Commemorative Address by HWPL Chairman Peace Walk. But a beginning is not the end; if we begin something, we must see it through the end. We must complete the work and achieve our purpose. There is something I would like to say. All people are living on the earth, and this earth was created by the heavens. That is, we are all living on the earth that was created by the heavens. If so, the owner of this earth is God, isn’t He? Then with God, we must live according to His will, which is to live in peace. Must we fight war against each other? We are one family in God.

Mr. Man Hee Lee Chairman of Heavenly Culture, World Peace, Restoration of Light Family members of peace, greetings. It is a great pleasure to see you. Today, we are all here to celebrate the third anniversary of the Declaration of World Peace. At this time, peace campaigns, meetings, and peace walks are taking place around the world. Not only that, the eyes of the world are focused on us here today. Everyone, what is it that we dearly want? It is peace. We cannot live without peace. Today is three years to the day since the Declaration of World Peace was proclaimed. It is a very meaningful day. For the first anniversary, I went to the UN Cemetery in Busan and held a commemoration event there. For the second anniversary, I celebrated in Mindanao, Philippines. Today, I am celebrating the third anniversary here, with all of you. Exactly three years ago, I proclaimed the Declaration of World Peace here in this place. I read out the Declaration and proclaimed that from that day, the peace movement began. And we held the World

Even if we proclaim peace a hundred or a thousand times here, it would be all in vain if peace is not actually achieved. That is why I am saying this: we must not pay “lip service” to peace, but understand what we must do for peace. As a divided nation, Korea must make efforts for peace more than any other countries in the world. And our country must not obstruct the work for peace. Isn’t politics for the people? Really, politics must not divide the people into two. This is what I want to say. When it comes to peace, there is no division between “you” and “me.” Peace does not belong to any single individual or company. What we must leave as a legacy for our future generations is peace. Is there anything more valuable than such a legacy? No amount of material wealth can compare to peace. But this peace cannot be achieved by one person. Everyone must become a messenger of peace and work together to achieve peace. On the day the Declaration of World Peace was proclaimed, I said that day would never be forgotten. I said it would be recorded in history and remembered forever. Today, I sincerely ask all of you to remember this Declaration of World Peace, what it means and why it is so meaningful, forever. And let us all become messengers of peace. Thank you very much.


Greetings to our loving family of peace. How are you? I am Nam Hee Kim, the chairwoman of the IWPG. All the members of the IWPG and IPYG will eternally be the two wings of HWPL. Now the May 25th Peace Walk has become a symbol of peace to all of humanity. It has become a turning point of peace. For swift advancement toward an era of peace, I propose four acts of conduct to mankind. First, the United Nations must become co-workers and work actively together with HWPL. Second, all the religions of the world must transcend all denominations and doctrines and unite as one for peace.

The world of religion, which accounts for more than 80% of the causes of war, absolutely must change. Third, the IWPG and IPYG must expedite the worldwide advocacy of the Declaration of Peace and Cessation of War. Fourth, peace education must be implemented throughout the world. Our small actions can change the entire world. Let us fulfill this together. Let us move forward without any interruption until that day our hopes are accomplished. We can do this.

Overview of the 3rd Annual Commemoration of The Declaration of World Peace and Peace Walk

O

n 25 May 2016, the 3rd Annual Commemoration of the Declaration of World Peace and the Peace Walk, an international event to commemorate the proclamation of the Declaration of World Peace presented by the Chairman of HWPL, was held at the World Peace Gate in Seoul Olympic Park. The Declaration of World Peace calls everyone to work to further the cause of world peace, making it a reality in their direct environments. Cities, countries, and organizations around the world are annually holding the commemorative ceremonies and the peace walks. This particular year, 300,000 people gathered simultaneously in hundreds of cities and 105 peace walks are being held in 52 nations. This year’s commemoration highlighted the global peace advocacy movement, Legislate Peace Campaign, recently launched to bring all wars to an end by establishing an enforceable law compatible with the Declaration of Peace and Cessation of War (DPCW).

All donations made in hopes of fastest recovery of the nation during this event will be donated to Ecuador through the Embassy of Ecuador to Korea.

Legislate Peace Campaign Dear family members of the global community, The history of our world is replete with the tragedies of war. When wars break out, ordinary citizens, especially the youth and young adults, are forced out to fight on the battlefields and mothers must send their children into danger. In most instances, neither the youth nor their mothers would willingly suffer such loss and sacrifice. We are all born into the same world; and we live on the same land, under the same sky. All of us have the right to live in a war-free world in peace. And this right should be protected by law. It is for this reason that we, the world's youth, women, and messengers of peace, support the Legislate Peace Campaign, an advocacy movement in support of the Declaration of Peace and Cessation of War (DPCW) being developed into an enforceable law. When such a law is implemented and enforced in all countries, wars will have no place on Earth and a culture of peace will finally be able to spread to all corners of the globe. We call on world leaders and governments to acknowledge the principles set out in the DPCW and to incorporate them into their national laws. We must take action to achieve the global enjoyment of peace. Please join us in supporting the Legislate Peace Campaign to guarantee peace for all.

What is the Legislate Peace Campaign?

T

he Legislate Peace Campaign is a global peace advocacy movement which aims to bring all wars to an end and spread a culture of peace by establishing an enforceable law compatible with the Declaration of Peace and Cessation of War (DPCW). The strength of the DPCW lies in its representation of the voice of all those yearning for peace, calling on States to protect their rights to enjoy peaceful lives. The DPCW not only respects and builds on existing international legal documents but also promotes united efforts of States to reduce war potential, repurpose weapons to benefit humanity, and foster religious freedom. This Declaration is unique in that it includes provisions aimed at resolving conflicts, especially those attributed to religious causes, through peaceful means and inviting youth, women, and all citizens to participate in the active promotion of a lasting culture of peace. Thus, we call on global citizens to unite as one to voice our positive demand for peace by adding their signature to the Legislate Peace Campaign. We appeal to citizens to encourage their local governments, including city mayors, state governors, as well as heads of state to write letters of support for the DPCW with a spirit of a deep-seated love for the people of their country. Finally, we call on world leaders and governments to make and enforce a law based on the principles of the DPCW. When such law is fully followed by all countries and peoples, our world will soon have peace and cessation of war. Let us Legislate Peace. Sign Your Support. A Closer Look at the Declaration of Peace and Cessation of War – Article I & II The Declaration of Peace and Cessation of War (DPCW) has been drafted with the intent of promoting the respect of fundamental human rights and an international law, and of further involving States in the active protection of those rights. In this month’s newsletter, let us take a closer look at the Article 1 and 2 of DPCW.

Article 1 - Prohibition of the threat or use of force 1. States should solemnly reaffirm that they refrain from the use of force in all circumstances, save where permitted by international law, and should condemn aggression as constituting an international crime. 2. States should refrain in their international relations from the threat or use of military force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the purposes of the United Nations Charter or international law in general. 3. S tates should prohibit any act or threat of violence, whatever its motives or purposes, that occurs for the advancement of an individual or collective criminal agenda. 4. States should abstain from interference in the internal conflicts of other States.

Explanation [Article 1] Following the preamble, Article 1 DPCW affirms the prohibition of the threat or use of force. The article condemns the use of force, and, in general, any interference with the territorial integrity, the political independence, and the internal conflicts of a State. It is consistent with Article 2(4) UN Charter which reads “[a]ll Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the Purposes of the United Nations.”, and with its predecessor, Article 10 of the Covenant of the League of Nations. Consistent with what was affirmed by the International Court of Justice (ICJ) in its Nuclear Weapons Advisory Opinion, the DPCW condemns the threat to use of force together with the use of such force. Similar to Article 2(4) UN Charter, Article 1 DPCW also touches upon another of the paramount principles of international law: the principle of territorial integrity, which reflects fundamental international objective in the stability of boundaries. The concept is further developed in Articles 3-5 DPCW.

– Article I & II Article 2 - War potential 1. States should cooperate with a view to the gradual global reduction of armament production. 2. States should not produce, assist in, encourage, or induce; the production of weapons of mass destruction, inter alia, chemical, biological, and nuclear weapons, or weapons capable of causing indiscriminate or widespread and unnecessary suffering, or weapons incompatible with international humanitarian law. 3. S tates should take measures to ensure that existing weapons of mass destruction,weapons capable of causing widespread and unnecessary suffering and weapons incompatible with international humanitarian law are gradually dismantled or destroyed. States should cooperate in disarmament and the reduction of arms stockpiles, ideally under international supervision. Decommissioned weapons manufacturing facilities should be repurposed, so that they may serve purposes that are beneficial to humanity in general. 4. States should strive to reduce excessive standing armies and military bases. 5. States should cooperate to gradually diminish trade in weapons and attempt to reduce the flow of small arms to non-state actors.

Explanation [Article 2] Article 2 DPCW focuses on the fundamental issue of war potential. In particular, it calls upon States to proceed towards disarmament (ideally, under international supervision), and specifically towards the reduction of the production and trade of weapons (including the flow of arms to non-state actors) and of the proliferation of standing armies and military bases. The DPCW acknowledges the need for a culture of peace and for significant arms reduction worldwide and has been developed in accordance with one of the goals of the UN: multilateral disarmament and arms limitation, both central to the maintenance of international peace and security. In this context, Article 2 DPCW stands next to a number of key UN instruments, such as the Treaty on the Non-Proliferation of Nuclear Weapons, the Chemical Weapons Convention, the Biological Weapons Convention the Comprehensive Nuclear-Test-Ban Treaty, and the Mine-Ban Convention. In accordance with the every-day action of international institutions such as the UN, Article 2 DPCW promotes not only the goal of “traditional” disarmament but also the goal of preventive disarmament.
