vaccines can help keep our communities safe and healthy.
Every Californian needs to know how critical it is that they get vaccinated – for their health, the health of their family, and the health of California as a whole. We are counting on those not yet vaccinated to make the right decision. And soon. Together, we can end this pandemic.

Es un hecho comprobado que en las últimas semanas los niveles de vacunación contra el COVID-19 están aumentando en prácticamente todos los estados del país, sean rojos (republicanos) o azules (demócratas), en coincidencia con el brote de la peligrosa y contagiosa variante delta del coronavirus.
Incluso entre las comunidades de color, especialmente entre nuestra comunidad latina y la afroamericana, la brecha de vacunación parece estarse haciendo más angosta en las últimas semanas, toda vez que las tasas de vacunación más recientes muestran un ritmo de crecimiento mayor que la proporción de ambas comunidades en la población general.
Al momento de escribir esta columna, más de 193 millones de residentes de los Estados Unidos habían recibido por lo menos una dosis de las tres vacunas autorizadas contra el COVID-19. Y más de 165 millones de residentes se encuentran totalmente vacunados, con lo que se ha cumplido y rebasado ligeramente la meta presidencial de vacunar con al menos una dosis al 70% de la población mayor de 12 años, aunque con un mes de retraso.
La curva de vacunación es idéntica a una montaña: en enero podíamos ver las faldas de la montaña a la izquierda que gradualmente iban creciendo hasta formar un pico que alcanzó un número de 3,3 millones de vacunas reportadas el 13 de abril, para después descender de manera sostenida a un promedio de 699.000 dosis diarias a finales de julio.
Pero en las últimas semanas, lo que parecía una inevitable línea descendente empezó primero a estabilizarse y poco a poco ascender, conforme la variante delta comenzó a hacer estragos entre
las personas no vacunadas, duplicando el número de casos diarios y saturando los hospitales y las unidades de cuidados intensivos en muchos estados del país.
Los datos son claros: las personas no vacunadas tienen 25 veces más probabilidades de ser hospitalizadas debido al COVID, ocho veces más probabilidades de desarrollar síntomas si se contagian y tres veces más probabilidades de contagiarse en primer lugar.

Rhoden, the principal at Nevada Union High School, spent her morning Monday scrambling to find substitutes for her absent teachers.
The school, about 60 miles northeast of Sacramento, has 86 teachers. Thirteen were out on Monday.
“We have quite a few teachers out either because they’ve tested positive, they’re symptomatic, or they have their own children who are in quarantine,” she said. “At the end of the day, we just don’t have enough substitutes.”
Across California, the substitute teacher shortage is another burden in an already challenging school year. Administrators are taking desperate steps to make sure there’s an adult in the classroom when teachers are absent, resorting to using nonteaching staff who have their own critical responsibilities during the typical school day, especially during the first fully in-person school year of the pandemic.
Nevada Union High and the rest of the Nevada Joint Union High School District share a pool of substitute teachers with eight other districts in Nevada County. Last year, the pool was stretched so thin that Nevada Joint Union shut down schools due to a sub shortage. District officials are worried it’ll happen again.
“Last October, we had to go back to distance learning because I ran out of substitutes,” said Brett McFadden, superintendent of Nevada Joint Union High. “Not because we didn’t have enough protective equipment. I ran out of adults.”
McFadden said even he has had to sub for a class.
According to County Superintendent Scott Lay, the county went from having about 200 substitute teachers before the pandemic to less than 70 today. As a result, principals like Rhoden are forced to place counselors and administrators in classrooms. Even then, Rhoden fell short three substitutes on Monday.
The substitute shortage is worsened by an underlying teacher shortage. Several district officials interviewed by CalMatters said they started the school year with some classrooms being assigned a long-term substitute.
In hopes of attracting more subs, districts have increased

their pay rates, triggering similar raises at neighboring districts. But administrators say money won’t create more educators.
“You get to a point where you’re just begging and borrowing people from all over the district,” McFadden said. “I love my students dearly, but I’m not gonna leave 30 of them alone in a room.”
How bad is the sub shortage?
California has seen declining numbers of new substitute teachers every year, according to the California Commission on Teacher Credentialing, the agency that licenses fulltime and substitute teachers.
In the 2018-19 school year, the agency issued about 64,000 substitute teaching permits. In 2020-21, it issued close to 47,000.
Prospective substitute teachers need to hold a bachelor’s degree and meet the “basic skills requirement” either by providing a standardized test score or by having B’s or better in college-level reading, writing and mathematics courses.
“It’s not terrifically challenging to get a sub permit in California,” said Mary Sandy, the executive director of the Commission on Teacher Credentialing. “But the need is utterly critical.”
At San Bernardino City Unified, the number of substitutes at the district’s disposal shrank from 1,000 before the pandemic to 700.
Marcus Funchess, who oversees human resources for the district, said only about 92% of teacher absences are covered each day.
“Right now our substitute teacher shortage is a concern due to the number of teachers who might need to quarantine,” he said. “On one day we could have up to 45 jobs uncovered.”
Why is the substitute teacher force shrinking?
Aaron Estrada, a substitute in the Chula Vista Elementary School District, said many substitutes left the profession last year because the pay wasn’t worth the risk of being surrounded by unvaccinated students and staff.
“It’s difficult to try to make a living off substitute teaching,” he said. “For a lot of people, it didn’t seem worth it.”
Some school districts, especially those in rural communities, rely heavily on retired teachers to work as substitutes. But for those older educators, the risk of returning to the classroom is even greater.
“Retirees have their own fears,” said Rhoden, the principal at Nevada Union High. “They want to keep their own health at the forefront.”
Mike Teng, CEO of Swing Education, a company that helps over 200 school districts find substitute teachers, said the sub shortage is consistent with staff shortages in the service sector.
“It’s tough. Substitute teachers have left and haven’t come back,” he said. “And we’re potentially trying to compete with all the other industries for workers.”
Rosi Martinez, the president of the local teachers union at Chula Vista Elementary, said former substitute teachers are reluctant to return because they’re making more money from unemployment benefits.
“At one point we were only filling about half of teacher absences,” she said. “That’s
pretty much unheard of.”
Rising pay and lowering barriers
In an effort to entice substitute teachers back into the classroom, the administration at the Chula Vista Elementary School District held an emergency meeting in early August to increase pay for subs.
The district increased pay for short-term subs from $122 to $200 a day. For long-term substitutes, the pay went from $180 to $283 a day.
In response, the neighboring Sweetwater Union High School District increased its rate from $160 to $240 a day.
“You can say it’s a bidding war, but that’s just the market,” Teng said. “But substitute teachers still aren’t paid enough.”
“Some other states don’t require a bachelor’s degree to be a substitute teacher. It’s worth a discussion here.”

Elk Grove Unified has proposed raising its substitute pay rates, especially for current and retired teachers and counselors. These substitutes could make $350 a day, once the district’s school board approves the raises.
At San Bernardino City Unified, the district gave substitutes a 2% raise and paid $12,000 for digital billboards to advertise its substitute positions on the freeways. Funchess said the district would increase pay if this aggressive advertising campaign doesn’t attract enough substitutes.
Apart from raising pay, district leaders said the Commission
for Teacher Credentialing could take steps to remove other barriers like the $100 fee and the requirement for a bachelor’s degree.
“We could use any temporary reprieve,” Funchess said. “Some other states don’t require a bachelor’s degree to be a substitute teacher. It’s worth a discussion here.”
A sub shortage on top of a teacher shortage
The substitute shortage is just a symptom of an ongoing teacher shortage, according to district administrators. Because some districts across the state started the school year with unfilled teaching positions, some students have only had a substitute teacher in the weeks since school started.
In the 2020-21 school year, 13,558 of California’s teachers retired, 1,000 more than the previous year, according to data from the California State Teachers’ Retirement System. Mary Sandy at the Commission on Teacher Credentialing said the agency must credential about 20,000 teachers a year to keep up with the staffing needs of districts across the state. Last year, only about 14,000 teachers received their credentials.
And while this year’s state budget includes a historic amount of funding for California’s schools, no amount of money can overcome the bottom line of a personnel shortage.
“I don’t know if another pay raise would work to be honest. I just don’t think there’s enough teachers out there.”

At Nevada Joint Union High School District, Superintendent Brett McFadden said despite raising the daily rate from $100 to $150 per day, finding substitutes continues to be a challenge especially in more rural and remote parts of the county.
“I don’t have a money problem,” he said. “I have a resource problem.”
Until district and state officials find more effective ways to recruit qualified teachers, principals like Rhoden will start their days rushing to put an adult in every classroom.
“I don’t know if another pay raise would work to be honest,” Rhoden said. “I just don’t think there’s enough teachers out there.”

2. COVID-19 vaccines were developed quickly, how do I know they're safe?
Vaccines were evaluated in clinical trials with tens of thousands of participants, meeting the FDA's rigorous scientific standards for safety, efficacy and manufacturing quality needed to support emergency use authorization.
In addition, the safe and speedy roll-out of the COVID-19 vaccines is backed up by decades of research from a variety of prestigious medical and research institutions on this type of vaccine. Millions of people in the U.S. have received COVID-19 vaccines and these vaccines have undergone the most intensive safety monitoring in U.S. history, the CDC said. Experts are regularly reviewing and monitoring adverse events to assess whether there is a true safety concern.

3. Are there any long-term side effects caused by the vaccine?

Twentyyears after 9/11, some World Trade Center first responders still struggle with long-term health complications brought on by the catastrophic event. For Tom Frey, a former New York City detective, the consequences started with Hodgkin's Lymphoma - a blood cancer that can be linked back to inhaled dust from his rescue and recovery efforts at Ground Zero two decades ago. After his ninth session of chemotherapy, he developed shortness of breath and learned the treatment had led to bleomycin lung toxicity and pulmonary fibrosis (PF), a progressive, debilitating lung disease.
"I was a policeman, and the first three days down there, they didn't give us proper equipment. They gave us paper masks along the way. We worked for months and months digging through debris," said Frey. "After a while, they gave us hazmat suits, but then 2,000 feet away we would eat our lunch at a Red Cross food truck and take the top of our hazmat suits off. The wind blew white dust onto our food, and nobody thought anything of it at the time."
Now Frey struggles daily to breathe and relies on a portable oxygen device. Despite his health struggles, he works to drive awareness about PF - especially during Pulmonary Fibrosis Awareness Month, which this year coincides with the 20th anniversary of 9/11.
"You'd be very surprised how little is known about this disease. I want to help people living with PF, especially the ones who are just starting out," said Frey. "Having gone through it for so long, I feel confident I can be a resource. I don't want to see a single person struggle like I did, so I'm going to keep advocating for high-quality care so everyone impacted by this disease can live longer, healthier lives."
What is Pulmonary Fibrosis?
In simple terms, pulmonary fibrosis means scarring in the lungs, and it can be seen in many types of interstitial lung disease (ILD). Over time, PF can destroy the normal lung and make it hard for oxygen to get into the blood. More than 250,000 Americans are living with PF and ILD, and more than 50,000 new cases of PF and ILD are diagnosed annually.
Because the disease remains largely unknown, it can be difficult to diagnose. The main symptoms of PF may be hard to pinpoint because they are so common: shortness of breath, a dry, persistent cough, and fatigue. PF is more likely to occur in those that are 60 years and older with a history of smoking, or those, like Frey, who have used certain types of medications.

The Pulmonary Fibrosis Foundation (PFF) is dedicated to educating patients and the healthcare community about the disease all year long, but especially during Pulmonary Fibrosis Awareness Month.

California voters have less than two weeks to decide if Gov. Gavin Newsom should be kicked out of office and, if so, which of 46 candidates would be better suited for the job.
For those who vote in the Sept. 14 election, the process is relatively simple. The ballot has only two questions. Those questions, although both related to the recall, are independent of each other.
In the first question, you can vote for or against the recall. You could ignore the second question, which offers you a choice between 46 potential next governors, if that first question gets a majority “yes” vote.
Similarly, you can sidestep that first question of whether you want to fire Gov. Newsom, and in response to the second question simply state your preference from among the 46 candidates to replace him, again, if the vote to recall succeeds.
Voting is already under way.
On Aug. 30, California Black Media and Ethnic Media services hosted a press briefing to address any confusion over how the recall election process works.
Raphe Sonenshein, Executive Director of the Pat Brown Institute for Public Affairs at Cal State Los Angeles, provided a history of the recall process by which elected officials in California can be removed, and California Secretary of State Shirley Nash Weber, the state’s top elections official, answered questions about how this election is being conducted.
In hopes of making things as clear as she could, Sonenshein emphasized that a “no” vote for the recall would be a vote in support of Newsom, whereas a “yes” vote would be to end his time as governor.
With the recent mailing out of absentee/mail-in ballots to registered voters statewide, he said, it’s “a two-week election.”
“The real ballgame,” Sonenshein said, “is in that first question. That’s the history maker.” Voter turnout is expected to be a decisive factor in the election. This is what is known in political circles as an “off year,” in which neither Congressional, Senate nor presidential elections are on the ballot.
Typically, off-year elections attract much less interest and many fewer voters.
“This is a meat and potatoes election,” Sonenshein said. “You know what this is about? Who sent their ballot in!”
So far, he said, “early voting is coming in at very high levels,” particularly among older voters, as is generally the case.
Voters age 65 or older had already cast ballots at a 35% rate, he said, and the percentage is even higher among those age 71 and up. But “there’s a lot of work to be done,” he said. Voters age 18-34, he said, have so far been responding at a very low level.
Although ballots don’t precisely indicate the race or ethnicities of those who cast them, in estimates of voting so far, Sonenshein said, “White voters are overrepresented and Latino voters underrepresented.”

“This is such an important election,” she said. “Whatever you do,” she said, “be sure you vote for number one” (the first question, about whether or not to recall the governor), “because that really starts whether there’s going to be a recall or not.”
The state will tally up the votes for the replacement governor, she said, even if the recall vote is defeated: “We’ll count the votes, but it’s immaterial.”
The recall process was first devised in Los Angeles County in the late 1800s, Sonenshein said. It proved popular in local districts across the state, along with the initiative process to create new legislation and the referendum process to eliminate them. In 1911, California made all three processes available statewide.
In the 110 years since then, Sonenshein said, there have been 179 attempted recalls of state officials, but only 11 of them got enough petition signatures to qualify for the ballot.
One of the unique things about this “critically, urgently important” 2021 recall election, Sonenshein said, is that a court last year gave recall petition signature-gatherers an extra four months to get the recall qualified to be on the ballot, in light of COVID-19 pandemic-related difficulties in gathering signatures.
An inexplicable oddity of California’s original 1911 recall legislation, Sonenshein said, is that the election for someone to replace someone being subjected to the recall is conducted simultaneously, and “it is incredibly easy to become a candidate.”
But for elected officials facing a recall, he said, “it’s terrifying!”
To get on the ballot, a would-be governor has to pay a $3,500 filing fee, or gather 10,000 signatures from a political party. Most pay the fee.

DEVASTATING FIRES COULD DAMAGE LAKE TAHOE’S ICONIC BLUE WATERS

Smokeand ash from wildfires near Lake Tahoe — one of the deepest lakes in the world — is already clouding the lake’s famously clear water, researchers say.
While the long-term effects are unclear, ash and soot are now coating the surface of the High Sierra lake and veiling the sun, which can disrupt the lake’s ecosystem and its clarity. More debris and sediment are likely to wash into the lake from runoff and rain this fall and winter.
“It’s not going to turn the lake green or anything like that, in my opinion. But certainly the clarity of the lake, how deep you can see in the lake, could be affected for several years,” said Randy Dahlgren, emeritus professor of soils and biogeochemistry at the University of California, Davis. “It all depends on Mother Nature.”
Researchers are now trying to figure out what the residue and flames from the Caldor Fire, which crossed a granite ridge and spread into the Lake Tahoe basin on Monday, could mean for the iconic cobalt-blue lake.
“We’ve never had a fire of this extent before… This one is off the charts,” said Geoffrey Schladow, director of the University of California, Davis’ Tahoe Environmental Research Center.
The research center’s tests of the lake already show that its clarity declined in recent days, although Schladow said it may be temporary. The changes could be caused by a combination of factors: smoke preventing sunlight from penetrating the lake’s depths, ash muddying its water or more algae growing near its surface.
“Normally around this time of year, we would expect to see down maybe 65 feet. Right now we’re seeing down maybe 50 feet,” Schladow said.
Over the past half-century, the alpine lake has lost 40% of its clarity, largely due to runoff containing particles and plant-feeding nitrogen and phosphorus. In recent years, its clarity — a sign of its improving health — has begun to stabilize as state and local officials in California and Nevada took steps to protect the lake.
The degree of damage to Lake Tahoe will depend on the degree of devastation to the forest and buildings around it. It also will depend on the months ahead: Severe rain following a fire forces more sediment and nutrients into the runoff and ultimately the lake.
For fine particles, nutrients, and toxic chemicals, “most deposition occurs on the land and continues to be washed into the lake many months after the fires have been extinguished when winter returns,” a 2020 report by UC Davis’ Tahoe Environmental Research Center.
Nestled into the elbow between California and Nevada, Lake Tahoe is a hub of outdoor recreation in both summer and winter, drawing in more than $3 billion in tourism dollars yearly, according to the Tahoe Prosperity Center.
During the fires, Schladow’s team is taking measurements every few days, venturing out on the water to collect water samples and measure UV radiation, water clarity, nutrients and algae.
“The eeriest thing is that here we were at the
end of August, on Lake Tahoe. And you could not hear another boat on the lake. That’s sort of unheard of in the middle of the day at Lake Tahoe in August,” Schladow said.
Lake Tahoe and its surrounding lands and waters are home to abundant wildlife, including Lahontan cutthroat trout, which are a threatened species, as well as mountain whitefish, black bears, beavers, marmots, deer, raptors, rare flowering plants and a wingless stonefly that lives on the bottom of the deep lake and provides food for fish.
“I am not as worried about the clarity but the sensitive, endemic (only found in one location) species that are hanging on in the lake…The clarity may be able to rebound but will we lose these species that are already having a tough time?” said Sudeep Chandra, professor of biology at the University of Nevada, Reno.
Alexander Forrest, an associate professor at UC Davis, has launched an autonomous underwater vehicle that seesaws up and down through the water column, crossing the lake once every 15 hours to measure particle sizes
and concentrations. His team expects to collect the robot and retrieve its data in a few weeks.
“There’s this sort of layer on the surface and then below, you stir it up with your hand, and you can see these particles drifting around in the water,” Forrest said. “What we’re trying to sort of elucidate or try to understand is, what are the implications?”
Soot and ash, which can wash into the lake if it falls within its expansive watershed, can have different effects on Lake Tahoe’s algae at different depths. Particles can darken the water and cool the lake — making it less hospitable to some algae. But it also can introduce nutrients, such as nitrogen, that algae and other organisms feed on, potentially fueling algal blooms at the surface.
“The whole food web is being turned on its head, I expect,” Schladow said. “The measurements we’re taking (are) to see how true that is and how things are changing.”
That’s what happened at Castle Lake in Siskiyou County after smoke choked the region for 55 days in the summer of 2018, a team of researchers from the University of Nevada, Reno recently reported. Light dimmed in the waters, and temperatures dropped. Algae flourished in shallow waters but dwindled to near zero in the depths. Trout disappeared from the edges of the lake.
“As a result, you completely restructure the internal architecture of a lake,” said Chandra, one of the study’s authors. “The question for Lake Tahoe becomes, does the internal architecture restructure for a short period of time and rebound? Or does it restructure more permanently?”

In recent weeks, the region has been choked with smoke from fires burning throughout Northern California, turning the air hazardous. On Monday, mandatory evacuations from the Caldor Fire spread to South Lake Tahoe, home to resorts and camps that usually are full in late summer.
The Caldor Fire has burned about 300 square miles of El Dorado County over the past 15 days. The fire spilled into the Tahoe Basin on Monday and is lapping at the edges of the Upper Truckee River Watershed, the biggest contributor to the waters of Lake Tahoe.
“Conceivably, much of the upper Truckee River Watershed could burn,” said Dahlgren.
“That’s the worst-case scenario.”
Fires can also contaminate water used for drinking supplies.
Scientists fear that the extreme wildfire season could be signs of the damage that climate change will inflict on waterways like Lake Tahoe in years to come.
“That may be a warning or a harbinger of what the future may have in store for Tahoe and for other lakes,” Schladow said.
“If we’re going to have these big fires every summer, and we start getting these temporary effects every year, at what point does that temporary become the norm?”

“Normalmente, en esta época del año, esperaríamos ver hacia abajo unos 65 pies. En este momento estamos viendo aproximadamente 50 pies”, comentó Schladow.
Durante el último medio siglo, el lago alpino ha perdido el 40% de su claridad, en gran parte debido a la escorrentía que contiene partículas, nitrógeno y fósforo que se alimentan de plantas. En los últimos años, su claridad, un signo de su mejora de la salud, ha comenzado a estabilizarse ya que los funcionarios estatales y locales en California y Nevada tomaron medidas para proteger el lago.
El grado de daño al lago Tahoe dependerá del grado de devastación del bosque y los edificios que lo rodean. También dependerá de los meses venideros: las lluvias intensas que siguen a un incendio empujan más sedimentos y nutrientes a la escorrentía y, en última instancia, al lago.

Alexander Forrest, profesor asociado de UC Davis, ha lanzado un vehículo submarino autónomo que sube y baja a través de la columna de agua, cruzando el lago una vez cada 15 horas para medir el tamaño y la concentración de partículas. ANNOUNCES TAX RELIEF FOR VICTIMS OF WILDFIRES IN CALIFORNIA

- Victims of wildfires that began July 14, 2021 now have until Nov. 15, 2021, to file various individual and business tax returns and make tax payments, the Internal Revenue Service announced today.
Following the recent disaster declaration issued by the Federal Emergency Management Agency, the IRS announced today that affected taxpayers in certain areas will receive tax relief.
Individuals and households affected by wildfires that reside or have a business in Lassen, Nevada, Placer, and Plumas counties qualify for tax relief. The declaration permits the IRS to postpone certain tax-filing and taxpayment deadlines for taxpayers who reside or have a business in the disaster area. For instance, certain deadlines falling on or after July 14, 2021, and before Nov. 15, 2021, are postponed through Nov. 15, 2021
This means that individuals who had a valid extension to file their 2020 returns, due to run out on Oct. 15, will now have until Nov. 15, 2021 to file.
The Nov. 15, 2021, deadline applies to the quarterly estimated tax payment, normally due on Sept. 15. It also applies to the quarterly payroll and excise tax returns normally due on Aug. 2, 2021. Also, penalties on deposits due on or after July 14, 2021, and before July 29, 2021, will be abated as long as the tax deposits were made by July 29, 2021
If an affected taxpayer receives a late filing or late payment penalty notice from the IRS that has an original or extended filing, payment or deposit due date that falls within the postponement period, the taxpayer should call the telephone number on the notice to have the IRS abate the penalty. The IRS automatically identifies taxpayers located in the covered disaster area and applies filing and payment relief. But affected taxpayers who reside or have a business located outside the covered disaster area should call the IRS disaster hotline at 866-562-5227 to request this tax relief.
Covered Disaster Area
The localities listed above constitute a covered disaster area for purposes of Treas. Reg. §301.7508A-1(d)(2) and are entitled to the relief detailed below. Affected Taxpayers
Taxpayers considered to be affected taxpayers eligible for the postponement of time to file returns, pay taxes and perform other time-sensitive acts are those taxpayers listed in Treas. Reg. § 301.7508A-1(d)(1), and include individuals who live, and businesses (including tax-exempt organizations) whose principal place of business is located, in the covered disaster area. Taxpayers not in the covered disaster area, but whose records necessary to meet a deadline listed in Treas. Reg. § 301.7508A-1(c) are in the covered disaster area, are also entitled to relief. In addition, all relief workers affiliated with a recognized government or philanthropic organization assisting in the relief activities in the covered disaster area and any individual visiting the covered disaster area who was killed or injured as a result of the disaster are entitled to relief. Under section 7508A, the IRS gives affected taxpayers until Nov. 15, 2021 to file most tax returns (including individual, corporate, and estate and trust income tax returns; partnership returns, S corporation returns, and trust returns; estate, gift, and generation-skipping transfer tax returns; annual information returns of tax-exempt organizations; and employment and certain excise tax returns), that have either an original or extended due date occurring on or after July 14, 2021, and before Nov. 15, 2021, are granted additional time to file through Nov. 15, 2021
Affected taxpayers that have an estimated income tax payment originally due on or after July 14, 2021, and before Nov. 15, 2021, are postponed through Nov. 15, 2021 will not be subject to penalties for failure to pay estimated tax installments as long as such payments are paid on or before Nov. 15, 2021.
The IRS also gives affected taxpayers until Nov. 15, 2021 to perform other time-sensitive actions described in Treas. Reg. § 301.7508A-1(c)(1) and Rev. Proc. 2018-58, 2018-50 IRB 990 (Dec. 10, 2018), that are due to be performed on or after July 14, 2021, and before Nov. 15, 2021, are postponed through Nov. 15, 2021.
This relief also includes the filing of Form 5500 series returns that were required to be filed on or after July 14, 2021, and before Nov. 15, 2021, are postponed through Nov. 15, 2021 in the manner described in section 8 of Rev. Proc. 2018-58. The relief described in section 17 of Rev. Proc. 2018-58, pertaining to like-kind exchanges of prop-
erty, also applies to certain taxpayers who are not otherwise affected taxpayers and may include acts required to be performed before or after the period above.
Unless an act is specifically listed in Rev. Proc. 2018-58, the postponement of time to file and pay does not apply to information returns in the W-2, 1094, 1095, 1097, 1098 or 1099 series; to Forms 1042-S, 3921, 3922 or 8027; or to employment and excise tax deposits. However, penalties on deposits due on or after July 14, 2021, and before July 29, 2021, will be abated as long as the tax deposits were made by July 29, 2021
Casualty Losses
Affected taxpayers in a federally declared disaster area have the option of claiming disaster-related casualty losses on their federal income tax return for either the year in which the event occurred, or the prior year. See Publication 547 for details.
Individuals may deduct personal property losses that are not covered by insurance or other reimbursements. For details, see Form 4684, Casualties and Thefts and its Instructions.
Affected taxpayers claiming the disaster loss on a 2020 return should put the Disaster Designation, “California Wildfires” in bold letters at the top of the form. Be sure to include the disaster declaration number, FEMA 4610-DR, on any return. See Publication 547 for details.
Other Relief
The IRS will waive the usual fees and requests for copies of previously filed tax returns for affected taxpayers. Taxpayers should put the assigned Disaster Designation “California Wildfires” in bold letters at the top of Form 4506, Request for Copy of Tax Return, or Form 4506-T, Request for Transcript of Tax Return, as appropriate, and submit it to the IRS.
Affected taxpayers who are contacted by the IRS on a collection or examination matter should explain how the disaster impacts them so that the IRS can provide appropriate consideration to their case. Taxpayers may download forms and publications from the official IRS website, IRS.gov.

AS VEGAS, Nev. -- As the nation marks the 20th anniversary of the 9/11 attacks this weekend, Muslim groups are reflecting on progress in the treatment of American Muslims.
In Nevada, Muslims make up less than 1% of the population, with about 10,000 in the Las Vegas area, and a smaller but thriving community in Reno. Prominent members of the community include Athar Haseebullah, the new executive director of the ACLU of Nevada.
Masih Fouladi, deputy executive director of the Council on American Islamic Relations in Los Angeles, said the community may have more visibility, but old prejudices remain.
"Our community as a whole has become much more civically engaged over the last 20 years," Fouladi observed. "But we still face a lot of the same issues, of hate crimes, surveillance, and just this Islamophobic mindset."
In June, a Las Vegas man claiming to be angry about the 9/11 attacks was arrested for harassing his Muslim neighbors by smearing raw bacon on their car, front door and handrails. Many Muslims consider pork to be unclean.
Fouladi recounted many American Muslims also were dismayed during the Trump administration, when the former president declared a so-called "Muslim ban," tightened refugee quotas and limited funding to refugee resettlement organizations. Now, Gov. Steve Sislolak's Office of New Ameri-
cans is
with nonprofit groups to
out the welcome mat for the new Afghan refugees who will arrive in the coming months.
Fouladi contended the resettlement process is an opportunity for American values to shine.
"Our lawmakers, media, allies and just your everyday citizens can really show that, as a country, we have grown, with how we treat these people coming into the country," Fouladi asserted.
The Masjid As-Sabur, the first Muslim community group in Nevada, is one of several that will be helping Afghan refugees. The group also is giving food to anyone who needs it on Oct. 18 as part of a nationwide annual Day of Dignity, organized by Islamic Relief USA.

Dado que dos sexos coexisten en la naturaleza y siendo ésta una manifestación divina, Wicca profesa la veneración de la diosa y el dios, quienes representan energías gemelas que se unieron e hicieron posible la creación de todo lo existente.
Wicca es una religión naturalista, la mayoría de sus miembros son ecologistas y activos defensores de los derechos de los animales, su fe profesa el amor a la madre naturaleza.
La magia forma parte en las practicas de la Wicca, y representa una oportunidad para estar en equilibrio con la energía divina, natural y humana.
Para convertirse en miembro activo de estas creencias no es necesario renunciar a otra fe que se profese, únicamente se acepta y se veneran las energías que conforman lo divino, se protege a la madre naturaleza y se observan y celebran las fechas especiales de la religión.
Wicca es una religión alternativa que no practica el proselitismo. La religión simboliza una eterna afirmación de la vida, tiene sus propias creencias, objetos religiosos, rituales y normas que difieren de otras creencias.
En la actualidad esta religión se ha extendido en todo el mundo, siendo bienvenida en el corazón de millones que le consideran un arte religioso, que enseña a sus creyentes a vivir en balance con el universo y lo divino.
Creencias principales de la Wicca
Se veneran dos divinidades principales, se acepta la magia como manifestación divina, se rinde tributo y reverencia al planeta al que se considera un ser viviente, se acepta la reencarnación porque devela misterios de la vida, la muerte y el karma. Se cree en la existencia de los
seres del reino encantado también llamado reino angelical.
Los creyentes no van de casa en casa tratando de convertir a otros a su fe, tampoco profesan que esta religión es el único camino para entrar en contacto con lo divino.
Existen personas que rinden culto a deidades asociadas al Sol, la Luna, la Tierra, el fuego, el mar, las aguas y el viento; en Wicca encuentran respuesta a sus in-
quietudes religiosas. “Los rituales que se practican no tienen nada que ver con cultos oscuros ni con satanismo ni con actividades que envuelven negocio o dinero”.
El principal propósito de las creencias Wicca, es desarrollar una estrecha relación con las manifestaciones divinas, por ello se practica la magia, para hacer florecer la relación entre el hombre y la divinidad. Cánticos, ceremonias y
danzas especiales son ofrecidas con solemnidad al dios y a la diosa.
Wicca puede catalogarse como una religión mística, naturalista, no es una religión organizada, ni cuenta con capillas para celebrar sus ceremonias, aun así, existen grupos de miembros activos que protegen y defienden a los creyentes de cualquier tipo de abuso, injusticia o discriminación.
Wicca ha ido modernizándose con el paso del tiempo, hoy en día son muy comunes las iniciaciones individuales. Disfrute de una puesta de Sol, maravíllese con la Luna llena, sienta amor por los animales y conviértase en protector de la madre naturaleza y así se auto iniciará en los misterios de la Wicca. El principal propósito de esta religión es estrechar y hacer más fuertes los lazos que unen a sus miembros con las divinidades del universo; observar la naturaleza, proteger la ecología, velar por los derechos de la fauna y hacerle el bien al prójimo. Después de un año y medio de aprendizaje remoto y distanciamiento social, los niños vuelven a las clases, y se enfrentan a uno de los mayores peligros en las escuelas: el vapeo.
A medida que el consumo de cigarrillos se hace menos popular entre los jóvenes, las compañías de tabaco se han adaptado, cambiando sus productos para atraer directamente a los niños. Utilizan una publicidad engañosa para promocionar vapes de colores y con sabores de frutas que hacen que el consumo de tabaco parezca moderno, divertido y produzca sensación de empoderamiento. Esta es la razón por la cual los cigarrillos electrónicos son ahora el tipo de producto de tabaco más utilizado entre los estudiantes de preparatoria de California.

San Francisco has in its history been a beacon of counter culture, art, social upheaval, and now even 21st century technology.
Among its many historical highs and lows lies a common thread. The location has seen life and loss but has always found a way to keep its soul alive, and keep moving with the times. Both the ancient hills and the futuristic skyscrapers are part of San Francisco’s allure and history, and now all that makes the city whole will be showcased on stage in one of the most iconic venues there.
Shana Carroll is co-founding artistic director of Montreal's Les 7 Doigts de la Main (7 Fingers), one of the most innovative contemporary circus arts companies. There, alongside her fellow co-founder Gypsy Snider, Carroll has directed and choreographed various shows out of Montreal since the 2000’s, as well as freelanced for Cirque du Soleil with highlight shows including directing Cirque’s first ever on ice spectacle, “Crystal”.
Originally Bay Area natives, Carroll and Snyder have now returned to Northern California to bring a much more personal show that hopes to inspire those unfamiliar with San Francisco and those that were born and bred here, together under one high-flying performance.
“Dear San Francisco: A High-Flying Love Story” is described as, “the result of a lifelong love affair with the city that continues to reinvent, redefine, and inspire awe.” Recently I had the opportunity for an in-depth conversation with Shana Carroll, who shared with me her own journey from the Bay Area to Montreal in pursuit of her career, and how after three decades has come back home to take on this love letter to San Francisco.
The world premiere of “Dear San Francisco: A High-Flying Love Story” will be on Tuesday, October 12, within the transformed Club Fugazi, which housed the iconic “Beach Blanket Babylon” from 1974 until 2019, closing just months before the pandemic hit the shores of the US.
Hello Shana, thanks so much for the opportunity to talk about the show and your experience. I was wondering if you could tell me about how you became involved in art yourself and how that led you to eventually running your own production company?
So I started doing trapeze when I was 18, I was really involved in theater growing up, so I was interested at that point sort of alternative forms to theater because I was just sort of branching out and kind of trying to learn more about some of the peripheral forms and then discovered the Pickle Family Circus in San Francisco and really fell in love with it.
Also my father, who was a columnist at the time, was really involved with The Pickles. He started out just by writing a column about them and then writing their 10th anniversary book. He interviewed them and studied up and became close friends and then was on their board of directors. So it was also that little connection where he was kind of always encouraging me to come and check it out.
I didn't think it was something I'd like because first of all, it wasn't physical at all, it wasn't really the sort of an extension of being a gymnast or an athlete to some extent. And that was not me, even the circuses that I had seen when I was growing up, very, very large three ring ones, it just wasn't something that ever appealed to me even as a young child. I think precisely because it was such a huge spectacle and I couldn't really connect to the humans in it or the stories in it or anything that would move me even as a child.
But then when I saw Pickles, it was sort of the opposite basi-
cally happened, where it was such an intimate show, and it was so close and the people were so real and I got to know them. Then I was 10 feet away from them when they were training in just normal clothes. So really, the beauty of the form really hit me. And you know when you're at that age, it's easier to kind of turn on a dime and say, okay, I'm going to devote my life to this new thing!
So, that is what I did at 18, I just said, "Okay, I'm going to be a trapeze artist now", and trained very hard with [Pickles Family Circus]. You do anything they want in the show, you jump on one of the boards, the other person flies up and you carry a puppet, and then I would go in intermission and sell T-shirts at the concession stand - I was interning essentially with the show.
Then at the end of that year, I auditioned to be a trapeze artist because I had been training all year. And then I became their trapeze artist. I had thought that was like my one goal. I thought it would be this temporary thing, and I'd have this fun experience with the circus and then also kind of becoming the trapeze artist at Pickles was what I was aiming for. But then, of course, my love for trapeze and my ambition for trapeze kind of grew with my skill level.
So I wanted to increase my level and my Horizons. So I went to a circus school in Montreal, and that was in 1991, and I'm still in Montreal so it gives you an idea of how long I’ve been here. I was to the Circuit School Montreal, which was at that time considered really the best and have the best trapeze coach, which was particularly what I wanted to learn. And when I left to go to Montreal, I thought I'd come back to Pickles with whatever skill I've learned, but in fact, it just kind of started me
off on a whole other trajectory.
I joined a circus school in France and then joined Cirque du Soleil in 1994 and was their trapeze artist for seven years. And then I also performed here and there with other circuses and dance companies and continued to teach, particularly Circus Center San Francisco when I was back in town and also here at the Circus school here in Montreal.
I always knew that I wanted to one day have my own company, direct, choreograph. It was a creative side of it was always something that I was really impassioned about, just partly because I came from theater, and so it was the storytelling within it that really interested me.
It wasn't just about learning the next trick, literally, my next trick on the trapeze or something. It was always the artistry. So quickly I kind of had this love for that side of it. And really, while I was at school and while I was performing, just kind of was trying to study a bit how the choreographers work, how the directors work.
In 2001, I wanted to start my own company with my friends, and we started 7 Fingers, and at first I continued performing for about five years with 7 Fingers, doing trapeze, but then also doing more and more of the choreography and directing and then also simultaneously kind of doing freelancing for Cirque du Soleil, among others, also directing and choreographing for some of their other shows as well; while I was still kind of running 7 Fingers and maintaining touring shows, and that's been almost 20 years now.
I stopped performing when I was oh, gosh, almost like 13-14 years ago, about 2009. It was partly because when I was pregnant and I had a kid and it was really kind of like the physical training, I kind of couldn't really uphold it. But also, I was so much more interested in the directing and the choreography that at the end of performing, it was really kind of a chore. I really just wanted to be on the other side of things and work with people and be able to tell stories.
So could you tell me about the experience of getting "Dear San Francisco: A High-Flying Love Story" up and running and how it went from idea to stage?
The reason we're calling it "a love story" is it was sort of our love story for the city and wanting to come home, and feeling that there was such a dialogue around how San Francisco changed, it wasn't what it used to be and the people who'd stayed just felt like, "Oh, God, what's happened to the city and the soul has gone?" And when we come home, we sort of say each time, "Well, actually, we kind of feel like it's still there."
And yes, it's changed in some ways that are maybe not for the better. But then it's a whole other complex little balancing act. The city is so much about these kinds of booms and these busts and rekindling itself and basically believing that flame of the soul of the city is just always burning, so for us the joy we had to come home at all just to be able to perform at home again and be at home again and bring our work home, that really definitely sealed it. But then also that translated into that joy for the city and love for the city and kind of wanting for people to see it again through those eyes and to be reminded of all this sort of beauty and history and the part that's still salvageable.
Because that was the initial goal. We sat down in the most basic way with little index cards, just writing any stream of consciousness association about the city. You're just writing on index cards and flipping it on to the coffee table until we had the sort of collage, you looked on the coffee table and you see, "Gay Marriage", "LSD", "Golden Gate Park".
We just had this Picasso version of flashes of what the city was. So we had to sort of figure out how to funnel that into one concept and one overall feeling. And it also kind of corre-
sponded with where we all are now, like post pandemic, not really post, but however we want to say it, but there was a certain grieving that that we all have to do and also a certain desire for rebirth. And there's so much of that in the history of San Francisco as well.
Even when you look at the footage, I feel cliche now to talk about the 1906 earthquake because it's just in every little tourist place, and yet when you look at the footage of an old movie taken post-earthquake, it really looks so apocalyptic. And sometimes it's unbelievable to think the city really did rebuild after that.
So we're really kind of trying to tap into this sort of like, unconquerable soul that it has and just sort of this sense of being able to rise again after each cataclysmic setback. I feel like that becomes a bit of a driving theme. And yet we do try to do a little bit of the variations on the theme aspects like you're looking at a painting that's made out of lots of pins. When you zoom out, you see one image, but you zoom in and you see lots of individual images. So we want to be able to have a little bit of that voyage through what does make San Francisco San Francisco.
Would you say that the narrative of the story of the show is vignettes, or can you expand some more about the story in general?
Yeah. It's vignettes, and think that there's one dramatic arc that happens. It's about rebirth. So like I said, you really zoom out, you see a very simple arc about rebirth, but individually, it does feel a little bit like vignettes and lots of nods and homages to various eras, various works of art, deep poetry, neighborhoods. Our goal was that locals feel like it speaks to them, whether they're the old timer San Franciscans, who get to remember what the beat poetry movement was like for them when they lived it or whether its newer San Franciscans and that's why they came here, and that's why they fell in love with it. But also for tourists who we want it to be accessible on that level as well.
So it's not this esoteric thing only speaking to San Franciscans, which I think "Beach Blanket Babylon" really had in its favor. I think with “Beach Blanket” San Franciscans felt extremely proud, that it was really representative of their spirit. And tourists came and felt like, "Oh, my gosh. We're getting this real taste of San Francisco!"
And, of course, our show will be completely different in its style, but we want that similar balance, you know, being able to have, like, be educational as like a boring word, but that someone who doesn't know about the city comes in and really is able to digest it and its flavor. And someone who is a local can say, "Yes. okay. This gives me goosebumps because it reminds me of my own experience."
What was the directing experience like for you? You’ve work over the years on both sides of the stage, production and performing. What was it like for you to adapt a location so close to you and your own history, placing the contents of this city by the bay into a performance?
It's really complicated because sometimes the more complex the subject matter is obviously like the harder it is to capsulize it. The
last show I directed, train travel was the main theme, and we could build lots of really deep story lines through it and metaphors. But it had this very simple framework that I could dive into. And this is like the opposite, like we're taking something with so much history and so many stories associated with it and then my own personal stories associated with it. Sometimes it's hard to differentiate because you also need an objectivity.
If I was just a researcher and coming in and interviewing people about their experiences, then maybe I could thread that into a story, but I have my own. And so as a creator, you
a funny little mind game you have to play as your directing.
Overall, maybe this is a better question once you wrapped up doing the first show to reflect, but after all this experience of creating this homage to San Francisco, has it all brought you a little closer to the city itself?
Yeah. I mean, already it has in a few ways. One I say that we wanted to have a local team, and so it's interesting we're from the area and we've been working in Montreal, in Europe and all of our collaborators, whether

need to rely on your gut reaction to things. But when you have a personal connection with it, sometimes your gut reaction can be misleading because maybe you're only having a gut reaction because it's connected to some memory when you were eight years old, but other people might not feel that. So it's a little bit tricky, I have to be honest, to be able to understand, when am I being an objective director? And when am I putting my own emotion in it?
And yet sometimes putting your emotion is good because I think there was a quote that some director once said, I'm paraphrasing, but something like, "the only way to be truly universal is to be completely personal." So there is a way that you know that by putting your personal story in it and we're getting the artist’s performance of their personal stories and even people on the team, having everyone write their own love letter to the city and trying to use those details, because ultimately, that is going to be what speaks to people.
But it's a lot trickier when you're not purely doing something autobiographical and not purely doing something as the outside researcher coming in to do this expose so it's
I think that's the other thing, you grow up in a place, so much is stuff that you kind of know as a kid so you don't really study it the way you would if you move to a city when you're an adult and you kind of learn things with an adult brain.
So it's actually been interesting for me to kind of learn a lot of things about the city as we do the process. And now we're hoping that it's going to mean we're going to also just be there more. And that will definitely kind of reestablish our own connection with the city and presence there, and that my own kid will be able to be there more often as well because we'll be there for work and it won't just be like I gotta carve out a few weeks to go visit my family - that we'll actually have to have a reason to be there, which is great.
Final question, and thanks again Shana, what do you hope audiences take away, and what would you say audiences might expect to see when they go to “Dear San Francisco: A High-Flying Love Story”?
Ultimately, what we want is to give people a renewed sense of hope for the future. It's a tall order, that's an ambitious kind of goal for us to have. But I think that there's different forms of that anytime you want to create a work that you're going to put out in the world, you're hoping to empower and inspire and give a bit of hope and momentum for people who are going to go and see it. So I think that on a basic level, [the] circus particularly has the capacity to do that.
I think in its essence, it's about kind of defining the limits of what you consider human possibility. And so it's very empowering because you realize, "Okay, it's this thing that I previously thought impossible. If I'm realizing it's possible, then what does that mean for my own life and what I thought my limits were?" So I think there is something inherently empowering in the language of circus and inherently hopeful. It's about interdependence in many ways, in circus, especially the kind of the genre circus that we create.
they're set designers or technical directors, they're mostly from Montreal or here.
So it's a long time [that] we haven't worked with fellow San Franciscans and just that in and of itself to have this team full of people from the Bay area it's brought us closer in the very literal way, we've developed friendships in a community there, which we have been for a while, and also feeling that sense of like, "I see myself from these people. This is where I'm from. These are people like me."
So that's a very simple thing. But we felt that immediately, and then also trying to reestablish our connection with the circus community there, the artistic community there, which I've been really far from.
And then, of course, when you're sitting there contemplating whatever your subject matter is, when you spend years contemplating it, as we did, you're just trying to develop the show and just going to bed thinking about San Francisco. Inevitably, it takes a huge place in your brain, in the heart. So I think I definitely feel like a renewed connection with the city. And I've learned things.
We do a lot of ensemble work where six people are involved or one is thrown through the air and two catch them when someone catches someone else, and then they throw themselves this way. It really is the most apt way to show our interdependence as humans. So I think it also gives us a lot of hope in that sense as well, because you see how much it's the opposite of ego, how much people can be there for each other and be there when the other one is falling or flying.
So I think it gives hope in that way as well. And it can be very healing. And I think we're in a moment right now we need a lot of healing. And then we're hoping that on a more specific level about the city in reminding people of the beauty in the soul of the city, it will also give us renewed hope in that as well and just how to move forward with that interdependence and making our city and our future better. I feel cheesy when I say it out loud, but of course, that's always your goal when you create a show, you want people to leave transformed and transformed for the better.
