ACCOMACK COUNTY, VIRGINIA (33,522) Purchasing and Contracts Manager Bachelor’s degree in business, public administration, finance, or a closely related field; with additional training or certifications in procurement, grant writing /administration, or legal services; supplemented by three (3) to five (5) years previous experience that includes public procurement, grants administration, project management, ordinance enforcement or legal services; or an equivalent combination of education, training, and experience is required. Experience and knowledge of operations and management of a procurement function in a comparably sized or larger public sector agency or community and thorough knowledge of both grants and contract management functions. The Purchasing and Contracts Manager leads the County’s procurement, contracts and grant management function, working independently, but reporting directly to the County Administrator. Of special note the position oversees the entire County’s insurance and risk management functions; develops and monitors the appropriate budgets for insurance expenditures; processes property, liability and casualty claims; ensures proper insurance coverage’s by vendors on contracts; monitors stop loss and communicates with department heads. The salary range for the position is negotiable, within the market, based upon qualifications and experience. Benefits package includes participation in the Virginia Retirement System, vacation and sick leave, group life insurance, family medical insurance, professional dues and conference expenses. Circulation District Manager Description: This position will administer to the day-to-day contractual relationship with an independently contracted carrier force that will be responsible for the distribution of The Virginian-Pilot and other publications so assigned to them, to home delivery subscribers, retail locations and any other delivery point within their delivery area. This position will be required to effectively interface with subscribers, retailers, other internal Virginian-Pilot employees and any others necessary to facilitate the efficient daily distribution of products and productive administration of the contractual agreement with the carrier force. Hours vary but are typically between the hours of midnight and 9:00 a.m. Monday-Saturday and midnight and 10:00 a.m. for Sundays. Salary Range: • $32K-$40K annually with a potential to make an additional $4,800.00 annually in bonuses. Basic Qualifications: • Ability to think, work, make decisions and take action independently • Excellent oral and written communication skills. • Ability to multi-task. • Ability to build strategic constructive working relations with others • Strong team player. • Excellent time management skills and attention to details • A demonstrated track record of strong negotiation skills • Exceptionally strong customer service skills • Reliable transportation, valid driver’s license, proof of automobile insurance and good DMV record • Ability to continuously lift at least 30 pounds and endure movement to include but not limited to climbing, stooping, bending, crouching, standing and walking • Computer literacy required (Word, Excel, Outlook) Education/Experience: • A minimum of 1 year newspaper circulation experience or minimum of 1 year of management experience • High School diploma, some college preferred
