Without this change, the City would have been required to undertake an expensive upgrade of its outdated billing software system. How many times do I have to tell you to vote? During 2014 Congressional elections will happen giving you an opportunity to change the makeup of the U.S. Congress with your vote. Why is that important? Changing the makeup of Congress is required if the current legislative ideological gridlock is to be broken or mitigated. Democracy is being destroyed by ultra-conservative ideologues and the influence paid for by the very wealthy. Recent psychological research reveals that ‘social closeness’ is essential to having compassion, empathy, and sympathy for those who are poor, destitude or disadvantaged. Why is this important? Simply because to become an elected official these days requires having enough personal wealth to enable being a candidate. As an outcome, many members of Congress, both the House and the Senate, are wealthy. Their personal lifestyle is such that they no longer interact with those who have low incomes or social status. A ‘social distance’ grows resulting in an individual wealthy member of congress who can no longer imagine what it is like to be unemployed, disadvantaged, poor or stuggling. These days groups exist who are thought of being ‘less than’; beneath me’ or ‘very needy’. Hispanics, if they are honest with themselves, can think of times when a person of influence, wealth or power gave “the cold shoulder” as if you did not exist. In fact, the English language has metaphors such as ‘giving some-
Today, the American domestic economy contains about 400 families who ‘own’ some 80% of tne national wealth. And present economic practices result from policies adopted by both Democratic and Republican administrations since 1975. Federal taxes have been avoided by those who could afford professional income tax experts who used every loophole on hehalf of clients. Individuals having less means pay required taxes due based on their personal income. As an example, imagine some 158 millon middle class persons paying just $2,000 to the IRS. That multiplies out to $316 billion. In addition to these IRS tax revenues, these same folks pay sales taxes, gasoline taxes, national park entry fees, license fees, etc. And, they end up with little influence except for the basic power of their vote…..if they register to vote and vote in their own interests. It is this ‘grass- root political power’ which must be organized and used now to change current public policy which uses taxes to redistribute income. The ultra-wealthy must pay their fair share of income taxes. According to several economists, if today’s wealthy had paid their fair share of taxes since 2000, there would be no national deficit. One non- violent way to change the makeup of the U.S. Congress is to begin to track voting behavior. Those who do not act on behalf of the public good must not be re-elected. The Koch bothers have influenced many elections and legislation by strategic placement of their money. Recently, they funded some $400
million to discourage implementation of the Affordable Care Act (Obamacare). And all corporations were politically empowered by recent U.S. Supreme Court rulings, which defined corporations as “persons who could talk with their money” and by radically modifing the 1964 Voting Rights Law. The outcomes are dismissive behavior by those elected members of Congress who are already wealthy and who cannot imagine the human suffering caused by their recent actions. These actions cut funding for food stamps, Women-Infants and Children’s Program (WIC), and Veteran’s Administration staffing. These are but three examples where ‘social distance’ has impacted compassionate stewardship ideals. The social distances result in easy dismissal by our elected officials. Maybe this explains why they can continue to support loopholes which benefit the wealthy while insisting that medicare, food stamps, low interest student loans, WIC programs, Veteran Programs, etc. be cut back to balance the budget or help reduce the national deficit. One societal behavior must begin to happen: The citizens must vote in numbers which offset those votes influenced by the wealthy. President Obama, Mike Honda, and Zoe Lofgren may be ‘well off’ today. However, they started off as ordinary folks raised in local communities. During the coming 2014 elections, voters must become well informed enough to replace the extreme ideologues with elected officials who started in a middle class community. This can happen without violence only with your personal vote next year. Your societal behavior does impact governance.

Pero también es justo decir que muchas veces no arreglamos las cosas y solo quedan sentimientos de incomodidad. Hago el intento de dar sentido a todo, y me es más fácil decir cosas sin chiste que tener una conversación. Voy a ser honesta y contarles que me fascina Twitter sin embargo las otras redes sociales como Facebook no me interesa. Las veces que visito el sitio solo veo cosas tontas. También entiendo que son espacios exactamente para eso así que no le doy tanta importancia.
Para hacer mi vida más interesante no tengo cable y nuestro televisor solo recibe cinco canales, pero mi amigo que es tan amable conmigo me prestó algunos de sus programas ya grabados. Una noche yo estaba en mi cueva mirando Pretty Little Liars y una frase de un personaje me hizo pensar. Un personaje le decía a otro que considerara tener una conversación cara a cara en vez de imaginar tenerla y argumentar y inventar parte de los hechos. Eso se aplica a muchas situaciones. Es muy fácil pasar por alto un problema y no querer hablar de ello. Porque le permite admitir que cuando usted está enojado, usted no tiene tiempo para pensar con claridad. Es mejor que te calmes y luego hablas con la persona con la que estás enfadada. No es que yo quiera sonar algo que no soy pero me considero una persona muy agradable. Se me hace difícil decir que no y al final me doy cuenta de que debo utilizar la palabra más frecuente. Yo

espero que la gente entienda que a veces pasan cosas que están fuera de mi control y no puedo cumplir con mi palabra, pero no por falta de intentos. Para ser honesta, estoy un poco molesta con la gente que dice cosas negativas sin antes hablar conmigo. Quiero decir que si actuó de alguna manera tengo una razón. No asumas lo peor sin preguntar. Dame el beneficio de la duda. Tengo dificultades para comprender por qué las personas se permiten decir cosas desconsideradas cuando están alterados. ¿Qué tal las cosas buenas? Algunas personas necesitan saber que están haciendo un trabajo increíble. No estoy diciendo que la gente tiene que escucharlo a diario, pero de vez en cuando es bueno. San Jose CALIFORNIA After an extensive nationwide search and thorough, ten-month recruitment process, a selection committee comprised of five VTA Board members presented their recommendation to the full Board at its regularly scheduled meeting on Thursday, October 3, 2013. The Santa Clara Valley Transportation Authority (VTA) Board of Directors has appointed Ms. Nuria I. Fernandez as the next General Manager for VTA. Fernandez has an extensive and impressive career in the public transportation industry, most recently serving as the Chief Operating Officer for the New York Metropolitan Transportation Authority (MTA) where she is responsible for the overall security of the MTA system, development of its capital and environmental sustainability programs, federal and

state government affairs, and management oversight of the five operating agencies and its capital construction. “When General Manager Michael Burns announced his retirement late last year, we knew we were going to have a significant challenge to find his successor,” said Joe Pirzynski, VTA Board Chair. “The primary concern in our search was to find a candidate possessing the qualities that would continue the forward progress that VTA experienced in the eight plus years Michael dedicated to the organization. We have concluded our search and are very pleased with our selection of Nuria Fernandez. She is an individual who possesses the personal and professional characteristics that we know will move VTA forward. 30 years of experience in the transportation field and a professional career that includes, planning, design and construction of mass transit
systems, airport operations and policy development of federal transportation programs. Her accomplishments include managing the opera-

Nuria joins VTA at a time when the agency is making important strides to advance its capital program and enhance transit service to build upon growing ridership. Construction on the first 10-mile phase of the BART Silicon Valley Project is making great progress; the first bus rapid transit line in the Bay Area will break ground early next year; and plans to speed up light rail trains and improve frequency in preparation for BART and the new Levi’s Stadium in Santa Clara are well underway. Fernandez’ official start date is early December 2013.

Santa Clara County CALIFORNIA The County of Santa Clara Board of Supervisors passed a resolution (3-0, 2 abstained – Simitian, Wasserman) calling on the State to find a solution to completing the City of Santa Clara’s Northside Library, including exempting the library from the redevelopment dissolution process that would allow redevelopment funds to be used to finish building the library. “We have to consider multiple options to solving this problem, and modifying State law to allow the Northside Library to be exempt from the RDA dissolution process is one possible option,” said President Ken Yeager, District 4. “The City of Santa Clara and tax payers have spent $13 million to build the library so far. ABx1 26 dissolved all California redevelopment agencies (RDAs) effective October 1, 2011. This legislation prevented RDAs from engaging in new activities, effective June 28, 2011, and outlined a process for winding down the RDA’s financial affairs. It also set forth a process for distributing funds from the former RDAs to other local taxing entities. On December 29, 2011, the California Supreme Court upheld the constitutionality of ABX1 26. As a result, approximately 400 RDAs
were dissolved on February 1, 2012, with the assets and liabilities transferred to Successor Agencies and Successor Housing Agencies pursuant to ABx1 26. The City of Santa Clara initially planned to fund the construction of a Northside Library with funds from its former redevelopment agency (RDA). On January 31, 2012, the City entered into an agreement with the Santa Clara City Library Foundation and Friends for the Foundation to build the library. It would also serve residents in the adjacent cities of San Jose and Sunnyvale. While voting to support the action, Supervisor Dave Cortese requested that if a solution is found locally, the County should then withdraw its request for a legislative solution at the State level.

But while physical and sexual abuse may be the most commonly recognized forms of domestic violence, emotional abuse can be just as destructive. It occurs when someone is continually criticized or insulted, isn’t trusted, is monitored regarding friends or travel, or is prevented from working. The victim might have no control of money, must ask permission for everything and is constantly humiliated. Recognizing when you are in an abusive relationship is but a first step in dealing with the problem. While there’s almost never an easy way to make things better, there are trained people and organizations ready to help. Many towns now have a domestic violence center with people you can talk to about getting assistance and shelter. To locate one in your area, or to find out what other help is available, call the National Domestic Violence Hotline at 1-800-799-SAFE (7233).

2½ quarts popped popcorn 6 tablespoons butter or margarine 3 cups mini marshmallows 4 tablespoons lime gelatin powder Red gum balls, candy corn, flat green candy strips (or fruit leather), green sugar sprinkles Place popcorn in a large bowl; set aside. Melt butter over medium heat in a medium saucepan. Stir marshmallows into butter until melted. Stir in gelatin powder until evenly colored. Pour over popcorn and stir until evenly coated. With buttered hands, shape popcorn into 7 oval shapes. Flatten one oval shape slightly and squeeze one end to form a “skull” shape. Place onto parchment-lined baking sheet. Repeat with remaining shapes. To decorate: Press two gum balls into each skull to form “eyes.” Press candy corn into skull to form “teeth.” Use scissors to trim candy strips and press into top for “hair.” Sprinkle with sugar sprinkles. Allow “zombies” to set for about 20 minutes before wrapping individually in plastic wrap (or serve immediately). Union Bank is creating positive change in our communities with its new Union Bank Access Account. The County of Santa Clara will be able to keep $1 million in funds for programs focused on serving runaway or homeless youth, thanks to a bill authored by State Senator Jim Beall and signed into law this week by Governor Jerry Brown. “This money will support organizations dedicated to keeping some of the most vulnerable youth in our community safe and housed,” said President Ken Yeager, Santa Clara County Board of Supervisors. In 1990, the County applied for and received $1 million grant to help fund a new Children’s Shelter. The funds were available from Proposition 86, which was approved by the voters in 1988. Proposition 86 authorized a $500 million bond issue to provide funds for the construction of county adult and juvenile correctional facilities. The measure also allocated funds to youth centers and shelters. However, on January 29, 2013, the Children’s Shelter was sold and under the terms of the State funding agreement, the County was required to repay the state grant upon sale. The Governor’s signature of SB 347 lifts that requirement and allows any county closing a children’s shelter that received Proposition 86 funding to redirect that funding to local runaways and homeless youth shelters. SB347 was sponsored by the County of Santa Clara and supported by the Housing Trust of Santa Clara, the California Alliance of Child and Family Services, the Bill Wilson Center, California Coalition for Youth, California Council of Community Mental Health Agencies.

Traven. La obra original, dirigida por Elisa Alvarado abrió el 10 de
octubre en el Teatro de la Plaza de la Herencia Mexicana de la Escuela de Arte y Cultura y tendrá su última sesión el 20 de octubre de 2013. ‘Macario” es originalmente una novela escrita en los 40s por el autor alemán Traven, quien se dirigió a México en la década de 1920s. Se fue porque estaba siendo motivo
de persecución por el activismo político. “Es una historia en conjunto antes de la independencia de México y en el momento en que había un sistema de castas muy rígido, donde los indígenas fueron tratados muy mal, la Inquisición estaba en plena vigencia”, dijo la directora de Alvarado, de Teatro Visión. “Había catego-
rías raciales y diferentes leyes para esos grupos, un montón de racismo en nuestra comunidad “ El escritor extranjero estaba muy impresionado y entusiasmado con los cambios que estaba presenciando en México . Traven, se encargó de hacer una investigación y comenzó a escribir historias sobre las condiciones de los pueblos indígenas. “Macario” es una de esas historias, donde tres espíritus se acercan al trabajador cuando se enfrenta a la oportunidad de tener un pavo entero para comer.

“Fue un momento muy emocionante. La Revolución Mexicana terminó y se está instituyendo todo tipo de reformas, como el sistema de educación pública”, dijo Alvarado. “A pesar de que hubo reformas muy positivas que se están implementando, la difícil situación de los pueblos indígenas no estaba cambiando” La versión de “Macario” de la compañía de teatro chicano es una adaptación de la novela y la película. Una película estrenada en 1960 con la ayuda de Emilio Carballido, uno de los dramaturgos
más importantes de México. Fue nominado a un Oscar, la primera vez que una cinta de México fuera nominada como mejor película extranjera. Sin embargo, cuando Alvarado y el co-director Rodrigo García concibieron la idea de una obra, no se trataba simplemente de un deseo de originalidad. Consideran a”Macario” una parte muy importante del legado literario y cultural en México . Para obtener los derechos, hubo innumerables viajes al sur de la frontera, investigación, y conversaciones que tuvieron. Alvarado estaba insegura sobre con quién hablar, pero finalmente consiguió el permiso de los descendientes del autor. Después de recibir la solicitud de la familia a trabajar en estrecha colaboración con la novela, Teatro Visión colaboró con la dramaturgo Evelina Fernández, el compositor Russell Rodríguez y la coreógrafa María De La Rosa. En el verano de 2012 , Alvarado sufrió un aneurisma. El proyecto se pospuso por un año entero. Ella dijo que se encontraba bien y se considera afortunada. A celebration of our community and Day of the Dead Cinthia Rodriguez EL OBSERVADOR After a decade of dedication and perseverance Teatro Visión has the privilege of presenting the world premier of “Macario,” a bilingual theatrical adaptation of the B. Traven novel. The original play, directed by Elisa Alvarado opened October 10 at the Mexican Heritage Plaza Theater at the School of Arts and Culture. “Macario” is originally a novel written in the 1940’s by German author Traven, who made his way to Mexico in the 1920’s. He left Germany because he was being persecuted for political activism. “It’s a story set in pre-independence Mexico and at the time there was a very rigid cast system, where indigenous people were treated very badly. The inquisition was in full force,” said director Alvarado of Teatro Visión. “There were racial categories and different laws for those groups, a lot of racism in our community.” The foreign writer was very impressed and enthusiastic about the changes he was witnessing in Mexico. Traven took it upon himself to do research and began to write stories about the conditions of the indigenous people. “Macario” is one of those stories, where three spirits approach the workingman when faced with the chance to having an entire turkey to eat. “It was a very exciting time. The Mexican revolution ended and all kinds of reform were being instituted, like the public education system,” said Alvarado. ”Even though there were very positive reforms being implemented, the plight of indigenous people was not changing.” The Chicano theater company’s version of “Macario”

has been adapted from the novel and the film. A film was released in 1960 with the help of Emilio Carballido, one of Mexico’s leading playwrights. It was nominated for an Oscar, Mexico’s first time being nominated for best foreign film. Still, when Alvarado and co-director Rodrigo Garcia conceived the idea of a play, it wasn’t simply out of a desire for originality. They consider “Macario” very much part of the literary and cultural legacy in Mexico. To get the rights, there were countless trips south of the border, research, and conversations to be had. Alvarado was uncertain with whom to speak, but eventually got permission from the author’s descendant. After getting the request from the family to work closely to the novel, Teatro Visión collaborated with playwright Evelina Fernández, composer Russell Rodríguez, and choreographer María De La Rosa. They developed an outline and concept. They explored it through improv and discussion.
”It’s definitely relevant to the existence of hunger in this valley, one of the wealthiest regions in the nation,” said Alvarado. “Yet there is much hunger in our community, particularly in immigrant communities.” In the summer of 2012, Alvarado suffered an aneurism. The project was postponed for a whole year. She stated she was fine and considered herself lucky. In a way they had to start over in the production part. They had to recast. The current cast includes five children and community members. So the cast is a mixture of experienced actors and people that have taken their theater class. Rehearsals started August 5. The play has a lot of music and dance. ”It’s a not-to-be-missed production for the whole family, all ages,” said Alvarado.

The Quinteto Latino/Latin American Chamber Music Festival/Festival de Música de Cámara Latinoamericana will make its debut from October 15-19, 2013, with music representing Mexico, Puerto Rico, Brazil, Venezuela, and other countries. The Festival, held at various venues in San Jose and San Francisco, will include six concerts featuring popular wind ensemble ,Quinteto Latino, in performance with professional musicians from throughout the Bay Area, the United States and Latin America,

The vision for this first-ever Festival of its kind in the U.S. comes from what event producer, Armando Castellano, Quinteto Latino musician/ founder and music educator, sees as a pressing need to diversify the traditional chamber music landscape rooted almost exclusively in a Western European repertoire. “We want the QL Festival to be a catalyst for
change that brings Latino chamber music center stage and shows the richness of the many contributions from Latino culture to the genre,” said Castellano. Captain Phillips is a multi-layered examination of the 2009 hijacking of the U.S. container ship Maersk Alabama by a crew of Somali pirates.
