Welcome new faces and “old hands” to Dinghy Sailing at Hillarys Yacht club for season 18/19. The waters around Cow Rock and Wanneroo Reef have been the launch pad for a number of successful sailors in the past, and our coaching staff will continue to develop our sailors to keep this tradition going. Our Green fleet of graduates from Tackers and Start Sailing courses will join us on the race course aboard Tackers, Optimists, Pacers and Laser4.7s. Along with our new leadership team, our core of experienced Race Officers and Mark Layers will continue to also set courses for the enjoyment and development of our Laser Radial, Standard, 125 and Taser sailors, young and old. The sailing calendar is designed to allow participation at other major sailing events in the region, and our club’s Keelboat Sailing program. At HYC, we expect an even bigger Sail Easter Regatta this season. With support roles available both on water and ashore, a day at HYC Dinghy Section is one that can involve the whole family. Come and watch us sail on race or training days to see where you can get involved. Dinghy Sailing Instructions 1. Rules 1.1. The series will be governed by the Rules as defined in The Racing Rules of Sailing, and the prescriptions of Australian Sailing (AS). The rules of the relevant Class associations will apply, except as any of these are changed by these Sailing Instructions. 1.2. The Special Regulations of Australian Sailing, Part 2, will apply. All boats are required to have a current safety inspection certificate and trolleys marked with sail numbers.
2. Eligibility 2.1. To contest any series or race, the skipper and crew must be members of Hillarys Yacht Club or invited clubs, and must have registered with the Dinghy Division and paid the relevant race fee. 2.2. Skippers and crew that are not members of Hillarys Yacht Club may participate in invitational races, and not more than three (3) Summer or Winter Series race days. After this time, Skippers and crew must apply to become members of Hillarys Yacht Club to continue racing, or obtain approval by the Race Committee. 2.3. Skippers and crew must be members of HYC to be eligible for series prizes.
3. Notices to Competitors 3.1. Notices to Competitors will be posted on the official Dinghy Division Notice Board, which will be located inside or near the Junior Club House.
4. Changes to Sailing Instructions 4.1. Any changes to the Sailing Instructions or Schedule of Races will be posted on the official Dinghy Division Notice Board not less than sixty (60) minutes prior to the scheduled start time of the affected race day. 4.2. Flag ‘L’ will be displayed from the signal mast on the HYC start tower to indicate a change to Sailing Instructions or Schedule of Races. This flag shall be displayed until the start time of the first race to which the changes apply.
5. Signals Made Ashore 5.1. Signals made ashore will be displayed on the signal mast at the Hillarys Yacht Club start tower adjacent to the dinghy shed. 5.2. When the answering pennant (AP) is displayed ashore, “1 minute” is replaced with “not less than 30 minutes” in the race signal AP.

6. Schedule of Events 6.1. Schedule of race days, training events and club regattas are located under the section titled Dinghy Calendar, within this booklet. 6.2. Changes to start times in the 2017/2018 Handbook will be displayed on the official Dinghy Division Notice Board. 6.3. Handicaps may be displayed on the official Dinghy Division Notice Board.

7.1. Fleets may be combined for starts, and may all start under the same class flag, as designated by the Race Officer during the briefing.
8. The Course 8.1. The diagrams in Attachment A show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left. 8.2. No later than the preparatory signal, the Race Committee Boat OR Start Tower shall display a numeral pennant indicating the course to be sailed. Any change to a course will be posted on the notice board 1 hour before the briefing.

9. Marks 9.1. Marks will be inflatable yellow or red or pink buoys. The Optimist class will use orange pimple buoys for marks 1A or 2A. 9.2. Any replacement marks will be red. 9.3. The starting and finishing marks will be orange buoys with a pole and orange flag on top at one end, and a Race Committee start boat or start tower at the other end.
10. The Start 10.1. Races will be started in accordance with RRS Rule 26. 10.2. Boat Starts: The starting line will be between a mast or staff displaying an orange flag on the Race Committee start boat at the starboard end and the port end starting mark. 10.3. Any buoy may be permanently streamed from the Race Committee start boat from the time of the warning signal until all boats have started. The buoy is deemed part of the Race Committee start boat and any boat touching the buoy or passing between it and the Race Committee start boat shall be deemed to have touched the Race Committee start boat. 10.4. Tower Starts: The starting line will be between a mast or staff bearing an orange flag displayed on the start tower, and the starting mark. 10.5. Boats whose class warning signal has not been made shall keep clear of the starting area. 10.6. A boat starting later than 10 minutes after the starting signal will be scored Did Not Start without a hearing. This changes RRS Rule A4. 10.7. If flag U has been displayed as the preparatory signal, no part of a boat’s hull, crew or equipment shall be in the triangle formed by the ends of the starting line and the first mark during the last minute before the starting signal. If a boat breaks this rule and is identified, it shall be disqualified without a hearing but not if the race is restarted or resailed or postponed or abandoned before the starting signal. This changes Rule 26.
11. Change of the Next Leg of the Course 11.1. To change the next leg of the course, the Race Committee will lay a replacement mark (or move the finishing line) and remove the original mark as soon as practical. 11.2. The change of course will be signalled by the Race Committee before the leading boat has begun the leg, although the new mark may not be in position. 11.3. Any mark to be rounded after the new mark may be relocated without further signalling to maintain the course configuration. 11.4. When in a subsequent change a new mark is replaced, it will be replaced by an original mark and any subsequent changes will alternate the new mark and the original mark.

12. The Finish 12.1. The finishing line will be between a mast or staff displaying an orange flag on a Race Committee boat or Race Committee start tower and the finishing mark at the other end.
13. Penalty System 13.1. Penalties shall be in accordance with RRS Rule 44.
14. Time Limits 14.1. The time limit for the first boat in each race is 1 hour 10 minutes. 14.2. Boats failing to finish within twenty (20) minutes after the first boat sails the course and finishes will be scored Did Not Finish without a hearing. This changes RRS Rules 35.
15. Protests and Requests for Redress 15.1. Protests shall be written on forms available at the race office located in the start tower. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit. Protest arbitration is available for Part 2 and 4 of the RRS. 15.2. For each class, the protest time limit is 60 minutes after the last boat has finished the last race of the day. 15.3. Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties, or named as witnesses. 15.4. Notices of protests by the Race Committee or Jury will be posted to inform boats under RRS Rule 61.1(b). 15.5. Decisions of the Protest Committee will be final as provided in RRS Rule 70.4.

Arbitration 16.1. Rule 44.1 is changed to permit a boat that has broken a rule of Part 2, Part 4 or Rule 31 to take a penalty after racing but prior to any protest hearing. Her penalty shall be a scoring penalty equal to a finishing place mid-way between the boat's actual finishing place and the score for a disqualification. Half points shall be disregarded and the points of other boats shall not be adjusted 16.2. An arbitration hearing will be conducted for all protests lodged in accordance with Rule 61 which allege an infringement of a rule of Part 2, Part 4 or Rule 31. Such hearings will be held subsequent to the protest being lodged and prior to the protest hearing. 16.3. The time and place of the arbitration hearing will be decided by the arbitrator and such advice may be given verbally. One representative of each boat will attend the arbitration hearing and no witnesses will be allowed. The arbitrator will decide the manner in which testimony is given. 16.4. After taking testimony, the arbitrator will make one of the following conclusions: 16.4.1. The protest does not comply with Rule 61 and the protestor should withdraw the protest. 16.4.2. The matter shall proceed to a protest hearing. This may be because rules not suited to arbitration may be involved or because evidence is too complex or divergent or because injury, serious damage or a significant advantage may have occurred or because of the apparent severity of the alleged infringement or for any other reason decided by the arbitrator. 16.4.3. No rule was broken and the protestor should withdraw the protest. 16.4.4. A rule was broken by one or more of the boats involved, the infringing boat(s) may accept a scoring penalty as detailed above and if so accepted, the protestor should withdraw the protest. 16.5. An arbitration hearing shall not be re-opened. No conclusion of an arbitrator shall be subject to appeal or be grounds for redress. 16.6. Should the protest proceed to a protest hearing then the arbitrator may be a member of the Protest Committee. Any evidence given by an arbitrator during a protest hearing shall be given only in the presence of the parties to the hearing.

17. Scoring 17.1. The Low Point Scoring system of RRS Appendix A will apply, with the exception of 17. 17.2. A minimum of seven (7) Club Championship races and a minimum of five (5) Winter Series races will be scheduled in any season. A number of heats may be sailed on any race day to constitute a Series Race and in the event of equal places for the day, results will be decided on a count back of the highest placing’s. If there is a Series Race score tie between two or more boats, each boat’s heat scores shall be listed in order of best to worst, and at the first point(s) where there is a difference the tie shall be broken in favour of the boat(s) with the best score(s). No excluded scores shall be used. If a tie remains between two or more boats, they shall be ranked in order of their heat scores in the last race. Any ranked in order of their heat scores in the last race. Any remaining ties shall be broken by using the tied boats’ heat sores in the next-to-last-race and so on until all ties are broken. These scores shall be used even if some of them are excluded scores. 17.3. A sailor who is a current financial member of Hillarys Yacht Club, is currently registered to race within the Dinghy Division, and has competed in at least one race day of the Club Championship Series, and/or one race day of the Winter Series who: 17.3.1. Does not sign on as a competitor for a race day in the series, shall be scored a Did Not Compete (DNC) for that race. 17.3.2. does sign on as a competitor for a race day in the series and: 17.3.2.1. Does not start a heat within a race day, shall be awarded a Did Not Start (DNS). 17.3.2.2. Does not finish a heat within a race day within the time limits, shall be scored a Did Not Finish (DNF). 17.3.2.3. Is found to be on course side at the start of a heat within a race day, shall be scored an On Course Side (OCS). 17.4. The DNS, DNF and OCS score will be calculated by adding 1 to the total count of sailors within the class or fleet who are signed on for that particular race day. 17.5. Club Championship race days to count as follows: 17.5.1. A minimum of four days to count as a series. 17.5.2. When 4 to 6 race days are completed, a boat’s series score will be the total of all her race day scores. 17.5.3. When 7 race days are completed, a boat’s series score will be the total of her race day scores excluding her worst. 17.6. Consistency race days to count as follows: 17.6.1. When fewer than 8 race days are completed, a boat’s series score will be the total of all her race day scores. 17.6.2. When 8 to 10 race days are completed, a boat’s series score will be the total of her race days scores excluding her worst. 17.6.3. When 11 or more race days are completed, a boat’s series score will be the total of her race day scores excluding her two worst scores. 17.7. Winter Series race days to count as follows: 17.7.1 A minimum of four (4) race days to count as a series 17.7.2 When 4 or more race days are completed, a boat’s series score will be the total of her race day scores excluding her worst. 17.8. A Handicap results system may occur at the discretion of the Race Committee. 17.9. An A and B fleet results split may occur if fleet sizes permit and it is deemed appropriate by the Race Committee.

18.Average Points 18.1. In some circumstances average points may be granted in lieu of a Dinghy Division race result where a skipper is otherwise engaged, as a participant or official, in a sailing event representing Hillarys Yacht Club The events may include Class, State, National, International championships. Consideration may also be given for participation in an official Club sailing event of HYC. 18.2. For Dinghy Racing the following will apply 18.2.1. The calculation of average points will be based on the series total divided by the races sailed total. 18.2.2. Each total to exclude allowed drops and the race where average points are sought. 18.2.3. The results will be calculated by the Results Officer using the Dinghy scoring system. 18.2.4. The number of races for which average points allocation may be granted is limited to: 18.2.4.1. One race day for Winter Series 18.2.4.2. Two race days for Summer Series Consistency Series, plus two additional race days for approved coaching activities at HYC. 18.2.4.3. One race day for Summer Series Club Championship Series. 18.3. For example there are 6 races in a series, one drop is allowed, and the boat has been granted average points for the 6th race her raw score was, 1st, 1st, 5th, 10th, 2nd and DNC (the average points race) the scores would be 1, 1, 5, 10, 2 (with the 10 taken as a drop) – totalling 9 the number of races sailed after the drop is 4 – giving an average of 2.25 points the new total score would be the 9 plus the 2.25 being 11.25 The average points will be based on the full series results after allowed drops. The Boat Skipper will give notice of an intended absence and apply to the Rear Commodore of Sail detailing the alternative event and reason at least 7 days before the HYC race day, or at least one hour before the race start of a race day for approved HYC coaching activities. The Rear Commodore of Sail will consult with the Dinghy Division Captain and Results Officer before reaching a decision.

19. Safety Regulations 19.1. All boats intending to race shall sign the Sign On sheets located in or in the vicinity of the Junior Club House opposite the boat ramp, or as otherwise indicated by the Race Officer prior to starting every race day. 19.2. All boats shall sign the Sign Off sheets located in or in the vicinity of the Junior Club House opposite the boat ramp, or as otherwise indicated by the Race Officer within twenty (20) minutes of the last boat’s finish time in the last race for every session. 19.3. Breaches of Instructions 19.1 and 19.2 may result in a protest by the Race Committee. 19.4. Competitors shall wear personal flotation devices that comply with Australian Sailing Regulations Part 2 (off the beach boats) or equivalent International Standard. Failure to comply with this instruction will result in protest from the Race Committee, and a penalty decided at the discretion of the Protest Committee, with instructions issued to return to shore immediately.
20.Official Boats 20.1. Support boats will be appointed by the Race Committee and will be identified by a flag with green over white diagonal halves. 20.2. Actions by official boats will not be subject to protest or request for redress. 20.3. Competing boats shall give right of way to support boats at all times. 20.4. Coaching will be permitted during Club race days.
21.Radio Communication 21.1. A boat whilst racing shall neither make radio transmissions nor receive radio communications not available to all boats. The use of mobile telephones is not permitted.

22.Disclaimer of Liability 22.1. The responsibility for a boat’s decision to participate in a race or to continue racing is his/hers alone. Competitors shall accept that their participation in the regatta is at their own risk in every aspect. 22.2. The Organising Authority and Hillarys Yacht Club, their Officers, Members, Volunteers and Agents accept no responsibility in respect of loss of life, personal injury or loss or damage to property which may be sustained by reason of their participation or intended participation in sailing organised by Hillarys Yacht Club, or howsoever arising in connection with Hillarys Yacht Club.
23.Insurance 23.1. Each participating boat shall be insured with valid third party liability insurance with minimum cover of AUD $10,000,000 (10 million) per incident. 23.2. By completing and signing the Entry Form, all owners and/or competitors are deemed to have made a declaration that they hold such cover.

24.Prizes 24.1. Club Championship: - Perpetual - Honour Board (Winners only) - Skipper and Crew - Individual - Trophies for first, second and third - Skipper and Crew 24.2. Little Island Race: - Perpetual - Trophy (winners only) - Skipper and Crew - Individual - Trophies for first, second and third - Skipper and Crew 24.3. Club Member Awards: - Perpetual and Individual - Best Club Person - Encouragement - Most Improved Junior - Most Active Junior 24.4. Consistency If a handicap system is in place then prizes will be awarded for the Consistency Series based on the handicap results.
25.Rules for the Determination of Prizes 25.1. The Best Club Person Award is presented to the person who, in the opinion of the Dinghy Captain, (or someone appointed by the Dinghy Captain) does the most work and promotes Dinghy sailing beyond the normal duties of his or her position. 25.2. The Encouragement Award is presented to the junior sailor who is trying the hardest to improve his/her sailing. (Determined by the Dinghy Captain or someone selected by the Dinghy Captain). 25.3. The Most Improved Junior Award is presented to the junior sailor who has shown marked improvement in sailing ability since the start of the season, as shown by over the line results, improvement in racing rules knowledge, attitude and performance during training, and any races outside the club. It is determined by the Dinghy Captain or someone selected by the Dinghy Captain. 25.4. Most Active Junior Award is presented to the junior who contributes the most towards assisting in the running of the Dinghy Section and training courses. The most active junior is determined by the Dinghy Captain or someone appointed by the Dinghy Captain. 25.5. Additional trophies may be awarded at the discretion of the Organising Authority. All those taking part in the event do so at their own risk. The Organizing Authority, its associates and appointees accept no responsibility for any loss, damage, injury or inconvenience incurred, howsoever caused. Attention is also drawn to Fundamental Rule 4 which states “A boat is solely responsible for deciding whether or not to start or continue racing.�
