COMMENTARY: EO ARCHIVES ARE INCLUSIVE OF MOST LATINO-HISPANIC EFFORTS Hilbert Morales EL OBSERVADOR

T

he last two last Friday of the month meetings (August 26th and September 27, 2019 were of great interest. During the August 26, 2019 meeting, U.S. Congress Member Zoe Lofgren, (CA-District 17) and Chairman Victor Garza told several anecdotes concerning their long relationship as community activists. Lofgren supported having Garza appointed Director of Veteran's Affairs, County of Santa Clara back during the 1990's. Lofgren is a lawyer whose specialty is Immigration Law. Do note that that issue has never been resolved even though the Democratic Party had control of the Presidency (Obama, 2009-10), the Senate and the House. The Obama Administration focused upon enactment of the 2010 Affordable Care Act. The long-time needed Immigration Reform Act was not addressed (nor will it be as long as many who profit from those 11.5 million undocumented skilled workers. Some 5.5 million are Hispanic Latinos). When I saw the LRRT meeting August 26, 2019 agenda which had Congress member Zoe Lofgren (U.S. Congress; CA-District 17) and Raul Peralez, who represents District 3 (Downtown San Jose) on the City Council. The thought went through my mind that maybe Zoe was endorsing Raul Peralez as her successor. NOT SO! Zoe Lofgren announced her re-election. She has already served 24 years (12 x 2-year terms) and has enjoyed substantial support from local Hispanic-Latino registered voter. Is it time for the HispanicLatino community of Congressional District 17 to find a potential successor who would oppose Zoe Lofgren in the coming elections? Recently, the San Jose City Council had five Latinos seated as elected

officials on its 10 district SJ City Council. Is it time to consider the election of a Hispanic-Latino to represent District 17 so the community has another direct representative'? EO does not think that there will ever be any change in the current immigration statutes until that community has more direct representation. It is simply difficult to unseat an incumbent because those who profit from their current ability to exploit those 11.5 million undocumented (of which 5.5 million are Hispanic-Latinos) all have lobbyists who make campaign contributions. So, when will enough Hispanic-Latino registered voters have the opportunity to change things? What's needed is a worthy qualified Hispanic=Latino opponent and enough motivation amongst the Hispanic-Latino registered voters in District 17. Whenever that happens, be assured that that HispanicLatino will become the next millionaire because all those lobbyists will curry favor with their campaign contributions. For the past two years, I have paid my $100 per year membership fee to La Raza Roundtable organization. My personal check was accepted and cashed. No acknowledgement letter (or even a post card) was sent to me. Chairman Victor Garza has been elected chairman for some 24 years. Plus, several attendees have wondered if Victor has health issues. He has missed several meetings when Robert Nunez convened the monthly LRRT meeting. So, who are the LRRT Board members? Why not post a LRRT Board membership listing so that those of us who want to give community feedback know who to communicate to. My suggestion is that a binder be available during monthly meetings which has a copy of LRRT charter (It is an IRS Section 501(c)(4) non-profit CBO-NGO (Community = Non-Governmental organization).

The oligarchy (small group) which Victor Garza allegedly hand-picks are beholden to him and support him. Some years ago, I was phoned by Victor Garza who asked me to be a member of this LRRT group. I was interested until I was informed that of course EL OBSERVADOR publication would be required to support La Raza Roundtable. As President & Publisher of EO, I declined because EO needs to operate as a fully independent community publication which presented factual, truthful and useful information to its HispanicLatino targeted readership. EO is accessible ONLINE at www.el-observador.com. Any profits from EO's business operations are used to support HispanicLatino students attending local universities/colleges. Since 1986 to date, Betty and Hilbert Morales were the fiscal angels who ensured that whenever revenues earned were not enough to underwrite EO's operating costs', the requisite funding was made available. A consequence is that EO, as a bilingual community publication was enabled to be very reliable in its support of public policy changes and the effective development of the local Hispanic-Latino registered voter. Almost all Latino-Hispanic candidates who opted to campaign to become an elected official was supported gratis. It is the reliable delivery of factual, truthful and useful information which permitted the local Hispanic-Latino Community to become informed enough to begin election of its own to public offices as elected officials. In fact, I enjoyed much personal satisfaction when Blanca Alvarado, who was supported by EO back during the 1980's, as the first Latina SJ City Council member representing District Five. And recently Five of Ten City Council District seats were occupied by elected local Hispanic-Latinos. All elected with EO's gratis support.

That has to change, because Information Technology, Amazon, Facebook and Google have absorbed much of the advertisement revenues. I encourage local Hispanic-Latino professional and business owners to insert (pay for) an $125 advertisement once or twice a year. The Hispanic-Latino community, especially its professionals and small businesses are encouraged to place their newspaper advertisements in EO. Those revenues enable and ensure that our community is kept well informed and that its journalism students have access to accredited journalism internships. During 1986, four SJSU journalism students came to EO asking for internships after having been rejected by every WASP owned and managed local publication. EO's publishers Betty and Hilbert Morales decided to fill that void and made requisite resource available. All four Latino students graduated with their 4-year Mass Communication and Journalism degree (1988). Currently, the City of San Jose has no community newspaper because the former San Jose Mercury News no longer exists. The San Francisco Bay Area News Group consolidated its staffing of reporters, writers, editors, etc., who are now located elsewhere; even the S.J. Mercury News facility formerly located on Ridder Drive is no more. Newspapers, as a printed source of community information plus national and worldwide news, will always have its niche because the electronic communications devices are not required to be truthful, factual and useful and are not as responsible as an adjudicated newspaper which will remain in the archives of libraries. It is those archives which contain the factual reliable information which historians will use in the future. EO's past archives already exist in digital form in the cloud. The result is that our community's involvement

and history is already being recorded in collections. WHY DO I REVEAL ALL THIS? It is because too many in the general community and especially its HispanicLatino sector, simply do not know nor make no effort to be informed. AND MOST IMPORTANTLY: IT TAKES GOOD FACTUAL AND TRUTHFUL INFORMATION TO ENABLE A COMMUNITY TO LOOK OUT FOR ITS OWN BEST INTERESTS. So, as EO's Publisheremeritus (which means I am retired; at age 90 I plan to retire soon), I ask that you make a personal commitment to support EO and its current Publisher/ CEO, editor and employees. That is a requirement if EO is to continue being your source of good, reliable, truthful and factual information which is always accessible in local public library archives. Also, consider supporting Ramon J. Martinez, Ph.D., and Fernando Zazueta, esq., who have just initiated LA RAZA HISTORICAL SOCIETY OF SANTA CLARA VALLEY. Make it a point to not throw away artifacts and documents which are old family records and photos. Deliver them to La Raza Historical Society of SCV. Help Dr. Martinez and his colleagues collect, organize and create those archives which document the creative, innovative and supportive efforts of LA RAZA in the transitional developments of SILICON VALLEY. The local WASPs in positions of influence, power and authority have no idea about our supportive efforts and will not unless WE, THE PEOPLE tell them. For once, We, LatinoHispanics must document, record, and communicate our community efforts which enabled the creation of SILICON VALLEY as a unique center of excellence, innovation and creativity which is the envy of the entire world.

ELENA, Mont. - Octubre es el Mes Nacional de Prevención del Acoso, creando conciencia sobre el creciente impacto de este problema en los estudiantes. ELENA, Mont. – October is National Bullying Prevention Month, bringing awareness to this issue's growing impact on students.

"We can't turn a blind eye to it, we can't act like it's not going on,” she stresses. “That doesn't help anybody. It creates more damage than good. If you see something, say something."

According to the 2019 Montana Youth Risk Behavior Survey, 22% of students across the state say they've been bullied on campus, and nearly 18% say they've been bullied online. Holly Mook, the coordinated school health unit director with the Montana

Montana schools are required to have bullying prevention plans. Mook says her office provides a tool kit to schools to help them develop and update their plans. She adds there are a number of resources available to parents as well. The Substance Abuse and Mental Health Services Administration has the KnowBullying app. There's also stopbullying.gov from the U.S. Department of Health and Human Services. Mook says these resources help parents answer questions about bullying, and can even let them know if something more serious is going on, including civil rights issues. "A lot of times, you'll have parents that say, 'Am I overreacting or am I under-reacting?'” she relates. “These different resources kind of help them navigate what those signs and symptoms look like, and how they can intervene." Mook notes the Montana Department of Justice provides the Safe in Your Space (https://dojmt.gov/safeinyourspace/)program to students, parents and schools to teach them about online safety and cyber bullying.

Let’s hope we’ve learned about where (and where not) to site habitable buildings as well as the importance of maintaining—even expanding—natural buffers that protect the places where people live from unnecessary property damage and/or loss of life.

New York City has gotten busy bolstering itself against future “super storms” like 2012’s Sandy. Code changes like requiring electrical transformers to be in the upper floors (not basements) of commercial buildings, and developing feasible strategies for shuttering tunnels, airports and subways, are just a few of the changes wrought by Sandy. Developing resilient infrastructure is another way that city planners are hoping to mitigate future flooding issues, like at the recently opened Hunter’s Point South Park along the East River in Queens. One especially climate-resilient feature of this park is a big playfield made of synthetic turf that can “detain” a half million gallons of water when the East River overflows during a high tide or storm surge. When the tide goes back out—or the storm moves on—the detained water is slowly released back into the river through a network of exfiltration channels hidden beneath landscape features. An outer wall protects natural barrier marshes that filter water and can also absorb and detain more stormwater as needed. It was surprising just how walloped New Orleans was by Hurricane Katrina in 2005, given that the city’s leaders and residents were used to regular flooding during storm events. But the damage, displacement and loss of life from this “100-yearstorm” event spurred long overdue efforts to bolster the city’s defenses against floodwaters— including efforts to conserve and expand outer marshlands which serve as buffers against storm surges and flooding. New Orleans also bolstered its infrastructure and capacity to handle flood waters. “Given similar evacuation conditions to those seen in Katrina, the [new] system is expected to reduce potential loss of life by as much as 86 percent without pumping and up to 97 percent with 50 percent pumping for a 100-year flood event,” reports Wolfgang Kron of insurance giant Munich Re. He adds that New Orleans’ post-Katrina flood mitigation system should reduce property damage by 90 percent for a 100-year flood event and 75 percent for a 500-year event, compared to the pre-Katrina situation. While New Orleans hasn’t been tested on such a major scale since Katrina, everyone is hoping the projections bear out when the next major storm hits. As for lessons learned from 2016’s Hurricane Harvey, it’s too soon to tell, as many Houstonarea residents are still in recovery mode. But no doubt some of the lessons from Katrina and Sandy will be applied in Houston and other coastal cities around the world getting ready for

Desarrollar una infraestructura resistente es otra forma en que los planificadores urbanos esperan mitigar futuros problemas de inundación, como en el recientemente inaugurado Hunter’s Point South Park a lo largo del East River en Queens. Blanche explica que, como ella, hay varias personas especializadas que conducirán a los clientes por la variedad de productos a base de cannabis, así como por las comidas y bebidas que les pueden ayudar con la vivencia. "También tenemos personas que hablan español y otros idiomas para hacer más inclusiva esta experiencia", apunta la vocera. La inauguración de este lugar, apto para personas mayores de 21 años portadoras de una identificación legal en California, se da casi tres años después de que los votantes del Estado Dorado aprobaran la Proposición 64, con la que se legalizó la venta, cultivo y uso personal de la marihuana entre adultos. Desde que la ley entró en vigor en 2018, el mercado legal de la marihuana en California ha experimentado un crecimiento rápido. La bonanza es tal que un reporte difundido en agosto pasado proyectó que, al culminar este año, el estado habrá acumulado 3.100 millones de dólares en ventas, lo que lo llevaría a liderar la industria en el mundo. El estudio "California: lecciones del mercado de cannabis más grande del mundo", elaborado por Arcview Market Research y BDS Analytics, calcula un crecimiento del 23 % en 2019 respecto a los 2.500 millones de dólares por ventas del año anterior. En el mismo sentido, una encuesta revelada este martes advierte que la mayoría de los votantes en California quiere que los municipios permitan tiendas de productos de marihuana en sus comunidades. El estudio realizado por la Universidad de California Berkeley y el periódico Los Angeles Times encontró que el 63 % de los californianos encuestados está de acuerdo en que su ciudad otorgue permisos a establecimientos de venta de marihuana. Since the law came into effect in 2018, California's legal marijuana market has experienced rapid growth. According to a report released in August, by the end of this year, California is expected to have made $3.1 billion in sales of cannabis products, which would put it at the top of the world's reefer industry. The report "California: Lessons from the World's Largest Cannabis Market", prepared by Arcview Market Research and BDS Analytics, estimated a 23-percent growth in 2019 compared to the previous year's $2.5 billion in sales. In the same vein, a poll released on Tuesday revealed that most voters in California want municipalities to allow marijuana stores in their communities. The study by the University of California Berkeley and the Los Angeles Times found that 63 percent of Californians surveyed were in favor of their city granting licenses to marijuana outlets. n “impeachment” o juicio político es cosa seria. En los 242 años de historia de los Estados Unidos sólo se ha iniciado el proceso contra 5 presidentes, incluido Donald Trump, aunque las acusaciones contra funcionarios civiles menores –jueces, legisladores-- han sido mas numerosas, más de 60 casos desde 1789. La barrera para consumar la destitución presidencial es alta. No sólo se requiere de una mayoría simple en la Cámara de Representantes para determinar si procede el “impeachment”, sino de una mayoría calificada de dos terceras partes en el Senado (67 de los 100 votos) para consumar el despido presidencial. Sólo en dos casos presidenciales los artículos de destitución fueron aprobados en la Cámara Baja, para ser turnados al Senado, donde tiene lugar el “juicio político” de destitución, presidido en un proceso solemne por el presidente de la Suprema Corte de Justicia. El informe mostró que la participación general de los Estados Unidos en el turismo internacional está disminuyendo. Y si su participación se hubiera mantenido estable desde 2018, solo este año la nación habría visto 59 mil millones de visitas turísticas adicionales, generando $ 14 mil millones en ingresos y respaldando 120,000 empleos.

The report said President Trump's Muslim travel ban, anti-immigrant policies and rhetoric, visa rollbacks and tariffs on Chinese goods have combined to create a negative impression that drives foreign tourists away. The president has defended his policies saying they are designed to protect national security and correct trade imbalances. The report said foreign tourism is the nation's number two export - second only to transportation equipment. And in 2018, 18.1 million international tourists spent more than $28 billion on travel in California alone. Doyle said other countries will benefit when tourists don't feel welcome or safe in the U.S. "Eighty percent of travel to the United States is for pleasure, not work," he said. "So, these are people who can switch their ski trip from California ski resorts to Canada ski resorts pretty easily." oakim Soria tiene un récord muy especial en las Grandes Ligas. En junio, el lanzador de relevos del Oakland Athletics Baseball Club celebró el hito de la mayoría de las apariciones de un lanzador de México. El compañero de equipo de Soria, Liam Hendriks, también le compró un pastel, celebrando una carrera que comenzó en 2007 con los Reales de Kansas City.

Y aunque está lejos de su estado natal de Coahuila, sus conexiones con la familia significan que nunca están demasiado lejos, llegando tanto a Oakland como a juegos para visitarlo en los Estados Unidos. “Siempre estoy visitando para allá, tengo toda mi familia y me gusta ir bastante a México. También visitan, es el ‘back and forth’.”

a devoción a San Francisco de Asís. Es una de las más arraigadas no sólo en Latinoamérica sino también en Europa y otros continentes. Miles de fieles creyentes acuden a él en busca de ayuda espiritual. Se le considera un santo que ayuda a purificar los sentimientos, vencer el odio, la ira, los resentimientos Y los sentimientos de venganza. Apacigua el espíritu de los fieles. Otros acuden a él para pedir milagros y favores cuando existen problemas con familiares o con hijos adolescentes.

Según la tradición se ofrendan a él, cuatro veladoras, 2 amarillas y dos verdes, y se le reza una novena durante 40 días. Es aclamado como un santo benefactor y protector de las familias. San Francisco de Assisi, nació en Italia en el año 1182, su fecha de celebración es el día 4 de octubre, asimismo se le conmemora durante la primera semana del mes de octubre. Según los historiadores, él era hijo de una acaudalada familia italiana, y como

tal; vivía una vida sin preocupaciones financieras, disfrutando de placeres y actividades propias de la juventud. En ocasiones le gustaba participar en peleas callejeras y aventuras militares, por las cuales, estuvo varios meses encerrado en la cárcel de Perugia. Era una persona excitante, le gustaba vestirse muy bien y disfrutar de la atención de las doncellas. En cierta ocasión fue a la iglesia y cuando encontraba

en plena oración, escuchó a una imagen de Cristo que le decía: “Ve Francisco, y repara mi casa, que como ves, está casi en la ruina.” Tomando el mensaje literalmente, decidió vender algunas de las posesiones de su padre y usar el dinero para reparar la iglesia. Tal acción enfureció a su padre quien decidió desheredarlo. Para ese entonces, ya San Francisco había encontrado su verdadera vocación. Él sentía que todas las criaturas eran las palabras de Dios, hablaba con los pájaros, se comunicaba con todo tipo de animales, atendía a los leprosos, curaba enfermos y procuraba ayuda a los desamparados y protección a los animales. Era un hombre muy entusiasta para todo, tremendamente espiritual y gozaba de carácter galante. Tenía dones poéticos, simplicidad, compasión, encanto, buenos modales, siempre fue muy honesto y con un enorme amor que lo convirtió según las palabras de Benedicto XI en “La más cercana imagen de Cristo que ha existido”. Una noche mientras oraba, le aparecieron cicatrices por todo su cuerpo que correspondían a las cinco heridas de la crucifixión de Jesús. Era “La estigma” y el Santo, le tomó como un mensaje directo de Cristo. Las heridas permanecieron y fueron su fuente de debilidad, al poco tiempo falleció, el 3 de octubre de 1226. A los dos años de su fallecimiento fue canonizado por el Papa Gregorio IX. Se le consideraba un santo viviente.
