March is here, but as I write this on President’s day in February, it feels like winter wants to linger this year. It’s been overcast and pretty nasty all weekend, despite a mild forecast. Wouldn’t it be great to have a job like the weather forecaster? You could be wrong most of the time and still get paid! During the last five days we’ve had snow and sloppy roads every day, but the weather forecast for the weekend was pretty rosy with a “50% chance of snow showers” for Friday evening only. Imagine what life would be like if your plumber missed the mark as often as the weather guessers do. Better yet, don’t imagine that. With that in mind, I’d like to ask a question: is it just me, or has our government decided to shift priorities? Over the last few decades it seems the powers that be have made it to the point where they aren’t even ashamed of the pork and waste endemic to our system. If there were a list of priorities for the United States Congress, it seems to me it it would read something like this: 1: Stay in office 2: Expand your power, invent excuses to do so. 3: Create as many problems as necessary to make the exercise of power seem reasonable. (See #2.) 4: Come to the “rescue” by pretending to work on the “crisis”. (This makes a great excuse to pass more laws that will “save” everyone from the “emergency” Congress manufactured in the first place.)

It’s like a firebug having a fire insurance operation. Business is great right up until the house burns down. And guess who lit the fire? I think the following Will Rogers quote helps put everything into perspective: “Be thankful we’re not getting all the government we’re paying for.” The United States has been a wonderful experiment in Democracy. The statesmen that authored our Constitution did a fine job giving us the tools to control our government. Sadly, our willingness to vote for bread and circuses instead of being selfreliant and expecting government to be a small, very small, part of our society has lead to a tipping point that will be a challenge to pull back from. Who is Responsible for Home Repairs During the Sale? Many questions arise during the home-buying process. Buyers looking at homes that require a good deal of TLC may wonder who is responsible for the home's repairs, particularly if such repairs are needed to secure a certificate of occupancy. Depending on the situation, there is no clear-cut answer. There is no perfect home, and things that are acceptable to the current owner may not be acceptable to the buyer who is looking to become the next owner. The home-buying process is typically a careful cooperation between buyer and seller to find a middle ground. The buyer may have to make some concessions, as will the seller. Ultimately, it is this cooperation that often determines if the sale goes through or is terminated. Before any negotiations can begin regarding repairs, it is advisable for a buyer to have an independent inspector come out and look over the home and property. Most real estate agents will suggest this be done as a first priority, even before a contract is entered on the home. An inspection will unveil any potential problems in a home and indicate things that the buyer may not be aware of, including items that do not meet with code or could be unsafe. An inspector also may point out problems that could cause a mortgage lender to give pause. This may mean the lender will deem problems unsafe and refuse to fund the mortgage until repairs are made. A copy of this inspection report should be sent to the home seller to review with their attorney and real estate agent. The buyer working with their own real estate attorney and agent can petition for certain repairs to be made. Many sellers will make such repairs to ensure the purchase goes through, or they will accept a lower purchase price to compensate for the needed repairs, which the buyer will Page 10

then make. Buyers might want to hire a good real estate attorney to write needed repairs, which the buyer will then make. Buyers might want to hire a good real estate attorney to write clauses into the contract to protect their interests. This allows the buyer to forfeit the sale and walk away from the contract should an issue arise. The rules often change when buying a home that is a short sale or in foreclosure.

A home that is in distress is typically in this situation because the current owners cannot afford to pay their mortgage, and thusly, are not able to afford repairs. Buyers may try to negotiate repairs with the seller, but they shouldn't assume that sellers (or lenders in the event of a bank-owned home) are responsible for the repairs. Generally speaking, most short sales and foreclosures are sold "as is" and may even specify that repairs and requirements for the certificate of occupancy are the buyer's responsibility. A buyer also can ask to have the home price reduced to cover the repairs. But foreclosures are often already deeply discounted. Buyers should know that, for a home that is not in foreclosure, there are some repairs that should ultimately be the responsibility of the seller. Vernal equinox... The word “equinox” is actually derived from the Latin words meaning “equal night.” Many people refer to the equinox as the time when both day and night are of equal length. However, this is actually a misconception, as equality of daylight and darkness depends on your geographic location. When the northern hemisphere of the Earth is experiencing the spring, or vernal equinox, the southern hemisphere is experiencing the autumnal equinox. The vernal equinox is widely known as the ﬁrst day of spring. It is a happy time for so many people because it marks the point in the calendar when the weather will soon begin to warm and ﬂowers and animals will repopulate. It is also the point in time from which the days will continue to get longer and there will be more sunlight. In 2013, the vernal equinox takes place on March 20th at 7:02 a.m. EST. Although the hours of the day and night aren’t completely equal, there are many other remarkable things associated with the equinox. • During an equinox, the sun rises due east and sets due west. These are the only times this occurs. These are the only days of the year when the sun will cross the sky in a perfectly straight line. • At the North Pole, the vernal equinox marks the start of six months of uninterrupted daylight. At the South Pole, it starts six months of darkness.

• In the Gregorian calendar, the use of leap years means the equinoxes occur on the same days nearly every year. The spring equinox typically arrives on March 20th or 21st. • On every vernal equinox there are scores of people who attempt to stand an egg on end because they believe the position of the Earth’s axis will help balance the egg. This is an urban legend and there is no scientiﬁc reason to suppose that an alignment of the Earth’s axis will affect items on Earth, including eggs. But there are ways to embrace greener options to ensure Easter is a happy time for celebrants and the environment. Easter Baskets Easter baskets overﬂowing with fake grass and plenty of treats are an eagerly anticipated component of Easter celebrations. However, many of the items found in a typical Easter basket -- or even the basket itself -- may be made of items that are damaging to the environment. Plastic Easter eggs are made from plastics that may not be biodegradable. Furthermore, they may be made using chemicals that are damaging to the environment. Plastic grass carries the same dangers. yoming has an “old west” reputation. Find yourself in Los Angeles or Minneapolis or New York or Chicago, you can regale the locals with tales of the difficulties that came from the state’s first paved road in the nineties. You can tell those city-slickers that when you encountered honest-togoodness electricity, you were an adult and it was like magic. Most folks know so little of Wyoming, they’d believe you in a minute. In fact most do, and oftentimes it’s necessary to set the record straight before you end the conversation so nobody tells their friends how jackalopes brought the internet to Sheridan, WY. What many people in the U.S. don’t realize is that Wyoming is far from behind the times; the state just has times of its own! But, in the event you’ve got some relative or friend that tends to relegate this beautiful land to the realm of rumor and imagination, you might bring them back to reality with a few film factoids: Since the innovation of motion picture, over eighty archived and internationally recognized movies have been shot on-location in the state of Wyoming. Most of the earlier ones are black-and-white silent films. Westerns; like The Man From Bitter Roots (1916), or The Hell Cat (1918). Wyoming’s sweeping prairies and aesthetic buttes make ideal shooting locales for the western vibe. One might argue that Wyoming’s influence in the “look” of the modern PAGE 34

western picture is impossible to underestimate. Django Unchained (2013), Quentin Tarantino’s latest effort, used Wyoming as one of its principal photography landscapes; www.HouseHunterEtc.com

and the closest any of that film’s settings get to Wyoming is north Texas. Then again, most of those old westerns in the earlier half of the twentieth century weren’t based in Wyoming; but they were all shot there. Between 1904 and 1975, there were more than fifty westerns/period pieces filmed on-location in Wyoming. 1977 saw a change in genre, though, when Close Encounters of the Third Kind sprinkled some Devil’s Towercentric sci-fi into the mix. Several years later, a little known series called Star Trek would have photography from it’s first theatrical release, imaginatively named Star Trek: The Motion Picture (1979), commissioned in Wyoming. Twenty years later, Paul Verhoeven would choose the badlands outside Casper, WY as the bug planet in Starship Troopers (1997). Scenes from the 2002 remake, Rollerball, would also be shot in Wyoming. Not to be outdone, Sylvester Stallone decided the outskirts of Jackson Hole, WY looked just like Siberia and shot parts of Rocky IV (1985) there. Kevin Costner also liked the lay of the land in the east, and filmed several key scenes from Dances With Wolves (1990) around the Belle Fourche river area. A few highlights, but by no means a comprehensive list of Wyoming’s film credentials. Cook a whole brisket with both sections together with all its fat. (You can trim off the fat after the meat is cooked.) Whole brisket and second-cut corned beef brisket are hard to ﬁnd, but your supermarket should have ﬁrst-cut corned beef vacuum-packed in plastic. Choose the fattiest piece in the case and treat it gently. You can cook the cabbage and potatoes in the same water as the corned beef. Because the other vegetables need to be cooked in water that simmers more than the meat, scoop out water from the corned beef pot and cook the vegetables in a separate pot or pots. 1 1 1 2 6

Place the corned beef in a pot that holds at least 5 quarts of water. Cover completely with cold water. Place over high heat and bring to a simmer. As soon as bubbles start to break on the surface of the water, adjust the heat so the water simmers very, very gently. With a slotted spoon, skim off the residue that accumulates on the surface. When the residue stops coming to the surface, add the pickling spices. Continue to cook, with bubbles just gently breaking on the surface, for 3 to 4 hours, until fork tender. The meat can be safely held in its water for about 2 hours; reheat gently. Cook the vegetables until fork tender in separate pots of boiling fresh water or, especially for the cabbage, use some of the water in which the corned beef was cooked. Slice the corned beef and serve with mustard and/or horseradish. Serves 6 to 8

Nellie Tayloe Ross

Nellie Tayloe Ross was the 14th governor of Wyoming, serving from January 5, 1925 to January 3, 1927. She was elected to complete the term of her husband, William Bradford Ross, who died while in office. Nellie Davis Tayloe was born in 1876 in St. Joseph, Missouri. Her family moved to Omaha, Nebraska where she completed a two-year program to become a kindergarten teacher and taught briefly. While visiting relatives in Tennessee, she met William Bradford Ross, a young lawyer. They were married in 1902 and lived in Cheyenne, Wyoming. The Rosses had four sons. While Nellie devoted herself to her home and family, William practiced law, occasionally ran for political office and eventually was elected governor in 1922. In October 1924 he died of complications from an appendectomy.

Because his death occurred so close to a general election in November, Wyoming law required that his successor be elected then. Democratic Party leaders nominated Nellie. She ran against Republican Eugene J. Sullivan of Casper and won the election. One advantage Nellie was seen to have was the desire of the citizens of Wyoming to be the ﬁrst to elect a woman governor, after having been the ﬁrst state to grant women the right to vote in 1869. Nellie was nominated by the Democrats for reelection in 1926 but was defeated in a close race by the Republican candidate, Frank C. Emerson. Following her governorship, Nellie served as a Wyoming

committeewoman to the Democratic National Committee and then as vice chairman of the DNC, in charge of activities for women. In 1933, President Franklin D. Roosevelt appointed her director of the U.S. Mint. She held this position until 1953. Nellie died in 1977 in Washington, D.C. at the age of 101. ∑
