menos de un mes de las elecciones del 3 de noviembre, Estados Unidos enfrenta la trágica realidad de más de 210,000 muertos por COVID-19 y de casi 7.5 millones de casos, incluido el presidente Donald Trump, así como el inicio de una nueva curva de contagios, con cifras preocupantes en un número creciente de estados del país, conforme se acerca el invierno y la temporada de influenza. Pero no todos son malas noticias. Sin embargo, aún en el más optimista de los escenarios, ninguna vacuna es una bala mágica y debemos mantener la guardia en alto con las tres recomendaciones más efectivas para prevenir contagios: usar las mascarillas, mantener la distancia social apropiada y lavarse las manos a conciencia. La salud colectiva empieza con la responsabilidad individual.

ess than a month before the November 3rd elections, the United States faces the tragic reality of more than 210,000 deaths from COVID-19 and nearly 7.5 million cases, including that of President Donald Trump. This dire situation is only made worse with the start of new curve infections, with worrying numbers in a growing number of states, just as winter and flu season approaches. But it's not all bad news. However, even in the most optimistic of scenarios, no vaccine is a magic bullet, and we must keep our guard up with the three most effective recommendations to prevent infections: wear masks, maintain appropriate social distance, and wash your hands thoroughly. Collective health begins with individual responsibility. In this horizon of chiaroscuro, few medical episodes have had the power to focus our attention on the existential danger that COVID-19 represents, that the contagion of the president of the United States. We already know that masks, social distancing, and hand washing work; Vaccines are just around the corner and you are less likely to die from complications of COVID 19.

Muchos son madres y padres solteros, otros tienen padecimientos que no les permiten trabajar ocho horas consecutivas, unos más tienen familiares o allegados a quienes deben cuidar varias veces a lo largo de un mismo día; también están lo que perdieron un empleo regular debido a la pandemia y conducir ha sido su salvación, y por supuesto los estudiantes, que necesitan ingresos, pero también tiempo disponible para estudiar. Otro aspecto importante es que la mayoría de los conductores de plataformas son latinos y de otras minorías étnicas. Pero al hablar de cifras es muy importante enfatizar que, de acuerdo con estudios serios, más de 900,000 conductores quieren mantener su flexibilidad de horario y la libertad de trabajar las horas que puedan donde elijan. En otras palabras, más de 900,000 conductores de plataformas, más de 9 de cada 10, apoyan la Proposición 22 de California, que les permite conservar sus empleos tal y como los tienen ahora pero además les proporcionaría servicios de salud, seguro ante accidentes, un salario un poco superior al mínimo, entre otras ventajas. Para los clientes o pasajeros la Proposición 22 tiene ventajas. Por ejemplo, los conductores, monitoreados en sus tiempos, no podrán llevar

más pasajeros si han alcanzado horas de trabajo que reflejen que tendrían cansancio. Por supuesto la Proposición 22 también conserva todas las medidas de seguridad como revisión exhaustiva de antecedentes y cero tolerancia al consumo de drogas o alcohol, además de clara identificación. Por eso las asociaciones de jefes de sheriff y policía de toda California apoyan la proposición 22. Hace unos días pasé casualmente por un lugar donde se celebraba una concentración en contra de la proposición 22 y no pude localizar a ningún conductor, eran únicamente personas de algunas organizaciones que nada tienen que ver con el trabajo de conducir para el público con aplicaciones para móviles. Ponga usted atención a ese detalle, casi todos los conductores apoyan la Proposición 22 porque quieren conservar las condiciones de trabajo que tienen ahora e inclusive mejorarlas, para ellos y sus pasajeros. Qué le dice a usted que 900,000 de un millón de conductores quiere pasar la Proposición 22 y un grupo que nada tiene que ver, en nada se relaciona, con el trabajo que necesitan madres y padres solteros, personas con padecimientos ellos o de sus allegados, estudiantes, latinos y otras minorías. Conservar un millón de puestos de trabajo, de los que 800,000 se desempeñan menos de 20 horas semanales, siempre seré mejor que tener un puñado de miles con horarios de 8 horas y el desempleo de 900,000 personas ahora que la pandemia ha hecho estragos a la comunidad. Vote Si en la Proposición 22.

ANDAN, N.D. -Native American groups hope the president will sign a measure designed to help law enforcement get a handle on a public safety issue plaguing tribal communities. The bill was inspired by the murder of a North Dakota woman three years ago. Earlier this week, Congress gave final approval to Savanna's Act, which addresses cases of missing and murdered Indigenous people. It orders the Justice Department to develop guidelines to solve and prevent these cases, while establishing data collection.

Minnesota border. Indigenous women face more violence than any other group. The National Institute of Justice said at least 84% have been the target of sexual or other violence in their lifetimes. Not only does the law require federal officials to establish guidelines for these cases, it also instructs them to increase communication with tribal authorities. Casarez said she hopes there's more accountability for federal agencies, especially since tribal governments have faced restrictions in investigating crimes committed against their people by outside offenders. "A lot of jurisdictional confusion and issues between

laws as they apply on the reservation to tribal members and non-tribal members, or don't apply," Casarez explained. Observers such as Casarez believe bureaucratic red tape has made it easier to target Natives. While not firmly conclusive, some studies cite a spike in violent attacks that coincided with the state's oil boom more than a decade ago. That's when workers, many of them men, flocked to the region for jobs. They found residence in camps near reservations. REMONT, Calif. - Eight California communities have won grants to complete projects that improve livability -- part of the 2020 AARP Community Challenge. Nationally, 184 communities will receive a combined $2.4 million to improve open spaces, make cities more walkable and increase affordable housing.

"We'll have a chance to invite them to come and work in the garden," she said, "and hopefully it will begin to cut down on some of the isolation that we've had during COVID." The fruits and vegetable raised will then be used to make healthy meals at the center. Information about the Community Challenge is online at aarp.org/communitychallenge.

Jennifer Berdugo, AARP California associate director of community, said they're also looking to fund new types of projects, including some that help with coronavirus response.

"This year," she said, "we added a new category seeking projects that would help increase civic engagement and demonstrate the tangible value of smart cities." The grants will support many initiatives, including a program in San Diego to educate the Iraqi refugee community about public transportation, a new public space along San Leandro Creek, a film center in Echo Park, COVID measures at the pool and farmer's market in Hayfork, new green space to be managed by the Chinatown Health Initiative along the Los Angeles River, and affordable housing in Monterey County.

"In approval voting, you would end up with the choice that most people would accept, as opposed to a more radical that a small minority really, really wants, which is what can happen right

now," Morshedi said. Approval voting also injects a more positive tone into the campaign, because candidates have more of an incentive to appeal to a wide range of voters. The idea is gaining steam in the environmental community, which has been stuck a partisan divide. Mark Reynolds, executive director with the nonprofit Citizens' Climate Lobby, said the fight against climate change is too important to be mired in the culture war between right and left. "Our primary ask is to make climate a bridge rather than a wedge issue; use it as an excuse to work together," Reynolds said. "You don't get any durable legislation unless it is bipartisan." So far, approval voting is not in use in any California cities. However, Fargo, North Dakota, recently became the first large town to adopt the system. And a measure to switch over to approval voting is on the ballot in St. Louis next month.

MICHIGAN BILLS AIM TO CRACK CODE ON DYSLEXIA Michigan is the only state without a statewide strategy to specifically address dyslexia. Sen. Jeff Irwin, D-Ann Arbor, sponsored SB 1173, which calls for the use of a universal screening assessment in grades K-through-3 to identify reading difficulties among students. He explained that, if dyslexia is detected, the school would provide a multi-tiered system of support. ANSING, Mich. -- It's estimated that at least 108,000 Michigan children have dyslexia, and there's a new effort to help these students learn how to "crack the code" and become proficient readers. Four bills have been introduced in the Michigan Senate to better prepare teachers to understand the characteristics of dyslexia, identify it among students and properly intervene. Third-grader Mauve Janssens of Petoskey, age 8, recently was diagnosed with dyslexia and works with a teacher who understands the disorder. According to Janssens, her reading struggles emerged in kindergarten, as she felt the words "didn't click" in her brain. "Lots of my friends were in higher reading groups and I was in a lower one," she recalled. "At that time, I felt like I would be a nothing and I couldn't do anything. And now I can read bigger books. It's easier and I feel like I can do anything!"

"In the early elementary years, it's especially critical that children learn how to crack the code," said Irwin. "If they do not, there are severe academic and psychological ramifications." In addition, SB 1172 would create a Dyslexia Resource Guide Advisory Committee in the Michigan Department of Education. The other two bills -- SB 1174 and SB 1175 -- outline requirements for teacher preparation and certification. It's estimated about half of third- and fourth-grade students in Michigan are reading and writing below grade level. For four decades, Susan Schmidt has taught students with learning disabilities, as the owner of SWS Literacy Solutions in Greater Detroit. She sees these measures as useful, along with existing reading assessments, to help address the state's overall literacy problem. "This legislation really focuses on the assessments that are taking place, the quality of the assessments," Schmidt observed. "Are they valid and reliable? And do they actually address looking for these difficulties with decoding and being able to do word recognition?" October is National Dyslexia Awareness Month.

CARLOS ALAZRAQUI: KEEPER OF THE VOICES

Alazraqui’s voice has been a cornerstone of animated entertainment since the ‘90s, and continues on today both on screen and behind a microphone

acting that would frame his appreciation for improvisation and his voice talents. Beginning in the mid 1980’s, Alazraqui says the pursuit of comedy club gigs brought him to travel to Los Angeles and beyond.

ctor and comedian Carlos Alazraqui is excited for at least one thing this month and that is being able to be part of what he calls, “this whole Latinx thing.” Although Alazraqui has Latino roots by way of Argentinian parents who immigrated to the US, he says they’re pursuit of the American life meant they gradually left the language behind while assimilating.

“In 1985 I had a comedy duo with a buddy, we were called The Bruhaha, [performing] at a place called the Metro Bar and Grill in downtown Sacramento. Then I started MC’ing at a place called Laughs Unlimited in Old Town Sacramento. In 1987 I moved to San Francisco and started doing comedy every night while I was working at two different health clubs and, you know, started going on the road.”

“I kind of grew up white. I grew up hearing Spanish in the house, but it stopped when I was young. So [now] I’m on Duolingo. I think I'm on day 244 right now so I do that, my Spanish is getting better.”

These odd jobs in comedy clubs eventually led to Alazraqui getting the opportunity to voice a wallaby in an eccentric project by San Jose native Joe Murray.

Alazraqui has voiced hundreds of animated characters, video game characters, and acted on camera as well. Most famously his face can be attributed to his portrayal of Deputy James Garcia in the original “Reno 9-1-1” show run, as well as its Emmy nominated reboot currently on the Quibi platform. But by far his favorite and most cherished character is that of Rocko the Hawaiian shirted wallaby in the Nickelodeon classic “Rocko’s Modern Life”, which ran from 1993-1996. It also had a reboot of sorts, a movie on Netflix in 2019 called “Rocko’s Modern Life: Static Cling”.

For both Reno and Rocko, Alazraqui equated both projects to “bringing the band back together.”

When asked about whether he has a preference (although his voice work definitely eclipses his inperson acting credits) he says, “Both could be fun. But if you want to boil it down, you'd rather not be sticking around in a trailer all day to do ten minutes of work on a set. It's much easier to go in and do voiceover from your booth or go in and hang out with friends and knock it out. I'd have to say some days on Reno were less exciting, like I said you're in the trailer, and you're just waiting to be called and it doesn't happen until the end of the day. And that's not so much fun, but you're still around a lot of great creative people and you're getting paid to goof around. So, there's that. But I like them equally, I suppose.” Both forms of acting do hit on Alazraqui’s favorite aspect of being an actor according to him, which is the act of trying to laugh or make others laugh. “I like… the interaction part, seeing if I can keep from cracking up, especially [because] I'm always the one breaking and laughing. And that's the fun part, seeing if I can get somebody to [laugh] or make me laugh.” Even though much of the entertainment industry shut down in March due to the COVID pandemic, Alazraqui has been fortunate enough to continue working using his vocal cords. “I'm working on a new Nickelodeon cartoon with one of the cast members of "Reno 9-1-1". I don't think I can say what it is [yet]. So that's coming out. I'm on "The Casagrandes", which is a big show on Nickelodeon. I play Carlos, the father.

“Reno was like 11 years, 10 years. This is 25 years! It was like, "I think I can still do Rocko? Yeah, it's good it's good." [Carlos said that last quote in the Rocko voice, very accurately might I add]. Rocko’s legacy as a laid back and caring character has permeated the zeitgeist of animation for decades, and since its original run has been an inspiration to many irreverent shows.

I'm part of "Legacy Adventures", another voiceover show. Also, I'm replacing a character that they wanted to replace because of ethnicity on "Victor and Valentino", it's on Cartoon Network. "Maya and the Three" [arrives] fall of 2021, with the genius Jorge Gutiérrez and [wife] Sandra Equihua, that's their latest thing.

“I think Rocko's always going to be my favorite because he's my first, he's the most mellow. He's the most complex and sweet, and Winnie the Poohlike. So Rocko [is] definitely my favorite.

[Alazraqui was part of Gutiérrez’s film "Book of Life" too, voicing General Posada, Dali and Chuy.]

Alazraqui’s next favorite roles, are his “Fairly Odd Parents” Mr. Crocker and Deputy Garcia.

"Trese" is a Filipino graphic novel, animated cartoon coming out in 2021. I get to play Anton, he's the father of the character of Alexa. So, I get to do my Filipino accent. And that's all I could think about from the top of my head but [there’s] plenty of voice work coming.”

“Crocker I love because he's crazy. On camera-wise, Garcia was so layered and twisted and fraught with self-loathing that he's always fun to play. So yeah, those are pretty special.” Before the iconic voice roles and wild Reno “COPS” spoof, Alazraqui was born and raised in Bay Area, specifically Concord, California. His blue-collar upbringing included playing lots of sports, working a paper route, and playing hide and seek.

Speaking on a horror comedy he’s releasing this year titled “Witness Infection”, which he co-wrote with Latina actress and stand-up comedian JillMichele Meleán, he says, “The movie that Jill and I wrote was about an Italian mobster wanting to get out of an arranged marriage. And there's poison sauces and there’s zombies in it, so it's not Latino-themed. It rather shows that people of Latin culture can write about Latin stories, but they can also write about stories that are general. That's the sort of thing I'm always trying to get across, that I'm happy to play Latino parts, but I'm also happy to play roles that are just as universal in other cultural backgrounds. I guess I like to show that.”

“That was my blue collar, white, suburban upbringing. I actually won the ‘All-American Boy Award’ at my senior banquet, which I think is funny for a kid named Carlos Jaime Alazraqui. I used to do a joke, [in Spanish], "Gracias por el premio de ‘All-American Boy’, ¡no puedo creer este momento increíble!" [“Thank you for the ‘All-American Boy Award’, I can’t believe this incredible moment!”] Alazraqui’s career trajectory from “All-American Sports Boy” to sketch comedy, and eventually the voice acting big leagues, began with his experience in higher learning.

Lastly, looping back to the illustrious career of Carlos Alazraqui it is important to note his evolution in the scope of Latinidad-focused entertainment, and his ability to work without being pigeonholed into tropes and cliches just because he is Latino. It seems like a balancing act he’s achieving with success.

Sacramento State University, where he majored in recreation Administration, was where Alazraqui yearned to do something different besides his major, an extracurricular that might even get him noticed by the opposite sex.

“I love being part of this sort of cultural movement where I can work with Jorge Gutierrez, and cartoonist Lalo Alcaraz, and all these people, and turn around and do "Reno 9-1-1" as well. My parents… tried to assimilate very early on, but now I'm getting to swim around in the Latinx culture [and] I've been pretty fortunate.”

“I just wanted to be liked and accepted and I thought maybe a cool way to get girls and be different. I can't say that it was some artistic journey that I was always going to take, but I loved "The Carol Burnett Show" growing up as a kid and I loved sketch comedy and all that kind of stuff.” It was these initial steps into the world of sketch

CARLOS ALAZRAQUI: GUARDIÁN DE LAS VOCES

La voz de Alazraqui ha sido un pilar importante del entretenimiento animado desde los 90s hasta el día de hoy, tanto en la pantalla como detrás del micrófono

a mediados de los 1980´s, Alazraqui dice que la búsqueda de actuaciones en clubes de comedia hizo que viajara a Los Ángeles y más allá.

ay por lo menos una cosa este mes, por la que el actor y comediante Carlos Alazraqui está emocionado y eso es participar en lo que él llama “Ésta cosa Latinx”. A pesar de que Alazraqui tiene raíces latinas por sus padres argentinos quienes emigraron a Estados Unidos, él dice que su búsqueda del sueño americano significaba ir dejando atrás el idioma, mientras que se estaban integrando.

“En 1985 tuve un dúo de comedia con un amigo, nos llamaron Los Bruhaha, nos presentábamos en un lugar llamado The Metro Bar and Grill en el centro de Sacramento. Después empecé MC´ing. En un lugar llamado Laughs Unlimited en el centro histórico de Sacramento. En 1987 me mudé a San Francisco y empecé a hacer comedia cada noche cuando estaba trabajando en dos clubes de salud diferentes y, ya sabes, empecé a salir a la calle.”

El legado de Rocko como un personaje tranquilo y cariñoso ha permeado la cultura de la animación durante décadas y desde su estreno original ha sido una inspiración para muchos shows irreverentes. “Creo que Rocko siempre va a ser mi favorito porque fue mi primero, es el más tranquilo, el más complejo y dulce, y parecido a Winnie the Pooh. Más bien demuestra que la gente de una cultura latina puede escribir sobre historias latinas, pero también acerca de historias que son generales. Ésto es lo que siempre intento expresar, que me gusta interpretar el papel de latino pero también me gusta interpretar papeles que son igual de universales en otros trasfondos culturales. Creo que ésto es lo que quiero demostrar.”

Sacramento State University, dónde se especializó en Administración de Recreación, fue el lugar donde Alazraqui anhelaba hacer algo diferente además de su especialidad, un extracurricular que le pudiera ayudar incluso a hacerse notar con el sexo opuesto.

Por último, volviendo a la distinguida carrera de Carlos Alazraqui, es importante notar su evolución en la mira del entretenimiento latino y su habilidad para trabajar sin que lo encasillen en los temas y clichés sólo porque es latino. Pareciera un acto de balance que está logrando con éxito.

“Solo quería ser querido y aceptado y pensé que podría ser una manera cool para conquistar chicas y ser diferente. No puedo decir que fue un viaje artístico que siempre iba a tomar, pero amé “The Carol Burnett Show” cuando crecí, como niño, y me encantó la comedia sketch y cosas así.”

“Me encanta formar parte del movimiento cultural donde puedo trabajar con Jorge Gutiérrez, y el caricaturista Lalo Alcaraz, y toda esa gente, y luego darme la vuelta y también hacer “Reno 9-1-1”. Mis padres… intentaron integrase desde luego, pero ahora me toca nadar en la cultura Latinx [y] he sido bastante afortunado.”
