Spring is Here – Time for Home Improvements! As the days get longer and thoughts turn to spring cleaning, many homeowners start making plans for home improvements. Remember that HRCA is here to help! Homeowners are required to submit plans for approval to the Community Improvement Services Department for all exterior improvements prior to any work beginning. This includes, but is not limited to, fence staining, house painting, installing air-conditioning equipment or putting in a deck. Twice a month, the Architectural Committee (ARC) meets to review improvement application plans submitted by homeowners. Enhancing property values is the mission of the HRCA. As outlined in the Community Declaration, all properties are to be properly maintained to the standards set forth in the architectural guidelines. Our staff routinely inspect the condition and exteriors of all properties, including landscaping and fences. Over the years, numerous complaints were received concerning the condition of fencing within the community. In addressing those concerns, HRCA collaborated with the Metro District and residents alike in establishing a uniform fence stain color for the community and a requirement for all street facing fencing to be stained. In July of 2018, HRCA adopted a resolution that required all street facing fencing to be stained with “Highlands Ranch Fence Brown” as the sole approved stain color. (A sub-association may be more restive and require their residents to utilize another stain color; however, no fences are allowed to be left unstained.) Staff are working with residents as they conform to the new guideline. To date, this guideline has been well-received by residents as the vast majority have stained upon receiving their first courtesy notice. The HRCA is here to help with this change. Easter Egg Hunt Join us for some Easter fun! Over 30,000 eggs will be available at Northridge Park on Saturday, April 20. The hunt starts at 10:00 a.m. sharp! Come early as parking is limited. Hunts are held simultaneously and separated by age group. Don’t forget your Easter basket and a camera! The Easter Bunny will be available for photos. What is a Small Cell/5G? The HRCA has recently received applications from various providers to provide 5G coverage in Highlands Ranch. In order for this to happen, a multitude of small cell tower sites will need to be erected. These are called small cell or 5G facilities. There are antennas and accessory equipment that provide wireless cellular and data coverage. These new towers are in addition to existing large cell tower sites in already in the Ranch, mostly on top of existing streetlights, and a few on buildings. They are intended to provide fill-in coverage for high-use or poor coverage areas. 5G capability requires a very large number of small cell sites, which has prompted a high level of interest from cities and towns because of the sheer number and placement that will be proposed by the wireless carriers. The Development Review Committee and Board of Directors have strong concerns about the proposed residential locations and the number of cell sites that are being proposed. The safety of HRCA residents and protection of their property values is paramount to HRCA officials. Events: The Easter Egg Hunt is being held on April 20. Grab your Easter Basket and come hunt for over 30,000 eggs and meet the Easter Bunny at Northridge Park. The hunt begins at 10:00 a.m. sharp! HRCA and Davidsons Beer, Wine & Spirits will hold the annual Taste of Highlands Ranch on May 3 with a great selection of wines, spirits and beers and over different area restaurants. Tickets sell out fast so get yours today!

Board Election: Congratulations to our re-elected Board Members, Jim Allen and Brock Norris, who re-ran for their open seats. Many thanks to homeowner Dan DeBacco who ran on the same ballot for one of the open seats. All of their service to the community is much appreciated and we look forward to working with the the Board of Directors to continue to make Highlands Ranch the best place to live, work and play! Member Education: This quarter I want to provide some brief information about Highlands Ranch governance and the HRCA’s authority and jurisdiction. HRCA is a non-profit 501c(4) private membership organization that operates and maintains the four Recreation Centers in Highlands Ranch and owns and manages the 8,200 acres of Backcountry Wilderness open space. We produce over 100 community events annually and create thousands of programs and services to help maintain our community's health and well being. We are a referral agency for Douglas County on commercial projects within the community, and we also enforce the exterior design and landscape guidelines for all homes in Highlands Ranch. Our mission is enhancing property values and creating quality of life through recreation, community events, and leadership. For more information about all of the programs and the services of the HRCA, please visit www.HRCAonline.org. Douglas County is a political subdivision of the state and has taxing authority. The County is responsible for land use/zoning and permitting, most road construction and maintenance, adult/child protective services, animal control, emergency services, transportation and public infrastructure, snow removal on major arterials, Health and Human Services and provides public safety through the Douglas County Sheriffs Office. The Highlands Ranch Metro District is the local government entity that is responsible for maintenance of landscaping and fences adjacent to major roads, maintenance of community open space, parks and trails, and owns and operates the Highlands Ranch Mansion. Information can be found at www.highlandsranch.org. Water and waste water services are provided through Centennial Water & Sanitation District, www.centennialwater.org. HRCA often get calls and comments from homeowners about these community services, however, since we are three separate agencies, HRCA has little to no influence on the operations of these other departments. We encourage all homeowners to get in touch with the appropriate entity when necessary. More information about the services of Douglas County can be found on their web site at www.douglas.co.us.

Parking: Another popular concern we often get contacted about is parking. Douglas County owns the roads and sidewalks in Highlands Ranch. As a result, we are not able to enforce against parking issues on the street. We hear from homeowners about how long cars are parked in the street and where they are parked. If a car is illegally parked, please contact the Douglas County non-emergency line at 303-660-7505. Homeowners are always encouraged to be neighborly and utilize the on-street parking space outside of their own homes instead of their neighbor’s homes.

Taste of Highlands Ranch The Taste is celebrating its 24th year of excellence in food, wine, beer, and spirits on Friday, May 3. Davidsons Beer, Wine & Spirits will provide samples of alcoholic beverages while area restaurants show off their best cuisine. This exciting food and beverage extravaganza includes an outdoor beer garden with music and will be held at Eastridge Recreation Center. Each year a silent auction benefitting a local nonprofit organization rounds out the Taste. For 2019, HRCA is proud to name Sleep in Heavenly Peace (SHP) as the silent auction beneficiary. Sleep in Heavenly Peace has a simple mission - No kid sleeps on the floor in our town. The local chapter in Metro Denver is dedicated to this mission and hopes to raise the funds needed to make this goal a reality. Too many boys and girls go without a bed or even a pillow to sleep on. These children end up sleep on couches, blankets, and even floors. This can affect their happiness and their health. Sleep in Heavenly Peace is a group of volunteers dedicated to building, assembling and delivering top-notch bunk beds to children and families in need. ranch updates Annual Meeting of Members The Annual Meeting of Members will be on Tuesday, April 23 from 4:00 - 4:30 p.m. at the Recreation Center at Eastridge. At this meeting homeowners wishing to vote in person can submit their ballots to elect their district representatives for a two-year term. Homeowners can also cast their votes by sending in the proxy that is mailed to their home residence ahead of time. This year delegates in odd-numbered districts and nonsub associations without a current delegate are up for election. No other business is scheduled to come before this meeting. 5G story continued from page 1 follow concerning small cell tower applications. The rule applies to any request for authorization to place, construct, or modify wireless facilities, including zoning permits, a building permit, and an architectural or engineering permit. The rule also included “shot clock” to ensure timely reviews are conducted. Local governments may still evoke aesthetic requirements; however, they are not to be more burdensome than those applied to similar types of infrastructure deployments. The Order considers spacing requirements to be subset of aesthetic requirements and is subject to the same standard. HRCA has recently asked the Douglas County Commission to amend the “Highlands Ranch Planning & Development Guide” to ensure that safety and aesthetic concerns are properly addressed in small cell tower zoning requirements. Additionally, HRCA has advocated that these reviews be subject to a public review process. The HRCA Development Review Committee (DRC) is in the process of drafting comments that fall into our scope of authority as a "referral entity" to the County, that reflect the growing concerns of our residents. As each application is reviewed, the DRC will provide Douglas County with comments that recommend the approval and/or denial of an application. We encourage residents to do some investigating on the impact of 5G small cell tower deployment in our community. Final approval/denial of the proposed cell sites for 5G Small Towers in Highlands Ranch will reside with the Douglas County Planning Department. FAmily 9Health fair The Family 9Health Fair will be on Saturday, April 6, from 7:00 a.m. - Noon at the Eastridge Recreation Center, 9568 University Blvd. This fair encourages individuals to assume responsibility for their own health and offers free or low-cost medical screenings. This year screenings will be provided for children also– blood pressure, height/weight and vision. No blood screenings for participants under 18. There will also be the Wellness Zone, which provide opportunities for participants to learn more about nutrition, illness prevention, fitness, safety, and more.

This fun and educational class teaches your child the art of angling and ecology. Children will learn the basics of catch and release fishing and casting, then it is off to the pond to fish! HRCA is proud of its awesome tennis coaches and Junior Team Tennis program! Our annual JTT kick-off meeting is on Saturday, April 6 from 1:00 - 2:00 p.m. at Northridge. Summer Swim Team Try-out Registration Date: Join one of the most popular and successful local summer swim teams. Minimum Skill Requirements: Swimmers must be able to swim 50 yards freestyle with side breathing and 50 yards backstroke. Both 50’s must be completed comfortably, without stopping to demonstrate endurance for hour-long practices. Flip turn experience recommended. Previous Seahawks program participation highly recommended.

Art in April There are a lot of new and exciting programs for you to consider enrolling yourself or your family members in this month! For the creative ones, we’re focusing on Springing forward! Art programs for your child ages 2½-11 will be offered this month at various times to meet your family’s demanding schedule. Glue Sticks (5-8 years old) and Young Artists (8-11 years old) are art options that will be focusing on springtime themes. For your older child, Drawing and Painting is a popular evening classes you should consider. This month we’ll kick off a Spring Time Fun pottery class for ages 3 - 5. Play with Clay, ages 3-5, will be making Bugs, Bugs, Bugs projects, or Hand Building for Kids, ages 8-12, is also a very popular class for our pre-teens and teens. Adult art and pottery classes are also filling quickly, so grab a friend and try out our multi-level wheel class. Fun Classes for Creative Kids This month as spring blooms, enroll your 18 months-5-year-old in one of our Creative Kids classes. For the Itty Bitty’s, Mommy and Me and Toddler and Me classes will focus on Never Mail an Elephant. These classes run on Friday mornings, and are a great place to meet other moms! Some of our themed classes will focus on You’re Egg-stra-special and Bunny Love in our Sibling Rivalry class on Thursdays from 1:00 - 3:00 p.m. Chicks Rule, Hopper Easter, Bunny Love, and April Showers are our Kreative Kids classes on Tuesdays from 9:30 a.m. - 12:30 p.m. for children ages 3-5. 2 Times the Fun’s theme is Spring is in the Air and classes are Mondays from 10:30 a.m. - Noon. Stepping Stones, a Preschool Prep class for children ages 2½-3½, runs on Thursdays from 9:00 - 11:30 a.m. and the theme is Flower Gardens and Bugs. Camp Backcountry Open House Get the first day jitters and questions out of the way before summer even starts! Join Camp Backcountry staff on May 1 from 4:00 - 6:00 p.m. at Base Camp for an open house to ask questions about registration, paperwork, discounts, and what the adventures at Camp Backcountry look like! Veteran Camp Backcountry families, newly-registered families, and families who are still looking for information are welcome! Free Wellness Walks Bring your coffee and join us for a free walk in the Backcountry Wilderness Area. Stretch your legs and your knowledge of the Backcountry during these on-road walks. Adult Dance Now that summer is quickly approaching and you’re bound to have a wedding or two to attend in the coming months, consider taking one of our popular adult dance classes. This month we’re offering How to Dance to a Slow Song and the Waltz! Our Adult Tap Dance class for adults 18 and older is growing and becoming a popular and fun class to join. Our adult Belly Dancing class is also going strong and is an exciting class to participate in. Whatever the class, bring a friend and learn a new skill! Special Olympics Swim Team (Ages 8- Adult) The Therapeutic Recreation Program is excited to offer Special Olympics Swim Team this spring for participants 8 & up. Come join the fun! Practice and compete to build confidence, pride, and physical skills through swim team with others!
