the inequity in the global distribution of vaccines, where rich countries have managed to vaccinate a high percentage of their population, while in poor countries vaccines are conspicuous because of their absence.

E

T

he rise of the new Omicron strain of COVID-19 can be summed up as a chronic, announced threat.

It is no coincidence that it has emerged in Africa, where the overall vaccination rate is only close to 11% of the population, due to the economic and logistical inability to obtain enough COVID-19 vaccines for its population. Experts have warned for months that the risk of the emergence of new, more transmissible, and perhaps more lethal, variants increase as a result of

The first international reaction to the emergence of the Omicron variant was one of alarm. In a matter of days, more than 70 countries have established travel restrictions on people from seven African countries. These actions have not been without criticism. Some believe that the sanctions could cause other countries that find variants not to report them, for fear of facing travel bans. The reality is that South Africa acted in a responsible manner by reporting the emergence of the new variant as soon as it became aware of the first cases. At the same time it is understandable that many countries have slowed down the arrival of visitors from some African countries, at least temporarily, in order to assess the dangerousness of Omicron. According to the first reports, the new variant of the coronavirus is more transmissible than the delta variant, but everything seems to indicate that this does not necessarily make it more lethal. In most of the cases recorded in South Africa, people diagnosed with Omicron had mild symptoms, although most of them were young.

It is expected that in the next two weeks the international scientific community will have more elements to accurately determine the risk and threat of the Omicron variant. President Biden is right when he says that the new variant is “cause for concern, but not for panic.” For our community, which still suffers from elevated levels of indecision about whether to get vaccinated against COVID, this may be a new wake-up call. Many people have been confused by the rampant misinformation circulating on social media. The reality is that vaccines are safe, free, and effective.

This does not mean that the industrialized nations have ceased to be in solidarity with the poorest countries in the world. Just to cite one example, the United States has donated more than 275 million doses of COVID vaccines to 110 countries, and it continues with its plans to supply hundreds of millions of additional doses in the coming weeks and months.

They do not cause COVID, they do not cause infertility, they do not magnetize people and they do not alter DNA.

s the coronavirus pandemic shows no signs of ending, California is still recovering from the most damaging recession since the Great Depression. By October, California had regained only about two-thirds of the 2.7 million jobs lost in the early months of the pandemic.

Small business owners also saw those trends take hold, noted Reign Free, owner of The Red Door catering company in Oakland. “People aren’t having large events and coming out to dine, so how can we service our clients where they are, in a responsible way?” Free said. Free also said the pandemic emphasized the need for business owners to own their own space, instead of being “at the mercy of your landlord.”

The state lags behind the rebound rate in the rest of the U.S., and isn’t likely to see a full recovery until the end of 2023, according to a recent report from the California Center for Jobs & The Economy.

There’s reason to be optimistic

One of the biggest challenges is getting people back to work, especially as new coronavirus variants continue to emerge and cause uncertainty.

According to Mitra, while the recession has been the worst to hit the state since the 1930s — and there’s still a long way to go, the economy has snapped back relatively quickly. She also pointed to indications that residents are optimistic about the economy, including another way to look at the “Great Resignation:”

Within a couple of hours after health officials confirmed that the first U.S. case of the omicron variant had been detected in San Francisco, CalMatters and the Milken Institute co-hosted a discussion Wednesday, moderated by CalMatters economic reporter Grace Gedye and titled “The Post-COVID Recovery: California’s lagging employment rate.” Panelists discussed why the lag exists: While California has always had a relatively high unemployment rate, the state was also hit harder by the pandemic, in part because its economy relies on the tourism and entertainment industries. Here are three key takeaways: COVID has changed everything, maybe permanently The threats of COVID-19 have necessitated a lot of adapting — to new safety protocols, as well as new consumer behaviors. Manuel Pastor, director of USC’s Equity Research Institute, noted a few of those structural changes to the economy, including the shift from services to goods as businesses ceased traditional in-person services. Pastor described what he called an “economy based more on mutuality” — one in which business owners have a heightened sense of the well-being of their employees. And he noted the rise of a “just-in-case” economy, where business owners have become better prepared for supply shortages or workers needing to take time off. Perhaps the most lasting change: The switch to remote work, which Pastor predicted will continue as companies try to grapple with the fact that many workers do not want to return to the office. Somjita Mitra, chief economist for California’s Department of Finance, said that the pandemic accelerated trends that were already in place, such as less shopping at brick-and-mortar stores and the decline of manufacturing. “People don’t quit jobs if they think the economy is going to crash soon.” SOMJITA MITRA, CHIEF ECONOMIST FOR CALIFORNIA’S DEPARTMENT OF FINANCE

While there’s plenty of reason for concern, there are also some points of optimism.

“People don’t quit jobs if they think the economy is going to crash soon,” she said. “The fact that people are quitting and trying to find better employment, or start their own businesses, or move — there’s a lot of optimism that people have in terms of the recovery.”

Pastor said that while there certainly have been hardships, especially among lower-income Californians and the most vulnerable, the billions of dollars in state and federal relief and other actions were “remarkable” in preventing a recession that affected everyone.

Instead, there was more of a micro-recession. In addition to workers in some industries being able to work remotely, rising housing prices and the stock market boom meant “wealthy people cleaned up,” he said.

Aquí hay tres conclusiones clave:

Small business owners are still struggling Pastor called the pandemic recovery a transformational moment for workers — not so much a “Great Resignation” as a “Great Awakening,” in which people are rethinking the role of work in their lives. Besides unemployment benefits, there are a number of reasons why people may not return to work, including child care needs or health risks, Free said.

But while large companies may be able to stay afloat through this transformation, small business owners need more support.

Julian Cañete, president and CEO of the California Hispanic Chambers Of Commerce, said that grants and loan assistance provided a bridge for many small businesses, but many still had to close their doors.

“It wasn’t just the pandemic that hit,” he said. “When you’re hit with the wildfires in some of the areas of the state, that also has an impact on everything — on employment, on recovery, everything else.”

“I just hope,” Cañete added, “that the legislators and policymakers realize that these small investments have been important to small business, but it’s important to our future economic growth and we need to continue them.”

ens of thousands of California’s guest farmworkers and U.S. farmworkers will see pay increases in 2022, which advocates say comes thanks to their lawsuit to stop a Trump-era wage freeze. The wage increase is based on the USDA’s annual survey findings on farm labor, released on Nov. 24. The survey and its findings are used to determine the rate of pay for temporary, seasonal agricultural workers employed through the H-2A program. The wage increase was in jeopardy because of a wage freeze proposed under former President Donald Trump that aimed to help farmers, many of whom lost profit and laid fallow their land due to the impact of the shutdowns in early 2020. Farmworker advocates sued the Department of Agriculture over the proposed wage freeze and secured an injunction to stop the ruling. “We are pleased that the federal court overturned the Trump Administration’s regulation that would have frozen wages for U.S. and foreign farmworkers at employers that use the H-2A agricultural guestworker program,” said Bruce Goldstein, president of the Washington D.C.-based Farmworker Justice, in an email statement to The Fresno Bee. Advocates credit lawsuit for wage increase Starting in April 2020, the Trump administration announced that it was considering reduced wages for guest farmworkers as a way to help farmers who saw their business disrupted during the pandemic shutdown. Then, in November 2020, the Trump administration formally announced a wage freeze for guest farmworkers, which was celebrated by top agricultural officials. The ruling would have locked in the 2019 minimum wage employers must pay foreign agricultural workers with H-2A visas and was estimated to save farmers and growers an estimated $1.6 billion in labor costs over 10 years.

Guest farmworkers will see pay increases in 2022 thanks to a lawsuit to stop a Trump-era wage freeze. and the UFW Foundation, won an injunction late December last year to stop the Trump wage freeze regulation arguing that farmworkers already live on low incomes. The group has been critical of the H-2A program, saying that the program fails both U.S. and foreign workers. In a related case, the UFW and the UFW Foundation also sued the Department of Agriculture last fall to reverse a Sept. 30 order from the USDA to halt the government’s collection of farm labor worker data that helps determine wages and eligibility for family assistance programs. The union argued that wages for guest workers would decline sharply without the survey collection because the Department of Labor would not have data to establish new wage rates other than state minimum wages. How much pay increase will California’s guest workers receive? The exact number of farmworkers who will see wage increases is estimated in the tens of thousands. However, the adverse effect wage rate applies to both H-2A workers and U.S. workers at employers that use the H-2A program, said Goldstein. In California, there are over 30,000 certified H-2A positions, according to data from the Department of Labor, which accounts for over

10.2% of all total certified H-2A positions countrywide. “Because H-2A program employers often offer the minimum required wage, we expect that tens of thousands of farmworkers employed in California in 2022 will benefit from this wage adjustment,” said Goldstein. The USDA farm labor survey includes the average wages for crop and livestock workers surveyed in that region in the prior year, also known as the Adverse Effect Wage Rate, or AEWR. According to Farmworker Justice, the H-2A minimum wage rates for 2022 will increase, on average nationally, by about 6%, from the 2021 rates. Employers that hire H-2A workers must pay a state-specific minimum wage, which may not be lower than AEWR. In California, the pay rate for H-2A workers was $14.77 in 2020 and $16.05 in 2021. In 2022, the state’s H-2A workers will see a $2.74 hourly jump from the 2020 rate for an hourly pay of $17.51.

Earlier this month, Fresno County announced that 2020 was a record year for total gross production of the value of its plants and livestock, at more than $7.98 billion. Advocates said that the wage freeze was unfair since farmworkers, who were officially declared essential workers during the pandemic, were putting their lives on the line to work. Growers say the wage freeze was essential to keep farms operating and grocery stores stalked as the pandemic shutdowns disrupted the food supply chain.

Q&A: THE LATINAS OF “WEST SIDE STORY” SPEAK ON LEGACY & DIVERSITY This Week We Are Joined by an Enormously Talented Group Which Includes the Legendary Rita Moreno and Newcomer Rachel Zegler Talking About the Steven Spielberg-Helmed Reimagining of the Iconic Movie Musical

S

Arturo Hilario El Observador

really really fun to explore that. It just felt like a completely different beast and that there was nothing in comparison to Natalie Wood. And there was nothing in comparison to Carol Lawrence or Josefina Scaglione, who played [María] in the 2009 revival. It was completely fresh, completely new. And I'm very thankful for that fact.

teven Spielberg was fifteen years old when the film adaptation of “West Side Story” first arrived at the cinema. In 1975, at age twentysix, he directed “Jaws”, which was on a whole other spectrum to the musical, yet with that shark thriller he unknowingly set himself up for the success that would one day lead him to be able to take on his own approach to the movie musical based on “Romeo and Juliet”.

Ariana Similarly, I'm Afro-Lat, like, right there, I'm a black woman portraying this character. I do not look like Rita Moreno. I do not look like Chita Rivera, and I certainly don't look like Karen Olivo. So right there, that lived experience informs this character and how she walks through the world that our creative team built for us to play in. It was a brilliant playground, if I do say so myself, but for me, not only that, I'm a triple threat; I speak dance rather than I speak English, so to be able to really inform that skill set into this character, I truly used it as a storytelling tool.

Spielberg’s “West Side Story” premieres this week with a new approach to the visuals, story, and most importantly, its approach to diversity. The basis for the original incarnation was Shakespeare’s “Romeo and Juliet”, but set in the midcentury concrete jungle of New York City amongst disparity, romance and teenage rage. The 1961 film won ten Academy Awards including Best Picture, and continues to be a timeless story, albeit flawed in its portrayal of race and gender roles. The original film starred Natalie Wood and Richard Beymar in the title roles of María and Tony, two starcrossed teens who were two different worlds in the same neighborhood. Their darkened makeup, Wood played a recent Puerto Rican immigrant with a thick accent, hasn’t stood the test of time, but the music, dance and energy of the movie has never ceased to be at the forefront of pop culture. New Beginnings The new film also takes place in the late 1950’s New York City, where rival gangs and rival hearts collide. One important thing to note, this updated approach has been carefully made with better focusing on getting the reality of diversity of Latin-America as close to authentic as possible, and that is something positive that resonates with all the actresses featured in the following Q&A portion. We are honored to hear from the women of the cast in this interview, which includes Rita Moreno, Rachel Zegler, Ariana DeBose, Ana Isabelle, who play Valentina, María, Anita, and Rosalía, respectively. All are Latinas of varying skin tones and backgrounds, but all are part of the diaspora that the original film wasn’t able to approach in terms of depicting reality or equitable representation. The actresses hope that this new film makes that right, and allows even more Latino fans to enjoy the epic that is “West Side Story”. This is especially true of Moreno, who is one of the highlights of the original film, playing the fiery and independent Anita, and now the chief executive producer on this new film. So without further ado, here is a conversation with the women of “West Side Story”. To start off, I wanted to know what your initial reaction was to know you were going to be part of this retelling of an iconic piece of American entertainment. Ariana DeBose I mean, I was tremendously overwhelmed and excited, but who wouldn't be, being included. This is Steven Spielberg at the end of the day. Also, these characters, all of them mean so much to so many and to be given the opportunity to reimagine them for a new generation. There are so many young people that have never heard of “West Side Story” in regards to Latinos. There were certain members of our community who may not have cared for the 1961 depiction of Puertorriqueños. And it was really exciting to know that we were working with a team that had a commitment to doing it the right way this time. There was so much care and research that went into getting this right, including their commitment to representation. You have very different types of Latinas sitting in front of you, and we validate and celebrate [all] of those lived experiences. And so I was genuinely just sort of like, "Holy crap, can I do this?" Rachel Zegler

Yeah, that's pretty much what the whole thought process [was] and for me, it was a very long audition process, so I immediately felt relief. Then on the bus ride home, I felt the, "Oh shit" moment come, and I thought, now we have to actually do it and make it. But we were in such fantastic hands in such historically accurate hands and hands that cared about properly representing our people for this next generation to see without a negative stereotype attached to us, without a stereotype at all, really attached to us being multifaceted, multidimensional individuals, having loving relationships, feeling joy,

to be a part of this astonishing and mind-blowing experiment, if you can call it that. Ana, could you tell me a little bit about what it was like playing your character, Rosalía, who she is, and what you ended up learning from this experience of being her? Ana Rosalía is Anita and María's best friend. I'm always by their side. It's like the sidekick, that's how I call her. She was born and raised in Puerto Rico and moved to the States in search for more opportunities, for bigger dreams.

Musicals are far from dead. Musicals have come back in this explosive, thrilling, warm, sweet, beautiful, relevant way, and it ain't over -RITA MORENO for musicals. feeling beautiful and living their lives, having ambitions. It was a really beautiful thing that wasn't lost on me when we started the process, and certainly now having seen the film a couple of times, it's not lost on me now. Ana Isabelle

What I learned from her, I would say, is to keep shining and to keep reaching higher and to have empathy. Being in this film taught me a lot of what the meaning of empathy is and how you need to put yourself in other people's shoes to actually understand them and approach them differently with more kindness and love.

I can't even describe my reaction. It was so emotional. There was, like, so many feelings at the same time. Gratitude, a dream come true. Excitement. "I can't believe I'm making history. Oh, my God. This is happening. I'm going to work with my favorite director. I'm telling this story again with real Latinos!"

Now kind of piggybacking on the diversity aspect of it, what differences would you say that you brought to these iconic roles compared to the film version and the stage version? And how did you develop your version of these characters?

There were so many emotions. I started yelling, crying. I called my dad, and I told my whole family in a Thanksgiving dinner. So it was so special. I still get emotional about it. And for Rita specifically, I was wondering if you could talk on any aspect of the experience of coming back to this world of 1950's New York City that you were part of in the original film? Rita Moreno First of all, when I went for costume fitting, I said, "Oh, was this what we were wearing?" And the costume designer, Paul said, "Yes, no complaints, please." I forgot it is a period movie. And by the way, weren't the costumes gorgeous? And I envy Ariana DeBose who plays Anita because she wore that yellow dress with the red ruffles and what a gorgeous costume that is. I'm just so happy

Rachel I think right off the bat, my character has been written very differently than she's ever been written before. She's commonly written as a very virginal [character], who is just in love, and that's the end all and be all of her character. This time around she's got a lot more complexity, a lot more agency in the way that she approaches her relationships not only with Bernardo, with Tony and Anita and also the women she works with. There's so much to be said about her age in regards to the plot of the film. The way that she makes decisions is very much based on the fact that she's 18 years old and thinks she has a super broad worldview. In reality, she hasn't known much about the world just yet. She's only been in New York for four months, and all she's really known is the relationship she has at home in her apartment with Anita and, Bernardo. So it was

My ten years on Broadway very much informed how I wanted to physically embody this character. And it was a really fun kind of experiment for me to see just how far I could take things, how volatile I could make her, how emotional I could make her, because that's what Latinas are: Passionate, volatile, emotional, freaking fabulous. And I had a good time doing it well. Rita, how do you feel that the legacy of West Side Story is impacted by this new interpretation of it? Rita You know what's interesting? It's not new, but we've added it when I say we, of course, I'm talking about Tony Kushner and Steven Spielberg. It has become so ultra-relevant to these particular times. I'm fascinated by it. I've never seen anything so relevant, except maybe for my documentary, which I didn't expect also to be that kind of relevant. And I'm thrilled about it. And what is most important to me, is the idea that all the Hispanics, I won't say just Puerto Ricans because we represent more than that in this film really, we're talking about outliers, right, is how they were treated with such respect and with such affection by Tony Kushner. And I can't ever leave him out because he has made all the difference in a way to the themes of this movie. It is wonderful to be a part of that, [and] to be chief executive producer because it reflects well on me as well. I get some of that good stuff, too, because I think Steven chose the right person for this particular job in the movie. And of course, the fact that I'm playing a marvelous, warm, rich character as Valentina, that makes it that much more special. I am so thrilled. I'm really so proud to be in this. Did any of the younger cast look towards you as inspiration or come to you for advice? Rita One of the loveliest things I've heard, which just absolutely blows me away is that Rachel, who plays María, had pictures of me from West Side Story in her gym locker. That kills me. I never thought of myself that way. I'm not a pin-up type person, obviously. But this particular beautiful child had my picture as an inspiration for her and her gym locker door, knocks me out. Isn't that sweet? Isn't that lovely? I mean, wouldn't you like somebody to say that they had your picture and that you inspired them to greater things? Finally, Rita, what do you hope that audiences in this day and age take away from this version of West Side story when they go to see that. Rita Aside from the fact that love does matter, and, boy, do we need a lot of that these days, musicals are far from dead. Musicals have come back in this explosive, thrilling, warm, sweet, beautiful, relevant way, and it ain't over for musicals. And we have Steven Spielberg and Tony Kushner thank for that. I love them forever. Just if only for this.

No me parezco a Rita Moreno. No me parezco a Chita Rivera, y ciertamente no me parezco a Karen Olivo.

Empecé a gritar, a llorar.

Me fascina. No soy una persona tipo pin-up, obviamente. ¿No te parece hermoso?

POKANE, Wash. -- It is National Influenza Vaccination Week, and one Washington doctor is spotlighting the importance of protecting children from the virus this season. Dr. Melissa Quisano, a family medicine specialist at Kaiser Permanente in Spokane, said the spread of flu goes up in winter as people gather for the holidays.

Data from the Centers for Disease Control and Prevention showed the number of flu shots administered to children younger than four last year was down from previous years. The number of shots decreased almost 14% for kids ages six months to 23 months, and nearly 12% for children ages two to four in 2020.

Quisano pointed out a similar decline in children getting immunizations is likely because families were asked to stay home during the pandemic, noting she is happy they listened.

According to the Washington State Department of Health, routine vaccines like Tdap (Tetanus, Diphtheria, Pertussis), which is required to enter seventh grade in the state, were down 11% last year. Shots for meningococcal disease were down more than 8% for 11- and 12-yearolds. Quisano added she understands people have a lot of questions about vaccines. "I just encourage families, if they have any questions, to please feel free to reach out to their primary-care clinician," Quisano advised. "We're happy to answer those questions."

"Unfortunately, the more we gather in enclosed spaces, the more we share our germs," Quisano explained. "We want to protect ourselves and protect our loved ones, so it's definitely important to get those vaccines before you're gathering with family or even larger crowds."

"Except that the unfortunate result of this is that a lot of those children maybe missed their usual well-child checks, which is when we most often will give their vaccinations, their immunizations," Quisano lamented. "A lot of children missed their regularly scheduled immunizations as well."

OS ANGELES -- A new report found American cities and counties should make it their goal to reduce greenhousegas emissions by 63% by 2030 in order to live up to the Paris Climate Agreement and keep global warming in check.

In April, President Joe Biden pledged to reduce greenhouse-gas emissions 50% by 2030. Angie Fyfe, executive director of ICLEI Local Governments for Sustainability USA, which produced the report, said cities ought to set their sights even higher. "Because we are a more developed and wealthier nation, in order to achieve our fair share of emission reductions, we have set targets for cities at 63% reduction by 2030," Fyfe explained. ICLEI Local Governments for Sustainability USA helps local governments create an inventory of their greenhouse-gas emissions, set science-based targets and develop a plan to reduce them. Many cities are replacing their fleets of cars and buses with electric vehicles, making their towns more pedestrian- and cyclist-friendly, and helping families insulate their homes and buy electric appliances to improve energy efficiency. community choice energy program, which allows customers to buy power derived from renewable sources in an effort to help "green the grid." "And since that time, we've seen such a dramatic improvement in our portfolio," Liccardo pointed out. "We're now 90% GHG-free, and our goal, of course, is to get to 100%."

Jenny Manrique Ethnic Media Services

USTIN, Texas -- Holiday goodwill doesn't extend to scammers, but experts say peace of mind is possible with common sense strategies to avoid schemes that steal your joy and your money.

Successful scammers spend a whole year coming up with new strategies and methods to bilk consumers buying gifts for family and friends.

Beverly Gor, executive council volunteer for AARP Texas, said if your plan is to buy gift cards from a big-box store, make sure they have not been stripped of their value prior to purchase. "There are some criminals who know how to drain your gift card of its value, and our survey found that 21% of U.S. adults gave or received a gift card with no value on it," Gor reported. If you fall victim to a scam, Gor said you should immediately contact the store or law enforcement. Gor recently heard from an elderly woman who stopped just short of giving private information over the phone after the caller claimed she owed money and seemed like an authority because she knew her address, the value of her home and other information easily gleaned from the internet. "They knew things about her that led her to believe that they were a legitimate caller," Gor explained. "A lot of those things are on the county tax rolls, so anybody can go there. They can figure out things about you and make it sound like

When it comes to charity donations, Gor recommended to make sure it is the correct website before entering credit card information, because scammers are known to use lookalike names. "People putting up what they call "clone" websites," Gor pointed out. "It would trick people, deceive people into clicking on something, and they will go to a fraudulent site and give information." The AARP survey found nearly 40% of Americans received requests from charities that felt fake or fraudulent.

¡Feliz 2022!
