he COVID-19 pandemic continues to be one of the greatest threats to public health that does not distinguish between race, ethnic origin, economic status, immigration status or age. But the most recent figures from the Centers for Disease Control and Prevention (CDC) reflect a bleak outlook for Latino communities in the United States. We already knew that the pandemic has disproportionately hit the most vulnerable communities, such as Hispanics and African Americans, who every day risk their lives in the first line of defense against the disease, doing the essential jobs that are needed for
Dramatically, Hispanics were in fact the only racial and ethnic group that saw an increase in the death rate between May and August. The situation is not very different among the African-American community, which accumulates 18.7% of deaths from COVID-19, despite the fact that they represent 13% of the population of the United States. Among Native Americans, the mortality rate was 1.3% during the same period, according to official figures. By age, the highest proportion of mortality corresponds to people between 75 and 84 years old, followed by those between 65 and 74 and those between 50 and 64 years old. Fortunately, mortality rates are less than 0.1% among minors and only 0.5% among young adults 18 to 29 years old.
To this perfect storm we must add comorbidities that complicate the health outcomes related to COVID-19, such as the high prevalence of diabetes, obesity, and hypertension in our community.
Between last May and August, the mortality of Hispanics due to the complications of COVID-19 increased from 16.3% to 26.4%, that is, an increase of more than 10 percentage points in a period of just four months. Remember that Hispanics represent about 18% of the population, that is, we are overrepresented in terms of mortality.
The reasons listed by the CDC for the disproportionate mortality are almost obvious: We live in multi-family and multi-generational households, we perform the jobs that can only be done in person - in agriculture, meatpacking, services, the health sector-In addition, we have limited access to health coverage and experience discrimination, prejudice, and harassment.

OPINION: HEALTH AND EQUITY ARE ON THE BALLOT WITH PROP. 15
What happens in the community has a greater impact than what happens in the doctor’s office

Elva Yañez California Health Report
s I’ve listened to the debate about Proposition 15, the Schools and Communities First ballot initiative, I’ve been surprised that so little of the conversation has focused on the impact the proposition could have on Californians’ health. Our state is experiencing a devastating pandemic that’s taken more than 16,000 lives and stretched local healthcare and public health systems to the breaking point. And — because of the pandemic’s economic fallout — we’re bracing for what could be the largest budget cuts in state history. While the state and many jurisdictions have so far put off sharp budget cuts in the hopes that federal relief might soon be on its way, policymakers warn these cuts are coming — for schools, parks, housing and other public services. These kinds of resources and services play a vital role in supporting health, safety, and wellbeing. They are exactly what Proposition 15 funding would reinforce by channeling a large amount of money into schools and local services that can improve community conditions. And they’re exactly what will suffer when the budget cutting begins. Health outcomes, including how long people live and their quality of life, are powerfully influenced by community conditions like the availability of parks and open space, high-quality schools, healthy food, affordable housing, and clean air and water. In fact, what happens in the community environment has a greater impact on health than what happens in the doctor’s office. For example, asthma cases go up when the air is polluted, and developmental disabilities in children increase when their tap water is contaminated with lead. Living in substandard housing increases the risk of respiratory and cardiovascular diseases. Whether people have access to high-quality schools and live in neighborhoods that are safe from violence also have a major influence on whether they will be able to avoid preventable disease and injuries. In the case of COVID-19, people’s likelihood of becoming infected greatly depends on the kind of job they do, the transportation they
rely on, and their housing situation. Communities in California where these health-promoting resources are in short supply, which are by and large low-income communities and communities of color, will face the greatest damage from cuts to schools and local services. These communities are already disproportionately harmed by preventable chronic diseases like type-II diabetes, heart disease, highblood pressure — and now COVID-19. According to the California Department of Public Health, Latinos make up 39% of the California population but 61% of the COVID-19 cases and 49% of the COVID-19 deaths. Although California’s infant mortality rate is better than the national average, Black infant mortality is more than twice the rate of other groups. When it comes to type-II diabetes, people who earn less than $15,000 per year are impacted at a far higher rate than people who earn more. These health disparities will only get worse if state and local governments, in response to the economic crisis that’s been created by the pandemic, cut programs that support affordable housing, keep parks and libraries open, and pay the salaries of public health workers. The timing for Proposition 15 to be on the ballot couldn’t be better. By requiring that corporations pay their fair share of taxes on commercial property, the proposition will generate an estimated $8 to 12 billion in funds per year. Forty percent of those funds will go directly to schools and the other 60 percent will go toward county-level services like nutrition assistance, rent relief, and public health contact-tracing programs, among others. My community of El Sereno in Los Angeles County needs this funding to redesign our schools so that children can return to in-person learning in an environment that’s safe from the spread of COVID-19. I urge you to think about the health needs of your own community when you vote on Proposition 15. M

EW YORK - People living with disabilities have often faced physical obstacles to casting their votes, but their advocates say voting by mail can present a different set of challenges. In every election, people with disabilities have encountered polling places that lack wheelchair ramps or other accommodations. in ballot. "We had a lawsuit just before the primary election," said Bartley. "And that enabled us to get an accessible absentee ballot." Using the accessible ballot can mean a whole new set of obstacles. Once filled out, the ballot must be printed out on legal-size paper. And Bartley pointed out that not everyone has access to a printer, or one that can handle that size of paper. "So, we're giving people options of saving the ballot on a thumb drive and going to the library," said Bartley, "or some public place that offers that service, to print their ballot." She added polling places are supposed to have ballot-marking devices to allow people who can't fill out a ballot manually to cast their vote in person. Bartley said for people with disabilities, issues like keeping the Affordable Care Act's guarantee of health insurance for anyone with pre-existing conditions could make this vote a matter of life or death. "We want to make sure that we are also involved in this process," said Bartley, "choosing what we think would be better for our lives."

ACRAMENTO, Calif.

Deborah Reidy Kelch, an independent health policy consultant, said the Golden State would pay dearly if the court kills the ACA. "The U.C. Berkeley Labor Center estimates that California could annually lose 27 billion and potentially 299,000 jobs if the ACA was struck down," Kelch outlined. President Donald Trump said he will protect people with pre-existing conditions, but his Justice Department argues the entire law must go, now that Congress has repealed the individual mandate. Melanie Fontes Rainer, special assistant attorney general, said in any case the rest of the law should remain in force even without a mandate that everyone buy coverage or pay a fine. "This president, in his own words, wants to explode the ACA," Rainer asserted. "We don't think that health care should just be for those who are healthy or rich. And we've done everything in our power to fight his sabotage of the Affordable Care Act." Without the ACA, insurance companies could once again kick young adults 18 to 26 off their parents' health plans. They could reimpose annual and lifetime spending limits on coverage, and would no longer be required to cover mental-health or addiction services. Before the ACA, people with pre-existing conditions such as heart disease, diabetes or even pregnancy could be denied coverage or charged sky-high premiums. State Sen. Dr. Richard Pan, D-Sacramento, said COVID would likely be considered a preexisting condition going forward. "The Centers for Medicare and Medicaid Services said that 19% to 50% have a pre-existing condition when it came to health-care coverage," Pan stated. "When we're talking about overturning the ACA, we're talking about something that could affect half of all Americans." Trump Supreme Court nominee Judge Amy Coney Barrett, who has been critical of the ACA, is expected to be confirmed before opening statements begin on November 10.

Wheeler, who has lived in Melbourne, Australia, which has undergone one of the longest confinements in the world, said via videocall that he feels "terrible" to see the universe has been reduced to a radius of a few kilometers around one’s residence due to the restrictions imposed.
The author of "In defense of travel" believes people will move "differently" during the new normal and that it can be a pause for an indefinite period for mass travel and even for backpacking tourism that Lonely Planet encourages. After months in which international borders have remained tightly closed, how do you think the reopening and restart of trips will take place? I think the crucial issue is that countries are waiting for the vaccine, but I don't think travel is going the way it was before the pandemic. What results from this will be very different from what happened before the pandemic. I was reading about the CommonPass, a kind of passport, which will say that you underwent a test (for COVID-19) here and there (...) if you have undergone two tests you will probably become a more confident person. I think we will use health books again, people will say ‘show me your passport and your health record.’”
Photo Credit: Kaboompics People who have traveled using Lonely Planet look for those little places that are recommended in the guide. Do you think that COVID-19 has put an end to the dream of Tony Wheeler and Lonely Planet? I think in the short term it has. No one is going anywhere and when compared to what the guide says, the question remains whether that restaurant will remain open when the pandemic ends. Covid-19 has forced the closure of many businesses and others will do so later. I think it is also going to be very tough on the travel guide business. Do you think travel difficulty can risk people discovering cultures different to theirs? One of the best ways to overcome prejudices is to travel, for people to go everywhere. I would be very sorry if we lose this element of travel.

But if we want to see the bright side of this, I think people will realize more what a privilege it was to travel when you could go anywhere.

I think it will be difficult to go back exactly to how everything was before. I don't think we can easily go to some places and I also think we are going to have more regulations.

I, for example, spend my time between London and Melbourne, where my two sons and a granddaughter live. They are the reason I am in Melbourne, otherwise, I would spend more time in London. Perhaps from now on we will have to choose. We will not be able to come and go from one place to another as often.
The wide introduction of teleworking has been a consequence of the pandemic. Will this change business travel? We have discovered how much we can work from home; in certain jobs you can do it that way and in others you cannot. Some may continue telecommuting, but in other sectors, you really have to go there.
One of the things that had happened is that private jet charters increased because people had a lot of money. The last thing we want is for people to go back to using more fuel and traveling in a way that is more damaging to the environment. Changes will undoubtedly occur, but we are still trying to determine what they will be.
I think (operators) will be more careful, they will have more medical check-ups, more medical services onboard and they will not crowd people so much.
There has been a lot of talk about how it will impact especially young and budget travelers.
What will happen to cruise ships, where many outbreaks of the virus were detected?
How is COVID-19 going to impact our way of traveling?
I don't know if it will change forever, but I think it may change some of the things that we considered wrong about travel before the pandemic, such as excessive tourism or the impact of large numbers of flights on the environment.

ACRAMENTO, Calif. -- In two weeks, Californians will decide on three criminal-justice reform ballot measures. Proposition 25 would repeal the current system of cash bail. Instead people would be released while awaiting trial for certain low-level crimes. For mid-level crimes, a judge would use an algorithm to help decide whether a person must be held until trial. Those accused of serious crimes would remain behind bars until trial. Mike Herald, policy director with the Western Center on Law and Poverty, said cash bail is very punitive for low-income defendants. "Many people ended up getting held in jail for months on end simply because they didn't have the money to be able to get out on bail," Herald said. "And then other folks who did get out on bail often were stuck with very large bills." Right now, even if charges are dropped, people still have to pay 10% back to a bail bondsman. Opponents say the change will put the entire bail bond industry out of business. Proposition 17 would allow certain felons to regain their right to vote once they have finished their sentence - whereas now they remain disenfranchised, often for many more years, until both their sentence and their parole is complete. Proposition 20 would restrict or deny early parole for certain violent crimes. It would reclassify certain crimes as "wobblers," likely resulting in higher penalties, and require DNA collection for some misdemeanors. Herald said Prop 20 would have a disproportionate effect on people of color.
"We're over-policing, and too many people are being drawn into the criminaljustice system for minor things that end up sticking with them for the rest of their lives," he said. Prop 20 would roll back reforms passed by voters via Propositions 47 and 57. Support for this reporting was provided by the Carnegie Corporation of New York.

SPEAKING OUT ON ELECTROSENSITIVITY AS 5G EXPANDS ENGLISH standards. Davidson wants the decades-old standards updated, saying the technology hasn't been proven safe. Cell antennas for 3G and 4G signals are typically mounted on towers 50 to 200 feet above ground. But the 5G small cell boxes are more localized, generally placed every seven or eight houses, about 30 feet off the ground.

ACRAMENTO, Calif. -- As the march to install superfast 5G wireless service continues across the country, advocates for patients with electrosensitivity are questioning the technology's safety. Noah Davidson of Sacramento began lobbying to have 5G antennas moved away from people's homes and offices because his five- and seven-year-old nieces got sick for two months straight, right after Verizon installed a 5G box on a light pole next to their home. The family hired an expert to measure the radio-frequency levels. "He conducted some measurements and told us it was the highest indoor measurements that he'd ever recorded," Davidson claimed. "So, we ended up installing some shielding in the home, moving the kids into a back room. And within a few days, their symptoms went away." Verizon's website quotes the Federal Communications Commission's guidance that there's no scientific evidence linking radiation from cell phones to health problems in humans. And 5G boxes do meet all legal
Dr. David Carpenter, director of the Institute for Health and the Environment at the University of Albany and an expert on RF radiation, said some people do fall ill when exposed to non-ionizing radiation from cell phones, smart meters, and components of the 5G cell sites, boxes that are now being installed across the nation. "There are a lot of people that get ringing in their ears or get headaches, and feel fatigued and their brain isn't working quite right, that never think about the fact that it may be coming from the Wi-Fi in their house, or the smart meter on the outside door," Carpenter explained. A recent study from UC Irvine in the medical journal Multiple Sclerosis and Related Disorders finds extreme RF exposure can produce severe illness that mimics MS. It looked at the case of 47-year-old Rick Garwood, a former cell phone tower technician from Southern California. He was exposed to massive radiation amounts in 2011, when a Verizon worker switched the towers back on after they'd been shut down for maintenance. Garwood said he's now on permanent disability, suffering with nodules on his lungs and painful lesions on his brain, kidney and spinal cord. "The person I was, is gone," Garwood said. "I mean, I've lost everything in life. I had to move back to my parent's home. I'm on permanent disability; I went from an $80,000-a-year career to all of a sudden, I was on worker's comp for four-and-a-half years. And then they finally said, 'You're not going to get any better.'" Garwood sued, went to mediation, and received about a year's pay.

ACRAMENTO, Calif.
Y luego finalmente dijeron: 'No vas a mejorar'".

Dear EarthTalk: Is Trump going to be able to finally open up the contentious coastal plain of the Arctic National Wildlife Refuge to oil drilling before his first term ends? -- J.P, Maumee, OH
Roddy Scheer & Doug Moss EarthTalk
T
he debate over whether to open up the most ecologically sensitive part—the so-called 1002 area, or coastal plain—of the Arctic National Wildlife Refuge (ANWR) to oil drilling has raged for decades. Known for its scenic beauty but more so as the birthing place of migrating caribou as well as hundreds of species of birds that use the coastal plain as a nursery for their newly hatched offspring before migrating south for the winter, ANWR’s coastal plain is also thought to be rich in oil. These lands are not only crucial to wildlife, but also to people. Long before the U.S. government named ANWR in 1960, the Gwich’in knew it as “Iizhik Gwats’an Gwandaii Goodlit” (“the sacred place where life begins”). Now they and other Alaskan natives are working alongside conservationists to protect it. But in late 2017 Congress paved the way for opening the contentious strip of land by authorizing oil drilling there in its tax bill. But even though Trump is champing at the bit to start drilling in the coastal plain, he’ll have to wait until seismic tests are complete—and there is no way that can happen before the end of his (first) term. Seismic surveys need to be conducted in order to provide hard data as to how much oil exists in a given area. But the seismic blasts themselves can negatively affect wildlife species’ behaviors and mortality rates. Since oil companies haven’t been able to show conclusively that seismic testing won’t harm protected species (like polar bears), the U.S. Fish & Wildlife Service has held firm against issuing the permits. But the Trump administration is trying to do an end run around these precautions and get the seismic tests approved by the Department of In-
terior instead. If the Trump administration can get the testing done and the results are to their liking—and they retain power—expect to see oil leases operational in the coastal plain before the end of 2021. Of course, a new president could stop any or all of this by using the Antiquities Act to declare ANWR a national monument, permanently halting the lease sale and any other future development. Candidate Joe Biden has committed to using his presidential powers to protect ANWR from oil interests, if elected. This past September, 15 of the Lower 48 states and three of Alaska’s tribal entities each took legal action against the federal government to stop oil leases within ANWR’s coastal plain. Additionally, a consortium of native and conservation leaders convinced major banks (including Wells Fargo, JPMorgan Chase, and Goldman Sachs) to pull out from funding fossil fuel projects there. To get involved yourself, the non-profit Friends of Alaska Wildlife Refuges has volunteer opportunities and can always use donations. Meanwhile, another way to help is to urge your U.S. Senator to support S. 2461, The Arctic Refuge Protection Act, which calls for permanent protection of ANWR’s coastal plain from development and resource extraction. - J.P, Maumee, OH
Roddy Scheer y Doug Moss EarthTalk
E
AN BERNARDINO, Calif. -- Latino faith leaders are reaching out to members of Congress urging action on climate change, which is worsening the fires that are choking their neighborhoods with smoke.
The poor air quality also compounds the suffering of COVID patients who struggle to breathe. Martin Martinez, pastor of Victorious Worship Church in San Bernardino, said COVID has forced him to hold fellowship outside, even as the fires led him to cancel some services altogether.
This summer, select committees on the climate crisis in both the U.S. House and U.S. Senate released reports listing ways to reduce carbon emissions and protect the air, land and water. Martinez is part of the Hispanic Leadership Network, a group of Latino faith leaders that have spent months asking Congress to turn those reports into legislation. Shanna Edburg, conservation director for the Hispanic Access Foundation, said there's a lot Congress can do to reduce the impact of fires

"I had to make a late call that Sunday morning and tell people, 'I don't want you guys to come,'" Martinez recounted. "It's too toxic of the air. There's so much smoke here, there's so much ash falling. We have people with diabetes, lung problems, asthma."

and floods and promote things like climatefriendly agriculture, energy efficiency, carbon capture and renewable energy. "Climate change is an issue that's really important to the Latino community, and something that they're very vulnerable to," Edburg stressed. "And of course, that intersects with the pandemic and the economic crisis. So it's really a very timely report, and we think action is needed now." Edburg noted polls show three in four Latinos want corporations, citizens, the legislative and executive branches to do much more to address the climate crisis.

AN BERNARDINO, Calif.

Estimado votante,
