Number of signed peace agreements leading up to WARP 2016 (Agreement to Propose the Enactment of International Law, Unity of Religion Agreement) Over 5,000 peace agreements were signed during WARP 2014 and world peace tours combined. Signing ceremony for the cessation of war served as foundation of the 2nd Annual Commemoration of September 18th WARP Summit.


Two Wings of HWPL – IWPG and IPYG The International Women’s Peace Group (IWPG) and the International Peace Youth Group (IPYG) cooperate with HWPL for the same goal – peace. Women and youth in the global community work together and raise their voice of peace.

Number of HWPL badges provided to the global community More than 10,000 HWPL badges have been provided to the global peace community since October 2013. Every individual committed to join the work of peace by HWPL wears the HWPL badge. As a symbol of global partnership for peace, HWPL badges become must-have items for members of HWPL during the world peace tour.

Number of colors included in the official logo for WARP 2016 There are 12 colors used in the official logo for WARP 2016. In the design, the bird represents the spirit of peace embracing the world and the 12 stones signify the diversity of cultures coexisting in the globe.

558,276 Number of participants supporting the core initiative of WARP 2016 – Legislate Peace Campaign As of July 24th 2016, 558,276 people from 168 countries have signed their signatures of support for the Legislate Peace Campaign. This campaign which aims to urge for development of the Declaration of Peace and Cessation of War (DPCW) into an enforceable law is actively carried out around the world since the proclamation of the Declaration.

Things You Shouldn’t Miss in the 2nd Annual Commemoration of September 18th WARP Summit – Part I The upcoming 2nd Annual Commemoration of September 18th World Alliance of Religions’ Peace (WARP) Summit will be held next month in Seoul, Korea. For the cause of leaving peace as a legacy for future generations, HWPL aims to take another great leap forward for peace through endorsement of global legislation of peace through international cooperation and alliance of religions through interfaith peace dialogues. Since there is much going on at the summit this year, HWPL Public Relations Department would like to highlight things that you shouldn’t miss at the event. Join like-minded people for three days of learning, inspiration, fun, and more. _ Advocacy Forum for the Declaration of Peace and Cessation of War (DPCW):     This will address strategies and action plans to introduce and develop an enforceable law based on the DPCW to leave peace as a legacy for future generations.

_ International Religious Leaders Conference:     This will seek the role of religion pertaining to its contribution to global peace environment through restoration of human value based on religious scriptures where spiritual qualities such as harmony, love, respect and co-existence are permeated.

_ The 4th HWPL International Law Peace Committee Meeting:     This will be organized in parallel sessions to introduce the core elements of the DPCW and discuss the ways of gaining official support at national level. The participants will be HWPL International Law Peace Committee and high-ranking officials and policy experts from various countries.

_ Media Forum for Advocacy of the DPCW:     This will devise the conduct of media to effectively transmit the message of peace and legitimacy of law-making with the provision of the blueprint of legislation based on the DPCW.

_ Conference for the Implementation of the DPCW:     This will introduce the trilateral (international organizations, governments

and civil society) ap-

proach to global peace-building through the legislation based on the DPCW.

_ Peace Gate Entrance Ceremony:     Participants of the Summit will enter the Peace Gate constructed with the Korean traditional style of palace and receive acclamation from 100,000 HWPL members.

_ Message of Peace:     Starting with the opening speech by Chairman Lee of HWPL, commemorative speech by Chairwoman Kim of IWPG and congratulatory messages by world leaders will be delivered to the world.

"I am an HWPL Publicity Ambassador" Last month, HWPL received self-recorded videos made by the HWPL Publicity Ambassadors, who actively make their best efforts for raising awareness and directly engage in publicizing HWPL’s peace activities through networking, education, media coverage and so on. ► How did you become the HWPL’s Publicity Ambassador? Maybe because of the simple reason that I support all the activities and endeavors of HWPL by doing their stories and broadcasting them. ► What is your memorable experience in being a Publicity Ambassador? It was when I attended the World Peace Summit in Seoul, South Korea. It was there that I witnessed for myself how people from different walks of life from different nations gathered in one place and in one venue, and craved and longed for world peace. ► What is your vision as a Publicity Ambassador of HWPL? My vision is that all news stories be made with less sensationalism, meaning we should focus more on positive stories rather than stories that focus on crimes, violence, and war. ► What is your message to those who will become Publicity Ambassadors? My message is that we be vigilant in our request for world peace and that we should encourage others to help in this advocacy. ► What is your promotional message to the world? I encourage everyone to please support all the endeavors and activities of HWPL, IPYG and IWPG. Be a messenger of peace, be a light of hope and spread world peace to the world, of course.

I’m in the media sector in my country, Rwanda and my country has actually suffered a lot 22 years back and even before from genocide. So, my country, Rwanda knows exactly what “lack of peace” means. Culture of Peace Blossomed through HWPL Peace Exhibition in Fiji

The seed of culture of peace has been sown into the land of Fiji. Heavenly Culture World Peace Restoration of Light (HWPL) held the HWPL Peace Exhibition at the Fiji Museum in Suva on 12th July. At this exhibition, members of the government, public and civil organizations participated to appreciate HWPL's dedication to working for peace in Fiji and congratulated the planning on peace education for local citizens and children. In the opening of the exhibition, Dr. Mahendra Reddy, Minister of Ministry of Education, Heritage & Arts of Fiji, delivered a congratulatory speech. He said, "Educating the youth about respecting all races and practicing good values make us one step closer to achieving world peace." Dr. Reddy also expressed his appreciation to the International Peace Youth Group (IPYG) for organizing the Exhibition and added that education plays a major role in peace-building in any country. “In choosing Fiji for this exhibition, I intend to assure the coordinators that they will be reaching out not

only to Fijians but also to the wider Oceania community. Fiji is the heartbeat of the Pacific and this Peace Exhibition will certainly attract audiences from the region.” This exhibition received attention from the local media and the coverage has actively been made. Fiji Broadcasting Corporation (FBC) covers this story by stating, "as an international peace or-ganization in association with the UN, this group envisions community development through volunteer outreach, women advocacy and engaging the youth of every nation." Peace education is one of the major projects globally operated by HWPL to open access to and develop opportunities of education for local citizens and students, acquiring the value that global citizens in these contemporary days must have in mind - peace. Currently, the HWPL Peace Exhibition has been held in various sites around the world, including Davao City Public Library and Museum, the Philippines.

A Closer Look at the Declaration of Peace and Cessation of War – Article V The Declaration of Peace and Cessation of War (DPCW) has been drafted with the intent of promoting the respect of fundamental human rights and international law, and of further involving States in the active protection of those rights. In this month’s newsletter, let us take a closer look at the Article 5 of DPCW. (The full text of the Declaration and its explanation booklet are also available at www.peacelaw.org)

Article 5 - S elf-determination

1. The duty of every state to refrain from the threat or use of force against the territorial integrity or political independence of any other state includes the duty not to engage in any action that would result in the dismemberment of any state, or force the secession or annexation of any territorial unit from that state. 2. Subject to the right to self-determination of peoples, states shall not engage in any intervention that seeks to divide or separate a state in a manner that is contrary to the rules of international law. 3. Every state has the duty to refrain from prematurely recognising an entity that has purported to secede from another state, until such a time as the latter entity has developed the necessary attributes, capacities and legitimacy to function as a state. 4. Subject to the provisions of the present article, States should encourage identifiable nation-states that have been divided by longstanding external or historical factors to engage in co-operation and dialogue. States should ensure that divided peoples are provided with their right to self-determination, including, inter alia, measures which may result in unified government. 5. Any political system in which power is exercised in perpetuity by an individual or regime amounting to a manifest denial of the right to self-determination should be condemned.

Article V Explanation [Article 5] Article 4 and Article 5 DPCW regard, respectively, State boundaries and Self-determination, connecting the goals of the DPCW with those affirmed in the UNGA Resolution 2625 (XXV) – the Declaration on Principles of International Law concerning Friendly Relations and Co-operation among States –, and expanding what is already introduced by Article 3. Articles 3-5 DPCW, touching upon numerous core norms of international law, affirm the principle of equal rights and self-determination, the prohibition of illegal occupation of the territory of a State resulting from the threat or use of force, the prohibition of aggression (and, in general, of any direct and indirect contribution of a State to the violation of international law on its territory or in the territory of another State), the principle of sovereign equality of States, and the positive role of the mechanisms that promote the peaceful resolution of disputes. The right to self-determination is well-mentioned in the Charter of the United Nations and was also affirmed by the majority of states in the General Assembly (Resolution 2625 (XXV)). The use of force shall be prohibited but in an exceptional situation of self-defense, Article 7, which is an accepted exception under current international law (Article 51 UN- Charter) shall be governed by strict procedural requirements.
