2020: The Runaway Train Is On-Track

Serving as HBA of F-M president in 2020 was a bit like being on a train barreling 100 mph down the rails. As business owners, managers and salespeople, we are dealing with high demand (good news) and high lumber prices with limited supplies (bad news), all on top of COVID-related stresses related to health, family and school adjustments. Here at the HBA, some plans for 2020 were derailed when COVID-19 overtook our lives, but most of them have stayed on the tracks. Reflecting on it all, these are the high points I see from the engineer’s seat:

What Do The Election (Non) Results Mean For Housing?

Nov. 4, 2020 - NAHB Now - National Association of Home Builders' Chief Lobbyist Jim Tobin provides an election analysis: A sitting president who evoked strong passions at both ends of the political spectrum. A persistent virus. A recovering but sluggish economy. Motivated political bases. Record voter turnout. Consistent, durable leads in nationwide and swing-state polls for Joe Biden that proved to be, once again, inaccurate. All these factors culminated in a long election night and a presidential election still too close to call. Vote counting continues in the battleground states of Georgia, North Carolina, Pennsylvania, Michigan, Wisconsin and Nevada. In the hotly contested race for control of the U.S. Senate, Republicans look like they will hold onto control, but some races remain too close to call. The GOP and the Democrats traded seats early with Democrat John Hickenlooper converting Colorado Republican Cory Gardner’s seat and Republican Tommy Tuberville flipping the Alabama seat held by Democratic Senator Doug Jones. After midnight, Democrat Mark Kelly won the Arizona special election race for John McCain’s former seat currently held by Senator Martha McSally, giving the Democrats a net gain of one seat. Battleground Republican Senators Joni Ernst (Iowa), John Cornyn (Texas), Lindsey Graham (S.C.), and Steve Daines (Mont.) all recorded victories, while key contests in Maine (GOP incumbent Susan Collins), North Carolina (GOP incumbent Thom Tillis) and the two Georgia Senate races (GOP incumbents Perdue and Loeffler) remain undecided. Interestingly, incumbent Michigan Democratic Senator Gary Peters is locked in a nail-biter with GOP challenger John James. While the top of the ticket is yet to be settled, the majority of the U.S. House of Representatives remains firmly in Democratic hands, as expected. House Republicans had an unexpectedly good night and have recaptured some of the

suburban seats they lost in 2018. While there are over 40 House seats yet to be called, the House GOP appears poised to post a net gain of seats. NAHB highlighted the important role of housing in the election by honoring “Defenders of Housing;” supporting prohousing candidates with BUILD-PAC contributions; and endorsing deserving candidates for election. As the 117th Congress is seated in January 2021, and regardless of which party controls the White House, NAHB’s near-term priorities remain passing another coronavirus relief package and ensuring that the lumber, building materials and housing supply chain continue to recover. Longer-term efforts will focus on ensuring a strong economy and creating a regulatory environment that supports housing production. Housing will continue to be the brightest spot of the economic recovery and NAHB will remain true to its mission to ensure that every American can achieve the American Dream of homeownership and have access to affordable rental housing. Inspection Adjustments And Statuses Compiled by Mark Puppe, Communications & Public Affairs Strategist

The city of Fargo has implemented a city-wide mask mandate and all inspectors are abiding by it. The inspections department continues accepting plans in the outside bin at the north entrance but encourages digital submittals whenever possible. The system is not totally set up so inspections asks you to request confirmation that plans were received, and what further steps are required. Being entirely paperless is in Fargo’s future and the transition is collaborative effort and the inspections department thanks builders for their patience and assistance upholding health standards during these uncertain times.

Moorhead Building Official Jack Nyberg says most building inspections are being done on-site and according to CDC protocols. Masks must be worn if social distancing isn’t possible. Inspectors will conduct video or photo inspections when homeowners or contractors expect “no contact” work environments. He advises builders to know building partners’ and customers’ expectations before going too far. Nyberg also reminds builders that cold and flu season can cause greater healthcare concerns with the potential to change inspection standards.

Horace building inspector Keith Asheim explained that “Horace is primarily concerned about receiving inspection requests with enough advanced notice to adjust for changing conditions, and that individuals that visit our city hall and are working on the jobsite are respectful and mindful of others health.” Asheim said the city strives to complete inspections within 12 business hours. “We know that it is difficult to provide exact times for work like concrete and sewer and water, but we would like to know that this work is being proposed in advance. If an inspection request is accepted in advance we will accept a two-hour window prior to preferred inspection time to confirm the inspection request.”

Deputy Inspections Administrator Mark Housh reports that the inspections office has been and will continue receiving all permit applications and plan submittals through email. Applicants are notified about permit approval via email and have the option to pay using a credit card over the phone or by sending a check to the inspections department. West Fargo has encountered some jobsites with persons who have tested positive for COVID-19. If someone on a jobsite has tested positive, Housh asks builders to contact the inspections department so proper precautions can be taken. Outdoor inspections require social distancing at all times and indoor inspections require social distancing and masks. Inspectors have constant discretion to ask for the jobsite to be cleared so that they can conduct inspections as requested.

Mike Blevins of Midwest Inspection Services is among those approved individuals. He supports the building industry and officials by providing residential and commercial building inspection services to four of the hottest housing markets in North Dakota: Casselton, Kindred, Mapleton and Oxbow.

Our area is experiencing unprecedented growth, but rapid growth often creates frustrating ambiguities, unreasonable expectations and preventable costs for inspectors and builders. Blevins shares ideas below to ensure the inspection process is timely, coherent and cost-effective. “One conflict I see on projects is the perception that a building inspector is a know-it-all, or they are there to make things difficult for the builder. Our main concern as an inspector should be building and life safety. If the builder and the inspector make every effort to use the building code as a tool for providing safe homes for families to enjoy, then we can approach each project on the same level. “The inspection process works best when expectations align with the codes and circumstances that apply at the time of inspection. Standards such as ‘The last inspector did not require this,’ ‘We have been doing it this way for 30 years,’ or ‘Contractor X didn't have to do this on his build last year ’ can muddy the waters. As a general rule, we can look back at past projects to learn from our mistakes, identify concerns, or items missed by a previous inspector (self-included), but we should never use this past deficiency as a standard. “The code is a living document. It is constantly being improved on, changed and updated as new technologies emerge. As designers, builders and inspectors we need to embrace changes, learn from every experience and hopefully grow in our understanding. "The codes establish standards that include requirements to assist in the construction of safe homes. Inspectors do not have all of the answers and most of us are in a continuous state of learning. We should always be willing to listen and learn. I have learned a lot over the years from conversations with contractors, builders and tradesmen. Our area builders do a great job and I believe they genuinely care about craftsmanship and quality. You don't always find this outside of our region. “It might go without saying, but as builders and inspectors, we need to remember and apply something that tends to be forgotten in exploding markets: Use open minds, be reasonable, show respect and most of all, be safe.”

COVID-19 Accelerates Transition To Paperless

Thank you to the construction industry for being patient with us during this time. There have been issues, but the industry stepped up and knew what we were all going through. They worked with us and everything helped to keep our industry moving forward. The Fargo Inspections Department had gone to a web-based inspection program about a year prior to the pandemic so we were prepared.

At this time, the more we can do to keep distance and paperless the better. That has always been a goal anyway, so the pandemic has just accelerated contractors’ interest and willingness to adopt the system.

Faxing, emailing and calling for inspecting and permitting are going away. The online portal is here to stay and will eventually be the only way we do business. The earlier you can get on and get an account the better. Most citizens and contractors enjoy the system once they get use to it. It is like anything else, until you try it, you don’t know what you are missing or the time savings it can bring. The online portal enables you to submit plans online, get review comments and request inspections. We have always allowed all previous systems, even phone requests, to be utilized, so we really didn’t change anything except increase awareness of the online system and its resourcefulness for those using it. We can do everything we need to do on our mobile phone. When we first went totally remote inspecting, we had a few issues, but nothing that we or the industry could not figure out. There were few hiccups and most in the construction industry were very understanding. It helps to have a good tablet or mobile phone and everything can be done on there. There is also the capability to email through the system. HBA Membership Is Leverage

by Mark Puppe, Communications & Public Affairs Strategist When asked “Why did you join HBA of Fargo-Moorhead?” members tend to answer, “Networking.” The wisdom in that decision cannot be questioned: HBA provides builders and trade partners a treasure chest of opportunities to meet counterparts from every corner of the industry. Those contacts often evolve into business partnerships that increase profit potential. Members see results right off the bat. Membership also provides another influential network that is generating benefits that members might not see, but directly experience. The benefits are continuous and result from the network HBA engages to collectively promote and protect business interests. Home builder and state legislator Ben Koppelman approached his HBA when he learned the North Dakota Electric Board was considering codes that would be problematic for builders. HBA engaged the North Dakota Association of Builders; a statelevel builders organization consisting of six local associations. Kim Schneider, NDAB chief executive officer explains the effectiveness: “Members from around the state participated in a call with Rep. Koppelman, a call to action was sent to local associations and the legislative rules committee members were contacted. Those contacts made the committee aware of our concerns and ultimately opened up discussions. It was the collaboration and dedication of members from local associations across the state that made it a success!” HBA’s advocacy network provides members leverage in code discussions. For example, the Association caught wind about energy code changes being proposed by the Minnesota Department of Labor and Industry. HBA partnered with Housing

First Minnesota and other building associations to challenge the changes because their return on the increased cost to comply would have been slight. HBA of F-M’s collaboration provided members the leverage to convince a judge to advise the commissioner to postponing rulemaking. “Sometimes in policymaking, having the better argument isn’t enough and it takes a broad collation of organizations to get an initiative across the finish line,” explains Housing First Minnesota Director of Research and Regulatory Affairs Nick Erickson. “The recent partnership on the residential energy code is the perfect example of what the housing industry can accomplish when it puts up a united front.” The list of victories and connections goes on, but these successes demonstrate how HBA members are networking and benefiting beyond the business partnerships that HBA membership delivers. Advocacy is member-driven, collaborative and often unknown, but never subject to weather.

Charlton Brings The Bubbly, And We Don’t Mean Champagne

by Tahra Doll, Office Coordinator Whether it’s volunteering at the Home & Garden Show, Parade of Homes or Golf Outings, Elana Charlton undoubtedly shows up, smiling and ready to pitch in. That’s why the HBA of F-M selected her as the recipient of the 2020 Extra Mile Award. Charlton was selected from a group of four members who received “member of the quarter” honors throughout the year. This quarterly recognition gives the HBA staff an opportunity to shine a spotlight on members who consistently go above and beyond the call of duty, eagerly volunteering their time for the betterment of the Association while promoting it within the community. As current chair of the Parade of Homes Committee, Charlton’s volunteerism can always be relied upon, and her bubbly personality brings a level of energy to everything she does that is contagious to those around her.

She made that choice and hasn’t looked back, commenting that her favorite thing about the HBA of F-M is the remarkable team effort that takes place when it comes to working on projects that require multiple volunteers. Typically, the Extra Mile Award winner is announced and celebrated at the Awards Gala & Annual Meeting in October, which was canceled. Land Trust And Builders Partner In Growing LongTerm Market

by Mark Puppe, Communications & Public Affairs Strategist Our local economy continues to grow, and career opportunities expand with it. For the “missing middle,” those earning 80% to 110% of the average median income, homeownership is out of reach and not getting closer. The National Association of Home Builders reported in August 2020 that the inventory of new single-family homes has fallen to a 3.3-month supply; the lowest on record dating back to 1963.

The Cass Clay Community Land Trust’s community-based Shared Equity Model subsidizes mortgages as a path for the missing middle to attain homeownership. CCCLT Chief Executive Officer Trent Gerads says, “When we look at the job growth in our area, we must continuously ask ourselves ‘How do we get people here?’ Filling those positions and building a solid economy requires the community to acknowledge that people won’t move here to rent an apartment.” Gerads points out that subsidizing a down payment does not mean the land trust is helping the missing middle avoid responsibilities. “Applicants must be on course to homeownership. CCCLT gives them a stake in the process rather being dependent upon it. These families have two kids, maybe a car payment, student loans or, whatever it might be, it’s hard for them to get into a home,” he says. “Could they honestly afford a home? Maybe, but it’s going to be that $100,000 fixer upper that will make them house-poor. We don’t want people bouncing between leases, either.” Although other homeownership programs operate in the F-M metro, Gerads believes that the land trust is an ideal opportunity to keep houses in the market and for builders to ensure they have a market in the future. Because the trust owns the land, the home cannot be sold and developed for anything other than a home. Fargo City Commissioner John Strand serves on the trust’s board of directors and adds, “There are many examples of approaches to providing affordable housing, but a land trust such as CCCLT is a model that will be long term and will provide such affordability into perpetuity for our broader community." CCCLT sees the estimated $50,000 average subsidy as an opportunity for the private sector to contribute not only funds, but other resources, such as construction, appliances and maintenance, that are required to build a functional and attainable home. The trust also seeks partnerships with builders and

trade contractors to provide discount agreements for supplies and services. Gerads explains that agreements such as these will keep CCCLT homeowners afloat today and become prospects to become paying customers in the future. “We stand ready and can be very big collaborators. We have an approach that can not only enhance existing programs, but help others get into homes. An adequate housing inventory cannot be created by housing organizations and departments, the key is a community-wide effort,” he says. Gerads believes builders and businesses in this community have the character to contribute the necessary construction, service and financial support required to diversify the housing market and keep homes attainable for the long-term. They will be providing buyers a foothold to move forward and up the market ladder. Strand agrees and says, “Community values such as providing accessible, sustainable affordable housing will help define Fargo in a positive way. Through time, the existence of a viable community land trust will be a great legacy from our generation to future generations,”

Steve Stachowski has been involved in the homebuilding industry for about 16 years and co-owns Livewire Electrical Contracting. He brings experience serving on the Events and Education Committees to the board of directors. Stachowski looks forward to seeing everything happening within the HBA at a higher level. He also brings business experience from managing his own company and will apply that to his service on the board.

His top priorities are providing members education and professional development opportunities, improving member involvement and increasing HBA membership. Stachowski says, “We need to try to get more people involved in the HBA instead of just paying for membership once a year, and with strong membership numbers we can help change the building industry.” He believes in grassroots recruitment and adds, “When friends or family are trying to get you to join, it means more as opposed to hearing an advertisement.”

by Kallin Baarstad, Communications Intern Every year, Home Builders Care of F-M Foundation awards scholarships to students working toward careers in the trades and construction industry. This year, the Foundation presented $1,500 scholarships to post-secondary students from three schools.

Entzi attends Minnesota State Community and Technical College for construction management. He works at D&M Industries as a parttime hospitality estimator. In five years, Entzi hopes to be working for a remodeling contractor or operate his own remodeling business.

Homan is pursuing a degree in construction management at North Dakota State University. Last summer, he interned with Ryan Companies in Minneapolis and enjoyed his time there. In the future, Homan wants to become a project manager within an industrial, healthcare, or senior living sector.

I’m looking forward to pulling this train into the station and handing it off to Kim Hochhalter, Building Concepts, Inc., who will be your president for 2021. My parting words: Always remember that the Association is here for you as a resource and industry partner. You have a professional staff at your fingertips at the HBA. Call them if you need anything. Refocusing fundraising

Our annual fundraiser, Framing The Future 2021, has been canceled due to COVID-19. Our board is now fully committed to maximizing opportunities through Giving Hearts Day Feb. 11. Many Framing The Future sponsors have redirected their donations to Giving Hearts Day; for that, we could not be more humbled and grateful. As you can see, my fellow trustees and other Foundation supporters are leaning into our challenges and looking ahead to 2021. We are excited for what the future holds. In September, we welcomed Jeff Gunkelman, Kennelly Business Law, to the board. In January, Kyle Olson, Keller Williams Inspire Realty, will begin a term. Thank you to Dan Beecher, Foam Doctor’s LLC, for your incredible service the past six years!
