Members Meet With Congressmen During NAHB Conference
Despite COVID-19, the National Association of Home Builders pressed ahead with its Legislative Conference in a virtual setting, giving members access to all three members of Congress: U.S. Sens. John Hoeven, Kevin Cramer and U.S. Rep. Kelly Armstrong. These meetings are a critical part of NAHB's and the HBA of F-M's advocacy efforts to keep housing issues a priority with federal lawmakers. Local participation makes a huge difference. Now more than ever, it is critical for lawmakers to understand the industry's key issues as housing is poised to play a critical role in the nation's economic recovery. Thank you to North Dakota Association of Builders for arranging the meetings! We visited at length with all three congressmen and their staffs. We are grateful to the personal access they give us as members and North Dakota residents. We, as association leaders, hear from our counterparts in other areas of the country that their elected officials are not as open and available to discussion. Key topics highlighted during our visits included: • • • • • •
Building a strong workforce Expanding eligibility for the Paycheck Protection Program Strengthening the Low-Income Housing Tax Credit (LIHTC) Opposing the Portman-Shaheen Amendment to energy legislation Opposing efforts to draft a new Waters of the U.S. rule Supporting the National Flood Insurance Program as an affordable, predictable and financially stable program.
Members and staff had the opportunity to network with fellow industry professionals from across the U.S. in a virtual setting. While it was not the same as meeting face-to-face, these connections give insight into what is working well in associations across the country and provide new ideas to bring back to improve our services locally!

Good News In The Midst Of A Pandemic
A bright spot shining through from the effects of COVID-19 is the possibility that up to $6 million in grant money could be drawn from a pool of federal funds to support the area Career Workforce Academy. These federal dollars are part of the CARES Act and aimed at countering the negative economic effects of the pandemic. Your Home Builders Care of F-M Foundation and HBA of F-M have each written $100,000 checks supporting the academy and are committed to raise a combined total of $1 million. HBA members and leaders have supported a request for Cass County to designate $15 million in funding. That has been a stumbling block with some commissioners. The federal funding, if secured, will ease the county’s total commitment and accelerate our path to the finish line. Read more on page 26. This grant request also intensifies a need to fulfill our $1 million pledge as soon as possible. There is $470,300 left to raise. Any amount is welcome and encouraged. On another positive note, Home Builders Care Foundation awarded two high school scholarships to area students who will attend North Dakota State College of Science this fall. Wyatt Bradley, of West Fargo, received a scholarship of $1,500. He graduated from West Fargo High School in May. His parents are Matthew and Erica Bradley. Wyatt plans to enroll in the HVAC/R technology program at North Dakota State College of Science, Wahpeton.
Ty Weber, of Fargo, received a scholarship of $1,500. He graduated from Davies High School in May. His parents are Ryan and Michelle Weber. Ty plans to enroll in the electrical technology program at North Dakota State College of Science, Wahpeton.

In May, HBA of F-M hosted a Building Officials Virtual Roundtable. An important item covered by the city of Fargo’s staff on the call was the topic of braced-wall construction, which can be simple!

Remember, no two houses are exactly alike when it comes to constructing them. Our department has provided a best practices document to the HBA. If you follow it, you should be able to show what we need on the plans and, provided the same plans are in the field, your framing inspection will pass the first time! Technology is your friend: store plans electronically where those who have smart phones or tablets in the field can access the most up-to-date set of plans in their vehicle or on the jobsite.

Here are some other dos and don’ts we have gathered from inspectors:

Ask questions when you are unfamiliar with what the reviewer or inspector is requiring.

Familiarize yourself with the city’s handouts (online) and general code/zoning requirements.

Use the online permitting portal. Not only can you apply for permits but you can request inspections and track the results there as well.

Ask questions about portal framing, especially on garage door openings.

Make sure you have house numbers that can be read from the street. Everyone needs the pizza delivery person to find them, and emergency services, too.

Remember to get all plans and code information to the people doing the work in the field.

Assume because the neighbor did it one way that you can do it that way. Many times, people do not get permits or get projects inspected. And, remember, codes change.
On behalf the Fargo inspections department, I’d like to thank the contractors for being respectful of the inspectors in maintaining social distancing standards on job sites. You have all been great about following the protocol in place and limiting the number of workers on the site when we are there. It has been noticed and we appreciate it!

Fireworks, time at the lakes, barbeques and celebrating the United States are all things that come to mind when we think of Independence Day or 4th of July. We want to wish each and everyone of you a very safe and fun holiday. “I like to see a man proud of the place in which lives. I like to see a man live so that his place will be proud of him.” – Abraham Lincoln July brings a month of sun and fun. Many of you are busy during our summer months and we hope you continue to practice safe distancing and CDC recommendations. Should you need any further information on healthy worksite practices or information on opioid use, please let us know or check out ndbuild.com or nahb.org. According to the National Association of Home Builders, people who work in construction are significantly more likely to become addicted to opioids, like prescription painkillers, than other workers in the general population and are six times more likely to die as a result of overdose. In addition to the health and well-being of the employee, the impact on a business can be significant and includes loss of productivity, healthcare expenses, absenteeism, turnover and much more. During these uncertain times, mental health and wellbeing has been challenged more than ever and we encourage each of you to check in on your employees. NDAB and NAHB have both changed how we hold meetings and have gone virtual. While it isn’t the same as meeting our colleagues in person, it does still give us an opportunity to conduct business and connect with each other. NDAB held our summer Board of Directors meeting virtually in early June and hosted guests from NAHB along with members from around the state. Interested in learning more about what we do at the state level? You are always welcome to join in our meeting or ask us for our meeting minutes. We always welcome new members to help us conduct business and shape the future! NAHB changed their summer legislative meetings to be held virtually as well. With that, NDAB members were able to connect with our national delegation virtually as well. We thank Senator Hoeven, Senator Cramer and Congressman Armstrong for making the time to meet with our members, discuss issues and update us on what is happening at the Nation’s capital. New Housing Numbers Flash Signs Of Continued Growth
June 17, 2020 - NAHB Now - In a sign that the housing market continues to show forward momentum, single-family permits posted an 11.9 percent gain in May, while total housing starts increased 4.3 percent to a seasonally adjusted annual rate of 974,000 units, according to a report from the U.S. Housing and Urban Development and Commerce Department. The May reading of 974,000 starts is the number of housing units builders would begin if they kept this pace for the next 12 months. Within this overall number, single-family starts increased 0.1 percent to a 675,000 seasonally adjusted annual rate, after an upward revision for the April estimate. The multifamily sector, which includes apartment buildings and condos, increased 15.0 percent to a 299,000 pace. “We are seeing many positive economic indicators that point to a recovery, including low interest rates, rising demand and an increase in mortgage applications,” said NAHB Chairman Dean Mon. “Single-family and multifamily housing production are on an upward path while overall permits, which are a harbinger of future building activity, posted a double-digit gain.” “The May housing report is consistent with the positive results of the NAHB/Wells Fargo builder sentiment index, and we expect this momentum to continue as economic activity recovers,” said NAHB Chief Economist Robert Dietz. “In another promising sign, single-family permits are up almost 2 percent on a year-to-date basis and builders are bringing back thousands of workers laid off in March and April to meet renewed demand.” On a regional and year-to-date basis (January through May of 2020 compared to that same time frame a year ago), combined single-family and multifamily starts are 1.7 percent higher in the Midwest, 4.7 percent higher in the West, 6.7 percent lower in the Northeast and 0.2 percent lower in the South. Overall permits increased 14.4 percent to a 1.22 million unit annualized rate in May. Single-family permits increased 11.9 percent to a 745,000 unit rate. Multifamily permits increased 18.8 percent to a 475,000 pace. Looking at regional permit data on a year-to-date basis, permits are 14.8 percent lower in the Northeast, 6.2 percent lower in the Midwest, 2.7 percent lower in the West and 0.8 percent higher in the South.

When Livewire Electrical Contracting became an HBA member in 2013, owner Steve Stachowski initially joined thinking it would be a good networking opportunity. He now believes his membership and involvement in the Association have connected him with more groups of people than he had previously considered. He realizes that the relationships built and the doors opened wouldn’t have been possible without his involvement in the HBA.
Each quarter
the HBA of F-M staff chooses a member who has volunteered his or her time to go above and beyond! This member helps with events behind the scenes, assists fellow members and promotes the Association within the community. Read about our two honorees, Steve Stachowski and Donovan Clever! One more "member of the quarter" will be named for 2020 in September. The Extra Mile Award winner will be selected from the four members of the quarter and announced at the Awards Gala and Annual Meeting Oct. 29, along with the other Association and Home Builders Care Foundation honors.

“Don’t just pay your annual membership investment and forget about what comes along with it,” Stachowski advises. “Make your membership work for you, which will likely look different for one member as compared to another. Network with other members whenever you can and get involved. You never know where things will go!” Born and raised in Fergus Falls, Minnesota, Stachowski moved to the F-M area upon graduating from high school. He enrolled in the construction electricity program at Minnesota State Community and Technical College-Moorhead in the fall of 2002. After working in the region for various electrical contractors for nearly ten years, he decided to start his own business in 2013, the same year he became a member of the HBA of F-M.

Turn the Gears Creating Local Connections After 8 States In 6 Years by Kallin Baarstad, Communications Intern
Originally from Scottsboro, Alabama, Donovan Clever never imagined his life would end up in Fargo. After high school, Clever omitted the college route and set out to travel aimlessly around the country. Over the course of six years, Clever resided in eight different states and moved twelve times. In 2014, due to a promising career in the oil industry, he moved to Williston, North Dakota, only to find out upon arrival that his job was nonexistent. A man told him to move to Fargo, citing an active job market, and he did. It wasn’t until 2017 that Clever took a job with Precision Lawn & Landscape, a place where he would work his way up from a seasonal snow shoveler to director of operations. Clever’s involvement with the HBA of F-M stems from values held at Precision. “As director, it’s part of my responsibility to infuse our ethos into everything we’re involved in. Our values of hard work, quality, commitment and community involvement are a natural fit for the HBA,” Clever says. “When interacting with the HBA or its composite members, I want to provide the same service dedication as I would to any one of our customers.” Throughout the second quarter, Clever dedicated a lot of his time to the Home & Garden Show. Not only is he a member of the show’s planning committee, but he made sure Precision’s exhibit at the 2020 show was top-notch for consumers attending the show. Clever worked directly with the NDSU BBQ Bootcamp crew for them to utilize a grill that Precision supplied as part of their grilling techniques workshop. In planning for the 2021 show, he has worked with the committee and staff on a revised AutoCad floor plan to freshen things up for the show’s 60th anniversary. In his role at Precision, Clever has many responsibilities, one being to serve as a positive mentor for his employees. Besides the simple motivation of free or company-paid lunches, Clever is eager to get employees involved outside of company matters. “[At Precision] we encourage our employees to be helpful and observant wherever possible,” Clever says. “As a company, we’re extremely privileged to have the support of an amazing community.” CLEVER continued on pg 25

Each fall the HBA of F-M awards three honors to its members: HBA’s Volunteer of the Year awards (Builder and Associate categories) and its “BEAM” Award. Home Builders Care of F-M Foundation bestows its Volunteer of the Year award. HBA of F-M Chief Executive Officer Bryce Johnson says, “Please nominate your fellow members for one or more of these awards! We have such an incredibly humble group that many feel uncomfortable with awards. HBA Volunteers of the Year

Were started in 1982 and are based on work expended in the interest of fellow members, the Association and the community. These members are judged according to member involvement and industry promotion, civic activity, professional accomplishments, local association activity, and state and national association activities. Recipients of the Volunteer of the Year Awards (Builder and Associate categories) will be chosen by a committee consisting of past winners, board members and HBA of F-M staff. The awards will be presented at the Oct. 29 Awards Gala. Local winners go on to represent the HBA of F-M for consideration for the North Dakota Association of Builders’ Builder and Associate of the Year selection in November.

The HBA of F-M names a winner on the local level that advances to the state (North Dakota Association of Builders) level, and possibly to the national level with the National Association of Home Builders. The Builder member nominees will be evaluated on loyalty, ethics, trust, communication and consideration. The two Builder members receiving the most nominations will be notified and asked to submit their list of suppliers/trade
contractors. HBA of F-M staff will compare those lists and send common companies the Builder evaluation form. A committee of past HBA of F-M Associate Volunteers of the Year reviews the evaluations and chooses a winner.

COVID-19 has impacted the building industry in as many ways as there are sectors within it. The last Plains Builder featured comments from HBA of F-M members representing real estate, finance, taxes and equipment. This time, members from the workforce and supplies sectors share the changes they’ve made due to COVID-19 and how those impact the building industry at-large.

Before the COVID-19 pandemic hit, people would show up at the jobsite, you’d hand them an application and they’d go to work. Managing employees at the site entailed making sure they showed up on time and completed their tasks, from the hired crew all the way down to the subs. That’s not the case anymore. Supervisors now need to screen every employee, provide warning posters, scan foreheads at every job trailer and understand regulations that are always changing. Much of what might have seemed impossible is now normal. Fortunately, HR departments and agencies have expanded their workloads and proven their tools and capacity for making labor a lesser concern for builders. HR, not supervisors, are taking applications and making sure spots are filled with capable people. High-tech labor management tools and newly formulated systems can be an employer’s best friend. from Sarah Borders | Stenerson Lumber The building materials supply side of the building industry has become a challenge. Product availability lead-times, prices and personnel shortages all are a part of the challenge. Throughout the country many people’s employment was deemed not essential so they are at home and they are getting projects done that they’ve wanted to for years. Homeowner projects have ticked up significantly. Contractors have not really slowed down, therefore, sales have increased overall in many areas of the building industry. Distributors are attempting to hire more staff to keep up but they aren’t able to because people are paid the same or more from unemployment benefits. As far as lumber, mills are producing less inventory which causes availability issues and prices to rise. Now wholesalers have less inventory on the ground and we, as a retailer, have less options to buy from. Treated lumber has become nearly impossible to get which has resulted in considerably higher prices. Every treater and distributor are having issues getting pine and then getting it treated and out the door in time. We are basically buying any treated lumber we can get our hands on.
My recommendation is for builders to be very organized and patient. From the sticks to the doors to the millwork, finalize those details early and get them ordered.
Manufacturing plants and distributors have complied with social distancing guidelines and perhaps even shut down completely, depending on location. Logistics and trucking labor shortages are also causing an issue getting products to distributors.
Take interior doors and millwork for instance. A distributor in Minnesota was deemed essential and able to continue operation; however, the manufacturers of those components are spread throughout the world. Those plants don’t have the same guidelines as Minnesota; they may have been shut down for weeks or months and/or have less people. They are attempting to build the same number of units with less people, causing them to push their lead-times out or find a new manufacturer, which could end up costing more. My recommendation for builders is to be very organized and be patient. From the sticks to the doors to the millwork, finalize those details early and get them ordered. From reading articles and talking with vendors, these issues won't be over anytime soon. We are in it for the long haul. These are challenging times for all of us, from the manufacturer, distributor, retailer, builder and homeowner.

These screenings ensure employees are able to perform the less glamorous jobs so builders can keep high-dollar employees working on essential projects. By providing these services, we remove hiring from builders’ “to-do” lists and free up time for HR and supervisors to safely run their jobsites without having to constantly conduct interviews for entry-level positions. When the pandemic hit, everyone wondered, “How could we have planned for this?” Businesses, especially small businesses, must plan, plan, plan for the unthinkable. Make sure your crews practice safe distancing, don’t share tools, use personal protective equipment and are screened before going to work. After all, you need them coming back.

Working alongside Stachowski is his business partner, Jason, who also happens to be his brother. With the two of them growing up in a family business, Steve admits it just came natural for them to partner up. Although they may have their occasional disagreements, neither is the type to hold a grudge, realizing that at the end of each day they still share the same goal of running a successful company.
As current chair of the Home & Garden Show committee, Steve has stepped up, offering valuable input and volunteering to take on duties outside of the monthly meetings. He never really saw himself serving as committee chair, but according to Allison Weckman, HBA staff liaison of the Home & Garden Show committee, “Steve seemed like a natural fit to be the chair this year and has done an amazing job as we strive to make some drastic improvements for the 60th anniversary show in 2021.” Beyond his life as an electrician, Steve enjoys riding his motorcycle, golfing or fishing. He and his wife, Michelle, have been married for ten years and are the parents of three amazing children.

Giving back in both a direct and meaningful matter are two things that Clever takes pride in doing, along with developing new ideas and discovering ways for Precision to be more connected and involved with the HBA. "It’s my goal to spearhead initiatives within Precision Lawn & Landscape and to make proposals with the HBA that focus on mutual benefit for the betterment of our community,” he says.

Academy Organizers Seek Federal Grant Money, Aim For 2021 Construction by Mark Puppe, Communications & Public Affairs Strategist Krista Mund Executive Vice President
The need for skilled labor is established. Contractors struggling to meet strong local demands at affordable prices understand how the Cass County Career Workforce Academy will fill that need. The first phase total project price tag is estimated at approximately $26 million. About $11.5 million has been collected or pledged from private sources, with local governments and a federal grant potentially providing the rest. HBA of F-M and Home Builders Care of F-M Foundation have each contributed $100,000 toward the academy (together, the organizations have committed to raise a total of $1 million). An application for a grant of up to $5 million made possible by the CARES Act is in the works by Lake Agassiz Development Group and the North Dakota State College of Science’s Foundation. A decision about approval is expected during September.

Cass County’s commission has discussed the possibility of increasing their 2020 commitment of $900,000 for funding since early this year and has been involved in the academy’s steering committee. In a May update, Chairman Chad Peterson said a goal is to have total funding in place this year for the career academy, with construction to start in the spring of 2021. A site has been identified south of Fargo. Plans for the building itself are currently being developed by EAPC Architects Engineers to accompany the grant application.

Student Taps Into Industry Through Scholarship, HBA Member by Kallin Baarstad, Communications Intern
As the saying goes, Dylan Bruner has maximized his options. Not only did he earn a scholarship from Home Builders Care of F-M Foundation last year, he secured a job with HBA of F-M member Roers Construction Joint Venture LLC. Every year, Home Builders Care Foundation offers scholarships to students pursuing a degree within the trades industry. Bruner graduated from West Fargo High School in 2019. He continued his education at North Dakota State College of Science in Wahpeton, following a three-year plan to obtain degrees in both building construction technology and construction management. In his free time, Bruner loves to hunt, fish and work on his truck, all of which demonstrate his affinity for an active, constructive lifestyle. Bruner’s junior year of high school ignited his interest in the trades industry. “I took a class in high school that allowed us to build a house from the ground up, and I really enjoyed working hands-on,” he says. “I prefer being able to physically see progress being made.”

Scott Wirth, Human Resource Manager at Roers hired Bruner and has kept him on the books since, even when he went back to Wahpeton for school. “Working at Roers has vastly improved my experience level,” Bruner says. “I have learned how to do more finish work, a lot of tricks for rough carpentry and have done a small amount of steel and concrete work. All of it has opened my eyes as to how much really goes into putting up a commercial building.” Although Bruner’s practical experience is crucial for his future career, he is thankful for the scholarship funds awarded by Home Builders Care Foundation. “The scholarship money has really helped relieve the stress of loans for school and has helped me pay for my tools to start working in class and at Roers,” Bruner says. Bruner is currently in his second year of his three-year plan at NDSCS. Along with gaining more experience with building, he plans to learn about the business side of the industry as well. A Mind For Numbers And Organizational Expertise by Krista Mund, Executive Vice President
Amanda Ohlsen, recognized by many as the HBA of F-M’s behind-the-scenes coordinator of a massive amount of financial information, celebrated 15 years at the HBA of F-M in May! Her actual title is director of accounting and records, but that does not even scratch the surface of her duties which encompass all three organizations run out of the office at 1802 32nd Avenue South. Ohlsen is responsible for accurately preparing and maintaining all financial statements and records for the HBA of F-M, F-M Home Builders Health Plan & Trust and the Home Builders Care of Fargo-Moorhead Foundation. She also oversees maintenance of the Association’s membership and records data and assists with the HBA’s human resources duties. Her position has expanded constantly with the HBA of F-M’s growth, resulting from more activity by the Home Builders Care Foundation, staffing and human resources changes, and implementation of the Affordable Care Act, affecting the HBA’s health plan.

HBA Chief Executive Officer Bryce Johnson says, “Amanda keeps exceptionally accurate records, pays high attention to detail and is deadline-oriented. She’s everything you would want for someone taking care of the financials and records.” Johnson also points out Ohlsen has built a solid foundation of organization in her position and is wonderful at historical recordkeeping in the office. She keeps the rest of the staff and all three organizations on-task with budgets, which is a major endeavor. Ohlsen accepted the Association’s accounting and records coordinator position in 2005 as her first job out of college and was promoted to the director level in 2012. Originally from Bismarck, Ohlsen moved to Fargo to attend North Dakota State University where she graduated with a bachelor’s degree in accounting. She and her husband, Tyler, and their two children Kaylee and Coen live in West Fargo. In her spare time, Ohlsen enjoys activities with her family, cooking and gardening.

For 60 years, the Home Builders Association of Fargo-Moorhead has been hosting the area’s premier showing of new homes. The Parade events in the spring and fall, and the Remodeled Home Tour, feature the latest design and building techniques from area builders and continue a tradition of excellence and professionalism. From great architecture to the latest trends in interior design, nothing is overlooked by our members who participate in the Parade and Tour. The Parade is open to the public to visit new homes in the Fargo-Moorhead area, where they can generate ideas for their own home building and improvement projects. The Remodeled Home Tour runs in conjunction with the Fall Parade’s second weekend; it features the hottest renovation trends showcased by our members.
