Three Crown land managers are being honoured for a combined 99 years of volunteer service on the board of the historic Lambton Mechanics Institute, located in Lambton, Newcastle.

Dr Ron Robinson, Pamela Ellen and Kevin Goodwin, who have each served over 30 years on the institute’s board, receive Crown Lands Service Recognition Award certificates for their outstanding contributions at a ceremony at the Lambton Mechanics Institute recently. Fellow board member Alison Eaton received recognition for 10 years of volunteer service on the board.

Eeee-easy does it!

If you’ve driven on a road or walked on a shared pathway in NSW in recent years you have definitely encountered them. They come up behind you or they approach from the horizon, almost silently. They whizz past at dazzling speed, weaving their way through traffic and/or pedestrians as if they are on their way to an emergency. Sometimes there’s one on board, and at other times they have a passenger balanced precariously. And they are often without a helmet.

I’m referring of course to e-scooters and e-skateboards. Or personal electric rockets.

If you’ve wondered, like me, whether what they are doing is legal, whether on the road, on a footpath, or on a shared cycle/footpath, I can tell you it is an unequivocal ‘NO’ on all counts.

According to the Transport for NSW website privately owned e-scooters can only be used on private property in NSW. They cannot be used on roads or road-related areas, including footpaths, shared paths, cycle ways and cycle paths. Hired shared scheme e-scooters are only able to be used on roads and road-related areas in designated e-scooter trial areas. A trial of e-scooters for hire in Lake Macquarie ended recently. Otherwise there is no local public space where an e-scooter can be legally ridden.

E-skateboards too are illegal in NSW, unless being used as a mobility aid for people with a disability who meet specific use conditions. E-skateboards that do not meet these conditions can only be used on private property.

Mechanics Institute volunteers

There are over 2,500 volunteers involved in Crown reserve management across the state, freely giving their time, skills and energy for the good of their local community.

Lambton Mechanics Institute was established in 1870 as a place of learning for miners and the existing building was constructed and opened in 1894. It ceased its original function in 1958 and remained under a trust until 1991. A new trust was established in 1992 with Dr Robinson, Ms Ellen and Mr Goodwin as its founding members.

Lambton Mechanics Institute and adjoining Institute Hall is an important local heritage site, now used as a base for the Newcastle Family History Society, Hunter MG Car Club, and the Lambton Meals on Wheels.

Crown Land volunteer and award recipient Dr Ron Robinson said he was honoured to receive the award.

“Three generations of my family have lived and worked in the Lambton area, and I have the great pleasure of being able to facilitate the continued use of this building by the local community and see so many social groups involved in its day-to-day use,”

Dr Robinson said.

Award recipient Pamela Ellen is proud to have preserved this important piece of Newcastle history.

“I have lived in Newcastle my entire life and am proud to have helped preserve Lambton Mechanics Institute’s heritage and keep it open and functioning as a space for the community,” Ms Ellen said.

Award recipient Kevin Goodwin said his family has deep ties to the Lambton community.

“I have lived in the Lambton area since 1945, and it fills my heart with joy the way Lambton Mechanics Institute is being used by the community today,” Mr Goodwin said.

Member for Wallsend Sonia Hornery said Crown Land managers play a vital role in ensuring public assets are accessible to the public.

“Lambton Mechanics Institute is a fantastic piece of local heritage and I thank all the volunteers who have dedicated their services over the past 30 years to ensure this piece of Crown land and heritage buildings are maintained and accessible to all,” Ms Hornery said.

Minister for Lands and Property Steve Kamper said National Volunteer Week was the perfect time to stop and thank all the volunteers who help improve Crown lands.

“This National Volunteer Week, we acknowledge and thank all Crown land managers across the state who provide outstanding service to their community, including the dedicated longserving volunteers in managing the Lambton Mechanics Institute,” Minister Kamper said. “Crown reserves play an important role protecting the environment and supporting communities with everything from green open space, parks and walking tracks to showgrounds, sporting ovals and community halls.”

Newcastle Perm grants

Recipients in Newcastle Permanent Charitable Foundation’s latest grant round.

An education program on techfacilitated domestic violence, a sports program targeting refugee wellbeing, and an aeromedical retrieval service are just some of the recipients in Newcastle Permanent Charitable Foundation’s latest grant round.

A total of six projects in the Hunter will share in $336,000 of funding, bringing the total amount invested in regional NSW to more than $27 million since 2003.

The latest funding recipients represent a diverse range of projects that address community disadvantage in various forms.

• The Hunter Domestic and Family Violence (DFV) Consortium: $61,000 to upskill frontline workers in the field of domestic and family violence perpetrated through technology.

• NSW Service for the Treatment and Rehabilitation of Torture and Trauma Survivors: $20,000 to extend its existing sports and wellbeing program to Afghan and Syrian refugees.

• The Warrior Woman Foundation: $150,000 to bring its flagship program, The Young

Warrior Woman Program, to the region which supports vulnerable young women as they transition to adulthood through a focus on financial independence and safe, healthy relationships.

• CareFlight: $35,000 to purchase a new aviation tow motor which will improve service and safety and reduce costs for the aeromedical retrieval service at Newcastle Airport.

• KIDS Foundation: $50,000 to launch the SeeMore Kindness program in the Hunter and Northern NSW, teaching children aged between four and six positive behaviours and how to be kind to themselves and each other.

• Warm Blankets for Everyone: $20,000 to produce handmade blankets for partner organisations who assist people experiencing poverty or homelessness.

Hunter DFV Consortium Regional Collaborations Coordinator Lisa Ronneberg said that having frontline workers upskilled in tech-facilitated abuse was vital. “Technology is evolving so

fast and gives perpetrators of domestic and family violence even more ways to intimidate, harass, and control victimsurvivors even after they have fled their abuse,” Ms Ronneberg said.

“It is not just critical that frontline workers are equipped to help those who are experiencing tech-facilitated abuse, it could be life saving.”

Newcastle Permanent Charitable Foundation Executive Officer Carly Bush said that the selected projects all demonstrated the ability to make a tangible difference to the people they help.

“We’re thrilled to be partnering with these not-for-profits to see their projects come to life,” Ms Bush said.

“In their own unique way they are all making a difference to the lives of some of the most vulnerable people in our community, and it is our honour to be able to assist.

“Each day these organisations go out and create real impact in the communities they serve, changing lives for the better.”

Making city more walkable

City of Newcastle is inviting residents to share their thoughts on the safety and accessibility of pedestrian crossings to help guide future installations and upgrades across the city.

Residents can provide feedback on the different types of crossings, as well as recently completed raised pedestrian crossings in suburbs including New Lambton, Waratah, Birmingham Gardens, Broadmeadow and Merewether.

Deputy lord mayor Declan Clausen said encouraging more people to walk is important for the wellbeing of our community and the liveability of our city.

“We’re preparing a more strategic approach to how we plan and deliver pedestrian

crossings across Newcastle by addressing barriers to walking,”

Cr Clausen said.

“With a better understanding of how different crossing types improve the experience of pedestrians, we’ll be able to implement appropriate crossings that prioritise safety and accessibility.

“We want to ensure our pedestrian crossings reflect the diversity of our community and cater to the needs of all types of walkers including older residents, people with mobility or vision impairments, parents with prams, school children and tourists.”

Councillor Elizabeth Adamczyk, chair of the Walking and Mobility Working Party said the

survey would help shed light on community experiences and perceptions of the safety benefits of different pedestrian crossing types.

“Community feedback will help to improve safety and accessibility of walking in our city,” Cr Adamczyk said.

“By reducing the barriers related to crossing the road, we aim to improve safe continuous pathways of travel and enhance the experience for pedestrians of all mobilities and abilities.”

Letters to Alternative basketball sites available

Many residents living near the Blackley & Wallarah ovals are energetically distributing leaflets about the proposal with the petition connected to a QR code, for anyone over the age of 18 years to complete, which will be submitted to the State Parliament.

A petition is a guideline for the decision makers to understand how many people will be impacted by this proposal to be located in New Lambton. Thousands will be impacted.

If the proposal goes ahead, residents surrounding Wallarah Oval will be the worst affected forevermore. New Lambton High will lose their green space, which they use during lunch breaks etc. Therefore, the future students will be disadvantaged.

In addition, the locals will lose a valued green space and the residents along Monash Road will be

potentially affected by overshadowing due to their southerly position of the 6-storey development. Residents and visitors from far afield will be severely affected visiting the sports facility, by the fact that they could be caught in a traffic jam on Turton Road due to the heavy increase in volume, and will not be able to find a park nearby. Accessing the mini carpark will be impossible as the entrance is only from southern Turton Road, and the exit is from the north.

There are many other alternatives and the decision of the actual location sits with Newcastle Council. It is hoped that the Council comes to its senses and finds a location which will be acceptable for all.

P & C opposes site not stadium

On behalf of Lambton High School P & C I am writing to express the opposition that a majority of parents and carers of students and members of the P & C have in regards to the proposed basketball stadium development adjacent to Lambton High School.

We agree that a new basketball facility is needed, however, we oppose it being located on the fileds currently available to students and other groups. We have written to the Department of Education, City of Newcastle and the Newcastle Basketball Association expressing our opposition with supporting evidence and requesting they acknowledge and address our concerns. To date, we have not received a response.

A similar letter was sent to Sonia Hornery, who has acknowledged our concerns, met with us and is trying to help.

I would like to express my disappointment with the lack of communication and active consultation regarding this project.

Hey neighbour!

Allan Ryan

We’ll spare you the cliched advice on the secret to a long and healthy life.

But we will say that, when Allan Ryan celebrated his 100th birthday last month, his friends at Jenny McLeod Retirement Village started asking to see his birth certificate.

Allan’s storied past, of misspent youth in Newcastle, of 40odd years working in the steel industry, and of love won and lost, would suggest that he has lived a full life.

And yet, chatting to Allan, who is as spry as the day he arrived at the retirement village 14 years ago, in his sunroom where he loves to read, it’s clear he still has so much life to live.

His word for his 101st year is

‘ineffable’, which means, too great or extreme to be expressed or described in words.

“I came across this word, and it perfectly describes how I feel [about turning 100]; it can’t be described, not in words,” Allan said.

Not one to enjoy being the centre of attention, Allan celebrated the occasion with a small group of friends and family with cake and a musical recital.

It was an opportunity to reflect on all that he’d achieved in his lifetime.

Allan moved to Newcastle when he was 10 and attended the Hunter School of Performing Arts, known then as Central School.

He graduated dux of the school at 15 and started a fitting/ machining apprenticeship at Stewarts and Lloyds, where he became the youngest leading hand at age 19, two years ahead of his peers.

After 13 years he took a job at Lysaghts and climbed the ranks,

Allan Ryan, who turned 100 in May, says his whole life, both the good and the bad, has had purpose

attending night school at Hunter Technical College (now TAFE) to become a qualified mechanical engineer.

In 1982, he was retrenched from BHP Steelworks and retired at age 58, after 18 years’ service.

In his retirement, Allan became a member of Newcastle Caravan Club and took a few laps around Australia and built radiocontrolled aircraft.

After some hardship, he struck up a friendship with a woman named Pamela, with whom Allan has coffee most days. He maintains his strong faith and this “God-given relationship” has kept him going.

“My whole life, when I look back, there was purpose there,” Allan said.

“In the good and the bad. And the good has far outweighed the bad.”

Lambton Drill Hall

This month marks 125 years since the Drill Hall in De Vitre Street Lambton was formally opened in 1899.

In 1885 the government authorised the formation of a Volunteer Infantry Corp in the town of Lambton, to be part of the 4th Infantry Regiment of the northern district. The regiment was expanded in response to the threat of war between England and Russia, with the Newcastle Morning Herald and Miner’s Advocate noting that “when Russia is ready for war she will easily find an excuse for making it.”

Initially the volunteers had no permanent base and they performed parade drills in Lambton Park and shooting practice at a rifle range in North Lambton.

In October 1898 the Government reserved a block of land in De Vitre Street, and contracted Mr Reffshaw of Sydney to erect a large drill hall with adjoining offices. The official opening was celebrated with a military social on Friday 2 June 1899.

The hall became the training depot for the Lambton volunteers, and its importance increased with the outbreak of World War 1. On 8 December 1915 a recruiting campaign march began in Narrabri, with 43 men setting off to walk 300 miles to Newcastle.

Nicknamed the “Wallabies”, the marchers held meetings in each town along the way to persuade young men to enlist and join the march. On 7 January 1916, the “Wallabies”, now numbering over 200, reached Lambton and were accommodated in the drill hall. Meetings held that evening added a further fifteen recruits to their number.

In World War 2 the drill hall once again played a crucial role, and was used for recruiting, medical examinations, and training of new enlistments. After the war it was leased for various purposes, including a gymnasium for the National Fitness Committee, and headquarters for the Forestry Commission. The army began using the hall again in 1955, and later the site was used as a Telecom depot. The drill hall was demolished in 1990 and replaced with townhouses.

Every time it rains, my house is flooded. The water overflows from the street and pours down into my front door.

Yet, when I look at Council’s flood management strategy, my street is not even marked as flooding. I have complained to Council over the years, but it doesn’t seem to be going anywhere. Worse, my home continues to flood regularly. HELP!

Thank you for your query.

Navigating bureaucracy can feel like hitting your head against a brick wall. Their timeframes seem unconnected with your day-to-day reality.

It is important to remember that you are one of many people who contact Council with issues that need attention. This means that the more you can do to help any bureaucracy make the decision that helps you, the quicker that decision will be made. Here are my top tips to help you get your problem to the top of Council’s to-do list:

1. Ask “what can I do to help myself?”

For example, skylights are notorious for flooding and this is something that you could have fixed yourself.

2. Look at what you can do together with your community

My Local column “whose responsibility anyhow” from 2021 includes some practical advice on what you can do with your community to help resolve community issues.

3. Evidence, evidence, evidence

Take lots of photos, including weather reports (eg how much rain does it take for your house to flood), where does the water pool on the road, etc

4. Research, research, research

Read Council’s flood management strategy, check the review date, keep an eye on what flood works Council does, and find out how and why that was a priority

5. Use the appropriate channels

a. Talk to the contact person for the flood management strategy and see what information they need and when

b. Follow Council’s procedures for service requests

c. If this doesn’t happen in a timely manner, follow the review procedures.

You can lodge a complaint at https://newcastle. nsw.gov.au/about-us/forms-and-publications/ forms-and-permits/formal-customer-complaints.

You can appeal council’s decision on your complaint. First, to someone more senior in council.

Then, to an external agency, which could be the Ombudsman, Office of Local Government or ICAC, depending on the situation.

In 2019, I wrote a two part series with some more tips for dealing with bureaucracies.

Last, but not least, be persistent! With right on your side, you can win a just and reasonable outcome.

1. Can they answer your key Qs? (usually) What’s wrong with me? How long will it take? How can you help? If they can’t - it may not be the right fit for you.

2. Do they have a clear plan? How are they going to help you NOT be coming into physio all the time. Is there a plan of when they think you’ll be getting better?

3. Do they make your goals their priority? Not the Physio’s goals but your goals. Get clear on what you want from your physio and tell ‘em. Then it’s their job and responsibility to help you get to your goal.

4. Is it simple? Would a six year old understand the physio words? Is there a bunch of fancy sounding

Vitamins

Our bodies need vitamins to stay healthy. Vitamins help body cells work properly, and can also help to treat some health problems. The best source of most vitamins is a healthy diet. Some people also need to take vitamin supplements, but taking more vitamins than your body needs can be harmful. Ask a doctor, pharmacist, dietitian or naturopath for advice.

Types of vitamins

Examples of fat-soluble vitamins:

vitamin A (retinol)

vitamin D2 (ergocalciferol)

vitamin D3 (colecalciferol)

vitamin E (alpha-tocopherol)

vitamin K (phytomenadione)

Examples of water-soluble vitamins:

vitamin B1 (thiamine)

vitamin B2 (riboflavin)

vitamin B3 (niacin)

vitamin B5 (pantothenic acid)

vitamin B6 (pyridoxine)

vitamin B12 (cobalamin)

folic acid (folate)

biotin

vitamin C (ascorbic acid)

Body cells need vitamins, but if you take more vitamins than your body needs, the levels in your body can build up and cause side effects. This is more of a risk with the fat-soluble vitamins. Ask a doctor, pharmacist, dietitian or naturopath for advice.

Healthy eating

Nutrient Reference Values (NRVs) and Recommended Dietary Intakes (RDIs) are guides to the amounts of vitamins your body needs each day. Most people can get their daily vitamin needs by eating a healthy, balanced diet that includes a lot of different foods. A healthy, balanced diet means:

• eating a wide variety of healthy foods every day

• eating mainly vegetables, legumes and wholegrain foods (e.g.wholegrain/wholemeal breads, cereals, pasta, rice, quinoa, couscous)

• eating moderate amounts of fruit

• eating moderate amounts of lean meat, fish, skinless poultry, eggs, tofu, nuts and seeds

• eating moderate amounts of reduced-fat dairy foods (e.g. milk, yoghurt, cheese)

• eating small amounts of fat, sugar and salt (e.g. oils, butter, margarine, cakes, desserts, pastries, cream, chips, pizzas, lollies, chocolate, soft drinks, fruit juice)

• drinking enough water every day to satisfy your thirst and to keep your urine ‘light-coloured’ (unless a doctor advises you not to)

• having no more than two standard alcohol drinks a day.

The way food is prepared and cooked can reduce its vitamin content.

To keep the vitamins in food:

• prepare food just before serving

• cook vegetables for only a short time (e.g. steam or microwave)

• wash and scrub vegetables instead of peeling them

• re-use cooking water in gravies, soups and stews

• leave vegetables in large pieces and do not soak them before cooking.

Vitamin supplements

You may not get enough vitamins in your diet to stay healthy if you have:

• a poor diet (e.g. eat a lot of ‘junk’ food)

• a diet low in certain foods for health, cultural or religious reasons (e.g. people following a vegan diet)

• a need for extra vitamins (e.g. while recovering from illness or surgery, while pregnant or breastfeeding)

• a lifestyle that can reduce vitamin levels (e.g. get no sun on your skin, smoke cigarettes, consume a large amount of alcohol, use illegal drugs)

• a medical condition that can affect vitamin levels (e.g. coeliac disease, ulcerative colitis, cystic fibrosis, gastrectomy)

• medicines that can affect vitamin levels (check with your pharmacist) If you don’t get enough vitamins from your diet, you may need to take vitamin supplements. Vitamin supplements are available as tablets, capsules and liquids.

Sometimes, vitamins are best given as an injection. Ask a pharmacist or doctor for advice.

Vitamin doses

It is very important to take a vitamin supplement at the dose recommended on the label. Get medical advice first if you want to take more. Taking high doses of some vitamins can increase the risk of side effects.

Leptospirosis vaccine now available

We have been increasingly concerned about the recent spike in leptospirosis cases among dogs in Newcastle. This serious bacterial infection, which thrives in water contaminated with the urine of infected animals, mainly rats, poses a significant threat to our beloved pets and, in some cases, to their human families as well.

There have been several recent reports of Leptospirosis in Newcastle and surrounds. Leptospirosis results in lethargy and a generally unwell animal. These signs can escalate rapidly, leading to severe complications such as kidney or liver failure. Given the severity of this disease, it is imperative that dog owners are vigilant and proactive in protecting their pets.

One of the most effective ways to safeguard your dog from leptospirosis is through vaccination. We are now offering the leptospirosis vaccine, which provides protection against this life-threatening infection. Vaccinating your dog not only protects them but also helps reduce the overall spread of the disease within our community.

Paying Transfer Duty in NSW LAW Matters

In NSW, when you purchase a property or someone transfers ownership of a property to you, transfer duty (also referred to as stamp duty) would generally be payable.

Commencing in mid 2016, foreign buyers became liable for payment of 8% surcharge purchaser duty, in addition to standard transfer duty, together with 4% annual surcharge land tax in addition to any regular land tax.

A buyer would be considered foreign if they are not an Australian Citizen or a Permanent Resident who is ordinarily resident in Australia, meaning that they have actually been in Australia for 200 or more days during the 12 month period immediately before the date of the agreement.

Until recently, Citizens of New Zealand, Finland, Germany, India, Japan, Norway, South Africa and Switzerland were not subject to these surcharges due to International Tax Treaties.

Recent changes to Federal Legislation mean that Citizens of those Nations may now be liable for surcharge purchaser duty and land tax if they

acquire residential property in NSW.
