Las imágenes se hicieron virales en las redes sociales a la velocidad de la luz.
Agentes montados de la Patrulla Fronteriza embistieron con sus caballos a un pequeño grupo de inmigrantes indocumentados, empobrecidas familias haitianas que buscaban cruzar el río Grande desde México, en busca de asilo en Estados Unidos, tierra de migrantes.
En las inmediaciones del incidente, otro agente fronterizo, con un látigo en la mano, jaloneaba de su playera a un joven inmigrante de color, que caminaba descalzo en la ladera de una colina para intentar ingresar a territorio estadounidense en busca de refugio.
Las imágenes son perturbadoras. Un grupo de frágiles seres humanos tratando de ser acorralados como animales. Entre el pequeño grupo de migrantes haitianos había mujeres y menores de edad con una altura que apenas rebasaba las patas de los caballos.
Al igual que las imágenes de un agente fronterizo mexicano en Chiapas, que pisoteó la cabeza de un inmigrante haitiano para intentar frenar su ingreso a territorio mexicano, es imposible no sentirse conmocionado por el trato cruel que otros seres humanos pueden infringir a algunos de los más vulnerables entre nosotros.
Es verdad que todos los países gozan del derecho de preservar la integridad de sus fronteras y de definir la política migratoria que refleje sus intereses nacionales. Pero el respeto a los derechos humanos es una prerrogativa universal y nadie tiene autoridad para violarlos sin pagar las consecuencias, morales y legales.
Las primeras reacciones de los gobiernos de Estados Unidos y de México eran necesarias: realizar una investigación de los incidentes, denunciar las acciones de sus agentes como aberraciones y deslindar responsabilidades. Si los agentes fronterizos en los dos incidentes no actuaron por órdenes superiores, o sus acciones no formaban parte de ningún protocolo oficial, deben ser separados de sus cargos.
Las escenas son lamentablemente sólo la punta de un Iceberg migratorio que sigue creciendo. Otros 12,000 inmigrantes, la mayoría haitianos, continúan hacinados debajo del puente internacional en Del Rey, Texas. Estados Unidos puso en marcha su repatriación, pero devolverlos a su país de origen no representa una solución duradera para el problema.
Y Estados Unidos sigue enviando mensajes contradictorios al mundo. La verdadera solución al problema del desplazamiento migratorio tiene que ver con mejorar las condiciones de vida en los países expulsores de migrantes, pero también en que existan rutas realistas para migrar legalmente a Estados Unidos.
Bajo ciertas categorías de visas, la migración legal de Estados Unidos hacia México por parte de ciudadanos mexicanos puede demorar más de 100 años.

The images went viral on social media at the speed of light.
Mounted Border Patrol agents rammed their horses into a small group of undocumented immigrants, impoverished Haitian families seeking to cross the Rio Grande from Mexico, seeking asylum in the United States, a land of migrants.
In the immediate vicinity of the incident, another border agent, whip in hand, was pulling his shirt at a young black immigrant, who was walking barefoot
Like the images of a Mexican border agent in Chiapas, who trampled on the head of a Haitian immigrant to try to stop his entry into Mexican territory, it is impossible not to feel shocked by the cruel treatment that other human beings can inflict on some of the most vulnerable among us.
It is true that all countries enjoy the right to preserve the integrity of their borders and to define migration policy that reflects their national interests. But respect for human rights is a universal prerogative and no one has the authority to violate them without paying the moral and legal consequences.
The first reactions of the governments of the United States and Mexico were necessary: to carry out an investigation of the incidents, to denounce the actions of their agents as aberrations and to define responsibilities. If the border agents in the two incidents did not act on superior orders, or their actions were not part of any official protocol, they should be separated from their positions.
The scenes are sadly only the tip of a migrating Iceberg that continues to grow. Another 12,000 immigrants, most of them Haitians, continue to be crammed under the international bridge in Del Rey, Texas. The United States launched their repatriation, but returning them to their country of origin does not represent a lasting solution to the problem.
And the United States continues to send mixed messages to the world. The real solution to the problem of migratory displacement has to do with improving living conditions in countries that send migrants, but also with the existence of realistic routes to legally migrate to the United States.
Under certain visa categories, legal migration from the United States to Mexico by Mexican citizens can take more than 100 years.
And just when the possibility of immigration reform was closer than ever, a parliamentary technicality prevented it from being voted on.
The United States boasts of its exceptionalism. But this is little to brag about while maintaining an immigration policy that allows millions of essential undocumented workers to put food on our table and live as secondclass people, without routes to legalize themselves, and that does not adopt a humane and dignified policy for those who seek refuge.

Los trillizos de 13 años están en el espectro del autismo, y su madre Julie Fitzgibbons no se sentía segura enviándolos a la escuela porque dudaba que sus hijos mantuvieran sus cubrebocas puestos todo el día.

En el norte de California, Connie Nakano tiene tres hijos que asisten a la escuela en el Distrito Escolar Unificado de Elk Grove, a unas 15 millas al sureste de Sacramento. Sus hijos de 7 y 10 años respectivamente padecen autismo.
Nakano optó por que todos sus hijos estuvieran en estudio independiente este año en lugar de regresarlos a las aulas. Dijo que estaba más preocupada por la propagación de la variante Delta, los niños sin cubrebocas sentados juntos para almorzar y las cuarentenas que interrumpen el aprendizaje de sus hijos.
De igual manera dijo que su hijo mediano, que no tiene una discapacidad, ha tenido un tiempo
mucho más fácil en el estudio independiente.
“Hay algunas desigualdades aquí. Los padres pueden elegir si tener a sus hijos en clases presenciales o en línea”, dijo Nakano. “Sin embargo, esas dos opciones no están disponibles para estudiantes con discapacidades”.
Nakano comentó que Elk Grove Unified denegó su solicitud de servicios de educación especial a distancia. También agregó que todavía está negociando con el distrito. Mientras tanto, colocó a sus hijos en un estudio independiente para que no se retrasaran en sus estudios. Pero hasta ahora, sus dos hijos en el espectro del autismo ya están teniendo problemas para mantenerse al día con la escuela.
“Tenemos que elegir entre servicios y seguridad”, dijo Nakano.
Anne Rigali, directora de educación especial en Elk Grove Unified, dijo que la educación especial ha sido un desafío para fusionarse con el estudio independiente. También explicó que el distrito espera encontrar soluciones para todos sus estudiantes que no están listos para regresar al campus.

Algunos padres quieren volver a la educación a distancia
Aunque la mayoría de los padres en todo el estado tuvieron una experiencia negativa el año pasado, tanto Nakano como Fitzgibbons dijeron que el aprendizaje a distancia funcionó para sus hijos. El año pasado, los hijos de Nakano recibieron ayuda adicional de los asistentes de maestros a través de Zoom. Sus hijos también recibieron más instrucción en tiempo real en comparación con este año en el estudio independiente. Fitzgibbons dijo que su escuela proporcionó terapeutas que trabajaron de forma remota con sus hijos.
“Nos preocupa perder a nuestros proveedores de servicios y nuestras franjas horarias”, dijo. “Estas personas han trabajado con nuestros hijos durante 20 meses. A nuestros hijos les fue muy bien con el aprendizaje a distancia”.
Fitzgibbons actualmente está usando el seguro de su familia para pagar los instructores y terapeutas privados mientras sus trillizos esperan que el distrito finalice su acuerdo para los servicios de educación especial.

Agregaron que una nueva guía estatal que se publicará tan pronto como esta semana “disipará muchos de los mitos que están causando confusión sobre el estudio independiente para las familias, incluidos los derechos de los estudiantes de educación especial al estudio independiente”.
Educación especial incompatible con el estudio independiente
Mientras tanto, los funcionarios del distrito escolar luchan por conciliar las leyes federales que rigen la educación especial y las leyes estatales que rigen el estudio independiente y el aprendizaje remoto. Como resultado, los estudiantes con discapacidades en todo California están esperando recibir sus servicios de educación especial o perdiéndolos para el estudio independiente.
“Los legisladores nos pusieron entre la espada y la pared”, comentó Patty Metheny, administrador que supervisa la educación especial en distritos escolares múltiples en el condado de San Bernardino.
“Debido a que esas son las únicas dos opciones, las consecuencias son grandes”.
De acuerdo con la Ley de Educación para Individuos con Discapacidades, las escuelas públicas deben ofrecer a todos los estudiantes una educación pública apropiada y gratuita proporcionando los servicios necesarios para adaptarse a una discapacidad.
Pero como sugiere el nombre, el estudio independiente requiere cierto grado de independencia y algunos estudiantes no pueden

Las leyes de estudio independiente no especifican exactamente cuántas horas al día los estudiantes deben recibir instrucción en tiempo real o sincrónica. Solo establecen que los estudiantes desde el jardín de infantes de transición hasta el tercer grado deben recibir instrucción sincrónica diaria. Para los grados del 4 al 12, los estudiantes deben recibir instrucción semanal en tiempo real. Por otro lado, los planes de educación individualizados para estudiantes con discapacidades contienen muchos más detalles. Los planes a menudo establecen la cantidad de horas de instrucción o terapia especializada que un estudiante debe recibir cada semana.
En la Oficina de Educación del Condado Imperial, la maestra de educación especial, Jazmin Carrillo, dijo que sus estudiantes reciben entre 2 y 3 horas de instrucción en tiempo real al día. Pero incluso entonces, ella lucha por ayudarlos a progresar tanto en su aprendizaje como en sus comportamientos.
“Normalmente estoy allí para ayudar a regular sus comportamientos. Necesito estar allí en persona para mostrárselo”, explicó Carrillo. “A veces simplemente apagan sus cámaras y eso me aleja de ellos”.
Nakano dijo que sus hijos se reúnen con sus maestros durante unos 30 minutos todos los días a través de Zoom.
“Es un breve registro”, dijo. “No es exactamente instrucción”.
Durante el aprendizaje a distancia el año pasado, sus dos hijos recibieron más de dos horas de instrucción en tiempo real todos los días, explicó Nakano. STUDENTS WITH DISABILITIES ACROSS CALIFORNIA STUCK IN LIMBO

Theschool year at Duarte Unified School District, 20 miles east of Los Angeles, started a month ago, but Brady, Ellie and Jack Fitzgibbons have yet to receive any instruction from their teachers.
The 13-year-old triplets are on the autism spectrum, and their mother, Julie Fitzgibbons, didn’t feel safe sending them to school because she doubted her kids would keep their masks on all day.
“They struggle with masks. They won’t be able to be in a class with 36 kids wearing masks,” Fitzgibbons said. “Communication is important for autistic kids. They can’t talk with masks.”
But the district has delayed making accommodations for their disabilities through independent study, the only option for remote learning this year. So far, the triplets have lost four weeks of instruction.
Across the state, other parents are being placed in a similar position after more than a year of distance learning during which students with disabilities fell behind disproportionately. Meanwhile, the legislators who designed the recently passed independent study laws say this form of remote learning might not be able to accommodate all students’ needs.
Last year, California’s public schools offered remote instruction through distance learning in response to the coronavirus pandemic. Teachers were required to provide “daily live interaction.”
This school year, with vaccines available to adults and children age 12 and older, live, inperson instruction is the expectation. Parents who want to keep their children learning virtually need to apply to their district for independent study, an option predating the pandemic primarily intended for special cases like traveling athletes or child actors.
The situation is even more complicated for parents of students with disabilities. Those parents work with districts to create what’s called an Individualized Education Program for their children. These programs aren’t set up for distance learning.
Hence Julie Fitzgibbons’ dilemma.
At the beginning of the school year, Fitzgibbons asked the district to place her triplets in independent study. The district, however, said virtual instruction was incompatible with the needs of the triplets and the services they require.
Some educators across the state say even if they can provide special education services through independent study, they’re wholly inadequate.
But Fitzgibbons said she was forced to decide between her kids’ safety and academic progress. If she kept her kids at home, she would have to forfeit their special education services like speech therapy, occupational therapy and extra help in the classroom. If she sent them back to campus for in-person instruction, they would be at greater risk of COVID-19.
The district and Fitzgibbons eventually reached a compromise that would allow her kids to get at least some of the services they received last year, which included six hours a day of one-onone help and an hour a week of speech and occupational therapy. Fitzgibbons declined to
provide details about the new agreement because it still needs to be approved by the Duarte Unified school board.
“Special education is so individualized. There are cases where it is an easy fit with independent study,” said district Superintendent Gordon Amerson. “There will be other cases where other options need to be discussed.”
Uneasy returning to campus
In Northern California, Connie Nakano has three children who attend school in the Elk Grove Unified School District, about 15 miles southeast of Sacramento. Her youngest and oldest children, aged 7 and 10, are both on the autism spectrum.
Nakano opted for all of her children to be in independent study this year instead of returning them to campuses. She said she was most concerned about the spread of the Delta variant, unmasked kids sitting together for lunch and quarantines disrupting her children’s learning.
But she said her middle child, who does not have a disability, has had a much easier time in independent study.
“There are some inequities here. Parents are allowed to choose between in-person and online,” Nakano said. “However, those two options don’t translate to students who have disabilities.”
She said Elk Grove Unified denied her request for remote special education services. Nakano said she’s still negotiating with the district. In the meantime, she placed them in independent study so they don’t fall further behind. But so far, her two children on the autism spectrum are already having trouble keeping up with school.
“We’re having to make a choice between services and safety,” Nakano said.
Anne Rigali, director of special education at Elk Grove Unified, said special education has been challenging to merge with independent study. But she said the district is hoping to find creative solutions for all of their students who aren’t ready to return to campus.
“We’re working with the families to see how we can best support their child,” she said. “We’re trying to address each family and hold these conversations.”

“The legislators put us between a rock and a hard place,” said Patty Metheny, an administrator who oversees special education in multiple school districts in San Bernardino County. “Because those are the only two options, the consequences are great.”
According to the federal Individuals with Disabilities Education Act, public schools must offer all students a free appropriate public education by providing any services required to accommodate a disability.
But as the name suggests, independent study requires a degree of independence, and some students aren’t able to work on their own. As a result, certain students with disabilities who aren’t ready to return to campuses might not be receiving a free appropriate public education in independent study.
“It’s very difficult to address all of the goals and needs students have through independent study,” said Amanda Brooke, a deputy superintendent at the Imperial County Office of Education. “We’ve even seen general education students fall behind.”
While most parents across the state had a negative experience last school year, both Nakano and Fitzgibbons said distance learning worked for their kids. Last year, Nakano’s children received extra help from teachers’ aides through Zoom. Her kids also got more real-time instruction compared to this year in independent study.
Fitzgibbons said her school provided therapists who worked remotely with her triplets.
“We’re worried we’re gonna lose our service providers and our time slots,” she said. “These people have worked with our kids for 20 months now. Our kids did really well with distance learning.”
Fitzgibbons is currently going through her family’s insurance to pay for private instructors and therapists while her triplets wait for the district to finalize their agreement for special education services.
In response to questions from CalMatters, state Assemblymembers Kevin McCarty and Phil Ting issued a joint statement that said special education services can be delivered through independent study.
“However, the student’s (Individualized Education Program) is required to be updated first, to make sure the student is not receiving a lower standard of services,” they said. “There may be a determination in the IEP that the student cannot be served in independent study and get their needs met, and that would be a group discussion.”
They added that new state guidance to be released as early as this week “will dispel many of the myths that are causing confusion about independent study for families, including the rights of special education students to independent study.”
Special education incompatible with independent study
Meanwhile, school district officials are struggling to reconcile the federal laws that govern special education and the state laws that govern independent study and remote learning. As a result, students with disabilities across California are either waiting to get their special education services or forfeiting them for inde-

The language in the independent study laws doesn’t specify exactly how many hours a day students must receive real-time, or synchronous, instruction. They only state that students in transitional kindergarten through third grade must receive daily synchronous instruction. For grades 4 through 12, students must receive weekly real-time instruction.
On the other hand, individualized education plans for students with disabilities contain much more detail. The plans often state the number of hours of specialized instruction or therapy that a student must receive each week. At the Imperial County Office of Education, special education teacher Jazmin Carrillo said her students are getting between two and three hours of real-time instruction daily. But even then, she struggles to help them make progress in both their learning and their behaviors.
“I typically am there to help regulate their behaviors. I need to be there in person to show them,” Carrillo said. “Sometimes they just turn their cameras off and that cuts me off from them.”
Nakano said her children are meeting with their teachers for about 30 minutes every day through Zoom.
“It’s a brief check-in,” she said. “It’s not exactly instruction.”
During distance learning last year, her two children on the autism spectrum got more than two hours of real-time instruction every day, Nakano said. While that still doesn’t beat inperson instruction, she’s worried her children on the autism spectrum will fall behind even more if they don’t get the services they need.
“We want to make sure we get them up to speed so they don’t have to repeat a grade,” she said. “For our family, we think about it every day.”
Some parents want a return to distance learning

If you've ever experienced heartburn, you know why it's called that - you feel a burning sensation in your throat and upper chest, and even a bad taste in your mouth. While heartburn can have many triggers and causes, it is essentially due to the backward flow of acid, called acid reflux, when the muscles controlling the flow between the esophagus and stomach don't close completely.
Heartburn can be very unpleasant, but fortunately there are simple things you can do to help prevent heartburn symptoms - and relieve them when they arise.
"Start by just taking note of when you experience your heartburn symptoms," said board-certified gastroenterologist, internist and wellness expert Dr. Roshini Raj. "That can help you figure out the best ways to prevent it from recurring."
Raj recommends keeping a simple diary or keeping track (in your phone or calendar) of when and what you eat for a few weeks, and what times of day you have heartburn symptoms. This can help you figure out which of the following strategies will be the most effective.
Notice post-meal or after-snack heartburn?
Some foods and drinks have been known to trigger episodes of heartburn, such as:
* Spicy, fried or fatty foods
* Garlic and onions
* Acidic foods such as citrus fruit/juice or tomatoes/tomato products
* Chocolate
* Coffee, tea, alcohol, carbonated beverages
If you notice that you often have heartburn after eating or drinking one of these common triggers, try eliminating it from
your diet for a while to see if you notice a difference, then re-introduce it and observe if your symptoms return. Then you'll know what your personal heartburn trigger is.
In other cases, how you eat can be just as much the culprit as what you eat.
"Slowing down while you eat, and eating smaller meals more frequently, can help prevent symptoms from flaring up," said Raj. "Avoid getting overfull to help reduce heartburn."
Feeling the burn after intense exercise?
"Exercise and keeping your weight at healthy levels are actually great lifestyle practices overall for heartburn prevention," said Raj. "But if you exercise too soon after a large meal, you could be experiencing acid reflux due to that timing."
Eat lightly before any vigorous exercise session, or wait longer after a meal before exerting yourself more than going for a walk. Exercises involving bending over or lying down, in particular, can provoke heartburn symptoms if you do them too soon after eating.
Heartburn at bedtime?
Close to bedtime, your body slows down its processes in preparation for sleep, including digestion processes.
"Eating too close to bedtime can produce heartburn," said Raj. "Try not eating - not even snacks - for a few hours before bedtime and see if that alleviates your symptoms."
Another cause for heartburn at bedtime is simple gravity: When you're standing or sitting, acid from foods you've eaten tends to stay down in your stomach. But when you lie down too soon after eating, this can cause a flare up of heartburn. Some people find it helpful to use a wedge-shaped cushion to raise their upper body.

5 cups cubed fresh mango
2 cups cubed green tomatoes or tomatillos

1/4 cup minced fresh cilantro

1 medium ripe avocado, peeled and chopped

1. In a large resealable plastic bag, combine the onion, chipotle peppers, lime juice, garlic, salt, pepper, and cumin. Add the pork. Seal bag and coat all the pieces of tenderloin in the marinade.
Refrigerate overnight, or for at least 1 hour.
2. Prepare the grill for indirect heat.
Drain and discard the marinade from the bag. Grill pork, covered, over indirect medium-hot heat for 20-25 minutes or until a thermometer reads 145°. Let it sit for 5 minutes before slicing.
3. For the salsa,combine the mango, tomatoes, green onions, cilantro, lime juice, and salt in a large bowl. Gently stir in the avocado. Serve with pork.

PETITION CONGRESS FOR HIGHER TAXES
SACRAMENTO, Calif. -- CARSON CITY, Nev. -- It is not every day people ask for higher taxes, but that's the gist of a letter just sent to Congress, signed by more than 200 wealthy taxpayers and business owners.
A coalition of progressive groups organized the public letter, which calls on lawmakers to raise taxes on rich people and corporations in order to fund the new infrastructure proposal, details of which were released this week.
Robert Bacon, an attorney from Oakland, said he signed the letter to encourage Congress to make some big investments.
"I'd be willing to pay more in taxes to increase the quality of public education and public transportation, to catch up with deferred maintenance of our public infrastructure," Bacon stated.
The letter asks Congress to reverse some 2017 Trump-era tax cuts by setting the top marginal tax rate back to where it was four years ago, at 39.6%. Supporters would also like to raise the corporate tax rate from 21% to 28%, close loopholes on estate taxes, and start taxing capital gains as ordinary income.

Acrossthe country, with both state and federal moratoria on evictions for nonpayment of rent set to expire September 30, more than 2 million adult renters are at imminent risk of eviction, 880,000 of them in California.
Carolina Reid, of U.C. Berkeley’s Terner Center for Housing Innovation, cited these August findings by the Urban Institute at a panel convened by Ethnic Media Services on Sept. 14.
“We’re really in this ‘perfect storm’ where housing costs in the state are vastly outstripping incomes and COVID is promising to make the situation worse,” she said.
But there is currently no apparent political will to further extend eviction moratoria, she said.
Meanwhile, although the federal government this spring allocated $46.5 billion to provide rent relief to COVID-affected households -enough to pay everyone’s outstanding debt two times over -- nationwide, only $6.2 billion has been disbursed.
California, through its Housing is Key (housing.ca.gov) program, has distributed 14.3% of its federal funding.
The program is available to both landlords and renters, who are protected from eviction while their cases are being reviewed.
Samir Gambhir, of UC Berkeley’s Othering and Belonging Institute, addressed some long-standing, historical origins of the housing shortage.
One is zoning laws that allow only single-family dwellings to be built in certain neighborhoods. This limits the supply of new housing and increases costs as demand continues to outstrip availability.
The result is de-facto segregated neighborhoods.
The Institute’s research found that more than 80% of U.S. metro regions were more segregated in 2019 than in 1990.
For instance, in the San Francisco Bay Area, his research found that 82% of the residential-zoned land in San Francisco is restricted to single-family dwellings. In such areas, the occupancy is 55% white – as opposed to 36% white in low single-family-zoning areas.
Single-family zones typically have higher home values ($100,000, on average), higher median incomes ($34,000 higher, on average), half as many children qualifying for free or reduced-price lunch at schools – 26% vs. 52%, and higher home ownership rates.
In the United States, home ownership has long been acknowledged as a key path to intergenerational wealth.
“Cities with high levels of single-family zoning have greater resources in virtually every statistic we were able to measure,” Gambhir said.
“Where we live essentially determines our life outcomes.”
Homelessness rises almost in lockstep with housing unaffordability, Ned Resnikoff, UCSF’s Benioff Homelessness and Housing Initiative, said.
Whites are 72% of the state’s population, and 54% of its homeless. Blacks, 7% of the population, have become 31% of the homeless. The ratio for the Hispanic/Latino population is 39%-32%; Asians 16%-2%; American Indian 2%-4%; Pacific Islanders 1%-1%.
One of the root causes for this, Resnikoff said, is structural racism.
A lot of the rules that have led to housing being so unaffordable in California were part of a deliberate attempt to keep various communities in California mostly or exclusively white.
Those include restrictive zoning rules, redlining, he said, and Article 34 of the state constitution passed in the 1950s that makes it significantly harder to build low-income housing.
“You can have single-family housing existing side-by-side with low income housing,” said Matthew Lewis, of Berkeley’s Yimby (Yes in my backyard), pointing to his own neighborhood’s mix of housing and income levels. But that diversity could not be replicated under regulations today.
He also described Los Angeles’ 1972 move to protect its “suburbia within the city atmosphere” by “downzoning” building allowed in formerly multiple-zoned neighborhoods.
From being zoned for 10 million people, Los Angeles went to 4.1 million. “They cut the number of homes it was legal to build by half.”
Lewis also cited an Environmental Impact Report produced when San Francisco was making similar changes in the 1970s. It anticipated “possible displacement of certain types of households” and impacts on “the availability and cost of housing in San Francisco.”

“This happened throughout the state of California,” Lewis said.
But the problems now extend beyond zoning limitations, he noted. “Too many Californians now need subsidies which takes a lot of money.”
In California, Prop 13 in 1978 largely froze property tax increases on existing structures. But new homes pay a current tax rate when they come on the market.
“So you need a huge number of market-rate homes to generate the revenues you need to subsidize the affordable homes,” Lewis said. “You have to have both.”
In a hopeful sign for more housing stock, California’s state legislature on Aug. 26 approved a measure that would allow for the construction of duplex buildings on land parcels previously zoned for only single-family dwellings, and also allow property owners to divide their parcels in two, possibly allowing for a second duplex. Gov. Newsom signed the bill into law on Sept. 16.
“While we’re so far behind, just allowing duplexes and fourplexes is an incredibly important step, but it doesn’t close the gap,” Lewis said.

When Pepe and then Leonardo stepped into the frame of Zoom's video call, they definitely appeared to be in a hotel in San Francisco, the unmistakable city skyline visible outside the large window behind them.
They're here for the fourth stop of their 16-show tour, "Pepe Aguilar presenta: Jaripeo sin Fronteras," which began in Phoenix on September 4th.
This tour continues after a pandemic break bringing back the successful version of jaripeo that the Aguilar dynasty released on tours in 2018 and 2019. During the pandemic, the three of them had their "pandemic moments" like the rest of us, dealing with a change in our day-to-day lives. But for them, day-to-day life was constantly touring and performing for people from all over the world.
So Pepe, the main architect of the show, and his collaborators got the ball rolling to perfect the already successful show, adding and transforming certain elements and adding completely different ones.
But according to Pepe and his sons, the most important thing is still a celebration of Mexico: mariachi and banda, art and majestic animals, with added elements to fascinate all scopes of life.
So now they are back and ready to talk about their new show and the legacy that continues under the bright lights and on the dusty stage of Jaripeo. Gordo will not accept questions.
To start off, I wanted to ask what is it like to be back on this tour after the pandemic break and how does it feel to be back on stage?
Pepe
Well, very happy, honestly, very fortunate. It was very difficult for everyone. For us it was also something that was complicated because our life has been to go on tour, always be on stage and then, well, to stop just like that. In all my life, this had never happened to me. Neither to my kids. So it has been very significant to come back successfully. The people and also the fans, of course, all lived their pandemic stories and they also wanted to return, like us to the stage, to see their artists. So we are very happy.
Ángela
Yes it is, well for me, you know, I think for my dad it is even harder than for me, because my dad has been doing this for more time. But well, since I was born I have been joining him on his tours, on his concerts, we have been backstage for around the last 9 years, we already began singing at my father's shows, so yes, I think doing this every weekend for about 9 years, obviously, as they would say there in Mexico, it is going to 'move the mat' and the truth was, it was very difficult and think more than anything, we learned to appreciate everything we were doing a little more and we really want to go back and see them again.
Leonardo
Well Arturo, it´s similar to my dad´s and my sister´s answer. For me, this was my life, I didn´t know anything else and it was very difficult to adapt to being in one place only and look for things in which could grow. Later found many [things] and it already was time to go back and I felt an appreciation for the life that we can live and for being able to get to know that many people and sing for them and entertain them, what had never felt before, because I hadn´t realized what it was like not to have it. So being able to go back, I realized how lucky was and how I'm not going to let those opportunities go.
Can you talk a little about what happens in one of your jaripeos and what the environment is like?
Pepe
Of course. Well, it is an equestrian show. First of all it is more focused on that. The horses, the traditions of the fields taken to a show ground, see the spectacularity, let's say, because we have lights and we bring the latest in technology and screens, special effects. And repeat, all within a framework, of an equestrian show, a band music show, mariachi music. I bring my group too. So there are more than 35 musicians for three hours playing Mexican music and various numbers that happen within the show, among them Angela, Leonardo, my brother, Antonio Aguilar, son, and me in the musical.
But besides that there are many other things. It is a large production. We are more than 150 people and I repeat, it is three hours of great fun, of a lot of music, but we cannot call it a concert and we cannot call it a rodeo either. Nor calling it a jaripeo. It is more like an experience. It is an experience and it is something that learned because I was born in a similar show, a show that my father and mother used to bring. My parents, who called it the National Mexican Festival and Rodeo Show.
And this was back in the 60s. I was born in the 68, it was my turn in the 70s to do this show with them, and then it was abandoned. There were others artists who did something similar on horseback, but until today this is the only show of its kind. There is no other, there is no other. So what are you going to offer people? Well, everything I just said. Besides that it is the only show of its kind. Now, for the three of you, I want to know what it is like to be part of this family show and to work with family members and the team, which I think feel like family after so many years?
Leonardo
It is very nice to know that you are supported by your family and that you can share a bond, that there are many people who cant, who will not be able to live that. I realize that it is not normal for my father, Angela, my uncle and me to go out on stage. So it is very nice to be able to do that together and you can feel the energy behind what we are doing, because we are doing it with a lot of love, it is not for interest, it´s because honestly I feel, I´m not going to speak for my dad or my sister, but I feel that this show goes way beyond me, it goes way beyond Leonardo Aguilar. We´re representing Mexico and this is how I see my part of the show. So, to be able to be a part of, to be a part of a family, that is its mission,
to represent Mexico and take it to the whole world, and that the people who can´t, who don´t know very well, go there and understand what it is about, what is the music, what is the culture, etc. I feel very proud to be able to be part of a family like that.
Ángela
Well, I feel exactly the same as Leonardo. It is very difficult for everyone in the family to enjoy one thing that unites us as much as the music, as the show, how is it to bring this to people, right? Everyone in a family is taking care of certain things in the shows and that unite us a lot, we travel together and we are truly united. So doing a show with people you love it´s the best combination of doing what you like, with the people you like, with the people you love and well, it makes working not working, but rather an adventure that we do all together every minute.
Pepe
It is very natural in my life, it has always been, it was always like that, always with the family, the work. With my parents, with my brothers at first, after a while, while my sons were very small, or hadn´t been born [yet] I was always alone. When they were little, I was alone. And after a farewell in 2006 that organized for my father, they joined the show a little more seriously, so started taking them with me to all the concerts.
And little by little they were integrated, so it is very natural for me to be with them on tour and to work, so natural in fact that have to be reminding myself that at
the end of the day it is a performance and that you have to take off your family hat and put on the other of the showman and the performer. So, it is natural that I could summarize everything that for me working with my family is natural. I don't feel forced in any way, and I'm used to it. In fact, now working alone is kind of weird, after all the time we have been working together.
And I was curious if you made any changes to the show, not just because of the pandemic, but if there were changes to the concepts and production elements?
Pepe
Oh, yes indeed. We have many, many, many changes, changes of music, changes of horses, changes of the special numbers that go around jaripeo, change of lights. It is a new show design and a change in the content of what appears on the screens, what people see, how people share and how people interact is also different.
There are many things that keep them busy from the moment they enter the site, from the moment they enter the venue, it becomes like a world of jaripeo and “An Aguilar world”. Many things happen that we planned for nine months because we had time in the pandemic, because a new creative team was also incorporated that has worked with very important people, including Cirque du Soleil, they are Mexicans and created a whole new environment, a new environment for Jaripeo sin Frontera. We need to come back with something totally new and that's what we did from the intro to the end. It is a show that maintains the same essence of the previous shows, with the family, Mexican music, horses, tradition, but now brings special effects, props and more visual content and new music. In other words, it is a 100 percent renewed Jaripeo sin Fronteras.
Pepe mentioned that "there is no other" show like this, so I wanted to know why it is important to each of you that this type of entertainment remains alive for the culture and for those who have not had the experience, or have not been to this kind of show?
Ángela
Well, I think this is very important to me, because I feel that there are many people of the new generation who did not live certain things as they were popular in the Jaripeos, as my grandfather used to do them, and believe that my father came up with this wonderful idea to bring a jaripeo which is something traditional, typical Mexican and make it new, modernize it, use the newest technology, the most listened music right now, which have been the most recent successes of my father, mine and those of Leonardo.
So this show has become a show for the whole family. It has entertainment for even a three-year-old who sees it and is going to understand it and is going to feel proud to be living what he is experiencing. Even a grandmother who remembers and has her memories of an old and ancient Jaripeo, and transports her to that experience, right? So we have everything. It is a super super complete show. And I think that for me what is super cool is that normally when you have been doing the shows for a long time and everything, then you already know the show and it is no longer so exciting. And I feel that in this jaripeo, the new one we have done four, but before we had done several concerts of jaripeo and I promise that every time you go it is a completely different experience. And that’s because everything is done really authentically and very real. So, this experience will be super cool and it shouldn´t be missed because we should all experience it.
Leonardo
I love doing this kind of show right now because we can. As said before, representing Mexico in a way that is very worthy as it deserves, through music, horses, charro mounts and through the acts that Pepe Aguilar brings to Jaripeo sin Fronteras. It is a show that I’d be very proud if someone asked, "What is Mexico?" I could tell them that this is a little taste of the culture and I would be very proud of that. And it is very important for me to bring it to the United States and to take it to many cities in the United States.
That’s why Angela mentioned that not everyone could live it or have been able to or have the opportunity to return to Mexico. I see that a lot with the people who go, that it is a lot of emotion, like very nostalgic, think. Remembering all of this that we bring to you, so really like being able to be part of this jaripeo at this time in this country, because we can bring Mexico wherever we go.
Pepe
But for me it is a show situation, just like 'love is love', 'show is show'. I mean, it doesn't matter what you bring. It comes a certain moment when one have to mode aside and put into perspective what is most important, within the show that we have, which is Mexico. In other words, no artist is more than the Mexican folklore, and the folklore of any country, including Mexico, does not expire. It doesn’t expire and there are folklores vaster than others and the one we have in Mexico is super rich, very vast. Inside the food, the music, the colors and the variety.
So it is endless, we could feature from “Voladores de papantla” to monarch butterflies. From Aztec Gods to field tasks. Banda music to mariachi. So all of this is like an andless display. Meaning, it doesn’t have time or expire date. What does it mean? Well it means the same as doing any other type of show, it’s a staging of a folkloric cultural concept, it’s a very modern staging of something very traditional. So, for me, as the creator of the concept and the one in charge of taking it everywhere, I do it with great pride to show new generations what they can be proud of. I mean, not showing them how big I am and how we sell tickets. No, that is a consequence if you do things purely, if you do them innocently. In other words, that is, with innocence, with true conviction. Then. Mexico has a lot, a lot to show, so we bring a bit of that and we also put our way of seeing it, our way of loving it, our way of interpreting it. So, that's why it's worth bringing a show like this at this time that is breaking records within the category of music that we make - mariachi. Why is it breaking records? Because we are only presenting in arenas, and they are all filling up. So that means that it is more alive than ever, the pleasure is more alive than ever. One, the good show, two, the traditions of Mexico, three for its music and fourth all the way there, for the Aguilar family as well. But first of all, Mexico and the Latin American culture, because it is not just Mexico, but it is called Jaripeo sin Fronteras.
Well, a citizen of Mongolia is coming [too], I mean, he does an impressive act. It is a good mix, a good laboratory out there to show what we have in Jaripeo sin Fronteras.
The tour is coming back to the Bay Area on December 5th at the SAP Center in San José.

un día de la semana reciente, a pocos días de un espectáculo de viernes por la noche en el Oakland Arena, Ángela Aguilar se sentó frente a mí virtualmente mientras sostenía a su perro, Gordo, y proclamaba que, "¡El gordo es el rey de todo el mundo!"
[para ser honesto, no me importaría un rey-perro, siempre que tuvieran buenas políticas y sea tan amable como parece ser Gordo]
Cuando Pepe y luego Leonardo entraron en el marco de la videollamada de Zoom, definitivamente parecían estar en un hotel en San Francisco, el inconfundible horizonte de la ciudad visible fuera de la gran ventana a sus espaldas.
Están aquí para la cuarta parada de su gira de 16 shows, "Pepe Aguilar Presenta Jaripeo sin Fronteras", que comenzó en Phoenix el 4 de septiembre.
Esta gira continúa después de una pausa pandémica, trayendo de vuelta la versión exitosa de jaripeo que la dinastía Aguilar lanzo en giras en 2018 y 2019. Durante la pandemia, los tres tuvieron sus "momentos pandémicos" como el resto de nosotros, lidiando con un cambio en nuestro día a día. Pero para ellos, el día a día consistía constantemente en realizar giras y espectáculos para personas de todo el mundo.
Así que Pepe, el arquitecto principal del espectáculo, y sus colaboradores se pusieron manos a la obra para perfeccionar el espectáculo ya exitoso, agregando y transformando ciertos elementos y agregando otros completamente diferentes.
Pero según Pepe y sus hijos, lo más importante sigue siendo una celebración de México: de mariachi y banda, arte y animales majestuosos, con elementos añadidos para fascinar a todos los ámbitos de la vida.
Así que ahora están de regreso y listos para hablar sobre su nuevo espectáculo y el legado que continúan bajo las luces brillantes y en el polvoriento escenario del jaripeo. Gordo no aceptará preguntas.
Para empezar, quería preguntar, ¿cómo es estar de nuevo en este tour después de la pausa de la pandemia y cómo se siente en estar de nuevo en el escenario?
Pepe
Pues muy contentos, la verdad, muy afortunados. Para todo el mundo fue muy difícil. Para nosotros también fue algo que se complicó porque nuestra vida ha sido andar de gira, siempre estar en los escenarios y pues parar así de pronto? En toda mi vida nunca me había pasado. Y para [mis hijos] pues tampoco. Entonces ha sido muy significativo al regresar con éxito. La gente también los fans vivieron, por supuesto, cada quien sus historias de pandemia en y también querían regresar, al igual que nosotros a los escenarios, ellos a ver a sus artistas. Entonces estamos muy contentos.
Ángela
Si es, pues para mí, o sea, yo creo que para mi papá es todo un poco más fuerte que para mí, porque mi papá lleva más tiempo haciendo esto. Pero pues yo desde que nací lo he estado acompañando a sus giras, a sus conciertos, hemos estado backstage hasta los últimos como 9 años, empezamos a estar ya cantando en los shows de mi papá, así que pues sí, yo creo que al estar unos 9 años haciendo esto cada fin de semana, evidentemente te va, como dirían allá en México, 'mover el tapete' y pues la verdad sí estuvo muy difícil y yo creo que más que nada, como que aprendimos a apreciar un poco más todo lo que hacíamos y tenemos muchas ganas de regresar y de verlos otra vez.
Leonardo
Pues Arturo es similar a la respuesta de mi papá y de mi hermana. Para mí era mi vida esto, yo no conocía nada más y fue muy difícil adaptarme a estar en un solo lugar y buscar cosas en las que podía crecer. Después encontré muchas [cosas] y ya era momento de regresar, y sentí una apreciación por la vida que podemos vivir y por poder conocer a tanta gente y cantarles y entretenerlos, que nunca había sentido, porque nunca me había dado cuenta lo que era no tener. Así que poder regresar, me di cuenta de lo afortunado que era y de cómo no voy a dejar que se me vayan esas oportunidades. ¿Pueden hablar un poco de qué es lo que sucede en uno de los jaripeos de ustedes y cómo es el ambiente?
Pepe Claro. Bueno, pues es un espectáculo ecuestre. Primero que nada es más enfocado en eso. Los caballos, las tradiciones de campo y llevadas a un terreno del espectáculo, verles la espectacularidad, digamos, porque llevamos luces y traemos lo último en tecnología y pantallas, efectos especiales. Y repito, todo dentro de un marco, de un espectáculo ecuestre, un espectáculo de música de banda, música de mariachi. Traigo mi grupo también. Entonces son más de 35 músicos durante tres horas tocando música mexicana y varios números que suceden dentro del show, entre ellos Ángela, Leonardo, mi hermano, Antonio Aguilar, hijo, y yo en lo musical.
Pero aparte hay muchas otras cosas. Es una producción grande. Somos más de 150 personas y repito, son tres horas de mucha diversión, de mucha música, pero no lo podemos llamar un concierto y tampoco lo podemos llamar un rodeo. Tampoco como llamarlo un jaripeo. Es más bien como una experiencia. Es una experiencia y es algo que yo aprendí
porque nací en un espectáculo similar, un espectáculo que mi papá y mi mamá traían. Mis padres, que le llamaban el National Mexican Festival and Rodeo Show.
Y esto fue por allá en los 60. Yo nací en 68, me tocó en los 70 hacer esto con ellos, y después se dejó. Después vinieron otros que hicieron algo similar a caballo, pero hoy por hoy este es el único espectáculo en su género. No existe otro, no existe otro. Entonces, qué se le va a ofrecer a la gente? Pues todo lo que acabo de decir. Más aparte que es el único espectáculo en su género.
Ahora, para los tres, ¿quería saber cómo es ser parte de este este show familiar y de trabajar con los familiares y el equipo, que yo creo que se sienten como familia después de tantos años?
Leonardo
Es muy bonito saber que está respaldado por tu familia y que puedes compartir un vínculo, que hay muchas personas que no pueden, que no van a poder llegar a vivir eso. Yo me doy cuenta de que no es normal que salgamos a un escenario mi papá Ángela, mi tío y yo. Así que es muy bonito poder hacer eso juntos y se nota la energía detrás de lo que estamos haciendo, porque como lo estamos haciendo con mucho amor y con mucho, no es por interés, es porque sinceramente yo siento, no voy a hablar por mi papá o mi hermana, pero yo siento que este show va más allá de mí, va más allá de Leonardo Aguilar. Estamos representando a México y yo veo mi parte del show como eso. Así que poder ser parte, formar parte de una familia, que esa es su misión, representar México y llevarla a todo mundo, y que la gente que no puede, que no conozca muy bien o que sí conozca, vaya y entienda de qué se trata, cuál es la música, cuál es la cultura, etc. Me siento muy orgulloso de poder formar parte de una familia así.
Ángela
Bueno, yo me siento exactamente igual que Leonardo. Es muy difícil que todo el mundo de la familia disfrutemos una cosa, esto que nos une tanto como es la música, como el espectáculo, como es pues traerle esto a las personas, no? Cada quien en una familia está encargándose de ciertas cosas de los shows y eso nos une muchísimo, viajamos juntos y estamos verdaderamente unidos. Entonces el hacer un show con gente que amas, pues es la mejor combinación de hacer lo que te gusta, con la gente que te cae bien, con la gente que amas y pues hace que trabajar no sea trabajar, sino sea como una aventura que hacemos todos juntos cada minuto.
Pepe
Es muy natural en mi vida, siempre ha sido, siempre fue así, siempre fue en familia, el trabajo. Con mis padres, hermanos primero, después de un tiempo, mientras mis hijos estaban muy pequeños, o que [todavía] no nacían siempre estuve solo. Cuando ellos estaban pequeños estuve solo. Y después de una despedida en el 2006 que le organicé a mi padre, ellos se incorporaron ya un poco más serio al espectáculo, entonces los empecé a llevar conmigo a todos los conciertos.
Y poco a poco se fueron integrando, entonces es muy natural para mí el estar con ellos de gira y trabajar de hecho tan natural que me tengo que estar recordando que a fin de cuentas es un performance y que tiene uno que quitarse el sombrero de familia y ponerte el otro de showman y de performer. Y entonces es natural que pudiera resumir todo, que para mí trabajar con mi familia es natural. No lo siento forzado de ninguna manera, y ya me acostumbré. De hecho, ahora trabajar solo es como raro, tanto que hemos trabajado juntos.
Y tenía curiosidad si habían hecho cambios en el programa, no solo por la pandemia, sino si hubo cambios en los conceptos y elementos de producción.
Pepe
Oh, yes indeed. Tenemos muchos, muchos, muchos cambios, cambios de música, cambio de caballos, cambio de los números especiales que van alrededor de jaripeo, cambio de luces. Es un nuevo diseño de show y cambio de contenido de lo que sale en las pantallas, de lo que ve la gente, como comparte la gente y e interactúa la gente es también diferente.
Hay muchas cosas que los mantiene ocupado desde que entran al recinto, desde que entran al venue, se vuelve como un mundo de jaripeo y 'un mundo Aguilar.' Pasan muchas cosas que planeamos durante nueve meses porque tuvimos tiempo en la pandemia, porque también se incorporó un nuevo equipo creativo que ha trabajado con gente muy importante, entre ellos Cirque du Soleil, y son mexicanos y crearon todo un nuevo environment, un nuevo ambiente para Jaripeo sin Fronteras. Necesitamos regresar con algo totalmente nuevo y eso fue lo que hicimos desde la introducción hasta el final. Es un espectáculo que mantiene la misma esencia de los anteriores espectáculos, con la familia, música mexicana, caballos, tradición, pero que ahora trae efectos especiales, props y más contenido visual y nueva música. O sea, es un Jaripeo sin Fronteras renovado 100 por ciento.
Hace rato menciono Pepe que "no existe otro" show como este entonces quería saber por qué es importante a cada uno de ustedes que se quede vivo este tipo de entretenimiento para la cultura y para los que no han tenido la experiencia, o no han ido a este tipo de show. Ángela
Pues yo creo que esto para mí es muy importante, porque siento que hay muchas personas de la nueva generación que no les tocó vivir ciertas cosas como eran populares en los jaripeos, como los hacía mi abuelo y así, y yo creo que a mi papa se le ocurrió esta maravillosa idea de traer un jaripeo que es algo tradicional, típico mexicano y hacerlo nuevo, modernizarlo, usar la tecnología así más nueva, la música ahorita más escuchada, que ha sido los exitos de mi papa más recientes, mis éxitos y los de Leonardo.
Entonces este show se ha vuelto un show que es para toda la familia. Tiene entretenimiento hasta para un niño de tres años que lo ve y lo va a entender y se va a sentir como orgulloso de estar viviendo lo que está viviendo. Hasta una abuelita que se recuerda y tiene sus recuerdos de un jaripeo antiguo y viejito, y la transporta a esa experiencia no? Así que tenemos de todo. Es un show súper súper completo. Y yo creo que para mí lo que está súper padre es que normalmente cuando ya llevas mucho tiempo haciendo los shows y todo, pues ya te sabes el show y ya no es tan emocionante. Y siento que en este jaripeo, ya del nuevo llevamos cuatro, pero anteriormente ya llevábamos varios conciertos de jaripeo y prometo que cada vez que vas es otra experiencia completamente. Y es porque todo está hecho súper auténtico y muy real. Así que esta experiencia va a estar súper, súper padre y no se debería de perder porque todos lo deberíamos de vivir.
Leonardo
Me fascina hacer este tipo de espectáculos ahorita porque podemos. Como dije antes, representar a México de una manera muy digna de como se merece a través de la música, a través de los caballos, a través de las monturas charras, a través de los actos que lleva Pepe Aguilar a Jaripeo sin Fronteras. Es un espectáculo que yo me sentía orgulloso de que si preguntan, "¿qué es México?" podría decirles que esto es una probadita de la cultura y me sentiría muy orgulloso con eso. Y se me hace muy importante traerlo a Estados Unidos y llevarlo a muchas ciudades de Estados Unidos. Por eso menciono Ángela de que no todos pudieron vivir o han podido o tienen la oportunidad de regresar a México. Yo veo mucho eso con la gente que va, que es mucha emoción, como que muy nostálgico, yo creo. Al recordar todo esto que les llevamos, así que me gusta mucho poder formar parte de este jaripeo en este tiempo en este país, porque podemos traer a México donde sea que vayamos.
Pepe
Pero para mí es una situación de espectáculo, así como 'love is love', 'espectáculo es espectáculo'. O sea, no importa lo que traigas. Si es el determinado momento importante, el quitarse uno de un lado y poner en perspectiva lo que es más importante, dentro del espectáculo que tenemos, que es México. O sea, ningún artista es más que el folclor mexicano, y el folclor de cualquier país, incluido México, no tiene caducidad.
NICOTINA:
La nicotina se oculta en el tabaco con sabor. Cuando es utilizado por los adolescentes, puede dañar las áreas del cerebro que se hacen cargo de la atención y el aprendizaje.
No se acaba y hay folclores más ricos que otros, el que tenemos nosotros en México es riquisisissimo, es muy vasto. Dentro de la comida, la música, los colores de la variedad. Entonces no nos la acabamos, podemos poner desde los voladores de Papantla hasta Mariposas Monarca. Desde dioses aztecas hasta faenas del campo. Música de banda, música de mariachi. Entonces todo esto es como una muestra que es perenne. O sea, no tiene, no tiene tiempo, no tiene caducidad.
Qué significa? Pues significa lo mismo que hacer cualquier otro tipo de show, es una puesta en escena de un concepto cultural folclórico, es una puesta en escena muy moderna, de algo muy tradicional. Entonces, para mí, yo como. Creador del concepto y encargado de llevarlo por todos lados, lo hago con mucho orgullo para mostrar a las nuevas generaciones de lo que pueden estar orgullosos. O sea, no mostrarles que tanto grande soy y en como vendemos boletos. No, eso es una consecuencia si haces las cosas puramente, las haces inocentemente. O sea, es decir, con inocencia, con verdadera convicción. Entonces. México tiene mucho, mucho, mucho, mucho que mostrar y nosotros traemos un pedacito de eso y también le metemos nuestra forma de verlo, nuestra forma de quererlo, nuestra forma de interpretarlo. La comunidad latina representa más de una sexta parte de la población de San Francisco y no hay duda que este grupo continúa teniendo un impacto significativo en nuestra cultura local, historia y futuro tanto en San Francisco como en todo el país.

EARTHTALK Q&A: UPDATE ON YUKON TO YELLOWSTONE WILDLIFE CORRIDOR

Conservationists’ dreams of a wildlife corridor stretching from the Yukon to Yellowstone (Y2Y) where “charismatic megafauna” like bears, wolves and caribou can roam freely and have enough continuous undisturbed habitat to thrive is slowly becoming a reality thanks to the dogged determination of thousands of concerned individuals and over 450 partner groups behind them. Since the project’s inception in 1993, green groups, indigenous groups and government agencies have worked together to preserve upwards of 500,000 square miles of the intermountain west for this project, with hopes of adding much more.
The core of Y2Y is all within the Rocky Mountains, the eastern edge of the Rocky Mountain Trench in British Columbia, and the Liard Plateau in northern B.C. Scientists have collaborated as well to expand Y2Y into the Greater Yellowstone Ecosystem, the Columbia Mountains of eastern B.C., the Mackenzie Mountains of the Northwest Territories and the Yukon, given their similar ecological characteristics.
Unlike other animal crossings, Y2Y is a large area across mountain ranges without a hard boundary. Since natural ecosystems are entirely interconnected, conservationists have drawn soft, flexible boundaries in conjunction with evolving patterns of seasonal movements by wildlife. These untouched areas serve as safe highways for the diverse range of species to feed, breed and migrate without outside interference.
In other sections of the Y2Y region where development has been more commonplace, partner groups have worked to create wildlife-friendly infrastructure to facilitate crossings of roads and other manmade obstructions. They have also set up tracking mechanisms for some species to monitor their success. Meanwhile, other partners have been focused on acquir-
ing real estate parcels that can be left in a natural state or converted back from development to be included in the animalfriendly network of corridors.
In the Y2Y region, conservationists and scientists have focused on the preservation of grizzly bears—an “umbrella” species. Since grizzly bears roam such an expansive area of land in search of food and mates, they play a central role in maintaining the healthy functioning of an ecosystem. Given the population declines and genetic diversity loss of the region, conservationists have especially pushed for wildlife corridors to alleviate the habitat loss and fragmentation among grizzly bears.
Achieving the Y2Y vision has not come easy. Much of the region stretches across private lands. To accommodate both humans and wildlife, conservationists have worked with private landowners to ensure safe passage for wildlife without interrupting human lifestyles. Many oil, gas and mining projects also require access roads, which often cut through natural landscapes and degrade wildlife habitat.
While the Y2Y mission has come far in preserving the natural environments from Yellowstone to Yukon, the initiative calls for further collaboration from diverse communities. Whether it’s volunteering from local groups or partnerships with larger organizations, Y2Y aims to continue its vision of harmonizing a wild and wooly 2,000-mile swath of the North American West.

VIVA FRIDA DE NOCHE: A CELEBRATION OF CULTURE AND ART, WITH A FOCUS ON KAHLO
After a Pandemic Pause, the annual convergence of Mexican art, artisanal vendors and food returns

and Mario Barba put on a yearly art event in San Jose that celebrates the many vibrant facets of Mexican culture with an emphasis on one of its most iconic citizens, Frida Kahlo.
The annual Viva Frida event is back after postponing in 2020, as many events did, and for the fifth iteration they aim to bring back the basic principles which have made their event a celebration of Kahlo and the Mexican culture she was part of.
“What we try to do is, to emphasize a lot the culture and the crafts, and more than anything the Mexican culture, gathered all in one place, then we give a tribute to Frida Kahlo, who was a figure that was very loved by Mexicans due to her his story,” says Mario Barba.
Billed as a tribute to Frida Kahlo, the event will include food vendors providing such favorites as tacos and churros, tequila and mezcal tastings, as well as a "Frida Live Painting Challenge" in which some of the most revered local artist, such as Francisco Franco and Moza Arts, will have 30 minutes to paint a Frida inspired work.
A subsequent silent auction for the paintings will follow.
An artisanal vendor’s market and clothing from Mexican designer, and Los Angeles based Paulina Clothing, will round out the festival’s main draws and according to Claudia Barba, “the event includes so much, and each piece represents a special part of our Mexican culture.”
This year the event is scheduled to take place on Friday, October 1, 2021, at the Mexican Heritage Plaza from 5:30- 10pm.
Before the pandemic, the Viva Frida event was all ages, but due to precautionary measures, this year will be 21+. This is due to the alcohol being sold on the premises, which includes tequila and mezcal tastings, and the fact not all children qualify to be vaccinated yet.
“We want to be cautious. The place is outdoors and it is in a garden and in a patio, but regardless the fact is that small children still do not have the vaccine, so it was part of our protocol to protect our little ones,” adds Mario.
So although the Barbas will miss the participation of the children in this year's festival, they hope those that do come to Viva Frida on October 1st will revel in the tribute to Mexican culture and its
gifts to the world, including the thick browed artist who, long after her death, continues to inspire people to not be afraid to be their genuine selves. And more important than attendance numbers for Mario is that people come and participate in the event, to dress up like Frida or just enjoy the experience alongside the community around them.
“This is how we want people to get involved, it is very important to us. It is what we want, we want to transmit art to the community and to not forget how complex our culture is.”

Anunciado como un tributo a Frida Kahlo, el evento incluirá vendedores de comida que ofrecerán degustaciones de tacos y churros, tequila y mezcal, así como un "Frida Live Painting Challenge" en el que algunos de los artistas locales más venerados, como Francisco Franco y Moza Arts, tendrán 30 minutos para pintar una obra inspirada en Frida.

MARTIAL COTTLE PARK FOUNDATION PROVIDES KEY DONATION

Santa Clara County, CA – Santa Clara County Department of Parks and Recreation received a generous donation from Martial Cottle Park Foundation towards restoring and repairing the historic structures of Martial Cottle Park’s Life Estate located at Martial Cottle Park in San Jose.
The Martial Cottle Park Foundation donation, in the amount of $196,147, covered the full cost to restore and repair the windows of the Cottle House, bringing the total of their donations to nearly $300,000.
The donation reflects the joint effort between the Foundation and the Department to develop, operate and maintain the park, and to promote and sustain farming traditions thereby displaying the agricultural heritage of Santa Clara County from the mid 1800’s to the present.
The Department is grateful for the Foundation’s contribution, which expands the Department’s ability to operate, develop, preserve, educate and improve the park. Sharing the park, its history and stories with park visitors and the community embraces the vision of Ethel Cottle Lester and Walter Cottle Lester to provide education and outreach on agriculture and what it was like to live on the Cottle Ranch during the century of The Valley of Heart’s Delight.
Background
Martial Cottle Park is comprised of 287.51 acres of farmland, a remnant of Santa Clara Valley’s agricultural history. Martial Cottle Park is the result of a generous gift from Walter Cottle Lester of 120.12 acres to the County and the sale of 136.52 acres to the State.

Walter Cottle Lester lived out his life on 31 acres of the life estate and upon his death in 2014 the land and buildings transferred to the County. In 2015 the County purchased the remaining Cottle/Lester personal property from his trustee. In his estate planning documents, Walter Cottle Lester established the Martial Cottle Park Foundation, which is managed by his trustee. The Martial Cottle Park Foundation’s primary goals are to assist the County in archiving the family collection and repairing and restoring the historic structures with the life estate.
The Martial Cottle Park Foundation previously donated $95,088 for materials to preserve, restore and repair Cottle/Lester family buildings and belongings at Martial Cottle Park.
Santa Clara County Parks and Recreation Department has provided recreational opportunities, beautiful parks and precious natural resources for Santa Clara County residents for more than 60 years. This golden legacy has resulted in one of the largest regional park systems in the State of California.

NuestroGabriel García Márquez observó en su momento, con su mirada genial, una de las grandes paradojas de la desigualdad: Una mitad de la humanidad padece hambre y la otra mitad tiene problemas de sobrepeso.
La pandemia de COVID-19 refleja una variante de la desigualdad: cuando millones de personas aún no toman la decisión de ponerse ninguna de las dosis de las vacunas autorizadas, los Centros para el Control y la Prevención de Enfermedades (CDC) aprobaron ya la tercera dosis para personas con sistemas inmunológicos comprometidos.
Hasta el momento de escribir esta columna, alrededor de 197 millones de personas mayores de 12 años que residen en los Estados Unidos habían recibido al menos una dosis de las vacunas autorizadas y 167 millones estaban totalmente vacunados.
Aunque la tasa de vacunación en algunas comunidades ha registrado un repunte, atribuible en parte el temor a contagiarse de la peligrosa variante “delta”, lamentablemente subsiste un nivel de indecisión en algunas comunidades, incluida en la hispana, donde prevalecen temores sobre la seguridad de las vacunas en el largo plazo.
En este marco, a partir de este momento, todas las personas que padecen sistemas inmunológicos moderados o severamente comprometidos— que representan alrededor del 3% de la población de Estados Unidos— podrán aplicarse una tercera dosis de las vacunas ARNm autorizadas, es decir, Pfizer o Moderna.
La nueva directriz aplica a personas que han estado recibiendo tratamiento activo para cáncer por tumores o el sistema linfático, recibieron un trasplante de órganos y están tomando medicinas para suprimir el sistema inmunológico, recibieron un trasplante de médula ósea en los últimos dos años, padecen los síndromes de DiGeorge o Wiscott-Aldrich, sufren infecciones de VIH o tienen un tratamiento activo por esteroides o cualquier medicamento que suprima el sistema inmunológico.
Si usted se encuentra dentro de estas categorías y ya fue vacunado plenamente con las dos dosis iniciales, lo procedente es conversar con su proveedor de salud sobre su condición médica y consultarlo sobre si una tercera dosis es apropiada para su
caso personal.
Para las personas que recibieron la vacuna Janssen de Johnson & Johnson, no existe una recomendación específica, toda vez que no hay información estadística para determinar si una tercera dosis puede ofrecer un grado adicional de protección.
La recomendación de emplear una tercera dosis no es exclusiva a los Estados Unidos. Otros países como Israel empezaron incluso con antelación, todo lo cual ha generado un debate internacional:
¿Es moralmente aceptable que los países ricos apliquen una tercera dosis cuando hay 3,500 millones de personas en países pobres que no han recibido ninguna dosis por falta de vacunas?
De acuerdo con algunas estimaciones, la tercera dosis implica asignar casi 500 millones de dosis de las vacunas ARNm a las personas que ya se aplicaron las primeras 2 dosis iniciales. La Organización Mundial de Salud (OMS) estima que esas 500 millones dosis serían de mayor utilidad para la humanidad si se aplican a las personas que aún no han tenido la oportunidad de vacunarse, aunque quieran hacerlo.
Me parece que los Estados Unidos ha tomado una decisión responsable. Porque si bien es cierto que su prioridad es proteger a su población, el presidente Biden ha donado hasta el momento 111 millones de dosis de vacunas al resto del mundo. Y a finales de agosto, su gobierno empezará a repartir otros 500 millones de dosis adicionales de la vacuna Pfizer a los países más pobres.
Por lo pronto, si usted es una de esas personas que sigue indecisa sobre si vacunarse o no y no lo ha hecho porque considera que no tiene suficiente información del gobierno o de las farmacéuticas, o no confía en ambos como fuente de información, tome un papel activo en informarse de fuentes confiables para usted: su médico personal o publicaciones científicas. Nada está exento de riesgo, pero las vacunas salvan vidas.

profunda tristeza e indignación, hemos sido testigos del maltrato que han recibido los inmigrantes haitianos, no sólo en la frontera sur de Estados Unidos, sino también en México. En ambos países muchos de ellos han sido golpeados y humillados de una manera brutal. ¿Dónde quedan los derechos humanos en estos actos de violencia? Tenemos que ser solidarios y apoyar a esta gente tan necesitada. Haití es el país más pobre del continente americano. Su historia ha sido de sangre y barbarie. Consiguieron independizarse de Francia en el año 1804, convirtiéndose en la primera “República negra del mundo” y en la segunda en conseguir su independencia en este continente. Haití es un país que ha sido devastado por tremendos desastres naturales, su pasado y su presente está lleno de calamidades. Durante este año sufrieron un terrible terremoto y días después, un huracán azotó a toda <La Española>, isla que comparten Haití y la República Dominicana.
Miles y miles de haitianos han tenido que abandonar su país y buscar nuevos horizontes en otras naciones, huyen del hambre y de la miseria. Aunque ya se han recibido inmigrantes haitianos en diversos países de América Latina, los que han podido legalizar su situación son muy pocos. Muchos de ellos fueron asilados temporalmente en Chile, en Brasil, en Costa Rica y Panamá; sólo por mencionar algunas naciones que extendieron su mano solidaria, con este pueblo tan sufrido. La comida en Haití no alcanza para todos, el agua menos. Considero que la mayoría de hispanos que somos inmigrantes en Estados Unidos, debemos apoyar a nuestros hermanos haitianos, quienes están prácticamente muriendo de hambre y de sed. Los gobiernos de los países más pudientes, podrían aceptar inmigrantes de Haití. No sólo Estados Unidos y México, también en Argentina, Brasil, Canadá y Australia.
Entre las historias más conmovedoras está la de un inmigrante a quien llamaremos, Charles. Él partió desde Chile hasta la frontera sur de Estados Unidos. Atravesó la peligrosísima Selva del Darién, sitio fronterizo entre Panamá y Colombia. Fue asaltado, golpeado y torturado por delincuentes. Cuando logró huir, prosiguió su camino, pero aún estaba a la mitad de su recorrido. Le faltaba migrar por Centro América. Lo logró, y al llegar a Chiapas, fue golpeado por un agente migratorio mexicano quien le propinó puntapiés en la cabeza. De algún modo consiguió escapar nuevamente, y por fin llegó a la frontera con Texas. Come un pan y bebe una botella de agua en todo el día, después de eso no hay más; sólo le queda vivir en esa angustiosa espera, con la esperanza que este país les brinde una mano amiga.
Este mundo está verdaderamente girado al revés. Esta gente muriendo de hambre, mientras otros pagan sumas cuantiosas por un pañuelo sucio usado por Messi o por una servilleta de alguna actriz famosa. Qué vacíos nos hemos vuelto. ¿Y el Vaticano? Calladitos, no dicen nada; los mensajeros de Jesucristo en la Tierra, como ellos se proclaman, no cooperan en estas causas humanitarias. Y teniendo tanto oro y tanta riqueza, “qué gente tan falta de sentimientos.” ¿Y a los Pastores millonarios? Tampoco se les escucha... La verdad es que vivimos en una sociedad hipócrita, no hay compasión ni sensibilidad por otros seres humanos, ni por los animales, ni por la naturaleza. Después no se pregunten el porqué tanto desastre natural y tanta calamidad. Recen para que no ocurra lo del asteroide seguido por el mega tsunami. Eso ya está profetizado.
Llenemos nuestro corazón de sensibilidad, ayudemos a los haitianos, ahora son ellos, mañana podríamos ser nosotros. Ojalá que se escuche un:
“Sí se puede” en favor de la comunidad haitiana. ¡Qué Dios bendiga al pueblo de Haití!
