IMPROVEMENT OF PUBLIC TRANSIT FROM THE SAN JOAQUIN VALLEY & THE NEED TO IMPROVE SILICON VALLEY LIFE

Hilbert Morales EL OBSERVADOR

J

ust this past Monday October 7, I received an email from a member of Silicon Valley Leadership Group’s (SVLG) staff asking for comments on the establishment of improved passenger rail transit service from the valley (which I presume is San Joaquin Valley) to Silicon Valley. My response to Carl Guardino, President & CEO, SVLG was that a new rapid transit rail service from the 'Valley' to Silicon Valley would not happen within our lifetime. The development and 'placement into service' of a rapid transit passenger service from, let's say, Los Banos/Fresno area to Silicon Valley would require years to upgrade the iron rail tracks, deal with 'right of ways' issues, etc. It occurred to me that a quick way to actually install a passenger transit service from the Valley to Silicon Valley would be to ask Google and/ or Amazon to create a robotic guidance system for public transit buses which could use existing highways such as CA Route 152 which connects Fresno/Los Banos to Gilroy and on to Watsonville. Then it occurred to me that

major centers had already been announced by Google and Amazon. Apple has already built in a facility for 12,000 employees in Cupertino. Some 39,000 new employees will become employed here in Silicon Valley over the next few years by Amazon (12,000), Apple (12,000), and Google (15,000). So, the corporate expansions being planned today are finally considering, “Where do these 39,000 employees live? How soon may an employee travel from Los Banos/Fresno to Silicon Valley?” My question becomes; Why not locate future large employment facilities along the Caltrans commuter train corridor which goes from San Francisco all the way down to Gilroy - and may be extended to Salinas and Watsonville? Silicon Valley, with San Jose as its capital, is already almost traffic gridlocked as employees commute from their homes to their work sites located in North Sant Clara County (San Jose, Santa Clara, Palo Alto, Mountain View, Saratoga, etc.) where many firms are already located. Why should these future employees live in the San Juaquin, Salinas, and Santa Clara Valleys? Certain corporate expansions could be located in Gilroy, Salinas, Watsonville, where open land exists which

permits the total planning process to include all utilities, sewers, water supply lines, natural gas lines, underground communication lines and roads. Today, an organization such as SVLG needs to expand its horizons by suggesting that certain corporations plan satellite facilities elsewhere rather than all piled up in Silicon Valley. This is especially true of those firms whose services deal with electronic communications. In my formal profession, I was a 'planner' (and in my mind, I still am a planner, now aged 90). I have much 'institutional memory' which may be still applied to today's challenges. Silicon Valley needs to guard against becoming too concentrated. Local corporate expansion planners need to consider satellite locations which would mitigate future congestion issues. Congestion issues invariably add transit time to get employees from here to there as well as the taking of products and supplies from here to there. Back in 1979, I could commute 17 miles from my Palo Alto home to the Bascom/ Moorpark area of San Jose in 20 minutes. Recently, that same route took 90 minutes commute time. Why should the average income employee spend four hours per day commuting?

That could be mitigated by placement of future corporate satellite facilities in other communities. Today it is possible to do system planning and analysis utilizing high capacity, high speed supercomputers. I would recommend that Santa Clara County (as well as other counties) perform corporate facility locations (proposed) analysis. That exercise would permit a better distribution and placement of high employment centers spread out over several jurisdictions rather than all piled up in a concentrated fashion. My suggestion is that major jurisdictions, such as the County of Santa Clara and City of San Jose, become more proactive about influencing the growth of very concentrated centers of employment which create all manner of challenges. The most noticeable are those of traffic congestion and gridlock. The logistics of corporate facility placements when done proactively, result in diminished travel times to and from work sites; less congestion; and the opportunity to retain and sustain a good place to live in and work in. And certain corporate expansions must begin to happen elsewhere if the current living environment is to be retained and sustained. Corporate expansion planning must begin to include the question “Where will all those new employees live? Does

housing exist today? Schools? Shopping centers?” If we are to retain and sustain this Silicon Valley atmosphere of creativity and innovation, then what expansions corporations are planning need to be shared to permit existing residents to make their constructive comments. Let's stop pushing the living areas away into the local valleys from which employees must commute. Corporate expansion planning must become more public and inclusive of those whose current residences will be impacted. Too often, the long-term homeowner must relocate without any assistance from those who created the challenging situation. A new rail transit service from Los Banos/Fresno inquiry was the peephole through which I looked and decided to push back. A major reason is that employees need time with their kids and families. A goal is to limit their commute time to 45 minutes one way, that would result in having time for family responsibilities. Kids who are unattended to tend to become behavior statistics and the local community underwrites the corrective measures. Corporate expansion planners need to include these considerations in their planning assessments and decisionmaking.

E

El segundo paso es llevar a nuestra vida diaria cambios positivos evitando las palabras prejuiciosas y respondiendo apropiadamente, porque finalmente es tarea de TODOS erradicar el VIH. f you or someone you care about is—or hopes to be—a college student soon, a few facts and stats may prove educational:

• As of February of 2019, the U.S. had $1.56 trillion in total student loan debt • This exceeds U.S. credit card debt by about $521 billion • Of the college students from the class of 2018, 69 percent took out student loans. Fortunately for the many current and former college students struggling with this financial burden—and the large number who simply can’t attend college because of finances—there are organizations that offer a solution: scholarships. Some scholarships for college are merit-based. You earn them by meeting or exceeding certain standards set by the scholarship-giver. Merit scholarships might be awarded based on academic achievement or on a combination of academics and a special talent, trait or interest. Other scholarships are based on financial need.

One organization, Scholarship America, has been committed to giving as many students as possible access to higher education. Since 1958, the organization has distributed $4.2 billion to more than 2.5 million students. To further help with the financial burdens college students may face—such as overdue rent and child care—the organization created initiatives such as Dreamkeepers, which offers emergency financial aid, and Collegiate Partners, which gets educational institutions to promise not to take away student aid because of private scholarships. Currently, Scholarship America is accepting applications for the 2020 Scholarship America Dream Award. It provides financial stability to those who have overcome significant obstacles in their lives and gotten off to a strong start at college. Applicants must be in their second year or higher of postsecondary education to be eligible for the award. i usted o alguien que le importa es, o espera ser, pronto un estudiante universitario, algunos datos y estadísticas pueden ser educativos:

• A partir de febrero de 2019, EE. UU.

• Fundaciones, organizaciones religiosas o comunitarias, empresas y grupos cívicos.

Many are geared toward particular groups of people; for instance, there are scholarships for women or graduate students. Some are available because of where you or your parent works, or because you come from a certain background (for instance, there are scholarships for military families).

A scholarship might cover the entire cost of your tuition or it might be a one-time award of a few hundred dollars. Either way, it’s worth applying for, because it’ll help reduce the cost of your education.

The experts at the U.S. Department of Education suggest you try these free sources of information about scholarships: • The financial aid office at the college or career school you’re considering • A high school or TRIO counselor • Federal agencies • The state grant agency • The library’s reference section • Foundations, religious or community organizations, businesses and civic groups • Organizations (including professional associations) related to your field of interest • Ethnicity-based organizations • The U.S. Department of Labor’s free scholarship search tool.

ortland, Oregon - The city of Portland, Oregon, was recognized Monday as the best and most affordable local dining scene in the United States, even ahead of major cities such as New York, Miami, San Francisco and Los Angeles, according to a report of the consulting firm WalletHub. According to the study, gastronomy experts now not only crave new and different flavors, but also consider that you must enjoy the experience of eating and the price of the dishes comes into play. WalletHub compared more than 180 cities in the US taking into account thirty markers, ranging from accessibility to high-quality restaurants, to local events such as food festivals or craft breweries and wineries. According to the research, between July 2018 and the month of 2019, restaurant prices increased by 3.2%, 2015 being the year in which Americans began to spend more on restaurants than on buying food in supermarkets. These values continue to increase since eating at home can be more expensive, depending on both the cost of local life and the type and quality of the ingredients used to make daily menus. Portland ranked first in the categories of coffee shops and local tea shops per capita and is the most affordable and accessible city in terms of

WHY WATER NOW FLOWS IN EAST PORTER VILLE - COMMUNITY OUTREACH THE KEY

“Nearly a third of the community had no water service,” Jensen recalled. Between state, county and Porterville local officials, he said “nobody took responsibility.” Meeting the community’s needs was “going around like a hot potato for a while.”

But just as important as the funding, emphasized Jensen’s Community Water Center colleague, Jonathan Nelson, was engaging the community. Early in the project’s planning stages, Jensen recalled, community organizations felt unwelcome in the government’s planning processes.

Leonicio Ramirez and Guillermina Avila were the first residents of East Porterville (Tulare County) to receive water through a new connection to the city of Porterville funded by Prop. 1. Photo Credit: Florence Low, California Department of Water Resources

Residents “had a lot of perfectly reasonable” concerns about signing up for water service, Jensen said, such as worries over big water service bills, higher property taxes, livestock prohibitions, immigration checks among them. “Our role was making sure the community was being brought along, correcting misinformation,” he said.

FARM ’ T E K R E R S MA And there are plenty of places to be. Of the 1,563 projects analyzed in a UCLA study of Prop 1 implementation, almost half -- 757 -- meet the criteria for benefiting disadvantaged communities, while another 433 are designated “unknown,” meaning they might. A popular strategy the Community Water Center is following is to join multiple communities in shared water projects, such as one currently in the works to establish a regional water authority in northern Tulare County that would serve seven communities, Jensen said. “There’s a big backlog of projects, many with plans in place already in line for construction funding,” study author Jon Christensen told Ethnic Media Services. There’s more help on the way. For instance, thanks to a new Safe and Affordable Drinking Water Fund, created this year, the state will augment its Safe Drinking Water Act work with an additional $130 million to spend every year through 2030 on projects addressing contaminated water in disadvantaged communities. That funding represents “a signal victory for these communities that have not had adequate water supplies,” Christensen said, “and is a tribute to the work of environmental justice groups like Community Water Center.”

Just as the state needs continued funding to plan and build adequate water infrastructure, Nelson said, “the need for community engagement is immense.” Of his organization, he said, “We can only be in so many places.”

So, when it was finally time to turn the water on, he said, none of the eligible homes were signed up. It took Tomas Garcia, a local activist on hand who recognized a name on the list of eligible properties, to call that acquaintance to hurry down and sign up to become the first in East Porterville to get municipal water. Those officials, “went full 180,” Jensen recalled, with the local Public Works director commenting, “We need more people like Tomas Garcia involved.”

It was key in East Porterville, an unincorporated, low-income, mostly Latino community of about 7,500 that, Ryan Jensen, of Community Water Center in Visalia, told Ethnic Media Services was “ground zero” for drought impacts in 2014-2017.

Eventually, Jensen said, it was “a little top-down and heavy handed,” but a plan was hatched to connect the community to a reliable water source – the city of Porterville, with funding from the state’s Drought Emergency Project, augmented by $25 million of Prop. 1 funding for planning and build-out.

Galeano [is] the shortest of all the books. It's only three hundred and fifty pages but it is incredibly dense. This man Eduardo does such incredible research and condensed it so beautifully that it gets our empires, it gets the conquest, it gets the post - I mean it gets everything it's incredible. That's my favorite of them all. It's a hard read though, because it's so painful. A lot of the information in the show was new even to me being Latinx, it's wild. I know! The thing is that we don't we don't even notice incredible information. I mean the people that should know it is us, but America needs to know it to respect us.

comedian, an actor, a playwright, and much more, John Leguizamo has had a storied career. Beginning with his first off-Broadway comedy specials in the 1990’s, Mambo Mouth” and “Spic-o-Rama”, to Broadway successes “Ghetto Klown”, and “Freak”, and of course his long list of film and television credits, Leguizamo has long been a beacon of ingenuity in the comedy scene. A mixture of biography and absurdity, his stand-up specials introduced many to the style of the “one man show”. With his unwavering comedic timing, slapstick physicality, and endearing approach to self-analysis, Leguizamo’s approach is unique to comedy, especially as he is Latinx and brings that background to the forefront of American comedy. Back with a new stage production, “Latin History for Morons”, which premiered in New York City in late 2018, (with a Netflix special to go alongside it), Leguizamo tackles his ancestry, delving into just how much effort it took him and his son to find some Latin heroes for a school project. But of course, there is much more to it than that.

Touring with the show now, Leguizamo recently gave us some insight into what exactly this show is all about, and how it led him to on a research adventure what has become, as he puts it, an almost lost history of Latin history. With “Latin History for Morons”, he has a lesson for us all. To start off John, as a playwright, what would you say was different or challenging in creating this historical approach with the autobiography as opposed to your past ones? You know I'm sort of the pioneer of doing one man's shows about your own life. Nobody was doing that before and adding dark elements, so I was always able to add a lot of drama and trauma to comedy because American comedy was a little light and glib. So, in this one the challenge was, how do you blend this history and you know I went around the country, to like 30 cities testing it out and I realized people could not take all the history. So, it was a matter of you know, they like the balance. They like a presentday, personal analogy to the history and that was the perfect ingredient. There was like history, something personal, history something personal. They didn't want to hear just history by itself.

So essentially, what was the genesis for “Latin History for Morons”? In your show it begins with the personal experience that your family, specifically your son, had which began this search for identity and history. Was this idea something that you feel was brewing in you years beforehand? Well the whole idea I've been researching and doing so much history research for myself because I needed it. And then when my son was being bullied at school I wanted to give him facts and Latin heroes and Latin contributions because I wanted him to feel like being Latin was a superpower, which is what I want everybody to walk out feeling flowing out of that theater. So how much research went into this and how long did that take to do? Ten years man. I had to research all empires. Mayan, Incan, Aztec, and then the conquests. What that did to us and how we lost those wars and then post-conquest, and exploitation that continued in Latin America, in America. [Then] our contributions to the world, our contributions to the making of the United States, because we're the second oldest ethnic group in America after Native Americans, so we've been here forever building America fighting for America. Shedding blood for America even in the American Revolutionary War, War of 1812, French Indian American war - we fought in that. And Civil War, World War I, World War II, Desert Storm, the war in Afghan. You know we fought in every war. We’re the most decorated minority in each and every single war too. These are huge contributions to the making of America that are missing in our textbooks, that are missing on the History Channel, on the Discovery Channel, and Hollywood movies. So, there's a "required reading" syllabus that has a lot of reading material that goes along with the show on its official website. So, have you basically looked through all those books yourself? You read all that? Oh yeah, that's why it took me a goddamn year to read it. I had to read it you know I had to underline it and then I have to make it interesting and sexy, otherwise people don't want that information. Is there any of those books that you could recommend as a good starting point for Latin American history for people? “Open Veins of Latin America” is the best book, it should be every Latin person's Bible. Open Veins of Latin America by Eduardo

With that in mind what would you say are the main ideas in there besides that of inheritance, the idea of identity and contributions to society? I mean the power of our empires is diminished in so many books. But finding out and studying and knowing that the was the largest empire of the time, three times bigger than the Ming dynasty, bigger than Czarist Russia. They were doing brain surgery before anybody and using anesthesia. I mean it was a genius culture, it was just brilliant. And yeah, you know a lot of our information is erased, especially our contributions to the making of America. That is really not right, not fair. It's a terrible wrong. How do you find that middle ground where you want that entertainment in it being comedic, but you also want to get as much of the facts in there as possible without it feeling like a sermon or a dry education lesson? I mean it was never going to be dry! It was always going to be history, and I was going to put a comic spin to it but it's just that people couldn't take [that] because our contributions are massive. That's the thing. I mean what we've done is so huge, I thought this was gonna be a short show, but it wasn't. It was like, “Wait a minute, we have done so much and have so much wealth and contributions, that it's impossible to do it in two hours.” I need like a week! I need to do a week-long mini-series to get all this information in there. Yeah, I'm sure there's still a bunch you can do with Latin history. There's still a lot more to do. I mean Jovita Idár was an activist in the late 1800's, a journalist [that] ran a newspaper and saved children and Mexican people from being lynched. Speaking of heroes of the past, for my last question, I’m going to go ahead and say that though your show is about the history you found, this is also very much a story of yourself looking for heroes. After all this time working on “Latin History for Morons”, is there someone that you could say is a hero to you? Oh my God, there's so many of them that I love. I think Marcelino Serna in World War I is pretty dope. I mean this cat, this young Mexican American was shot, wounded, being shot at and saved this platoon and captured 24 Germans. [He] was given the Purple Heart and the very prestigious Croix de Guerre (A French Medal of Heroism). See John Leguizamo’s “Latin History for Morons” on tour now. Locally it will be performed at the Paramount Theatre in Oakland, CA on Friday, October 25, 2019 at 8:00pm. More info on the show and tickets available at LatinHistoryOnTour.com

SANE PESARES Y PADECIMIENTOS A TRAVÉS DE SUS SUEÑOS

E

S

Suzanne Potter California News Service

"Local public banks return the money that cities and counties now pay in fees and interest back to those cities and counties as bank profits," says Notkin.

The only public bank in the U.S. right now is the Bank of North Dakota, which has been around for about a century and makes about 18% in profits each year.

ACRAMENTO, Calif. - California may have a new type of bank by next year - the result of a bill signed October 3, 2019 by Gov. Gavin Newsom that sets up rules for the creation of public banks. The new financial institutions would be owned by and would primarily serve public agencies - and unlike private banks, they'll be required to put the public good over profits. Debbie Notkin, a member of the California Public Banking Alliance, predicts the agencies will save a ton of money.

Wall Street banks have criticized California's legislation, saying banking is too complex to be entrusted to government. However, Notkin notes all five of the biggest Wall Street banks have felony charges on their records and have paid huge fines for their misdeeds in recent years. She's also convinced that public banks will be more responsive to local and regional concerns. "We'll be in a position to build affordable housing at reasonable rates, to do wildfire mitigation," says Notkin. "All the things that California really needs, our own banks can help us do." The first public bank may spring from Alameda County and a coalition of agencies in the East Bay - perhaps by the end of 2020. The cities of San Francisco and Los Angeles are also moving quickly to establish public banks.

Attachment 3e(3) ESTATE OF BRUCE MICHAEL WILEY Case No. 19PR186771 DE-142/DE-111(A-3e) WAIVER OF BOND BY HEIR OR BENEFICIARY Attachment 3e to Petition for Probate

B. A bond may not be required if the decedent’s will admitted to probate waives a bond and the court approves. C. If the decedent’s will does not waive bond, or if the decedent died without a will, the law ordinarily requires the personal representative to give a bond approved and ordered by the court. However, all persons eligible to receive a share of the estate may waive the requirement of a bond. If they all waive bond and the court approves, the personal representative will NOT have to give a bond. D. If bond is not ordered by the court, and the estate suffers loss because the personal representative fails to properly perform the duties of the office, the loss or some part of it may be recoverable from the personal representative. If so, your share of the estate may be party or entirely lost. E. You may waive the requirement of a bon by signing this form and delivering it to the petitioner for appointment of a personal representative or to the petitioner’s attorney. Your waiver cannot be withdrawn after the court appoints the personal representative without requiring a bond. However, if you sign a waiver of bond, you may later petition the court to require a bond. F. A guardian ad litem or other legal representative with specific authority under the law to waiver bond must sign for a minor, an incapacitated person, an unascertained beneficiary, or a designated class of persons who are not ascertained or not yet in being. See Judicial Council forms DE-350 and DE-351 and Probate Code section 1003. G. If you do not understand this form, do no sign it until you have asked a lawyer (who is independent of the lawyer for the proposed personal representative) to explain it to you. WAIVER 1. I have read and understand paragraphs A through G above. 2. I understand that before signing this form, I am free to consult with a lawyer of my choice concerning the possible consequences to me of waiving a bond. 3. I understand that I

do not have to waive bond to allow the estate administration to begin or proceed, or to receive my share of the estate. 4. I WAIVE the posting of bond in this estate by: DONALD C.
