Understanding the Arkansas Long-Term Care Partnership Program

I

was recently trying to help my Mom with balancing her retirement savings with the potential costs of long-term care. We were looking at the choice of maintaining the long-term care policy she has had for years or finding other alternatives. During my research, I came across the website for the Arkansas Long-Term Care Partnership. “The Arkansas Long-Term Care Partnership is a new innovation that combines private long-term care insurance coverage with Arkansas Medicaid. The Arkansas Long-Term Care Partnership program was created to reward residents of Arkansas who plan ahead for their future long-term care needs by providing them with private long-term care insurance coverage and the ability to receive Medicaid assistance without having to spend down the larger portion of their assets. The Arkansas Long-Term Care Partnership program works in the same manner as most all other partnership programs, in that the program provides a dollar-for-dollar asset protection. Each dollar your long-term care insurance partnership policy pays out in benefits entitles you to keep a dollar of your assets if you ever need to apply for Medicaid.” - Arkansas Long-Term Care Partnership Program That sounds like a great option. If you are caring for someone who has long term care insurance, or is considering purchas-

ing a long term care policy, it might be helpful to become familiar with this program. Our local Department of Human Services (DHS) office should have information on the policy. We are all familiar that to qualify for Medicaid, you are normally required to reach a very low level of assets, which seems to result in the creation of a plan to spend down the family’s funds. DHS indicates that with a Long-Term Care Partnership policy, you may get to keep more of what you’ve earned and saved, provided you meet other Medicaid eligibility requirements including the income standards. The statement that captured my attention is this, “In its calculation of eligibility for Medicaid benefits, Medicaid will disregard or exclude assets equal to the amount of benefits paid under a Long-Term Care Partnership policy.” If I understand that correctly, it means that if you have a long-term care policy and it pays for five years while you have assets, Medicaid will allow you to keep an amount equal to what has been paid even though you are receiving Medicaid payments. If that is true, it seems that all young adults should be buying long term care insurance. It’s less expensive when you’re younger and healthier and if it protects your future assets, that may be a good alternative.

There are a number of key points to remember about Medicaid eligibility: - It is determined on a case-by-case basis by the Arkansas Department of Human Services. - Determinations are completed by the applicant’s local Department of Human Services (DHS) county office. - Medicaid eligibility has specific rules for married couples when one or both are receiving long-term care services. - Medicaid eligibility rules may change periodically. Individuals who have questions should contact their local DHS county office. This is a topic that deserves some attention and review. The Buffalo Co Downtown Adventure Outfitters

T

he owners of The Buffalo Co in downtown Hot Springs across from Bathhouse Row have a treat for Hot Springs locals and visitors alike. Both natives of Hot Springs, Jess and Thad Elder are the proprietors of the only men’s specialty clothing store downtown. Maybe you’ve driven by it and wondered what was inside the store with the buffalo silhouette. Here is everything you need to know! Jess wanted to try something new after teaching for just a few years. After working downtown at a boutique owned by friends, she gained valuable knowledge about retail management, buying and stocking. So naturally, when a storefront became available, Thad and Jess jumped at the opportunity to start their own business. They soon began brainstorming about what downtown Hot Springs was missing. Ultimately, they both decided that a men’s clothing and accessory shop was needed to help complete the shopping experience for locals and visitors alike. Jess had heard several customers in the boutique complain about the absence of a men’s store downtown, so she and her husband decided a men’s store focusing on an active outdoor lifestyle would be their plan. Thus, The Buffalo Co at 318 Central Avenue was born and is now nestled between Tombstone Photos and Kilwins. After deciding on the location, Jess and Thad began their research into what product lines to carry in their shop. As they were both knowledgeable about the outdoor lifestyle, the choice was to focus on casual outdoor clothing and accessories. Jess explained, “Many of our brands give back to various non-profits, or they’re made from organic or recycled material. We don’t carry the brands that you usually find in most department stores and men’s clothing stores.” Approximately ninety percent of the products at The Buffalo Co are a variety of men’s clothing and accessories. They carry brands such as FX Fusion and Flag & Anthem, which are great quality lines at a reasonable price. Other highly sought-after brands include the rugged and quality products

of Mountain Khakis Outdoor Clothing and Vineyard Vines. An exclusive and eco-friendly brand carried by The Buffalo Co is Cotopaxi, which are durable backpacks and bags manufactured from recycled and organic material. recycled plastic bottles. Jess explains, “We carry several varieties for men and women, and that they are like walking on a pillow.” Other products which have varieties for women include Free Fly and Vineyard Vines. Shoppers will also discover a wide variety of outdoor, camping and survival products such as hammocks and dry bags. This is a perfect place to visit before your next hiking or camping trip whether in Hot Springs, the Appalachians or the Rocky Mountains. Jess and Thad see all types of customers, from teenagers to retirees. Women shop for the men in their lives but end up finding something for themselves too, especially from the Free Fly and Hey Dude product lines. The Buffalo Co also provides gift certificates which makes it hard to go wrong getting a man’s gift. “We try to go with Arkansas’ brands if we can find them, or products from other small businesses. We would love to see our place be where local guys come to stock up on their newest styles for the season. Our passion is Downtown Hot Springs. The Hot Springs National Park Sister City Foundation hosted its second annual Cherry Blossom Festival at St. Luke’s Episcopal Church. THE ARTS IN HOT SPRINGS Text by Carole Katchen & Richard Gipe

W

hen we opened the first Legacy Fine Art Gallery in Hot Springs some 20 plus years ago, we had no idea what impact art would have on the city. This had once been a thriving tourist resort, but the downtown shriveled up after the closing of casinos and bathhouses. Near the end of the 20th Century, it had become a sad collection of nostalgic businesses and boarded up storefronts. Who would imagine that just a few decades later Central Avenue would be named one of the Top Ten Great Streets in the United States by the American Planning Association? The renaissance of Hot Springs began in the 1980s when a handful of artists and art dealers, under the direction of Italian artist Benini, settled in Arkansas and began to build a bold future. The city began to show sculptures from Asia and paintings from Italy, as well as wonderful pieces by talented local artists. This was highlighted every month at Gallery Walk evenings when the whole community was invited to come downtown and share the art. Central Avenue came alive with the art galleries and studios that sprang up in nearly every low-rent building along the street. Before long, Hot Springs was listed in John Villani’s book “The 100 Best Small Art Towns in America.” The enthusiasm spread and other art ventures joined the esthetic excitement. The Hot Springs Music Festival, the Documentary Film Festival, the Wednesday Night Poetry Readings, the Hot Springs Jazzfest, and the Hot

Springs Blues Festival added to the art scene and are still going strong today. Over the years, the art activities expanded to include events for all ages. One of the first events for a young adult audience was The Valley of the Vapors Independent Music Festival, which brought the best of America’s independent music groups to our city. Another event for this audience is the relatively new Horror Film Festival. For the very young, Arts & the Park added a chalk-painting activity. There are also wonderful theatrical events that hold a place in our arts activities. The Pocket Theater is one local group that presents an array of plays ranging from side-splitting comedy to more somber tragedies. Maxwell Blade regularly brings the wonders of magic to the stage of his theater on Central. This list in no way includes all of the arts activities in our town.

Over the years Benini and several other of the original artists and galleries have moved on to new locations, but art continues to be a vital part of our life here. Ours was the first city in the area to decorate our Convention Center with original art and to create an elegant Sculpture Garden. Our local artists continue to receive national and international recognition. We are fortunate to have many wonderful sponsors and a city government that encourages our artistic development. Hot Springs has grown over the years with a variety of new festivals in addition to new hotels, restaurants and shops in the downtown area. However, we believe that our Gallery Walk is still a key part of our city’s personality, and we invite everyone to join the artists and galleries from 5-9 P.M. on the first Friday of every month. ∞

ducational activities and plans that allow kids to flex their brain muscles in fun and creative ways can be ideal ways to spend family time that makes lasting memories. While children typically gain invaluable knowledge and experience in the classroom, purposeful activities done outside of that setting can help encourage kids to keep learning and make family moments more enjoyable for everyone involved. From planning trips that celebrate animals and the great outdoors to rainy day activities at home that inspire creative expression, these ideas can produce some family moments worth remembering. 1. Go on a scavenger hunt. From native species of plants, animals and insects to neighborhood landmarks, there are plenty of interesting things that can be found right in 22 |

your own backyard. Organize a scavenger hunt and work together in teams of family members to search for each item on the list, then do more research on the things you found once you return home. For a real challenge, expand your hunt to the city limits of your hometown and make a day trip of the adventure. 2. Hang out with wildlife. Learn about different species of animals, how to help protect them and the importance of eco-friendly everyday practices by visiting a destination like an Association of Zoos and Aquariums (AZA)accredited zoo or aquarium. You can explore the challenges facing endangered species, discover how community programs are spurring positive change for conservation and learn more at aza.org. After learning about animals

While in the park, you can also enjoy a nature hike, have a picnic lunch and view the different species of plants in the region. 4. Enjoy an arts and crafts day. Spending time doing an art project is a hands-on way to help introduce kids to new ideas and ways of learning. Engage the entire family by creating crafts with different subjects of interest. This can help create conversations and opportunities to further explore what your children are interested in. 5. Organize a game day. A play day can be just as fun as it is educational. Choose from a variety of games that can allow players to get extra creative. Options like Pictionary or charades tap into different types of creative skills, which can keep everyone engaged while they’re learning to express themselves effectively in new ways. ∞

Make your family’s learning adventures more memorable by encouraging kids to capture their experiences on paper. The practice of communicating on paper can help lock in memories, plus it’s a clever way for kids to practice practical skills in an engaging and productive way. Adjust these ideas as needed to match the ability level of each child so the whole family can participate. 1. Write about experiences in a journal or diary. For older kids, encourage them to use words to describe their adventures. Ask younger kids to draw a scene or image that captured their attention or excited them the most. 2. Design a diorama about your family’s adventures to display in your home to show extended family and friends. Make it a conversation piece by asking kids to think about an endangered species and depict its living environment. he Racing Festival of the South concluded in April with the 83rd running of the Arkansas Derby, ending with Omaha Beach majestically crowned inside the Winner’s Circle. Thoroughbred racing in Hot Springs is a revered and storied tradition, held in high regard among residents and visitors alike, since 1905. In over a century, Oaklawn Racing Casino has evolved into a well-respected and well-attended industry staple. Coveted horse racing forever at the center of business, only six General Managers have overseen the progressive changes that have catapulted Oaklawn into an equine mecca and competitive casino and event venue. Wayne and Audrey Smith relocated to the Spa City a few years ago, as Wayne took on the position of Assistant General Manager. In 2017, Wayne was named General Manager, a position that has him overseeing the new expansion currently underway. Though they have busy and demanding schedules, Wayne and Audrey have found time to settle into life in the south. Becoming involved in community events and volunteering have established the family as locals. The couple has chaired auctions for both Splash of Red and Heart Ball. “The people of Hot Springs are amazing and so welcoming, says Audrey. “I have joined Circle of Friends to support Arkansas Children’s Hospital, and Wayne and I hosted a fundraiser for The Call at the Hot Springs Country Club.” In 2016, the family purchased a home in Arlington Park, where they acclimated to their new lives. During the process, the cou-

ple decided to take elements of the house they loved and combine them with their ideas for a new design. The Smith’s wanted their new home to be a reflection of themselves-a growing and busy family with frequently visiting friends and business clients. Wayne often entertains guests affiliated with racing and gaming. Living spaces needed to be open and spacious, yet elegantly personal. The couple worked very closely with their builder, implementing many of their designs into the plan, such as a secret room and a builtin banquette in the living room. The result of their efforts yielded a modern castle with traditional and old-world touches. Cream colored brick and mortar is highlighted with natural stone in light earthy tones, forming an elegant and welcoming exterior to the home. An imposing turret

dominates the front corner of the residence, holding a few secrets of its own. The entryway explodes with light thanks to a door of glass and scrolling ironwork. A white barrel ceiling floats above, leading guests into the foyer. An eye-catching shade of teal dances on the formal dining room wall while black and white family photos dress the space, and an iron chandelier hangs from a Victorian-esque medallion. “I needed a pop of color,” says Audrey. “It’s fun. unique stone, hailing from Oklahoma, displaying veining resembling wood grain. The same stone was used throughout the home, including the patio, surrounding the front door, and on the turret. Pencil Pines were planted to gently sprout upward, providing a little more privacy for the pool area. Audrey put a personal touch on some of the landscaping as well, having planted hydrangeas around her yard. The native Southern flower reminds Audrey of her hometown. Though both Wayne and Audrey are transplanted Arkansans, both can find similarities between their past experiences and Hot Springs. The Spa City, famous for the National Park, thermal waters, and legendary gambling history parallels Wayne’s casino and gaming career. Both hail from hometowns that are summer tourist destinations, Wayne from Rhode Island and Audrey, Connecticut. While Hot Springs is teeming with activity and tourism during the summer, Audrey enjoys returning home for a time. “In the summers, I usually go visit family in New England,” shares Audrey. “I escape the heat and humidity.” This year though, more pool-side fun is in store for the family, as they settle in and enjoy their new home. A busy and cool summer for the Smith family is a safe bet. ∞

I

t all began when Derek Middleton, a Medical Resident, observed the lack of nutrition on Jessica Christiansen’s cafeteria tray. Jessica, pursuing a Master’s at UAMS, defending her grilled cheese and chips, commented on Derek’s burger, which led to a discussion of desserts and ice cream, and ultimately the first date. When Jessica brought him home for Memorial Day, she heard wise words. “Nana said the minute he came that he was the one,” she says. Jessica grew up in Hot Springs, a graduate of Lakeside, and the apple of her Nana and Grumps’ eye. Derek hails from Dardanelle, where his parents raised a loyal and caring son - the calm to Jessica’s wound up storm, she says. 2017 was a stormy season in Jessica’s life. Derek learned Jessica

suffered from Crohn’s Disease, and later the pair learned she had developed lymphoma. Given her medical condition, Jessica tried to let him off the hook, but he told her, “No. You’re my penguin.” By her side through chemo treatments that led to Jessica being cancer-free by November of 2017, Derek proposed in January 2018. Nana hit the ground running with wedding planning, while Jessica agreed to attend one bridal fair. By meeting at the bridal fair, Jessica worked with Randi Slick and Signature Events to plan the wedding events and take care of the reception. “Randi had a calming presence and I knew we needed her. She really ran the show and made everything go smoothly” Jessica knew she wanted a woodsy, whimsical theme, and also what venue would fit her dream- Anthony Chapel at Garvan Woodland Gardens. In March of 2018, flowers were flourishing; however, in March of 2019- as the wedding

date approached- deer had eaten the tulips lining the chapel walkway and it rained the entire wedding week. A silver lining in those rain clouds was the rehearsal dinner. Being a connoisseur of Mexican food, the couple chose Jose’s to host their dinner the night before the I do’s. Cheese dip reigned as the party’s excitement mounted. Jessica explains, “Mexican food is our favorite! We frequent local restaurants at least once a week.” “Nana was checking the weather forecast like a mad person,” recalls Jessica. “It rained the morning of our wedding, but the pictures turned out well without the bright sunshine.” A little pampering for the bridal party was in order before the nuptials, and Whiplash Beauty was on hand to provide the luxury. Adrianne Woolley did makeup for the bride, a junior bridesmaid, and for Nana. “She even talked Nana into getting lashes,” notes Jessica. escorted by her beloved grandfather, Grumps, in a flowing ivory gown. A delicate lace overlay and straps were in keeping with a light, garden theme. As the most important people in the couple’s lives looked on, family friend Dick Antoine officiated the ceremony. Childhood friend and opera singer, Johnathan Rhodes, sang for the duo, and bridesmaid Meagan Biller performed a reading from The Art of Marriage. Flowers were plentiful inside the chapel. An incredible spray of rose variations and floral limbs, seeming to erupt from a fairy-like vase of stems and leaves, graced the altar. Jessica first saw the arrangement at a bridal fair and asked Kelly Efird, of Kelly Efird Floral Design to recreate it for her. “I have known Kelly my entire life, and I knew I wanted her to do my flowers,” says Jessica. “She pulled out all the stops! She is the most generous and creative lady.” Following the vow exchange, the wedding party and guests traveled to

the bloom-filled clubhouse at Forest Lakes. Jessica says the venue was a perfect choice that she had no trouble choosing. “Nana is friends with the owners of Forest Lakes Clubhouse, and I had been to garden club events with Nana and luncheons there. I have inherited a lot of grandparents so I wanted something one level, not too big, and I knew I wanted Debbie Talley’s food.” The Centre was transformed into a floral Heaven, blooms cascading like sweet waterfalls over the head table. Tall gold table vases thrust bouquets of hydrangeas, roses, and carnations high into the air. Sprays of pink roses and peonies erupted from the fireplace mantle as if growing out of the stone. Gold chairs and white linens on the tables set the stage for the dining experience. “The food was very important. I cannot eat certain things,” Jessica notes. The bride enlisted Debbie Talley’s Special Touch Catering to provide the temptations for the couple’s engagement

and guests and took a honeymoon to London and Paris. The much-needed vacation doubled as both honeymoon and sabbatical for the pair. Internal Medicine resident Derek begins his fellowship at UAMS in July, while Jessica, now holding a Ph.D., studies genetics at Arkansas Children’s Hospital. “When you go through Chemo with someone, you can go through anything,” says the bride. Derek is her penguin, for life. ∞

Luker, we learned that the Spa City’s Grateful Head is the second in a lineage of Grateful Head venues. Founder Billy Carder was currently away opening two new locations in the Broken Bow, Oklahoma. Opened here in early 2018, this Grateful Head had been a major renovation project. The building had played many roles in historic Hot Springs. Chris shared, “The building was at one point a spine and foot clinic. Imagine having to climb up this hill and these stairs

to see the doctor!" The interior is two levels, with the downstairs featuring a "Gin Joint" as well as a performance stage. Everyone who comes to Grateful Head on a pleasant day enjoys the multi-level decks and stone patios outside. "We are also doing some expansion out by the patios," says Chris. "We're adding a 10 foot X 24 foot stage, so look for our schedule of live music on the deck." Other summer projects include extending the roof from the building to the beer garden and further enhancing the space, which features plenty of shade and greenery. Now for the yummy stuff! These mouth-watering pizzas are sprinkled with an herb mix -- parsley, rosemary, thyme -- and the crust brushed with melted garlic butter. Delicious pies meet the needs of a meat lover, like the Psychedelic Supremo with pepperoni, Canadian bacon, Italian sausage, beef, and veggies to complement the ensemble. Vegetarian options are on the menu, and look for new veggie pizzas set to debut this summer: a caprese version and a classic margherita. Grateful


Head offers gluten-free and vegetarian menu options and will soon begin growing fresh herbs up the terraced mountainside, where further up a trail connects to West Mountain. Chris has also sourced heirloom tomatoes for their yummy bruschetta, so summertime is the right time to head to Grateful Head Pizza & Beer Garden! Grateful Head's signature bruschetta features fresh basil, parmesan and roasted grape tomatoes drizzled with a balsamic reduction that takes five hours to make. The crew prepares it in-house every other day. The crustinis are crisp and thin, made of a light dough that's a precursor to sourdough. "Ambrosia supplies our bread," says Chris. "We love their products!" Check out the lineup of popular sandwiches, from the "Garcia Grinder" to the Woodstock. New menu items also include tiramisu and a fresh approach to their Ceasar salad. Also new on the menu is a variety of first class cocktails. "We've really stepped up the bartender game," says Chris, who used to bartend in upstate New York. "A 1/16 ounce difference can make all the difference, it makes a palatable change." There's the Mai-Tai Dye, a twist on a traditional mai tai that takes a little maraschino juice and drizzles down the side. The Liquid Mary Jane, with spiced rum, coconut rum, Midori, a splash of blue Curacao, and pineapple juice. "We do all natural liqueurs and all natural flavorings," says Chris. "Rock Town Distillery in Little Rock does a really good job. We carry their vodkas -- they have a watermelon vodka that smells like a summer day. A TOAST TO SUMMER! hampagne is the drink of celebration. From seersucker brunches to poolside soirees, to romantic sunset boat rides, summer offers ample opportunity to celebrate! Many people generically call any sparkling wine “champagne”, but actually, only sparkling wines produced in the Champagne region of France can be called true Champagne. If you don’t believe me, ask any Frenchman. There are several categories of sparkling wines, and the differences are in how they are produced, where they originate, the grapes used, and how sweet the grapes taste. Sparkling wines are often considered the most advanced style of wine in the world because they technically undergo two fermentation processes. One fermentation makes the alcohol, and a second one makes the bubbles. The lengthy process that gives sparkling wines their rich and complex flavors involves tipping and rolling the bottles during the initial fermentation and the eventual removal of the resulting sediment called the lees. Then, often after flash freezing, resealing the bottle for the second fermentation to produce the effervescence which results in the POP that announces a special occasion or just a bit of extra indulgence for any situation. My three favorite sparkling wines in descending order are Champagne, Cava, and prosecco. Champagne, the French one,

is produced by Méthode Champenoise which has been attributed to a monk named Dom Perignon and later refined by Madame Cliquot. These two names are still the most famed houses of French champagne. Cava is produced in Spain by the same method as French Champagne, but since it is outside the French region the method is instead called Méthode Traditional. It has a lighter style than French champagne as it does not ferment with the lees as long before the second fermentation. Prosecco is the sparkling wine most commonly found in a brunch Mimosa and is made in the Veneto region of Italy. It differs slightly from Champagne and Cava in that is it fermented in giant metal vats rather than its own bottle. This application is called the Charmot Process or Metodo Italiano. Even within these categories, there are four sweetness levels: Extra Brut, the driest one; Brut, probably the most popular; Extra Dry, dry, but actually sweeter than Brut; Demi-sec, usually paired with dessert as there is a noticeable taste of sugar. The level of sweetness is usually printed on the bottle label. When I don’t have a nice bottle of Veuve Cliquot on hand, probably my most frequent bubbly libation is the Champagne Cocktail. By adding these few simple ingredients, even an inexpensive bottle of sparkling wine can be transformed into a delicious and glamorous offering for any guest! ∞


TRADITIONAL CHAMPAGNE COCKTAIL • 1 sugar cube • Angostura bitters • Champagne • Lemon (or orange) twist

Soak the sugar cube in Angostura bitters and drop into a champagne flute. Top with champagne. Garnish with a lemon twist. It’s THAT easy! With so many variations and such an intense method of production, it’s no wonder champagne is thought of as such a luxury. But don’t wait to pop a cork, but rather make an ordinary day a celebration! After all, it’s always worth the extra effort to treat yourself well.

1 cup blueberries 1 container (6 ounces) Greek yogurt (vanilla, lemon or coconut) 1 cup watermelon, plus three pieces diced watermelon whipped cream, for serving In pint canning jar, layer blueberries, yogurt and 1 cup watermelon. Patriotic Charcuterie Board 1/2 medium seedless watermelon, cut into wedges 1/2 cup fresh raspberries 1 1/2 cups fresh blueberries 10 strawberries (dipped in white chocolate, if desired) 5 ounces fresh goat cheese 1/2 cup toasted, salted cashews 2 ounces cured meats like prosciutto, pancetta, coppa, salami, soppressata, sausage or pepperoni 1 Honeycrisp apple, cored and sliced lemon juice fresh basil leaves On large board or platter, arrange watermelon, raspberries, blueberries, strawberries, cheese, cashews, meat and apples. Drizzle fruit with lemon juice. Garnish with basil leaves before serving.

A simple fruit-infused water can give your summer event an instant upgrade in no time at all. Add extra dimension and complexity to the flavor by adding some of your favorite herbs like basil and mint.

Watermelon-Infused Water 2 cups watermelon balls or cubes 1 cup other fruit, such as berries herbs, such as basil or mint Place watermelon, fruit and herbs in pitcher and cover with water. For best flavor, allow to chill in refrigerator at least 30 minutes before serving.

1 watermelon honeydew blueberries Slice 1/4 inch off bottom of watermelon, lengthwise, to create stable base. Use pencil to draw zig-zag lines for basket opening. Using paring knife, make cuts through rind. Carefully remove top section, pull out large chunks of flesh and cut them into 3-by-3-inch squares. Trim 3/4-inch thick slices off squares to use for cutting out stars with 1 1/2-3-inch, star-shaped cookie cutters. Use ice cream scoop to remove flesh from inside basket and cut scoops into quarters for fruit salad. Place in bottom of basket. Add honeydew and blueberries; stir to combine. Cut out white stripes from honeydew. Garnish top of fruit salad with watermelon stars, honeydew stripes and blueberries.

On remaining skewers, alternate watermelon and cake so first and last cubes are watermelon. Place skewers on platter; fruit and cake will create stars and stripes when lined properly. Serve with dips, if desired.
