be on public health, amid a runaway COVID-19 pandemic, and on national security.

But the Republican rebellion has not prevented Biden from doing what every responsible adult must do under the circumstances: arming his transition team to face the great challenges that his administration will inherit as of January 20 at noon, and fulfill the long list of electoral promises; starting with eliminating some of Trump's most draconian executive actions against vulnerable minorities.

“Representation matters and is an essential step toward improving government to better serve and protect everyone in our country. The diversity of our nation is its greatest strength,” said UNIDOSUS president, Janet Murguía. I must admit that I am interested, rather than reaching a “quota”, that the next President Biden fulfill his campaign promises to the Latino community, starting with approving an ambitious comprehensive immigration reform, with a path to citizenship for the 11 million undocumented immigrants in the country. Because meeting a quota of appointments cannot be a substitute for the new government allocating enough political capital to meet a group of voters that was key to its electoral triumph.

AS VEGAS -- More than 12,000 Nevadans are protected by DACA, the Deferred Action for Childhood Arrivals program, and President-elect Joe Biden has promised on Day One he'll reverse the Trump administration's attempts to repeal it. A federal judge ruled last week that, because the nomination of interim Homeland Security Secretary Chad Wolf wasn't confirmed by the Senate, Wolf didn't have the authority to reduce DACA work permits from two years to one, or close the program to first-time applicants. Lalo Montoya, political director for the group Make the Road Nevada, is a DACA recipient and said he hopes to see a legislative proposal for immigration reform on top of reversing the recent DACA changes. "DACA has never been a long-term solution," he said. "As someone who has it, it's really tough to plan your life in two-year increments. It's tough -- like I, myself, this election meant my livelihood." In addition to protecting DACA, Montoya said,

The CARES Act that passed in March excluded undocumented immigrants from benefits, which also prevented U.S. citizen children of undocumented parents from getting aid. Montoya's group is urging Congress to change that in the next COVID-19 relief bill. He pointed out that many undocumented workers, and those living in mixed-status households, are on the front lines of the pandemic.
"Not just around reversing some policies," he said, "but literally keeping people safe from the pandemic and making sure that they're not excluded due to their legal status." Montoya said DACA changed his life by allowing him to start a business without fear of deportation, but more comprehensive reform is needed. He said he thinks the new administration will provide an opportunity to bring folks together to fight for greater respect and dignity for immigrants.

In partnership with the U.S. Treasury Department, the Bureau of the Fiscal Service, Social Security Administration and the Department of Veteran's Affairs and software industry partners, the IRS has issued about 160 million Economic Impact Payments totaling approximately $270 billion. Under the Coronavirus Aid, Relief, and Economic Security (CARES) Act, the IRS will continue issuing these payments during the final weeks of 2020, and some people may be eligible to claim them when they file their 2020 tax returns in 2021. Anyone can check the status of their payment by using the Get My Payment application, available only on IRS.gov. The Get My Payment application will show "Payment Status Not Available" until the payment is scheduled to be issued. This response does not mean a person is not eligible or will not receive a payment. Economic Impact Payments aren't taxable Economic Impact Payments received in 2020 are not taxable for federal income tax purposes. Taxpayers can claim the recovery rebate credit on their tax year 2020 tax return in 2021 if they didn't receive a payment or if their payment wasn't the correct amount. Didn't receive a payment? Claim the Recovery Rebate Credit when filing a tax return next year When people file their 2020 taxes next year and they weren't eligible for an Economic Impact Payment this year, they may be eligible for the Recovery Rebate Credit. The Recovery Rebate Credit is figured like the Economic Impact Payment, except the amounts are based on tax year 2020, instead of tax year 2019 or tax year 2018, information. The eligibility criteria are the same, and the maximum credit is $1,200, or $2,400 if married filing jointly, plus $500 for each qualifying child. This means anyone who received the full Economic Impact Payment amount during 2020 for both themselves and their qualifying children cannot get the credit. The credit can be claimed on either Form 1040 or Form 1040-SR. The 2020 instructions for these forms will include a Recovery Rebate Credit worksheet to help determine eligibility and figure the credit. espera son largos, obtendremos pruebas rápidas.
ITTLE ROCK, Ark. -- Like many people in this unusual year, I am adjusting my family's holiday plans so that we can all be safe during the ongoing coronavirus pandemic.
I am an epidemiologist and mother of four with a large extended family. Given the serious nationwide resurgence of COVID-19 infections, gatherings of family and friends over the upcoming holidays have the potential to amplify the spread of the virus. Several recent studies have further confirmed that indoor socializing at home carries a significantly higher risk of viral transmission than outdoor activities. Health officials, including Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, have warned that much of the transmission this fall is happening across all age groups at small indoor gatherings. For the past 15 years my family tradition is to travel from Washington, D.C., along with both grandparents, to sunny Florida to celebrate Thanksgiving with cousins. This year we decided to skip the travel and will have fall and winter celebrations at home. We are not canceling the holidays, but to keep ourselves and others safe, we are keeping plans small and flexible and remembering that the health of those we love is most important as we enter the season of gratitude. Before you gather First, it is important that everyone who will be attending any holiday celebration is on the same page about how to take precautions before getting together. The idea is to lower infection risk in the weeks leading up to the holidays and then test to confirm. In general, everyone should plan to be vigilant in their public health practices beforehand, especially since grandparents are at higher risk. In my family, we have agreed to limit contact with other people as much as possible the week before Thanksgiving. We have also agreed that everyone needs to be extra cautious around the few close people we see regularly. In conjunction with quarantining, testing is the second strategy. Research has consistently shown that people are most contagious a day or two before they show symptoms, so everyone plans to get tested with an RT-PCR test within 72 hours of Thanksgiving, while still being able to get results in hand before we gather. If the demand for tests is high and wait times are long, we will get rapid tests. But these are a second choice, as they are less reliable and can be expensive. Where and how to eat and socialize No matter how careful you and your family are, there is some risk that someone will be infected. With that in mind, the goal is to reduce the conditions that lead to viral spread. The biggest risks are indoor spaces with poor ventilation, large groups and close contact. So we are planning the opposite: a short outdoor Thanksgiving with a small group and plenty of space between everyone. To reduce the risk of infection from flying and to keep the gathering small, the only people coming to Thanksgiving at my family's home in D.C. are my mother, my aunt and my uncle - all of whom live within driving distance. This is in addition to myself, my husband and our kids. When deciding how many people will come to the holidays, keep it small and consider the amount of space you have to maintain social distancing.
The coronavirus is changing how families gather for the holidays. Photo Credit: Claudio Schwarz / Unsplash If the weather cooperates, we plan to be outside for trivia games and the turkey meal. Rather than eat around one table, we will have individual tables and place settings spaced far apart and space heaters around. I've got a mini care package planned for each guest so that everyone will have their own blanket, hand sanitizer, utensils and a festive mask. My mother won't be helping out in the kitchen this year and, unfortunately, that goes for cleanup too. We won't take a group picture but I will be sure to capture some of the special moments. If the weather doesn't cooperate, Plan B is to be inside in the large family room with as many windows open as possible and with everyone spaced as far apart as possible. Being outside is safer, but if you must be indoors, improve ventilation by opening doors and windows. Consider turning on exhaust fans and using an air purifier. Everyone who lives in the household will be in one section while my mom will have her own individual area, as will my aunt and uncle. Even though we won't hold hands before sharing the meal, we will still recite that we are "thankful for family, friends and food." Whether outside or inside, everyone will wear masks when they aren't eating, maintain 6 feet of distance and use the hand sanitizer that I will place throughout the house. It is also important to be mindful of alcohol consumption, as a pandemic is not the time for lowered inhibitions and bad judgment. After the event I hope everyone enjoys the meal and quality time spent with one another in this melancholy year, but the work is not done once the dishes are clean and everyone is home safely. Everyone is planning to get another COVID-19 test one week after the meal. Additionally, Thanksgiving is our family's trial run for Christmas, so a few days after, I plan to call everyone and discuss what worked well and what didn't. If all goes well, I hope to repeat this quarantine, test and gather process for Christmas. The ending of 2020 deserves to be celebrated, given this difficult year. This Thanksgiving will be different from those of other years, and my kids understand they need to manage their expectations. But we still plan to uphold our tradition of writing all that we are thankful for and reading our messages aloud to one another. We will still share love, some laughs and a good meal while everyone does their part to protect one another. ITTLE ROCK, Ark.
ANTA CLARA COUNTY, CALIF.-Health officials are asking the public to get vaccinated for influenza right now. Each winter, people sick with flu crowd hospitals and urgent care clinics, resources that may be strained due to COVID-19.
Early and timely flu shots can prevent a disease that hospitalizes 200,000 Americans every year. To keep yourself and your family out of the hospital, doctors recommend an annual flu shot for everyone age 6 months or older. “This is the countdown to the flu season,” said Santa Clara County Board of Supervisors President Cindy Chavez. “Santa Clara County wants to make it easy for our residents to get free flu shots at our County Fairgrounds without an appointment on Saturdays through December 12th, so we all can be protected during the pandemic.” “You need a flu shot every year, and this is not the year to skip it,” said Dr. Sara Cody, County of Santa Clara Health Officer and director of the County Public Health Department. “The flu shot is a safe, effective way to reduce your chance of ending up in the hospital with severe flu. It is important for parents to know that it is safe to take kids into the doctor for vaccinations.” In the Bay Area, as is the case across the state and the country, the percentage of children up to date on immunizations has fallen as parents delay routine visits to their
pediatricians, which is a serious concern. The County of Santa Clara regularly communicates with parents about keeping kids up to date, which is required for school attendance. An annual flu shot visit is a great time for kids to catch up on vaccination. The flu vaccine offers protection for many months, but not forever. Also, the strains of influenza circulating in the community change over time, so it is important to get the new vaccine every year. For those with insurance, under the Affordable Care Act, a flu shot is available without cost as a preventive service from your regular doctor or most pharmacies. For those without health insurance, or anyone who finds it more convenient, free community clinics and the County offer many opportunities to get a free flu shot. County Health System no-cost flu shot services available to the public No appointments are necessary. Masks are required. All are welcome regardless of immigration status, and language services are available. Santa Clara County Fairgrounds, San José Saturdays 9 a.m. - 4 p.m. through December 12, 2020. ESA, Ariz. -- Arizonans eligible for the Deferred Action for Childhood Arrivals, or DACA, program are hopeful but cautious over a court ruling that could reverse a Trump administration policy that crippled the program. A federal judge last week declared the appointment of Chad Wolf as interim Secretary of Homeland Security was unlawful, and he lacked authority when he limited access to work permits for thousands of so-called Dreamers. Reyna Montoya is founder and CEO of the group Aliento Arizona and said the ruling could allow thousands of Arizonans to move on with their lives. "This would allow us to hopefully reinstate the whole DACA program and all those 27,000 Arizona Dreamers who couldn't apply for the DACA program will have an opportunity to apply for it," Montoya said. "It would bring it back to the way that it was." The case affects a total of 650,000 people brought into the United States as children by parents who were undocumented. Montoya warns Dreamers to be patient, since the outcome of the ruling could be delayed by an appeal. Montoya added Arizona's Dreamers are cautiously optimistic that a Democratic administration will be moving into the White House in January. She said Dreamers are reminding President-elect Joe Biden of his promise to reverse President Donald Trump's executive orders aimed at DACA. But, she said ultimately, Biden needs to get a measure through Congress to ensure the Dreamers' future. "So is he going to work in a bipartisan manner to ensure that we have a congressional action? Because at the end of the day, we need some permanence," Montoya said.
"And if he doesn't solve it, then we might have another president in four years again who might not like the program." Wolf was nominated for the DHS job last summer but was never confirmed by the Senate. The New York federal judge upheld a General Accounting Office finding that Wolf does not have the statutory authority to serve as acting secretary, and his order cutting DACA work permits was invalid.

EATTLE -- The Nature Conservancy has been chosen as one of the first recipients to benefit from Jeff Bezos' $10 billion fund to fight climate change. The Bezos Earth Fund is contributing $100 million to the organization, $20 million of which will go to its project to protect oldgrowth forests in the Northwest. The Emerald Edge, which extends from Washington state to southeast Alaska, is the largest, intact temperate rainforest on Earth. The Nature Conservancy's Washington state director Mike Stevens said this region is critical for storing carbon - a natural solution to climate change. "Up to a third of the emissions reductions and sequestration that we need to do can be done through nature," Stevens said. Part of the funds will be used to protect 250,000 acres of old-growth forest on Vancouver Island in British Columbia, which The Nature Conservancy says will conserve more than 47 million tons of standing carbon and sequester 3.5 million tons of
The Nature Conservancy is partnering with indigenous and First Nations people to preserve the Emerald Edge. Tyson Atleo is the organization's economic development lead for its Emerald Edge program. He said reinstating the rights and responsibilities of indigenous communities to steward their lands and waters will bring long-term conservation success. "The people that are closest to those resources and care deeply about it and are deeply dependent on those resources naturally have a vested interest in ensuring the preservation of those natural resources over the long term," Atleo said. Christine Woll is southeast Alaska program director for The Nature Conservancy. She said forests in her region could sequester even more carbon than we currently know. She said that's why it's important to protect areas at risk of being logged while also considering the people living in the region. "We're hoping this gift can really scale up the work we've been doing with communities on supporting alternative livelihoods that help take some of that pressure off that old-growth harvest so we can protect those forests but keep jobs in these communities," Woll said. The Nature Conservancy also is funding efforts to reduce the carbon footprint of farming practices in India. The Bezos Earth Fund announced 15 other recipients, including the Climate and Clean Energy Equity Fund, Environmental Defense Fund and World Wildlife Fund. WILL HARDEST HIT COMMUNITIES GET COVID-19 VACCINES? or who have been hit hardest by the pandemic, he said. Jha predicted 100,000 more deaths from COVID in the U.S. before the new Biden-Harris administration is inaugurated on Jan. 20, 2021. “We are in the worst moment of the pandemic right now.” Dr. Nirav Shah, adjunct professor of medicine in the Division of Primary Care and Population Health at Stanford University stated: “We need to do this in a more structured and standardized way as opposed to the thousand points of light approach where every state, every city is doing something on their own. Simple coordination, using evidence-based approaches, will make a big difference here.”

he U.S. is weeks away from rolling out COVID vaccines, but pandemic experts say the challenges of vaccinating people will be acute, especially in communities of color. “Vaccines don’t save lives: vaccinations do,” said Dr. Ashish Jha, Dean of the Brown University School of Public Health, speaking at a Nov. 13 briefing organized by Ethnic Media Services and moderated by Dr. Tung Nguyen, professor of medicine at the University of California, San Francisco. “There's a huge challenge from a supply chain perspective to getting the vaccines out,” said Jha, noting that the vaccines will have to be stored and delivered frozen. More challenging is “vaccine hesitancy,” especially in communities of col-

Dr. William Schaffner, professor of Medicine, Division of Infectious Diseases at Vanderbilt University, agreed that vaccine delivery would pose enormous challenges. “This is not a vaccine that will be available at the local pharmacy or in a physician's office,” he said. Schaffner also noted that the vaccine is reactive: people taking it may experience a sore arm, fever, or headaches. Nguyen warned that such side effects could increase people’s distrust of the vaccine, and deter them from getting the shot. Skepticism of the vaccine is strong in the African American community and other ethnic communities, said Schaffner. “So we're going to have to do everything we can to reach out and provide information and also provide reassurance,” he said, noting that much of the work will have to be done through churches or by prominent leaders in ethnic communities. Pfizer and Germany-based BioNTech announced Nov. 9 that they had jointly developed

a vaccine with an efficacy rate of 90 percent. The study enrolled 43,538 participants, with 42 percent coming from diverse backgrounds. The companies have submitted an application for emergency use authorization to the Food and Drug Administration. The application is expected to be approved by the end of November. Concurrently, Moderna announced the results of its trial Nov. 16 which had an efficacy rate of 94 percent. Approximately 37 percent of the participants in the Moderna trial were people of color. Jha noted that a 90 percent efficacy rate for the Pfizer vaccine was astounding. “I was speaking at a conference and saying that we will be lucky if the vaccine is 60 to 70 percent effective. A 90 percent efficacy was not what I was expecting and am I happy to be wrong on that,” he said. “We're not just testing it in 18 to 30 year old white men and women, but in fact we're testing it in a broad swath of America,” said Jha, noting that the Moderna trial was delayed as the company tried to diversify its testing recruits. Shah said the news from Pfizer, which indicated efficacy of the vaccine with just two doses, was an enormous step in the right direction. But once the vaccine is approved with by the FDA with emergency use authorization, it is unlikely that most people will be able to get vaccinated right away. A maximum of 10 to 20 million doses will be available by the end of the year, he said. “There will be a ramp up after that, but it is going to be some time before we get the kind of widespread availability of multiple vaccines with secure supply chains that get everyone the two doses,” said Shah. Schaffner said treatment for people infected with
COVID is getting better. “We're doing a better job of getting people out of the Intensive Care Unit and out of the hospital; we are lowering the fatality rate.” He also spoke about the use of the antiviral medication Remdesivir, which was approved last month by the FDA, and dexamethasone, a steroid that helps control the inflammatory response during the second half of the infection. Monoclonal antibodies also received emergency use authorization Nov. 9, but Schaffner said the intravenous treatment poses a challenge as to who should get those and at what stage of the infection. All four physicians agreed that a coordinated effort by the incoming administration — as opposed to the current patchwork quilt of efforts — would help the U.S. get the pandemic under control. Jha said he was astounded that some states have closed their schools but opened their casinos. He noted that the President-elect has no formal powers yet, but can use his soft powers to go out to red states and let people know why wearing a mask is effective. Nguyen said the Biden Administration must impose a national mandatory mask mandate. “If we all had worn masks in the last seven months, we would have 100,000 less deaths,” he stated. “We do not have a silver bullet,” said Shah. “Testing alone won’t work. Contact tracing alone won’t work. Physical distancing alone won't work. Wearing masks alone won't work.” “But all of these together will collectively bring us to where we need to be, so that we actually see cases go down,” he said.

“Melanie The Eyes of Love”.

POLL: WHITE AMERICANS UNAWARE OF POLLUTION IMPACTS IN DISADVANTAGED AREAS ENGLISH identified as Black said they were very concerned about air-pollution exposure in their community versus 32% of white adult respondents. Juan Parras, executive director for Texas Environmental Justice Advocacy Services said unless you live in a neighborhood with high levels of pollution, you're unlikely to know the difference.

He added people often lack understanding even if they recognize the privileges afforded by culture and circumstances. "And then some that do, they don't blame it on the environment," Parras observed. "They blame it on the people themselves, thinking, 'Well, why don't they move out?' 'Why don't they move out to a better community?' It's all a matter, I think, of education and understanding."
USTIN, Texas -- When high pollution levels occur in a neighborhood, residents are likely to be Black or Latino families, and a new survey finds many white Americans are unaware of the disparity.
Nelson Leary said the poll found 51% of Black respondents and 48% of Latino respondents believe environmental injustice is a major problem in the U.S., while only 33% of white adult respondents agree.
Elise Nelson Leary, manager of campaigns and partnerships for the Environmental Defense Fund said the national poll conducted for the group found fewer than four in 10 white adults know minority neighborhoods often aren't like their own.
"We wanted to use this poll to get a pulse of how people were seeing these issues," Nelson Leary explained. "And so this poll really again was to collect that data and to really understand how we can better talk about environmental justice."
She noted pollution and contaminants are far more likely to be detected in Black, Latino and low-income neighborhoods.
The survey also shows concern about climate change and its impact on the economy is more prevalent among Black and Latino respondents than white respondents.
"Low-income communities and communities of color have endured disproportionate harm from climate change," Nelson Leary contended. She added 60% of U.S. respondents to the poll who
