lines, inclement weather and, even worse, the risk of a possible contagion of COVID-19, is no small matter. It not only reflects the civic vocation of this country, but also the recognition that in times of crisis our voice, our vote, is more valuable than ever.
L

he first American elections of the era of the pandemic have thrown society many surprises, but perhaps the most important of all is the record participation of citizens in the party of democracy, regardless of the candidate or candidate of their choice. As a bonus, so far, the political expressions of voters have been overwhelmingly peaceful and respectful. We hope they stay that way. That more than 150 million voters have decided to make themselves heard through their vote, including millions of them braving the long
There will be time to scrutinize Latino participation in the 2020 electoral process in detail, once we have reliable and stratified statistics, but preliminary figures point in the direction of stellar participation by Latino women and youth. Hopefully, it is the beginning of a trend that accelerates the arrival of the goal of parity between our demographic weight and our political weight. I have heard many comments about the “Latino problem” from Joe Biden, who was apparently unable to sustain the Hispanic support for Hillary Clinton in 2016, a reason that in part cost him the triumph in the state of Florida. But it is very possible that the support of other Latinos will allow him to surprise in Arizona or Nevada. In the case of President Trump, tentative figures suggest that in some places he managed to increase the support he had obtained from the Latino community in 2016. The reasons are varied, and it cannot be discounted that, at least until before the pandemic, his policies Economic benefits (tax cuts and economic deregulation) helped reduce the Hispanic unemployment rate to historically low levels. But from the point of view of civic participation, the important thing is that our community votes, regardless of the candidate of their choice. During Election Day on November 3, I had the opportunity to be in the now called Black Lives Matter Plaza, which is located on the metal fence security perimeter that now surrounds the White House. The overwhelming majority of citizens exercising their right to freedom of association and expression were minority youth, both male and female. They impressed me by their respectful way of being part of the democracy party: With expressions that reflected passion and intensity, but always within the margins of legality. May this model of civic behavior of young people be emulated by the nation's political leaders and adhere to unrestricted respect for the popular will, the rule of law, and trust in political institutions.

nine-question poll, is now pushing to exclude undocumented people from the final population count used to reapportion districts. The Supreme Court is set to hear the case Nov. 30.
Marc Morial, CEO of the National Urban League, said: “The Supreme Court has aided, abetted, facilitated, and become willing co-conspirators in the administration’s effort to politically interfere with the Census and to cheat the American people out of their constitutional right to a representative government, and necessary federal funds.” “Without action from Congress, the Census Bureau is guaranteed to miss millions of people across every state,” says Vanita Gupta (above), President and CEO of the Leadership Conference on Civil and Human Rights.
No solo declara ciudadanos ".

hile all eyes are focused on the 2020 elections, the clock is still ticking on the 2020 Census. If Congress doesn’t act to extend the Dec. 31 deadline for the Census Bureau to submit its final data, leading civil rights advocates — who have been at the forefront of promoting a complete count — warn that the consequences will be felt for a decade. The Census Bureau itself has said it will not be able to deliver an accurate count by Dec. 31. It is charged with tabulating data from 150 million households within a shortened time span and fewer human resources due to the COVID-19 pandemic. “The bottom line is that without action from Congress, the Census Bureau is guaranteed to miss millions of people across every state including people on rural and tribal lands,” said Vanita Gupta, President and CEO of the Leadership Conference on Civil and Human Rights. “Skewed data is going to hurt our communities for a decade in a lot of ways,” she said. Census data is used to apportion approximately $1.5 trillion in federal funding each year until the next Census in 2030. It is also used to apportion Congressional seats. Ending tabulation on Dec. 31 means that the Trump administration will get to re-apportion Congressional seats, no matter who wins the Presidential election. Gupta made her remarks at a press briefing following the Supreme Court’s decision that abruptly ended data collection on Oct. 15 and mandated that census data be tabulated by Dec. 31. The briefing was cosponsored by LCCR and EMS. Reps. Don Young (R-AK) and Congressman Ruben Gallego (D-AZ) introduced HR 8250 in the House Sept. 14, seeking to extend the deadline for data collection to Oct. 31. That deadline passed without any action on the bill. The bill would also shift the deadline for tabulation to July 1, 2021. The bill now resides with the House Oversight and Reform committee. A similar bill was introduced Sept. 15 in the Senate by Sens. Brian Schatz (D-Hawai‘i), Lisa Murkowski (R-Alaska), and Dan Sullivan (R-Alaska). The Trump Administration, which earlier lost its battle to include a citizenship question on the
“The Trump administration has made countless efforts to sabotage the census to erase historically undercounted communities, especially those which have been disproportionately impacted by Covid-19,” said John Yang, executive director of Asian Americans Advancing Justice. “Make no mistake: the Trump administration has been deliberately undermining the census for purely partisan political gain.” Referring to the Nov. 30 Supreme Court case, Yang said: “I’ve said it before and I will say it again today: the mandate of the United States Constitution says that all persons must be counted in the decennial. The same is true for the apportionment count: the Constitution expressly States all persons. It does not state just citizens.” Arturo Vargas, CEO of the National Association of Latino Elected and Appointed Officials — NALEO — said Latinx people have never accurately counted in previous censuses. He challenged the Census Bureau’s assertion that 99 percent of people have been counted. “The Census Bureau may have touched 99 percent of the households on its address list, but we have no idea if everybody living in those households were counted.” He called for Congress to step in and allot more time to ensure an accurate count. “The work isn’t over. We will continue working with our partners to ensure that we do all we can to salvage this foundation of our democracy.” Morial said Blacks, especially in the South, have failed to reach the self-response rate of 68 percent. He predicted a historic undercount of the community. “The hard-working professional staff at the Census Bureau should not be continuously undermined by politics. Congress must provide the Census Bureau with the time it needs for an accurate count,” he said. Kevin Allis, CEO of the National Congress of American Indians also predicted a severe undercount of tribal communities, with selfresponse rates 25 percent lower than the national average. He added that federal resources critical to ensuring the economic well-being of native Americans would be incorrectly apportioned based on an inaccurate census count. Indian Country has seen infection rates almost four times the national average and hospitalization rates almost six times the national average. Decades of underfunding has meant that thousands of people living on tribal lands have not received the health care they need, said Allis.

What are learning and thinking differences
Kids develop at different rates, so it can be hard for families to interpret what they're seeing. Some of these struggles can also be a sign of learning and thinking differences like dyslexia, ADHD and dyscalculia (a learning disability in math).

Todas las personas que piensan y aprenden de manera diferente deben sentirse apoyadas en la casa, en la escuela y en el trabajo". chool is so unpredictable this year, it's hard not to worry about the what ifs. What if my child falls behind due to distance learning? What if my kids have trouble getting back to in-person learning? It's an anxious time for many parents. In fact, a recent Understood/ YouGov survey of 2,000 parents of 5- to 17-year-olds, shows that 71% are worried that their children will face challenges this year. For parents of kids who are diagnosed with or show signs of learning and thinking differences, that number is 79%. And nearly half (48%) of all parents are worried about their child being left behind because of the "COVID slide." The shutdowns last spring gave parents a window into their children's learning and behavior. And for some, it raised new questions - and concerns. Questions like: * Why is my child so daydreamy?
* Is it normal for kids to have meltdowns this often? * Why is my child still struggling with reading? * Do other kids have this much trouble following directions? Nearly four in 10 (37%) parents surveyed by Understood have noticed new or different behaviors in their child during the pandemic. Trying to make sense of challenges or differences isn't always easy. But getting answers allows parents and professionals to get kids support at early as possible. "Every child is unique, so it's difficult for caregivers to know which behaviors are normal for their age and which might be flags that something else is going on," says Bob Cunningham, executive director of learning development for social impact organization Understood. "Families are spending more time together and some may have started to notice things they didn't before. The good news is there are some easy steps they can take."
At least 15 million children in the United States - one in five - learn or think differently. They may struggle with different skills, including reading, writing, math, focus and following directions. Sometimes those challenges are obvious, but other times the signs can be confusing. For example, difficulty with spelling can be a sign of a reading challenge. Not being able to tell time might be a problem with math. Because the signs of learning and thinking differences aren't always clear, Understood developed a free tool called Take N.O.T.E. in partnership with the American Academy of Pediatrics. It's designed to guide families to get answers about what they are seeing in their child. 4 steps to start finding answers The Take N.O.T.E. tool centers on a simple four-step process: • Notice if there's something going on with your child that's out of the ordinary. • Observe and keep track of patterns in your child's behavior. • Talk to your child, teachers, aides and caregivers about what you're observing. • Engage with trusted professionals, like pediatricians. "Not knowing what different behaviors or struggles mean or how to help can feel stressful and overwhelming for parents and caregivers," says Cunningham. "These four steps can help you learn more and move down a path to best help your child. Everyone who learns and thinks differently should feel supported at home, at school and at work." Visit u.org/takenote to learn more and access Take N.O.T.E. in English or Spanish. You'll find a free digital resource with the tools to notice, observe and track patterns in your child's behavior.

Dear EarthTalk: How can it be that climate change—the major planetary issue of our time and a primary issue for Democrats—isn’t even on the agenda for Republicans in the upcoming elections? -- Will Harris, Bridgeport, CT

A
mericans, regardless of political affiliation, all live on this planet together and share its ecosystems and resources. Yet there is a deep divide among us with regard to environmental policies and climate change. Nothing underscores this divide more than Donald Trump’s rolling back of nearly 100 mostly Obama-era environmental regulations since 2017. And during the 2020 Republican National Convention, climate was not mentioned once, apart from Trump’s bragging about leaving the Paris Climate Agreement. Climate and environmental issues were once a bipartisan concern. As early as 1900, Republicans and Democrats in Congress were passing bills on environmental issues together. One of these bills, for example, was the Endangered Species Act which was passed unanimously in 1973 by the Senate and later by a 390-12 vote in the House (another bill President Trump is in the process of dismantling). Even up until 2007-2008, the GOP supported many of the environmental regulations passed. Republicans such as George W. Bush, Newt Gingrich (former Republican Speaker of the House), Rudy Giuliani, Mitt Romney and John McCain all agreed verbally that protecting our planet from climate change was not a partisan issue. It wasn’t until 2008 when Obama tried to pass policies to help reverse and mitigate climate change that special interests began to really intercede in U.S. environmental politics. That being said, there is reason for hope in the generations of Republican youth joining the table who are dedicated to making climate change a prominent issue for the Republican party. One recent study found that millennials and younger
Republicans are more likely than older Republicans to view government efforts to reduce climate change as insufficient (52 percent versus 31 percent). Similarly, 78 percent of younger Republicans (against 53 percent of older ones) agree that alternative (non-fossil-fuel) energy sources should be a priority, numbers that bring hope to those already working on climate change issues. The American Conservation Coalition (ACC) is an advocacy group started by Benji Backer and other young Republicans in 2017. Backer said his drive to start this group after his freshman year of college came from his love of nature that was inspired by his family. "They were Audubon members, Nature Conservancy members. But they were conservative, and I grew up not thinking that the environment should be political at all," says Backer. Another youth-led advocacy group that has emerged is the Young Conservatives for Carbon Dividends (YCCD), which supports carbon taxes to reduce greenhouse gases. Founder Kiera O’Brien grew up in Alaska and says that she and fellow Republicans have seen the impacts of climate change first-hand in the rapidly warming region. As things worsen globally, many others, despite party affiliations, will likely come to similar realizations. The question is, can each and every one of us band together to make impactful change before it’s too late? CONTACTS: ACC, yccdaction.org.

- Will Harris, Bridgeport, CT
Roddy Scheer y Doug Moss EarthTalk
L
CONTACTOS: ACC, yccdaction.org.

ven if you work out regularly, chances are you'd like to see more results in terms of muscle strength and tone. It's easy to get stuck in an exercise rut, where you keep doing the same thing and don't see much improvement. Feel like you're hitting a plateau?
If you want real results and just aren't getting there, here are some different tips for taking your body contouring goals further. Boost your cardio workout
Refuerce su entrenamiento cardiovascular
If you're focused on strength and just phoning in your cardio workouts, don't forget that overall muscle strength-including that most important muscle, your heart-and general health benefits from intense workouts that get you up and moving.[1] Vary workouts to challenge yourself. Try something new like rowing, dancing, cycling, or swimming to jump-start your routine.
Consider a high-intensity interval training (HIIT) workout for better calorie- and fatburning results.[2] HIIT workouts alternate short bursts of intense exercise such as sprints-around 45 seconds to a few minutes-followed by an equal period of moderate exercise or rest. Combining HIIT with moderate exercise has been shown to improve health/lung health.[3]

Cambie su rutina de fuerza
Consult a trainer to make sure you're doing exercises that activate all the main muscle groups of your body, including your glutes and those essential core muscles, so you get those toned abs you want.
Challenge yourself by adding free weights, kettle bells, or calisthenics you aren't currently doing, 2-3 times per week. Give those muscles time to rest between strengthtraining days, or alternate days working one muscle group with another to give those muscles recovery time.[4] Consider adding routines combining strength with flexibility, such as Pilates, barre, or yoga, as these may help improve your posture and appearance.

F
or many of us, art can still feel out of reach. We think of paintings hanging in a museum, chosen by curators and viewed at a price, or private art collectors in possession of influential pieces never seen by the wider public.
However, in its most ancient form, the accessibility of art was essential as a way for civilizations to communicate. Cave paintings depicted the everyday, from hunting to belief systems, and was a way to document history. This remains true today - art is a way to communicate culture and should exist to be observed, absorbed and appreciated by all. While some art remains inaccessible - viewable to museum visitors or wealthy individuals only the history of publicly viewable art has evolved immensely, meaning that the possibilities for everyone to experience it have increased. However, the accessibility of art has come under threat again with the mass closures of museums and exhibition spaces as the world was left reeling in the wake of a global pandemic. The importance of 'art for all' has never been more relevant. The Ancient Origins of Graffiti We know that in its simplest form, graffiti and street art dates back to prehistoric times, with some of the oldest cave paintings created more than 64,000 years ago, painted by a Neanderthal in Cacares, Spain. However, the term 'graffiti' can actually be traced to the inscriptions and drawings found on the walls of ancient Rome or Pompeii - used to denote any imagery added to surfaces after their original creation. The first example of what is commonly recognized as graffiti is still in existence today in the ancient Greek city of Ephesus - in modern-day Turkey - which local guides say was an advertisement for adult services. The Sistine Chapel During the Renaissance, painting on buildings became more sophisticated. Botticelli and Michelangelo are responsible for some of the most widely known examples of publicly viewable art in the world - that of the ceilings and walls of the Sistine Chapel. While modern day street artists have access to ladders, cherry pickers, and scaffolding, Michelangelo didn't have the same luxuries of modern technology in 1508. He painted over 5,000 square feet of frescoes over four years, all from a flat wooden platform built out from holes in the wall of the church. Fun fact: While it's famously reported he painted the ceilings on his back, he actually did so from a standing position - his poor neck! From Vandalism to Art The rise of graffiti - characterized as writings or drawings on walls or other public surfaces without permission - in the 21st century was at first dismissed by critics as an unsightly symbol of vandalism in neighborhoods. However, the New York City graffiti boom between the 1960s and 1980s helped to establish the medium as a credible art form. Many now iconic artists made their name in the later stages of the boom. Keith Haring and Jean-Michel Basquiat are now as respected as traditional artists, with museum exhibitions and fashion collaborations around the world. A particular focal point was that of the intersection
Photo Credit: Karolina Grabowska / Kaboompics at Houston Street and the Bowery, kicked off by Haring, which became a place of significant artistic interest with many different street artists featuring their work. Since 2008, the wall has been privately managed and is now available by commission or invitation only. Banksy, Ben Eine and D*Face The 90s and 00s gave rise to global names such as Banksy, further reforming street art's bad reputation and establishing it as a legitimate art form in its own right. Banksy's subversive work, which drew on the origins of protest and social message graffiti, gained mass appeal, receiving worldwide fanfare when a new piece appeared. Today street artists are sought out by brands, politicians and musicians looking to harness their global 'cool factor'. London-based artist Ben Eine's signature typeface graffiti has been gifted by David Cameron to Barack Obama, and fellow artist D*Face has collaborated with the likes of Christina Aguilera and Blink-182 to create album cover art. The art form has become so much of a cultural titan, that this year saw the inaugural London Mural Festival - which joins the likes of Miami's Art Basel in celebration of street art. Unconventional Canvases The festival presents London as a canvas with over 40 large-scale murals and artistic events, celebrating street art in the capital. As one of the sponsors, iconic American lifestyle brand Zippo partnered with D*Face to create a mural located on the side of the Theatro Technis Theatre in London's King's Cross. The large-scale artwork is a new take on one of D*Face's iconic "Stripe" motifs. A subversive selfportrait of sorts that combines pop-media and imagery, not only as a satirical comment on content consumption in the 21st century but as a nod to Zippo's iconic pop culture status and commitment to individual expression. To highlight Zippo's role as an unconventional canvas - one that allows you to carry works of art in your pocket - the mural has been scaled down onto a limited edition windproof lighter. The windproof lighter is created using a new 540 Color decoration process, the latest design innovation from the brand which enables lighters to feature any design, in full color graphics, wrapped around all edges and surfaces. The D*Face limited edition lighter will form part of a wider Street Art Collection of Zippo windproof lighters featuring pre-existing artwork from street artists including Tristan Eaton, Marija Tiurina and Pref.

MEXICO'S MARIGOLD "PULQUE" ANOTHER WAY FOR THE LIVING TO REMEMBER THE DEAD

"First, we select the flower, which must be fresh. You clean the flower and cut it in a special way because not all the flower is used," he told EFE on Thursday, showing how he prepares a stem when what he's really doing is revealing the first part of the recipe for marigold pulque.

Once the petals have been put into the blender, Rosas adds a little bit of pulque and a "secret recipe" to tickle the palates of his customers with this new way of making the traditional Mexican drink.

exico City - Every year at the Day of the Dead celebration, the yellow of marigolds is said to guide the spirits of the dead in Mexico so that they can reunite with their living relatives. For years, the flower has also attracted the living, since from it is made a type of "pulque" beverage exclusive to the season. In the southern part of Mexico City, behind the bar at the El Templo de Diana pulque establishment, the iconic spot for the fermented alcoholic drink, manager Ulises Rosas might be confused

Pulque is a pre-Hispanic drink made with agave, consumed mainly in central and southern Mexico and with an alcohol content that ranges from 4 percent to 6 percent. A glance at the tables in his establishment is enough to understand the success of the special Day of the Dead recipe: not a single table and not a single customer is without at least one jar of orange pulque. This is the color that predominates here from the entrance to the jukebox in back. The customers "ask for it a lot. Since the flower begins to bloom in early October and lasts until the beginning of December. That whole season most of the people who come here do so only for the marigold pulque," Rosas said. Traditionally, marigolds have been placed on the altars to the dead that every family and every nightspot sets up to remember the dead during the Nov. 1-2 Day of the Dead celebrations in the hope that they will return to this world temporarily and spend an enjoyable time with their living friends and loved ones once again. That's where the idea for the new drink arose, Rosas said, explaining that "about 16 years" ago people started "experimenting" with elements on the altars like fruits and flowers to create a new recipe for the traditional drink. The innovations bore fruit and led to a pulque that unites both the living and the dead. "Now (marigolds) are no longer just something for the dead, but they also attract the living. We give them our taste so that we can coexist with our dead and our ancestors," Rosas said. One of those attracted by the marigold pulque is Julio, in his 20s, who said he was "curious" when he heard about the new mixture and decided to come to El Templo de Diana with his friend Luis to try it out. "It's huge because it's seasonal. It's not something that you can have all year. And now that I've tried it for the first time, I think that it's very cool that during this period you can enjoy this type of recipe," he said, his pulque jar empty. The two friends agreed that this is the first, but not the last, time that they will drink marigold pulque. "It met my expectations completely. It's really good," said Julio, who has already set up his own altar to his dead ancestors at his home. "You can mix (traditions), if and when you don't lose the true essence," he said. New ways to remember the dead, something that is deeply rooted in Mexican culture, are flourishing this year in particular, amid the Covid-19 pandemic that has infected almost 910,000 people in Mexico and killed more than 90,000, and which has resulted in most of the cemeteries remaining closed for the Day of the Dead celebration.

EL OBSERVADOR | CELEBRATING 40 YEARS | www.el-observador.com disobeyed the order, the officer must arrest the restrained person (Pen. Code, 836(c)(1), 13701(b).) A violation of the order may be a violation of Penal Code section 166 or 273.6. Notice/Proof of Service Law enforcement must first determine if the restrained person had notice of the order. If notice cannot be verified, the restrained person must be advised of the terms of the orders. If the restrained person then fails to obey the order, the officer must enforce them. (Family Code, 6833.) Consider the restrained person “served” (notified) if: - The officer sees a copy of the Proof of Service or confirms that the Proof of Service is on file; pr - The restrained person was at the restraining order hearing or was informed of the order by an officer. Child Custody and Visitation The custody and visitation orders are on Form DV-140, items 3 and 4. They are sometimes also written on addition pages or referenced in DV-140 or other orders that are not part of the following restraining order. Conflicting Order –
Priorities for Enforcement If more than one restraining order has been issued protected the protected person from the restrained person, the orders must be enforced in the follow priority (see Pen. Code 136.2 and Fam Code 6383(h)(2), 6405(b)): 1. EPO: If one of the orders is an Emergency Protective Order (Form EPO-001) and it is more restrictive order has precedence in enforcement over any other restraining or protective order. 2. No Contact Order: If there is no EPO, a no-contact order that is included in a restraining or protective order has precedence in enforcement over any other restraining or protective order. 3. Criminal Order: If none of the orders includes a no-contact order, a domestic violence protective order issued in a criminal case takes precedence in enforcement over any conflicting civil court order. Any nonconflicting terms of the civil restraining order remain in effect and enforceable. 4. Family, Juvenile, or Civil Order: If more than one family, juvenile, or other civil restraining or protective order has been issued, the on that as issued last must be enforced.
