The Emergence of the Second Amendment Sanctuary Movement What is a Second Amendment Sanctuary and why did counties across the United States declare themselves as one during the past decade? Examining all 3,100+ counties in the United States, analysis reveals that counties approve Second Amendment Sanctuary proclamations if they are among of the most partisan in the country and/or one of the few counties that became less diverse over the last decade. Counties that approved a sanctuary resolution have experienced real political consequences in the years that followed their passage: turnout for Black voters has declined while turnout for White voters has increased.
