Provi siona l stamps of the United States have aptly been termed , The Postmasters' the "primitives." I ssued during the yea rs 1845 to 1847, while the Po st Office Department deliberated whether or not to adopt officia l postage stamps, these provi~ ional s tamps were created through ur gent nece ss it y , devised a nd designed according to came out of The cost of their production the individua l whims of the postmasters. their own personal funds and, with the excep tion of th e Sc black issued at New York, the stamp s were printed in ve ry sma ll quantitie s and only a limited numb er we r e to survive to enhance th e albums of the sta mp collect ors of later g enerations. Of several item s only one or two examp les are known to ex i t, while many others are so rar e that a large majority of collectors has never actually seen them and knows of th eir that the st amp ex ists existence only through photo g raph s with the hazy understanding so mew her e, in_ a ve r y important co llec tion. issues The late A lfred H . Caspary had a particular fond ness for the Postmasters' and his collection , now offer ed thr ough thi s auction , is beyond all question the finest and mo st co mplet e lot ever assembled. For decade s his name was so closely identified with the r ar iti es in "Postma ster " that alm ost eve r y newly discovered item was offe r ed fi r st to him. But he was a lso particular about cond ition and if finer examp les were locked up in oth er collections, he wo uld exe rcise infinite pati ence and wait until th e h e wo uld acqu ire th em. sup erior pieces came to the market-then

In the A nnapoli s, Md., there is th e Sc carm ine red, entire enve lope , add r essed to "Charles S. Carstairs," so familiar t o so many collectors because it has been pictured so often. In the Baltimor e "Buchanan' " there are eight Sc cove r s.
