Given the current level of criminal activities and shootings which involve local police, el Observador recommends that the Board of Supervisors, County of Santa Clara, Office of the Sheriff (Ms. laurie Smith) be authorized to coordinate an application for funding from the U.S. Attorney General, Department of Justice. The reason for this recommendation is that ever since a bystander video recorded the baton beating of an individual lying prone on the pavement, the role of the camera/video feature of personal smart phones has changed things. The public is now able to record events as they are happening in a manner which becomes evidentiary material admissible by courts. Such videos assist law enforcement personnel and members of the judicial system to determine exactly what happened. Many allegations based on ‘he saidshe said’ result in frustration for all involved---the public, law enforcement and the court system. Another reason we make this recommendation is that all law enforcement personnel within the County of Santa Clara can have simillar ‘encounter activity’ video recording capability when all are wearing BodyWorn Cameras (BWC). Any and all law enforcement personnel in America, including Border Patrol,
Body-worn cameras will dramatically reduce the workload in our court system by eliminating cases based on witnesses’ memory; as well, cases based upon circumstantial evidence will be e significantly reduced. On May 9, 2013 the Police Chiefs’ Association of Santa Clara County adopted a protocol for the use of ‘BodyWorn Cameras.’ Initiated by the Office of the District Attorney, fifteen law enforcement agencies signed off on this protocol for the use of BWC’s. The document reads, in part, ”Purpose and Scope: Santa Clara County law enforcement agencies electing to employ Body-Worn Cameras (BWC) should use a consistent protocol. The purpose of this protocol is to provide a best-practices model, however recognizing that each law enforcement agency has particular conditions, this protocol is intended as a foundation from which individual policies may be derived. “BWC’s are intended to assist and complement officers in the performance of their duties. When BWC’s are used to record certain enforcement activities, they provide a valuable visual and audio record of the incident. It is anticipated that this evidence will: 1) Assist officers in report writing except when prohibited by department policy; 2) Protect officers from unfounded allegations of misconduct; 3) Reduce needless litigation in the criminal justice system; and,
4) Provide a more transparent record of encounters with law enforcement.” The BWC protocol addresses the use of BWC’s in pragmatic detail, and its last section covers the retention of visual and audio records made by officers while on duty. “BWC recordings relating to incidents where criminal charges are filed shall be retained for at least one year, after whichever of these events occurs last: a) the matter is resolved, or, b) the defendant is released from custody; or, c) the appeal is final, and d) the BWC recording may be destroyed earlier than this provided that all relevant and involved stakeholders are given adequate and timely prior notice in which to object. In criminal cases, record retention shall comply with existing law and regulation standards.” Substantial funding is needed to acquire Body-Worn cameras for our law enforcement officers. Several cities have obtained federal grants to purchase the cameras, one of which is Palo Alto. It is to our local and state politician that the public should turn for leadership in securing these grants. If the residents of the County of Santa Clara think that the use of Body-Worn Cameras by local law enforcement officers would raise the level of community security and safety, then each of you should immediately contact your County Supervisor@ 408-299-5001. Cameras have changed policing forever. Silicon Valley ought to be in the forefront on this issue. Participation in local democratic governance requires that you make that phone call to 408-299-5001.

(STATePOINT) Oakland CAlIFONIA College graduates who borrowed for bachelor’s degrees granted in 2012 had an average student loan debt of $29,400, according to a new report from the Project on Student Debt at The Institute for College Access & Success (TICAS). Seven in 10 college seniors (71%) who graduated last year had student loan debt. even though the financial crisis caused a steep decline in private education lending while these borrowers were in school, one-fifth of their debt was in private loans, which are typically more costly and provide fewer consumer protections and repayment options than safer federal loans. From 2008 to 2012, average debt (federal and private loans combined) increased an average of six percent each year. The report, Student Debt and the Class of 2012, includes lists of high- and low-debt states and colleges around the country and highlights significant differences among colleges and states. For example, new college graduates with loans owed almost twice as much on average in Delaware as in New Mexico, and in five states average debt was more than $30,000. The odds of having student loans also differed from state to state, with 2012 graduates nearly twice as likely to have debt in South Dakota as in Nevada. At the college level, the share of graduates with loans and their average debt covered an even wider range. Federal surveys only collect the data needed to calculate national average debt figures for new graduates once every four years (including 2012), and colleges are not required to report their own graduates’ debt. To estimate state-by-state averages and identify high- and low-debt schools for this report, TI-
CAS used figures provided voluntarily by more than half of all public and private nonprofit four-year colleges. For-profit colleges, which accounted for seven percent of 2012 bachelor’s recipients, are not included in these estimates because virtually none chose to share their data. The findings come as unemployment remains high compared to before the financial crisis. In 2012, 7.7 percent of young college graduates were unemployed, and a broader measure capturing under-employment showed 18.3 percent were either unemployed, working fewer hours than they wanted, or had given up looking for a job. Still, young adults without college degrees face far worse job prospects: 17.9 percent of young high school graduates with no college were unemployed in 2012. State highs and lows: State averages for borrowers’ debt at graduation in 2012 ranged from $18,000 to $33,650. High-debt states remain concentrated in the Northeast and Midwest, with Delaware the highest. New Hampshire, Pennsylvania, Minnesota, and Rhode Island also had average debt over $30,000. low-debt states were mainly in the West and South, with New Mexico the lowest. Other low-debt states include California, Arizona, Nevada, and Wyoming. College highs and lows: At the campus level, average debt varied even more
widely, ranging from $4,450 to $49,450, and the share of students graduating with loans ranged from 6 percent to 100 percent. Colleges with higher tuition tended to have higher average debt, but there are many examples of high-cost colleges with relatively low average debt, and vice versa. The report notes that colleges that receive scrutiny for their voluntarily reported debt levels may be more likely to stop providing such data. For example, 20 percent of the schools on the list of high-debt public colleges in our 2011 report, and 30 percent of the schools on the list of low-debt colleges, chose not to report data in 2012. In comparison, overall only 10 percent of all the colleges that reported debt data for 2011 didn’t report for 2012. Need for better data: even for those colleges that do report voluntarily, the collegelevel debt figures in the report may understate actual borrowing because they don’t include transfer students or any private loans the college is unaware of. The report’s state estimates are based on the available college-level data, so actual state averages may be higher as well. The best national figures for public and nonprofit colleges combined show that 68 percent of their graduating seniors owed an average of $27,850 in student loans. These are lower than the overall national figures.

As reported in the study, the FFQ included four questions asking usual intake frequency of sugar-sweetened beverages, including 1) Coke®, Pepsi®, or other colas with sugar; 2) caffeine-free Coke®, Pepsi®, or other colas with sugar; 3) other carbonated beverages with sugar (e.g., 7-Up®); and 4) Hawaiian Punch®, lemonade, or other noncarbonated fruit drinks. “Sugar-free soft drinks” included low-calorie caffeinated and caffeine-free cola (e.g., Pepsi-Free®), and other lowcalorie carbonated beverages (e.g., Fresca®, Diet 7-Up®, and Diet Ginger Ale®).
The “sweets and baked goods” category comprised 13 items in the FFQ, including chocolate, candy bars, candy without chocolate, cookies (home-baked and readymade), brownies, doughnuts, cakes (home-baked and ready-made), sweet rolls, coffeecakes or other pastries (home-baked and readymade), and pies (home-baked and ready-made). The researchers categorized the sugar-sweetened beverage consumption patterns of these women into quintiles, ranging from no intake (the lowest quintile) to between 1.7 and 60.5 servings a week (the highest quintile). Between 1986 and 2010, 506 type I and 89 type II endometrial cancers were recorded among the women Inoue-Choi and colleagues studied. Cuando somos niños las tradiciones de una familia católica son inculcadas por los padres y abuelos católicos, creyentes de la virgen de Guadalupe y de otros santos también. Eso de celebrar el 12 de diciembre es algo muy importante en nuestras familias mexicanas y latinas. Se nos enseña a creer en ella y a pedirle por nuestras familias. Unas de las tradiciones está en usar un traje típico folclórico con flores y colores, falda larga, blusa hermosa y que no falte el reboso. Cánticos dedicados a ella la madre de Dios, la Reina de América, la Santísima Virgen de Guadalupe. Vestirse para alabarla y cantarle es toda una tradición mexicana que hemos hecho por muchísimos años con la vestimenta demostramos cuanto la queremos y la adoramos. Usamos el traje típico por una tradición que viene de los bisabuelos, abuelos y nuestros padres. Cuando llegamos a otro país que no es nuestro todavía se celebra el 12 de diciembre, día de la Virgen de Guadalupe. Hacemos lo mismo que hacíamos en nuestro país de origen, que es celebrar a la Morenita de todos los mexicanos y vestirnos con traje de guare con listones de colores en nuestras trenzas. No importa de donde vengas, si eres mexicano o si vives en otro país, la tradición y la creencia en la virgen de Guadalupe ya está contigo y con toda la familia. Ay que sentirnos orgullosos de ser parte de nuestra madre y celebrar con orgullo el ser guadalupanos.

They diligently typed information from applicants into laptop computers and printed the filled forms on the spot. A lawyer from the Asian law Alliance checked the filled forms for completeness. The first “form fill-in day” was held on November 23, 2013 and, given its success, more are planned. Nebraska City NeBRASKA The Arbor Day Foundation is planting 50,000 trees in Blackwater River State Forest with the continued generous support of Canon U.S.A., Inc. Since 2009, Canon U.S.A.’s contributions to the Arbor Day Foundation have contributed to the planting of more than 250,000 trees in high-need national forests.
There are many actions that individuals and communities can take to prevent pollution of waterways and to clean up the messes that are alrerady there. And cleaning them up and preventing further damage can be challenging, since much of the contamination has accumulated over time and results from what is known as “non-point source” pollution, which accounts for as much as 60 percent of the water pollution in the U.S. “When it rains, fertilizer from lawns, oil from driveways, paint and solvent residues from walls and decks and even pet waste are all washed into storm sewers or nearby lakes, rivers and streams—the same lakes, rivers and streams we rely on for drinking water supply, boating, swimming and fishing,” reports the non-profit Natural Resources Defense Council (NRDC). “Also, improper handling of materials around the house can lead to pollution.” According to NRDC, each of us can do our part to reduce this run-off pollution and thus help protect local waterways. For one, we can replace concrete and other hard surfaces around our
homes with porous materials, so that rainwater drains naturally into the ground and not into pathways that lead it into waterways. We can landscape with native plants and natural fertilizers, and refrain from over-watering our lawns and gardens. And we can properly dispose of hazardous products (that is, not right down the drain), wash our cars at professional carwashes (where there are proper wastewater treatment procedures), recycle used motor oil, and use non-toxic alternatives for household chemicals whenever possible. Of course, there is only so much that individuals can do on their own. While preventing pollution at the source is important, many waterways have so much legacy pollution in them already that they need to be cleaned up directly—no small job and typically way beyond the scope of a few individuals. Some municipal, county or state governments might be inclined to help, but getting friends and neighbors involved first is a good way to demonstrate community support. Also, local businesses, non-profit groups, youth centers and schools are often looking for ways to get people involved in community service projects,
so asking around town might be the best way to enlist dozens or more volunteers. Another way to get the ball rolling is to sign up with American Rivers’ National River Cleanup program. Individuals, organizations and anyone interested in conducting a cleanup on their local river can register with the program and get free trash bags as well as assistance with media coverage, volunteer promotion and technical support. The program has helped more than a million volunteers participate in thousands of cleanups covering more than 244,500 miles of waterways across the U.S. since it began in 1991. “These cleanups have removed more than 16.5 million pounds of litter and debris from America’s rivers and streams,” reports American Rivers. 2012 was the most successful year to date in the history of the program, with 400+ registered cleanups, 92,500 volunteers nationwide, 3.5 million pounds of trash removed from American waterways, and 39,000 miles of waterway cleaned. The group is hoping 2013 will turn out to be another record year for the program.
located in Florida’s Northwest panhandle, Blackwater River State Forest is the latest forest to benefit from Canon’s support. Blackwater is one of the largest forests in the state, encompassing approximately 213,000 acres. It is one of the most diverse habitats with more than 100 species of plants and animals to be found on a quarter of an acre in the U.S. It is the central piece to the largest remaining contiguous tract of longleaf pine/wiregrass ecosystem in the world. “The Blackwater River State Forest Recovery Campaign is about bringing life back to Northwest Florida,” said Dan lambe, Arbor Day Foundation vice president of programs. “These trees are part of the long and important history of the people and land of this state. We thank Canon for years of generous support of our Nation’s Forests, and remind folks that for just $1 per tree, or about $500 per acre, supporters can make a big difference at any level.” The newly planted trees help provide critical habitat for an array of wildlife including the black bear and river otter. The trees also help bring the endangered red-cockaded woodpecker and Kirtland’s Warbler back from the brink. Other forests in which trees were planted with the continued generous support of Canon contributions since 2009
include Bayfield County Forest in Wisconsin, Manchester State Forest in South Carolina and John Bethea State Forest in Florida. America’s forests are a treasured legacy threatened by insects, disease and devastating wildfires. This year, the Foundation planted nearly five million trees in our nation’s forests through partnerships with the U.S. Forest Service and the National Association of State Foresters, with farreaching impact throughout the country. The generosity of supporters like Canon U.S.A. has made it possible for the Foundation to plant 40 million trees in total through more than 250 projects, recently expanding our work to include a growing number of state forests.

The entertainment Software Association (eSA) and Hispanic Heritage Foundation’s (HHF) leaders on the Fast Track (lOFT) announced Santa Clara, California’s Claudia Flores as a recipient of the eSA lOFT Video Game Innovation Fellowship along with 19 other minority youth from across the country. The 20 eSA lOFT Video Game Innovation Fellows, aged 15 to 25, were awarded grants for creating video games that seek solutions to problems in their communities. Flores, who was born in Honduras and attended Santa Clara University, in Santa Clara, CA developed a game prototype called “Service: Any Hour is the Right Time” with the GamePress platform. As a Fellow, Flores will be a part of the following activities on December 4 in Washington DC.
“At the core of the eSA lOFT Video Game Innovation Fellowship is the belief that using technology for social change or career paths is essential to not only the advancement of minority communities, but America as a nation,” said Jose Antonio Tijerino, president and CeO of HHF. “Through this creative partnership with the eSA, we are engaging youth on their terms, through video games. The link from playing a video game to developing one to computer coding, cybersecurity and other skills gap areas is evident and that’s also what we are trying to leverage through this program. Mia’s idea for a video game demonstrates the impact her creativity and knowledge can have on society.” The Video Game Innovation Fellows, and their games, were selected based on their vision, creativity, and potential impact on their community. On December 4,
the Fellows will present their ideas to influencers and policymakers in Washington, DC after flying in on Southwest Airlines, the official airline of lOFT and HHF. “The eSA lOFT Video Game Innovation Fellowship shows how games are more than a means of entertainment, but also a valuable tool for change in our society,” said Rich Taylor, senior vice president of communications and industry affairs at the eSA. “We are proud to offer this opportunity that will help create real change in minority communities through the unique platform only video games can provide.” The Fellows were selected on their vision, creativity, and potential impact on their community. each of the 20 Fellows will receive a $1,000 grant to further their ideas and will be tracked by the lOFT team to sustain the impact of their effort.
