Luis Mares, Director of Community Mobilization and Coordinator of the National Latino AIDS Awareness Day (NLADD) at the Latino Commission on AIDS, says: “As we face this new COVID-19 pandemic, we cannot be discouraged in our efforts to continue working to end the HIV epidemic that is disproportionately affecting communities themselves, knowing we have the tools to make it happen. As this year's NLAAD theme says, unlike other viruses, ending the HIV epidemic is within our grasp, at our fingertips. "

N

O

ur Latino community is not only one of the ethnic groups most affected by the COVID-19 pandemic, but we also suffer one of the highest rates of job unemployment because we work in the economic sectors that have been most affected by the economic consequences of the pandemic. At the same time, our community is still disproportionately impacted by new HIV diagnoses and many of our family, friends or colleagues living with HIV suffer from HIV stigma, feeling ashamed and marginalized, discouraged from getting tested or seeking treatment.

As in many places it has been possible to flatten the curve of new cases of COVID-19, exercising our individual responsibility and our collective commitment - wearing masks, keeping social distance - it is literally in our hands to flatten the curve of HIV now help end stigma and discrimination. “We must continue our efforts to promote HIV testing, prevention and retention in care and treatment, basic tools we have to end the HIV epidemic. We must continue to work together to improve health outcomes, address stigma and discrimination, and health disparities, all of the main barriers that affect our diverse communities, "says Luis Mares.

The first step is to recognize that HIV stigma comes from fear, lack of information, as well as our prejudices and beliefs. One way to verify this is by identifying those words, attitudes or actions that make us associate HIV with negative or morally unacceptable behaviors.

What is HIV stigma? When we believe that only certain people can get HIV, when we negatively judge people who take steps to prevent transmission, or when we think that someone deserves HIV because of the decisions they have made in their life. But also, when we call those living with HIV “contaminated” or “sick”, instead of “people with HIV / AIDS”. Few things bother Latinos as much as being discriminated against, but when we ourselves avoid casual contact with a person living with HIV or isolate them socially because of their condition, we are ourselves being complicit in an act of discrimination. Stigma and discrimination can cause feelings of shame and hopelessness and make it more difficult for a person to get tested or get help.

ONCORD, N.H. -- Health care advocates say the fate of the Affordable Care Act is on the line, as Senate confirmation hearings for Judge Amy Coney Barrett to the U.S. Supreme Court wrapped up Thursday. President Donald Trump's nominee would cement a 6-3 conservative majority on the high court. Marissa Padilla was principal deputy assistant secretary for public affairs at the U.S. Department of Health and Human Services during the Obama administration. She said if Coney Barrett is confirmed before the high court hears a case on the ACA on November 10, the law could fall. And that would have major consequences for New Hampshire. "Repealing it could threaten coverage for more than 570,000 Granite Staters with pre-existing conditions," Padilla said. "Repealing the ACA could also kick more than 50,000 Granite Staters who gained coverage through Medicaid expansion off of their

health insurance plans." The Trump administration has promised to protect people with pre-existing conditions but has not offered a plan to do so. In 2017 Coney Barrett criticized Chief Justice John Roberts' vote to uphold the ACA. Right now, the Affordable Care Act allows parents to keep their children on their insurance plan up to age 26. It also outlaws lifetime caps on insurance benefits and mandates women cannot be charged more than men for coverage. Padilla warns a repeal would free up insurance companies to start refusing to cover prescription drug costs. "It could also eliminate the consumer protections that prohibit drug companies right now from paying off doctors behind closed doors to influence the kind of drugs that they prescribe to patients," she said. The ACA also mandates coverage of treatment and counseling for substance abuse and is considered key in the fight against the opioid crisis.

used as effectively as it has been. And I can tell you that I haven't been let down a lot of the wonderful things that have happened.”

thnic Media Services held a roundtable discussion on the impacts of Measure T on October 1st, which was attended by San Jose Assemblymember Ash Kalra, San Jose Councilmember Sergio Jimenez, Open Space Authority Board member Shay Franco-Clausen, and Sadiya Muqueeth, Director of Community Health, Trust for Public Land.

Jimenez talked about his experience of working with Open Space Authority and seeing how the organization was applying the funding to communities in Santa Clara County by way of grants to various organizations.

E

The purpose of the meeting was to discuss how Measure Q, which was a parcel tax voted into fruition by Santa Clara County voters in 2014, has benefited the preservation of outdoor spaces as well as how grants from the parcel tax have helped local organizations reach out to the community with education and training. Additionally, this was a push to get voters to vote Yes on Measure T, the extension to Measure Q. Measure T will appear on the ballot for the November 3rd elections in Santa Clara County as a renewal for Measure Q, with no tax increase and a perpetual yearly renewal until ended by voters. According to the Open Space Authority, currently the Measure Q parcel tax generates around $7.8 million a year. All of the funds are spent in and around Santa Clara County. The Open Space Authority is an independent public agency that to date has preserved over 26,000 acres of open space land in Santa Clara County for use by the public year-round. According to Shay Franco-Clausen, “It operates three preserves that are open for the public 365 days of the year, free of charge for walking, birdwatching, bicycling, and for me, hosting personal hiking groups that I enjoy.” Franco-Clausen’s support for Yes on Measure T focused on the equity the benefits provide communities who are less likely to go out into public spaces. “If we talk about [how] we're land protectors and land warriors, then we also have to empower and train other people to grow that message. We have to think on it on a continuum, how do we make it fun? How do we gain, [and] retain those communities who are working one or two jobs, and when there's kids also have to work to support those families.” Franco-Clausen added, “Our ancestors have built this land, and from that it's innate in us to be a part of being land warriors. We just had to be reminded and welcome to those spaces that we've been traditionally and historically pushed away from, just working there, not enjoying those spaces.” San Jose Councilmember Sergio Jimenez attributed his support to Yes on Measure T from his experience with Measure Q’s success. “Early on, I was very curious if the funding as it relates to Measure Q was really going to be, you know,

“Measure Q has allowed the Open Space Authority to give out [grants] to many small organizations around the city that are that are striving to provide accessibility to nature to many folks.” Jimenez emphasized that bringing in people from all walks of life into the space of environmentalism was important to spread awareness and provide education about the outdoors. “We really need to bring [in] folks in the community that often aren't in this space, that I think care naturally about the environment. You know, I'm from Mexico. I was born in Mexico. But I can tell you that a lot of Mexicans don't consider themselves environmentalists. But if you ask us if we care about the land, we will say, 'yes'. Many people in California spend our days tilling the soil, planting the food that many people eat. And so, we care about the land. It's just providing that space and that opening.” Jimenez added, “I believe the new Measure T is so important to bring people into the fold and include them in some of these decisions and better understanding how preserving open space and opening these up these channels of better understanding and quite frankly, loving open space is very important for communities.” Assemblymember Ash Kalra had many examples of organizations that were benefitting the Latino community especially, including the Azul organization, which works in Latino communities and along the coastlines of California to open access to underserved communities and conserve regions around the ocean. “[They’re] actually providing opportunities, especially for Latino youth, to take advantage of these open spaces. And so by through measure, teamed with the Open Space Authority at preserving this land, which is adjacent to one of the largest Latino urban populations in the nation.” It is evident from the various voices heard on the Yes on T roundtable were that one of the main proofs of concept for how and why Measure Q and Measure T should continue to be funded is that it provides opportunity for accessibility to knowledgebases and open spaces. Voters will decide if that is to continue on November 3rd. “We are literally creating opportunities for access. And so, it absolutely is critical that we continue this work because it because we certainly need to make sure that we're protecting open space. It's got to be in every corner of our state, but it's also got to be accessible to every population in every community,” said Kalra.

mid the historic coronavirus pandemic, businesses are adapting by making major changes to their operations, including increased use of technology, according to the latest PNC semi-annual survey of small and mid-size business owners and executives, which concluded Sept. 8.

Eight in 10 business owners reported that they have made adaptations in response to COVID-19, including safety changes in the form of new procedures or physical modifications, while others have adopted work-from-home poli-

cies. “Business owners have learned that the previous status quo won’t work now. The majority of businesses have reconfigured their operations and for many, these changes will be permanent,” says PNC chief economist, Gus Faucher. “Their confidence may be shaken, but we know through the history of this survey that business owners are resilient and they know how to adapt to change.” According to the survey, half of businesses report increased use of technology since the outbreak began. Nearly three in 10 have added or increased the use of electronic or touchless payment systems, electronic/website-enabled sales or electronic banking/cash flow management services and 19 percent increased use of fraud/identity protection tools. The pandemic has also forced many businesses to shake up their product lineups to better align with consumers’ new habits. A third of business owners report making changes either to the way they sell or deliver their products and services or to the types of products and services they offer. Despite these positive signs of transformation and resilience, the drop in business activity over recent months forced many to take drastic measures through workforce reductions; nearly four in 10 businesses have cut workers since the start of the pandemic, although for 87 percent of those, the decrease is considered temporary or a furlough. In fact, 58 percent of the businesses who had temporary layoffs or furloughs have already begun rehiring. Faucher said that while the worst may be over and economic activity is on the rebound, the “new normal” doesn’t mean a return to robust job and business growth that existed early in 2020.

MEASURE S PROTECTS SANTA CLARA COUNTY WATER SOURCES, SUPPLIES

his November, Santa Clara County voters are being asked if they want to extend existing funding to control floods and restore the streams and creeks that help provide their drinking water.

E

Measure S and its funding for water infrastructure have taken on greater urgency as the state battles unprecedented wildfires and some of the wettest winters on record just as it emerges from a 5-year drought. “We expect more intense rainfall events and longer, more intense dry spells,” said Frances Moore, climate science and environmental economics professor at UC Davis. Increased variability, she said, is “one of the effects of climate change on rainfall.” Measure S, the “Safe, Clean Water and Natural Flood Protection Program,” requires a two-thirds majority of voter support to pass. It would extend Measure B, approved by 74% of county voters in 2012, which established a parcel tax that is set to expire in 2028. Measure S would tax property owners at the same rate as Measure B — $.006 per square foot annually — until voters end it. Property owners are paying about $65 annually, bringing the county $45.5 million. Seniors can be exempted from the tax. Since Measure B passed, the funds have been used to clean up hundreds of homeless campsites and remove tons of debris along stream beds, said Rick Callender, CEO of Valley Water, the district agency responsible for safeguarding the county’s drinking water. Other efforts include flood control along the Upper Guadalupe River, Lower Berryessa, San Francisquito and Llagas creeks and levees in Alviso, he said. A citizen committee oversees the spending, which is independently audited every five years. Measure S earmarks $263 million to prioritize flood control efforts. Of that total, $41 million is directed specifically to Coyote Creek, the source of much devastation in February 2017. Anderson Dam, which had been releasing as much water as it could for more than a month, finally overflowed into Coyote Creek, inundating the Rock Springs, Summerside and other neighborhoods. The flooding caused more than $100 million worth of damage, and 14,000 people had to be evacuated. “Many of my constituents have yet to fully recover from [that],” wrote Congresswoman Zoe Lofgren in a June statement supporting seismic work on the dam. Lofgren represents the district and has endorsed Measure S. Another $54 million from Measure S would help construct an outlet tunnel on Anderson Dam, the largest of Valley Water’s 10 dams, to divert water into treatment plants and the aquifer. The dam, constructed in 1950 and unknowingly built over two fault lines. It is believed to be at risk of failing altogether if a magnitude 7.25 quake were to hit the Calaveras fault or a 6.6 magnitude occurred on the Coyote Creek fault. Valley Water is not alone in its efforts to revamp water management in Santa Clara County. The Federal Energy Regulatory Commission has ordered the agency to begin releasing water from behind the dam Oct. 1, with the intention of draining it entirely. And Hollister State Assemblyman Robert Rivas is awaiting Gov. Newsom’s signature on his AB3005. Passed overwhelmingly by the state legislature, it would fast-track $576 million in state spending on Anderson Dam and reservoir work. Heather Cooley, Pacific Institute director of research, predicts that a warming climate will continue to pose challenges for water systems up and down the state. “There’s a lot we can do to make our water and

Photo Credit: WikiImages / Pixabay waste water systems more resilient,” she said. One “huge opportunity,” she said, is to recycle water more efficiently. “We recycle very little in the Bay Area.” Although overall yearly precipitation is expected to remain fairly constant, she said, rising temperatures will increase demand for water in the summer. Combined with decreased amounts of water stored in mountain snow packs due to rising temperatures, the time is ripe for “a radical shift” in water infrastructure, Cooley said. Measure S also includes funding for community grants for educational and conservation projects. One is the “Adopt-a-Creek” program, which enlists volunteers for the water district’s Stream Maintenance Program. Aimed at flood protection, workers and volunteers remove weeds, non-native plants and impediments to water flow such as boulders, overgrown trees, trash and debris, and stabilize eroded creek banks. Currently, such work is under way at 30 sites. A 2018 study by the public-private National Institute of Building Sciences found that every dollar spent on “pre-disaster mitigation” saves $6 in costs when problems arise. That benefit, the report found, “is only expected to grow as extreme weather events fueled by climate change increase in frequency and strength.”

ASHVILLE, Tenn. -- Uniquely human traits and capabilities will be more important in the post-coronavirus work landscape, according to Jamie Merisotis, author of a new book on the future of the workforce. At least one study estimates 40% of jobs that saw COVID-related layoffs aren't coming back, and Merisotis said the crisis offers the opportunity for large-scale rethinking of higher education and workforce-training programs.

Rather than a one-time job fair, he said, the state has 28 management and training programs employees can take advantage of.

The government should be focusing on the value of human work skills and attributes, said Merisotis, pointing out that people who've honed the ability to communicate, motivate themselves and work in teams tend to have higher levels of education and are able to work from home -- and they've largely been spared from pandemic job loss.

"For the state of Tennessee, I think what we've seen is that there really has been a cultural change; that training isn't just something that you do once, but it's a continuous process," said Merisotis, an expert on education policy and president and chief executive of Lumina Foundation. "The state has recognized that learning as part of work is really important."

But employers are only part of the picture. Merisotis believes the more than 40 million Americans still out of work need massive federal investment in community colleges that award associate degrees and short-term credentials to help them move into new sectors.

Even before the pandemic, he said, Tennessee state government -- the largest public employer in the state, with 42,000 workers -- had been leading the way.

"Understanding how we serve other people as part of our work, how we use our compassion and our creativity, and all the things that make us human, to be more effective in our jobs," he said. "So, the education and training system, I think, will need to change."

DISASTERS DON’T WAIT. MAKE YOUR PLAN TODAY. www.PrepareSCC.org/LearnHow OFFICE OF EMERGENCY MANAGEMENT Disasters Happen. Plan Now. Learn How.

Merisotis added that because Black, Latino and Indigenous workers disproportionately have been affected by COVID-19, workforce training programs must adapt to better serve these communities. "And we need to make sure that building our human work ecosystem takes those individuals into account," he said, "and does a better job, frankly, than what we've done in the past." In the latest national poll, 60% of Black respondents said their households face serious financial problems and income loss in the pandemic. Seventy-two percent of Latino and 55% of Native American respondents report struggling financially, compared with 36% of Whites. Support for this reporting was provided by Lumina Foundation.

But incarceration rates haven't declined among young adults, ages 18 to 24.

PRINGFIELD, Ill. -- A new report puts some weight behind arguments that young adults should not be prosecuted in adult court in Illinois.

PRINGFIELD, Ill.

The findings from the Juvenile Law Center confirmed youth incarceration rates have fallen in recent years, as officials recognize the developmental differences between adolescents and adults.

"They have poor decision-making, they're impulsive, they're susceptible to peer pressure and they're engaging in risky behavior," Goodjoint reported. "So, when we talk about raising the age, we talk about better ways to be more forgiving and supportive of 'emerging adults' rather than punitive." The report calls for raising the age above 18 for juvenile court. In Illinois, emerging adults are overrepresented in the justice system, accounting for 15% of the adult population. They also account for 33% of all adult arrests, despite a 47% decrease in the number of arrests for this age group in the past decade. Lael Chester, director of the Emerging Adult Justice Project at Columbia University Justice Lab, noted Illinois incarcerates emerging adults who are Black at one of the highest rates in the country. "So, at a time when we're at sort of a national reckoning on racial disparities, emerging-adult justice reforms - and in particular, 'raise the age' - should be at the very top of the to-do list for legislators," Chester contended. Chester noted it will gradually increase to include 20-year-olds by 2024, as emerging adults are directed to diversion programs. "The fear that so many states have 'Oh we can't do this, the sky will fall' doesn't happen," Chester asserted. "Incorporating 18-year-olds has been a very smooth process." In Illinois, Senate Bill 239 calls for a tiered approach to raising the age, starting with sending misdemeanor cases involving older teens to juvenile court, rather than adult court. Disclosure: Juvenile Justice Initiative contributes to our fund for reporting on Children's Issues, Criminal Justice, Juvenile Justice, and Youth Issues.

“The Devil Has A Name” is a new thriller and dark comedy starring David Strathairn, Kate Bosworth, Edward James Olmos, Katie Aselton, Haley Joel Osment, Martin Sheen, and Alfred Molina.

Directed by Edward James Olmos, the film’s meaty ensemble was put together with help from the director’s friendships with some of the actors, in which he called on a few friendly favors to get such talent together. In “The Devil Has a Name”, which is based on actual events, a farmer named Fred Stern (David Strathairn) faces off against an oil company polluting the water supply in California’s San Joaquin Valley. Recently I had the great honor of talking to Mr. Olmos about his work on this film and how he turned a very important subject matter, though it serves as entertainment as well, into a voice for a troubling environmental and human catastrophe that is happening right before our eyes. “The Devil Has a Name” is now streaming on VOD. Hello Edward, thanks so much for the time. To start off, I wanted to know how you became involved with “The Devil Has a Name”. I read that it is based on some historical events, and I wanted to know how that affected you choosing to work on this project? Well, yeah, this project was brought to me. I was very surprised when I got it. I'm usually very grateful that I get to work in this industry. But it's very seldom that you get a project that really does fall right in line with who you are as a human being and what your beliefs are, and your feelings are. This film deals with some very difficult subject matters, but they allowed me to make a film that wouldn't beat you over the head with the subject matter, because the contamination of water is very, very hard to take. And that's the life line of our existence as human beings, water. And so, like in "Erin Brockovich", it could become very depressing to find out the truths that are going on. And in this case, it does, too. But it's not given to you, it's not fed to you. They allowed me to put humor in it and allowed me to make a buddy movie, a movie about two people who have a strong relationship over 30 years. And they find themselves in the middle of all of this, having to understand and fight what I consider to be the most difficult aspects of living, which is, quote-unquote, ‘the contamination of water by the oil companies.’ It's a major, major problem that's happening in the Central Valley of California as we speak in the year 2020, in October - right now while we're doing this, this is happening and it's happening in a way that is very destructive, [and] very difficult to take. So, as you said, it is a drama but it's also a buddy film. How did you approach directing the very real and troubling subject matter in this way? Well, like anything else, you start from the understanding of the story. It's about story. And I was very lucky, like I said, to do this kind of a movie. And when they came to me with the script and they came to me with the idea, they had the money and I said, 'Excuse me, you have the money for this piece? Who gave you the money for this picture?' Because, you know, it was millions of dollars and how did [they] do it? And they go, 'Well, the person who actually lived this life is putting up the money to make it.' I go, ‘Wow, can they do that?’ And I said, ‘My goodness, didn't you sign some kind of a non-disclosure

contract?’ The attorney said, 'Don't you worry about that Ed, you can go ahead and do this movie.' I said, 'Okay.' So, the attorney that actually fought the petroleum for like 13, 14 years is the person who was still with them and still handles the work for this farmer and his family. And they allowed me to do it. And I said, 'Wow, this is amazing. This is happening.' I was very fortunate to be prepared for the opportunity, that's called luck! When you're prepared for the opportunity and you can actually pull it off. Can you talk about the casting within the film? I'm very grateful because I got my friends involved. I got David Strathairn to play the farmer, I got ‘Marty’ Sheen to play the lawyer, and I got Haley Joel Osment to play the young guy that helps to try to convince the farmer to sell his property or sell the water rights to the oil company so that they couldn't be sued. And of course, we find out that [it] was all a trick. They tried to sell them out and it was not legal, what they were trying to do. But at the same time, they did [anyway]. And in the story and in real life, you find out there’s some troubling things going on in corporate oil? There's a thing that happened that's very interesting. There is a reality that came out in this when we were looking at the transcripts for the court trial. And I said, 'Wow, studying this is amazing. What in the heck does the 'net present value' mean?' It comes out in the story, the attorney uses it, and then he explained it to me. Amongst corporations and people that make a lot of money, people who actually are working, say, in banking or say in anything that makes extraordinary amounts of money, billions of dollars weekly or monthly or yearly, the 'net present value' means that if you make more money than it costs you to fight any lawsuits that come against you for doing the work you're doing, continue doing it. I said, 'what?!' Yeah, it's that simple guys, if you make more money than it costs you to fight it, continue to do it. I said, 'Oh, my God.' And it's true. I mean, I saw major, major banks that were caught laundering money into the trillions of dollars, end up getting charged billions of dollars, and they paint it as if it was no big deal and they paid it off and they continue to do what they're doing. How can this be possible? Same thing with the oil companies. They’re still doing it today. They're still contaminating water as we speak right now because it costs them less money to, you know, to fight it than it does what they're making, so they're gonna keep on trying. It’s crazy. It’s really crazy.

Y yo dije, “Okay.”

Y me permitieron hacerla.

Para empezar, me gustaría saber cómo llegaste a involucrarte en “The Devil Has a Name”.
