DELEGATE ELECTIONS

The beautifully planned master community of Highlands Ranch is divided into 94 Delegate Districts. Each district’s property owners elect a delegate to represent them in association matters.

March 2023

HRCA District Delegates meet monthly to discuss various topics about the Community Association on essential issues such as amending and approving the community bylaws, creating rules and regulations for the use and operation of the recreational facilities, proposing increases or reductions for the Recreation Function Common Assessments necessary for the operation of the Recreation Center(s) and proposing and reviewing improvements to the recreational facilities. District Delegates cast votes on behalf of HRCA members in their district on these matters.

In April 2023, an election will occur for vacant and odd-numbered districts. There are currently 11 vacant districts up for election. These districts include 3,11, 23, 27, 49, 60, 64, 86, 93, 100, and 104. If your district has a sub-association, please contact them directly regarding being appointed to a potentially vacant seat. In addition to the vacant districts, all odd-numbered districts are also up for election in 2023. These districts are as follows: 1, 7, 13, 15, 17, 21, 25, 41, 51, 53, 61, 63, 65, 69, 73, 75, 77, 81, 83, 85, 97, 101, 103, 105, and 113.

If you are interested in running for a District Delegate position, please complete the Signature Collection Form and District Delegate Application located on our website, www:hrcaonline.org/elections. Potential candidates must obtain signatures from 10% of the homeowners in the district they are running. For questions regarding your district election, please reach out to Theresa Hill at theresa.hill@hrcaonline.org.

Our delegates contribution and hard work make Highlands Ranch a great place to live, work, and play.

GENERAL MANAGER MIKE BAILEY

Spring greetings to the wonderful residents of Highlands Ranch!

The HRCA is a proactive organization governed by a five-member volunteer Board of Directors. The Board of Directors serves two-year, staggered terms and helps to set policy for our community. Their volunteerism assists The HRCA in achieving our mission of enhancing property values and creating quality of life through recreation, community events, and leadership. The 2023 Board Election will happen during our Annual Meeting of the Delegates in March. Incumbents President Jim Allen and Vice President Brock Norris, alongside Delegate Kurt Huffman, are on the ballot to fill the two open seats for election. Make sure to reach out to your District Delegate if you have any questions and show your support.

What a short few months we have had this year. Temperatures are warming up soon, and spring is near. As the clocks jump ahead again in early March, the days will begin to get a little longer, and everything will soon turn welcome shade of green and come to life. Planning any home improvement projects this time of year is a great idea.

COMMUNITY NEWS

SPRING IMPROVEMENTS

It is around this time that residents start looking into exterior projects to improve the life and quality of their home.

Nearly all exterior home improvements require submission for review by the Architecture Committee or our Residential Coordinator before starting work.

If you are planning to make changes in the coming year, we highly recommend to submit early to ensure a timely review. The Community Improvement Services Department has been working hard to refresh our pages by updating, condensing and clarifying. Our goal is to make sure submitting for a home improvement is as painless as possible.

One change that you will want to take notice of is our actual Home Improvement Forms. Out of date forms have been removed and others merged. Every form will have a list of requirements that are necessary for review of that specific improvement. An ‘attachment link’ is located on the form to add files related to your project. There is a fee associated with most forms and varies on the complexity of the change. It is very important that all the required information is received when you submit. Incomplete submittals will be immediately ‘denied’ until the required files are received which could delay your project and cause scheduling delays with any contractors.

The submittal and review process is described in detail on the HRCA website but if you still have questions please contact our department either by calling 303-471-8821 or email improvements@hrcaonline.org Our department is open Monday- Friday from 8:00 a.m.5:00 p.m. If you would like to visit us in person, you can find us at the Eastridge Recreation Center in the atrium.

DID YOU KNOW?

The Community Improvement Services Department not only takes care of improvements and covenant compliance for residential properties but for commercial as well?

The Development Review Committee (DRC) reviews all exterior improvements to our commercial properties from signage to full elevations changes. We also have a dedicated team for Commercial Compliance that you may come across when they are out in the field. If you see something on a commercial property that may be a violation to our Commercial and Design Restrictions, please fill out the Submit a Violation form located on the HRCA website under Property Owners, Covenants & Improvements.
