ZAGREB Actually, the river is a limit dividing the city. Our proposal is based on changing that division by sewing both sides to provide a living and dynamic spaces for the inhabitants of Zagreb. We materialize the connection by an off-the-grid principle. The proposal is not connected to the main supplying grid, so our community is a stand-alone system. We incorporate systems to self-supply the electricity, water, heat and even food. Reducing the carbon footprint of the new utilities and the greenhouse gas emissions associated to its use phase.

ACTUAL CONDITIONS

Regarding to the used materials and building technology, we take advantage of local knowledge. Light construction systems and dry construction are used to minimize the environmental impact in the ground

Population trends gives as an idea of who are the inhabitants of the city and the main actors of our proposal. The net is the actual form of the city and defines de way inhabitants can use the city. The urban plans must be a tool for the people to reach their needs and allow an easy and intuitive use of the city. People must be part of the changes of the city and therefore we propose a net that defines a strategy that will be determined on phases with the help of the potential users. The only way to make living cities is when the neighbors are attached with the facilities and feel the need to take care of them.

POPULATION TRENDS Natural population trends for the City of Zagreb from 2001 Census to the last vital statistics report from 2008. In Zagreb, 2008 was the first year in which the birth rates were higher than the death rates, with modest natural increase by 26 citizens. Zagreb is organized in 17 city districts, and during this seven-year period more people died than was born in 11 districts. Spatially, negative natural increase was recorded in the central part of the city, in its nucleus, while positive trends were recorded in the outskirts. That gives us information about the inhabitant’s distribution in the city and the range of ages for each district. Although the center of the city contains most of the infrastructures, the population trend shows that new families are located in the surrounding districts. Therefore, new infrastructures need to be located outside the center but close to different districts. Thus, we offer facilities to as many inhabitants as possible. The strategic location of the four sites along the Sava River emerge as an opportunity to fulfill that need! Because of the population trend, we decide to define two main user groups:

We use the actual relation between the sites and its surroundings, through the developed analysis, to define the strategic net. The strategies are organized in five groups:

>Bioclimatic analysis

We use the environmental issue as part of the design strategy. One of the goals of the project is the sustainability of the proposed elements according to the climate characteristics of the location along the whole Life Cycle (planning, construction, use and maintenance).

>Social integration

The main uses are sport, cultural infrastructure, spaces for political activities, markets, spaces to share, industry and eventual accommodation. With those uses, we promote the social aspects of the city in each site and along the river, we compel the community to take part on the evolution and everyday life.

>Evolution

The sites will suffer an evolution through time due to its use. There are defined two design phases 2015 2040 to implement the activities and occupation of the sites.

>Conexion

The landscape corridor links the urban centers divided in Zagreb and connects them up with the natural spaces of the rivers cape running alongside the river Sava.

1. Elderly people: This is the main inhabitants group of Zagreb and so the city must provide quality public spaces for them.

2.Young people: The city has a lack of activities for young people. The proposal disposes spaces of possibilities to be defined by local associations and dynamic groups. The aim is not to define the specific uses developed in the spaces but to allow the interaction of the potential users and give them the opportunity to decide which activities are most needed.

In order to define the strategic net, first we have developed an urban study of the city and its connections to the four sites. After the study of the connection (pedestrian & public transport) between study -sites and Zagreb 17 districts, we have reached to the conclusion that we should promote the relation between those sites (riverbank) and the rest of the disaggregated city, making the river and its options a focal area where different activities should develop. The map shows the boundaries of the flood map for Zagreb. It simulates hypothetical water levels (between 100 and 120 meters). Sava Riber’s rise due to heavy rainfall has caused flood several times throughout history in the lower part of Zagreb. The last floods, in 2014, were the strongest in 120 years. The project is located in areas with high risk of flooding, for this reason the proposed facilities are developed in height. Thus even if flooding could enter the buildings and make use of it.
