recessions, dating back to 1958, Congress has never let Federal benefits expire when the need has been as great as it is today. And for good reason. Prematurely ending benefits inflicts needless harm to families---the average benefits is about $270 a week---as well as avoidable damage to the economy by denting essential spending.
Federal unemployment benefits expire while Congress enjoys a holiday. The House Republicans who refused to renew expiring Federal jobless benefits before leaving for an extended Christmas break have shown no inclination to revisit the issue when they return to work in January. This is unconscionable. In each of the previous seven major

By the second half of 2014, that tally will rise by another 1.6 million people. (Total: 4.8 million unemployed people) There is a common perception that renewing federal benefits means providing jobless aid indefinitely. That is not how it works. Federal benefits kick in when state benefits run out, generally after 26 weeks. The duration of federal benefits depends mainly on state jobless rates. In most states, federal benefits last for either 14 weeks, or 20 to 28 weeks. Recently, the average duration was 29 weeks, a figure that is elevated by states with very high joblessnes.
ample, qualify for the federal maximum of up to 47 weeks. Another misperception is that ending benefits will help to end unemployment. In that scenario, Republicans see themselves practicing tough love, jolting dependents into finding jobs. That is also not how it works. Long-term unemployment is high because there are not enough jobs, not because millions of Americans have suddenly lost their work ethic. At last count, there were nearly three unemployed people for every job opening; in a healthy economy, the ratio is about one to one (1:1 not 3:1). At last count, the average spell of unemployment was 37.2 weeks, nealy 20 weeks longer than the pre-

Congressional Democrats and some Republicans have said they will try to reinstate federal jobless benefits when Congress returns. If they don’t succeed, miserliness will be the prevailing public policy. Prevent Car Theft and Burglary Having your car stolen or things stolen from your car can be a very stressful experience. With these few prevention tips, you can help reduce your chances of becoming a victim of these crimes. First and foremost, always keep your car locked while you are at any public place including the gas station, the coffee shop, the grocery store, etc. Secondly, park close to other vehicles in parking lots and in well lit areas to lessen the chance of being a target. Third, NEVER leave your car running while it is unattended or unlocked. No warming up the car in the driveway! Fourth, keep all valuables out of sight or lock them in the trunk. No purse, wallet, cell phone, laptop, GPS should be visible. Finally, if you discover that you are a victim of vehicle theft or burglary, call the SJPD from home/ work, 911. If you use your cell phone, call 408-277-8911. If your car is stolen, the police need the following information: •The year, make, model, color and license plate number. •VIN (Vehicle Identification Number) this is on the registration which you should not keep in the car. Keep a copy in your purse/wallet and the original at home. •When and where the theft occurred. •Descriptions of anyone seen loitering around the car before it was stolen. •Names of witnesses. Remember, burglary and thefts are crimes of opportunity so do what you can not to attract a burglar’s attention. For more information or tips, visit our website at www.sjpd.org.

Bored with your everyday cooking? This New Year, resolve to give your meals an exuberant makeover. You won’t even need to look across an ocean for bold flavor inspiration from other cuisines. You can start at home, say experts.
• Heat the oil over medium-high heat in a sauté pan large enough to hold the chops without crowding. Sprinkle the chops on both sides with salt and pepper. Add them to the pan and sauté until browned on both sides, about 4 minutes per side. • Add the scallions, cola and anise seeds to the pan and continue cooking, turning three times until almost all the liquid disappears and the chops are glazed on both sides and still pink in the centers, about 8 minutes altogether.
Try this recipe for “Lamb Chops with Scallions in Cola Glaze,”:
INGREDIENTS
• To serve, arrange the chops on a platter; heap the scallions on top and pour the remaining pan juices over all. Serve right away.
• 2 tablespoons extra virgin olive oil • 8 lamb shoulder or sirloin chops • Kosher or fine sea salt and freshly ground black pepper • 6 bunches scallions, white and light green parts only, cut lengthwise into thin strips • 1 1/2 cups regular Coca-Cola or Pepsi-Cola • 3 teaspoons anise seeds

As always, the most common New Year’s Resolution is to lose weight. And while trimming that waistline may seem a solo job, the truth is that family and friends can have an enormous influence on the success or failure of someone’s weight loss efforts.
If you’re trying to help someone you care about lose weight, here are some things NOT to do: 1. Don’t be the food police.

2. Don’t buy exercise equipment or point out new diets. 3. Don’t cite health risks of being overweight, or seek constant weight loss updates. 4. Don’t try to deprive the person of favorite foods. 5. Don’t tell the person that weight loss is easy and just a matter of willpower.
Such actions send destructive messages which re-enforce the person’s negative feelings that something is wrong with them unless they lose weight. The result can be additional eating as a way to temporarily overcome those negative feelings. Instead, try practicing positive behaviors that can help the weight loss effort: 1. Encourage the person trying to lose weight to express feelings, especially negative ones that may be triggering over-eating. 2. Offer ongoing encouragement, not about weight loss but about the person in general. Give sincere, honest, positive messages. Negative feelings that trigger eating are often tied to low selfesteem and being unhappy with one’s appearance and life. Find areas of the person’s actions, personality and appearance where you can offer positive support. 3. Help the person refocus on what may be the real
problem. Weight gain is often a reaction to issues such as relationship problems, a bad work situation, a family loss or other major concerns. Remind the person that we all eat when stressed because food does make us feel temporarily better. Helping identify stress sources can minimize that need to feel better with food. 4. Be a positive model. This doesn’t mean you have to diet yourself, but rather that you set an example, without lecturing, by making healthy, sensible food choices. Similarly, start or continue exercising and invite the person you wish to help to join you. Make it a positive experience. Losing weight is never easy, especially when there are problems and stresses that helped trigger the weight gain. But being someone who truly understands the problem and is willing to care and listen, rather than lecture about weight, can go a long way in helping promote weight loss.

SJR 6 urged passage of Senator Barbara Boxer’s LINE Act, which requires local governments beset by excessive lines at polling places to modernize their systems so as to increase access to our elections. SJR 13 called for the restoration of the F-3
and F-4 Visa categories in the Federal Immigration Reform Bill so as to allow families to be reunited. SJR 14 demanded the restoration of the Voting Rights Act to prevent discrimination in elections. SR 8 called upon Congress to reauthorize the Violence Against Women Act. In addition, SCR 66 declared September 19th to be Online Voter Registration Day in the State of California. SCR 20 designates October 20 as Leyte Landing Commemoration Day to recognize the landing of the United States military on the Philippine island of Leyte on October 20, 1944. Since entering the legislature in 2003, Yee has now successfully passed 181 pieces of legislation, with 133 of them chaptered into law.
