COMMODORE’S REPORT It has become apparent that Hillarys Yacht Club
is overdue for a profound and transformational change. Heeding the necessity for such change is a fundamental part of our Club ethos and values. At this time, the redefinition of our aspirations, expectations and behavioural standards is paramount. Without doing so, our Club practices, strategies and governance are nothing more than written documents and spoken words. I am not simply referring to doing new things, but instead building our overall capacity to do things in a new way. In turn, this will build our resilience and embed checks and balances that have previously been set aside for the sake of expediency.
that a criminal offence occurred, there is sufficient content to indicate that on the balance of probability, these matters have occurred. It is of the opinion of the Management Committee that we will not be proceeding with civil action at this point in time and a detailed report will be completed outlining all the identified matters that have arisen. As with most Clubs and organisations, the rumour mill is alive and well. This report has been open and frank so as to dismiss many circulating rumours. These rumours are unfounded or have been stretched beyond what is factual to the point of fiction.
Since 28 February 2020 my focus has been inward, undertaking reviews and investigations into Club governance. Only recently have I been able to focus my attention outwards and begin developing a road map to recovery.
The impact of the COVID-19 pandemic on our Club means that we need to undergo profound transformational changes if we are to rise like a phoenix from the ashes and focus on Members First.
Without malice and aforethought, some of my investigations uncovered practices that may be acceptable in a private business, but when applied to a ‘not for profit’ organisation are inappropriate and create an opportunity for corrupt or criminal behaviour. Any form of inappropriate or criminal behaviour will not be tolerated and will result in either HYC Protocol Hearings or criminal charges being pursued. We must all take a stance against this form of behaviour, which serves no purpose but to satisfy the greed of a few individuals, potentially resulting in irreparable damage to our brand.
On 23 March 2020 with very little notice, all licenced venues in Western Australia were forced to close. It was not until 18 May 2020 that we saw the first soft reopening of the Club, but with a significant reduction in our ability to offer a full scope of services to members. If not for the innovation of your team and the implementation of the 7 days-a-week takeaway service, the ability of our staff to remain focused and take part in the transformational change would have been far more difficult.
This has been a long overdue wakeup call, brought to the forefront through the persistence of a few. A cover has now been lifted, revealing a continual and sustained form of unaccountable behaviour which, if left to continue, would have resulted in irreparable damage.
I personally would like to thank all the Flag Officers, staff, volunteers, live aboards and members who went above and beyond during these unprecedented and difficult times. Your eagerness and toughness was an inspiration and continues to make HYC a better and more transparent Club. I look forward to sitting down and having a refreshment or two with you in the not too distant future.
The significant impost on the Club to manage a fuel facility together with the inability to convince the Department of Transport to extend our pen capacity has resulted in the Management Committee supporting the handing back of the Hillarys Fuel Facility. We are currently managing the notice clause in collaboration with the Lessor.
A special mention must go to Graham Townsend and his men who spent the entire week at HYC doing several months of work which included repairs, gardening, painting and general work that would have taken the club months to complete. Graham a special thank-you to you and your staff for your enthusiasm and professionalism in undertaking such a mammoth task!
After several months of investigating Club processes, protocols and procedures, I was able to establish and show that since March 2018 a significant amount of fuel has been stolen from HYC. Unfortunately, records prior to this date were destroyed or irretrievable. In May 2020, it culminated with a staff member being arrested and charged with Stealing as a Servant by the Serious Fraud Squad. The staff member has since made good the restitution and appeared in Court to have the matter dealt with. Several other matters have also been identified and while there is insufficient evidence to prove beyond a reasonable doubt 4 Compass March 2020 - Hillarys Yacht Club Inc

At this time you must be seated when in the restaurant. We are currently operating from the Marina Room from Friday through Monday. The Marina Room Restaurant is the only part of the Club members are permitted to attend. Dinner will be served each night with lunch available on Friday-Saturday-Sunday and our breakfast on Sunday. It is still important that you continue to practice social distancing and good hygiene, especially members and guests from different households. During this time HYC has implemented a “No Cash” policy and will only accept credit cards or Member Cards.

This is a continually changing situation and your health and well-being is our number one priority. There may also be a limited selection of alcoholic drinks at times due to increased demands on our suppliers. Our chefs are now focusing on providing as much locally sourced, fresh produce as possible, so while it may take a few moments longer to prepare your meal I am sure that you will be rewarded. SPECIAL BIRTHDAY CORNER We are finally seeing signs of normality with the State Government implementing Phase 2 of a four-phase roadmap to recovery which commenced on Monday 18 May 2020. Due to strict conditions imposed, the buffet will not be available. Our road map was well advanced, enabling us to initiate Phase 2 on Monday 18 May 2020 with new protocols being implemented to comply with government directives and assure you that your safety and that of our staff is our highest priority. It requires members to sign in and all guests to supply their name and a contact phone number. On behalf of all members and staff I passed on our best wishes to John Levitt who celebrated his 88th birthday during April. John has been a keen angler for many years and has participated in all the Junior Angling Clinics since their inception. He is also a HYC record holder for the infamous Toad Fish! Our thanks to Garry and Debbie Cunningham for keeping John updated with what is happening around the Club and passing on our best wishes. We look forward to seeing John back participating in the clinics and the AAA in the near future!

RECENT CHANGES TO THE MARINA BYLAWS 14.0
CLUB JETTY OR PONTOON USE
14.1 All vessels that occupy the VIP, collector jetty or dinghy pontoon are subject to conditions that will ensure comfort of pen occupants in the vicinity and approval will be withdrawn if any vessel fails to comply. 14.2 Occupation under 1 hour can occur if pens are not obstructed without advising management or under 2 hours if the vessel is occupied and can be immediately moved to provide access to a pen. 14.3 Vessels that occupy either jetty or pontoon for over the period as outlined in 14.2 must seek approval from Management and comply with the following: 14.3(a) A contact name and telephone number must be visibly displayed on the vessel. 14.3(b) If blocking access to a club pen must be able to move their vessel within 15 minutes or a time agreed to between both parties.

14.3(c) Must not tie ropes to any bollard or post that is part of a pen. It is dangerous, interferes with the comfort of the pen occupant and cause damage to other vessels. 14.4 When a club event is undertaken and these jetties or pontoon are to be utilised, pen occupants must be advised at least 7 days in advance electronically or as soon as practicable in the case of an emergency. 14.5 When an event is likely to impact on a pen holder they must advise management as soon as practicable to be moved to a temporary location if available. 14.6 The occupation of the VIP Jetty by more than one vessel can only occur when approved by management and will be strictly enforced. 14.7 The occupation of the Collector Jetty and pontoon by several vessels will be on the condition of size and the impact they may have on surrounding pens. 14.8 Failure to comply with these bylaws will result in action under Section 13.0 15.0

Get to know Hillarys Yacht Club’s new Section
Paddle on Water One of the many benefits of joining a club such as HYC is meeting people with common interests and forming new friendships.
That’s exactly what happened when four members went out on SUPs (stand up paddleboards) and kayaks over the summer holidays; they discovered a common passion for paddling on water. Friendships were enhanced and discussions led to the idea of forming a larger group. More friends, more paddling, more fun! And so the idea of establishing a paddling group began and the name Paddle On Water (POW) was created. The initiative of starting the new Paddle On Water (POW) Section was presented to and approved by the Commodore and Management Committee in April. Approval was based on POW ensuring its members are active participants, particularly those requiring accommodation for SUPs or kayaks to ensure the POW Shed is not used as just a storage facility. 8 Compass March 2020 - Hillarys Yacht Club Inc
Paddle On Water is, therefore, a participant-based section, open to HYC members of all ages and genders. Age knows no limits when paddling on water, so we hope to see children, parents and grandparents with paddles in hand. Activities in POW will include group paddles, fun events, training, demonstrations, dining with a drink or two, some casual BBQs, making new friends, having fun and supporting HYC. Naturally, you can always enjoy a paddle at your own leisure anytime that suits you. Club sponsor Graham Townsend, Minprovise, was extremely efficient in supplying and fitting racks for our SUPs. They look amazing and we would like to extend our sincere thanks to Minprovise. Sponsorship has also been established with in2Kayaks, Wangara. As Paddle On Water evolves, it is hoped members will have fun while enjoying the social, physical and mental benefits of paddling on water, and with the boat ramp leading to ‘Paddling Paradise’ in the Marina and Indian Ocean, it doesn’t really get much better. The introduction of Paddle On Water in the Commodore’s April Crow’s Nest article has already led to many HYC members joining the section. Due to COVID-19, paddlers were initially restricted to participate in pairs. With social gathering now at 10, POW met that limit on the first weekend of May. It was exciting to see such a large group together and is an indication of how popular this section will be amongst members. At this stage, our youngest paddler, Lilly, is only 4 years old. We won’t mention the age of our oldest paddler, just yet! Paddle On Water is officially opening on 1 July 2020 when the annual membership of $22 is due. Until then, the committee is growing and they are planning an awesome 20/21 calendar. Mum and Dad had a “stink” boat at
Claremont Yacht Club so it was natural that John began messing about in boats from an early age, on a Vee Jay (more often off it) then as forward hand on a Cherub at MBYC, sailing in company, if one could call way behind “in company” with the likes of Gordon Lucas. Rolly Tasker showed a keen interest in Telstar as most yachts at MBYC had Cassidy sails. With the biggest symmetrical kite it was very challenging on a shy run for the puny, underweight body on the trapeze. One really windy day at the Cockburn Sound Regatta after a capsize, the mainsail picked up and the wind took the boat away from the two in the water. John swam after it and after two attempts had the boat pointed in the direction of the skipper, righted it and sailed back to the struggling skipper. In adult life one of John’s yachts was a Tasman Tiger (think laser rig, Cherub hull, 14ft). Launched from the boat ramp at Hillarys it was fun to sail with journeys up and down the coast and one to Rottnest with a friend (he didn’t see him much after that though) in an organised sail-over (we don’t think you should do this but we’ll keep an eye out for you), sleeping on the beach and (Continued)

returning to Hillarys the next day. Sue also sailed on the TT, infrequently, owing to the fact that on one occasion in the river, the toe strap broke, John went overboard, the boat sailed on and then capsized. Sue who regards herself as a non-swimmer managed to cling to the upturned yacht and John reached for the centreboard just as it was disappearing out of the casing. As a science teacher at Trinity College John also ran Year 11 camps including a five day expedition from the Department of Education’s Boat School in four 16ft gaff rigged cutters from East Fremantle to Point Peron and west of Garden Island to Woodman Point and home. One student on the sailing adventure was Givenchy Langer, later to become Beneteau agent and organised the purchase of Perle. The first keelboat however, was a Maurice Griffiths 24ft timber sloop, Andrina, built in Goolwa SA in 1964, the classic timber boat that is responsible for the real romance with the sea. Unfortunately it was also like a shed on water where one spent many a day and never really sailing. After a decade, and residing in Duncraig, John wandered down to HYC for a Discover Sailing Day in 2011 and scored a ride on Blue Chip which came with more than adequate instruction for the old saltie.
John purchased Perle from Brett Young who moved on to Haywire in 2012. Initially at Mindarie until a sub-lease came up then the boat was moved to HYC. At Chris Kelly’s urging Perle raced in Div 3 for two seasons before moving up to Div 1 where the (spinnaker) learning curve was steep. With family and friends as crew they learnt along the way achieving greater consistency and a few awards. Balancing racing with cruising was difficult however Perle always went to Rockingham with CIC for the long weekends. Although dreams of sailing around the world are probably nightmares now John has still managed to get a glimpse of voyaging with a 19 day sail on Steadfast, a pilot-cutter from Albany to Port Philip Bay, three weeks Gladstone to Vanuatu (Compass, March 2020), two Geraldton races and up to Denham and Carnarvon. John and Sue were CIC Captains for two years and John has been the Keelboat media person for 7 years flooding Community Newspapers with articles and photos.

TRAINING & DEVELOPMENT Referencing archives is always rewarding. In our previous Compass magazine we shared that “2020 is sure to be a busy and exciting year ahead” and “2020 is going to be full of new courses taking off”. Hit a bit of a road bump there, didn’t we? Unsurprisingly, our progress on this has been slowed as a result of COVID-19 and the Government’s restrictions but this has given us time to reflect and plan for the future so that we may pursue as many of our goals for the year as possible. In May, we were able to resume Dinghy Training on Thursdays and Saturdays and this was supported by 16 Optimist and Laser sailors who were keen to get back out on the water to develop their skills. We are hopeful that our Dinghy and Keel Winter Series in June will be able to go ahead as planned, however this is dependent on the restrictions being lifted further. More information on this will be available from our website so stay tuned! With WA’s great record for the number of new COVD-19 cases, we are preparing for the best and have advertised the courses that we have been planning however, as previously mentioned, please note that these are still dependant on the Government’s regulations relevant at the time of the course. Without much more to report, we sign off wishing you all good health and hoping that you’ll all be out on our glorious waters to enjoy the sport again soon.

ANGLING
It has been a quiet quarter,
due to current COVID-19 restrictions, but still a couple of highlights with HYC winning the beach competition at Busselton this year on 1-2 February. Thanks to our hosts the NGFC (North Geographe Fishing Club) for holding this event. Anglers were disappointed at the cancellation of both HYC’s annual Harbour Classic and the AAA State Boat Championship, but look forward to participating in next year’s events with double the energy. Our Easter Raffle was a great success and congratulations to Liz and Vin Nolan taking out the prize of two Eskies filled with various goods. Thanks also to Dennis Loran for all his efforts organising the raffle. A very happy birthday goes out to long time HYC Member John Levitt who celebrated his 88th birthday in April. Recent fishing highlights include Eric catching a great King George whiting just under the club record, Dennis Loran getting a nice pink snapper and Aiden achieving a club record squid at 1.230kg. I was expecting to fill this edition of Compass with stories and pictures from Sail Easter and the WALA State Championships, but alas, they were not to be. Instead, as restrictions are removed in the time line we expect, we will find a date before season opening for Laser States, and ramp up for hosting WestSail and State Youth Championships in September. We did however, complete our Summer race programme with the exception of Little Is., and indications are that Winter series can go ahead as planned. We have begun training events in accordance with your expressions of interest, on Thursday evenings, and Saturday mornings, complying with current government guidelines. The off-season provides us with a chance to identify and train volunteers for our future. Opportunities to support our sailors arise not just for HYC events. With Nationals taking place in Perth next year, we can represent our club by assisting other clubs’ race management teams, just as we accept their help at ours. The strength and health of our club will come from members participation. We plan to provide a level of membership suitable for all our participants, and supporters. Under the leadership of our Commodores, works have occurred to the Junior Clubhouse, and a dinghy shed clean up has started. RIB trailer repairs have been conducted and maintenance on the boats themselves, is ongoing. Our Annual Presentation night is on Sunday Jun 21 at 1730 and AGM on Monday Jun 22 at 1900 with Commitee meeting straight afterwards. KEELBOAT RACING Season Cut Short The last two consistency races and the Diggers Cup did not happen as a result of precautions taken with respect to the coronavirus. The Club was effectively closed and whether any sailing was allowed in the wider boating community was hotly debated. Most club sailing competitions and State Championships were cancelled. Not to be defeated the Keel monthly meeting for April was expertly organised by Captain Marshall using cisco webex with 12 participants, some with audio, some with vision, some with both. The decorated home offices of some may have inspired a visit to Bunnings and a DIY makeover by others in preparation for the next meeting. The excellent management of the spread of the virus has put WA in a position for the Club to re-open and for sailing to recommence; maybe we will have a winter series afterall. One casualty is the Keel Presentation Dinner which was due to be held on the 23rd of May; a replacement event to acknowledge winners and handover the booty is yet to be scheduled. Hence the edited result table opposite.

The smaller trailer-sailers and tender Etchells of Ocean Reef were somewhat disadvantaged against the bigger yachts of Hillarys. Division one was dominated by the Hillarys yachts Sally Malay, Whispering Jack, Haywire and Perle whereas Jeremy Leitch on Bull Bar with a fourth and fifth was the best for Ocean Reef. In division two Covert Operation with a first and second and fastest in both races was well supported by Blue Chip and Show Me, both placed in the top three in both races. Having led all season and going into the final day with a twelve point advantage, Ocean Reef can be proud they fronted up for racing in such demanding conditions however they were swamped by a tidal wave of points to Hillarys who won by 41, sending the North Coast Series Trophy back to HYC after a two year absence. The top yachts across the fleets were Perle in division one and Panache in division two. Unfortunately, but perhaps fairly, Geoff and Rita sail Panache for Ocean Reef.
Womens State Keelboat Championships Cancelled Another casualty was the WSKC day of racing after weeks of on-land workshops, training on HYC boats and two sessions of match racing against the boys’ team on the Foundation 36s at RPYC. Team leader Deborah Fisk’s enthusiasm, skipper Chelsea Bradford’s skill and coach Ian Conboy’s ability to lift the team to high standards augured well for a great result this year-unfortunately it was not to be. Well done to team members Sue Osborne, Gail Riley, Ilona Malinowska, Magdalena Urban, Sonia Johnson, Mercedes Stevenson, Louise Harvey and Laraine Brindle.
North Coast Series Decider The forecast of a moderate easterly of 15 knots tempted fifteen yachts from Hillarys Yacht Club and Ocean Reef Sea Sports Club to leave the safety of pens to do battle in the final two races of the North Coast Series. MARINA FACILITIES As winter is approaching
the Marina Facilities Committee (MFC) would like to remind members of some common points to consider for the protection of boats and to assist safe and smooth operations of marina facilities. Jetties and Finger Jetties should be kept clear. Clutter such as Cray Pots, Canoes and SUPs on Finger Jetties can hinder access to boats in times of need. Dinghy storage and laser racks must be free from loose equipment. The correct tie down procedure must also be followed, as this will prevent them from being blown onto other vessels or into the harbour. Pen occupiers should ensure that their boats are secured and all mooring lines and fittings are in good working order. If maintenance is required, Maintenance Report Slips can be obtained from the office. If you are unsure simply contact your jetty MFC representative who will provide you with the appropriate advice. The following is a handy task reminder: •
Ensure your mooring lines are not going to chafe.
•
Make sure all weights are in place (where fitted).
•
All shackles are to be safety wired. Items such as eyebolts, shackles and sliders are greased to prevent premature wear and windblown rust flakes taining fiberglass.
•
Inspect all ringbolts and nuts, which are to be securely tightened.
•
Spliced ropes to have a minimum of five tucks and of the correct length so that the vessel is moored to cover minimum tidal surge.
•
Inspect splices in contact with shackles, bollards or cleats.
•
Where possible stern ropes should be crossed. If the boat configuration makes that impracticable, adjust short ropes to allow for tidal variations.
•
Power leads should be clear of the water and in accordance with Club requirements.
A loose head sail
All Head Sails need to be secured appropriately as they can come loose during high winds. This not only results in a ripped headsail, but also creates a dangerous situation to tame the sail and get it secured again. Make a habit of inspecting your vessel on a regular basis. While members of the Marina Facilities Committee undertake regular jetty walks they do not board vessels unless there is an imminent threat to the vessel or club property. Significant damage to boats does occur due to incorrect tie down, worn mooring ropes, incorrect methods of securing the vessel and excess clutter on jetties. If you are not sure or want assistance then simply contact your jetty MFC representative who will provide you with the appropriate advice. Your diligence protects your boat, the boats around you and assist the MFC to maintain safe and trouble free facilities. Rod Sweet, Marina Facilities Committee

UPCOMING EVENTS
The HYC Power Section will hold it’s first meeting since the COVID-19 shut down on the 3rd Monday of May at 7:00PM. Prior to the lockdown, it was always the 3rd Wednesday of each month, however with the new reduced opening days at HYC (Friday, Saturday, Sunday and Monday), we have moved this to the Monday evening. The club will be open for meals and drinks, and I would like to encourage our Power Section Members to join at 6:00PM and enjoy a meal prior to the scheduled meeting commencing at 7:00PM. The June long weekend, known as WA Day occurs on the first Monday of June each year and is approaching fast. As per the previous 2 years, the Power Section will head to the Swan River for a weekend with the destination being Elizabeth Quay. The details of planned daily activities will unfold during our scheduled section meeting. Some members will depart HYC Marina on Friday 29th May, others will join on Saturday the 30th May, returning back on Monday the 1st June.

During the period leading up to Christmas, an array of training and awareness nights will be arranged to give all members the opportunity to increase their skills and conformance in Radio Courses, Flare Demonstrations and First Aid Courses to name a few.
