On 25 May 2016, the 3rd Annual Commemoration of the Declaration of World Peace and the Peace Walk, an international event to commemorate the proclamation of the Declaration of World Peace presented by the Chairman of HWPL, was held. This particular year, 300,000 people gathered in hundreds of cities and 105 peace walks were held in 52 nations.

Oceania, Middle East and Africa Approximately 24,000 participated at 25 peace walks held in Oceania, Middle East, and Africa altogether. Filled with vibrant young people and their passion and energy for peace, each peace walk contributed to the HWPL’s youth initiative for peace.

Europe and America In Europe and Americas, 28 peace rallies attended by 20,000 participants were held. Multi-cultural performances expressed the richness of diverse ethnicities and cultures living in harmony. The commemorative ceremonies and peace walks in each region have gained much attention from the international press and media.

Legislate Peace Campaign Progress by Statistics Since the Declaration of Peace and Cessation of War(DPCW) was first proclaimed on 14 March, 2016, on and off-line campaign to collect signatures of support was launched all around the world. May 25th Peace Walk greatly encouraged more participants to sign their support for the Legislate Peace Campaign. Let us examine the progress of the campaign for the past 90 days since it initiated. As of June 12th, 430,000 people from 159 countries signed their support. On average, 5,000 signatures have been collected on daily basis. As seen in the graph, growth rate reached more than 60% on average during the month of May.

HWPL Delivers $43,284 Ecuador Earthquake Relief Fund

WPL, together with its affiliates, IPYG and IWPG, raised USD 43,284.82 (KRW 50,145,460) for the Ecuador Earthquake Relief Fund during the 3rd Annual Commemoration of the Declaration of World Peace and the Peace Walk at the World Peace Gate in Seoul Olympic Park.

The delivery ceremony was held at the Peace Palace in Gyeonggi Province, Korea on 10 June 2016. Among the distinguished guests and attendees were Chairman Man Hee Lee of HWPL, Chairwoman Nam Hee Kim of IWPG, H.E. Oscar Gustavo Herrera Gilbert, Ambassador of Ecuador to the Republic of Korea and Mr. Jorge Alberto Icaza, Deputy Chief of Mission and Consul General of Ecuador.

Chairman Lee replied, “We are all one global family. When our neighboring nation suffers, it is our duty to give our hands and bring peace together. My deepest condolences go to many individuals who lost their lives in the disaster and I truly pray for them and their family.”

Ambassador Gilbert expressed his gratitude and said, “I want to express my thanks on behalf of, not just the government but, all 60 million Ecuadorians because your help and support benefit them. In

“Not only in helping through the fund, but we are putting the minds for peace into our contribution. The spirit and the heart of people who have contributed will be passed on to the Ecuadorians,” added Chairwoman Kim.

mbassador Gilbert acknowledged that youth can be the biggest victims when armed conflicts occur and expressed to give his full support for HWPL’s international law initiative. He also seeks to implement policies in his country in align much with visions and projects in pursuit of peace by HWPL Chairman Lee. On Wednesday May 25th, at the World Peace Gate in Seoul Olympic Park and in major cities like Busan and Gwangju, the commemorative event was held simultaneously. In honor and remembrance of the victims of a massive earthquake that caused heavy casualties in Ecuador, many attendees and volunteers observed a silent tribute and expressed condolence for the lives lost by participating in the fund-raising event. Ecuador Earthquake Relief Fund Booths were located under the theme of ‘Your Help Brings New Life to Ecuador.’

Just last year, HWPL immediately sought to raise fund to respond to the earthquake that occurred in Nepal and delivered USD $40,000 to the nation through the respective Embassy. All fund made are delivered to the government of Ecuador through the Embassy of Ecuador in the Republic of Korea. HWPL also seeks for various ways to give continuous support to Ecuador. Especially through Legislate Peace Campaign, it hopes to spread a culture of peace in the regions vulnerable to non-peaceful activities.

A Closer Look at the Declaration of Peace and Cessation of War – Article III The Declaration of Peace and Cessation of War (DPCW) has been drafted with the intent of promoting the respect of fundamental human rights and international law, and of further involving States in the active protection of those rights. In this month’s newsletter, let us take a closer look at the Article 3 and 4 of DPCW.

Article 3 - F riendly relations and the prohibition of acts of aggression 1. In accordance with United Nations General Assembly Resolution 2625 (XXV), States should develop friendly relations based upon respect for the principle of equal rights and self-determination of peoples, and should take appropriate measures to strengthen universal peace. 2. States have the duty to refrain from any forcible action that deprives peoples of their rights to self-determination. 3. States should condemn the illegal occupation of territory resulting from the threat or use of force in a manner contrary to international law. 4. States should promote accountability, including by investigating alleged violations of international law, in particular, grave violation of the Geneva Conventions and their Additional Protocols, and should take measures to ensure that states, citizens and corporations do not contribute to the commission of violations of international law. 5. States should condemn, and should criminalize in their domestic law, the planning, preparation, initiation or execution, by a person in a position effectively to exercise control over, or to direct, the political or military action of a State, of an act of aggression which, by its character, gravity and scale, constitutes a manifest violation of international law, thus amounting to a crime of aggression. 6. States should refrain from allowing their territories to be placed at the disposal of other actors, whether States or otherwise, to engage in armed force against a third State. 7. States should bear in mind the principle of sovereign equality of states, and should seek to consult all other states, on the basis of reciprocal respect, on issues that may relate to them, in order to resolve and pre-empt disputes which may arise. This provision should apply without prejudice to human rights law and human dignity.

Article III Explanation [Article 3] Article 3 DPCW is dedicated to friendly relations and to the prohibition of acts of aggression Articles 3-5 DPCW, touching upon numerous core norms of international law, affirm the principle of equal rights and selfdetermination, the prohibition of illegal occupation of the territory of a State resulting from the threat or use of force, the prohibition of aggression (and, in general, of any direct and indirect contribution of a State to the violation of international law on its territory or in the territory of another State), the principle of sovereign equality of States, and the positive role of the mechanisms that promote the peaceful resolution of disputes. Moreover, Article 3 DPCW refers to the Geneva Conventions and their Additional Protocols. They constitute the body of international law that regulates the conduct of armed conflict and seeks to limit its effects. As such, they specifically protect wounded and sick soldiers on land during war, shipwrecked military personnel at sea during war, prisoners of war, and civilians, including those in occupied territory.
