HEADLINES Uruguay First Country In World to Legalize Marijuana Uruguaya became the first in the world to legally regulate the production, distribution and sale of marijuana for adults. The bill was approved in the House of Representatives in July with 50 out of 96 votes. Uruguay has 120 days to write the regulations before implementing the law. The marijuana legalization proposal was put forward by President José Mujica in June 2012 as part of a comprehensive package aimed at fighting crime and public insecurity. Redwood City to Enter Into Formal Sister City Agreement with Ciudad Guzman, Jalisco, Mexico The City of Redwood City signed a formal “Sister City” agreement with Ciudad Guzman – a city in the state of Jalisco, Mexico that is the native city of a number of Redwood City residents. Redwood City’s decision to form a sister city relationship with Ciudad Guzman was based on a number of criteria including quality of education, access to a Port, level of cultural events, and a population of a sufficient size to maintain the relationship. Ciudad Guzman, located approximately 90 minutes south of Guadalajara, is the educational “magnet” of west Mexico, has a sister relationship with Colima, Mexico. Morgan Hill Library to Expand to Six-Day ServiceBeginning Monday, January 6, the Morgan Hill Library, a Santa Clara County Library District library, will be open six days per week. NELSON MANDELA’s spirit will live on because he built a bridge into the future for his indigenous peoples who were being abused, exploited, and demeaned by the apartheid socioeconmic system. Like all of us, he was a product of his experiences and education. But, in his case, he adopted the path of forgiveness and reconciliation, rather than retribution. Though he was personally angry for being imprisoned 27 years. During his imprisonment he trained, oriented, and motivated his fellow prisoners. While his body was imprisoned, the spirit of rightious purpose was never imprisoned. Shortly after being released from prison, as the acknowledged leader of his people, he began his journey towards becoming the ‘founding father’ of South Africa. For years to come many residents of South Africa will enjoy the benefits of the 1996 Constitution of South Africa. You are encouraged read it and learn how it is so similar to the U. S. Constitution. Its Bill of Rights’ is more explicit in dealing with racism, bigotry, and prejudice. Mandela rose above all that oppresive torture to preside over the negotiations which led to writing down in great detail the values upon which the new society of South Africa was founded, and how the new goverment would be an instrument which exercised governance ‘of the people, by the people, and for the people’. Americans would do well to read the

Nelson Mandela, as the first indigenous Black President of the Republic of South Africa, encouraged his followers to learn to communicate in the Afrikan language so as to understand their enemy. And then rather than retribution, he led his followers through to the light of day where understanding, compassion, and forgiveness was practiced. Today’s U.S. Congressional leaders would do well to ponder the irony that the United States of America has a black President, elected by the people twice, who, as Chief of State, represented American at Mandela’s memorial service on Tuesday, December 10th with meaningful thoughts relating to the loss of a great leader in today’s world. As the first orator, he set the tone. He shook hands with the Cuban Chief of State, Raul Castro. Do read that Constitution of the Republic of South Africa. There is one phrase in the preamble that caught my attention: “We, the people of South Aftica recognize the injustices of our past; (We) honor those who suffered for justice and freedom in our land; (We) respect those who have worked to build and develop our country; and WE BELIEVE THAT SOUTH AFRICA BELONGS TO ALL WHO LIVE IN IT, UNITED IN OUR DIVERSITY. We therefore, through our freely elected representatives, adopt this Constitution as the supreme law of the Republic so as to: *Heal the divisions of the past and establish a society based

on democratic values, social justice, and fundamental human right; *Lay the foundation for a democratic and open society in which government is based on the will of the people and every citizen is equally protected by the law; *Improve the quality of life of all citizen and free the potential of each person, and;*Build a united and democratic South Africa able to take its rightful place as a sovereign state in the family of nations. May God protect our people.” Their ‘Bill of Rights’ is specifie in that ‘The Bill of Rights applies to all law and binds the legislature, the executive, and the judiciary and all organs of the State.” Note that in America today the debate about ‘State’s Rights: and Federal perquisites still goes on. But the phrase “(We) believe that South Africa belongs to all who live in it; united in our diversity” is a phrase which the top 1% would dispute, despite the reality that the capitalism being practiced today in America is slowly strangling its middle class creativity, consumrism, and productivity. The American ultra-wealthy are not wiling to think that their ‘ownership’ of great wealth needs to be transformed by responsible humane stewardship. Their corporate executives are focused making large profits even when it requires the relocation of manufacturing jobs offshore. A new equilibrium in capitalism which considers ALL of US is required. That may happen in South Africa, because Nelson Mandela wrote the words which made ALL of their residents owners of all resources. The difference made by one ethical, moral and righteous person is reflected in South Africa’s constitution!

El año en el que no pasó nada Luisa Fernanda Montero LA RED HISPANA Falta ya muy poco para cerrar el 2013 y lo único claro en términos de inmigración es que este será otro año que termina sin que haya una luz para las miles de personas que viven y trabajan en Estados Unidos y que carecen de un estatus legal. Este, que para tantos fue el año de la esperanza, pasará a la historia como otro año en el que no pasó nada. En el que a pesar de los esfuerzos de los activistas que se manifestaron de tantas formas miles de personas continúan siendo relegadas en sus derechos y en su dignidad y miles de familias continúan viviendo los muchos dolores de la separación forzada. Este 2013 será recordado como el año en el que muchos poderosos salieron a hablar y a decir que la reforma es necesaria y justa, pero pocos hicieron algo para conseguirla. Árboles de navidad y chimeneas estarán seguramente llenos de regalos, pero muchos niños no podrán disfrutar de la compañía de sus padres. Sin embargo, a

las mesas del país y el mundo seguirán llegando las frutas y las legumbres cultivadas por manos inmigrantes. Y mientras la reforma sigue estancada en la Cámara de Representantes, frente al Capitolio en Washington, hombres y mujeres comprometidos con la causa se someten al suplicio del hambre poniendo en riesgo su salud y sacrificando su bienestar. Pero no nos hagamos ilusiones, el desierto está lleno de esqueletos. La inoperancia de las autoridades estadounidenses para regular sus leyes avala el tráfico humano y alimenta la codicia de que quienes se benefician mercadeando impunemente con los sueños de aquellos que no tienen alternativas. Los señores de la Cámara celebrarán su blanca navidad, mientras cientos de familias centroamericanas ignoran el paradero de sus seres queridos que un día se marcharon en busca de un mundo mejor. El caos seguirá siendo la norma en el país de las leyes. Pero, ¿quienes ganan? ¿Quiénes se benefician con la

ausencia de una reforma migratoria? ¿Qué hay más allá de la inoperancia y la ineptitud de aquellos llamados a legislar? Siempre gana alguien. Qué pueden decir, por ejemplo, los empresarios que ignoran las leyes laborales y abusan de los inmigrantes pagando salarios de hambre u obligándolos a vivir en condiciones degradantes. Como dirían los detectives, siempre hay que seguir el dinero. Lamentablemente los ideales de justicia y los fundamentos morales y éticos que deben guiar a las sociedades pasan a mejor vida con frecuencia gracias a las motivaciones políticas y económicas que mueven conciencias con mucha más facilidad de lo que sospechamos. En el 2013, realmente no pasó nada. Continúan las deportaciones, las familias siguen separadas, los legisladores siguen esquivando sus deberes, los traficantes siguen aprovechando el caos, los inmigrantes siguen muriendo en el desierto… ¿qué pasará en el 2014?

Figone appointed Esquivel as acting chief following the retirement of former Chief Chris Moore in January 2013. Figone announced her intention to appointm him as the next chief in November. Under the San José City Charter, the City Manager appoints all department directors, including the police chief, subject to ratification by the City Council. “As acting chief, Larry has demonstrated effective leadership during a very difficult period for the police department,” said Figone. “Along with his command staff, he has made significant progress to strengthen relation-

ships both inside and outside the department. I have full confidence that he will continue to be an excellent chief for all of San José. “I appreciate both his willingness to step in as our acting chief at a critical moment in January, and more important, his desire to continue to share his talents, experience and knowledge as our next chief. We’re very fortunate to have him.” Esquivel started as a San José patrol officer in 1986, and over his career he has served in a broad range of police functions including the department’s tactical unit, investigations, field training, narcotics, internal affairs, and administration. He was promoted to sergeant in 1997, became lieutenant in 2005, captain in 2010, and deputy chief in 2012. “I am both proud to wear this uniform and deeply honored to continue this opportunity of leading the de-

partment that I have served for almost 28 years,” said Esquivel. “Despite the serious challenges caused by limited resources and reduced staffing levels, we have great people doing outstanding work every day for San José. I will continue to work in collaboration with our entire team and community to make this department and our community better.” A native and current resident of San José, Esquivel received his bachelor’s degree in criminal justice administration from San José State University. Esquivel will start immediately in his new position, and his annual salary will be $203,000. The San José Police Department has a budget of approximately $309 million and a total of 1583 authorized positions, including 1109 sworn officer positions.

1. In medium bowl, mix dried cranberries, apricots, orange peel and bourbon. Let stand at room temperature 1 hour or overnight. 2. Heat oven to 350°F (325°F for dark or nonstick pan). Generously grease bottom and sides of two 8-inch round cake pans with shortening. Line bottom of each pan with cooking parchment paper. Grease parchment paper with shortening. 3.Line bottom and side of each pan with overlapping apple slices, cutting slices as necessary to line side of each pan. 4. In large bowl, beat cake mix, water, ground almonds, oil and eggs with electric mixer on low speed until moistened, then on medium speed 2 minutes, scraping bowl occasionally. Stir in soaked dried fruit and ginger. Gently pour into pans over apple slices. 5. Bake 40 to 45 minutes or until toothpick inserted in center comes out clean. Immediately turn pans upside down to release cakes onto cooling racks. 6. In small microwavable bowl, microwave apple jelly uncovered on High 15 to 30 seconds, stirring every 15 seconds, until hot. Brush over apples on top and side of each cake to make shiny. Cool completely, about 1 hour. 7. Meanwhile, in medium bowl, beat mascarpone cheese, whipping cream and sugar with electric mixer on high speed until stiff peaks form. On serving plate, place one cake, apple side up. Top with whipped cream mixture. Gently place remaining cake layer on top of cream, apple side up. Garnish with fresh cranberries and orange slices. Cut into slices with serrated knife. Cover and refrigerate any remaining cake.

Los Angeles CALIFORNIA Hispanic Scholarship Fund anunció hoy día y con efectividad inmediata que los estudiantes con el estatus de Acción Diferida para los Llegados durante su Infancia (DACA por sus siglas en inglés) tengan el derecho a solicitar una Beca General de HSF en www.HSF.net. La fecha límite para solicitar dicha beca es el 15 de diciembre del 2013.    De acuerdo con el memorándum elaborado por el Fondo México Americano para la Defensa Legal y la Educación (MALDEF por sus siglas en inglés), el Servicio de Ciudadanía e Inmigración de Estados Unidos (USCIS por sus siglas en inglés) ha confirmado que los beneficiaros del estatus de DACA – así como en el caso de cualquier otro beneficiario de la acción diferida – se encuentran “autorizados por el Departamento de Seguridad Nacional (DHS por sus siglas en inglés) a permanecer en los Estados Unidos y que, por lo tanto, son considerados por DHS al residir legalmente mientras que el periodo de acción diferida se encuentre en efecto.”    De acuerdo con USCIS, el propósito de DACA es permitir que los jóvenes salgan de las sombras para asistirles a dejar atrás el miedo a ser deportados y permitirles a

Jason Alderman Practical Money Año tras año, el Congreso continúa posponiendo la reforma del impuesto a las ganancias y los contribuyentes siguen lidiando con un método arcaico y extremadamente complicado que no satisface a nadie, salvo por los contadores especialistas en impuestos, que cobrar por hora. El principal ejemplo es el tan temido impuesto mínimo alternativo (AMT, por sus siglas en inglés). Sancionado en 1969 para cubrir los agujeros que permitían a los contribuyentes adinerados evitar el pago del impuesto a las ganancias, el AMT ha sido tan manoseado con los años que ahora millones de contribuyentes de medianos ingresos también quedaron atrapados. Históricamente, el mayor problema ha sido que, mientras que las categorías fiscales regulares, las exenciones y las deducciones estándar se ajustaban anualmente según la inflación, las que se utilizaban para calcular el AMT no. Algunos años, el Congreso aprobó “parches” por única vez aplicables al monto de las exenciones de ingresos del AMT para que menos personas tuvieran que pagarlo –generalmente a último momento. La Ley de Reparación Contributiva de 2012 (Tax Payer Relief Act) finalmente instauró el parche de la inflación como disposición permanente. Muchas personas no se enteran de que deben pagar el AMT hasta que reciben una carta del IRS comunicándoles que deben el impuesto adicional, más los intereses y las penalidades. Por eso, es conveniente saber cómo funciona el AMT: Todos los años, los contribuyentes deben determinar si les corresponde o no pagar

el AMT. El Asistente de AMT del IRS, en www.irs.gov, puede ayudarlo a calcular rápidamente si puede tener que pagar el AMT o no. Si usted es un posible candidato, debe completar el Formulario 6251 del IRS junto con su declaración fiscal habitual. En líneas generales, la diferencia entre lo que debe pagar por sus impuestos habituales y el monto del AMT se suma a su declaración como impuesto adicional. Los contribuyentes de menores ingresos no suelen tener que pagar el AMT, pero las personas de medianos ingresos con deducciones mayores a las promedio o con ciertas otras circunstancias fiscales, a veces quedan incluidos en este pago. He aquí el motivo: Al calcular sus impuestos habituales, usted resta los créditos y deducciones permitidas de sus ingresos brutos para saber cuánto debe pagar de impuestos. Pero, al calcular el AMT, muchas de las deducciones y exenciones habituales se ajustan hacia abajo o directamente se eliminan, lo cual genera un ingreso imponible mayor.

Las deducciones no permitidas para el cálculo del AMT son: • Exenciones personales propias, para su cónyuge y dependientes. • La deducción estándar (la que reclaman todos los que no presentan deducciones detalladas). • El impuesto a las ganancias, ventas y propiedades, tanto estatal como local. • Deducciones detalladas varias. • Intereses sobre segundas hipotecas; pero sí se pueden deducir los intereses sobre la primera. • (Nota: La deducción de gastos médicos/odontológi-

cos es más limitada que para el impuesto a las ganancias regular). Otras de las cosas que pueden disparar el AMT son: ejercer grandes opciones de compra de acciones (a menos que venda las acciones ese mismo año), y las grandes ganancias de capital a largo plazo. Por lo general, el AMT no es disparado por una sola cosa sino por la combinación correcta de factores –por ejemplo, si usted paga impuestos locales y estatales altos, reclama muchas exenciones personales para sus dependientes y tiene grandes deducciones detalladas. Volviendo al Formulario 6251: Se le pedirá que realice una serie de cálculos para determinar su ingreso de AMT. De ese monto, debe restar la exención de AMT. Para 2013, los montos de estas exenciones son:

• $51.900 para los que presentan la declaración como personas solteras o jefas de hogar • $80.800 para los matrimonios que presentan la declaración en forma conjunta • $40.400 para los matrimonios que presentan la declaración en forma separada Después de hacer varios otros cálculos, finalmente sabrá si tiene que pagar el AMT y cuánto debe pagar. Muchas personas contratan a un profesional para que las ayude. Alternativamente, la mayoría del software de preparación fiscal también calcula el AMT. SACRAMENTO State Controller John Chiang today released his monthly report covering California’s cash balance, receipts and disbursements in November 2013. Revenues for the month totaled $6.0 billion, missing estimates in the state budget by $375.6 million, or 5.9 percent. This was caused, in large part, by timing issues associated with the Thanksgiving holiday and the “Black Friday” weekend occurring at the end of November. That resulted in $440 million of sales tax revenue from November sales not being collected and recorded until the first few days of December.   Even without this $440 million, revenues collected during the first five months of the fiscal year totaled $31.4 billion, beating year-to-date estimates by $228.1 million. State spending for same period was down $126.3 million from estimates.   “Revenue collections through the first five months of this fiscal year provide us with millions of reasons to be cautiously optimistic about California’s near-term fiscal outlook,” said Chiang. “However, unless we remain disciplined with our spending and pay down the billions of debt accrued during the Great Recession, even a modest swing in our economy could return us to deficit budgets.”   Sales tax receipts were significantly impacted by timing issues at the end of the month. November collections appeared down $398.3 million (13.3 percent), but that was caused by $440 million in late deposits that were credited to December.   The State did see a jump in corporate tax refunds in November, pushing the balance for corporate receipts down to -$138.6 million (A

negative number for any tax program indicates that tax refunds exceeded tax receipts for that month). Personal income taxes for November came in $8.9 million below (0.3 percent) estimates. While personal income tax collections exceeded projections, they were more than offset by higher-than-antic-

ipated refunds.  The State ended the month with a General Fund cash deficit of $19.6 billion, which was covered with both internal and external borrowing. That figure was down from last year, when the State faced a cash deficit of $24.9 billion at the end of November 2012.

Each year thousands of people enjoy the warm glow of multicolored lights hung on trees in front of houses in Willow Glen. Usually cut trees from the Northwest are trucked in. This Decem-

ber, however, residents of the 1000 block of Camino Pablo, near Glen Eyrie, will use locally grown potted trees. After the holiday season, trees will be planted in parks and schools, so current and future generations can enjoy them. “One generation plants a tree; the next sits in its shade,” said Humberto Chacon, Willow Glen resident who worked with Our City Forest to provide neighbors with living Christmas trees. In an interview he also noted “if urban forests are tended with care, future generations

will benefit from a green oasis and enjoy improved air & water quality, a habitat for wildlife, energy savings, and an enhanced sense of community”. México (NOTIMEx) Los cantantes Emmanuel y Mijares adelantaron el regalo de Navidad a todos sus fans, con un exitoso concierto denominado “Two’r Amigos”, que ofrecieron en el Auditorio Nacional y en el que sorprendieron al interpretar algunos villancicos. El “show” inició con “Bella señora” y “Bella”, temas con los que el dueto presumió en constantes ocasiones algunos pasos de baile, mientras portaban lentes oscuros. “Llevamos muchos ‘shows’ aquí y éste es el último de este año; ya llevamos 14 ‘shows’ aquí y esto es gracias a ustedes, así que el aplauso más fuerte que queremos esta noche con mucho corazón y mucha fuerza es para todos ustedes, gracias. “Ya abrieron el año que viene el día 23 de enero y en febrero el 18 y 19 para festejar el día de los novios y ahí seguiremos si ustedes nos siguen apoyando”, expresó Emmanuel a sus miles de fa-

náticos. Por su parte Mijares comentó que “es básicamente lo que hacemos nosotros los artistas, está padre que ustedes la pasen bien en un ‘show’, con un disco, que salgan contentos, que bailen.
