Embajada crea plataforma electrónica para atención  de detenidos en cárceles estadounidenses. La Embajada de El Salvador en los Estados Unidos utiliza, desde el pasado 7 de octubre de 2013, una nueva plataforma electrónica para atender a compatriotas salvadoreños que guardan prisión en cárceles de los Estados Unidos. En los 24 días laborales que se ha aplicado la nueva plataforma, la Embajada ha procesado 446 llamadas (aproximadamente 18 diarios) de usuarios que solicitan alguna clase de servicio o plantean alguna consulta. On November 1, 2013 the food stamp program, SNAP, was automatically reduced by $36 per month per 4 member family. This is the outcome of the U.S. Congress not paying attention to the fallout of their quest, to reduce the national budget and its deficit on the backs of the poor, without also thinking about parity. Equity and what’s right. When the SNAP (Supplemental Nutrition Allowance Program) expired on Friday, November 1, 2013, it impacted 48,000,000 Americans with an estimated reduction of $36 less to spend each month over the next three years. This comes just when a 2% payroll tax on consumer paychecks also expired. Where is there any evidence that the U.S. Congress developed legislation that would provide parity. equity and ‘what’s right’ by also eliminating corporate subsidies and tax loopholes? Where are the reductions in ‘corporate welfare’ and tax loopholes which permit the very wealthy to keep on becoming more wealthy? Congress’s job is to craft legislation which redistributes the wealth of this nation so as to provide for all of its residents. The 99% of us who are working class folks are very tired of the U.S. Congress not doing the job which they were elected to do on behalf of all the American people. It is time for elected officals ,as well as the very wealthy

and corporate executives, to think of not only making profits, but also think of their stewardship responsibilities. This does mean that the IRS tax code needs to be updated to evaluate all those tax loopholes and subsidies which the GOP (Guard Our Privileges) ideologues protect, without thinking about the full domino impact of their current ‘smaller government’ paradigm. What our nation needs are programs which are based on feasibility and stewardship of all of its residents, not jut the top 1%. American has more wealth and resources than any other nation. The current concept of ‘ownership’ must be coupled with a stewardship responsibility. Where is the stewardship today? It is outrageous that on the heels of a bumper farm crop , this nation fails to provide food stamps for its needy people. Those who ask working class people to work to put bread on their family’s table’ need to recall that their engineers and technicians have devised robos to elimante jobs and increase profits. In addition, some firms have learned to consider labor as ‘a cost factor of production’ to be obained at the lowest cost possible. So, many jobs are being sent offshore with the outcome that the American consumer economy’s continued existence is being threatened. Some 30 million workers are still looking for jobs, and yet these same corporate minds want the American consumer to ‘spend’ money which they as consumer no longer earn. It is time to think about the requirements of the working class people. Do not ask them to work for a minimum wage when their job was recently offshored! It is time to devise

a new economic paradigm which permits this nation not only to care for, but especially feed, its residents, and also to redistribute wealth so as to permit the American consumer economy to sustain itself. Remember that after World War II, an outcome of the Marshall Plan was full employment. This was a time when this nation shifted from being the ‘Arsenal of Democracy’ to rebuilding the destroyed economies of both our enemies and allies. Several economists have asserted that if the federal IRS tax codes were updated to provide parity and equity, and especially to eliminate all forms of tax avoidance, there would be no national deficit—no need to cut programs for the low income or unemployed. And the simple minded approach of balancing the national budget being presented by the Tea Party ideologues would be fully exposed for what it really is….a self centered quest for power and control which destroys democracy. A new economic paradigm must be formulated which permits us all to live in peace and security. All businesses which have outsourced its jobs, must be required to pay its fair share of taxes. Right now the only methods to redistribute wealth fairly is through altruism and taxes. While we figure out our future, let this nation feed its needy while mitigating the influence of its conservative ideologues. Begin by re-establishment of its food stamp programs. Its unthoughtful reduction in scope is outrageous and unacceptable.The U.S. Congress must begin to legislate with equity, parity, and’what’s right’ stewardship at the forefront.

Has there ever been a worse roll-out of anything? Even Miley Cyrus’ recent misadventure on the Video Music Awards was probably planned with more thoughtfulness than HealthCare.gov, the federal website through which people can apply for insurance under the newly implemented Affordable Care Act. ObamaCare, as it is widely known, is the centerpiece legislation of President Obama’s presidency; it has also been under attack by the Republicans since the day it passed Congress in 2010. In fact, the Republicans just recently shut down the government in an effort to defund ObamaCare. With so much at stake, wouldn’t it seem reasonable to assume that the White House would make sure that the system worked perfectly, or at least near-perfectly before its October 1 roll-out? Instead, we got a website that was impossible for many to access and fill out an application, which is necessary before a person can compare the various policies available. Even for those fortunate enough to complete an application, HealthCare.gov software problems have caused some of the information to be relayed incorrectly to insurance companies. In one case, a 10- year-old child was listed as the head of household instead of his parents. Insurance companies are currently correcting errors of this type by hand, which is possible due to the relatively few applications now being sent. But continuing to fix errors manually won’t be an option if there is a rush of applicants towards the end of the enrollment period and the software is still not functioning properly. That’s too bad, because there is a real need for afford-

able healthcare insurance for everyone. According to the Kaiser Family Foundation, nearly 50 million Americans were without health insurance in 2012, including many low-wage workers who cannot afford the premiums for family coverage offered at their workplace. Worse than this, though, is the number of people who actually die due to lack of health insurance. According to Families USA, a healthcare advocacy group, a person dies from lack of insurance every 20 minutes in America. Thankfully, many of the websites put up by individual states are working fine, including that of California (coveredca.com), but since many states decided not to put up their own website as an act of defiance towards the President, much depends on the federal website. Another huge problem for the President is that he repeatedly said before the

ObamaCare roll-out that people could keep their present insurance plans. We now know that everyone’s plans must conform to certain federal standards, and if they don’t, the applicants will be forced to obtain new coverage. In many cases, this new coverage will be much more comprehensive and can be had at comparable prices to one’s previous policy, especially with federal subsidies factored in. Nonetheless, many people feel they have been lied to, and some now have to pay higher premiums. A lot certainly hinges on whether or not the HealthCare.com website will be functioning properly by the November 30 deadline given by the President. Although people can also fill out a paper application or call an 800 number, the central hub is the website--as the website goes, so goes ObamaCare. So please, HealthCare.gov, please work!

En el Area de la Bahía, PG&E utiliza tecnología “Picarro” para detectar fugas de gas difíciles de encontrar. Parte de estar seguro, es que el conductor sepa cerciorarse de que haya una distancia suficiente para el libramiento del anemómetro de 10 pies de altura, el cual es un sofisticado medidor de viento que está colocado sobre el vehículo. Esta tecnología utiliza el sistema -GPS- para identificar la ubicación de inclusive la más imperceptible fuga de gas natural. Si el sistema se encuentra en modalidad de inspección, la información es enviada automáticamente en tiempo real a las oﬁcinas centrales de Picarro. Este sistema también puede informar en menos de 10 minutos si el gas que está siendo detectado es gas natural o gas metano de origen natural. Place each chicken breast between 2 sheets of plastic wrap. Using a heavy skillet, pound the breasts to 1/4-inch thickness. Season both sides with salt and pepper and lightly coat with flour. Place 1 tablespoon each of olive oil and butter in a large skillet over medium-high heat. When the butter begins to foam, add two of the chicken breasts and sauté on one side until golden brown, 2 to 3 minutes. Turn and sauté until cooked through, 2 to 3 minutes. Transfer the chicken to a plate and repeat with 1 tablespoon each of olive oil and butter and remaining chicken breasts. Add the shallots and pears to the pan and cook over mediumhigh heat until lightly translucent and golden, about 3 minutes. Add the chicken stock, lemon juice, mustard and any juices on the plate and deglaze the pan, scraping any brown bits on the bottom with a wooden spoon. Simmer until the sauce reduces by half, about 4 minutes. Add the chopped thyme and parsley and stir in the remaining tablespoon of butter until just melted.Spoon sauce over chicken cutlets and serve over wilted spinach.

The Charter Schools Best Practices Project has information to assist in planning and starting charter schools; evaluating charter school petitions; developing partnerships with other schools and local districts; and increasing student achievement in the classroom. Two charter schoolrelated groups have been created for educators to share ideas. “Charter schools are an important part of the education landscape in California,

and strengthening them is a step toward strengthening the system as a whole,” Torlakson said. “That’s why the department launched this effort to pool resources, share ideas, and serve all our students.” Charter schools are public schools that can provide instruction in any of the K-12 grades. Hilbert Morales EL OBSERVADOR On Veteran’s Day, November 11, 2013, it is very appropriate to remember all my brothers who served this American nation since 1941. I recall my mother crying for the first time as my eldest brother Seville went off as a draftee. Later Andy was drafted. Both served for the duration of WWII. Then I volunteered in August1946 for three years. Lupe was also a volunteer and spent all his “Army service “ as a cryptologist stationed at the Pentagon. Ralph served next in South Korea guarding Air Force airfields. Pfc. Andrew Morales, was drafted. He underwent basic training and ended up in a 4.2 inch Mortar Battalion, Chemical Warfare. It is my recollection that he landed in

Now that I can look back on his overall behavior at home after being ‘honorably discharged’, Andy definitely had a touch of combat fatigue which is today called PTSD (post traumatic stress disorder).

Recently, as I was going through my archives, I came across a “Commendation of Merit’ awarded to Private First Class Andrew Morales. It was yellowed with age. The document looked very official since it was signed by several U.S. Army generals of that period. After reading this commendation to renew my recollection of what Andy

had experienced, I realized that he had experienced some 136 days of continuous combat duty on the front lines. What had happened to Andy was that 4.2 inch mortar battalions trained in chemical warfare were not readily available. So when the First Army was withdrawn from front line combat duty (to which Andy’s 4.2 inch

Arturo Hilario EL OBSERVADOR Sacred Heart Community Services wants to educate its community members about the dangers of fraud when trying to apply for citizenship in the Bay Area. The rate of fraud for these types of legal situations has been on the rise since immigration reform is gaining momentum on many fronts. Sacred Heart recently had a forum which had community members, advocates for immigrants, and lawyers from the Santa Clara District Attorneys, Asian Law Alliance, and American Immigration Lawyers Association(AILA) present to discuss legal rights, recognizing fraud, and how to report the malpractices. With the signing of AB1159, it is illegal to collect up-front fees for any immigration services. One of the main points of the night was to get the community members to understand that they have the right to report any unlawful activity when looking for immigration application support. Josue Fuentes is a Deputy District Attorney for the Santa Clara County’s D.A. Office and was on hand to

be the first guest speaker for the night. He recounted how people in his own family had been victims of fraud in the past, and that as a D.A. for Santa Clara it was one of his duties to help protect the community and investigate instances of fraud. “The Santa Clara District Attorney’s Office is committed to serving all members of the community, regardless of their legal status. Immigration fraud is a crime that plagues the immigrant community.” One of the main talking points was to understand who can, and cannot, give legal advice and what to do if fraud is noticed. When notaries promise faster application times if given cash up front, threaten to call ICE or police. Victims should try and report them. Fuentes urged people to not be afraid of reporting these crimes. “We do not work for the federal government or I.C.E. We therefore do not report the legal status of any victim who reports a crime to law enforcement or to our office.” Jamie Chen, a Community Organizer at Sacred Heart, discussed her thoughts on the importance of getting this information out to the community members who may be vulnerable to

these types of fraudulent cash grabs. “There’s actually a really common fraud that happens. Several of our committee members have experienced this. You’ll go to somebody who might claim to be a lawyer or somebody who says they’re a notary... you’ll get a social security number for a year, but at the end of the year you have to prove your circumstances. It is a very difficult thing to prove, and most people won’t qualify. Then they have to leave the country, after paying thousands of dollars to a notary for the social security number.” More than 80 people attended which showed interest in this very real threat to people of the Santa Clara, their families and neighbors. Chen says Sacred Heart is committed to helping the members of their area do away with these types of malpractice. “We want to do more research in the community to listen to what’s going on. Our goal is to have some sort of longer term solution. Matisse’s expressive canvases were first introduced to San Francisco shortly after the 1906 earthquake, shocking the arts community with their startling colors and brushwork. Since then, the Bay Area has maintained a fervent connection to the artist’s work, resulting in SFMOMA’s rich collection, which showcases pieces from Matisse’s early career, and continues through the 1930s.

The second and largest stage of the exhibition, on view November 9, 2013– April 20, 2014, looks at food today through the work of 29 contemporary artists, among whom the subject has had growing importance. It revolves around three primary topics: healthful eating; food and community; and food issues. Seventeen artists have made new works, commissioned by SJMA especially for this exhibition, through which visitors may explore topics ranging from the histories of bread-making to mutagenic foods. Highlights include fragrant wallpaper made of curry; papyrus works made from locally grown beets; a living tree growing forty different varieties of stone fruits; a “seed sharing” library; and organic vegetable beds in front of the Museum. Several artists recall the agricultural history of the Santa Clara Valley, once known as the “Valley of Heart’s Delight” for its abundant orchards and bountiful blossoming trees. CalRecycle (California’s Department of Resources Recycling and Recovery) suggests that retailers consider the three R’s—reduce, reuse and recycle—when setting up their sourcing, packaging and related procedures. As for reducing, CalRecycle encourages retailers to ask their suppliers to provide items without excess packaging and to reuse whatever packaging they can. Also, stores can give customers the choice of having their purchases bagged—or give a discount to those who bring their own, or go without. For reusing, CalRecycle recommends donating old mer-

chandise to charities rather than throwing it in the trash, and looking for schools or institutions that would take display racks and other decor elements from the previous sales season. Posting such items to a materials exchange is a quick way to find takers. The U.S. Environmental Protection Agency (EPA) maintains a state list of material exchanges on its website.

They recently completed a green makeover of their corporate offices in San Francisco, diverting as much as 75 percent of the waste stream there.

While the Gap has limited control over what goes on at its retail stores, given local rules and systems for waste management, it is partnering with other retailers through industry groups to facilitate recycling in mall store environments and establish lease templates that support waste reduction and other environmental goals. The company is also part of the Clean by Design program, an initiative of the Natural Resources Defense Council (NRDC) to marshal the buying power of multinational corporations (including Wal-Mart, Levi’s, Nike and others) to reduce waste and emissions among suppliers abroad. But just because the company is on the case doesn’t mean new suggestions aren’t welcome. Corporate leaders at companies like the Gap often encourage feedback from workers, especially when it could benefit the company’s bottom line or image. Offering some concrete, succinct examples of ways the company could reduce waste would most likely be the best approach.

November 1st had the Sharks Foundation hosting a special charity haircut event, at the Ice Center in San José ,in which San José Sharks right-winger Brent Burns (#88) had his iconic long hair and beard cut for charity. The haircut, “Burnzie’s buzz cut for charity”, was done by three of the sharks’ teammates, Adam Burish (#37), Jason Demers (#5) and James Sheppard (#15). They wore masks and gloves, Burns

The atmosphere of the event was of elation and humor as the NHL athletes-turned barbers took their turns at cutting, trimming and joking with their fellow teammates. Sitting in front of a large Sharks banner at the South Ice Rink, the locks slowly but surely came tumbling down to the floor as Burns face sported different, at times interesting, hairstyles. The final piece was a goatee Burns had a chance to shave

off himself and finally take a look at the fresh face that hadn’t been seen for some time. The haircut and shave was witnessed live by the top three donors, who along with the countless other donations from across the country, would be split between two charities, Defending the Blue Line and The Katie Moore Foundation. In just 13 days since the October 19th inception, the Sharks Foundation was able to raise more than $24,000 for the charities through this event.

The Katie Moore Foundation is named after the wife of Dominic Moore, who was a San José Sharks center when she passed away at age 32 from a rare form of liver cancer. This foundation honors her memory by providing access to a network of support and advocacy for families dealing with rare cancers, additionally funding research for these diseases. Through the fun and clippers, the donations for Burnzie’s buzz cut’ will definitely be helpful to many individuals and families as the San José Sharks support for charitable contributions, and haircuts, continue. After the cut, Burns added “We were trying to think of what we could get in the end, we thought 10 thousand would be tough, so it was fast, it was unbelievable”.
