he COVID-19 pandemic continues to be one of the greatest threats to public health that does not distinguish between race, ethnic origin, economic status, immigration status or age. But the most recent figures from the Centers for Disease Control and Prevention (CDC) reflect a bleak outlook for Latino communities in the United States. We already knew that the pandemic has disproportionately hit the most vulnerable communities, such as Hispanics and African Americans, who every day risk their lives in the first line of defense against the disease, doing the essential jobs that are needed for

Dramatically, Hispanics were in fact the only racial and ethnic group that saw an increase in the death rate between May and August. The situation is not very different among the African-American community, which accumulates 18.7% of deaths from COVID-19, despite the fact that they represent 13% of the population of the United States. Among Native Americans, the mortality rate was 1.3% during the same period, according to official figures. By age, the highest proportion of mortality corresponds to people between 75 and 84 years old, followed by those between 65 and 74 and those between 50 and 64 years old. Fortunately, mortality rates are less than 0.1% among minors and only 0.5% among young adults 18 to 29 years old.

To this perfect storm we must add comorbidities that complicate the health outcomes related to COVID-19, such as the high prevalence of diabetes, obesity, and hypertension in our community.

OPINION: HEALTH AND EQUITY ARE ON THE BALLOT WITH PROP. 15

What happens in the community has a greater impact than what happens in the doctor’s office

s I’ve listened to the debate about Proposition 15, the Schools and Communities First ballot initiative, I’ve been surprised that so little of the conversation has focused on the impact the proposition could have on Californians’ health. Our state is experiencing a devastating pandemic that’s taken more than 16,000 lives and stretched local healthcare and public health systems to the breaking point. And — because of the pandemic’s economic fallout — we’re bracing for what could be the largest budget cuts in state history. While the state and many jurisdictions have so far put off sharp budget cuts in the hopes that federal relief might soon be on its way, policymakers warn these cuts are coming — for schools, parks, housing and other public services. These kinds of resources and services play a vital role in supporting health, safety, and wellbeing. They are exactly what Proposition 15 funding would reinforce by channeling a large amount of money into schools and local services that can improve community conditions. And they’re exactly what will suffer when the budget cutting begins. Health outcomes, including how long people live and their quality of life, are powerfully influenced by community conditions like the availability of parks and open space, high-quality schools, healthy food, affordable housing, and clean air and water. In fact, what happens in the community environment has a greater impact on health than what happens in the doctor’s office. For example, asthma cases go up when the air is polluted, and developmental disabilities in children increase when their tap water is contaminated with lead. Living in substandard housing increases the risk of respiratory and cardiovascular diseases. Whether people have access to high-quality schools and live in neighborhoods that are safe from violence also have a major influence on whether they will be able to avoid preventable disease and injuries. In the case of COVID-19, people’s likelihood of becoming infected greatly depends on the kind of job they do, the transportation they

rely on, and their housing situation. Communities in California where these health-promoting resources are in short supply, which are by and large low-income communities and communities of color, will face the greatest damage from cuts to schools and local services. These communities are already disproportionately harmed by preventable chronic diseases like type-II diabetes, heart disease, highblood pressure — and now COVID-19. According to the California Department of Public Health, Latinos make up 39% of the California population but 61% of the COVID-19 cases and 49% of the COVID-19 deaths. Although California’s infant mortality rate is better than the national average, Black infant mortality is more than twice the rate of other groups. When it comes to type-II diabetes, people who earn less than $15,000 per year are impacted at a far higher rate than people who earn more. These health disparities will only get worse if state and local governments, in response to the economic crisis that’s been created by the pandemic, cut programs that support affordable housing, keep parks and libraries open, and pay the salaries of public health workers. The timing for Proposition 15 to be on the ballot couldn’t be better. By requiring that corporations pay their fair share of taxes on commercial property, the proposition will generate an estimated $8 to 12 billion in funds per year. Forty percent of those funds will go directly to schools and the other 60 percent will go toward county-level services like nutrition assistance, rent relief, and public health contact-tracing programs, among others. My community of El Sereno in Los Angeles County needs this funding to redesign our schools so that children can return to in-person learning in an environment that’s safe from the spread of COVID-19. I urge you to think about the health needs of your own community when you vote on Proposition 15. ACRAMENTO, Calif. -- In two weeks, Californians will decide on three criminal-justice reform ballot measures. Proposition 25 would repeal the current system of cash bail. Instead people would be released while awaiting trial for certain low-level crimes. For mid-level crimes, a judge would use an algorithm to help decide whether a person must be held until trial. Those accused of serious crimes would remain behind bars until trial. Mike Herald, policy director with the Western Center on Law and Poverty, said cash bail is very punitive for low-income defendants. "Many people ended up getting held in jail for months on end simply because they didn't have the money to be able to get out on bail," Herald said. "And then other folks who did get out on bail often were stuck with very large bills." Right now, even if charges are dropped, people still have to pay 10% back to a bail bondsman. Opponents say the change will put the entire bail bond industry out of business. Proposition 17 would allow certain felons to regain their right to vote once they have finished their sentence - whereas now they remain disenfranchised, often for many more years, until both their sentence and their parole is complete. Proposition 20 would restrict or deny early parole for certain violent crimes. It would reclassify certain crimes as "wobblers," likely resulting in higher penalties, and require DNA collection for some misdemeanors. Herald said Prop 20 would have a disproportionate effect on people of color.

"We're over-policing, and too many people are being drawn into the criminaljustice system for minor things that end up sticking with them for the rest of their lives," he said. ACRAMENTO, Calif. -- As the march to install superfast 5G wireless service continues across the country, advocates for patients with electrosensitivity are questioning the technology's safety. Noah Davidson of Sacramento began lobbying to have 5G antennas moved away from people's homes and offices because his five- and seven-year-old nieces got sick for two months straight, right after Verizon installed a 5G box on a light pole next to their home. The family hired an expert to measure the radio-frequency levels. "He conducted some measurements and told us it was the highest indoor measurements that he'd ever recorded," Davidson claimed. "So, we ended up installing some shielding in the home, moving the kids into a back room. And within a few days, their symptoms went away." Verizon's website quotes the Federal Communications Commission's guidance that there's no scientific evidence linking radiation from cell phones to health problems in humans. And 5G boxes do meet all legal

Dr. David Carpenter, director of the Institute for Health and the Environment at the University of Albany and an expert on RF radiation, said some people do fall ill when exposed to non-ionizing radiation from cell phones, smart meters, and components of the 5G cell sites, boxes that are now being installed across the nation. "There are a lot of people that get ringing in their ears or get headaches, and feel fatigued and their brain isn't working quite right, that never think about the fact that it may be coming from the Wi-Fi in their house, or the smart meter on the outside door," Carpenter explained. A recent study from UC Irvine in the medical journal Multiple Sclerosis and Related Disorders finds extreme RF exposure can produce severe illness that mimics MS. It looked at the case of 47-year-old Rick Garwood, a former cell phone tower technician from Southern California. He was exposed to massive radiation amounts in 2011, when a Verizon worker switched the towers back on after they'd been shut down for maintenance. Garwood said he's now on permanent disability, suffering with nodules on his lungs and painful lesions on his brain, kidney and spinal cord. "The person I was, is gone," Garwood said. "I mean, I've lost everything in life. I had to move back to my parent's home. I'm on permanent disability; I went from an $80,000-a-year career to all of a sudden, I was on worker's comp for four-and-a-half years. And then they finally said, 'You're not going to get any better.'" Garwood sued, went to mediation, and received about a year's pay.

he debate over whether to open up the most ecologically sensitive part—the so-called 1002 area, or coastal plain—of the Arctic National Wildlife Refuge (ANWR) to oil drilling has raged for decades. Known for its scenic beauty but more so as the birthing place of migrating caribou as well as hundreds of species of birds that use the coastal plain as a nursery for their newly hatched offspring before migrating south for the winter, ANWR’s coastal plain is also thought to be rich in oil. These lands are not only crucial to wildlife, but also to people. Long before the U.S. government named ANWR in 1960, the Gwich’in knew it as “Iizhik Gwats’an Gwandaii Goodlit” (“the sacred place where life begins”). Now they and other Alaskan natives are working alongside conservationists to protect it. But in late 2017 Congress paved the way for opening the contentious strip of land by authorizing oil drilling there in its tax bill. But even though Trump is champing at the bit to start drilling in the coastal plain, he’ll have to wait until seismic tests are complete—and there is no way that can happen before the end of his (first) term. Seismic surveys need to be conducted in order to provide hard data as to how much oil exists in a given area. But the seismic blasts themselves can negatively affect wildlife species’ behaviors and mortality rates. Since oil companies haven’t been able to show conclusively that seismic testing won’t harm protected species (like polar bears), the U.S. Fish & Wildlife Service has held firm against issuing the permits. But the Trump administration is trying to do an end run around these precautions and get the seismic tests approved by the Department of In-

terior instead. If the Trump administration can get the testing done and the results are to their liking—and they retain power—expect to see oil leases operational in the coastal plain before the end of 2021. Of course, a new president could stop any or all of this by using the Antiquities Act to declare ANWR a national monument, permanently halting the lease sale and any other future development. Candidate Joe Biden has committed to using his presidential powers to protect ANWR from oil interests, if elected. This past September, 15 of the Lower 48 states and three of Alaska’s tribal entities each took legal action against the federal government to stop oil leases within ANWR’s coastal plain. Additionally, a consortium of native and conservation leaders convinced major banks (including Wells Fargo, JPMorgan Chase, and Goldman Sachs) to pull out from funding fossil fuel projects there. To get involved yourself, the non-profit Friends of Alaska Wildlife Refuges has volunteer opportunities and can always use donations. Meanwhile, another way to help is to urge your U.S. Senator to support S. 2461, The Arctic Refuge Protection Act, which calls for permanent protection of ANWR’s coastal plain from development and resource extraction.
