MORTGAGES COULD INCLUDE THESE HOME BUYER PROTECTIVE CLAUSES needed to implement our plans to own and improve El Observador (EO).

ecently I learned when listening to National Public Radio (NPR) that a very large financial firm had bought 80,000 single family dwellings (Atlantic Coast locations) which were being rented to occupants who experienced a periodic increase in rental rates. The consequence was that there were not many singlefamily dwellings on the market in those communities which ordinary home buyers could purchase. Now I think that is carrying free market capitalism too far. The Federal Housing Administration must not extend its financial supportive policies to corporations. The U.S. Congress must inquire in order to enact legislation which facilitates FHA policies which facilitate and encourage ‘occupant home ownership'. It would be appropriate to give special considerations to single moms who are raising their kids alone. Those kids end up being the next generation, i.e., the future skilled labor member. Homeownership is the most effective way to generate wealth which backs up a family's fiscal standing and growth. Back during 1960 I purchased a Palo Alto home for $19,800 which today has an assessment of $2.4 million! I call that ‘funny money’. But nonetheless, I took advantage of it. When financial firms would not approve a small business loan back during 1986, I used the home equity to obtain the business loan
And all this was enabled by my mortgage contract which permitted the purchase of a three bedroom-two bath Eichler single family home in Palo Alto. I became very familiar with home mortgages which I read several times. But here is my assessment about home mortgages. First, let me convey an anecdote: During 1960, Enrique, a maintenance & operations engineer, proudly informed me that he had successfully purchased a home for his family. He had a mortgage! Following a few questions, I asked Enrique if he would let me read his mortgage, which he agreed to. After I read it, I informed him that he had a home purchase contract instead, which was not a mortgage (insured by the Federal Housing Administration (FHA). Enrique was stunned; but went to a real estate lawyer who fixed things. That home purchase contract contained a contract ownership transfer clause which would have given The Lender full ownership of that home if ever Enrique missed two monthly payments. It is important to learn to read so that you (or your trusted agent) can verify what your mortgage really says. It is after all a contract! Today's mortgages still protect the real estate agent, the lender or bank, and the agency that administers collection of mortgage payments. Now traditionally mortgages are for 15 years or 30 years duration. During those years much can and does happen. I highly recommend that Home Ownership Associations make
a point to consult with the appropriate local real estate agency to learn how to add these suggestions to the traditional home mortgage contract: 1) The only responsibility of a home purchaser who signs a mortgage contract is to make the monthly mortgage payments over that 15year or 30-year contract period. What consideration is allowed if the homebuyer gets sick? Is it permissible to make interest payments only during that illness? Could mortgage payments be suspended for a maximum of six months without losing that home (property) ownership? What if the homebuyer becomes unemployed through no fault of his/her own? The job could have been relocated offshore. In this scenario, the homebuyer could be allowed time to relocate to a new job (which may require some job-training time allowance). Could the FHA or HUD (Housing and Urban Development Agency) assist that family? Would it not make sense to devise some default process which would permit that homebuyer (and his family) reman in that home? The school children would certainly benefit from that stability. Now, let's imagine that after many years of occupancy which builds up equity the homebuyer has an illness or becomes unemployed (loss of income). How can current practices help that homebuyer not lose that accrued equity? Through hearsay I am aware of families who did lose their equity and ended up as renters who had not accumulated any wealth (but really had). There needs to be a systematic analysis of these issues so that a fair share of equity (wealth) remains with the family that generated it. There exist real estate agents who are
constantly seeking distressed home mortgages. Why? Distressed mortgages contain an opportunity to transfer equitywealth to someone other than the homebuyer who serviced that mortgage with all those prior payments! Now home ownership is the best way for a family to accumulate wealth. It also supports the American Consumer economy with purchases of durable home equipment (washers, dryers, dishwashers, refrigerators, freezers, etc.). It would seem logical to have this American nation systematically investigate those issues (above) so that more families end up owning their home. It is time to devise legal language for those ownership processes which happen during the 15 year or 30-year mortgage time spans. Home purchasers are the most essential of all consumers in this American Consumer economy. Currently, the home mortgages totally protect the real estate agent, the lender (banks), and the mortgage administrative firm. I do not think it is unreasonable to devise transition standards which permit a home-buyer to retain that mortgage when a severe illness happens; job loss or economic recession happens which makes it very difficult for the homebuyer to continue to make mortgage payments during these events. Home ownership has declined, especially in the middleclass sector of our society because the individual who is responsible for making all those mortgage payments is not given the same level of protective considerations as may be reasonable. If our nation, with its diverse communities, wants to encourage the development of stable communities, then it is
reasonable to undertake studies which permit the establishment of reasonable processes which allow the homebuyer to retain the equity accrued or to end up owning that home. Corporations will benefit by having a stable skilled workforce whose middle-class wage earners live in a stable safe and secure community. Recently one major firm (Facebook) encumbered enough fiscal support to build 20,000 homes for their employees. When several Silicon Valley corporations reveal plans to create employment centers requiring 40,000 new skilled employees, it behooves them to include a line item for employee affordable home development. The database exists which permits the study of those home purchases which failed. It is just that financial corporations and real estate organizations have no interest in protecting the homebuyer or even providing some humane considerations when an illness or job loss happens. If, as a nation, home ownership is to be favored, then it seems logical that acceptable remedial processes must be created and implemented. The consequence will be the reestablishment of the American Dream (at least regarding home ownership). Many issues will be mitigated once families are housed in a home owned by that same family. Many mental and behavioral health issues are mitigated. Homelessness itself will be reduced. Development of children will be enhanced by letting that happen in a stable community. Mortgages need to be updated by inclusion of home-buyer protective clauses presented here.

El Distrito Escolar Unificado de Fremont (el Distrito Escolar) ha preparado un Informe de Evaluación Ambiental Preliminar (PEA) de conformidad con la sección 17213.1, subdivisión (a)(4)(B) del Código de Educación. El Distrito Escolar ha presentado el Informe de PEA al DTSC para su revisión y ahora pone el Informe de PEA a disposición para revisión y comentarios. Denominación del Proyecto: Proyecto de Conversión de Thornton Middle School 4357 Thornton Ave. Fremont, CA 94536 Ubicación del Proyecto: El Sitio del Proyecto se ubica dentro del campus existente de Thornton Junior High School. Descripción de la Evaluación: PlaceWorks, Inc. preparó el Informe de PEA para presentación al Departamento de Control de Sustancias Tóxicas (DTSC) de la Agencia de Protección Ambiental de California (Cal-EPA). Dicho Informe de PEA fue preparado bajo la supervisión del DTSC de conformidad con las directrices del DTSC, según se detallan en el Manual de Orientación de PEA (DTSC 2015). Una inspección del sitio llevada a cabo antes de preparar el informe de PEA identificó la posible presencia de problemas ambientales. Con el fin de evaluar estos posibles problemas en el suelo, se recolectaron un total de 45 muestras de suelo. Se analizaron veintiséis (26) muestras por pesticidas organoclorados, dieciséis (16) por metales CAM-17, cinco (5) por plomo y arsénico, y dieciséis (16) por hidrocarburos totales de petróleo, orgánicos semivolátiles, PCBs y asbestos. ACRAMENTO, Calif. - This has been a banner year for making health care more accessible and affordable in California, according to consumer and health advocacy groups. The open enrollment period for CoveredCA, which started this week, was expanded significantly - so people can now sign up for subsidized coverage on the individual market through end of January. The state also expanded Medi-Cal to all lowincome people under age 26, regardless of immigration status. Xiomara Pena, California deputy director and national Latino outreach manager for the organizationSmall Business Majority, says the state also increased subsidies for people in the middle class, a group that includes many small business owners. "These are evident wins for the small business community, because these new measures do hold the potential to both reduce costs for small businesses and to ensure that more people are able to access affordable health insurance," she
points out. The state also ended the so-called senior penalty, slightly raising the income levels for low-income seniors and people with disabilities so that more can qualify for Medi-Cal. A coalition of health and consumer groups known as Care4All California is thanking Gov. Gavin Newsom for signing a bill to enact a statebased mandate to carry health insurance, since the federal penalty is no longer in effect. Linda Nguy, policy advocate at the Western Center on Law and Poverty, praises a new bill to require better data sharing and implicit bias training for health care providers, in order to reduce the mortality rates for black women in childbirth. "We've seen in California that, while the state has drastically decreased maternal mortality, for black women, the maternal mortality rates remain three to four times higher than for other women," she states. Consumer advocates note that despite this year's progress, 2.9 million Californians still lack health insurance, so future efforts will focus on lowering costs and expanding access even further.

he holidays are a time to gather for food, friends and festivities. While everything may seem merry and bright, if you have asthma or allergies, this is when you need to be cautious. A season full of tradition and good cheer can often come with hidden allergy triggers if you're not aware and prepared.

The experts at the American College of Allergy, Asthma and Immunology share the most common hidden holiday allergies you should be aware of: Candles and fires: Although many people light candles to enhance the holiday atmosphere, those scented candles can quickly trigger allergy and asthma symptoms, including headaches, watery eyes and aggravated noses. Wood burning fireplaces, while stunning during the holidays, are also a trigger due to smoke. Consider flameless candles and an electric fireplace, which have the calming appearance, but no scent or smoke to make you cough or wheeze. Trees and wreaths: Fresh fir trees and wreaths are beautiful, but some people have contact skin allergies to a substance called terpene, found in the sap of trees. What's more, some live trees still have mold spores and pollen on them, which can cause nasal allergies to flare. Take time to rinse off live trees before you bring them in. If you have an artificial tree and decorations that you use every year, clean them to remove dust and potential mold. Hugs and kisses: You enjoy seeing your friends and relatives during the holidays, but you may want to reconsider all the hugs and kisses, which can easily spread germs. Flu shots are available now, and it's not too early to get yours - before flu and holiday seasons are in full swing. If you have asthma, it's particularly important to wash your hands thoroughly and regularly. If you have an egg allergy you may have been told in the past not to get the flu shot. But years of studies have shown the vaccine is safe and does not contain enough egg protein to cause an allergic reaction, even in people with severe egg allergy. Eats and treats: Holidays are a time to gather to enjoy delicious meals and tasty treats. If you have food allergies, you must be particularly vigilant about knowing what's inside each item. Some people are sensitive to even trace amounts of certain foods, and this can be particularly concerning for bakery goods prepared in commercial kitchens. Always ask before you eat something new and be an advocate for your children if they suffer from allergies. When in doubt, if you have food allergies it's best to turn down a holiday treat with unknown ingredients. Dust and dander: If you are allergic to indoor allergens like dust, mold and dander, you probably diligently clean your home. But that doesn't mean the host of the party you're attending does the same. Many of these triggers are invisible, so even a home that appears clean can cause that dreaded runny nose, sneezing and itchy eyes for allergy sufferers. If you're attending a party, or traveling to see friends, consider packing allergy medicine just in case you start to feel symptoms from triggers tugging at your good time. Before your social calendar fills up, consider hosting a holiday event yourself. Even though entertaining takes work, it adds a level of control, so you don't have to worry about allergy concerns. You get to cook with foods your family can safely eat and decorate with flameless candles and other allergy-friendly decor. Plus, you know your house is free of Fido's fur or hidden dust bunnies. If people offer to bring food, make sure they know of any allergy concerns, or consider putting them in charge of other items, such as holiday napkins or paper plates for the kids. Homeowners can use Ring to record video of anyone who comes to their front doors. Police officers are then coached by Amazon to request access to the private videos. Malachi Robinson, campaign director with Color of Change, which is one of the groups that signed the letter, said that could lead to civil liberties abuses. "That creates such a power imbalance,” Robinson said. “Most people assume if a police officer asks you for something, they're telling you that. So it becomes this workaround around the Fourth Amendment, around proper search and seizure, which is extremely disturbing. " In response to the letter, the company said it has zero tolerance for abuse of its systems and added the technology makes neighborhoods safer. More than 500 city police departments across the country, including 16 in Virginia, take part in Ring alliances. Robinson said once the surveillance footage is collected without a warrant, law enforcement can use it to conduct facial-recognition searches, target teenagers for minor drug possession or share it with other agencies such as Immigration and Customs Enforcement. "In black and brown communities that have an extremely high police presence, this allows police another entryway to be able to just monitor people,” he said. “And it's also a way for mistaken identities to happen." He added that Ring users are able to post footage to Ring's “Neighbors” social media app, where users can view and comment on videos.

While China’s “National Sword” program may have been a headshot to the American waste industry, the result might just be a greener, cleaner, more selfsufficient United States.
he short answer is yes, it’s still worthwhile for us to recycle, even if it’s not as easy and more expensive than it used to be—especially when you consider the costly and environmentally dubious alternative of creating new products out of all-virgin materials. That said, China’s decision to stop accepting most recyclables from other countries beginning in January 2018 did send shockwaves around the world. For the previous 25 years, China was gladly importing more than half of the world’s plastic garbage for reprocessing into new products. It seemed like a win-win situation, but the Chinese started to tire of dealing with a deluge of soiled recyclables from abroad. Also, years of economic growth and rising consumption means the Chinese are now producing plenty of waste on their own; they no longer need to rely on waste imports to keep their recycling plants humming. It’s for these reasons that the Chinese government invoked its “National Sword” policy, banning the import of 24 types of solid waste and setting a much tougher standard for contamination levels on the recyclables it would accept. Waste handlers in the U.S. and other developed countries where landfill space is short were left in the lurch and forced to rethink how to move much of their “feedstock” along now that China is no longer

willing to take it. In the meantime, a few Southeast Asian countries (Malaysia, Thailand, Vietnam, Indonesia and India) stepped up to fill the void by taking larger loads of our waste. But poorly run waste management practices and lack of government oversight lead to conditions where only about 10 percent of potentially recyclable waste sent to these countries gets recycled. According to a recent World Bank report, much of what doesn’t get recycled ends up
in “unregulated dumps or is openly burned… [creating] serious health, safety and environmental consequences.” But more recently, many of these countries are now following in China’s footsteps by tightening up their own rules about what kinds of waste they are willing to accept. These changes have put some U.S.-based recyclers out of business, but it may have strengthened those left standing, since they have been forced to find new ways of dealing

A study prepared by AARP reveals that although Hispanics from the age of 50 and up spend about seven thousand dollars a year on these types of products, 69% of them say that, "the beauty and personal appearance industry treats people their age as secondary”. Latinos in that age group spend an average of $46 per month on this type of aesthetic product, while the general population allocates about $25 per month. "I, at 55, have just become a grandmother, and I feel that I am more active than ever," she said. The study by AARP, a non-profit organization that addresses the needs and interests of people over 50, shows that 71% of them feel that the images that appear in the media are discriminatory to older people.

lo que ocurre es que, durante periodos determinados de tiempo, los planetas transitan en su órbita alrededor del Sol en un ciclo más lento. El planeta que entra en retrogradación con más frecuencia es Mercurio, el planeta más cercano al Sol y el que tarda menos tiempo en su movimiento de traslación. Durante ese lapso ocurren todo tipo de accidentes, retrasos, pérdida de tiempo, inconvenientes, olvidos, congestionamientos de tránsito, discusiones y malentendidos; el comercio, la comunicación y el transporte se verán afectados durante la retrogradación de Mercurio. Es un periodo de reorganización, readaptación y reevaluación.

Se aconseja que se tenga mucha precaución porque muchos accidentes pueden ocurrir. puedan ocurrir actos de violencia o algún atentado terrorista. Esto nos afectará a todos por igual. Es aconsejable evitar asistir a sitios que puedan representar peligro.
