Ecstasy use has dramatically increased in Santa Clara County in recent years. This is especially true among teenagers. According to Stephen Betts from the Department of Alcohol and Drug Prevention Services, Prevention Division, many began using Ecstasy when
“We’ve done the research and found that approximately one in four teenagers has tried ecstasy.” Betts said. “This is because Ecstasy is no longer just a club drug, and because the price of a single pill has dropped from about 20 dollars, to between five and eight dollars.”
Betts also said that teens believe the drug makes them more confident but are unaware that a single pill can kill them. “No one ever really knows what’s in these pills. The dealers don’t even know,” Betts said. “Some pills may have cocaine, some may have methamphet-
amine. You just don’t know.” “Symptoms from taking Ecstasy include increase heart rate, hyperthermia, headaches and kidney and liver damage,” said Michelle A. Jorden, M.D., Santa Clara County Assistant Medical Examiner. “Ecstasy creates intensive feelings and emotions, which can lead teens to make irrational decisions.” The increase in Ecstasy use has resulted in more deaths. Since 2009, five people have died in Santa Clara County after using Ecstasy. One died from a massive overdose, two from fatal electrolyte levels in their bodies, and two others died in Ecstasy related car accidents. Two of these deaths occurred following the “Pop: the Dream” festival held at The Cow Palace in San Francisco. The County has produced a twenty-five minute film that demonstrates the harmful effects of Ecstasy to teenagers. “We saw several of the drug educational videos that were available and felt that they would be uninformative and also too boring for kids to get anything out of them.” Betts said. “So we hired a young director to make this film so that kids could get a clear message from the film. So far we have

“We want to reach out to everyone in our community,” Betts said. “We found an Ecstasy problem and we are responding to it. There are many youths in our community that feel powerless in the hands of these drugs and have asked for our help.” For more information visit: www.livesoutofbalance.com

Despite continued efforts, flood risks still exist

With the bone dry December we’ve experienced, it may have slipped our collective consciousness that we have entered the flood season. If flooding doesn’t happen this year, we can be sure we’ll experience flooding again in some future year. That’s why the Santa Clara Valley Water District maintains its focus on preventing flooding in wet years and dry ones, all year long and helping residents prepare for the worst. This past summer, district crews repaired banks and removed accumulated sediment from creeks all over the county. In the last year, we completed 31 projects as part of our Stream Maintenance Program, preserving the ability of our local creeks to carry high flows. Crews removed 39,218 cubic yards of sediment and repaired 1,975 feet of creek banks. Yet, more than 65,000 parcels remain at risk of flooding in a 100-year storm event. The district is making progress in reducing this number. Currently, major construction is underway on the Guadalupe River upstream of I-280 and on Lower Silver Creek between I-680 and Lake Cunningham Park. The Guadalupe River project continues the work
that was completed to protect downtown San José in 2005. Ultimately, the project will continue south to Blossom Hill Road, protecting 7,500 properties. Unfortunately, the project is unlikely to be completed until additional federal funds are appropriated. The Lower Silver Creek project was recently awarded $25 million from state Proposition 1E funds. Along with the $20.2 million the project has already been awarded from the federal American Recovery and Reinvestment Act of 2009, the district is well on its way to complete the project, which will ultimately protect 3,800 parcels from flooding. Such a major undertaking can be a significant inconvenience to the residents who live closest to the construction site. Traffic is sometimes affected by lane closures. The district strives to minimize these disturbances, and to keep residents informed. In a recent survey of neighbors of the Lower Silver Creek project, most respondents agree that we have been communicating well and have met their expectations. Here’s one comment we received: “From my perspective, this seems to be a well thought and well run project. I have been informed at every step. Other city
agencies can benefit from your efforts. Thank you!” Flooding is the most common natural disaster in the United States. Every year, floods take many lives and cause billions of dollars in property damage. In addition to our work to reduce the chances of flooding, we want to help you to be prepared before, during and after a flood. Before a flood, prepare a family disaster plan and make an emergency kit for your home and for your car. Consider purchasing flood insurance to protect your property. During a flood, move to higher ground, and do not walk or drive through flood waters. After a flood, watch for hidden hazards and return home only when authorities indicate it is safe. Pero para empezar, es importante dejar muy en claro que estamos hablando de un proceso en curso, de una figura en desarrollo que aun no se ha puesto en marcha y por lo tanto no puede – aun – beneficiar a nadie. ¿De qué se trata la propuesta? Resaltando el compromiso de la administración del presidente Barack Obama con la unidad familiar – así reza el comunicado – el Servicio de Ciudadanía e Inmigración de Estados Unidos, USCIS, publicó una “Notificación de Intención” en el Registro Federal para reducir el tiempo que los ciudadanos estadounidenses deben permanecer separados de sus familias cuando hijos o cónyuges, que quieren regularizar su estatus migratorio, deben salir del país por largos periodos de

tiempo. Actualmente cuando las personas han permanecido sin documentos en este país deben abandonarlo durante el proceso de obtención de su residencia legal. En muchos casos y dependiendo de diversos factores, deben permanecer años fuera del país, hasta que su reingreso sea autorizado por las autoridades estadounidenses. Como es evidente, esta circunstancia interfiere dramáticamente en la vida familiar y muchas personas, prefieren permanecer indocumentadas antes de someterse a una separación indefinida. “Los ciudadanos pidiendo visas para sus cónyuges e hijos ya no van a tener que temer a la separación de la familia”, explicó Cecilia Muñoz, reconocida defensora de la causa inmigrante y hoy directora del Consejo de Política Doméstica de la Casa Blanca. Muñoz señaló que cuando salgan del país, estas personas podrán regresar inmediatamente después de tener la entrevista en el consulado respectivo de Estados Unidos en el exterior. De acuerdo con la funcionaria la administración

Se espera que la medida se ponga en marcha entes de finalizar el 2012, ojalá, pero para llegar a ese punto deberá someterse a un periodo de comentarios públicos que, se espera, no traiga demasiadas sorpresas. Una vez establecida la nueva norma disminuirá radicalmente los tiempos de espera en el exterior y por lo tanto, los tiempos de separación familiar. La medida beneficiará a esposos y esposas y a hijos e hijas. Una vez que eso ocurra, tenga la seguridad de que lo mantendremos informado, mientras tanto, no se deje engañar. Recuerde no hay “ley nueva” alguna...todavía.

Throughout the historical development of the American nation, there have been many struggles to ensure civil rights, freedom from want, freedom to practice a faith of one’s free will choice, access to economic success, education, medical care, adequate housing, transportation, and local community security. Many of these struggles have been labeled as ‘WARS’. Recall the ‘War on Poverty’; the ‘War on Drugs’, the ‘War on Organized Crime’, and so on. The most important war is the war on illiteracy (ignorance) because too many individuals make inappropriate decisions when they do not know the full range of facts and knowledge required to undertake an effort to accomplish the goals of the American Dream. Is America committed to a capitalistic economy based on competition in an ‘level competitive marketplace’? If so, then America must win the struggles to eliminate corporate welfare. What is coporate welfare? It is the provision of tax credits, subsidies, increased depreciation allowances, as well as access to privileged information. The ‘marketplace’ is a product of ‘checks and balances’ applied by government’s oversight and monitoring activities. And, if there is to be a fair and equitable treatment of any matter, then special corporate privileges must become reasonable. What is the role of government? Government is the orgnization empowered and accepted by its constit-
uents to accomplish those services and safeguards which an individual cannot undertake all alone. Police, military forces, health care, education, and transportation systems are all systems of human service which are best undertaken by a government agency subject to effective monitoring. Dr. Martin Luther King Jr. called for civil rights and racial equality coupled with peace, economic justice and universal health care. In 1968, Dr. King said that “Of all the forms of inequality, injustice in health care is the most shocking and inhumane.” “All Americans are entitled to quality health care. We need to also control the excessive costs of health care, starting with eliminating the expensive and wasteful practice of health insurance, where profits are increased by denying access to health care. This is a scandal addressed by President Obama who has advocated for a single payer as the best solution, The last major speech Dr. King delivered, entitled “Remaining Awake Through a Great Revolution”, was on poverty. Speaking at the National Cathedral, Washington D.C., King talked about how the poor were invisible in America. When he was killed in Memphis four days later, while supporting the striking garbage workers, King was organizing a massive march in D.C. to launch a new campaign to end poverty. “There is nothing new about poverty. What is new is that we now have the techniques and the resources to get rid of poverty. The real question is whether we have the will,” added King. Today nearly 50% of Americans live in conditions of actual poverty, meaning that they are not self-sufficient and cannot

afford food, transportation, and shelter, or are just one paycheck away from severe impoverishment. Income inequality in America is worse than it has been since 1927. The richest 1% own 40% of the nation’s wealth and get 24% of the income. Dr. M. L. King called for “a campaign for jobs and income, because... the economic question was the most crucial that black people and poor people, generally, were confronting.” It seems that things have not improved. We need economic policies that foster humane and equitable income distribution. We need to guarantee access to life’s essentials, these being quality housing, food, transportation, education, and health care. We need a progressive tax system that requires the wealthy and corporations to pay their fair share of the tax burden. We need to focus on providing a decent life for the 99%, not excessive wealth for the 1%. Back in the 1960’s, Dr. King had concluded that a guaranteed annual income was needed as the prime step to ending poverty in our country. “I am now convinced that the simplest approach will prove to be the most effective -- the solution to poverty is to abolish it directly by a now widely discussed measure: the guaranteed income.” Surprisingly, this was actually proposed a number of years later by President Nixon as a replacement for welfare, but Congress rejected it. Dr. M.L. King spoke on the need to end war and reallocate that military budget to fund domestic needs. This is the war on poverty we must win.

El año pasado fue lanzado un DVD y Blu-ray de edición especial del famoso musical West Side Story para conmemorar sus 50 años de aniversario. Tuve la fortuna de obtener una copia y disfrutar de esta historia en la comodidad de mi sofá. Recuerdo haberla visto por primera vez en la escuela mientras cursaba el octavo grado y realmente la disfruté. Nunca imagine que varios años después tendría la oportunidad de verla en vivo, durante su primera temporada nacional, en San José. Ha sido mi primer musical y puedo decir que no será el último. Estaba sentada en la tercera fila de El San José Center for the Performing Arts, el cual estaba totalmente lleno, cuando me percate de
que estaba a punto de presenciar un musical excepcional. La coreografía fue fenomenal pero lo que más me impresiono fue la inclusión del español en el musical. Originalmente, la historia de West Side Story iba a tener lugar en el Lower East Side de Nueva York con el tema de la tensión entre los Judios y Católicos. Años después el tema base del conflicto de la religión cambio a ser el tema de la diferencia de razas y la creatividad para este musical nació. La producción inicial abrió en 1957 y obtuvo seis nominaciones a los Premios de Tony. En 1961, la versión cinematográfica fue presentada y ganó diez premios de la Academia de las 11 nominaciones en su categoria. West Side Story se lleva a cabo en una época donde ser parte de las pandillas fue crucial para la vida

el amor tratando de conquistarlo todo, pero no parece estar a favor de nadie. Con los años, el espectáculo ha adquirido el estatus de leyenda, ya que ha influenciado a generaciones de coreógrafos, directores, compositores, escritores para atreverse a ser diferentes. El musical lo lleva a un viaje emocional del que deseas bajar pero al mismo tiempo desea ver dónde te lleva. Se trata de una producción que merece más de dos tronados de dedos.
