COMMENT Dear reader, Various industry meetings and events have taken place recently across Europe. On 14 September, tank cleaning and international logistic heavyweights descended on Brussels, Belgium, at the Novotel Hotel, for the European Chemical Transport Association’s (ECTA) annual responsible care meeting. Here, a number of high profile speakers from the likes of Suttons Group, Bertschi, and CEFIC gave engaging presentations. Stephen Rowland, SHEQ manager at UK-based logistics company Suttons Group, spoke at the event. He addressed the many challenges logistic firms faced. He discussed security issues in light of terrorists using vehicles for murder, and the current terrorist threats. He said that attacks were high, more frequent and more diverse. In order to address this issue he said that companies needed to adopt a risk management approach that integrated with their business. Security is not the only challenge facing the industry, food safety is another hurdle to jump over. In October, Brussels, Belgium, a number of industry experts registered to attend the European and International Tank Cleaning Association’s (ENFIT) first European Working Group on the issue. As well as the usual selection of technical features, this addition focuses specifically on tank cleaning stations in Italy. We hope you find this geographical focus a useful and interesting addition.

EcoChemPlus-Togliatti, a Havilarun Russian logistics specialist, has officially opened its tank cleaning station at an industrial park in Togliatti, a city in the Samara region of Russia. The depot provides a full range of services for tank containers and road trucks, including the ability to clean more than 40 types of chemical and food products, repair, maintenance, periodical testing and storage of tank containers. According to EcoChemPlusTogliatti, the company uses modern European equipment and this allows it to offer “efficient technological solutions for cleaning” and provide its workers with safe working conditions. Tank treatments are carried out upon examination of properties of a previously loaded cargo with hot or cold water, using detergents and if necessary steaming at the temperature of 140°C. The depot also issues European Cleaning Documents (ECD). The company also uses an “applied method” in order to optimise its water consumption, which it claims is unusal in Russia because most stations tend to use the “direct steam injection method”. In a statement, the company said: “Our aim is to develop a network of modern depots in Russia that would meet European standards and provide quality services, as well as enable (us) to achieve logistics optimisation by minimising empty runs and efficiently preparing tanks for further loading.” “We are developing a network of modern depots for cleaning and repairing tank containers in Russia,” said Igor Lepetukhin, member of the board at Havila. “The first depot was successfully opened in 2014 in Tambov. The second one was launched in Togliatti, in the Samara region. The choice of the industrial park was due to the attractive geographical location of the M5 highway. Large chemical industry hubs are located along this route.” z

New tank cleaning station opened in Italy Marenzana has teamed up with Stolt Tank Containers to open a new tank cleaning station in the northern Italy town of Vado Ligure, Liguria. On 21 September, 2017, the tank cleaning specialist opened its facility next to a terminal in Vado, which is currently being constructed. Marenzana’s new facility currently offers a host of services to chemical transport companies, including the cleaning of their tank containers, storage, maintenance and testing of ISO tank containers. In a statement, Marenzana said that its joint venture depot with Stolt is the “ultimate depot” that raises the “bar for tank cleaning in northern Italy”. The design of the new depot was based on the example of the Stolt Tank Containers’ depot in Moerdijk, the Netherlands, which has been operating successfully for the last three years. According to Marenzana, the depot not only allows for high quality cleaning, but its modern heating facilities also make it possible to heat tanks 24/7. Marenzana said its Vado depot has adopted the same water treatment procedure as the Moerdijk facility. The company has made sure that its water treatment plan keeps to “strict standards for the water that is disposed of to make sure the impact on the environment is minimialised”. The facility can also treat air emissions

directly from inside the tank with an air scrubber and active carbons filters. The depot will soon receive a ISO 9000-18000-14000 integrated certification and issue European Cleaning Documents (ECDs) from January 2018. In a video about the opening, Michael Kramer, president of Stolt Tank Containers made a speech. He said: “Behind every depot there’s a story and our story starts with Alberto (chairman and founder of Marenzana) and Laurent Grandjen (director of Europe Stolt Tank Containers). We had a problem four years ago and came up with this solution. “Marenzana and Stolt have a focus on safety, the environment and people. This is a global effort and we have had people from Holland, Houston, Italy, China and a few other locations involved in the building of this facility. What you see here is a state-of-the-art facility, which is a second-to-none facility.” z

Stolt unveils Q3 results
Logistics giant Stolt-Nielsen has posted a net profit in the third quarter of the year of $18.5 million (€16m), with revenue of $513.8m, compared with a net profit of $15.6m, with revenue of $500.8 million, in the second quarter of 2017. The company’s container arm, Stolt Tank Containers, reported an operating profit of $14.8m, up from $13.7m, driven in part by improved margins and higher equity income from STC’s joint venture cleaning and repair depots. Stolt Tankers reported an operating profit of $34.4m, up from $27.6m, mainly reflecting the impact of gains related to the company’s bunker hedging programme. Stolthaven Terminals reported an operating profit of $16m in the third quarter, essentially unchanged from the previous quarter. Stolt-Nielsen’s CEO, Niels G. Stolt-Nielsen, said that the tank container business “continued to show evidence of margin improvement, along with lower empty repositioning costs and improved contributions from jointventure depots”. Speaking about the future, he said: “On balance, our overall outlook remains unchanged. We do not anticipate any substantial improvement in the chemical tanker market until the latter part of 2018, when the current order book will have been significantly reduced and the balance between tonnage supply and demand improves. “For Stolthaven Terminals, we continue to expect a modest but steady improvement in results, driven by actions to enhance operational performance across our network of terminals. At Stolt Tanker Containers, we expect margins and utilisation to hold steady at current levels.” z

CS Leasing has added a number of new tanks called Welfit Oddy Light Weight 35,000-litre to its fleet. The tanks benefit operators in a number of ways including: lower tare mass and fewer top openings. The lower tare mass allows the operator to transport greater product volumes for the same transport overall cost. As an illustration, the Welfit 35,000 litre tank with the 70% baffle is 600kg lighter than its competitors, according to CS Leasing. For a 36-ton gross mass transport limit this equates to an additional 2% product being transported at no extra cost, according to the company. z

LNGTainer launches new tank Finnish LNG tank manufacturer LNGTainer has launched a new tank which brings together two innovations; LNGTainer’s tank container and Outokumpu’s austenitic stainless steel grade, Supra 316plus. Tom Sommardal, CEO AT LNGTainer, said: “The most revolutionary aspect of LNGTainer’s new tank container is that the structure includes a light, flexible inside tank and outside pressure vessel. For the light inside tank, we chose Outokumpu’s Supra 316plus steel grade. “With the new patented structure, we could decrease the weight of the tank by 30% and increase its capacity by 15%. Because the weight of the inside tank is significantly less than in competing tanks, the time for cooling off the inside tank is considerably shorter. Light inside tank cools off faster for transport.” LNGTainer first considered using aluminium in the inside tank, while Outokumpu offered Supra 316plus because of its properties. In a statement, LNGTainer said: “Supra 316plus has relatively better low-temperature properties compared to other similar materials. In fact, its strength and ductility only improve as the temperature drops down to the lowest measured cryogenic temperature of -196°C. LNG is transported at a temperature of -164°C and then warmed back to gas when delivered.” Juha Kela, project manager at Outokumpu, added: “By having excellent low-temperature properties, Supra 316plus enables thinner gauges, which translates as savings in weight, fuel, energy costs, as well as a lower carbon footprint. LNGTainer’s new tank container is a real breakthrough, and it demonstrates the best use of stainless steel properties in extreme conditions.” z
US companies team up on railroad tank car cleaning services US rail rolling stock maintenance giant Rescar Companies has signed a deal with the CRU Group’s subsidiary CRU Railcar Services to provide railroad tank car cleaning services for Rescar’s customers near San Antonio, Texas, according to a report in Bulk Transporter. PORT FOCUS
Road tankers and tank container specialists are teaming up in Rotterdam
One stop shop
There is a 130,000m2 area in the port of Rotterdam where a hub is located. This centre offers a one-stop-shop concept for road tankers and tank containers. In fact, the centre, which is called ITTEuropoort, has become one of Europe’s biggest players in the field of tank transport, tank cleaning and tank storage. Trucking company Kees in ‘t Veen Tanktransport provides the tank transport, while Tank Cleaning Europoort offers separated food and chemical cleaning along with various additional activities such as purging and heating. In addition to this, Container Terminal Europoort helps out with tank storage services and Aspenal provides maintenance, repairs, testing, specialised modifications, refurbs and periodic testing. In relation to tank cleaning, foodstuff tanks are cleaned in accordance with the most recent Hazard Analysis and Critical Control Point (HACCP) guidelines. A dedicated QHSE department monitors the working procedures with regular external audits from renowned certifying bodies such as Bureau Veritas and SGS, which helps the centre to comply to industry standards. All hazardous products are cleaned on site with the presence of a Material Safety Data Sheet (MSDS). Without this,
no operations can be undertaken and the tank is required to be removed from the site until the details are available. Steely determination
Flaxfield offers engineering and sales of new and used tank containers and has its office near a depot next to Aspenal’s base. Flaxfield is partner to two major Chinese manufacturers, Singamas stainless steel tank containers and JOPM carbon steel gas tank containers. In a statement, Kees in ‘t Veen said: “Due to this cooperation, the companies offer a full service package related to tank containers. This means knowledge of the market, flexibility and easy and transparent communication are standard. We strive to service our customers with a focus on economics, quality and an environmentally-friendly way of working.” The operational nerve centre of the site has cleaning, depot and repair activities combined in one office with all disciplines from each individual company collaborating to provide the most efficient and effective service possible. “In order to facilitate the seamless continuation of works between cleaning, depot and repair the client has only one
contact person who coordinates the requested process on the ITT site from A to Z,” says Frans Reijtenbach, managing director at Aspenal. “This way of thinking and working has proven itself with a high degree of flexibility and allows us to act very swiftly when unexpected situations arise.” Market changes
The ITT-Europoort location is also home to one of the latest innovations in tank containers called Tankwell – lightweight composite tank containers. These tank containers have a conventional steel frame. However, the inner vessel, traditionally made from stainless steel, is replaced by composite material. This type of tank container offers a significant saving in tare weight and greatly improved insulation properties when compared to the stainless steel alternative. Flaxfield Tank Containers Solutions located on the ITT Europoort site were heavily involved in the creation of the innovation. The cleaning of these tank containers requires a different approach to conventional cleaning of stainless steel tanks. The cleaning procedure has been developed in close consultation with Tank Cleaning Europoort. Moreover, the containers are regularly cleaned by Tank Cleaning Europoort. Leon van der Meij, commercial manager at Tank Cleaning Europoort, said: “To anchor our position as an innovative and progressive company, it is very important to offer a constant quality of service, follow market developments closely and to adapt to the changes quickly. “The Tankwell project is a typical example of how we expand our services and continue to be prepared for the future. Due to the advantages of the tanks, lighter, better insulation and the subsequent reduction in CO2 emissions, we expect that this type of tank will gain market share and more cleaning and repairs will follow.” z For more information:

COMPANY PAGE PROFILE HEADER
At your service An insight into a well-known Spanish tank cleaning company Lavaderos Europa is a Spain-headquarted business with more than 30 years’ experience manufacturing, installing and providing after-sales services to cleaning stations for food and industrial products. 2017 has been a busy year for Lavaderos Europa. The company embarked on several projects, including the inauguration of new facilities in Algeciras, a port city in the south of Spain. The Bahia de Algeciras facilities are equipped with the newest technology in tank cleaning. They have two cleaning lines for chemicals and one line for food products, each separated from the rest, as well as three lines for drying with hot air. It also includes services for drivers, including a dining room, a shower, TVs and a fax machine. Since the company was established in 1986, it has developed its activities continuously by adapting its services and facilities to the requirements of the chemical and food industry. Currently, Lavaderos Europa has seven cleaning stations located at different strategic points in Spain, in which it provides a wide range of services. These services include the following: • Inner cleaning and steaming of tanks, silos and containers for intermodal transport that has transported either gas, chemicals, food or other products in general • Specific procedures required by customers, such as physical (steam) or chemistry (bactericide) disinfection, hot air drying, heating by steam, hot water or electricity. • Test verification of effectiveness of cleaning, specifically looking at PH, allergens, turbidity, conductivity, ATP and absence of gluten • Kosher cleaning procedures and certification by a Rabi • Degassing and inerting of tanks Lavaderos Europa is continuing with its model of expansion by installing cleaning stations at strategic points that the market requests from the company. This was the case with the Algeciras installation. It could also be seen when the company installed stations in
Cartagena (Murcia), Seseña (Toledo), Carmona (Sevilla), Merida (Badajoz); Martorell ( Barcelona), or Tarragona – the company’s first cleaning station. The installation of Bahía de Algeciras is a project born from the strong demand for quality services in the area. Before Lavaderos Europa installed the Algeciras plant, customers did not have many options to get a good clean for their tanks. Elsewhere, Lavaderos Europa has plans to beef up its facilities in Cartagena and Seseña. In Cartagena, the company is carrying out the renovation of the entire station and is putting in an extra cleaning line. The group is also extending heating lines with steam, hot water and electricity, as well as expanding the parking area, including video surveillance, for its customers. In Seseña, the company is also
renovating the cleaning station. It is extending the station with a new line for food and a new line of drying with hot air, an area for heating with steam, hot water and electricity. It is also extending the sewage treatment plant and creating a parking lot for our customers. All Lavaderos Europa’s cleaning stations are members of the following associations: • Asociación Nacional de Lavaderos de Interiores de Cisternas (ANLIC) • European Federation of Tank Cleaning Organisations (EFTCO) • Cisternas Asociación Empresarial de transporte de Mercancías En Cisternas (CETM) z

EVENT REVIEW
ECTA 2017
responsible care meeting Chemical logistic stakeholders discuss a range of responsible care issues affecting the tank cleaning industry
Tank cleaning and international logistic heavyweights descended on Brussels, Belgium, at the Novotel Hotel, for the European Chemical Transport Association’s (ECTA) annual responsible care meeting on 14 September. Common trends were highlighted throughout the course of the day by the guest speakers. ECTA’s RC coordinator Evert de Jong opened the day’s agenda with the news that membership of the organisation had grown from 35 in 2010 to 61 in 2016. In relation to key performance indicators related to transport, he mentioned CO2 averages had decreased from 43.94g to 38.3g in the last four years. Separately, de Jong described how health and safety was still a problem in the tank cleaning industry. Lost time injuries (LTI) include all on-the-job injuries that require a person to stay away from work more than 24 hours, or which result in death or permanent disability. He said LTIs in unloading areas were still a cause for concern, especially when working at height. The tank cleaning industry still needed to
14
bring these LTIs down, de Jong stressed. Mid-morning, delegates heard from Stephen Rowland, SHEQ manager at UK-based logistics company Suttons Group. He discussed security issues in light of terrorists using vehicles for murder, and current terrorist threats. He said that attacks were high, more frequent and more diverse. In order to address this issue, he said that companies needed to adopt a risk management approach that integrated with their business. Security threats Rowland also touched upon cyber security threats and IT attacks via hacking systems. He used the Maersk case as an example. The container shipping company’s IT system was brought down by malware hidden in a document used to file tax returns in Ukraine in June. Media reports at the time suggested that Maersk could have lost around $300 million from the attack. Rowland called on the industry to learn from the incident. According to Rowland, the security
culture is where health and safety was 25 years ago. He said that existing best practice guidelines were restricted in scope and out of date. He called for the SQAS (Safety & Quality Assessment for Sustainability) revision next year to make the issue of security within SQAS more relevant but not more onerous. Moving on to the afternoon, Jos Verlinden, director of logistics at CEFIC, addressed the controversial calculation methods of CO2 emissions. He mentioned the McKinnon CO2 emissions report, which was published in July 2010. The report describes the “activity-based” approach, which states that CO2 equals tonnes transported multiplied by average transport distance, multiplied by default CO2 emission factors. The document concludes that the chemical industry has little choice but to adopt an activitybased approach applying standardised carbon emission factors. However, it also maintains that an “energy-based” method of calculation, using fuel consumption data provided by carriers, would be desirable. According to the report, this will permit a
AUTUMN 2017 • TANK CLEANING
EVENT REVIEW much more accurate estimation of CO2 emissions. As an interim measure it may be possible to develop a refined activitybased approach, the report concludes. Long hauls Verlinden also mentioned the Global Logistics Emissions Council (GLEC). The logistics industry is projected to reduce emissions for its long hauls by 78.2% by the year 2050. The immediate way forward relies on CEFIC’s Network of Sustainable Logistics under the heading “Decarbonisation of Freight Logistics”. Elsewhere, Michael Koch, head of SHEQ at Bertschi, and Bernhard Haidacher of LKW Walter addressed the issue of new subcontractor guidelines and a new app for the industry. Separately, Lutz Harder, general secretary at EFTCO, gave an in-depth explanation about best practice guidelines for the cleaning of dry polymer tanks. A long-awaited draft of this document was published earlier this year by a group of tank cleaners and silo transporters. The main starting point for this document was the process
description of the polymer industries’ cleaning specification dealing with key concerns such as last cargo removal, roles and responsibilities, inside tank and outside appurtenances, documentation, and water specification requirements. The result is a cleaning and equipment checklist for the polymer industry’s cleaning requirements. Box 11 of the ECD will make reference to this checklist as the complementary documentation of the ECD “according to the Polymer Industry Cleaning Specification”. A meeting with stakeholders is planned in November to determine the findings and possibly review the procedure if required. At the end of the day, Peter Devos, managing director at ECTA, touched upon ECTA projects throughout the year, including the below: • Best practice guidelines for managing change • ECTA codes revision • Best practice guidelines for managing dangerous goods containers at intermodal terminals • Issue team to look at impact of refugees on logistics safety and security • Driver availability and competency
• Digitalisation and responsible care He focused, in particular, on the development of the electronic European Cleaning Document (ECD) outlining the approach and timeline as follows: • Q4’16 – Q3’17 determining the scope and data sharing • Q4’17 – Q2’18 pre-project definition and pilot determination • Q3’18 – ’22 e-ECD EU roll out and teaming up with new partners He maintained that pilot funding through three associations, including EFTCO, ECTA and the ESSENCIA/CEFIC partnership, would be to key to developing the industry. Evert de Jong concluded the workshop stating that the delegates appreciated the meeting, especially the section on the cleaning of polymer tanks. He invited the audience for complementary suggestions in view of the 4 November meeting with ECTA/CEFIC/EFTCO. ECTA’s annual meeting will take place on 23 November 2017, in Düsseldorf, Germany. z For more information:

Supply chain solutions More and more food producers are realising that food safety in the supply chain will be an important challenge for the future. Here, ENFIT analyses the issue
Example of leaks in the supply chain

Every day in Europe, more than 250,000 tonnes of unpackaged raw materials and foodstuffs are transported as liquids, or in powder or granulated form, in food transport containers from raw material producers to producers of consumer products. Food transport containers include tanks, silo vehicles, bulk containers, ISO tank containers, tank wagons, IBCs, as well as refrigerated and box vehicles in which packaged, partially packaged or unpackaged foodstuffs are transported. If the tanks and bulk containers are not thoroughly and regularly cleaned and disinfected, dangerous cross-contamination with bacteria, microorganisms, fungi, mycotoxins, allergens or foreign substances such as wood, glass, plastics or chemical impurities, can occur. This is a high risk for the food industry and also for consumers. Currently, it is not generally known that the producer needs to take responsibility for all risks that occur in the supply chain, as they are the ones

who bring the final product to market. Quality and certification standards, such as IFS logistics, BRC and FSSC 2000, form only a small part of the complex processes surrounding loading and unloading tank or bulk containers. Recalls by manufacturers and brands show that cross-contamination which occurs during transport, can incur enormous costs for the companies concerned and may also cause damage to their image and brand. As an international association, ENFIT (European and International Tank Cleaning Association) decided, for the first time ever, to set up an European Working Group on this subject. The group’s aim is to analyse all the risks in the supply chain in order to develop binding European standards. The group’s kick-off meeting took place on 11 October, 2017, in Brussels and was supported by the European Commission’s Directorate-General for Health and Food Safety, BfR-Federal Institute of Risk Assessment and LAVES. The guideline produced on food safety by ENFIT has already been officially unveiled at the European Committee PAFF (Plant, Animals, Feed and Food). Currently, experts from Fraunhofer Institut, Nordic Sugar, Südzucker, Cargill, Barry Callebaut, Mars, Tereso, Coppenrath & Wiese, Roquette,

Due to numerous and very complex issues, the working group is divided into four subgroups, which can be divided into smaller working groups if necessary. The participants can freely choose which subgroup they want to contribute to. Participants are also free to register for several subgroups. Within the subgroups, smaller working
