T
he Hong Kong Green Building Council (HKGBC) has been actively promoting sustainable development at every phase of the building life cycle since its establishment in 2009. In April 2010, we introduced the new BEAM Plus assessment tool, which has since received widespread industry acclaim. Due to its effectiveness, this assessment tool has even been adopted in the Hong Kong Government policy. Thanks to the active involvement of both the Government and industry stakeholders that such great progress has been made in the space of just a few years.

You can also read an inspiring interview with the founding chairman of the HKGBC, Ir Dr Andrew Chan, who will talk about the history, milestones, present and future of the HKGBC, as well as the sustainable development of green buildings in Hong Kong. As the chairman of the HKGBC, I am excited and very pleased with these excellent results, and I strongly believe that Hong Kong’s many advantages will ultimately earn it global recognition as a leading “low-carbon metropolis”! While the industry continues to dedicate much time and effort to achieving this goal, the widespread support from the community is equally important. Recently, the HKGBC proposed the “Hong Kong 3030” campaign, with the aim of reducing the absolute electricity consumption of Hong Kong’s buildings by 30% of the 2005 levels by the year 2030. To achieve this goal, this campaign needs substantial public participation because it requires members of our society to change their existing habits and question some of their outdated ideas and beliefs. With this in mind, the HKGBC has committed itself to public awareness building, not only to promote ourselves, but also to keep the society fully informed about the industry’s progress and its vision of green building. GreenMAG is a key initiative of this new outreach programme.
The launch of GreenMAG is only a small part of our full vision for promoting sustainable building. However, by successfully taking a first step with this inaugural issue, I deeply believe the magazine will establish a valuable link between the industry and the public. While sharing news of the industry’s latest developments is certainly one of our targets, we also wish to promote the concept of green building and encourage everyone to live an environmentally friendly lifestyle. By creating a forum in which the industry and the public can work together side by side, I believe GreenMAG is enabling a significant step toward the development of green building in Hong Kong and, ultimately, throughout the world!
To further promote the “Hong Kong 3030” campaign, the theme of this inaugural issue of GreenMAG is “Energy Reduction”. The Cover Story introduces four outstanding projects that have achieved a Final or Provisional Assessment of BEAM Plus Platinum rating. In the article, project leader from each project discusses its use of the latest energy-saving equipment and technology, as well as other green features. We have also invited the President of the Hong Kong Federation of Electrical & Mechanical Contractors, Ir Dr Otto Poon, to share his thoughts on the current trend and future development of the industry’s

Ir Dr Andrew Chan, the Founding Chairman and current Director of the Hong Kong Green Building Council (HKGBC), is a pioneer in Hong Kong’s sustainable building industry. In this interview, he shares his story and offers his future perspective on the development of sustainable buildings. 陳嘉正博士工程師是香港綠色建築議會(議會)創會主席及現 任董事會成員,亦是業界可持續發展的先驅。在這次訪問中, 他將與我們回顧參與綠色建築發展的歷程,並展望香港可持續 發展的前景。

I
A Foundation Well-laid n any conversation with Dr Chan, it quickly becomes apparent that his enthusiasm for green development is both a professional and a personal p a s s i o n . “A ro u n d a d e c a d e a g o,” he explains, “our company identified the challenges the world was facing as o u r d r i ve r s fo r d e ve l o p m e nt s u c h a s urbanisation, climate change and fuel shortages. I believe we are duty bound to help tackle these problems. We also play an important role in areas like building and transportation as industry professionals.” In 2008, Mrs Carrie Lam, the then Secretary for Development, united industry parties by initiating the setting up an overarching body for sustainable building development in Hong Kong. Dr Chan was involved in the co-ordination works, and was then entrusted with the responsibility of being the Founding Chairman of the HKGBC in 2009. “Mrs Lam is the key person behind the birth of the HKGBC,” remarks Dr Chan, taking no credit for its success. “The support from the Construction Industry Council is equally important as it is the single organisation linking up all stakeholders in the construction industry, and it takes the lead in terms of funding. Of course, it naturally took time to unite our visions because we were all used to focusing on our own areas.” Still, by sharing a clear goal of building a sustainable community, all the founding members have generally been able to work together and create a solid foundation for Hong Kong’s sustainable built environment.
A New Era of Unprecedented Opportunities Dr Chan believes that Hong Kong is wellpoised to be an international leader in green building and urban development. For instance, Hong Kong’s locally developed BEAM Plus assessment tool takes into account Hong Kong’s unique conditions such as its high development density and naturally hot, humid weather. This is not only helpful for green developments in Hong Kong, but also creates the potential to set a new benchmark of excellence for the entire region. By utilising this marketleading tool, developers can launch high
quality new green building projects. Indeed, Dr Chan explains that by planning ahead, the additional capital investment required for a green building is minimal, yet the longterm cost savings are so substantial that developers can make the building a model for others. As more and more successful examples come to market, increasing numbers of developers are being inspired to follow suit. While he acknowledges the importance of professional contributions to the green building industry, he also realises that behavioural factors and public education are equally important. Previously we were only known within the industry, but we have since reached out and contributed to positive behavioural change in working and living environment. We will continue to do this. Although local development is still at a relatively early stage, every party in the local industry is committed to further improving Hong Kong’s green building standards so as to achieve longterm sustainability, regional leadership and ultimately, as Dr Chan’s company motto suggests, ‘shape a better world’.

遙望將來,也許「綠色建築」 這詞語將不復存在,因為屆時再 沒有「非綠色」的建築!
來越多的成功例子,可吸引更多發展商引進 綠色建築。同時,陳博士道出本港房地產行 業的獨特之處:「香港私營地產市場由幾個 重要發展商主導。只要他們同心協力,綠建 發展絕對事半功倍。」 就政策而言,陳博士則盛讚多年來港府擔當 重要領導角色,例如自 2011 年 4 月起實施 總樓面面積 (GFA) 寬免以綠建環評為條件的 措施以來,新建樓宇綠建環評登記項目數字 迅速上升。他認為這政策是目前為止「推動 綠色建築發展最重要的一步」。「我認為很 多人忽略政府推出如空氣流通評估 (AVA) 的 各項政策,其實水準和意念均在世界前列, 媲美德國及日本。這不僅影響單體建築建設, 更長遠改善城市整體模式的發展,其實值得 嘉許。」與此同時,政府本身亦擁有和租用 約 8,000 幢物業,因此可藉此繼續大力推動 綠建發展。 目前,綠色建築發展的最大議題是改裝既有 建築,陳博士解釋這實際上亦是全球議題。 現時香港約 40,000 幢樓宇中,已整座節能改 造的寥寥可數。他相信商業大廈要加入綠建 元素涉及較大投資及牽涉業主及租戶間的不 同誘因,或令業主卻步,而住宅方面則靠住 戶在生活習慣上的配合,相對較為容易。
推動創意 邁向國際 陳博士的抱負之一是令香港在亞太區獨佔鰲 頭,贏得各界認同。他在訪問中多次強調香 港應藉中國的急速發展因勢利導。「中國大 陸城市發展模式與香港接近,就是人口密集
並專注高樓發展。如果我們可以解決現代綠 色建築設計和營運問題,香港將可以成為全 球城市發展的典範,需求和機會其實近在眼 前。」 這亦正正帶出陳博士對綠建發展的全新角度。 「面對香港獨有的高密度與城市模式,業界 專才要以創新思維解決問題。如果發展商及 政府均精益求精,業界定必會運用創意推陳 出新,如發明新產品和建材。以更宏觀及積 極角度而言,本地的綠建發展可帶動科技和 專業輸出。」 陳博士衷心期望業界新一代亦有立足全球的 雄心壯志:「我們的確可以邁向國際!」他 續指香港已經是一個相對可持續發展的城市, 並擁有世界頂尖的綠建成就,只是未有機會 廣揚四海。「在發展中地區如中東,他們會 發現我們提供的技術較歐美更具成本效益之 餘,亦更切合所需。因此,我們可吸引其他 地方取經,同時輸出本地的人才與技術。」 他預計在十年內,「當大家尋求最頂尖的技 術時,會將目光轉向亞洲,並發現香港在全 球舉足輕重。」 對於未來本港綠建發展,他預計土地短缺將 令舊區重建活化成為主流,亦成就改造整區

“What the Great Learning teaches, is to illustrate illustrious virtue......” recites Ir Cary Chan, Swire Properties’ General Manager of Technical Services and Sustainability. Taken from one of Confucius classic Four Books, the Great Learning, the words are a fitting testament to Swire Properties’ experience in sustainable development and green building. 「大學之道在明明德……」太古地產技術統籌及可持續發展 總經理陳永康工程師在這次訪問中,分享他如何以儒家經典 《四書》之一的《大學》,帶領太古地產在可持續發展及綠色 建築走上康莊大道。

Mind Renovation: Driving Green Building Standards
E
ven back in its establishment in the early 1970s, Swire Properties placed considerable emphasis on the environmental impact of its development projects. For example, Taikoo Shing was Hong Kong’s first large-scale, landscaped estate project. For the later construction of Pacific Place, the company spent HK$20 million to preserve a century-old tree. “At that time, the concept of green building and environmental protection in the community was very vague,” recalls Ir Chan. “The Government did not have any relevant policies or measures to promote green ideas or sustainability. Nonetheless, we understood that construction had a profound effect on the environment, and so we decided to take the lead within the property industry to highlight the importance of environmental protection in our work.” In 1995, Swire Proper ties and the construction industry led the development of the BEAM certification tool. This was in keeping with Ir Chan’s personal belief that property owners must lead by example, in the hope that architects, consultants and other professionals would be increasingly eager to gain deeper insights and more knowledge on the subject, which in turn could promote the development of green building throughout the industry. “It proves that the company was on the right track,” Ir Chan adds. I r Chan refers to Island East as Swire Properties’ “land of fortune”, and expressed his hope that the community development model would induce synergy for sustainable development. As ear ly as dur ing the construction of Taikoo Shing, for instance, Swire Properties was acutely aware of the project’s potential to enhance the sense of community in the area and improve the surrounding environment. The green facilities implemented in the office complex TaiKoo Place were all designed to serve the entire community, with features such as seawater-cooled air conditioning systems, heat recovery wheels, an automatic tube cleaning device for AC systems, energy-efficient lighting, the use of natural light, pedestrian bridges between buildings, green roofs, rainwater collection and reuse, waste recycling centres and more. Since the completion of One Island East, Ir Chan has been working with his team to constantly generate new ideas and research the feasibility of adding yet more green elements to the area in order to maximise its advantages.

“For individual buildings, opportunities for improvement and their impact are relatively less significant and extensive,” he explains. “That’s why we think on a community level with the goal of adding more green features and facilities, setting a benchmark for the whole industry.” Ir Chan is particularly focused on innovative improvements while setting standards and developing new projects, which is also in keeping with the “mind renovation” ideals of Confucian philosophy.

Likewise, in response to climate change, the Swire Group set a “'Best in Class” benchmark target in 2006, and thereafter shifted its focus from the micro issue of saving energy to the macro issue of carbon reduction, a move which continues to define its main objectives in its long-term energy management strategy.
We understood that construction had a profound effect on the environment, and so we decided to take the lead within the property industry to highlight the importance of environmental protection in our work.
In-depth Analysis: Planning for a Decade
Ir Chan believes that the key to success in all these endeavours is detailed data analysis. “We carefully collect and consolidate all data from various systems and energy consumption modes of our properties,” he explains. “By doing this, we can obtain solid information and set more realistic and achievable targets for energy efficiency, and then proceed to develop methods to meet such targets.” This meticulous strategy is also powerful proof of Swire Properties’ dedication to “studying the phenomena of nature in order to acquire knowledge”.

In 2009, Swire Properties developed a 10year energy reduction plan and committed an investment of HK$300 million to its success. The goal was to reduce the overall e l e c t r i c i t y co n s u m p t i o n o f i t s m a j o r investment properties by 20% from 2008 level by 2020. After a review of its longterm energy management strategy in 2011, the company decided to shorten the planned timeframe and set an even earlier target date of 2016. Ir Chan recalls how the Chief Executive, Mr Martin Cubbon, asked, “Since we already know how to meet the target, why not make it happen within five years?” That simple question indicated the management’s strong support for improving Swire Properties’ energy-efficiency. In order to meet its energy-efficiency targets within five years, Swire Properties approved the enhancement of plants and major equipment across its properties. For example, the chiller plants in Pacific Place and Cityplaza were upgraded with more energy-efficient chillers, a measure which resulted in a reduction of 11 million kilowatt hours of energy per year, equivalent to 8,690 tonnes of carbon dioxide. In TaiKoo Place, the company switched to using T5 fluorescent lights, LEDs and induction lamps, and installed photo and occupancy sensors to monitor and control the usage conditions and lighting levels, which ultimately enabled an annual energy saving of some 2 million kilowatt hours. S i n ce a s i gn i f i c a nt p e rce nt a g e o f i t s developments’ power consumption is driven by tenants, Swire Properties has offered free energy audits to its office tenants, helping them to better understand their patterns of energy use and identify new ways of saving energy. These energy audit services have been welcomed by tenants. By the end of 2011, Swire Properties had conducted audits for 2.4 million square feet of office space. The data gathered provides a foundation for the design of future projects. Swire Proper ties now has the capability, for instance, to carry out computerised fluid dynamics simulations for air ventilation assessments. “We can now run simulations early in the conceptual phase, to study various ways to mitigate a project’s impact on the environment,” says Ir Chan. Early in 2006, Swire Proper ties began collaborating with Tsinghua University in researching high energy- efficienc y building designs and operation techniques, and subsequently shared its research findings within the industry. In 2011, the Joint Research Centre for Building Energy Efficiency and Sustainability was set up, and in the period of 2011-2013, a budget of US$1 million per year has been allocated to the promotion of further technological research.
Global Leadership: Recognised by All I n a d d i t i o n to i nve s t i n g i n t h e r i g h t hardware equipment, Swire Properties also places strong emphasis on the effective development of talent. The company currently has 35 BEAM Professionals (BEAM Pro) and expects to have another 15 to 20 people in training within the year, while some are also certified as LEED APs by the Leadership in Energy & Environmental Design (LEED) of the United States. In addition, Swire Properties is not only a member of the working group organised by the International Energy Agency, taking its research results to the international stage, but has also taken the lead in initiating the “Best in Class” exercise to benchmark and share best practices with other leading property development and management companies in the United States and the U n i te d K i n g d o m . Th i s ro l e l e d Sw i re Properties to realise that it was a few years ahead of its overseas counterparts with its energy management strategy, a fact which has been reflected in the number of awards presented by international organisations to recognise Swire Properties’ sustainable effor ts over the years. During the interview, Ir Chan explains how thorough research guides him on the path of sustainable development. In keeping with the company’s adherence to solid and measurable results, his team progressively makes a difference at all levels one step at a time towards the ultimate goal. Indeed, thanks to Swire Properties’ tireless commitment to excellence, it is believed that the company will ultimately create a fresher Hong Kong and help contribute to a green new world -- a laudable pursuit of “Great Learning” made possible through perseverance and constant action.
Swire Proper ties is a Platinum Patron Member of the Hong Kong Green Building Council (HKGBC). Ir Chan himself joined the HKGBC as a Director via the Business Environment Council (BEC). He is quick to compliment the HKGBC’s achievements, all of which have been accomplished in the space of just a few years, particularly with regard to the recognition of the Government to include BEAM Plus in official government policy. Ir Chan also serves as Chairman of the Industry Standards and Research Committee under the HKGBC and leads a number of important studies, including an energy performance benchmarking system which, he hopes, will become the standard in Hong Kong. Inspired by all these initiatives, Ir Chan is convinced that Hong Kong will eventually become one of the world’s leading greenbuilt cosmopolitan cities.

早
於七十年代成立之初,太古地 產已相當注重發展項目對環境 的影響,例如太古城是當年全 港首個擁有園景設計的大型屋 苑,其後興建太古廣場亦投資 二千多萬港元保育一棵百年古樹。陳永康憶 述:「記得當時社會上對綠色建築及環保的 概念非常模糊,政府亦沒有任何相關政策, 但我們意識到建築對環保有着深遠影響,因 此決心帶頭改變業界,以行動展示對環保的 重視。」1995 年,太古地產與業界率先發展 BEAM 認證工具。陳永康認為只要業主以身 作則,建築師、顧問等專業人士就會作好準 備,發展相關知識,自然能有效推動整個行 業在綠色建築的發展。「事實證明,當時的 方向絕對正確。」 另一方面,陳永康提到港島東區為太古地產 的發跡地,因此亦期望區域性的發展模式能 令可持續發展事半功倍。早在建設太古城時, 太古地產已重視藉項目加強社區歸屬感及改 善周邊內外環境。現時太古坊商貿區的綠色 設施,例如海水水冷式空調系統、熱回收轉 輪、空調系統的自動管道清洗裝置、高效能 照明和提升天然光的裝置、各商廈間的天橋 連接網絡及其上蓋的綠化、雨水收集及循環 再用和廢物回收中心等,同樣以社區為本。 在港島東中心建成後,陳永康現時仍與團隊 不斷構思和研究在區內加入更多綠色元素, 將區域優勢發揮得淋漓盡致。「單一建築物 局限性較大,能做到的不多。因此我們希望 以整區作全盤規劃,嘗試盡量加入更多環保 設施,供同業作借鏡。」陳永康無論在制訂 標準或建設項目上,都着重革新求進,然後 推己及人,正是「新民」之意。
格物致知 訂立十年大計 2009 年,太古地產訂立了一個投資三億港元 的「十年大計」,計劃在 2020 年前將旗下 香港主要投資物業的耗電量,從 2008 年的 水平減少 20%。公司在 2011 年檢討長遠能 源管理策略後,決定縮短計劃時限,將達標 日期提前至 2016 年。陳永康回憶當時行政 總裁郭鵬說:「我們既然已知道如何能達標, 為何不在五年內完成?」由此可見公司管理 層對節能的大力支持。 為了能在五年內達到節能目標,太古地產通 過優化物業的機器和設備,例如把太古廣場 和太古城中心的製冷機更換成節能製冷機, 減 少 每 年 1,100 萬 千 瓦 小 時 能 源, 相 等 於 8,690 公噸的二氧化碳。在辦公樓雲集的太古 坊,公司更換 T5 燈管、LED 燈和無極燈,亦 安裝了可偵測使用情況和照明水平的感應照 明,減少 200 萬千瓦小時能源。 物業不少的耗電量來自租戶,太古地產為他 們進行免費能源審核,幫助他們了解自己的 能源使用模式和找出節省能源的方法。能源 審核服務廣受租戶歡迎,截至 2011 年底, 太古地產已為 240 萬平方呎的辦公樓總面積 進行能源審核。

齊家治國 深受中外認同 各項硬件準備深入充足之餘,太古地產亦非 常着重人才培訓。公司現有 35 位綠建專才 (BEAM Pro),今年預計可再培訓多 15 至 20 人,亦有美國領先能源與環境設計(LEED AP)的認證專才。公司更經常邀請海外頂尖 專家與員工分享經驗,又舉辦多項活動以求 「齊家」,令員工親身認識可持續發展的重 要性。 太古地產更積極將可持續發展推而廣之。陳 永康表示公司與清華大學的研究成果獲中國 工程院肯定,足以影響中國節能建築策略。 此外,太古地產不但參與國際能源署的工作 小組,將研究成果帶到國際舞台,更主動與 英美的主要物業發展和管理公司共同發起基 準調研。結果發現太古地產在能源管理上早 已比海外同業領先數年。加上多項國際團體 所頒贈的獎項,正正肯定太古地產多年的努 力,成功將公司的理念推展至「國」和「天 下」。
陳永康在訪問中,以實實在在的成果,說明他如何在可持續發展的路上,以全方位深入探究的 方式,以終為始,「止於至善」,訂下最終極的目標後,循序漸進在各個層面帶來改變。相信 太古地產日後定能為創造更清新的香港和世界,力臻卓越,繼續身體力行「大學之道」。 太古地產是香港綠色建築議會(議會)的鉑金贊助會員,而陳永康本人亦循商界環保協 會加入議會,可謂淵源甚深。陳永康盛讚議會在短短數年間的成就,特別是得到政府認 同,將綠建環評納入政策當中。展望未來,他擔任主席的議會業界標準及研究委員會正 進行多項研究,包括能源相關的基準系統,期望能成為本港主流。他又深信香港要成為 國際其中一個最佳綠建城市,指日可待。

Hysan Place Hysan Place is located in Causeway Bay, one of the world’s most expensive and vibrant areas. The population density in this neighbourhood means that the pollution level is more severe than elsewhere in Hong Kong. “Hysan Place is not only a green building that has both energysaving capabilities and a reduced carbon footprint,” explains Dr LK Chan, Director of Design and Project of Hysan Development Company Limited. “We have given this project a unique vision and mission of helping to reduce the problem of pollution in the Causeway Bay area. Although it is only a single building and may not contribute much, we still want to take the initiative.”

Ex-Yuen Long Estate The Ex-Yuen Long Estate development project is the Housing Department’s first public housing project graded with a BEAM Plus Provisional Platinum rating. “The Department is committed to integrating green features into its development projects,” explains the Housing Department’s Chief Architect, Mr Ken Cheung. “After the Buildings Department launched gross floor area (GFA) concessions with BEAM Plus registration in 2011, the Housing Department decided to further enhance its standard specifications by achieving a minimum of BEAM Plus Gold rating in any development projects, thus increasing the number of dwelling units that can be built from the extra GFA granted.” He further explains that every development plan must take into account the social, economic and environmental considerations of the community mainly from the grass root sector. Therefore the Housing Department is taking the lead in integrating passive design that blend with the local environment and better adapt to the micro climate conditions. These measures are fully tailored to local conditions and make optimal use of natural resources. As such, they not only meet the needs of the community to the greatest extent possible, they also provide comfortable living and cultivate a sense of sustainable development for the community.

In 2011, construction started on the development for Hong Kong Science Park Phase 3, which features a total of 39 passive, active and renewable energy green design features. Mr Dickson Wat, Senior Manager (Projects) at Hong Kong Science and Technology Parks Corporation, explains that the design of this third phase uses “back to basic” as its design concept and slogan. He is convinced that by getting the project’s eco credentials right from the very beginning, not only will the company save time and effort, it will also create an excellent foundation for the addition of further energy-saving and other green components in the future. Hysan Place

Hysan Place is specially designed according to the micro-climate in the area, enabling it to blend seamlessly with its surrounding environment. As there are lower buildings in the neighbourhood, the team has been able to create three “Urban Windows” that help retain good visual permeability, optimise natural breezes to improve overall air ventilation and reduce the “wall effect” often found in dense high-rise environments. These “Urban Windows” also provide green spaces to mitigate the heat island effect that is so common in urban areas. Meanwhile, considering sunlight of different directions, Hysan Place uses light shelves to direct natural light deep into each office floor on the South and East sides, while the West side of the building has installed specially designed low-angle solar shadings. “The design of each side of the building is defined by the environmental factors in that specific location,” adds Dr Chan. “The four sides all have a different appearance, but collectively they look very natural together.”

Integrating Design with Environment 環境與設計相配合 Holiday Inn Express Hong Kong SoHo “In hotels especially, there is high demand for electrical power,” explains Ir Antonio Chan. “Energy consumption is dominated by air-conditioning and hot water supply systems. As a result, this hotel uses a number of innovative and energy efficient systems in both its electrical and mechanical designs. For instance, we installed motorised roller blind system controlled by the room access card for each guest room as well as energy efficient lighting system. This will significantly reduce air conditioning, lighting and other electrical power consumption. In addition, to make use of the sunlight on exposed areas of the hotel, we have installed a solar hot water system. Solar Hot Water Cladding system on façade curtain wall likewise enables us to directly use solar thermal energy for water heating.” To further complement these initiatives, the hotel has a green roof to reduce the temperature inside the building and lower the need for air conditioning.

Ex-Yuen Long Estate With limited space available on the project site, Mr Ken Cheung acknowledges that it was a great challenge to achieve site greening. The design teams dedicated significant effort and creativity to adding greening to the ground area, podium terrace, rooftop and wall surfaces. As a result, green coverage accounts for some 30% of the entire building, which is a very encouraging goal for small development site. A rainwater collection system will also be installed on the estate for irrigation purposes. To suit the surrounding environment and climate, the project has been purposely laid out as a twin-tower design: a relatively-lower North block (18-floor) and a higher South block (29-floor). The shorter North block will help to block the fixed noise from the adjacent railway line, and yet will not interrupt the view of tenants in the taller South block. The stepping height of the two blocks will likewise enhance air ventilation and encourage more natural light. With good use of greenery and appropriate exterior rendering, the design will help minimise the heat island effect for the adjoining neighbourhood. “Located in Yuen Long district, the taller South block will partly shield off the intense sunlight for the shorter one,” adds Mr Cheung. “In the morning, the sides with external corridors will prevent direct sunlight entering the flats from the east. The structural wall facing the west will also block sunlight penetration. It is fair to say that this project is geographically positioned that every design feature could reap the best benefits of the sun path and wind flow.”

Hong Kong Science Park Phase 3 Passive design refers to the use of natural elements that assist in energy conservation and the reduction of emissions. Mr Dickson Wat points out that at Phase 3 of Hong Kong Science Park, passive design alone has resulted in energy savings of 16%, which is a very promising start for this energy-efficient development. “The orientation of Phase 3 is different from Phase 1 and 2,” Mr Wat continues. “With major facade facing north and south, the building uses traditional intelligence to avoid the western sun. The surface area of the side facing west has also been greatly reduced; together with an optimised window-to-wall ratio of 40%, this greatly reduces the penetration of solar heat and its impact on the interior of the building.” The design of Phase 3 also enjoys excellent synergy with the green facilities of Phase 2, such as its Efficient District Cooling System. After precise calculations during the design process, the cooling load for Phase 3 could be fully met by this system and additional cooling facilities will not be required. The rainwater recycling system in Phase 3 has also been connected to the artificial lake of Phase 2 to collect surplus/overflow water. This can then be used to irrigate up to the 40% green areas in Phase 3.

Putting People First 以人為本推動綠建 Hysan Place Hysan Place is a commercial building which comprises a shopping mall and office spaces. For the latter, the team designed a mixed mode ventilation when appropriate, such as during overtime hours. The mall’s rooftop also has an “Urban Farm”, which helps cool the building while also allowing the participants to experience organic farming in the bustling city centre. Dr Chan says that it is a big challenge to make the building highly environmentallyfriendly, practical and attractive at the same time. To date, the Group's investment in sustainability has won widespread support. “Tenants of Hysan Place are industry leaders in business and social responsibility,” remarks Dr Chan. “Hysan Place meets their needs in both respects, so the customer response has been very positive.” She also expresses her opinion that ever y green building project has to be designed to suit specific local conditions and that there is no fixed formulato be successful. The most important thing is to carefully study and understand the problems of each project, and then figure out the solutions. At the end of the day, the crux of it all is to promote a green culture and sustainable lifestyle that enables the healthy development of the entire community.

When the system senses a guest is asleep, the headboard will output a slow and comfortable level of air conditioning for the next one to two hours, while the output from the rest of the room’s air-conditioners is reduced. This not only helps guests sleep better, but also saves energy. “With such a comprehensive green building design, the hotel’s overall electricity savings are above 50%,” says Ir Antonio Chan. “Achieving a BEAM Plus Platinum rating not only enhances the image of both the hotel and the Group, the hotel also serves as a role model for the industry by showing how energy can be conserved effectively and successfully. We hope projects such as these will attract more participation in the green building industry, for the sake of sustainable development in Hong Kong and around the world.”

Public estate is home to many people, so its design needs to accommodate a wide variety of needs. Mr Ken Cheung cites the design of the Two-stage Lighting Control System as one example. Public spaces are featured with essential lighting to save electricity, but when needed, a button can be pushed to increase luminosity for the convenience of the elderly or the visually-impaired. This not only saves electricity, but is also a caring feature that benefits the residents who need it most. The project further incorporates a Twin Tank System for its water supply. Studies have shown that this dual-tank design not only helps saving water consumption, but also means that the water supply doesn’t have to be suspended for the whole building when the tank undergoes regular cleaning, thus guaranteeing a consistent supply of water for residents. A truly win-win design! Mr Cheung believes that the participation of residents and management is indispensable for green buildings such as this. “If only the hardware is incorporated but there is a failure to promote a change of lifestyle to residents, the effectiveness of the features are essentially halved,” he says. “As such, our plan is to distribute a comprehensive green manual to every household describing how to use these facilities. We hope they will understand more how the Housing Authority, its management companies and individual tenants can all work together to make a success of this green concept.”

Hong Kong Science Park Phase 3 To encourage energy-saving habits and awareness of companies within the park, Science Park Phase 3 will arrange smart meters for them with the ability to provide real-time statistics of energy consumption. By separating electricity fees from the management fees, the introduction of smart meter will increase awareness of power consumption and encourage the use of hybrid and natural ventilation system, which will likewise translate into greater energy efficiency and directly benefit all companies. Phase 3 will also implement a “Green Lease” scheme, actively promoting a green corporate culture. When the site is fully operational, it is expected that the carefully designed green facilities will collectively reduce total annual carbon emissions by about 6,000 tons. “We are putting particular emphasis on solar photovoltaic systems as one of our key power generation provisions for Phase 3, as we are hoping for the production capacity to provide 1% of total electricity consumption,” explains Mr Dickson Wat. “The long term goal is to utilise them with other systems to ultimately achieve zero carbon emissions.” He adds that the Science Park is committed to releasing data on energy savings and making the public aware of the site’s progress towards its energy-efficiency goals.

The “Hong Kong 3030” programme is a key initiative of the Hong Kong Green Building Council (HKGBC). This landmark programme involves striving to reduce the absolute electricity consumption of buildings by 30% of 2005 level by 2030. We invited Ir Dr Otto Poon, President of the Hong Kong Federation of Electrical and Mechanical Contractors and a renowned expert with half a century’s experience in electrical and mechanical engineering, to provide his analysis of the latest industry trends and eco-friendly energy developments that could shape Hong Kong’s future. 香港綠色建築議會早前提出「香港 3030」計劃,以 2005 年用電量為基準,希望在 2030 年將 建築物耗電量降低三成,因此我們邀得香港機電工程商聯會會長潘樂陶博士工程師,以逾半世紀 機電工程的經驗,分析業內環保節能的趨勢以及香港未來的能源發展。

G: Do you think the "Hong Kong 3030" programme target set forth by the HKGBC is feasible? How high are its chances of success? Poon: I think the goal is certainly achievable, especially considering we still have 17 years to reach it. Many areas of technology, r a n g i n g f r o m l i g h t i n g, r e f r i g e r a t i o n and elevators to general energy-saving technology products, have matured considerably in recent years. About 80-90% of electricity consumption in the buildings comes from these areas alone, so the scope for reductions is enormous. Nowadays, we have many types of high-efficiency lamps, and there are many lighting control systems available in the market. Take for example the conference room we are currently in. There is a small motion-sensing device built at the entrance area. If we stay still for ten minutes, the device will automatically turn off the lights. Many air-conditioner installations are centralised systems, a significant improvement is to change from air-cooled to water-cooled systems. There is now more advanced “maglev” refrigeration equipment, in which the rotating part of the air-conditioner’s compressor is driven by magnetic levitation. This reduces friction during the compressor’s operation, and the energy efficiency can therefore be increased by some 20% . Elevators, too, are now able to convert kinetic energy during their operation into electricity and send it back into the power grid. With such a wide range of technological improvements already available, a 30% reduction in electricity consumption is feasible. G : G l o b a l l y, “re n ewa b l e e n e rg y ” i s perceived as the solution of choice for energy conservation. What are your views on renewable energy? Poon: Scientists had stated that the Earth’s ultimate energy source is the sun. Existing natural resources, such as coal, natural gas, petroleum and the like, all came from plants and animals that absorbed the sun’s energy millions of years ago. Interestingly, if we could harness just 2% of the sun’s energy that reaches the Earth’s surface it would be enough to meet all of civilisation’s energy requirements. Currently, in the large
deserts of the United States, Africa, and in the Middle East, there is widespread use of photovoltaic panels to generate electricity. If transnational electricity grids are used to collect and transmit these renewable energy, it will accelerate its development. To elaborate further on renewable energy sources, wind and solar energy can complement one another. During the daytime, there is heat and light from the sun. At night, the change of temperature increases the air flow from sea to inland. As such, one can rely on solar power with the use of photovoltaic panels during the day, and then harness wind power at night. If we can develop a system that complementarily generates electricity from both wind and sunlight, we could have more reliable source of renewable energy supply. G: Do you think Hong Kong has the potential to embrace renewable energy? Po on: Hong Kong’s first zero - car bon b u i l d i n g, t h e ZC B d e v e l o p e d b y t h e Construction Industry Council, is a very special case in that it simultaneously generates electricity while using it. However, regarding the actual situation in Hong Kong, the potential to use renewable energy sources is rather limited. For example, in a 40-storey building, only 1/40 of the building’s total area is lit by sunlight. Even if that area is packed with photovoltaic panels, it can only be sufficient to generate enough electricity to power the lighting in public areas, thus ultimately rendering it an ineffective and expensive solution.
Take hydrogen cars, for example. The gas cylinders require special protective materials, and additional safety device is necessary. For a hydrogen economy, the world would have to use nuclear power extensively to produce hydrogen. In such a case, consumers could just use nuclear power generated electricity instead, and hydrogen would be unnecessary.
I think the goal of "HK3030" is certainly achievable, especially considering we still have 17 years to reach it. Many areas of technology have matured considerably in recent years.
G : S o m e f o r e i g n co u n t r i e s l o o k t o hydrogen energy for a potential “hydrogen economy”. Do you think this is feasible? Poon: The hydrogen economy concept is currently most popular in Iceland, where it is fairly successfully applied. The reason it works is because Iceland has lots of geothermal power which can be used to generate the electricity needed to separate water into hydrogen and oxygen molecules. In other places, this is not an ideal solution. Pure hydrogen is dangerous to handle, and presents great challenges in terms of storage, transportation, and application.

If we plan for environmental sustainability at the very earliest stages of the project, the cost should not be particularly high, and the payback period can be shortened.
G: So what are the development prospects for the energy we use in Hong Kong? Poon: For energy development, we need to take a supply and demand perspective and view these aspects separately. On supply side, Hong Kong currently still have some, by present day standard, inefficient powergeneration units, with gas turbines power plants operating at about 45% efficiency, whereas modern technology and new generators can work at 60% efficiency or more. In addition to that, regarding transmission and distribution, there are now power transmission and distribution transformers of higher efficiency, which are designed to minimise the loss of electricity. If we could construc t our new power plants and properly redesign our power transmission network, combined with the use of the latest technologies, we could increase the efficiency by 15%. Secondly, on demand side, I’ve already mentioned how lighting and other equipment can improve efficiency. Lots of power consumption actually comes from electric motors. At present, motors are generally at 92-93% efficient, but highperformance motors can work at up to 9798% efficiency. Electric motors are used in a wide range of applications, and so there would be many opportunities to improve efficiency.

Let’s also consider air-conditioning systems: due to Hong Kong’s humid weather, people require lower temperature conditioned air to feel comfortable. However, there are dehumidifiers that can reduce the humidity of fresh air supply, thus reducing the need for air conditioning capacity to give same feeling of comfort. G: We have discussed a variety of energysaving technologies. Do you anticipate resistance in their implementation? Poon: Cost is one of the issues, as the payback period for the implementation of many of these technologies is long. Of course, this depends on the prevailing economic environment and incentives offered. If we follow the Building Energy Codes launched by the Electrical and Mechanical Services Department, and if we plan for environmental sustainability at the very earliest stages of the project, the cost should not be particularly high, and the payback period can be shortened. On the other hand, for some of the projects in Hong Kong, the safety factor is often set too high. For example, if a building may require 1,000 tonnes of air-conditioning; however, to play it safe, the engineers may use 1,200 tonnes of air-conditioning instead. The capacity of the air-conditioning system will then be larger than necessary. Unfor tunately, when air- conditioning systems are not used at its optimum design conditions, their output efficiency would become lower.
The research for “Hong Kong 3030” indicates that reductions in energy consumption must not only come from the use of innovative new technologies, but also from people making changes to their everyday habits. In fact, Ir Dr Poon believes developing good habits is sometimes more important than technology. His company occupies two floors, and he encourages his employees to use the staircase rather than the elevator. He considers “housekeeping” to be very important, by which he means personal habits such as turning off lights, turning off unused air conditioners, and so forth. These small changes in daily habits can actually make a big contribution to energy conservation. Thus, while many of us may be fascinated by the development of new energy-saving technologies, we must also remind ourselves to pay attention to the things we do each day and make a personal effort to meet carbon-emission reduction targets.

G:你認為由香港綠色建築議會推行的「香港 3030」計劃是否可行?成功機會有多高? 潘:我認為完全可以達到目標,因為還有 17 年的時間,而近年各方面的科技,如照明、 製冷、升降機技術和節能產品,已相當成熟。 其實樓宇在上述幾方面用電最多,佔超過八、 九成。在照明方面,大家都知道電燈效率越 來越高,亦有很多照明控制系統,例如我們 身處的這個會議室,門口有個小小的裝置, 假如我們靜止不動十分鐘,燈就會自動關掉; 空調方面,現已多用中央系統,又由氣冷改 為水冷,最近更有新的「磁浮式」製冷設備, 將壓縮機的旋轉部分以磁浮驅動,減去磨擦 力,能源效益可因此提升約 20%;在升降機 技術上,亦有將升降機運作期間的動能轉化 成電能再供回電網的技術。可見在各種技術 幫助下,應可實現在 2030 年減少 30% 的耗 電量。
另外,風能其實與太陽能可以有相互補助的 作用。白晝陸上受日照氣溫較高,在晚上溫 差會令空氣流動成風,從海面吹向內陸,因 此早上有陽光時可使用光電板,晚上則可依 靠 較 強 的 風 勢。 如 果 有 一 系 統 能 同 時 配 合 「風」和「光」兩大可再生能源,就可加強 穩定性。
G:全球都將使用「可再生能源」視為達致節 能減排的不二之選,你對再生能源的看法如 何? 潘:有科學家曾說過,地球上最大的能源供 應者是太陽,因為現時使用的煤、天然氣、 石油等,都是億億萬萬年前的植物和動物, 吸收太陽的能量貯存而成。在地球表面,只 用太陽 2% 的能量,就足以滿足人類對電力 的需求。現時,在美國、非洲、中東等地的 沙漠,已有大規模使用光電板發電力。假如 我們有跨國電網收集和傳送這再生能源,就 可促進這方面的發展。
G: 外 國 有 以 氫 氣 作 能 源 的「 氫 經 濟 」 (Hydrogen Economy)一說,你認為可行嗎? 潘:Hydrogen Economy 現時在冰島最為普及, 亦是一個頗成功的例子,因為冰島蘊含豐富 地熱,可用地熱發電,再用電將水分解為氫 和氧。但在其他地方,這過程效率非常低, 同時氫氣非常危險,於儲存、運輸、使用等 均有難度,例如以氫氣推動的汽車,氣缸須 特別保護,亦要更多安全設備。除非全世界 都改用核能發電,以核電產生氫氣,這就是 一個理想的情況,而一般家用方面因可使用 核電,根本用不着氫氣。
我認為完全可以達到「香港 3030」的目標,因為還有 17 年 的時間,而近年各方面的科技 已相當成熟。
G:你認為可再生能源在香港普及程度如何? 潘:就本港的可再生能源應用,香港首座零 碳建築物、由建造業議會發展的「零碳天地」 是一個很特別的例子,在用電的同時甚至可 以產生電力。但我認為在香港的實際環境, 再生能源普及程度有限,例如一幢 40 層高的 大廈,經常受日照的面積只佔樓宇總面積的 1/40,即使你用盡這面積放置光電板,產生 的電力可能只夠公眾地方照明之用,效果不 大,成本亦高。
另一方面,部分香港的項目在設計時,安全 系數往往訂得太高,例如某座大廈需要 1,000 噸冷氣,但為保險可能將規格寫至 1,200 噸 而用上較大的設備。當設備未能按設計充分 使用的時候,機組效率便會降低。
如在項目初期做好環保規劃, 成本則不會太高,相信投資回本 期可以縮短。
G:那麼本港節能發展的前景如何? 潘:針對能源發展,應分開供應及需求兩方 面去看。在供應層面上,現時香港電廠仍有 些以現今標準而言效能較低的發電機組,以 燃氣渦輪推動,效能約為 45%,而現時新的 發電機組整體效能可達 60% 以上。另外,在 輸電及配電方面,現在已有不少高效能的輸 電及配電變壓器,亦可減少能量損耗。我認 為如可興建新電廠和重新設計輸電網絡,並 用上最新技術,效率比現時應可提高 15%。 第二,在需求層面上,剛才提及照明等設備 方面提高效率,但其中耗電量甚大的是電動 機。現時一般電動機效能是 92 至 93%,高 效能的電動機可達 97 至 98%。由於電動機 可用於不同系統,因此受益範圍十分廣泛。 在冷氣系統方面,由於香港天氣潮濕,因此 需要較強勁的冷氣才會感到舒適。我們可在 機組抽入鮮風時先行除濕,就可在減少製冷 量的同時,保持同樣舒適。 G:剛才我們探討的各種節能技術,在推行時 會否有阻力? 潘:成本是其中一個問題,因相關投資回本 期都比較長,當然亦視乎當時的經濟環境和 提供的誘因。如按照機電工程署《建築物能 源效益守則》,在項目初期做好環保規劃, 成本則不會太高,相信回本期可以縮短。
「香港 3030」的研究顯示,減排成果除由 創新技術帶動外,亦源自我們日常生活習 慣的改變,潘樂陶博士工程師亦認為有時 培養習慣較實際技術更為重要。他的公司 佔地兩層,自己會鼓勵同事來往兩層之間 捨升降機而用樓梯,而他認為更重要的是 「housekeeping」,說的其實就是人的習慣, 出外關燈、關掉不用的空調等,這些習慣 上的改變其實幫助更大。因此,在關注各 種節能技術發展的同時,我們亦要身體力 行,留意生活細節,為減排目標盡一分力。

that can fill up three Olympic-size swimming pools. The startling waste production rate and limitations in expanding landfill sites mean that we need more effective and sustainable ways to achieve waste reduction.
Incineration: A Current Missing Link
Compared to our counterparts, we are the only place that relies so heavily on landfilling as final disposal means, which is not a sustainable way of waste management. According to Government's current estimate, the current three strategic landfills in Hong Kong will be exhausted by 2019 the latest. Hence an incinerator is urgently needed, together with other means for reducing waste, so as to extend the lifetime of our precious landfills. Taipei and South Korea’s experience in particular provide insights for our strategic plan of solid waste management due to similar lifestyle. Both places adopted incineration since mid-90’s to turn waste into energy, thereby reducing waste residues going to the landfills.
he Hong Kong Blueprint for Sustainable Use of Resources 2013-2022 (the Blueprint) recently published by the Environment Bureau aims to develop a comprehensive waste management plan and promote a new social contract with the community to conserve resources and reduce waste. A number of key actions and specific targets for recycling, landfilling and incineration are clearly spelled out in the Blueprint. Among all these aspects, incineration caused much controversy among the public, yet it is a potential solution for sustainable solid waste management as it can reduce waste significantly as well as turn waste into energy.
Landfilling is the major means of final disposal of the municipal solid waste (MSW) generated in Hong Kong. According to 2011’s figure, MSW takes up 67% of the total waste disposed at Hong Kong’s three strategic landfills while 9,000 tonnes of MSW are being dumped into landfills every day, an amount

Incineration is adopted in many countries and places for decades, but Hong Kong is unique in a way that we have been using landfilling as our final disposal means.
Driving the Turbine: How it is achieved? A modern incinerator burns waste at high temperature (normally at 850 oC or above) which reduces waste by approximately 90%, as well as generates electricity and low pressure steam at the same time. The daily treatment capacity of a typical waste to energy incineration plant ranges from 100 – 3,000 tonnes. The high temperature exhaust gases from the furnace pass through the waste heat boiler, which generates electricity (through steam turbine) and low pressure steam as renewable energy. By deducting the amount of power required for the operation of the incineration plant, the surplus electricity is normally fed into the power grid and sold to nearby residents. For a typical waste to energy incinerating plant of approximately 800 tonnes of treatment capacity per day, it can generate tens of million kilowatt hours per year, which can provide electricity for over 10,000 households.

垃圾焚化:當前所缺一環 堆填為現時香港處理都市固體廢物的主要方 式。據 2011 年數字顯示,67% 棄置於本港 三個策略性堆填區的廢物為都市固體廢物, 每日數量達 9,000 公噸,足可填滿三個標準 奧運游泳池。驚人的垃圾增長和擴建堆填區 的限制意味着我們需要更有效和可持續的方 式減少廢物。
數十年來,許多國家和地區均已採取焚化作 為處理廢物的方式,唯獨香港仍然沿用垃圾 堆填作最終處理方案。 與其他地區相比,我們是唯一如此倚重以堆 填處理廢物的地方,但此舉非長遠之策。據 政府估計,目前香港三個策略性堆填區最快 將於 2019 年飽和。因此,以垃圾焚化和其 他方式減廢,為我們寶貴的堆填區延長壽命, 已經迫在眉睫。在制定處理固體廢物管理的 策略時,我們可以向生活模式相近的台北市 及韓國借鑑,自九十年代中期以來,兩地均 通過垃圾焚化轉廢為能,以減少堆填的需求。

Integration with Local Community: A Key to Success A modern incinerator is more than just a solid waste processing facility. It can also serve the community in many other areas. Apart from providing surplus electricity to nearby residents, the generated low pressure steam is also utilised for green houses, cafés, heated swimming pools and spas, district heating, etc. while some of the facilities are free of charge for the nearby residents to use. In some cases, the incineration plant can become an important landmark of the district as well. For example, at the Beitou Refuse Incineration Plant in Taipei, there are observatory, revolving restaurant and community convention center on the 120m-tall chimney, attracting tourists and visitors. Still, many people voice out their concerns about the potential health risks generated from the MSW incineration. In fact, the exhaust gases would undergo a series of treatment facilities, such as electrostatic precipitator, selective catalytic reduction, etc., to control the emission of harmful substance like hydrogen chloride, sulphur dioxide and nitrogen oxide, while high temperature inside the incinerator ensures complete destruction of dioxins. Thereafter the cleaned exhaust gases are discharged
at a chimney of typically 100-150m tall, minimising the impact to local residence. In some places, the residues from burning are used as construction materials while most of them will be sent to landfills. Some plants are also equipped with online monitoring equipment on the air monitoring data as well as the amount of generated electricity to increase its transparency to the public. The emission data for the Tuas South Incineration Plant of Singapore shows a remarkable performance against the limits of relevant regulations, demonstrating the high standard of modern incineration technology in controlling air pollution. There is no doubt that the modern waste to energy incineration is already a good and mature technology, and it is a direct and effective way to achieve waste sustainability by turning waste to energy for beneficial use and contributing in the overall carbon reduction and many other aspects for the community. Therefore, the next important step is the education and promotion of the successful experience of modern incineration technology around the world, so as to gain public support for building an advanced waste to energy incinerator, which will definitely be a significant part in reaching the waste management targets set in the Blueprint and achieving a more sustainable future for Hong Kong.
融入社區:成功關鍵 現代焚化爐不僅是固體廢物處理設施,更可 在各方面照顧社區所需。除了為附近居民提 供電力外,焚化爐產生的低壓蒸氣更可用於 附近的溫室、咖啡室、恆溫游泳池及水療設 施、區域性暖氣供應等。焚化爐更可以成為 地區重要地標,以台北北投垃圾焚化廠為例, 120 米高的煙囪設有觀景台、旋轉餐廳及社 區中心等,成為當地旅遊景點。 話雖如此,很多人仍擔心焚燒都市固體廢物 影響健康。事實上,垃圾焚化釋出的氣體會 經過一系列處理,如靜電除塵及進行選擇性 催化還原等,以控制氯化氫、二氧化硫及氮 氧化物等有害物質的排放量,而焚化爐的高 溫環境亦能確保完全消滅二噁英。及後,經 淨化的廢氣,通常在 100 至 150 米高的煙囪 排出,以減低對附近民居的影響。焚化後的 殘餘物多數會運往堆填區,部分地區則會用 作建築材料。有部分焚化廠會設有監察裝置, 於網上公布空氣監察數據和所產生的電力, 增加焚化爐對公眾的透明度。新加坡大士南 焚化廠排放數據就法例要求相比下的出色表 現,正正展示現代焚化技術在控制空氣污染 上的高標準。 毫無疑問,現代垃圾焚化轉化能源已是發展 成熟的技術,是直接、有效並可持續的處理 廢物方式,產生能源帶來實際效益之餘,亦 在整體減碳及其他方面貢獻社會。因此,當 務之急是教育和宣傳世界各地成功應用現代 焚化技術的經驗,從而爭取廣大市民支持興 建焚化爐。這肯定是達致藍圖所定的目標, 以及為香港實現可持續未來的關鍵一環。

The six finalists of the Biz-Green Dress Code Design Contest have been selected by our judging panel and will be made into actual outfit for the fashion show. On the other hand, The Day Camps for the Mini LegCo & Youth Forum was held, during which students have learnt the knowledge of green building, sustainable development and related policies, getting prepared for the mock debate on 14 September!

“My Green Space” Green Building Competition for Schools 2012, which was successfully completed this April, has received an overwhelming response of 112 entries from 44 local primary and secondary schools.
including relevant Government Bureau and Department, education, building and social sectors, students who passed the preliminary assessment presented their creative concept behind the green building initiatives to the judging panel in the final assessment.
Ms Mary Chan, Working Group Chairman of the Competition was very impressed by the exceptional number of high quality entries, “The ideas presented in the entries are both practical and innovative as the students have done a thorough and detailed research in the design process. We especially appreciate those entrants who employ recycling and renewable materials in their entries and put the sustainability concepts into action.”
At the end, 21 primar y and secondar y students from 10 different schools are awarded champions, first runner-ups and second runner-ups in four divisions respectively. Their winning designs were showcased to the public in a 3-day exhibition at the Pacific Place in Admiralty. Officiating at the award presentation ceremony, Mr Wong Kam-sing, Secretary for the Environment presented awards to the students for their exceptional performance while Ir Conrad Wong, Chairman of the HKGBC and Mr Cheung Hau-wai, Vice-Chairman of the HKGBC greeted the winning students and deliberated the HKGBC’s vision on promoting green building education.
With an aim to promote green building practices and nurture students’ creativity, the Hong Kong Green Building Council (HKGBC) has developed “My Green Space” Green Building Competition for Schools since 2011. Students are encouraged to show their ideal green building design in a wide range of formats such as 2D, 3D and multimedia entries. With a judging panel of 14 experts from different sectors

「綠色空間 由我創造」綠色建築全港中小 學學生比賽 2012 已於今年 4 月圓滿結束, 收到 44 間中小學共 112 份參賽作品,反應 非常踴躍。 比賽工作小組主席陳淑芬建築師對收到眾多 優秀作品深感鼓舞︰「學生的設計均經深入 研究,因此不但意念創新,而且切實可行。 我們尤其欣賞在作品中採用循環再用及可再 生物料的同學,實踐可持續發展的概念。」 為推動綠色建築發展及培養學生創意,香港 綠色建築議會(議會)自 2011 年起舉辦「綠 色空間 由我創造」綠色建築全港中小學學 生比賽,鼓勵學生以平面、立體及多媒體等 方式,展現理想的綠色建築設計。評審團由 14 位來自相關政府決策局 / 部門、教育、建 造及社福等界別的專家組成,通過首輪評選 的學生在最終評選中向他們講解設計背後的 創作理念。 最後,21 位來自十間不同學校的中小學學生 分別於四個組別中獲得冠、亞、季軍,獲獎 設計亦於金鐘太古廣場展出三日。在頒獎典 禮當日,主禮嘉賓環境局局長黃錦星頒獎予 各得獎同學,嘉許他們的卓越表現,議會主 席黃天祥及副主席張孝威亦向他們致賀,並 闡述議會推動綠色建築教育的宏願。 新一屆比賽將於九月展開,敬請密切留意!

All submissions will be vetted by the HKGBC and only building products that are certified to be environmental friendly by organisations recognised by the HKGBC can be listed on the website. Applicant needs to submit supporting document certified by local or worldwide certification body, verification body and others. To allow easy access, the products are categorised according to their green property: Recycled Content; Carbon Footprint, Eco-Labelling Scheme (type 1, 2 or 3); Energy Efficiency; Sustainable Source; Hazardous Substance Free; and others.

綠色建築產品資料 分類清晰
供應商及製造商可提交以下七個類別的建築 / 機電產品,包括混凝土及結構、外牆及屋面 系統、飾面、室內系統、機電設備、建築物 料及其他產品。
平台提供各種綠色建築產品的資訊,包括國 際環保標籤制度、嶄新科技及行業趨勢。由 於所有提交的產品均經審批確保已獲認證, 配合環保性質分類及額外產品說明,用家便 可快捷地找尋到所需的綠色產品。

HKGBC Building Energy Performance Recognition Scheme Office Occupants:
A Benchmark for Energy-saving
香港綠色建築議會建築物能源認證 — 辦公室用戶:為節能訂下基準 In response to the global pledge of energy c o n s e r v a t i o n , t h e H o n g K o n g G re e n Building Council (HKGBC) has taken up the initiatives in promoting the use of energy benchmar k ing for buildings in Hong Kong. To this end, the HKGBC has set up a Task Force, chaired by Ir Cary Chan, to develop the Building Energy Performance Recognition Scheme - Office Occupants. The scheme includes two sets of webbased benchmarking tool for the industry stakeholders to compare their office energy use with other premises of the same type, and is expected to be launched in the fourth quarter of 2013.
Free Benchmarking Tool The Free Benchmarking Tool is assessable by the general public and can provide basic energy benchmarking results for the users.
The Recognition Scheme and the Benchmarking & Energy Saving Tool (BEST) For the recognition of office occupants with high performance in operational energy, a voluntary Recognition Scheme will be available for their applications with a fee. Under the Certification Scheme, the energy performance of applicants’ premises will be assessed and then compared by BEST with other office occupants in Hong Kong. Ratings
will then be awarded to the office occupants according to their rankings of operational energy performance. The launching ceremony of the scheme, targeted for the industry stakeholders, is expected to be conducted in the coming October, please check the HKGBC website for the latest news.

B E AM Plu s Asse ssment was officially launched in August 2010. Until now, the total number of projects registered has exceeded 390. This number not only symbolises a wide acceptance of BEAM Plus among the industry players, but also marks a major step for Hong Kong towards a sustainable future. More than 70 projects have now completed the Provisional Assessment for the design stage, with 16 projects achieved the highest rating of Platinum. Also, two projects have accomplished the Final Assessment and both got the highest Platinum rating. The first one is the Holiday Inn Express Hong Kong SoHo and the other one is Hysan Place. These projects demonstrate excellence in achieving sustainability in the high-rise development of the local “vertical communities” context, which will surely motivate the industry and the local community to move towards the goal of better built environment and future.

Great Leap in Project Numbers 綠建環評項目登記 節節上升 綠建環評由 2010 年 8 月起正式推出至今, 共有超過 390 個項目登記,數字令人鼓舞, 代表綠建環評廣為業內人士採納,同時標誌 香港朝可持續發展目標跨出重要一步。目前 已有超過 70 個項目完成設計階段的暫定評 估,其中 16 個項目取得最高的鉑金評級。有 兩個項目更先後完成最終評估,獲得最高的 最終鉑金評級,分別為香港蘇豪智選假日酒 店和希慎廣場。這些優秀項目展現如何在香 港高樓林立的「垂直社區」模式達致可持續 發展,鼓勵業界和公眾追求更佳的建築環境 和更美好的將來。

Following the soft launch in late April 2013, the new tool has been rolled out in mid-August! A Full House at Latest Case Sharing CPD Event 個案分享 CPD 講座 全場爆滿 The Hong Kong Green Building Council (HKGBC) organises CPD events for BEAM Pro regularly. On 14 June 2013, Ms Ada Fung, the Deputy Director of Housing (Development and Construction) of the Housing Department shared the experience of adopting various innovation technologies in achieving sustainability for their latest residential development of Ex-Yuen Long Estate. The project shared by Ada is the first project assessed by BEAM Plus version 1.2 with the passive design route and has attained the outstanding Provisional Platinum rating.
